President’s Message

T

he June 27th Board meeting was videotaped and available for viewing on channel 920 starting on July 8. I hope all residents had an opportunity to view that meeting. Those that did or had attended the meeting observed that wearing masks and social distancing were the norm. We intend to videotape the July 25th Board meeting as well as the August 22nd Meet The Candidates meeting. Additional videotaping of meetings will be addressed by the Board. We have the capability to videotape, but we need a professional to do the actual videotaping as we did on June 27th. It is my understanding that due to social distancing requirements some residents were not able to gain admission to that Board meeting. That issue is being addressed by the Administration.

It is important to review the wearing of masks. Governor Wolf issued an Executive Order requiring that masks must be worn indoors or outdoors if an individual is not able to practice social distancing. My wearing a mask is a sign of respect to anyone I am near, be it in a retail store, walking, getting the mail, or at the trash/ recycle area. Yet everyone in or outside of the Hideout does not wear a mask. I continually see residents at the recycle/ trash area and the mailboxes not wearing a mask. When I say masks should be worn, the response is okay, thank you, or I do not have the virus. The new COVID-19 outbreak in TX, AZ, CA, and FL is absolute proof that social distancing and wearing masks is the mitigation needed to stop this virus from spreading.

Bulk day, June 13th, was interesting and troublesome. With residents not really able to leave their homes for weeks, it stands to reason that “spring cleanup” was truly utilized. We had 2 lines of traffic, and the North Beach parking lot was used as a “corral” for cars, trucks, utility vehicles and any other vehicle you can imagine. The next bulk day is scheduled for October 3 and rest assured that the administration will have a new process in place. The full cost of the June 13th bulk day should be presented at the July 17th/25th Workshop/ Board meeting respectively.

Our July 4th fireworks display was cancelled due to COVID-19. However, that did not deter some residents from having their own fireworks display. I was recently informed that the PA law for use of fireworks requires a distance of 150 feet from any building. Obviously, that did not happen here. So our Public Safety staff issued over $2000 in citations to residents who decided to flout our anti-fireworks policy. Those citations/fines are payable within 30 days of receipt of said citation/ fine. Absent payment in that time frame, the resident is not a member in good standing and loses all opportunities to use our amenities. The matter is then referred

to the discipline committee for its determination.

Remember even if a renter is using fireworks, the registered owner of the property is responsible for paying citations/fines. Any reimbursement between the parties is not our concern.

There was at least one repeat violator during the July 4th weekend. The current fine structure of $150 first offense and $300 for the second offense is being reviewed for a significant increase in fines.

The pools and beaches have opened on a limited basis. Members need to

understand these amenities carry with them the greater risk of spreading COVID19. We are doing our best to protect our members and employees. The supervising of social distancing mandated by our Governor is a very difficult process, especially when most of our staff for pools and beaches are young individuals. We do have our Public Safety make checks at various times; however, they are also frequently busy with a variety of calls serving our community. We have tried different approaches in an attempt to allow the greater number of members use of these amenities; however, our bylaws and the Governor’s COVID-19 directives place more restrictive demands on our staff and the administration. For example our bylaws allow for renters to use the amenities of The Hideout. Our bylaws state homeowners who rent grant their amenity rights to the renter. We are continuously exploring better ways to allow for greater use of the facilities within the confines of Governor Wolf’s directives and our bylaws.

As of the writing of this message, Governor Wolf has issued new directives concerning COVID-19. The Clubhouse, both the Bistro and Pub, can only be used if meals are served. Alcohol can only be served if a meal is served. Groups cannot exceed 25 in facilities. The use of social distancing and masks are still required. We urge members to follow the directives of the Governor. Contrary to some members who believe we are a private community and therefore do not need to adhere to the chief executive of our Commonwealth, this is not true. We are mandated to follow the directives and laws of the Commonwealth.

As you travel throughout The Hideout, you will notice that our employees are wearing face protection and other protection. We realize there have been some times when some of our employees have been forgetful about this process, but we are constantly promoting the use of masks, protective equipment and on rare occasions we have had to counsel.

Please respect our employees and other members. When you come in contact with them, we urge you to wear protective face masks, keeping them safe. and in turn they will do the same to keep you safe.

We are proud of the work The Hideout has done to keep our members, staff, and guests safe during this pandemic. None of The Hideout staff has been infected and to the best of our knowledge there were only a handful of member cases.

We urge you to be safe as we enter into another phase - one where we are seeing an increase or surge of new COVID-19 cases. The Hideout is proud of its staff who have demonstrated outstanding dedication and performance throughout this pandemic and we are certain they will continue in serving our Community. ■

hope everyone had the best possible July 4th celebration that they could with all that is going on. I know that due to the unusual situation, it was not what we are all accustomed too.

In recent weeks there have been significant changes in the trash and recycling area. There is an attendant on duty seven days a week from 8 a.m. to 8 p.m. So there are limited hours for members to use the facility. I have been talking about this for several years.

Now due to circumstances beyond our control, we have to abide by OSHA rules. It will take a short while for us to get accustomed to the new hours of operation.

The Board of Directors election is right around the corner. On August 22nd at 9 a.m. at the Main Lodge, members will have an opportunity to meet the candidates. I highly recommend members attend.

I want to commend our Community Manager Larry Frotten and the department managers for their time and the outstanding job they have done. Coordinating the opening of our amenities in a safe manner was no easy task.

Our Public Works and Maintenance Department did above and beyond on Bulk Trash day. It appeared that the lockdown provided members time to get to those jobs that there never seemed to

A special thank you to Joe Inclan for coordinating the effort. The food was delicious and the poster & cards were truly thoughtful. They are on display at the Public Safety Patrol Office. The thoughtfulness, generosity and kindness that was given is truly humbling, especially during these unprecedented times. It put many smiles on the members of the department’s faces and touched our hearts. We strive to give our best for all of you and will continue to do our best to serve the community. I frequently ask that members become involved in a committee. These committees are the eyes and ears of our members. New blood brings new ideas. So please get involved and fill out an application for one of our many committees. Applications are available at the POA Office.

Please fill out, or go online to fill out the 2020 census. The census brings funds into our county that would otherwise come out of our pockets.

As always, please be kind to other members and staff members while performing their duties. A little kindness goes a long way. ■

Public Safety Corner

The new boat is a 2020 Harris Flotebote Cruiser LX 160 Pontoon Boat with a 50hp Mercury Marine engine. Prior to its maiden voyage the boat was lettered with the Public Safety Department logo, equipped with emergency lighting and siren as well as tow bar for towing disabled members boats in need of assistance. ■

W

hile this summer has been anything but ordinary, we have still seen a consistent amount of use of the amenities and of course the weather has been cooperative with plenty of sunshine and warm temperatures. The Facilities Department has been working tirelessly to respond to repairs and maintenance of our facilities, regular upkeep of our grounds and roads, and stormwater projects. Our Permitting Office has been very busy as well with many property owners doing projects, an influx of new owners resulting in an increase in resales and inspections, as well as new home construction.

Permitting Officer, Dennis Polhamus, has been in the field every day performing multiple site visits and when not in the field, he is on the phone with property owners continuously answering questions, providing insight, and keeping our permit process moving. I commend Dennis on his hard work and his positive demeanor and patience when speaking with people on the phone and when meeting with them in person.

Most of you by now have heard of the changes we have made at the trash and recycling area. The most important of those changes was the decision to close the area at 8 p.m. and open again in the

morning at 8 a.m. Currently the hours for being able to bring your trash and recycling are 8 a.m. to 8 p.m.

Monday through Sunday. Some of the other changes that were made were to comply with safety regulations and to bring a greater sense of cleanliness and organization to the area. The area is staffed from 8 a.m. to 8 p.m. with the attendant assisting members with their trash and recycling. While members may no longer put their recycling directly into the compacters, you may continue to put your household garbage into the trash compacters. The attendant is there to assist you with the household garbage, if needed. The recycling can be unloaded from your car and the attendant will take care of loading it into the compacters. All operation of the compacters, i.e. pushing the buttons, is to be done by a Hideout staff member only. I would ask that all of our members who are visiting the trash and recycling area please remember to wear your mask when exiting your vehicle; this is not only Pennsylvania law, when in public, but it is also and more importantly

Finally, since we are speaking of the trash and recycling area, I would like to recognize one of our employees who has been staffing the trash and recycling full time, Christopher Charles. Chris has probably brought the most positive change to this area with his overall happy and positive attitude. Chris has been repeatedly commended and complimented through social media, email, and phone calls to the POA. He is described as being helpful, respectful, energetic, and someone that people actually look forward to seeing when they bring their trash. This attitude speaks volumes for the person that Chris is because we can all admit that this job, to most, is not appealing, especially on those long, hot summer days. Frankly, it “stinks”. I can also attest to driving by the trash and recycling area on multiple occasions, to find Chris picking up garbage along the streambank, the road, and the parking lot. If you have the pleasure of meeting Chris, if you haven’t already, I know you will agree with me. He deserves this recognition and I

trust you will return his smile and show your appreciation for this hardworking individual. ■

A Board of Directors comprised of individuals with different backgrounds, philosophies and skills can organize themselves into a body that is solution oriented, forward thinking and responsive to the needs of the community. Our governing documents give us the foundation and structure for continued success and growth. The Board of Directors can and must oversee and direct our management team and the working committees to be sure The Hideout continues to grow and prosper.

Now, perhaps more than ever, the Board must lead with conviction and certainty, tempered with empathy and understanding. We face new challenges this year. We must meet them with assurance, confident in our abilities, yet sensitive to the diverse needs of our members.

Under my leadership, we established a Community Emergency Response System effecting certification of a 20-resident Community Emergency Response Team (CERT); succeeded in reducing receivables (due collections) by thousands of dollars and improved on-time payment of dues; led an in-house committee reserve study resulting in fiscal responsibility in capital expenditures; fostered a collegial, solutions oriented team approach to Board operations resulting in realistic goal setting and successful outcomes; worked with local real estate agents to foster a positive relationship, resulting is higher occupancy and increased receivables; worked with Board Attorney and City Codes Department to effect cleanup of delinquent properties.

I know I have the talents you require in a Board member. Perhaps most relevant, my volunteer work as a Board Member for a Florida Homeowners’ Association with 435 homes, serving consecutively as Grounds Chair, Secretary, Vice President, President and a second term as Secretary for a combined total of thirteen years. The Board managed all areas of operation including grounds maintenance, security, equipment, facilities, communication and

We must continue to reach out to the leaders of these governing bodies to develop and maintain relationships and partnerships which will benefit The Hideout. Collectively, the Hideout owners support the municipalities through our taxes. By reaching out to our local governing bodies and elected officials we can remind them that we

are an important voting block expecting fair and reasonable consideration and representation.

The Hideout must continue to select qualified leadership to assure fiscal responsibility, preserving our status as a Gold Star 4-Season community where we vacation and/or live fulltime. Maintenance of our infrastructure is paramount and must be skillfully managed on a day-to-day basis insuring that unexpected major repairs are minimized and the need for new assessments are decreased or eliminated. Responsible long-range planning will provide a “road map” which, if followed, will assure a successful future. Notably, the Board must continue to work with the members and our utility company, Roamingwood Water and Sewer, to resolve any existing issues and study the impacts of climate change and new construction on our water table and drainage systems. The Board must also continue to find ways to improve cell signal reception within the community.

We must continue our recycling and waste management protocols to reduce costs and lessen environmental impact.

We must remain proactive in protecting our greatest assets, our lakes and streams and forests. Only by continuing to select qualified leadership will be able

to guarantee our members that their investment remains sound.

My educational and work experiences all contribute to my qualifications for Board membership.

My undergraduate studies were at Ithaca College and The University of Hartford. I hold an Associate’s Degree in Medical Assisting from City College of Gainesville, FL. My work experience is in banking, public school business administration, career counseling, small business management and medical assisting.

While I currently serve on the Governing Documents Committee and Public Safety Committee, I believe my skills, interests and abilities will be best utilized as your representative on the Board of Directors.

What is your long term vision for the community to create a clean and stable environment while continuing economic growth?

“Environmental conscientiousness” is much more prevalent today that it was when I was growing up. Yet there seems to be a disconnect between “awareness” and “action”. We all know we should re-use and recycle. But do we proactively manage our trash? There must be a clear, consistent education of our membership regarding the environmental and financial impact of our personal trash disposal. Members need to know in dollars and cents how much our trash and recyclable disposal is costing The Hideout.

Can/aluminum recycling for cash could significantly reduce the amount of “trash”.

A program such as “yard of the month” or “garden spot” might encourage members to maintain or improve their homesteads.

meetings member attendance on average is 25 to 30 residents. As a Board member what ideas do you have to get members more involved?

In my experience as a Board member, attendance at Board meetings is often closely tied to the number of “problems” facing the community. Nothing brings people out like “issues” to complain about. So I don’t necessarily equate low attendance at meetings with “failure”. That being said, I think it helps to have interesting speakers, knowledgeable Board members who are ready to respond to citizen concerns (or willingness to research and get back to the member in a timely fashion). Perhaps there could be a “Spotlight” on a project, department or member deserving of recognition for a contribution to the betterment of the community.

What interest you in running for the Board of Directors and which aspect of the Board interests you the most?

If elected, what main objective do you see yourself improving on for the community?

The Board of Directors has a fiduciary responsibility to utilize the monies collected in dues to maintain and improve

the quality of life in The Hideout. If the long-range plan is carefully and judiciously followed, there should be ongoing maintenance, repair and replacement of equipment and facilities.

There should be a minimum of “surprise” or “unplanned” major expenditures. If there is consistent and continuing training of paid staff, competencies will remain high and retention rates will improve.

Helpful, happy and courteous staff is vital to a pleasant Hideout experience for our membership and/or their renters.

The volunteer committee system provides a valuable resource to the Hideout. Please specify what committees or activities you have previously been involved with and your role.

Volunteers are the lifeblood of the community. They must be actively recruited, recognized and rewarded for their vital participation in the work of the community. When I hear someone complain about a service or amenity I frequently ask, “have you spoken to the XYZ committee about that concern”?

Or “Did you send an email to the Board liaison for XYZ committee? I know they welcome citizen input”. Members need

to know that communication is a twoway process and that they are “heard” by committee and Board members. Too often in my first year here I heard, “they don’t listen” or “they don’t seem to care”.

We need to improve our communication person to person and to follow-up directly with individuals who voice concerns by telling them what has been done to remedy the situation. Each committee can be the “eyes and ears” of the community. I suggest that once a year every member of every committee and every staff person attend an informational panel discussion made up of the chairs of each committee of the Hideout and the focus of the discussion be “one achievement” and “one continuing challenge” faced by that committee. That way, every committee member is aware of the successes and challenges facing everyone. Service recognition could be given at that meeting.

As a one and a half year resident my experience here is limited, but I like to think that my extensive experience in my previous community (13 years on the Board) has given me a skill set and managerial insights requisite for my meaningful contribution to this Board. ■

Jerry Restaino Hello friends, neighbors, and Hideout residents. My name is Gerard Restaino, but I am known as Jerry Restaino. I was elected to the Board of Directors in 2018 for a 3 year term that expires in October 2020.

In 2019 Board members elected me to be the President of the Board, and re-elected me as President for 2020. I have a simple philosophy: you pass this way once and must give back. My background and life experiences as set forth below certainly exemplify that philosophy. I am actively seeking re-election to preserve the Hideout as a Gold Star recreational community and to continue the forward thinking work this Board has accomplished.

I was born and raised in Newark, NJ, and graduated from Newark State Teachers' College in Union, NJ. I have a BA degree in Industrial Arts and began my teaching career in Newark, (1963-65) assigned to two elementary schools teaching deaf and physically handicapped students. It was challenging and emotional. I then taught Industrial Arts at a junior high school in Edison, NJ (1965-70) where I met my wife Judy, who taught German and later on ESL. We were married in 1967 and bought our first home in Metuchen, NJ. During the next several years our two sons, Gary and John, were born.

We purchased our first home in the Hideout in 1993, our current home in 2001 and became full time residents in 2003. As part-time residents we enjoyed many of the amenities whenever we spent time here. I appreciated reading the Hideabout which gave me a perspective on the community and our investment for the future. Since becoming full-time residents and prior to being elected to the Board, I attended Board meetings and have been concerned and interested in all issues which affect the community. I also belong to the Woodworkers Club and the Hideout Adult Social Group. I was a member of the new Governing Documents Committee (GDC) and am currently the Board liaison to the GDC. Judy is the Secretary of the Lakes Committee, a member of the Hideout Adult Social Group, and is a volunteer at the library in Hamlin.

Some residents purchased their homes and rented them out to pay the mortgage or pay for college/university costs. However, renting a home incurs an administrative/ financial problem for the POA. By that I mean how many renters can be in a home at one time, and must they be related to each other? Can every home in the Hideout properly and safely park 5-6 cars on their property? Another issue for us to review, which we will.

The Hideout was 50 years old in January 2020. I established a 50th Anniversary Committee to plan an outstanding celebration for that occasion. The residents I asked to serve on that Committee have a varied background with one being a part time resident in 1973 and ultimately becoming a full time resident. Many hours were devoted by the Committee for planning an unforgettable celebration.

Alas, COVID-19 significantly interfered with our celebration. The Committee decided to postpone the celebratory activities until 2021 with a theme of 50+1. That was approved by the Board.

The Hideout is a terrific, well-established recreation community with a diverse population that can and should take advantage of our amenities. As an arbitrator/mediator the following has served me well: if you always do what you always do, you will always get what you always get. Three years ago I said we need to involve more residents in the decisionmaking process, be it volunteering on a committee or becoming a Board candidate.

The Search and 50th Anniversary Celebration Committees are examples of that comment/commitment.

What is your long term vision for the community to create a clean and stable environment while continuing economic growth?

A clean and stable environment can be created with the following: Rules, Regulations and Policies; Communications; Enforcement of Rules, Regulations and Policies.

On September 24, 2016, the Board appointed me to be a member of the Governing Documents Committee (GDC).

Prior to our first meeting on November 30, 2016, I reviewed the material sent to committee members including the Bylaws and Protective Covenants. Those Governing Documents were written by some very articulate and talented individuals, but in 1970. However, they need to be reviewed, fine- tuned and brought up to date. They are the glue that holds this community together. Since 2017 there have been 3 amendments to the Governing Documents with proper communications to the memberships and a vote by the membership. Exactly what I am suggesting above. It will always work if you involve the membership with a process that is comfortable to use. What is easier than having the ballot mailed to your home with the dues assessment?

We need to continue to address and enhance rules, regulations and policies in such areas as, but not limited to, recreation, trash and recycling, food and beverage, public safety, use of lakes and the golf course. These enumerated areas are part of our community and must always be available for use by the members.

We need to bring back the concept of Letters to the Editor. I think the concerns by a prior Board did not materialize into an uncomfortable situation for the Hideout.

I am not talking about a Facebook or Twitter concept. Nevertheless, I will work to bring Letters to the Editor back to the Hideabout with one caveat: nothing mean-spirited, obscene or abusive will be printed. We can also create a review process for members but remember that the final decision to print something rests with the Board. We can even try the Letters to the Editor or Board on a trial basis and review it quarterly.

Enforcement of rules, regulations and policies is difficult if the offenders cannot be seen. One such example is fireworks.

There is only one certified and approved company in the Hideout allowed to have a fireworks display. All the rest is probably nice for family and friends. It is not nice or comfortable for neighbors and with a dry season can be extremely dangerous.

Our homes are in close proximity to each other, and reading about wildfires in our western states makes me uncomfortable.

Loud, obscene language at any hour is beyond being offensive. It is especially outrageous at 1-2 am. There is no humor in that type of conduct and discipline should be severe.

I believe we need an aggressive marketing program for the Hideout.

It is my understanding that in 1970 telemarketers started marketing the Hideout in New York City and surrounding areas, and it certainly shows they were successful. It is also my understanding

that we were not successful marketing the Hideout in the Philadelphia area. We should be able to address this issue within the tristate area. We have nothing to lose and a lot to gain.

It appears that with at least 68 recent home sales we can look at our property values increasing. That is terrific for all of us, and it is most heartening to believe that the pandemic opened up financial opportunities for those who had some money put away for the proverbial rainy day. Let’s embrace those individuals with a sophisticated marketing program and make them part of our robust community.

We have to recognize that some residents will do something that runs afoul of our Public Safety Department, be it speeding on our roads, being reckless on our Lakes, or being unruly at an amenity such as the Clubhouse/Pub. The purpose of enforcement is to serve as a warning to residents informing them of what they did wrong and what conduct is expected of them. Sometimes a simple warning is sufficient to modify a resident’s behavior.

Nevertheless, it may very well be that some errant behavior is so incorrigible that a citation is warranted. Quite frankly, the requirement to pay a fine means the Hideout is serious and will not tolerate continued acts of improper conduct.

I need to dispel the rumor that some residents are targeted by Public Safety.

That probably occurs on Planet Zuno, not here in the Hideout.

At monthly Board of Directors meetings member attendance on average is 25 to 30 residents. As a Board member what ideas do you have to get members more involved?

As a former Union representative and organizer I quickly learned that unless there is a need, most individuals do not have a desire to be involved. But I also learned that a lot of them did not get involved because no one ever asked them to do so. Let’s be inventive, creative and think outside of the box and with the dues billing in January of each year, do a survey of the membership. Ask residents what their interests and skills are, why they moved to the Hideout, and how they can offer assistance to the community.

We may not be able to accommodate all suggestions offered, but at least we asked.

Moreover, some residents have told me that they are here for a short time, and since Board meetings are on a Saturday they will not give up that day. I can reluctantly accept that point of view, but not for all residents, be they full or part time residents.

I was also told those meetings are not interesting or exciting. Now that is an intriguing position; Board meetings need to be interesting and exciting. That is not an insurmountable problem. We can begin to address that concern by having guest speakers at Board meetings on various topics that impact our lives.

Board meetings were moved to the Lodge to allow for more residents to attend. A few years ago the Meet the Candidates was held at the POA, and it was standing room only. Subsequent Meet the Candidates sessions were held at the Lodge.

In my opinion, the Hideout is the largest economic engine for this part

of NEPA, and there is not a big return to us. Think of how much money we put into the finances of Hamlin, Hawley and Honesdale. We should be actively involved in the political structure of this area, but we are not! Why is that?

Candidates for elected office including School Board members should make the Hideout a place to visit when they are campaigning for office. The perfect venue is a Board meeting. The following illustrates why we need to be pro-active for elections that impact our residents: School Bus Stops 3 for Evergreen School 97 students 6 for Western Wayne Middle/High School 176 students 273 students The bus stops are at the Main Lodge, North Rec. Pool, and the Clubhouse. To protect our children and for traffic control, Public Safety Officers are assigned to each bus stop in the am and pm.

Our volunteer committee system gives residents an upfront view of what is needed to maintain our community. The Budget Committee does yeoman work to create our operating and capital budgets.

Yet we pay school and municipal taxes and have no or limited involvement in that process.

The Hideout has a diverse population with various skill sets, and we have not utilized all of those skill sets. A Board meeting on the use of computers would be very helpful even though all residents do not have email. The list is endless for programs that would be part of Board meetings such as health insurance, Medicare, IRS, lobbying for passage of a specific bill in Harrisburg or Congress.

All statutes ultimately impact us, so we should be part of that process and lobby either by phone, email, letters, or in person meetings with elected officials.

One of the most powerful lobbying forces is the use of senior citizens. I know because I did it for years in getting people elected to school boards, State, Federal positions and passing school budgets.

What interest you in running for the Board of Directors and which aspect of the Board interests you the most?

If elected, what main objective do you see yourself improving on for the community?

As I read the Bylaws I quickly realized that the then language of Article XIV of the Bylaws could be problematic. In fact, the other 2 members of the GDC reached the same the conclusion. That old language would have allowed a group of residents to attend a Board meeting, pursue an item, vote on that item and change a Bylaw. Most importantly, there was no process for determining a majority vote.

Additionally, the Nominating Committee language needed major surgery. My review of the Protective Covenants and the Bylaws was the single most important reason for me to be a candidate for the Board of Directors.

It should be noted that I am proud to have been part of the GDC that proposed

changes to Articles IX, X and XIV, which were subsequently approved by the membership.

I have been a neutral (arbitrator, mediator, fact-finder and super conciliator) since 1993 and take pride in being a people person. To be effective I utilize alternative dispute resolution (ADR) techniques. I have been involved in hundreds of contract negotiations to assist parties in reaching an agreement.

In short, I enjoy being a problem solver, and I use those same skills in my role as a Board member and currently as the Board President. Solving problems for the Board and the Community is very satisfying and gives me a high level of accomplishment.

The above ties in perfectly with my goal of creating a common ground with part and full time residents. Of course, that goal will be full of potholes because of those residents who venture south during the winter months. It is also very important to enhance the committee structure so we can have new members be part of our committees and not always ask those who have served on committees in the past.

The Hideout is a vibrant community with a Gold Star status that makes us the premier POA/HOA recreational community in Northeast PA. Am I bragging; yes and with very good reasons. Look at prior budgets for the past 5 years and compare them to the current budget and you can readily see how the Hideout has grown. We are no longer a mom and pop operation, and I am grateful for the opportunity to have been part of that growth.

The volunteer committee system provides a valuable resource to the Hideout. Please specify what committees or activities you have previously been involved with and your role.

As previously indicated I became a member of the GDC in 2016. After being elected to the Board I was and still am liaison to the GDC. I was also liaison to the Communications Committee and have been liaison to RS&W for the past 2 years.

As President I created the Search Committee for a new Community Manager and appointed 2 Board members, 2 staff and 2 community members to that Committee. Additionally, I appointed 2 Board members to do a review/analysis of Public Safety and 2 other Board members to do a review/ analysis of Food and Beverage. I also appointed 2 Board members to review the Hideout Realty Group and submit a report on the viability of same.

I created the 50th Anniversary Committee, and appointed all the members to the Committee that gave a perspective in membership dating back to 1973. I attended all Committee meetings and made it abundantly clear that I am one vote and nothing else. Majority vote of the Committee established the direction of each topic being discussed.

I am also a member of the Woodworker’s Club.

Michael Terranova

My name is Michael Terranova, and I am running for re-election to The Hideout Board of Directors. I have been a full-time resident of The Hideout since July of 2013, and I have been a member of the Board of Directors of The Hideout since October of 2017. Over the last three years, I have found my background in law enforcement coupled with my experience representing my department in their union have been invaluable during my time on the Board. I feel I can continue being an asset to The Hideout Board of Directors because I value family, honesty, and loyalty to the utmost degree.

I have been married to my wonderful wife, Kristal, for 38 years. We have raised three outstanding children and are the proud grandparents of two precious granddaughters. I feel The Hideout is a wonderful place for families to live, and the sense of community we have here is tremendous. That being said, I know we need to continue to update and improve our operations and facilities to meet the needs of the happy families living here. When it comes to functionality of the inner workings, I believe the voices of those families need to be heard.

Being a retired police Sergeant with over 32 years of experience, I feel honesty and loyalty are extremely important when representing not only myself and my department, but my entire union as well.

Prior to my retirement in 2011, my duties and assignments were as follows: 1. Desk Sergeant / Patrol Squad Leader; 2. Training Supervisor, Patrol Division; 3. Traffic Bureau Supervisor; 4. Juvenile Bureau Liaison to Patrol Division; 5. Doppler radar operator and instructor; 6. Breathalyzer operator; 7. Crime scene investigations and photography; 8. Patrol Division procedure and protocol; 9. Exploited and endangered child training; 10. Report writing and review; 11. Community Policing Supervisor; and 12. Incident command training.

During my time on the Police Department, I was the New Jersey State Policeman’s Benevolent Association Local 96 union delegate. I was directly involved in negotiating several contracts between the members and the municipality. This

I have worked on both sides of the table, as a representative for the rank and file of the department as well as management representing the municipality.

I feel that my experience and training has been an essential part of the Board of Directors.

I believe my time on the Board of Directors has helped move The Hideout forward.

During my time on the Board of Directors, I have always stated that the goal of this current Board of Directors is to stabilize spending and not cut services to the members. I have personally represented The Hideout in purchasing 7 vehicles from the Government Surplus Administration at a cost of less than $70,000.00. One new four-wheel drive pickup truck costs more than $70,000, but The Hideout was able to purchase 7 vehicles. A definite way of stabilizing spending and not cutting services.

We plan to expand this type of purchasing into other divisions of The Hideout.

A very large cost to the members is trash and recycling. With the new compactors for recycling, The Hideout has saved nearly $10,000 in bulk rate recycling. This savings was within the first few weeks of the units going into service.

We plan to continue this trend and will be exploring any and all avenues to save money.

While on the Board of Directors, we have strengthened relationships with Roamingwood Sewer and Water and their Board of Directors so both entities may more effectively serve our members.

My goal is to continue as a member of the Board of Directors, and be able to complete several projects that are scheduled in the future. ■

My name is John Thompson and I am seeking your votes to be appointed to The Hideout’s Board of Directors. My wife, Deneen and I, and our three beagles have been permanent residents of The Hideout since 2018. We moved from South Plainfield, New Jersey to The Hideout after my retirement. Since moving to the Hideout, my family, including my granddaughters have been for many visits to enjoy the many features The Hideout has to offer. The many residents of The Hideout have been so welcoming and courteous which has made our experience here wonderful, and if elected as a Board Member I hope I can do the same for others and possibly even make

Prior to moving here, I was a lifelong resident of South Plainfield, New Jersey, which is where I grew up, graduated High School and settled to start my own family. For many years, I worked in the construction and trucking industries, and settled to own my own trucking and truck repair business. For the past 10 years’ I have also been a volunteer and a beagle foster parent with Happy Paws Rescue, a non-profit organization dedicated to animal rescue and adoption. As a volunteer, I helped to organize adoption events and find loving homes for numerous animals,

To try and avoid multiple homeowners submitting data for the same flock of turkeys, which could bias their survey results, we ask that if you see any turkeys while in the community to reach out to the following point of contact directly with the following information: • Your name • The date you saw the turkeys • The lot number closest to where the turkeys were observed • The total number of: Adult Hens, Adult Males, and Poults (the youth).

Board Meeting Minutes - June 27, 2020

2. Board of Directors’ Comments: Michael Terranova reported that the Board was busy working with administration to keep everything going during the shutdown.

3. Management Reports: Community Manager, Larry Frotten reported on behalf of all managers in the interest allowing more members with social distancing.

During the pandemic, administration has been working with attorneys and the Governor’s office to face the challenges presented by COVID-19. No employees contracted COVID, and approximately 5 members were diagnosed with COVID. Larry explained that when the President or Governor declare a state of emergency, it

takes away the rights and privileges of the individual for the safety of the people. The government issued mandates in dealing with the pandemic but did not make the necessary supplies available. On behalf of The Hideout, Larry complimented Marie Krauss and friends, Marie Morales, and Kathy Trombley for their assistance in making masks for employees. According to the Governor and the Center for Disease Control (“CDC”), accounting functions, public safety, and facility maintenance are essential functions and they have worked throughout the closures. Gradually, as restrictions were lifted, the various other departments returned to work. The Hideout expanded its VPN network to allow managers to work from home where possible. There was approximate eight weeks of delay and staff is working diligently to catch up on the work that accumulated during that time. Amenities are slowly re-opening as procedures are developed and implemented which comply with the new directives.

Heather Hopkins is the new Facilities Manager and she has an extensive background. The floor, sound system, fire suppressant system, paint, lighting and floating stage are completed at the Main Lodge. Administration is restructuring trash to make improvements and will continually work to improve this amenity. The recycling compactors have reduced the cost. The problem with that enhancement is that it did not conform with OSHA and EPA standards. The recycling chute was not to code and members should not use the compactor.

The infractions were small and did not constitute gross negligence, but required adjustments for compliance.

Heather explored the issue and gave a recommendation to the Board for their vote. Trash will be open from 8:00 a.m. to 8:00 p.m. daily and will be staffed the entire time. The gate will be locked outside of hours to allow clean-up and e-mail blasts will be sent out. This is to protect The Hideout from liability and to offer this service to the best of its ability.

There was a reorganization of the Registration Department and the Maintenance Department.

Phones were upgraded by Donald Yocum, IT Manager for a monthly savings of $1,000.00 and no up-front cost.

Frank Trinisewski has resigned as Financial Manager, but he agreed to stay on to train his replacement Debra Tramantano. Frank accepted the job blind and excelled at everything required of him.

The bank account balances are as follows: $2,173,000 in the operational checking account; $2,400,000 in the investment account; $4,300,000 in the capital reserve account; $334,678 in the New Capital account for a total of $7,200,000. The Hideout applied for the Small Business Administration’s stimulus pages upon Frank Trinisewski’s recommendation and

the Board’s agreement. The Hideout was granted $801,000.00 to be used for payroll and employee benefits over 13 weeks.

The terms of the funding require a 6 year payback at 1%, though the Small Business Administration may forego payback and the funds converted to a grant instead of a loan. The Hideout’s $10,000,000 budget is funded at 63% or $7,000,000 by membership dues and $3,000,000 by amenity income. Over the time of the mandated shut-down, the amenity income was lost. The Clubhouse offered take-out service, but operated at a loss. Due to the decreased income, The Hideout is being cautious with spending and any capital purchases not under contract or related to safety are being put on hold. In October, The Hideout’s financial standing for the year can be better determined.

During the shut-down, members had the right to access their homes. The Hideout recognized this and allowed member access and guests to be called through the gates, but banned rentals pursuant to Governor Wolf’s orders. However, it came to the administration’s attention that illegal renters were becoming an issue so the fine structure and a new registration process was instituted to avoid future confusion over the distinction between renters and guests. Since January, 28 citations were issued for illegal renters and last week the first citation was issued under the new fine structure. Seventyeight properties have registered as rentals.

It was acknowledged that rentals are an income source for The Hideout and helps to offset membership dues. Home sales in The Hideout are at a high and property values are increased. It was noted that The Hideout is a leader of homeowner associations and other associations contact us to determine our policy to follow.

Golf was the second amenity to be open, after the Clubhouse take-out, because it could operate and meet the governmental requirements. Administration and the Board are relying on managers to educate and advise of potential issues with requirements and proposals to meet requirements.

The entrance pond fountain was sent for warranty repairs and should be operational and re-installed for the Fourth of July. The lakes are in good shape. During a heavy rainfall, testing numbers were raised, but still under the threshold amount. The numbers were reduced again the next week.

The dues received at this half year mark are remarkable in this environment with 83.5% paid and $5,800,000.00 received.

Larry noted that there are only two ambulance services that cover The Hideout and outlying areas – Hamlin and Commonwealth. The Hideout does staff EMT’s but the State regulations do not allow staff or EMT’s to enter houses or other structures if there are symptoms of COVID and ambulance services are required for this service. Joe Kozuch,

Public Safety Director, is looking into the process of The Hideout owning an ambulance service, but this is very costly.

Joe Kozuch is also upgrading the radio repeater systems.

Larry requested everyone to adhere to the social distancing requirements.

It was noted that the Tiki Bar is not open at this time because of staffing restrictions, but the Food and Beverage Department is working towards opening this amenity.

Larry encouraged members to complete the census at it helps funding for Wayne County.

Questions & Comments: Lot 2374. Member questioned the status of additional cell tower for improved service. Michael Terranova reported that he has contacted Crown Castle, the premier builder of cell towers on the East coast. They are scheduled for an on-site visit in August to review potential areas.

Crown Castle has the connections with the cell providers and will get antennae on the tower if they determine a tower is feasible.

Lot 1326. Member recommended locations for potential cellular service providers as the top of the water tower and outside Stockfarm as the number of permanent residents and dwellings increased this year and more members working from home require 5G service.

Regarding cell towers, Larry Frotten indicated that Commissioners, State Representatives, Senators, and emergency services were all contacted for support. He was advised, though cannot verify, that 9-1-1 emergency calls can be made from anywhere in The Hideout.

Member also indicated that he sent information to Larry regarding sanitation such as UV inserts into air paneling.

Member also mentioned ozonator UV costs and uncomplicated installation process. Larry indicated he will revisit these suggestions to research if testing proved effective as this could be costly for The Hideout and its members with all of the amenity buildings.

Lot 3421. Member questioned the purpose behind purchasing the Miller Road property and Lou Delli Santi responded that the purpose was to preserve the boarders of The Hideout and there was no plan for specific use at that time.

Lot 186. Member questioned the timing of the PennDOT permit for the front gate.

Larry Frotten responded that the turning lane is separate from the original project and this item has not been sent to bid yet and only one bid was received for the gate project so this is not going forward at this time. The timing allows the bidding without expiration of the permit.

20-30 MOTION RESOLVED TO submit the application and corresponding fee to the Wayne County Recorder of Deeds to register the Miller Road property as a green/open space thereby modifying real estate tax obligations, with the exception of the one (1) acre containing the house and garage. Motion made by Marie Krauss, seconded by Louis Delli Santi, and passed 7-0.

20-31 MOTION RESOLVED THAT, pursuant to the 2020 Bylaw Ballot Vote Count Verification attached, the Bylaws be amended as circulated and attached hereto. Motion made by Jerry Restaino, seconded by Richard Yocum and passed 7-0.

20-32 MOTION RESOLVED THAT administration be given the authority to open amenities as they deem appropriate, impose amenity restrictions and adjust amenity policies and procedures as they determine to be necessary, safe and not exceeding the governmental restrictions for the duration of the COVID-19 pandemic. Motion made by Marie Krauss, seconded by Andrew Miller, and passed 7-0.

20-33 MOTION RESOLVED THAT the 2020 Fourth of July fireworks be cancelled and the deposit be credited to next year’s fireworks display.

20-34 MOTION RESOLVED THAT the 50th Anniversary celebrations be postponed to 2021 and re-titled 50th+1 Anniversary. Motion made by Paul Spiese, seconded by Andrew Miller, and passed 7-0.

20-35 MOTION RESOLVED TO offer a payment plan for 2020 to all members whose dues were paid through and including 2019 whereby they can make minimum monthly payments of the 2020 dues and the balance paid in full no later than December 31, 2020 while retaining the rights to amenities. Motion made by Paul Spiese, seconded by Marie Krause, and passed 6-1 with Louis Delli Santi opposing .

20-36 MOTION RESOLVED TO send out for bid the turning lane on Route 590 to be installed this year as required

by PennDOT for the front gate entrance project and the remainder of the project put out for re-bid and completed next year. Motion made by Michael Terranova, seconded by Richard Yocum, and passed 7-0.

20-37 MOTION RESOLVED TO amend the rental process and approve the attached rental forms with an amendment to the fee schedule for the violation of not registering renters as follows: $1,000.00 for the first offense $2,000.00 for the second offense plus a 6 month ban on rentals $3,000.00 for each additional offense plus a permanent ban on rentals for that member. Motion made by Paul Spiese, seconded by Richard Yocum, and passed 7-0.

20-38 MOTIONRE SOLVED TO approve management hire extra maintenance staff so an attendant is at the trash/recycling compactors at all times during the majority of each day. Motion made by Michael Terranova, seconded by Paul Spiese, and passed 7-0.

Questions or comments with regard to New Business Lot 1388. Member noted that he was advised by the employee monitoring trash that batteries taken to The Hideout recycling must have each end taped so there is no acid release.

Lot 626. Member questioned if Motion 20-40 for the exception to bid for electrical work did not go out to bid because he requested a copy of the bid and specifications and there were none available. Member believes that expenditures over $10,000.00 are required to be publicized and 3 quotes obtained. Heather Hopkins reported that this is tied into the magic carpet installation at the ski hill and the bid was the result of an on-site meeting between three potential bidders and the company installing the magic carpets for specifications to be provided by the installer. This was the only bid received and halting the process would result in the magic carpet not being installed this year.

Jerry moved to suspend/table Motion 20-40 pending further review and Andrew agreed to review the legal aspect of this.

After more discussion, it was conceded that this vote could proceed so as not to delay the magic carpet installation. Larry indicated that the ski hill does have the potential to generate income if weather permits. Last year, the ski hill was open for 13 days and the income was over $70,000.00. The magic carpet will increase tube run usage from 20 people per hour to 50 or 60 people per hour, runs permitting.

5. New Business: 20-39 MOTION RESOLVED TO approve the Exception from Bid and contract with Mountain Works, Inc. for the installation of the LST manufactured conveyor belts (magic carpets) at the Ski Hill for the budgeted amount of $15,407.00 as this was the only bid received on this specialized project

and based upon recommendation by management. Motion made by Paul Spiese, seconded by Marie Krause, and passed 7-0.

20-40 MOTION RESOLVED TO approve the Exception from Bid and contract with JSD Electrical Construction for the installation of electrical components at the Ski Hill for the budgeted amount of $10,800.00 as this was the only bid received and based upon recommendation by management. Motion made by Jerry Restaino, seconded by Richard Yocum, and passed 6-0. Louis Delli Santi was not present for the vote.

20-42 MOTION RESOLVED THAT on the recommendation of the Facilities Manager and an outside contractor, Eagle Services Corp., the recycling and trash compacting will be reorganized. This reorganization is due to potential safety hazards and OSHA non-conformance which would affect the liability of The Hideout. Therefore, as soon as feasible, the new hours for trash and recycling will be 8:00 a.m. to 8:00 p.m., 7 days a week with an attendant to assist membership.

Further enhancement of the recycling and trash area will continue on a regular basis.

Motion made by Michael Terranova, seconded by Paul Spiese, and passed 7-0.

General member questions or comments

Lot 1143. Member commended the Community Manager and Board for how they handled the unprecedented circumstances with the pandemic.

Lot 2501. Member questioned and made suggestions to discourage members and potential members from owning in The Hideout if they are unable to meet the dues requirements. Larry indicated that policies to encourage payment and discourage delinquencies are being reviewed, but we cannot prevent the sale of homes under Pennsylvania law and the red vehicle pass for members not in good standing and their guests may be a questionable practice with regard to privacy policies.

Lot 1982. Member indicated that the culvert is eroding her property and may wash-out her blacktop. Facilities reviewed the issue a month ago and she has not heard anything since. Heather Hopkins indicated that this is a priority property and they are simply waiting on material and staff availability.

Lot 1830. Member indicated that his neighbor put a ditch in and routed water onto his property and now he is taking water from the whole hill directly onto his property causing flooding in his house.

Ryan Hill previously determined that this was a neighbor-to-neighbor issue, but this will be looked into again.

Lot 1975. Member indicated she has erosion at her property, and, beginning at least 2 years ago, representatives of The Hideout have indicated this matter will be addressed, but nothing has been done. Heather Hopkins indicated that

the issue at her house is not something that can be done in-house. The design was faulty initially and an engineer will be required and outside contractors to correct this issue. Member was promised

by Larry Frotten and Heather Hopkins that this issue is being addressed and will be resolved.

Lot 1326. Member requested rock being taken out of swale to prevent water issues that developed at his property. This property is on the list for repairs.

E-mail questions were addressed throughout the meeting. Additional questions not addressed, were forwarded to the appropriate departments for a direct response or the Board President will address directly. Jerry indicated that Lot 1196 regarding people sitting on the docks is a safety concern and Public Safety will look into this item and Jerry appreciates being submitted. Lot 3961 regarded cell towers was addressed.

Lot 346 submitted a letter recognizing all of the efforts of The Hideout. Another individual asked for restructuring of the communications within The Hideout which would require additional staffing. This is before the Board, but a new position is not feasible at this time. Lot 3501 submitted a concern about renting the outdoor sports complex and being responsible for trash while this is not required at Roamingwood.

Larry addressed the reasoning and will look into this matter with Maintenance and Recreation especially with the trash facilities closing at 8:00 p.m.

Lot 2771. Member questioned opening of camps. Larry responded that the gym, woodworkers and recreation center are the priority amenities now. Administration is working on whether camps can be offered under the CDC and Governor’s guidelines.

Andrew Miller thanked Larry and his entire team for their work during the pandemic and the monitoring of regulations and Larry’s safe, intelligent and thoughtful efforts to re-open amenities. Andrew also thanked the Board and, especially the President of the Board for his leadership.

Michael Terranova thanked the membership for their attendance.

6. Committee Recommendations: 20-41 MOTION RESOLVED TO approve the Environmental Control Committee’s recommendation from the April 24, 2020 Committee Meeting Report to modify the appropriate sections of the ECC Manual, to include additional accessory structure types and clarify the function, size and quantity of accessory structures with a variance or “grandfathering-in” for existing nonconforming structures contingent upon proof such as permits in The Hideout’s file for that lot, an as-built survey dated prior to June 27, 2020, or other proof provided by the member which management and/or ECC deems acceptable. • Pop-up shades are not considered Gazebos.

COMMITTEE MEETING MINUTES

Long Range Planning Committee Meeting Minutes - July 11, 2020 Call to Order: 10:00 AM – Sharon Speise, Chairperson Pledge of Allegiance Present: Sharon Spiese, Bob Addieg, Walt Buda, Heather Hopkins – Facilities Manager, Excused: Brian Carchedi, Craig Rafaniello, Maintenance Supervisor The minutes of the February 8, 2020 meeting were reviewed and there were no errors found in the minutes.

Election of Chairperson: Sharon Spiese introduced Heather Hopkins to the committee, and informed them that she had met with Heather to bring her up to date on committee business. The committee welcomed Heather.

DISCUSSION Miller Road: Has been put into green space indefinitely, and should the Association decide to develop this area, they would have to pay six years of taxes. The Board is still looking into purchasing the adjacent 8 acres of land.

Main Lodge: Heather informed the committee that renovations to the Lodge are almost complete. Items awaiting completion are: • Area honoring veterans is being relocated to the lower lobby.

• Fireplace grey-wash and bar staining are being outsourced • Awaiting chairs Heather also informed the committee that a portable bar was ordered and is in as well as an 80” television and lobby furniture. The flooring in the Snack Bar area has been replaced.

Bob A. addressed the committee on a topic he brought up at the Public Works Committee regarding a Handicapped entrance sign in front of the Main Lodge pointing to the loading ramp. He informed the committee that the ramp does not conform to ANSI standards and we should not have a sign pointing to a non-conforming area.

After a short discussion it was decided that an immediate fix would be to remove the sign until we can figure out a way to make the ramp compliant or devise another handicapped entrance to the building.

Main Gate: Heather informed the committee that we have received PennDOT approval to proceed with the project with the inclusion of a turn lane. We have plans in progress to work on installing the turn lane this year and postpone the rest of the project until this is complete. We are in the engineering phase of this at present. One of the issues we are facing is that in order to proceed with the turn lane, the driveway at Lake Genero will have to be moved a bit due to PennDOT regulations. Heather informed the committee that we are having the plans drawn up to show the driveway move and that we would be approaching the owner of Lake Genero regarding this.

Aspen Point: Heather informed the committee that the Facilities/Maintenance department has a plan in mind to begin cleanup of this area. This is a project that is being looked at for the fall. She further informed the committee that this will be a very large long-term project.

Clubhouse: Heather informed the committee that plan for enclosing the deck may have to be put on hold due to the COVID -19 pandemic. She has received approval to have an architect evaluate the load on the deck and plan for improving it for an increased amount of people.

Ski Hill: The committee had a discussion of ways to use this area as a year-round amenity. Heather informed the committee that she has met with the Mountain Manager and some ideas presented were: • Rent out skating rink for parties • Having summer events for the community • Develop a hiking trail • Have lift rides The committee was asked to come up with additional ideas for the next meeting.

Stormwater: Heather informed the committee that the Maintenance Department has been very busy working on stormwater issues within the community. Several issues have been addressed to date and the effort is ongoing.

Woodworkers: Heather informed the committee that the siding for this building is in the budget, however, it is currently on hold due to the COVID-19 pandemic.

Splash Pad: The committee briefly discussed this as a way to attempt to lessen the burden on the Main Pool.

Kiddie Pool: Needs to be redone, Heather will look into this.

Bowling Alley: The committee discussed building a bowling alley. This was something that was thought about for Miller Road.

Bob Addieg informed the committee that Brunswick or AMF have a program where if you can show enough usership they will come in and subsidize a turnkey operation to be paid back in 20 years. The committee discussed the advantage of this type of amenity: open 12-months a year, (many of our other amenities are seasonal). It could be open to outside area and include food & beverage facilities.

Landscape Architect: It was suggested that the community should look into having a landscape architect on retainer to help get our buildings looking better.

Board Liaison Comments: Rich Yocum informed the committee that before the shutdown, there was some discussion about an indoor pool. The demographics of the community are changing and on a recent survey, an indoor pool was a top suggestion.

A bubble over the North Pool was also an idea being mentioned.

The next meeting will be on August 8, 2020 at 10:00 am in the POA Board Room.

The meeting was adjourned at 11:10 am. ■

s we experience many obstacles this year, we will continue to move forward. The safety of our community members and staff is of the upmost importance. I have challenged myself and my staff to start thinking outside the box.

How can we plan different events that allow us to enjoy our recreation amenities in The Hideout in a safe manor?

As we look forward to getting back to some our traditional programs, we our trying to plan for activities that everybody can enjoy in a safe manor.

One of the new events will be called The Hideout BASS Tournament. This will be a catch and release bass tournament for all ages and separated into two divisions.

Youth division will be for kids up to 16 years old and the adult division will be for anyone 16 years or older. All Pennsylvania and Hideout Fishing Regulations will apply. The date of the Tournement is Saturday, August 29 and will take place on Roamingwood Lake. This will be strictly catch and release and details of how fish will be measured and tournament rules will be posted shortly. You will be able to fish from shore, and powerboat or non- power boat. This is something new and not ran like our traditional fishing derby. More information and tournament rules will be posted shortly.

The Recreation Department would like to thank all of The Hideout members and guests for abiding by the social-distancing and limited capacity guidelines that we enforced last month when reopening our facilities during the pandemic. Our staff understands that this is not an easy situation for anyone, but we are trying our best to keep our members safe, satisfied and comfortable through the summer in terms of opening amenities, using recreation equipment and our athletic facilities. Amenities will remain open at 50% capacity and mask-wearing/ social distancing are in full effect.

As we stated in July’s article, we are adding four months on to everyone’s

Fitness Center contract in hopes to make up for lost time. Our fitness center opens daily at 7:00 a.m. and closes at 7:00 p.m. from Monday through Friday, closes 4:00 p.m. on Saturday and closes 3:00 p.m. on Sunday.

Please be respectful of other members by wearing your facemask and remaining six feet away from other gym-users. Remember to wipe down your equipment after use.

Looking for something to do? Come to the Indoor Sports Complex Center and rent mini golf equipment for only $3 per person. We also offer indoor court bookings for basketball, tennis and pickleball. Don’t know what pickleball is? We offer free lessons on Fridays at noon and Saturdays at 1:00 p.m., just call Recreation at (570) 630-3733 to reserve your spot. The Nubia Art Center is also open Tuesdays through Sundays from 12:00 p.m. to 5:00 p.m.

Our arcade is open daily from 11:00 a.m. until 8:00 p.m. and our indoor golf simulator is open daily from 9:00 a.m. to 8:00 p.m. (payment and reservations end after 5:00 p.m.). Our arcade offers a pool table, fooseball, air hockey, ping pong, giant connect four, wacky gator, racing games and skill cranes. Bring $1 or $5 for change and win some prizes! We frequently sanitize each room to ensure the safety of our members.

Tennis players! We have invested in repairing and rebuilding and resurfacing our outdoor tennis courts and expect to have by Spring/summer 2021.

COMMITTEE MEETING MINUTES

Public Works Committee Meeting Minutes - July 8, 2020 Call to Order: The meeting began at 10:00 Pledge of Allegiance Present: Robert Addieg, Andy Vuolo, Rich Maxwell, Michelle Popadynec, Heather Hopkins – Facilities & Environmental Manager, Tina Fairfax – Facilities Coordinator, Craig Rafaniello – Maintenance Supervisor Excused: John Thompson, Rich Straczynski, Karl Englert, Laura Rusnak Minutes from meeting on March 11, 2020 for approval. Any changes, questions or comments: The minutes were approved with no changes.

DISCUSSION There was not a quorum for this meeting.

Heather informed the committee of the following: Amenity Openings: Pools & Beaches are open at 50% capacity per COVID-19 regulations. Capacity was derived by use of an online COVID-19 capacity calculator.

The Clubhouse Pub and Bistro are also open at 50% capacity with social distancing. Concern was expressed that social distancing may not be being properly observed the bar area. Some suggestions were to put up plexiglass between seats, remove some of the chairs, etc. Heather will talk to the Food & Beverage Manager about this.

Ski Hill: Heather informed the committee that both Magic Carpet ski lifts have arrived. The trenching and electrical work is in progress and on schedule to be done soon. The Magic Carpets will be installed

by Mountain Works beginning mid to late July.

Trash & Recycling: Heather informed the committee that the trash/recycling area is now being opened from 8 am to 8 pm and there will be an attendant there to assist members, and she is looking into changing the hours to 7 am to 8 pm to accommodate more people. She also explained that the keys have been taken out of the compactor as due to OSHA regulations, no one under the age of 18 or who is not an employee should be turning the key or pushing the buttons on the recycling compactors. Covers have been installed over the recycling compactor buttons and over the chute to prevent anyone from falling in. The committee asked about the cameras and lights and were informed that this has already been updated.

Heather informed the committee that the Maintenance Department has embarked on a large-scale cleanup effort in this area and have retained a new pest control company who is working on controlling bee problems at our amenities and has set bait stations to control the rats.

Mike Terranova informed the committee that the fine structure for illegal dumping is being looked at for revision.

Heather recognized employee Chris Charles for his stellar work at the recycling center. She advised that she has received many compliments, letters, emails, etc. regarding Chris and his efforts. The

committee agreed that Chris is a great employee. Congratulations Chris, and thank you for your dedication!

Bulk Garbage Day: Heather informed the committee that Bulk Garbage Day was a successful and very busy event.

Sixteen employees worked this event and 14 forty-yard containers were filled by 12:30 pm, and after that the trash was piled on the ground. Heather commended the maintenance staff for their hard work at making this event so successful. She further informed the committee that changes are being looked at.

Line Painting: Heather informed the committee that she is looking for a line painting company to do work in the community.

Stormwater: Heather informed the committee that the Maintenance Department has been very busy working on stormwater issues within the community. Issues addressed to date have been on South Fairway, and Westview Drive. We are currently working on Ridgeview.

Hideout Roads: Heather advised the committee that the Maintenance Department has been busy filling potholes, erecting signs, etc. She further advised that crack sealing is on our radar and we are looking at the possibility of outsourcing this effort.

Staffing: Heather advised the committee that the Maintenance Department is understaffed and in addition to working on emergencies such as multiple freezers going down (hauling ice to the Clubhouse until a new freezer could be purchased and installed), extra cleaning due to COVID, etc., they are trying to catch up on regular work orders, stormwater issues, and projects such as the Clubhouse mulch. They are working hard and doing a great job. She is looking for at least 2 employees who will be mainly dedicated to trash/recycling.

Heather informed the committee that Jim Aleckna has been promoted to the position of Maintenance Supervisor. He will be handling more of the administrative duties of the position and Craig will be able to concentrate more on project management. Congratulations Jim! Board Liaison Comments: Mike Terranova expressed that he is thrilled with how hard the Maintenance staff is working and commended Heather on her leadership.

He also expressed that on his walks around the community he is happy to see members assisting in picking up roadside trash. Heather informed the committee that she is looking into developing an “Adopt a Road Program” within the Hideout. The committee thought this was a great idea.

FISHERIES SURVEY VIA PRINCETON HYDRO Princeton Hydro conducted a fishery survey of Roamingwood, Brooks, and Deerfield Lakes during the week of May 11. All of the lakes are looking good, and a full report will be shared by the committee when complete.

ENTRANCE POND FOUNTAIN NatureWorks removed the fountain on June 5th and discovered that the impeller had somehow been damaged. The manufacturer, Aqua Control, is investigating and will correct it as it is still under warranty.

ACT 13 AND GROWING GREENER GRANT STATUS Lake Wallenpaupack Water Management District submitted a change order and received a time extension for the Act 13 Grant. Following approval of the merger, finalized engineering, permitting, construction and oversight will be scheduled.

ALUM INJECTION SYSTEM AT DEERFIELD LAKE The project for 2020 has been tabled due to the alternative of using Biochar given its projected removal rates and relatively low costs compared to the Alum system. PH put together a quote of $7,465 to install 75 filtration socks throughout Deerfield in coordination with Hideout staff. S. Flapan offered to make the boxes if the Hideout paid for materials. The pilot test location would be in the Entrance Pond.

ROCKFRAC We will not be proceeding forward with RockFrac due to the cost and permitting requirements. H. Hopkins and R. Hill will consider adding additional buoys where there are concerns.

ENTRANCE POND A work order has been entered to install a gravel access ramp for the entrance pond to be utilized by NatureWorks and PH and watercraft such as kayaks or canoes.

BROOKS SPILLWAY REHABILITATION PROJECT On June 17th Keith Pierson with the Wayne County Conservation District confirmed that our updated Erosion and Sediment Control Plan was found to be satisfactory. The next step is revisiting with the state DEP and getting the project in motion with the 2021 budget.

BETHNIC MACROINVERTEBRATE STUDY If timing permits R. Hill will try to do an additional survey but may need to wait till the fall months.

WOOD DUCK NESTING BOXES R. Hill is optimistic that the majority have seen activity but has not had time to revisit.

VERTEX AERATION UNITS A work order is in motion for the Deerfield Aeration Shack to get an overhaul and needs to be done by the end of the year.

PH is looking into perhaps adding another aeration unit in the cove that is getting a lot of debris and water lily growth.

INVASIVE PLANT INITIATIVE The project is still in motion but may be slated for the fall due to COVID. TRACT 29 A work order has been entered for removing the old woody plantings and mesh screens along Brooks and Deerfield.

Spraying for canary grass will occur behind Brooks when weather conditions are ideal.

DAM INSPECTIONS Dr. Givler conducted his inspections on June 18th and gave our dams a clean bill of health. We are currently working on getting our Emergency Action Plan notices updated to reflect H. Hopkins as the new Dam Operator.

PICKERELWEED TRANSPLANT Once they are starting to bloom a few pickerelweed plants from Big Spring Pond will be transplanted to the Entrance Pond.

NATUREWORKS Moderate growth of filamentous algae was present on Roamingwood early in the season and was treated as was a dense growth at Deerfield and a light to moderate growth at Brooks. There was a slow rebound at Deerfield boat ramp, and that was spot treated.

A moderate amount of Curly-leaf Pondweed is present in Brooks and will be treated if necessary.

BUOYS/FLOATING STRUCTURES/ DOCKS/BOATS John Boandl is implementing the updated Marina Rules and Regulations paperwork and is stressing that lot numbers must be displayed on docks.

OUTLET STRUCTURE Work orders have been entered to fabricate and install a lumber staircase from the roadway, a chain link style door along the aluminum walkway, a No trespassing sign and a solar powered light.

FLOATING WETLAND ISLANDS Princeton Hydro’s current proposal is to install 4 smaller sized islands to replace the two in Brooks. Deerfield would be recommended for 2022-2023. The thriving plants could be removed from the old FWI and repurposed elsewhere in the community. The new islands are currently proposed in the amount of $27,900.

PRINCETON HYDRO 2021 BUDGET Preliminary review shows a slight 5% increase from 2020 which is fairly standard.

NATUREWORKS 2021 BUDGET We might have to wait till further along in the treatment season to see how the lakes are responding as well as if product cost increases are anticipated.

WATER QUALITY MONITORING EVENTS AND TREATMENT EFFORTS Water quality was monitored at the end of April and twice in May. Transparency in April was excellent, there was ample dissolved oxygen through the water column and some early mat algae was treated in the Entrance Pond, Deerfield and Brooks. The next monitoring will be in mid-July.

A Phoslock application was conducted in Brooks and Deerfield in June, and a second at Brooks is slated for July.

A Truxor harvesting of water lilies in Deerfield took place in mid-June, and it was noted that there was a lower growth of lilies compared to previous years. (continued on page 33)

Salem Township Board of Supervisor Minutes - June 9, 2020

he regular monthly meeting of the Salem Township Board of Supervisors was held on June 9th, 2020. The meeting was called to order by the Chairman at 6:30PM will all members present. The Pledge of Allegiance was then recited.

The minutes of the May 12th, 2020 meeting were approved as presented with no comments or corrections on a motion made by Dennis Chapman 2nd by Robert Wittenbrader with all in favor. There was no planning commission meeting.

The advertised bid opening for the Senior Center roof remodel as well as the Township Building roof replacement was then held. The Township only received one set of bids.

Additional Public Comment: Fire Company asked if the Township was aware of any grants available due to Covid. Noted many are for equipment and PPE items. It was noted that if they had previously received a PEMA Grant this year the State Legislation approved and additional grant to be given. Need to reach out to Legislation and get details. The Lake Ariel Fire Co. noted at this time they haven’t made a decision on the picnic, but will still definitely be holding the chicken barbecue for takeout only. Also their 5K run is not determined yet, possibly virtual if possible. Lake Ariel Fire Co also requested a swearing in of a Fire Police member next meeting.

he Golf Course and Pro Shop are open with restrictions. Everyone will practice 6 foot safe distancing. Face masks will be worn inside the Pro Shop. There is hand sanitizer outside the Pro Shop door, please utilize it.

Tee times have changed from 10 to 15 minute intervals to avoid congestion on the course. Reservations are strongly encouraged as we may not be able to accommodate walk-ins. Our hours of operation are 8:00 a.m. until 5:00 p.m. seven days a week. Currently there is only one golfer per cart unless the two golfers are immediate family members or both parties agree to ride together. There are currently no club rentals. Only 4 customers in the Pro Shop at one time.

The Tuesday and Thursday men’s leagues are currently playing adhering to all of the safety guidelines.

The first round of The Hideout Club Championships will take place on Saturday, August 8th at 8:30 a.m. The Senior Club Championships will start the following Saturday, August 15th at 8:30 a.m. Refreshments will be served on both dates at 7:45 a.m. Sign up in the Pro Shop.

I am in the process of trying to put together a tournament on Saturday, August 29th. Watch for posters and additional information.

There is no touching or removing the flag from the hole for any reason. You may now play from the bunkers. Smooth out your divot marks with your foot as there are still no rakes on the course.

The practice areas and nets are open with minimum physical distancing requirements followed.

The dress code rules remain in effect.

Proper golf attire is required at all times.

There is no one allowed on the Golf Course after hours unless you have a golf pass and make arrangements with the Pro Shop prior to closing.

Because of the reduction in the number of Tee times, if you are a single or a twosome you may be paired up with other golfers. We are very busy and most tee times are being maxed out especially on weekends. Please bear with us.

ommittees are an important part of our association operations. Committee members help keep our community vibrant; and, by augmenting paid staff, they save the association thousands of dollars each year.

The association just wouldn’t be what it is without our active and effective committees. They deserve our sincerest thanks. However, to be successful, our association needs to cultivate fresh ideas and encourage additional resident involvement in our committees; so, we’d like your help on one of our committees.

Committees give the Board a way to gather information, offer new ideas and opinions and provide a training ground for future Board members. All committees are advisory to the Board unless given specific decision-making authority by the Board or our Governing Documents. Each committee has a goal and mission statement to help it succeed as a community resource.

Our association has three types of committees: • Board appointed committees, like our ECC, Disciplinary, Budget and Nominating, are established by the Board for a specific purpose under the supervision of the Board. These are required by our Protective Covenants or

By Laws. They often have clearly defined power and authority.

Appointments are made for a three year term; however, there are no term limits as to how many terms someone may serve.

• Standing committees, such as Food and Beverage and Recreation, are ongoing and have members who have expertise with a specific area within our community.

These committees generally make recommendations to the Board pertaining to the specific area.

• Ad-hoc committees, such as Governing Documents, are established by the Board as needed for specific projects and tasks. When the task is complete, the committee is disbanded.

Roamingwood Sewer and Water Association

Odor Is A Top Priority Dear Hideout Community, Roamingwood Sewer & Water (RS&W) would like to assure the community, that your concerns regarding odors coming from our wastewater treatment plant (WWTP) have been heard and aggressively addressed. We will cover, in this letter, a brief history of the Hideout’s conveyance system, the odors coming from the plant, the causes of these odors and the remediation efforts that have taken place to mitigate this issue going forward.

Although we have addressed in many past articles the lifespan of the original system, we would like to offer a brief history for our newer homeowners in the community. Thirty years ago, the Hideout installed, a community wide drinking water, gravity sewer conveyance system and WWTP. At that time, the WWTP was designed specifically for this system and worked effectively. Throughout the years, however, the system deteriorated to a point, that by 2010, it was experiencing 70% infiltration of groundwater into our influent volume of the sewage treatment system, along with numerous water main breaks. As this deterioration was increasing, modifications had to be made to the existing treatment process, to address a higher volume of groundwater in our waste system. Subsequently, RS&W was required to prepare a mandated Corrective Action Plan in 2010. This was completed with BCM Engineering and in cooperation with PaDEP, to replace the entire water and sewer infrastructure. As of 2018, all three (3) stages have been completed. The completion of this project, in conjunction with the installation of a completely new Low-Pressure Pump System (LPPS), has once again changed the dynamic of our treatment process, ultimately, the primary culprit of our current odor situation. RS&W is now in the process of a fourth (4th) and final stage, a redesign of our WWTP. This design will address process upgrades and modifications, to maintain compliance with regulatory agencies and improve on minimizing odors emitted from the plant. It must be stated, there will never be a 100% eradication of odors, but the appropriate process will reduce it to more infrequent occurrences and significantly less offensive levels.

Odor Control has been a priority and non-stop effort for our staff. RS&W has taken, aggressive measures to minimize odors from the WWTP. Our primary control sources are currently two (2) permanent odor control stations, installed in Stage Two (2) and Stage Three (3) of the Infrastructure Project. These stations are visible on Lakeview Dr E by the dam and Lakeview Dr W across from Deerfield Rd. They inject a chemical called Endimal into the waste system and are increased or decreased in correlation to demand. Additionally, in summer 2019, when the odors were at their highest, an Endimal injection site had been set up at our Headworks, this is where the system first releases the raw sewage to the atmosphere, and it successfully reduced them. What we have seen is the odor issue is being resolved up to the plant, but then are regenerating through our treatment process. Our most recent attempt to mitigate odor, was to inject Endimal directly into our digesters, as this is the area where the source of the odors are emanating. To further mitigate this situation, the frequency of our sludge removal has been increased, to minimize the opportunity for it to emit odors.

RS&W has consulted with several agencies whose primary function, is to monitor and mitigate odors, associated with wastewater. Professionals have been brought in to test our sewage and perform air sampling, to calculate the appropriate Endimal dosage rates to minimize odors. It is not just simply a matter of applying a chemical, it is important that we are applying the correct chemical for our needs.

Results have indicated the Endimal product is the appropriate chemical for our system’s needs. To ensure this is done efficiently and effectively, specific testing is being performed to ensure the levels we are injecting, are not affecting the Nitrification Process in our WWTP. The odor control buildings monitoring equipment are being integrated into our Supervisory Control and Data Acquisition System (SCADA) to allow programming to inject appropriate levels of chemical, as well as, to alert our staff to issues. This allows our staff to remediate the issues more quickly and efficiently. RS&W has also recently purchased three (3) air sampling instruments to assist in continually optimizing any odors from the wastewater system.

We appreciate your frustrations, and while we await the groundbreaking to renovate the WWTP, all measures and resources available to our organization, will be pursued to minimize the odors that occur, in the areas around the plant.

Ensure the public safety of Association members, guests, employees, and contractors. Supervise department personnel on his/her assigned shifts.

EMPLOYMENT STANDARDS: • Must be 18 years or older, certified in ACT 235 and possess a valid PA driver’s license.

• May be asked to work overtime or double shift.

• Work is performed inside and outside with exposure to inclement weather and unpredictable situations.

• Must be in Hideout issued uniform while on duty. The Public Safety Director and/or the Operations Lieutenant must approve any exception to this rule.

• Attendance at Public Safety related seminars sponsored by The Hideout is recommended for all Officers.

RESERVE COMMUNICATIONS OFFICERS (FULL-TIME/PART-TIME) Acts in the capacity of Training Officer and Supervisor for all Public Safety Communication Officers. Responsible and accountable to his/her immediate supervisor in the Chain of Command. Maintain the enforcement responsibility for adopted Rules and Regulations. Generator Permit

A

Hideout Building Permit is required for the installation/operation of any “non-portable” residential whole house/ stand-by electrical generator. Small portable units are excluded. A separate permit is required if you need to install a propane tank to fuel the generator.

ALL applications for permits are located on The Hideout website or you can get any permit application at the POA Office.

IMPORTANT PORTABLE GENERATOR SAFETY TIPS: - Never operate a generator indoors - it can cause unintentional carbon monoxide (CO) poisoning. Carbon Monoxide is a colorless, odorless gas which, if inhaled, can be fatal.

- Do not install a generator right next to your home - carbon monoxide can collect in the eaves of your home.

- Don’t refill the generator’s gas tank while the unit is running as this can cause a fire, leading to serious injury or death.

- Be sure to remove all gas from the

tank when storing your generator.

HOW TO CHOOSE A GENERATOR - Identify the items you will need to run in the event of a power outage. Choose the generator that meets or exceeds the total wattage requirement.

Inconvenient delays in the selling process as a result of a problematic closing are usually avoidable. Here are some tips on how the seller can help ensure a smooth closing.

1. Fix the problem. Don’t hit a snag in the final walk through, repair any defects or damage that you agreed to fix during the inspection process. HIDEOUT SPORTSMAN’S ASSOCIATION

Since 1995, the Hideout Sportsman’s Association has strived to improve the knowledge and skill of its members and neighbors in matters related to the proper care and handling of firearms, the management of shooting ranges and to develop fellowship, sportsmanship and good citizenship among its members. To that end, the Hideout Sportsman’s Association will partner with a local state-ofthe-art indoor shooting range to offer courses in basic beginners pistol shooting and safety classes.

The HASG was formed in 1980 to provide an opportunity for Hideout members, including renters, age 40 and over, to meet with and socialize with other members of our community. Typical events include dinner dances, picnics, luaus, a “social” golf league, local outings, travel, and anything else you can think of that involves socializing, dining, and just generally having a great time with wonderful friends new and old. The H.A.S.G. meets the second Thursday of each month (except December) at 1:00 p.m. at the Main Lodge. Refreshments are always served. Hi everybody! My name is Millie…just sharing my flower garden with you all today. Ya know, I found out that a flower garden is the friendliest place in the world! I’ve met so many people just being in my garden, whether planting, weeding, weed waking, or moving rocks, people are always waving hello, or stopping to comment on the flowers. Some people tell me they come from the south side of The Hideout just to see my garden. Others tell me they don’t live on my street, but they come just to look at the flowers. They tell me how beautiful the flowers are and how happy it makes them when they pass by. I tell them, “That’s why I do it!” So, if you want to make friends and make people happy, start planting and growing a flower garden. You’ll be so glad you did…I promise! This is a good time to review definitions of property lines, setback, and easements as applied in the Hideout. When you hear that someone has a setback, you usually expect something not so good. It’s a completely different case when the term is applied to property boundaries. Setback Lines actually protect your property!

What is a Setback? A setback is a defined space in which no structures (as defined by Land Use Code) may be located, except where specifically allowed by the Code. Setbacks are required along front, rear, side property lines and additionally with some “easements.”

How are Setbacks measured? In most cases, setbacks are measured from the property line. However, when measuring a front setback line abutting a public street the setback is measured from the center line of the right of way. Your property line is coincident with the edge of the right of way. Since the right of way can contain unimproved shoulders, you should not assume that your property line is at the edge of the curb or paved edge of the road. Typically, your property line is several feet from the road improvements.

property lines. The easement may be located partly or entirely on your property.

When a front yard setback is required from an easement located on a property, the setback is measured from the interior edge of the easement.

Are Setbacks required from anything else? In most cases, buildings may not be built over utility easements (e.g., power, water, sanitary sewer, storm sewer, and telecommunications) without written approval from the associated utility. We all have easements on our Hideout property lots. These easements are shown on your recorded plat Land Survey and title report.

How large a Setback is required? That depends on where the property is located and whether the setback is along a front, rear, or side property line. For example, in the Hideout, the following Setbacks are required: Front - 25’; Rear - 25’; Sides - 10’. Also, within these setbacks there are “easement lines” (Front - 10 feet, Rear - 10 feet, and each Side - 5 feet).

Please note that the 25 foot front area starts at your property line, not at the edge of the road. The property line to the road is POA property. Also, in Pennsylvania, only a state licensed surveyor may set the property corners.

What is an Easement? An easement is defined as a right that one party has to

use real estate that is owned by someone else. The rights of the easement holder regarding usage of the property are specific and typically limited. Property ownership or possession is not impacted by an easement. The property owner gives up only defined rights on that portion of the property that is used for purposes of the easement. Common easements are those that are given to public utilities such gas or telephone companies to run lines under/over private property.

Utility easements such as power, phone, water and sewer are examples of easements that benefit the Hideout. Such is the case with RS&W. As a general rule, the grantor of the easement can make any use of that property as long as it does not unduly interfere with the rights granted to the easement holder. Typically, the owner granting the easement cannot build/ place structures or obstructions within an easement area or otherwise hinder access to that area.

A utility easement grants the utility company the right to use and access a specific area of a property. The area covered by the easement is usually clearly defined in the text of the easement, and the easement is attached to the property deed so that it will persist even when the property is transferred or sold. Utilities can request an easement for any number

of reasons. A classic example of a utility easement is an easement which allows the power company to run electrical lines along a property, and to install utility poles if the property is long enough that the lines cannot pass over the property without support. The utility has the right to utilize a strip of land for the lines, and to enter the land to access the lines for maintenance and repair, which can include tree trimming, replacing rotted utility poles, and relocation of any conduits, cables, wires, towers, and poles.

What about these Property Easements?

Every Hideout property has “easements” – legal rights that others have to use parts of a land owner’s property.

Despite their prevalence, easements are often misunderstood and in some instances, people are not even aware that easements exist. As a property owner you can benefit from a basic understanding of easements. That understanding helps you avoid problems (permanent placement of landscaping, trees & shrubs, rock gardens, landscape lighting, fences, etc.) that can arise within the easement area.

By keeping these areas free of plantings or other obstructions, you can enjoy what you have planted without worrying that it may be in jeopardy in the future. ■

The club plants and maintains the Arboretum at the main entrance as well as other areas such as the planters at the mailboxes, North Gate, Recycling Center, Recreation Center, Nubia Malkin Art Center, and more. We have members who meet to maintain the Arboretum every Monday morning during the growing season and other members who maintain the other planters around The Hideout when it is convenient for them.

Cabin fever? We meet on Mondays at the Arboretum, by the Main Gate, at 9:00 a.m.

The Hideout Adult Social Group (HASG) held an outdoor meeting on Thursday, July 16th.

This was our first meeting since Covid-19 became a force in our lives.

Topics discussed included the potential of having the 40â&#x20AC;&#x2122;s dance in October and the annual Holiday party in December.

Updates will follow at a later date. Covid-19 issues as they relate to The Hideout were also discussed.

We hope that you and yours are healthy and stay healthy as we work our way through these tough times.

Face Coverings

On July 1st 2020, a statewide Order was issued from the Secretary of Health requiring the wearing of face coverings when outside the home.

This was done in an effort to help mitigate the spread of COVID-19 and to take one further step in trying to educate the general public on best practices.

The Order requires face coverings when individuals are: • Outdoors and unable to consistently maintain a distance of six feet from individuals who are not members of their household; • In any indoor location where members of the public are generally permitted; • Waiting for, riding on, driving, or operating public transportation or paratransit or while in a taxi, private car service or ridesharing vehicle; • Obtaining services from the healthcare sector in settings including, but not limited to, a hospital, pharmacy, medical clinic, laboratory, physician or dental office, veterinary clinic, or blood bank; or • Engaging in work, whether at the workplace or performing work off-site, when interacting in-person with any member of the public, working in any space visited by the members of the public, working in any space where food is prepared or packaged for sale or distribution to others, working in or walking through common areas, or in any room or enclosed area

THE HIDEABOUT NEWSPAPER where other people, except for members of the person’s own household or residence, are present when unable to physically distance.

Exceptions to the requirement of wearing face coverings include: • Individuals who cannot wear a mask due to a medical condition, including those with respiratory issues that impede breathing, mental health condition, or disability; • Individuals for whom wearing a mask while working would create an unsafe condition in which to operate equipment or execute a task as determined by local, state, or federal regulators or workplace safety guidelines; • Individuals who would be unable to remove a mask without assistance; • Individuals who are under two (2) years of age; • Individuals who are communicating or seeking to communicate with someone who is hearing-impaired or has another disability, where the ability to see the mouth is essential for communication; Individuals are not required to show documentation that an exception applies.

Aside from the face covering requirement, we highly encourage the membership to practice all recommendations set forth by the CDC, which include social distancing and frequently washing your hands.

Domestic Pet Policies 1. Pets must be licensed, inoculated, leashed and kept under owner’s control at all times.

2. Dogs may be off leash when at the Dog Park Amenity.

3. To use the Dog Park Amenity, dogs must be registered annually.

4. It is the responsibility of the owner of the pet to clean up and remove animal excrement of their pet.

5. Dogs are only allowed at the Dog Park and Walking Trail, if they are registered with the POA, the owners pick up after their pets, and they are leashed at all times with the exception of the Dog Park. (Exception: Guide Dogs) 6. It shall be a violation of Hideout Rules for any property owner, including their family, guests or renters to shelter or maintain more than five (5) pets (Dog and Cats combined total) on any Hideout property/dwelling lot unit. All puppies and kittens over the set limit of five (5) shall be properly removed by the tenth week of birth. a. All pets must be registered (Non-Fee) through the Hideout POA on a annual basis (see annual POA Registration Form). This registration does not pertain to the Dog Park amenity. All pets must be licensed from their State of origin including proper current vaccinations as required by law.

Deliveries

When placing an order or making arrangements for physical deliveries that are too large to be received at your USPS designated mailbox, be sure to keep the following in mind: For all mail, including UPS, FedEx, and other delivery service orders, you must indicate your name, your lot number + street name, followed by your mailing address for The Hideout, and then Lake Ariel, PA 18436.

If a parcel cannot fit inside of your USPS mailbox in the community, they will either leave you a key to access it inside of a larger USPS mailbox nearby OR they will leave you a notice indicating the package was

held at their facility and must be picked up there.

For routine deliveries other than UPS & FedEx, such as a grocery delivery service, for example, you will need to make arrangements with Public Safety to register that service provider as a guest for your lot.

This will allow the service provider to go right to your dwelling, and not require your physical presence to escort them into the community. Simply contact Public Safety by calling (570) 698-4100 x140 to make those arrangements.

ATTENTION MEMBERS When your guests come to visit, please make sure that they know your lot number when registering at the gate. This will expedite entrance into the community.

HAVE GUESTS COMING TO THE HIDEOUT FOR A VISIT? You can register your guest online or using your mobile device including Apple, Android and Blackberry. To register please visit the Hideout website http://www.hideoutassoc.com and click on “On-line Guest Registration” to fill out the form. Once signed up, you will receive an email with directions.

LAKEVIEW AND WOODPOINT COURT A dangerous condition arises on busy weekends from vehicles parking on the side of the road on Lakeview and Woodpoint Court. Vehicles parked on the side of the road in this location impede traffic and could possibly block access to the area by emergency vehicles. Due to this condition the Board has passed a motion deeming Lakeview and Woodpoint Court “Emergency Access Roads.”

No parking will be permitted on the side of the road in this area. The Public Safety Department will aggressively enforce this rule. Anyone who parks in this location will be subject to a $125.00 fine and a $250.00 fine for repeat offenses.

AMENITY BADGES All Hideout Members must have a current Amenity Badge on their person in order to use any of the Hideout’s Amenities. Guests must also show their guest badges at all times. There are no exceptions to this rule!!!

SOCIAL MEMBERSHIP CARDS All members and their guests must have their Amenity Badges at all times throughout the community. In order to use our food & beverage licensed facilities, you must either be with a member or have the member purchase a social membership card for you. Social Membership cards are available at the Clubhouse.

The Hideout Adult Social Group (HASG) is expanding our recently-formed Good Neighbors Club. We are pleased to coordinate the following Good Neighbors Club services to all members of the Hideout Community: 1. Many of us own wheelchairs, walkers and other medical equipment that we are not currently using. Others are in need of some of this equipment for a period of time. The HASG is compiling a list of such equipment.

The intent is to have a central contact point where those in need can inquire about who may have the equipment they need and be willing to loan it to a fellow Hideout member.
