Board President’s Message

I

t is hard to believe that we are already a month into 2021 and that it was a year ago we first started learning about COVID-19, or as it was called back then, Coronavirus. It is gratifying to finally see our friends, neighbors and family members receiving the vaccine at places like Weis and Wayne Memorial.

The latest research from UCLA demonstrates that wearing a mask cuts transmission of Covid-19 by 79%.

Considering news about stronger and more infectious mutations, mask wearing in public combined with social distancing, and the availability of the vaccines will hopefully allow things to get back to normal soon.

Our January 23 Board meeting was a busy one. The Board approved the appointment of 27 members to the committees, which are the lifeblood of the community. We thank them for their service to the community and helping the Board in making critical decisions across all aspects of the Hideout.

For example, the Board approved a recommendation from the Public Safety Committee to amend the Consolidated Rules and Regulations to clarify prohibitions on discharging of a firearm in the Hideout. The Board also approved a recommendation from the Wildlife & Forestry Committee to allow a controlled fungal release to reduce populations of gypsy moths in an effective, cost-cutting and environmentally friendly way. The Board approved other recommendations from committees such as having a limited deer cull to continue to see improvements in our forest’s health, and to clarify rules about signs. This is very detailed but critical work for our community. If you want to make a difference and are interested in joining a committee, please reach out to Jill Metschulat at the POA.

By now you should have received your dues in the mail. We are pleased that as part of the 2021 budget the credit card fee was lowered to $30 to make it easier and less expensive for members to pay their dues. Consistent with Gov Wolf’s COVID-19 edicts, the POA will be opened in staggered shifts to make payments and get new stickers. Please contact the office for the latest days and hours it will be opened.

Additionally, included with the dues are proposed bylaw changes If approved by the membership, it amends Article IX, Section 3 Preliminary Budget, and Article X, Section 5 Election of Directors of the bylaws. In essence it provides the Budget Committee, our Financial Manager, and the Board proper amount of time to plan new budgets and makes changes to certain aspects on the Board election process including allowing electronic voting. Special thanks to the Governing Documents and Budget committees for their efforts on these proposed amendments.

The new year is upon us, and we can all hope 2021 is a better year than 2020. Eleanor Roosevelt once wrote, “with the new day comes new strength and new thoughts.” This is how we should approach the new year. Knowing we have overcome probably the greatest challenge faced by many of us, survived and continued to thrive. Faced with the greatest of challenges and with the lessons learned, we should be inspired to continue to find ways to succeed in this difficult environment.

This is the time of year when the annual dues and membership renewal documents are sent out. By the time you read this message, you should have received these documents. We encourage you to review them thoroughly as they contain important information. Information necessary for the administration to effectively continue to maintain the standards expected for which The Hideout is known. Members should know this year we billed 3750 lots however, the 2021 budget is based on 3625 lots paying in full. MAILBOX ADVISORY

Cluster mailboxes within The Hideout are limited. The United States Postal Service has advised The Hideout that their policy is to revoke and/or reassign the box of individuals who do not retrieve their mail for a period of three or more weeks. Please be sure to pick up your mail from your box on a regular basis. If you are unable to retrieve your mail from your box for an extended time, you should make arrangements with the Lake Ariel Post Office to have mail held or forwarded and ask how to preserve your box assignment.

As we have discussed in previous messages, Mother Nature dictates how successful many of our amenities will perform. All our outdoor amenities can benefit or suffer from adverse weather conditions. This year as last year, the weather has not been conducive for us to make adequate amounts of snow,

thereby delaying the opening of the Ski Hill. Until we are sure the hill is safe for our employees and staff, the Ski Hill will not open. There does appear to be weather coming in the near future, which should give us the conditions we are looking for. Hopefully, when you read this message, the weather conditions improved and enabled us to safely open the Ski Hill. We do have equipment allowing us to make snow; however, temperatures must maintain certain levels for the task to be performed, and our equipment is also showing its age. We are fortunate to have many volunteers and experienced professionals operating our hill. At the conclusion of this season, the management at the Ski Hill and Recreation will explore and prepare a report detailing the needs of the hill and the potential use of the hill yearround. As always, members are invited to communicate with the POA if they wish to offer suggestions.

We have broadcast messages repeatedly concerning the use of fireworks in The Hideout. The Board has passed a resolution making the use of fireworks illegal in The Hideout, unless approved by the Board for special occasions. The fines for violating the resolution start at $500.00. We strongly urge members to make their guests and renters aware of this policy. Members should also understand any violations by guests or renters will be assessed against the owner of the lot. Our Public Safety staff will continue to enforce the rules promulgated by the Board. We appreciate the cooperation of members as we work at making The Hideout a place of enjoyment for all our members.

Winter can be challenging for many of us for a variety of reasons. This year besides the weather, we have a pandemic to concern ourselves with. Those of us who follow various media outlets will tell you the COVID virus is still very much present. As such, we urge you take advantage of the services The Hideout offers, such as take-out dining and dining at our Clubhouse. We ask you to watch out for fellow members who may not have mobility or are in need of services. The Hideout can assist in many ways, and all it takes is a call to the POA or Public Safety.

Public Safety Corner W ith the New Year upon us, many of us have or will soon create New Year’s resolutions. I know for the past few years, my commitment to these resolutions has been questionable, at best. With the month of February being hallmarked as Heart month, I wanted to share with all of you a few simple tips and skills to remain heart healthy!

Firstly, diet and exercise are two of the most important parts of remaining heart healthy. The American Heart Association recommends eating 4 servings of fruit a day and 5 servings of vegetables a day. Although these amounts may seem daunting at first, but eating the bulk of your fruit and vegetable servings as snacks throughout the day can help!

Although depending on our fitness level, exercise may have a different definition for each of us, the American Heart Association recommends 150 minutes per week of moderate intensity activity.

Together we can all become more heart healthy if we follow these principles.

In addition to eating healthy and exercising more, I think February is a great month to promote the lifesaving skill of CPR. Our entire Public Safety Department is trained in CPR, with some of our officers holding higher level certifications such as Emergency Medical Technicians and Emergency Medical Responders. Although our department would typically hold in person CPR courses, due to the pandemic, we are limited in doing so at this time. However, I would strongly urge everyone to Google “American Heart Association Hands-Only CPR” and watch a YouTube video on Hands-Only CPR. Although this will not result in a certification, it will familiarize you with the lifesaving skills of hands only CPR. Stay safe! ■

Chairman's Message W e are still enveloped by winter as we enter February. However, it is a sign of warmer things to come as the sunsets slowly move later and later. By the time we reach the end of the month, the sun will set at 5:51pm. A welcome change we can look forward to enjoying.

Until the seasons start to change and warmer weather arrives, I want to thank our Maintenance Department for the great job and hard work they do of plowing and sanding our roads. Thank you!

The 2021 dues statements and packets have been mailed out and need to be paid by March 1st. All dues paid after March 31st will incur a penalty. Included in the packet are changes to our Bylaws that require a vote by the membership.

These changes were recommended by the Governing Documents Committee and approved by the Board of Directors to be sent to the membership for a vote. All changes to the Bylaws must be approved by a majority of the voting membership.

Please follow the directions in your dues packet and cast your vote.

The Governing Documents Committee (GDC) was re-established by the Board of Directors about 5 years ago. This is an ad-hoc committee of community members who are appointed by the Board. The

committee’s task is to review the Bylaws of the Hideout and to recommend changes, additions, deletions and updates.

Our community has grown over the years and how we operate and do business has changed accordingly. A prime example this year is the recommendation to allow electronic voting for members of the Board of Directors. If approved members will have the ability to choose whether to vote by paper ballot or electronic ballot. As a former member of the GDC, I know what a tedious task and responsibility this is. The GDC members can debate everything from the placement of a comma and whether to use the word “will” or “shall” to lengthy discussions on the necessity of eliminating or adding whole paragraphs. The committee is charged with a difficult task and I would like to thank the committee for their perseverance, hard work and time they give to our community.

The holidays have come and gone but winter is gearing up to continue to cause havoc in the NE.

Facilities Maintenance has been working extremely hard on keeping our roads clear of snow and ice and we are prepared to enter the coldest and most hazardous winter months ahead. Our Maintenance crew works very long hours during these snow events and I would like to thank each and every one of them for their commitment and sacrifice during these times. With mother nature being so unpredictable this team answers the call on a moments notice. With the winter weather ahead, I would also like to remind our members and staff to be careful driving and walking within our great community as snow and ice can be a major obstacle to prevent motor vehicle accidents and personal injury. When we are dealing with a snow event, I do ask members while walking to be very cautious during the night time hours as snow will impact the visibility of the snow plow operators and if you are out please continue wearing reflective clothing.

The Storm water management planning for 2021 is currently under review and work will begin in the spring. Facilities has a number of major projects that we will be correcting in 2021. If any member is experiencing culvert pipe issues or drainage issues The Hideout is working on a plan to help alleviate some of the cost to replace and correct these issues on members properties. Based on The Hideout Protective Covenants property owners are responsible for the culvert pipe and drainage ditches that are on their property. Please contact my office at ext. 136 if you would like to discuss the stormwater issues on your property and how The Hideout Maintenance team can assist.

With Covid-19 still lingering Housekeeping has been doing an outstanding job on keeping our facilities and amenities clean and sanitary. Part of

the new process for housekeeping is utilizing our new ULV disinfecting foggers inside of our buildings and amenities to help protect against the Covid-19 virus.

Trash and recycling have moved to a more consistent operational schedule Monday-Friday the center will now be open from 6am-8pm Saturday and Sundays 8am-8pm. This decision was based on our members concerns with time constraints and we feel this will help our members that work early in the morning. Bulk Garbage can be taken to the Maintenance Facility during the day by contacting our Maintenance Assistant Desiree Detres at ext. 133. There will be a fee associated with this and the fee is based on the materials being disposed of.

The Maintenance facility will be getting a new roof this year as well as a new salt shed. We are also excited for our new A/C system that will be installed in our Maintenance building. Facilities is also working on upgrades to our amenities and other dept buildings in 2021.

Our Permitting dept has some new updates for 2021. We now have all of our Permit applications available online as a fillable form. Members in good standings can now fill out the online permit application and submit the application as well as any other required documentation directly to our permitting dept. This process has been very effective as of 1/1/2021 and we have already received most of the applications in this process.

The Public Works Department would like to remind members to use caution when the snowplow trucks are on the roads. It is very difficult for the plow drivers to see pedestrians during an active storm, especially at night. For both your safety and drivers, please refrain from walking on the roads.

Also, please be sure that all personal items such as cars, basketball nets, planters, and people are ten feet from the roadside edge.

As we continue to navigate through these changing times, keep in mind that we are all in this together. The Food & Beverage staff is doing their best to provide each guest with a “normal”

and safe dining experience while working with the guidelines provided.

We truly appreciate each one of you that have stayed with us and supported us through every change and closure by continuing to pick up take-out orders, coming in when you can, and offering kind words to the staff that work so hard every day. I am grateful to have a staff that pushes forward through all new rules and regulations every time there is an update. They have stayed committed through our daily temperature checks, new cleaning procedures and are staying masked up while in the building. They truly are a dedicated team, and I’m proud to be a part of them.

As a reminder, the mitigation orders are still in effect that require a meal be purchased when ordering an alcoholic beverage, additional beverages cannot be purchased once the meal is finished, no more than 8 - 10 guests per table, and the dining room and pub are still operating at 50% capacity. In addition, indoor private events are still reduced to 10% of maximum occupancy. As additional changes are announced, we will be posting updates through email, Facebook, and our website. his month Chef Joe, Chef Brett, and myself have made some changes to our Clubhouse menu! We have traded seasonal offerings for exciting new flavors, old favorites, and heartwarming classics. In addition, we have two big weekends on the horizon. Superbowl Sunday is February 7th! We will be offering a similar menu to our current Football Sunday menu. Reservations will be required as seating is limited. We will also have a Superbowl Party to go.

This menu package will feed 10 - 15 guests and can be picked up Sunday afternoon. Prepayment and scheduled pickup times will be required. We will also host a Drive-in Superbowl Tailgate in the parking lot between the Clubhouse and the Rec Center. The parking spaces will be staggered, so each car has their own personal “party pod” next to their car. The big screen will be set up to watch the game from the comfort of your car or pod, and there will be food and beverage sales from the Clubhouse for your convenience. Parking for the outdoor tailgate is free and open to members in good standing. We will also be offering specials for Valentine’s Day weekend; Friday, Saturday, and Sunday. Join us for a celebration of love with your special someone, and let us handle the rest!

For example, our various committees have been hard at work strategically organizing some really great improvements for the community this upcoming season. The Wildlife & Forestry Committee, in conjunction with POA Management, intends to perform several enhancements to the Nature Trail that starts out near the Golf Course. Members should expect to see better signage, detailed trail maps, educational stations along the length of the trail, and stabilized portions of the trail that have historically been inundated with muddy conditions.

With the success of the native plant giveaway event held this past October where within 2 hours, 200 native plants had been given away to the membership, the Wildlife & Forestry Committee will host a native seed giveaway in Spring 2021. A variety of different native flower seed packets have been obtained and when conditions look favorable for gardening activities to commence, an announcement will be made on where and when to go to obtain a free seed packet or two.

Quantities will be limited and on a first come, first serve basis. A variety of pollinators, songbirds and wildlife rely on native flowers as part of their lifecycle and diet, so hosting such an event is an easy way to give back to the membership while simultaneously helping promote and restore native vegetation to the community’s ecosystem.

The Wildlife & Forestry Committee has also been working on obtaining a few composters for educational use behind the Clubhouse and near The Hideout Harvesters gardening area. These composters will be used in conjunction with degradable trimmings collected from our kitchen staff

to create nutrient rich gardening media. Educational signage will be put up so members can learn the process and how to start composting at their own residences.

Matt Meagher Announces Candidacy For Wayne County Judge

State created 2nd Judge position in Wayne County to be filled in 2021 Matt, the son of Paul and Sandy Meagher, is a lifelong resident of Wayne County. Matt graduated from Honesdale High School, the University of Scranton, and California Western School of Law.

ttorney Matthew L. Meagher A announced today his intention to seek election as the 2nd Judge for the Wayne County Court of Common Pleas, to serve alongside President Judge Janine Edwards. Two years ago, the State Legislature in Harrisburg created and funded the 2nd Judge position in Wayne County to handle a growing caseload.

In 2001, Matt started his legal career working with Attorney Ray Hamill in Honesdale and as an Assistant District Attorney for Wayne County. Matt became Ray’s partner in 2005 when they formed Hamill Meagher Law. After Ray Hamill was himself elected President Judge in 2007, Matt continued the firm on his own.

In addition to protecting the rights of Wayne Countians through his practice and as Solicitor for many Townships, Meagher serves as Chairman of the Wayne County Arbitration Panel. In that capacity he hears civil cases involving disputes up to $50,000 to help the President Judge efficiently resolve cases.

A dedicated father of two, Meagher has been tireless in his

community and charitable efforts.

Matt volunteers his time on numerous community boards and committees, and especially enjoys coaching youth sports.

Carol Rickard Lienert, Former Wayne County Coroner, agreed to Chair Matt’s campaign for Judge.

Carol had this to say about Matt: “My family has known Matt and the Meagher family for a very long time. A Judge’s role is to protect the Constitution and the law without favors or fear. Matt has all of the attributes to make a great Judge: patient, dignified, courteous and well-trained. I am honored and excited to assist Matt in his campaign for Judge.”

here are many instances that posture, both good and bad, affects our daily health. Poor body alignment can often lead to chronic neck pain and unnecessary shoulder tension. Most of these positions or movements are so common; that we don’t think about the negative affect they are having on our bodies. Often, we are so busy going about our days that we don’t even realize how poorly we are sitting, standing or walking. Hunching over while sitting at a desk working, slouching on the couch while watching TV, along with the head down position staring at devices are just a few very common examples of poor posture that negatively affect how our neck and shoulders may feel.

An interesting fact that most people don’t think about is how the cold weather can also affect their slight, possibly manageable, or even non-existent, neck and shoulder pain. When the weather gets cold, many of us, without recognizing it, adjust our posture to try to protect ourselves from the cold air.

This usually means lowering your head forward and lifting up your shoulders, which places additional strain on the neck and shoulder muscles. Something as simple as wearing a scarf or protective clothing can actually help avoid this position. Another way in which winter weather can affect the shoulder muscles is the body’s response to the cold by shivering. This natural reflex of muscle contractions is the body’s way to create heat and energy, maintaining our internal body temperature. This movement, in turn, causes a lot of tension on the shoulders. As with other postural issues, AWARENESS is the first step in addressing, correcting and helping to prevent the winter neck and shoulder tension. If you notice that your shoulder or neck pain seems to be worse during these cold months, call your local physical therapist for an evaluation. The solution may be easier than you could imagine! ■

Larry thanked members for their dues payments and for supporting The Hideout throughout the year.

Ski Hill: The Ski Hill is a difficult operation because the temperatures are not constant to promote the minimum base of 24 inches of packed snow. The State is short-handed for inspections and the first date available is January 4th for projected opening date of January 9th weather permitting. The next available inspection date is February 26. Modifications are being made to the snow-making process.

Maintenance: Maintenance is an excellent team acting as a cohesive unit.

Stormwater repairs are complete for the year. Snow removal went well especially with a new crew. Efforts were made all night and next day with the snowfall. The Board was complimented for providing the necessary tools for more efficient work.

Maintenance is essential and staying fully operational.

Food & Beverage: The building was closed under the new Commonwealth restrictions. Take-out and delivery will be offered. Vehicles and radios are being set up for operations to begin tonight.

Members were asked to please make a clear path for deliveries.

POA Offices: Governor Wolf requested that businesses telework unless impossible. A system was instituted in the POA for most staff to work from home and stagger when office work is required.

The building is closed to membership to accommodate this restriction. Staff is still available to serve members and answering calls. Documents may be provided by e-mail, fax, mail, or left at the main gate. Permits may be picked-up at the main gate.

Recreation: The gym is closed under the new restrictions. Merchandise shop is open and staff is rotating working the shop and working from home.

Public Safety: Public Safety is essential and hours will be kept the same.

Golf: Golf had the best season to date.

Larry re-iterated his manager’s article acknowledging staff and thanking members.

4. Unfinished Business: 20-83 MOTION: RESOLVED TO approve the Environmental Control Committee CMR to amend ECCR Section 16015/15/98 for “Signs” to now read: Except as permitted by the Committee, no person, Except Declarant, shall erect or

maintain upon any lot or Improvement any sign or advertisement (PC 2K 5/11/70).

Not requiring prior Environmental Control Committee (ECC) approval, signs that display an owner’s name, lot number, emergency number and/or street name are permitted.

All other signs are prohibited unless approved by the committee.

Signs, banners, flags, or portrayal of such, which are forms of advertising or imply advertising, are not allowed in the community. This includes political material, names, and companies, which clearly imply advertising. Excluded would be sporting and non-advertising banners/ flags.

All signs, with the exception of those displayed upon address posts, erected by or for the owner may not exceed 200 square inches in size or be nearer than eight (8) feet to the edge of any Hideout roadway. Signs may not be permanently attached to any trees, but may be hung independently on trees, posts, and ornamental columns within the member’s lot. Lighting for approved signs must be confined to illuminations of only the property in question.

No commercial signs are permitted in the residential sections with the following exceptions: • Builders are permitted to erect one sign per lot when a permit for a sign has been issued by the Environmental Control Committee.

• Said sign shall not be permanently attached to any trees.

• Said sign shall be no larger than 200 square inches.

• Said sign is to be removed the same day as project completion.

• Signs are not to be lighted in any way.

9 things you might not know about Dr. Martin Luther King, Jr.

ell respected, honored and appreciated for his civil rights activism, Dr. Martin Luther King, Jr. rightfully earned his place as one of the most influential figures in American and world history. Through his religious teachings and social activism, Dr. King played a key role in the American Civil Rights Movement of the 1950s and 1960s.

While Dr. King lived a good portion of his life in the public eye, many facts of his life are not widely known. In honor of his birthday and Black History Month, the following are some interesting and less publicized facts about Dr. Martin Luther King, Jr. 1. Martin Luther King, Jr.’s birth name was not “Martin,” but “Michael.” Dr. King’s father traveled to Germany and became inspired by Protestant reformer Martin Luther and thus changed his name while also changing the name of his then 5-year-old-son.

2. Dr. King was a prodigious student.

Not only did he skip two grades and start college before formally graduating high school, but Dr. King also earned a bachelor’s degree at age 19, graduating from Morehouse College in 1948 with a degree in sociology.

3. Though not a singer, Dr. King earned a posthumous Grammy Award nonetheless.

In 1971, Dr. King was awarded Best Spoken Word album for “Why I Oppose the War in Vietnam.”

4. Although people cannot readily find photographs of Dr. King smoking, he was a regular smoker and even hid the habit from the public and from his children so they wouldn’t take up smoking. It was

believed Dr. King was smoking a cigarette when he was fatally shot.

5. While Dr. King is remembered as an enthralling public speaker, he actually scored poorly in public speaking during his first year at seminary. He received a “C” in the class but earned straight “A’s” by his final year.

Nichols was considering leaving, but Dr. King told her she was breaking boundaries by playing a character who didn’t conform to black stereotypes.

7. Dr. King narrowly escaped an assassination attempt on September 20, 1958. On that day, Dr. King was in Harlem signing copies of his new book, “Stride Toward Freedom,” when he was approached by a woman who stabbed him with a letter opener. He barely survived.

Speaking to an audience at Mason Temple Church, King said, “Like anybody, I would like to live a long life. Longevity has its place. But I’m not concerned about that now. I’ve seen the Promised Land. I may not get there with you. But I want you to know tonight, that we, as a people, will get to the Promised Land.”

9. Dr. King’s birthday is now observed as a national holiday in the United States.

President Ronald Reagan signed the bill in 1983. The only other American to earn this honor is George Washington. ■

ow that winter is in full force, and our snowmaking ability has resumed, we anticipate skiers and snowboarders being out on the slopes. We are currently still working on our tubing lift, and it will remain closed for the time being. We did have a great first weekend but are always willing to make improvements. After evaluating operations this weekend, we have decided to make some adjustments to our reservation policy. Going forward, reservations will be required for groups needing rentals. Reservations are recommended for groups who have their own equipment but will accommodate walk-ins until we have reached our full capacity of skiers/snowboarders. The Rental Shop opens an hour and a half before the Hill, and it is recommended that patrons needing rentals come as early as possible.

Peak times are between 10:00 a.m. and 12:00 p.m. You can expect an hour or more wait outside if you come between these times. Please remember that rental equipment is your responsibility until it is properly returned to staff in the Rental Shop.

We were all hoping that COVID-19 would make a miraculous exit from our

lives however, that has not happened. We are still dealing with restrictions, for example the Ski Lodge is currently operating at a maximum capacity of 40 people, including staff. Our other buildings are still operating at reduced capacity, and we will all still be wearing masks, including in the lift line. Due to the close contact of instructors and their students, lessons will not be offered this season. Chairs on the ski lift will be single riders only, with the exception of parent and child riders. The ice skating rink will be closed for the season, as we are using it as outdoor seating due to limited capacity indoors. Reservations can be made by visiting The Hideout webpage and filling out the Reservation form or by emailing skihillreservations@thehideout.us.

Reservation requests for Presidents’ Week February 13-19 can be made starting Monday, February 8 at 8:00 a.m. Requests for February 20-21 can be made beginning Monday, February 15 at 8:00 a.m. Please visit the website or Facebook page for up to date information.

Pickleball is a paddleball sport that combines elements of badminton, ping pong, and tennis in one fun, challenging and exciting sport. Like tennis, two or four players use paddles to hit a ball over a net. Unlike tennis, pickleball paddles are solid and made out of wood or composite materials.

Pickleball balls are similar to wiffle balls but have many more holes and bounce easier. The dimensions and layout of a pickleball court are also used for badminton courts that covers half of

Recreation Corner G reetings

The Recreation Center is gearing up with some fresh new apparel. So come in and take a look at some of the new Hideout Merchandise for sale. We are also gearing up for an amazing new year at The Hideout. I encourage community members to keep their eyes open for some new programs, as they will be very beneficial to the community.

We are adding some new fitness equipment such as brand-new treadmills.

We have two top of the line commercial treadmills ordered and will be a great positive addition to our Fitness Center.

Another new piece of equipment is a sanitizing fogging machine. With this unit we are able to sanitize the whole Recreation Center efficiently and effectively.

Gearing up for the future We have several ideas for new future programs, events, and amenity spaces. We are currently preparing our future budget so we can implement things. With that being said we are always looking for ideas and community member input. So please don’t be shy, stop in to Recreation and talk to me.

I hope everybody is off to a great new year and I look forward to a lot of positive changes in the Recreation Department.

Board of Directors for the benefit of the membership: SECTION 3, PRELIMINARY BUDGET CURRENT PROVISION: Section 3. Preliminary Budget

By April 1st of each year, the Community Manager shall prepare preliminary budgets, as designated below, for the next succeeding calendar year, to be presented to a Budget Committee for its review and recommendations. a) Annual Operating Expense Budget b) Annual New Capital Expense Budget c) Annual Revenue Budget d) Annual Capital Reserve Fund Budget The Budget Committee shall consist of not less than five (5) and not more than nine (9) members appointed by the Board plus any current Board Candidates who shall be appointed to serve on said Budget Committee by the Board of Directors. The Budget Committee shall review each of the preliminary budgets as submitted to make its recommendations, if any, as it deems necessary in the best interests of the Association, so that each of the preliminary budgets shall be submitted by the Budget Committee along with any recommendations to the Board by June 15 of each calendar year. The proposed budgets, after submission to the Board for review, modification, and approval, and prior to being adopted and accepted as final budgets by the Board, shall be incorporated into a single Proposed Budget and published for a period of not less than thirty (30) days to allow the members of the Association an opportunity to review same and to comment thereon, either at hearings held therefor or through such other means as the Board may determine.

Proposed Bylaw Amendments

Article X, Sections 5: Election of Directors Proposed Bylaw Amendments

In an effort to simplify, update, and clarify the language of Bylaws Article X, Sections 5, while ensuring continued transparency and timeliness in the Board of Directors’ election process, the following changes are recommended by the Governing Documents Committee and P.O.A. Board of Directors for the benefit of the membership: SECTION 5, ELECTION OF DIRECTORS CURRENT PROVISION: a) Election of Directors shall be by written ballot as hereinafter provided. In all elections, each member in good standing is entitled to one (1) vote per Lot multiplied by the number of Directors to be elected. Only one vote per Director per ballot is allowed. There is no requirement that all votes to which a member is entitled be cast; however, any ballot with more than one vote per Director or more votes than the number of open positions will be disqualified. The person(s) receiving the most votes will be elected to the vacant position(s). b) The Nominating Committee shall consist of five (5) members: i. Three (3) members in good standing elected by the membership at the Annual Meeting. In the event that all three (3) positions are not thereby filled, the remaining positions shall be appointed by majority vote of the Board of Directors for member(s) in good standing who are not currently serving on the Board. Such appointment(s) shall be made within sixty (60) days of the Annual Meeting. ii. Two (2) members, currently serving as Directors, shall be appointed by the Board. One or both of these shall have at least one (1) year’s experience as a Director. The Board shall make these appointments within sixty (60) days of the Annual Meeting. iii. The Nominating Committee shall, by majority vote, select one of the elected members as its Chair no later than the adjournment of the Committee’s first meeting each year. Said Chair shall not be a Director. By March 15th of each year, the Nominating Committee shall submit to the Board of Directors, for its approval, the Election/Campaign Rules and Guidelines.

(Amended March 31, 2019) c) Candidates for election to the Board of Directors shall be nominated: i. By the Nominating Committee and/or ii. Petition, as hereinafter provided. d) By April 15th of each year, any member in good standing seeking nomination by the Nominating Committee shall, via the POA Registration Desk or the POA Executive Assistant, file with the Secretary of the Association a personal statement of candidacy for election as a Director for the term beginning immediately upon the adjournment of the next Annual Meeting. All candidates seeking such nomination must sign the Affidavit approved by the Board of Directors on November 19, 2017 and shall abide by the stipulations therein. e) Commencing on April 15, 2020 and for each subsequent year, any member in good standing seeking nomination by petition shall, by May 15th, file with the Secretary of the Association a petition of personal candidacy endorsed and signed by not less than fifty (50) different voting members (one per Lot) in good standing; however, no member, regardless of the number of Lots owned, shall sign the petition more than once. The Secretary shall certify the validity of all signatures. Should a candidate’s petition be determined to have an insufficient number of valid signatures, that candidate’s name shall not be placed on the ballot.

All candidates by petition must sign the Affidavit approved by the Board of Directors on November 19, 2017 and shall abide by the stipulations therein. Candidates by petition shall be accorded the same privileges as those nominated by the Nominating Committee. f) Commencing with the 2019 election cycle and for each subsequent year, the Nominating Committee shall, between April 15th and May 15th if necessary, attempt to nominate at least two (2) more candidates for election than are needed to fill the prospective vacancies on the Board of Directors, and shall immediately notify each added candidate of the Committee’s decision via regular and/or electronic mail. The added candidates names shall appear last on the ballots, and they

must sign the Affidavit approved by the Board of Directors on November 19, 2017 and shall abide by the stipulations therein; they shall be accorded the same privileges as the other candidates. g) By June 1st, any candidate may submit a campaign letter or statement, which, upon approval by the Nominating Committee, will be published in the July and August editions of the Association newspaper. The qualifications of all candidates shall be printed and distributed to the membership prior to or simultaneously with the mailing of the Election Packet, described herein. (h) All votes in Board elections shall be cast via ballot and each ballot shall set forth the names of those members in good standing who have become candidates for the office of Director in the order in which they filed their statements or petitions of candidacy with the Secretary of the Association. i) The ballots shall be prepared by the Secretary of the Association and, no later than thirty-one (31) days prior to the Annual Meeting of the Association, shall be mailed, along with notice of the Annual Meeting and voting instructions (the Election Packet), to each member entitled to vote, commensurate with the number of Lots owned.

The Nominating Committee shall, by majority vote, select one of the elected members as its Chair no later than the adjournment of the Committee’s first meeting each year. Said Chair shall not be a Director. By March 15th of each year, the Nominating Committee shall submit to the Board of Directors, for its approval, the Election/Campaign Rules and Guidelines.

(Amended March 31, 2019) c) Candidates for election to the Board of Directors shall be nominated: i. By the Nominating Committee; ii. Petition, as hereinafter provided; and/or iii. Appointment by Nominating Committee. d) By April 15th of each year, any member in good standing seeking nomination by the Nominating Committee shall, via the POA Registration Desk or the POA Executive Assistant, file with the Secretary of the Association a personal statement of candidacy for election as a Director for the term beginning immediately upon the adjournment of the next Annual Meeting. All candidates seeking such nomination must, at the time they submit their personal statement of candidacy, sign the background check release, and also the Affidavit (approved by the Board of Directors on November 19, 2017 and must abide by the stipulations therein). A candidate will be officially recognized only when all requirements are met. e) Commencing on April 15, 2020 and for each subsequent year, any member in good standing seeking nomination by petition shall, by May 15th, file with the Secretary of the Association a petition of personal candidacy endorsed and signed by not less than fifty (50) different voting members (one

per Lot) in good standing; however, no member, regardless of the number of Lots owned, shall sign the petition more than once. All candidates seeking such nomination by petition must, at the time they file their petition with the secretary, sign a background check release and also the candidate Affidavit (approved by the Board of Directors on November 19, 2017 and must abide by the stipulations therein). The Secretary shall certify the validity of all signatures. Should a candidate’s petition be determined to have an insufficient number of valid signatures, that candidate’s name shall not be placed on the ballot.

A candidate will be officially recognized only when all requirements are met. Candidates by petition shall be accorded the same privileges as those nominated by the Nominating Committee. f) Commencing with the 2019 election cycle and for each subsequent year, the Nominating Committee shall, between April 15th and May 15th if necessary, attempt to nominate at least two (2) more candidates for election than are needed to fill the prospective vacancies on the Board of Directors, and shall immediately notify each added candidate of the Committee’s decision via regular and/or electronic mail. All candidates appointed by the Nominating Committee must, at the time of their appointment, sign a background check release and also the candidate Affidavit (approved by the Board of Directors on November 19, 2017 and must abide by the stipulations therein). A candidate will be officially recognized only when all requirements are met. The added candidates’ names shall appear last on the ballots and they shall be accorded the same privileges as the other candidates. g) By June 1st, any candidate may submit a campaign letter or statement, which, upon approval by the Nominating Committee, will be published in the July and August editions of the Association newspaper. The qualifications of all candidates shall be printed and distributed to the membership prior to or simultaneously with the mailing of the Election Packet, described herein. (h) All votes in Board elections shall be cast via ballot and each ballot shall set forth the names of those members in good standing who have become candidates for the office of Director in the order in which they filed their statements or petitions of candidacy with the Secretary of the Association. i) The ballots shall be prepared by the Secretary of the Association and, no later than thirty-one (31) days prior to the Annual Meeting of the Association, shall be mailed, along with notice of the Annual Meeting and voting instructions (the Election Packet), to each member entitled to vote, commensurate with the number of Lots owned. j) Balloting procedures: i. The member(s) at the time of their initial registration, and each subsequent annual registration, shall be asked to specify, in writing, which type of voting method they prefer. The Executive Assistant shall be notified of the choice to facilitate member notifications (mailings) and allow for verification of non-duplicate voting. (a) Electronic voting procedures will be detailed by the firm handling the process. (b) For those who opt for written ballots instead of electronic voting, the following procedures will apply. Each completed ballot shall be placed in the supplied Ballot envelope and sealed by the voting member; there shall be only one (1) ballot per Ballot envelope. This envelope shall not be written on or marked in any way. Any markings thereon shall invalidate the ballot therein, as shall any other item in the Ballot envelope, including additional ballots; specifically, because of the verification procedures hereinafter set forth, the inclusion of more than one ballot in a Ballot envelope shall disqualify the return.

REASONING: The option of electronic voting has been added to encourage member voting.

Clarification is made to the candidate process to insure that all candidates are in compliance with the requirements in a timely manner to ensure eligibility for inclusion on the election ballot. The two Board of Directors as voting members of the Nominating Committee was changed to one nonvoting liaison to avoid any perception of favoritism in the election process. ■

Fillable Permits are now on Hideout website and to date have been used with good result. Mike questioned why we don’t email permits rather than have them picked up. He opined that this would make the process faster and more efficient for the homeowner.

Dennis explained that one reason is to hold the homeowner responsible for assuring that the permit is picked up and properly posted, however, it is something we can look into going forward.

2. Updated ECC Manual has been put on the Hideout website.

New Business: 1.Stormwater issues: Dennis explained that stormwater should be an issue that is not only addressed by the Public Works Committee but in the ECC as well as the committee will be addressing impermeable surfaces as part of the permit process in the future. He went on to explain that many ditches and swales through the community are undeveloped and the Maintenance staff has done a great job around the community addressing this issue. He went on to explain that he has developed a program with the Maintenance Supervisor and Project Manager to continue improvements over time, (deepening swales and replacing culverts for a fee).

The committee also had a lengthy discussion on federal regulations that may be coming down the pike relating to stormwater and allowable impermeable surface percentages and the desire for the community to get “in front of the curve” on this. They discussed what happens to stormwater run-off as the community continues to develop and reaches capacity…we should have a plan to address. Due to time constraints, it was suggested that a separate educational/working session be held to further discuss this issue. This session would address what the community has already done regarding stormwater and could include a cross-section of experts (i.e., engineer, etc.). Date and time of this session TBD. 2. Private Session: A short private session was held at the request of the Chairperson.

2. It has been brought to the attention of the committee that many members are upset that there is not going to be any refund for pool passes issued last year and were unable to use them because of the pandemic. We will contact John Boandl and request further information regarding this.

3. Since there are so many new members to The Hideout, it was suggested that Registration issue a procedure for renewing since the POA Office might still be closed and that this should be prominently posted in the February 2021 issue of The Hideabout.

4. There needs to be better signage at the North Gate directing visitors to enter from Avoy Road instead of Northgate Road.

Lou will check on this.

5. We discussed the possibility of establishing a way to help members of our community that are in need and to involve the membership in meeting those needs, all in an effort to promote The Hideout as a great place to live.

6. Lisa has advised that advertising in The Hideabout has increased and would ask that when you patronize one of the advertisers, you let them know you saw the ad in The Hideabout.

Old Business: Indoor golf started on schedule. Ken Wenz will coordinate the wood workers signup sheet with Rec so they know who will be there and when. The sessions will be scheduled for 2 ½ hours each.

We put on a new guard for the circular saw. Thanks to Ken Wenz for getting the right parts for the saw and for installing the parts.

The planer is still an issue. The company that was contacted for repairs to the planer wanted the planer to be delivered to them. We do not agree with this. The company should come here with the parts needed to repair the unit. They have the model number and should have access to the parts needed to do the repair.

Dave Dimmick, Ken Wenz and Ray Lubanski will remain in their board positions for another year. John Gaspari was voted in as the new Vice President of the woodworkers.

We will have our holiday gathering here in the shop on 12/8/20 at noon. Members will bring their own beverages. Bob Addieg will make up a sign up sheet and a bulletin. The Woodworkers group will pay for the luncheon. Bob will follow up with 3’Bs and check on costs, etc.

Toys for Tots need to be here by 12/3/20. No stuffed animals. All toys should be boxed.

Committee discussed that the annual Deer Density Surveys were performed by USDA on January 5th and January 7th.

The current estimated deer per square mile utilizing the community at any given time is 35.5, which is still higher than USDA’s goal for the community, which is 20 deer per square mile. USDA is recommending a removal service of 60 deer now that the community has arrived in the maintenance phase of its deer management efforts.

by Laura Rusnak Next Giveaway Event: Ryan highlighted that the Pinelands Nursey Native Seed order has been received. A total of 965 seed packets of various species of native flowers were obtained, plus a nice display rack.

Committee began brainstorming ideas for an appropriate timeline for distribution to occur sometime in March or April and will discuss more specific plans at the February meeting on how the logistics might go for the event around COVID restrictions.

Community/Feral Cats: Committee discussed C Alley Cats 2020 success. Despite COVID closures of vet clinics, they were able to still process: 64 cats TNRd and returned back, 26 kittens removed and put up for adoption/foster care, 3 adult cats were removed and put up for foster care given their health conditions, and a total of 93 cats were TNR’d. It’s estimated that 372 kittens were prevented if assuming 1 litter of 4 kittens for each cat processed. Had no TNR been performed in 2020, an estimated 1,860 kittens would have been born in the new year as each cat could have reproduced again at 6 months of age.

C Alley Cats has expressed interest in hosting a Zoom session to update the community on 2019 & 2020’s combined progress, and we are currently looking at a date in either Feb or possibly March.

C Alley Cats has accepted our 2021 contract and the transition from a pilot program to a full-fledged TNR program.

Lastly, committee discussed that the Hideout made a charitable donation to the organization in December to help offset their incurred costs as a 501-3C organization.

Deer Management: Ryan discussed that no DMAP tags have been filled to date and that the 20202021 deer season ends January 18th. All DMAP tag holders have been reminded to submit their harvest report, as is

Out of the 4 members of the Wildlife & Forestry Committee, 3 voted in favor of a 2021 removal service of 60 deer while 1 member voted against, but indicated they would, however, be in favor of a 2021 removal service of a lower number of deer. Committee discussed that not performing a deer removal service in Spring 2021 will hinder progress made to date regarding forest understory regeneration and would likely result in increased negative deer to human interactions. Committee acknowledged that since first implementing the deer management program in 2015, there has been an 83% reduction in deer incidents in the community.

Gypsy Moths: Committee reviewed a proposed CMR for a Spring 2021 fungal release to occur by the National Gypsy Moth Monitoring Group. All 4 committee members voted in favor of the CMR. The CMR will be provided to the BOD for review at their January 15th workshop and would be voted on at the January 23rd meeting.

Ryan confirmed that a 3-year contract has been signed with Biobase Pest Solutions since the owner of the NGMMG will be retiring. Same services will be offered so as to continue collecting data of 98 test sites in the community for Forest Tent Caterpillars, Eastern Tent Caterpillars, and Gypsy Moths.

Hemlock Trees at Roamingwood Park: Ryan indicated that the new HWA Brochure will be printed off and provided at the sign/brochure holder at Roamingwood Park. The 2021 contract has been signed with Tree Savers Inc. to continue our HWA management efforts.

One particular Hemlock tree will be removed from Roamingwood Park due to its health, as was recommended by Tree Savers Inc in Fall 2020.

Exclusion Zone:

Ryan discussed that capital funding is available to facilitate the removal effort of 22 declining and HWA infested hemlock trees located along Lakeview Drive East and the Roamingwood Park parking lot.

The area would be replanted with native vegetation better suited to the unique site.

Facilities staff will likely lend assistance when the project commences.

Spotted Lanternfly Committee discussed that there is nothing in the news about SLF currently and that all 6 of our signs have been update with the egg mass images.

Geese Management: Ryan acknowledged that the 2021 contract has been renewed with Palmyra Wildlife for goose work.

Birth Control/Deer: No updates.

Nuisance Animals: No updates, only nuisance animals in 2020 were several beavers that had to be trapped by Palmyra Wildlife.

Wood Duck Boxes: Ryan indicated that he will be refreshing the cedar wood chips in each of the six wood duck nesting boxes. Telework restrictions have made this troublesome.

Will try to complete by end of January.

Eagle Cam/Bald Eagle Management: No updates.

Committee discussed that controlled mowing will occur in the native vegetation area in March – May of 2021 to help combat bindweed. Will flag out blueberry bushes so its known where they are.

New Business/Comments/Questions: *Ryan indicated that materials have been received from the NWF such as our Certified Habitat signs amongst other educational items. Laura Rusnak commented that she is continuing to submit our various projects for points through the National Wildlife Federation with a goal for The Hideout to achieve “Certified Community Habitat” status by the years end. Laura inquired with Ryan if a check had been sent in to the NWF for the 11 common areas that were recently certified and Ryan verified with Finance staff that it had indeed been cashed. *Committee discussed that a summary of all that the Wildlife & Forestry Committee achieved in the 2020 season was recently submitted for BOD and Community Manager review. Committee acknowledged all the hard work that was achieved around the pandemic and for everyone’s participation. *Ryan discussed that sales of the 400 (18 Gallon) green colored recycling bins have been slow but have been occurring at Recreation and Maintenance. The $15 high quality bin includes 8 National Wildlife Federation flyers and once the POA Office is able to open back up, sales will also occur there as well.

Committee discussed that the next meeting will be February 11th via Zoom. ■

Nature Trail: Ryan discussed that the new Nature Trail sign design is still under review, as well as planning efforts for Spring 2021 for the trail revitalization.

PEDESTRIAN SAFETY

To stay safe walking, follow these rules of the road: 1. Walk Facing Traffic When Walking on the Side of the Road If there is no sidewalk and you must walk on the side of the road, choose the side where you are facing oncoming traffic. In North America, this is the left side of the road. This gives you the best chance to see traffic approaching closest to you and take evasive action when needed.

2. Walk Single File When Not Separated from the Road Unless you are on a sidewalk separated from the road or you are in a wide bike/ pedestrian lane, you should walk in single file. This is especially important on a road with lots of curves and where traffic has only a split second chance of seeing you before hitting you. While it can be enjoyable to walk down the road two to three abreast chatting merrily, drivers don’t expect it and you may lose your best walking buddies.

3. Stay Aware of Bikes and Runners Share the road and path with bikes and runners. Bike riders should alert you when approaching from behind with a bike bell or a “passing on the left/right.” Listen for them, and move to walk single file, allowing them to pass safely. Runners should also call out for passing. Bike-walker collisions can result in broken bones or head injury for either—and you aren’t wearing a helmet.

4. Be Visible Wear bright colors when walking. When walking at night, wear reflective clothing or a reflective vest to be visible. Drivers are often not expecting walkers to be out after dark, and you need to give them every chance to see you. Be just as cautious at dawn or twilight, as drivers still have limited visibility or may even have the setting or rising sun directly in their eyes.

5. Be Predictable Make a practice of staying on one side of the path while walking rather than weaving randomly from side to side. Watch your arm motions, or you may end up giving a black eye to a passing walker, runner, or biker.

6. Keep the Volume Down Don’t drown out your environment when listening to music with your earbuds or headphones. Keep the volume at a level where you can still hear bike bells and warnings from other walkers and runners.

7. Hang Up and Eyes Up Distracted walking due to chatting, texting, or playing games on a mobile device while you walk is as dangerous as doing those things while driving. You are distracted and not as aware of your environment. You are less likely to recognize traffic danger, tripping hazards, or passing joggers and bikers. Adopt habits that can keep your phone in your pocket, or at least make it a practice to stop in a safe place to complete your phone tasks before moving on.

8. Walk Dogs on Short Leashes It is terrifying and tragic to witness dogs running out in to traffic or getting into a fatal dog fight, whether on leash or off leash. But when walking your dog on a long leash there is also a danger that you will trip other walkers or bikers. You will keep your dog safer as well as those who pass by you if you use proper leash walking etiquette.

9. Know When to Stop Walking Heat sickness, dehydration, heart attack, or stroke can strike walkers of any age.

Learn the symptoms of medical emergencies and carry a cell phone to dial 911.

Even if you are a seasoned and well-trained walker, you may experience one of these problems and need to cut your walk short. Encourage your walking friends to stop when they show any concerning symptoms.

10. Be Aware of Stranger Danger Street safety is a concern for many walkers. Choose your walking route for paths frequented by other walkers, joggers, and bikers. If you see someone suspicious, be prepared to alter your course or go into a store or public building to avoid them.

Acting alert and aware can convince bad guys you are not an easy target.

Any individual obtaining a temporary hanging pass, at any of our gates, must provide the officer:

1. a valid state driver’s license

2. a valid state vehicle registration

3. a license plate number in order to obtain a pass.

Generator Permit

A

Hideout Building Permit is reqired for the installation/ operation of any “non-portable” residential whole house/stand-by electrical generator. Small portable units are excluded. A separate permit is required if you need to install a propane tank to fuel the generator.

ALL applications for permits are located on The Hideout website or you can get any permit application at the POA Office.

IMPORTANT PORTABLE GENERATOR SAFETY TIPS: - Never operate a generator indoors - it can cause unintentional carbon monoxide (CO) poisoning. Carbon Monoxide is a colorless, odorless gas which, if inhaled, can be fatal.

- Do not install a generator right next to your home - carbon monoxide can collect in the eaves of your home.

- Don’t refill the generator’s gas tank while the unit is running as this can cause a fire, leading to serious injury or death.

- Be sure to remove all gas from the tank when storing your generator.

HOW TO CHOOSE A GENERATOR - Identify the items you will need to run in the event of a power outage. Choose the generator that meets or exceeds the total wattage requirement.

- Assistance from a qualified electrician is also advisable.

• 5,000 WATTS (41.7/20.8 AMPS) Powers Refrigerator 700 watts, AM/ FM radio 50 watts, Color TV 450 watts, Eight 100-watt lights 800 watts, Microwave 1,000, Sump pump 1,000 watts, Water pump 1,000 watts • 6,800 WATTS (56.7/28.3 AMPS) Powers everything a 5,000 watt generator does, plus: Deep freezer 500 watts, Washing machine 1,100 watts

hocolate is a popular gift on Valentine’s Day. According to the Nielsen Company, Valentine’s Day is the third busiest holiday for chocolate sales, following Halloween and Easter.

More than 70 million pounds of chocolate are purchased each year and offered as Valentine’s Day gifts.

Chocolate connoisseurs can learn more about the different types of chocolate to find the one their loved one will find most appealing. · Milk chocolate: Milk chocolate is produced with low levels of cocoa and high amounts of sugar and milk. In addition, it contains cocoa butter and chocolate liquor.

Milk chocolate often is made up of 3.39 percent butterfat, 10 percent chocolate liquor and 12 percent milk solids. · Semi-sweet chocolate: Semi-sweet chocolate is largely an American creation and term. It contains at least 35 percent cocoa solids and is darker than sweet dark chocolate.

The amount of sugar varies across brands. · Bittersweet chocolate: Bittersweet chocolate typically contains at least 50 percent chocolate liquor, but some will have between 70 and 80 percent.

The sugar content is unregulated, so

one manufacturer’s bittersweet may not be as bitter as another’s. · Baking chocolate: Also known as bitter chocolate, this is pure chocolate liquor made from ground cocoa beans. It may look like chocolate, but it is used in recipes where it is combined with sugar. It should not be eaten on its own. · White chocolate: White chocolate has cocoa butter but no chocolate liquor or cocoa products. Therefore, it is not truly chocolate. · Candy coating chocolate: This has no cocoa butter and uses vegetable or palm oils in the recipe. It often is used in dipping or enrobing because of its excellent melting ability. · Couverture chocolate: In the United States, the ideal standard for couverture chocolate involves a minimum of 35 percent cocoa solids and 31 percent cocoa butter. This chocolate is tempered and used when coating ingredients or dipping items in chocolate.

Winter is upon us, and it looks like we may be in for a snowy one this year. Many homeowners in the community rely on plowing contractors, to get them in and out safely from their homes, after it snows. It is time to double check, that the area around your water curb valve and EcoTran basin, are not in danger of being damaged or broken by a snow plow. Warning flags, cones or other markers, can be used to identify boundaries, for the plow to stay clear of these utility services. This will decrease the likelihood of any accidental damage and repair costs.

he regular monthly meeting of the Lake Township Board of Supervisors was held at the Lake Township municipal building on December 1st, 2020. The Meeting was called to order by the Chairman, at 7PM Supervisors, Scottie Swingle, Timothy Jaggars, and Fred Birmelin were present. The Pledge of Allegiance was then recited.

T. Jaggars moved to approve the minutes of the November 4th, 2020 regular monthly meeting, carried 3-0. F. Birmelin moved to approve the treasury report for November 2020, carried 3-0.

Public Comment: None Subdivisions: A request for extension in review time was made by James Merritt for his plans of sub-division and lot consolidation. S. Swingle moved to approve the request for review extension with the review to take place at the Planning Commission meeting on January 26th, 2021 and then to the Supervisors for their February meeting, carried 3-0.

Correspondence: 1) Maplewood Fire Company wrote providing its November activity report showing 27 Alarm responses of them 18 were medical.

Maplewood held 4 training and work nights.

Roadmaster’s Report: S. Swingle reported that during the month of November. They cut trees and brush that were in the roadways. Replace tires on some of the trucks in need.

They made all trucks ready for winter season. The new truck has been received but had a few issues and they have been fixed. Put equipment away for the season to get ready for winter.

Old Business: 1) Tax Levy Resolution 12-01-20-1 was read by F. Birmelin setting the tax mileage for 2021 at .65 mills for general purpose. F. Birmelin moved to approve carried 3-0. 2) Budget 2021 Resolution 12-01-20-2 was read by F. Birmelin setting the expenditures and revenues as the advertised Budget stated. F. Birmelin moved to adopt carried 3-0. 3) Library Donation was noted the Community Library provided its 2019 financial statement as requested to the Board for review. T. Jaggars moved to give the Library a donation in the same amount as last year $2,500.00 carried 3-0. 4) T. Jaggars advised that a new playground has been ordered to replace the one here at the Lake Township Building. Waiting on Engineer for site work plan so the area can be prepared.

5) S. Swingle noted the extension for the building is waiting on Engineer plans and will be bid as soon as those plans are available.

New Business: 1) S. Swingle moved set and to advertise the Lake Township Supervisors Annual Organization meeting for January 4th, 2021 at 7PM and for the Auditors Annual Organization meeting to be held January 5th, 2021 at 7PM carried 3-0. 2) The December Planning Commission meeting has been cancelled reminder noted.

Additional Public Comment: Question on the Planning cancellation, advised the owner has requested an extension.

S. Swingle moved to pay the bills and approve the payroll and to adjourn the meeting carried 3-0.

Salem Township Board of Supervisor Minutes - December 8, 2020

T

he regular monthly meeting of the Salem Township Board of Supervisors was held on December 8th, 2020 with Merel Swingle and Robert Wittenbrader present. The meeting was called to order by the Chairman at 6:30PM a moment of silence was then ask for by the Chair in remembrance of Supervisor Dennis Chapman that recently passed.

The Pledge of allegiance was then recited. The minutes of the November 10th, 2020 meeting were approved as presented with no comments or corrections on a motion made by Robert Wittenbrader 2nd by Merel Swingle with both in favor. There was no Planning Commission Meeting.

Sub-divisions: None New Business: The appointment of a Supervisor was discussed. Supervisor Swingle noted that he believed Vincent Rivezzi curtain Township Auditor would be the best fit for the position.

Mr. Rivezzi was in attendance and accepted the position as Supervisor.

He then resigned as Auditor for the Township. Merel Swingle moved to approve the resignation of Vincent Rivezzi from the Auditor position and to appoint him to the Supervisor seat, 2nd by Robert Wittenbrader and with no comments, motion carried 2-0.

Re-organization meeting date and time reviewed. Merel Swingle moved to advertise and hold the Annual Re-organization meeting on January 4th, 2021 at 4PM, the Auditors Annual Re-Organization meeting will be held January 5th, 2021 at 5PM, Robert Wittenbrader 2nd the motion, motion carried 2-0. Christmas Gifts for Planning Commission and Cleaning Lady discussed, Merel Swingle moved to approve giving the same gifts as last year $50.00 to each planning member and $150.00 to the Cleaning lady, 2nd

by Robert Wittenbrader motion carried 2-0.

Old Business: Tax Resolution for 2021 was reviewed and a motion to

approved Resolution 12-21-T setting the Tax Mileage for 2021 at .52 mills for General Purpose was approved on a motion made by Merel Swingle 2nd by Robert Wittenbrader with both in favor. Street Light Resolution was reviewed a motion to approve the Street Light Resolution 21-12ST setting the Street light Assessment at .48 cents per improved foot of road frontage and .15 cents per foot for unimproved Road frontage was made by Merel Swingle 2nd by Robert Wittenbrader with both in favor. The Budget Resolution was reviewed and a motion was made to approve Resolution 21-01B setting the Budget as prepared for the 2021 Fiscal year by Merel Swingle 2nd by Robert Wittenbrader with both in favor.

Attorney Updates: Attorney Treat questioned the owner of the Old Ben’s market and possibly sending a cleanup notice. It was noted Kathleen Pitti is the owner of record Merel Swingle moved to approve a letter to be sent 2nd by Robert Wittenbrader with both in favor.

Correspondence: None Bills were reviewed and with no comments or questions a motion to approve and pay was made by Robert Wittenbrader 2nd by Merel Swingle with both in favor.

Park Updates: None Public Time: Steve Price, Hamlin Fire Co Chief wanted again to note his Thanks on behalf of the Fire Company for the help the Township has provided.

Hopefully with week they will be working on the HOP for the driveway.

Jane Krasny May 23, 1934 December 25, 2020 Jane Krasny, 86, passed away Friday, December 25, 2020, in Cedarbrook, S. Whitehall Twp. She was the wife of the late Joseph T. Krasny. Born in Jersey City NJ, she was a daughter of the late Daniel and Anna (Betlow) Barry and was employed as a bookkeeper for many years. She and Joseph were formerly of The Hideout in Lake Ariel where she was a board member of the Property Owners Association as well as a member of the Garden Club and several social clubs.

Survivors: children, Karen E. Fulton and husband, David, Whitehall, Janice E. Zuvich and husband, Richard, Bethel CT, William J. Krasny, Washington Twp. NJ, Patti J. The HASG was formed in 1980 to provide an opportunity for Hideout members, including renters, age 40 and over, to meet with and socialize with other members of our community. If you enjoy meeting new friends, socializing with old friends, and like to party, then the H.A.S.G. is for you.

Typical events include dinner dances, picnics, luaus, a “social” golf league, local outings, travel, and anything else you can think of that involves socializing, dining, and just generally having a great time with wonderful friends new and old. The H.A.S.G. meets the second Thursday of each month (except December) at 1:00 p.m. at the Main Lodge. Refreshments are always served. A dangerous condition arises on busy weekends from vehicles parking on the side of the road on Lakeview and Woodpoint Court. Vehicles parked on the side of the road in this location impede traffic and could possibly block access to the area by emergency vehicles. Due to this condition the Board has passed a motion deeming Lakeview and Woodpoint Court “Emergency Access Roads.”

Please observe all signs and Association rules for the safety of our members, guests, and staff.

No parking will be permitted on the side of the road in this area. The Public Safety Department will aggressively enforce this rule. Anyone who parks in this location will be subject to a $125.00 fine and a $250.00 fine for repeat offenses.

GOOD NEIGHBORS CLUB The Hideout Adult Social Group (HASG) is expanding our recently-formed Good Neighbors Club. We are pleased to coordinate the following Good Neighbors Club services to all members of The Hideout Community: 1.

Many of us own wheelchairs, walkers and other medical equipment that we are not currently using. Others are in need of some of this equipment for a period of time. The HASG is compiling a list of such equipment.

The intent is to have a central contact point where those in need can inquire about who may have the equipment they need and be willing to loan it to a fellow Hideout member. When you hear that someone has a setback, you usually expect something not so good. It’s a completely different case when the term is applied to property boundaries. Setback Lines actually protect your property!

Building set-back lines are usually intended to govern permanent structures like your house or garage.

What is a Setback? A setback is a defined space in which no structures (as defined by Land Use Code) may be located, except where specifically allowed by the Code. Setbacks are required along front, rear, side property lines and additionally with some “easements.”

How are Setbacks measured? In most cases, setbacks are measured from the property line. However, when measuring a front setback line abutting a public street the setback is measured from the center line of the right of way. Your property line is coincident with the edge of the right of way. Since the right of way can contain unimproved shoulders, you should not assume that your property line is at the edge of the curb or paved edge of the road. Typically, your property line is several feet from the road improvements.

Unlike rights of way, utility access easements do not always coincide with

property lines. The easement may be located partly or entirely on your property.

When a front yard setback is required from an easement located on a property, the setback is measured from the interior edge of the easement.

Are Setbacks required from anything else? In most cases, buildings may not be built over utility easements (e.g., power, water, sanitary sewer, storm sewer, and telecommunications) without written approval from the associated utility. We all have easements on our Hideout property lots. These easements are shown on your recorded plat Land Survey and title report.

How large a Setback is required? That depends on where the property is located and whether the setback is along a front, rear, or side property line. For example, in the Hideout, the following Setbacks are required: Front - 25’; Rear - 25’; Sides - 10’. Also, within these setbacks there are “easement lines” (Front - 10 feet, Rear - 10 feet, and each Side - 5 feet).

Please note that the 25 foot front area starts at your property line, not at the edge of the road. The property line to the road is POA property. Also, in Pennsylvania, only a state licensed surveyor may set the property corners.

What is an Easement? An easement is defined as a right that one party has to

use real estate that is owned by someone else. The rights of the easement holder regarding usage of the property are specific and typically limited. Property ownership or possession is not impacted by an easement. The property owner gives up only defined rights on that portion of the property that is used for purposes of the easement. Common easements are those that are given to public utilities such gas or telephone companies to run lines under/over private property.

Utility easements such as power, phone, water and sewer are examples of easements that benefit the Hideout. Such is the case with RS&W. As a general rule, the grantor of the easement can make any use of that property as long as it does not unduly interfere with the rights granted to the easement holder. Typically, the owner granting the easement cannot build/ place structures or obstructions within an easement area or otherwise hinder access to that area.

A utility easement grants the utility company the right to use and access a specific area of a property. The area covered by the easement is usually clearly defined in the text of the easement, and the easement is attached to the property deed so that it will persist even when the property is transferred or sold. Utilities can request an easement for any number

of reasons. A classic example of a utility easement is an easement which allows the power company to run electrical lines along a property, and to install utility poles if the property is long enough that the lines cannot pass over the property without support. The utility has the right to utilize a strip of land for the lines, and to enter the land to access the lines for maintenance and repair, which can include tree trimming, replacing rotted utility poles, and relocation of any conduits, cables, wires, towers, and poles.

What about these Property Easements?

Every Hideout property has “easements” – legal rights that others have to use parts of a land owner’s property.

Despite their prevalence, easements are often misunderstood and in some instances, people are not even aware that easements exist. As a property owner you can benefit from a basic understanding of easements. That understanding helps you avoid problems (permanent placement of landscaping, trees & shrubs, rock gardens, landscape lighting, fences, etc.) that can arise within the easement area.

By keeping these areas free of plantings or other obstructions, you can enjoy what you have planted without worrying that it may be in jeopardy in the future. ■
