Tips for a safer, greener holiday
Con Edison wishes New Yorkers joy and peace this season and reminds them to keep safety at the top of their holiday list by using approved LED lights and products and carefully following instructions for their use and display.
Use only Underwriters Laboratory, UL, approved lights, decorations and products. The label means the product has undergone evaluation by a recognized product safety organization. LED lights and decorations make the holiday even greener because they use significantly less energy than traditional bulbs—reducing the carbon footprint and usage cost. Electrical distribution or lighting equipment accounts for 44 percent of home Christmas tree fires, according to a recent study conducted by the National Fire Protection Association. (Submitted)
These simple safety tips will help protect your loved ones from the risk of shock or fire, minimize your electricity bill, and reduce your environmental footprint: • Look for the UL label and carefully read instructions on your lights and other devices. • Do not use inside lights outside. • Check electric cords for worn spots or fraying. Replace cords that are worn or frayed. • Don’t place electric cords under carpets or furniture. • Never attempt to retrieve an electrical product that has fallen in water. • Never staple or nail cords to walls or baseboards. • Don’t overload outlets or powers strips. Overheated wires can start fires. • Never remove the third prong from a plug to make it fit a two-prong outlet.
Control the costs of holiday lighting displays with these simple steps: • Replace old lights with LEDs. • Use automatic timers to turn lights on in the evening and off at midnight, instead of leaving them on overnight. • Look for the Energy Star label on lighting and any electronics or appliances you buy as gifts. These models meet stricter standards and can dramatically reduce energy usage compared to standard models. • Use power strips. To save energy, shut off the strip when the appliances are not used.
BOLHeadline passes 2020 countyhere budgets On Monday, Dec. 9, the Westchester County Board of Legislators voted 15-1 to pass the county’s 2020 operating, capital and special districts budgets. The $2.1 billion operating budget, which includes a $1 million cut to the county property tax levy, continues work begun last year to strengthen the county’s finances. The 2020 budget uses no oneshot revenues and contains no borrowing to fund operating expenses. It also adds $10 million to the county’s fund balance. 2020 will be the second year in a row that the county has added to its rainy day funds, after years of declines under the prior administration. Rebuilding the county’s fund balance is essential to protecting the county for the future and improving the county’s credit rating, which keeps county borrowing costs low. “We began the legislative term with a goal of stabilizing the county’s finances while continuing to provide essential services to the people of Westchester,” said Board Chairman Ben Boykin. “Today we’re passing budgets that do just that—reducing the property tax levy, replenishing the County’s fund balance, providing new revenue to local municipalities and school districts, investing in our children, and enhancing services for the people of Westchester.” The budget strengthens crucial services for Westchester families, especially in the area of child care, including increased support for the county’s Invest in Kids programs. There’s also more funding for nonprofit organizations which provide early childhood support programs. The budget also includes an increase in the reimbursement rate paid to child care providers, to make it easier for parents to find affordable, high quality child care and easier for providers to recruit and retain qualified workers who are being lost to higher paying jobs in other areas, like New York City. The 2020 operating budget also increases money available for

eviction prevention programs, expanding legal help for those facing eviction in Yonkers, and extending that support to Mount Vernon, Ossining and Peekskill. The programs help people remain in their homes, saving the county millions of dollars annually by keeping families out of the shelter system. There’s also additional help for legal services for domestic violence survivors and for community health centers and criminal justice reform. The capital budget commits $20 million to county funds that support the creation of new units of affordable housing. It also continues efforts begun last year to accelerate long-lingering projects needed to repair and improve county roads, bridges, parks, and refuse and wastewater treatment facilities. Among other efforts, these include commitments to renovate Memorial Field in Mount Vernon and reconstruct the South County Trailway. “I’m pleased that we’ve been able to cut the county property tax levy and put money into the county’s reserves, while increasing the commitment to our nonprofit, community-based partners,” said Majority Leader Catherine Parker. “These organizations provide cost-effective, indispensable support to working people in Westchester in areas of health care, domestic violence support, the arts, and especially affordable, high-quality child care, which is the foundation on which Westchester’s future will be built.” (Submitted)

County Youth Bureau seeks applicants for state council The Westchester County Youth Bureau is seeking young people ages 13 to 21 to represent Westchester County on the new New York State Governor’s Youth Council. Gov. Andrew Cuomo recently announced that he is establishing this Youth Council which will be comprised of one representative from each county in the state—totaling 62 members. Members of the Governor’s Youth Council will provide recommendations to the governor and other policymakers on many different issues, including: • Education • Cyberbullying • Cultural diversity • Youth violence • Alcohol and other drugs such as tobacco, vape and opioids • Juvenile justice • Environmental justice • Matters concerning young women and girls, including sexual assault and harassment, female empowerment • Civic engagement • Economic opportunity and wage parity
“Westchester County is home to young people who are extremely diligent and passionate about societal issues and have already begun to make changes at the local level,” said County Executive George Latimer. “To have the opportunity to participate on a statewide task force, travel to Albany and focus on specific policy issues will be a worthwhile experience that will benefit us all.” The Youth Bureau will search far and wide for applicants. Three applicants will be selected to advance to the final selection process in Albany, where one youth will be selected. Once selected, the Youth Council will convene in Albany for orientation and training and will then be divided into regional teams to focus on specific policy issues. “This is a unique opportunity for Westchester’s critical thinkers and youth leaders to lend their passion and talent on social issues that have already been demonstrated locally to a regional and statewide platform,”
said Dr. DaMia Harris-Madden, county Youth Bureau director. “I am particularly excited that the Westchester County Youth Bureau has been tasked to manage the recruitment and selection process, but most notably interface with youth who are interested in furthering their advocacy and leadership skills.” Interested youth should submit an application by Dec. 23, through the online portal available at https://nysylc.secure-platform.com/a/. The application includes an essay and a video demonstrating their interest in one of the council’s focus areas. Candidates will be selected on their character, leadership skills, academic achievement, civic engagement, and service to their community. Services announce holiday gift drive
Helping to spread some holiday cheer to all of Westchester County’s foster children, Westchester County Executive George Latimer announced that County is now accepting new, unwrapped toys and gifts for the holiday season. The Holiday Gift and Toy Drive, which is being run through the Department of Social Services, DSS, takes place each year to ensure that every child in Westchester County has a gift to open for the holidays. “The holidays are a great time of year to be thankful for the things you have, and to find was to help those who are less fortunate,” Latimer said. “The Holiday Gift and Toy Drive is a perfect way to bring holiday cheer to kids in need. I am encouraging everyone who can to please find it in their hearts to donate, and help brighten a child’s holiday this season.” DSS is also accepting gift cards and monetary donations, in addition to new, unwrapped gifts. Toys and gifts are requested for a variety of ages, from newborn up to age 21. No stuffed animals
please. The Department is also running its “Wish List” program, which asks every child in the foster care system to request their top three gifts for the holidays. The drive will run through Friday, Dec. 13. “For the kids in foster care, homeless services programs and other sites, the holidays can be very sad and lonely, and your donation or gift can make all the difference in their day and the season ahead,” said Kevin McGuire, DSS commissioner. “As always, thank you for your generosity and support, and for those interested in giving the gift of your love and family as foster and/or adoptive parents, you can reach out to United Way’s 2-1-1 line for more information about how to begin that journey!” All donations should be made out to the Westchester Child Welfare Holiday Fund. Budgets, bond ratings and holiday shopping HARRISON HAPPENINGS Mayor Ron Belmont
I’m happy to report that, once again, the town /village of Harrison was notified that Moody’s, a bond credit ratings service, has awarded Harrison a Aaa bond rating which is the highest designated rating given. Harrison’s rating has continuously improved over the course of the last several years and has remained at the current Aaa rating. Moody’s cites several factors for this year’s rating rationale: the village’s improved financial position, a sizeable and affluent tax base, which is expected to benefit from commercial development in the near term, and a manageable debt burden with a lower than average pension liability. They also cite, as strengths, Harrison’s large tax base, which is also expected to benefit from commercial development, and our municipality’s healthy financial position bolstered by recent reserve growth. I am encouraged by this recent report and am confident that Harrison will remain in this very steady and favorable position. I would like to thank town personnel for all their hard work in preparing for this review. In other good news, at the Dec. 5 town board meeting, the town board adopted the final
budget for 2020. Once again, Harrison is within the tax cap mandated by Gov. Cuomo. For the 2020 tax year, the levy increase allowed is under 2 percent. The 2020 tax rate, for the town of Harrison, is 1.974 percent. What this means to the average taxpayer in Harrison is, if the assessed value of your home is $650,000, your increase is $5.64 a month/$67.67 annually. You will still be receiving exceptional municipal services. As in previous years, Harrison will not be utilizing a New York State program which allows local municipalities to borrow in order to pay their pension bills. Harrison will once again be paying the entire bill, at the end of 2020, without borrowing. This year’s holiday celebration kickoffs were a big success. From candy canes to carolers and Santa’s arrival, both West Harrison and downtown Harrison celebrated in style. The hot chocolate flowed in West Harrison as Frosty the Snowman visited with residents, young and old. Choral groups entertained the crowds in downtown Harrison culminating in the lighting of the Christmas tree and menorah. It was great to see so many new friends and familiar faces as these are the occasions that highlight the true meaning of the season. I would like to thank the following contributors for their generosity: Roy Aletti, Christian D’Onofrio, Artuso Pastry Shop,
Star Kidz and the student choral groups from Harrison Avenue School, Preston School and Parsons School, Nora’s Oven Works, Wegmans, the Harrison PBA, the Harrison Fire Department and the Harrison Chamber of Commerce. Both events did a wonderful job reflecting the charm and magic that the holidays should bring to us all. As we gather this holiday season, and reflect on the good tidings of the past year, I encourage you to celebrate the season of giving. State and local organizations will be increasing their efforts to assist food banks and soup kitchens. Donating food, stocking shelves and feeding those in need are meaningful ways to volunteer your time and celebrate the spirit of generosity. It’s an excellent opportunity to celebrate life’s good fortune and I urge all to take part. Locally owned shops and restaurants offer a warm and welcoming atmosphere and it’s a great spot to get together, with neighbors and friends, as you get ready for the season’s celebrations. It may have been a while since we heard from them, but after this week’s hot stove news, one thing is clear; the Evil Empire is back. On Tuesday, Dec. 10 the New York Yankees made an enormous splash on the free agent market when they agreed to terms with reigning American League ERA leader Gerrit Cole. The 29-year old right-hander is one of the best pitchers in the game right now, giving the Yanks a true top of the rotation arm and completely shifting the balance of power in the American League. But beyond the practical ramifications of the signing—and its immediate and deleterious effect on my Red Sox—I have to say, I’m excited about the move for one simple reason: this is becoming the kind of Yankees team I grew up hating. In the late 1990’s and early 2000’s, the Yanks truly lived up
to their nickname of ‘the Evil Empire,” signing high-priced free agent after high-priced free agent, outspending their competitors by a wide margin and generally treating cash-strapped Major League teams as if they were another extension of their farm system. In short, their wanton spending made it easy for opposing fans to look at their payroll with great disdain. But over the last decade and a half, Yankee GM Brian Cashman has exerted more control over the team and changed the way the Bombers operate. Sure, they still spend a lot of money—their $206 million payroll was third among all MLB teams— but Cashman has devoted considerable energy to revamping the farm system and developing its own players. Sure, the Yanks have traded for some big name stars like Giancarlo Stanton, but the core of the team over the last several years has been comprised of homegrown talent like Aaron Judge, Luis Severino and Gary Sanchez. Even though I still maintained a deep antipathy for the Yankees
over the years, I found it difficult to dismiss the success they have had as simply a byproduct of their deep pockets. This Cole deal, however, will see the Yankees pay the righty $324 million over the next nine years, an astounding contract anyway you want to slice it. I’m sure the organization will look to cut costs in other ways, perhaps by trading JA Happ or Stanton, but the message was clear nonetheless; the Yanks targeted a player they saw as essential to their success and threw enough money at him until he decided to sign. They refused to be outbid on Cole, something that reflects the old George Steinbrenner school of thinking more than it jibes with the more thoughtful approach to free agency that Cashman has preferred. Will the move pay off in the Bronx? That remains to be seen. But if the Yankees ultimate goal was drawing the ire of the rest of the league, I’d have to say they have accomplished their mission.

But with the difficulty of the Huskies’ schedule slated to ramp up with Harrison’s Holiday Tournament later this week, head coach Gary Chiarella is hoping that his undersized team will have the depth—and the tenacity—to compete with some of the top teams in Section I. Against the Bears on Tuesday, the Huskies wasted little time gaining the upper hand, jumping out to a 16-point first quarter lead thanks to stifling defense and unselfish basketball. That early cushion allowed Chiarella to go to the bench early, something the head coach believes will

ultimately behoove the team as his players battle to define their roles. “We’re still trying to figure out an exact rotation,” said Chiarella. “We have our core who know they are going to play, but we have so many interchangeable part and we have to get some of the secondary kids more comfortable with playing time.” Harrison was able to control the glass against the Bears, led by a stellar effort from senior guard Anthony who grabbed a gamehigh 10 rebounds. Chiarella said that getting contributions from the entire team on the boards will be important for the Huskies this year, as Harrison lacks size in the paint. “There are teams we are going to play that have guys at 6-4, 6-5 and 6-6, and our entire team is basically 6-1,” said Chiarella. “So while we are battling with those guys, we are going to need our guards to step
up and get rebounds.” So far, the lack of height hasn’t hurt the Huskies as they have won their first three contests by an average of 10.6 points per game. Harrison will be tested this week, however, as they get set to host their annual Holiday Tournament, which will feature some of the top teams in the area. Harrison will kick off the tournament with a showdown against league foe Rye on Dec. 12, after press time. Class AA contenders White Plains and Scarsdale will also be in the mix. “This is going to be a huge test for us; the competition level is about to go up,” said Chiarella. “Rye is always one of the favorites to win Class A, White Plains is one of the best teams in AA, and Scarsdale is going to be tough too; this is probably one of the better tournaments in Section I.” CONTACT: sports@hometwn.com
