Town issues first secondhand dealers license

By COREY STOCKTON Staff Writer Less than two months after rewriting a previously flawed law which had been in the town’s code for decades, Harrison issued its first known secondhand dealers license to the Halstead Avenue gun store L&L Sports.

According to town documents released in response to a Freedom of Information Law, FOIL, request, Town Clerk Jackie Greer granted a secondhand dealers license to Louis Zacchio, who owns L&L Sports, on May 10, seven weeks after the Town Council had approved a revised version of the law requiring dealers of certain used goods to acquire such a license.

The revised version of the law requires applicants to disclose all previous convictions of misdemeanors or felonies, and requires the police chief to file a written report of the applicant’s character and fitness for the permit.

In his application, which was submitted to Greer on May 4, Zacchio admitted to being convicted of a misdemeanor, and to having previously sold used guns from his Orchard Street home without a secondhand dealers license.

A separate FOIL request for the portion of the application in which Zacchio disclosed the circumstances surrounding his misdemeanor charge and for the report of the police chief addressing Zacchio’s character and fitness for the permit was denied by the town, citing invasion of privacy and interagency transmission concerns.

However, documents obtained by the Review show that in 1999, Zacchio pled guilty to driving while impaired and seventhdegree possession of a controlled substance, having pled down from related charges.

But the law does not preclude those who have been convicted of a crime from obtaining a license.

During a public forum held by town officials days before L&L Sports was set to open, some residents insisted that Zacchio had also been breaking town law by selling used firearms without a license.

Some Town Council members, as well as Town Attorney Frank Allegretti and representatives from the U.S. Department of Alcohol, Firearms, Tobacco and Explosives, held a forum in November 2016 to address the concerns of residents, many of whom had been alarmed by the store’s proximity to Parsons

Memorial Elementary School.

Some residents had accused Zacchio of having sold used firearms from his home without obtaining a secondhand dealers license, and had raised concerns about his intentions to sell used guns from the Halstead Avenue shop.

Allegretti said during the forum that he would investigate that allegation; and Zacchio inquired about how to obtain a license shortly after.

But the original text of the law, which, according to Allegretti, could date back as far as 80 or 90 years ago, had made it nearly impossible for the town to issue a license, having not specified a process by which to apply for a license or what town agency would grant or deny the request.

The Town Council unanimously approved its revised secondhand dealers law on March 23, imposing a $200 licensing fee and setting all licenses to expire on Dec. 31 of each year, clarifying the process by which to apply for a license and naming the town clerk as the issuing agency of the document.

items, available for inspection by the police chief. And it corrects a flagrant oversight which had previously mentioned Nassau County instead of Westchester County.

The law now states that secondhand dealers are required to contact the Police Department if they have used goods fitting the description of any items reported missing in any newspaper within Westchester.

During the public hearings, Mayor Ron Belmont, a Republican, and the town’s attorneys said that several people had inquired about secondhand dealers licenses leading to the consideration to rewrite the law. The Review has submitted a FOIL request to the town seeking all applications for secondhand dealers licenses in 2017 as well as all written or emailed inquiries to the town about the application process since November 2016, but has not received a response as of press time.

Secondhand dealer licenses are required for the sale of most used items in Harrison; however, there are exceptions written in the law for sales of automobiles, pianos, books, magazines and various works of art. Antique dealers and thrift shops are also excluded from such a license.

Great Decisions: Nuclear Security

CPR class

On Wednesday, June 7 from 1:30 p.m. to 3:30 p.m. at the Richard E. Halperin Memorial Building. Great Decisions is America’s largest discussion program on world affairs. The program involves reading articles, watching videos, and meeting in a group to discuss the most critical global issues facing America today.

The program is facilitated by Joan Katen, adjunct professor of political science and peace and justice, with special guest speakers. Participants contribute to the 2017 FPA National Opinion Ballot which can be submitted online at fpa. org/ballots or in person. You do not need a briefing book to participate. The Great Decision series is free and open to the public. However due to popularity, each session is on a first-come, firstserved basis.

Chinese dumpling-making class On Thursday, June 8 from 11 a.m. to noon at the West Harrison Branch. Learn how to prepare Chinese dumplings with Terri Kung.

Please be prepared to show proof of residency with a current utility bill and driver’s license. A school report card or progress report is required for a child ID card. 2017 resident IDs and pool passes are now available for purchase.

Summer day camps There will be four day camps offering numerous sports, arts and crafts, swimming, music and weekly special events. Children in grades 1–8 as of September 2017 are eligible to apply. Registration fee: $475, $250 for the second child, and $175 for the third and subsequent children. Make the check payable to Town/Village of Harrison. As the deadline for registration has passed, campers will be placed on a waitlist with no guarantee of a spot. The late fee is $50 per child; after Monday, June 12, the fee will be $100 per child.

The camps start on July 3 and run through Aug. 11. Applications are at both the Leo Mintzer and Sollazzo recreation centers and on the website at harrisonny.gov/recreation.

Harrison school news Feeley Fund annual appeal The annual appeal for the Eugene J. Feeley Harrison High School Student Aid Fund has been mailed to the community. For 70 years, the Feeley Fund has enabled needy and worthy Harrison High School graduates attend accredited colleges and/or schools.

Since 1947, more than 1,000 students have received loans or grants to pursue their posthigh school education and training.

Lola Geiger, from her residence at The Osborn, continues her fundraising activities for this worthy cause. She reports that The Feeley Fund is short of its goal to meet the financial needs of its eligible youth. The fund awards monies to those graduates who are accepted in accredited colleges.

Westchester County news Register for swim classes at county pools Online registration is now open for swimming and aquatic fitness classes at Saxon Woods pool in White Plains, Tibbetts Brook pool in Yonkers and Playland pool in Rye. For children and for adults just getting started with swimming, Learn-to-Swim lessons are offered for all ages and ability levels, from toddlers age 3 to senior citizens.

Classes begin Wednesday, July 5, and run through Friday, Aug. 11. Lessons for adults ages 18 and older will be held only at Saxon Woods pool.

The schedule for classes at Tibbetts Brook and Saxon Woods is as follows: Children ages 3–6: Wednesdays and Fridays from 10 a.m. to 10:30 a.m. All children must be accompanied by an adult.

Children ages 7–10: Tuesdays and Thursdays from 10 a.m. to 10:30 a.m.

Children ages 11–17: Tuesdays and Thursdays from 10 a.m. to 10:30 a.m.

Adults (ages 18 and up): Tuesdays and Thursdays, from 5:30 p.m. to 6:15 p.m.

Classes will be held on Friday nights from 7 p.m. to 8 p.m. at Saxon Woods Pool from July 7 through July 26; and on Saturdays from 9:30 a.m. to 10:30 a.m. at Tibbetts Brook Pool from July 8 through July 27. County police to cut back from specialized units

By FRANCO FINO Staff Writer Several impending retirements and a lack of staffing are threatening the Westchester County Department of Public Safety to cut back from various specialized units, according to the union president.

partment, prompting the potential cut-backs in the specialized units.

The department currently employs 282 officers as part of a $16.4 million county police budget; part of a larger Department of Public Safety budget totaling $48.2 million.

Yet, even after adding five officers in March, the department still remains 10 positions short of its budgeted staff size.

As a result, Hagan said it will be difficult to continue assigning officers to specialized units when routine patrols will be needed at various parks—there are 52 parks that are managed by the county—throughout Westchester, such as Willson’s Woods Park in the city of Mount Vernon, where a suspect was arrested in April with a loaded gun and was allegedly involved in drug activity.

According to county Legislator Ben Boykin, a White Plains Democrat and chairman of the Committee on Public Safety & Social Services, the looming cuts to the narcotics unit will pose an abundance of consequences to Westchester, which has seen opioid-related deaths increase by 60 percent this year over last year. “All too often, officers are pulled from their regular assignments to cover incidents that take place in our parks,” he said.

Westchester County police are responsible for watching over county-owned parks, local parkways, key county facilities such

as the Westchester County Airport in Harrison, and the county office building in White Plains. The department is also known for aiding local municipal police departments.

Boykin added that the cuts could place an additional burden on other local police departments that will likely be called because of the lengthy response times by county units.

Other Democrats, such as county Majority Leader Catherine Borgia, of Ossining, and Legislator MaryJane Shimsky, of Hastings-on-Hudson, described the situation as a public safety threat to residents.

“We are in a situation where we have officers leaving their posts on our parkways to cover issues in our parks,” Shimsky said. “This, by definition, creates a public safety hazard every time they are asked to do their job. This is unacceptable.”

Despite the concern, Ned McCormack, the communications director for the county executive’s office, said overall crime in Westchester is down 25 percent for the latest five-year reporting period.

“Vacancies fluctuate over the course of any year,” he added.

“The current vacancy rate of 3 percent is normal, very manageable and provides adequate staffing for the department to fulfill its responsibilities.”

By ANDREW DAPOLITE Contributor Despite a steady rainfall on the morning of Memorial Day, local residents lined Halstead Avenue to watch the town/village of Harrison’s annual parade, which preceded a remembrance ceremony in Ma Riis Park.

The solemn event consisted of a relatively short parade procession, beginning near the intersection of Halstead Avenue and West Street, proceeding north toward Harrison’s downtown business district.

Local military service members and veterans were joined by emergency vehicles, and classic cars, as well as the Westchester Brassmen Drum and Bugle Corps, Harrison’s girl scout troop and local dignitaries.

By the time the procession ended at Ma Riis Park, the rainfall grew stronger, but did not dampen the resolve of those in attendance.

“We are here today to honor our dead,” Ben DeFonce, Harrison’s veterans liaison declared into a microphone muffled by a makeshift plastic bag covering. “I am sorry for the rain, but we were going to be here today come hell or high water.”

Mayor Ron Belmont paid special tribute to a group of Vietnam War veterans in attendance, presenting them with certificates of appreciation for their years of service during “a time when it was unpopular to serve.”

“You present a legacy of bravery and sacrifice made by so many young Americans who answer the call of duty,” Belmont said. “I am sure I can speak for many of the United States citizens as well as residents of the town/village of Harrison at expressing our gratitude.”

Remembering the fallen HARRISON HAPPENINGS Mayor Ron Belmont

On Monday, May 29, the town/village of Harrison honored those men and women who sacrificed their lives for the liberties we enjoy today. This year’s Memorial Day parade and ceremony was a wonderful tribute to fallen servicemen and women who courageously served in the armed forces and lost their lives.

Ben DeFonce, U.S.M.C. Ret., Harrison’s commissioner of Veteran’s Affairs, should be commended for organizing this wonderful event. Our honored guests, from various military branches, gave heartfelt speeches, describing what active service has meant to them. It was a day to remember the fallen, as we celebrate our freedom, and it was an honor to be part of this special occasion.

On a related note, I would like to take this time to recognize the downtown, West Harrison and Purchase fire departments. All three departments recently held their annual Memorial Day ceremonies in remembrance of their members and fallen heroes. The ceremonies were respectful and did a wonderful job honoring all Americans who have died while in service to our country.

All residents are invited to join St. Anthony’s parish in West Harrison for a weekend of family fun at its annual festa. This unique event celebrates Italian traditions and Italian-American culture and will kickoff the summer season from Friday, June 2 to Sunday, June 4. Each year, The American Cancer Society holds a fundraiser, Relay for Life, to support the organization. It’s an annual, global event and is staffed and coordinated by volunteers.

Please take note of the following announcement from our Department of Public Works: Commencing June 5, certain neighborhood roadways in downtown Harrison will be treated using a technique known as “micro surfacing”. An asphalt, “slurry seal,” is placed over the roadway which provides additional waterproofing and skid resistance and provides an enhanced aesthetic finish, similar to a hot mix overlay, at a substantially reduced cost. This is performed over a period of two consecutive days. Intermittent detours and or road closures can be expected during the performance of the work.

Walter’s Hot Dogs to enter White Plains

By TAYLOR BROWN General Assignment Reporter Due to popular demand, Walter’s Hot Dogs is planning to open a second location in the heart of downtown White Plains this fall.

After more than 90 years, the fourth-generation family-run business will be opening a storefront restaurant at 186 Mamaroneck Ave. in White Plains. Walter’s currently has its famous hot dog stand on Palmer Avenue in Mamaroneck, plus two food trucks that travel the area.

Carl Lee, of White Plains, said that he’s been going to Walter’s since 2003. He explained that the unique way that Walter’s cooks its hotdogs, by splitting them down the middle and grilling them in a special sauce, is why he likes them so much.

He said that he usually goes to their Mamaroneck shop for lunch.

“Now that it’s [coming to] White Plains, it’ll only be five or 10 minutes,” Lee said. “It’s great.”

“The support and encouragement from the city of White Plains to open our business here was a tremendous factor in where to open in Westchester,” Woodward, the great-granddaughter of Walter Warrington, told the Review. Walter’s food truck is also already available at the weekly White Plains farmers market. “After testing the market with our food trucks, we saw that a freestanding location was in demand for the area,” she said.

Charlie Gray, of White Plains, said she was excited to see a Walter’s opening in White Plains because she’s found the lines for their food truck to be too long.

“It’s a very convenient location,” Gray said, “and it fits along with all the rest of the food stops.”

Woodward explained that by opening Walter’s in White Plains, they will be able to reach customers from Rockland County and upper portions of Westchester as well as Fairfield and Putnam counties.

The restaurant will have indoor and outdoor seating that can accommodate approximately 50 people.

“Because it’ll be a dine-in storefront, customers will be able to see much more of the menu items we currently offer,” Woodward said.

ice, funnel cake fries and cinnamon sticks.

“We feel that Walter’s has a special place in many people’s lives,” she said, “and we want to begin to share that with Westchester and beyond.”

Barnes & Noble’s outdoor dining area opened in late April, providing customers the opportunity to enjoy the weather along with their meal.

everal months into the opening of Barnes & Noble Kitchen, the bookstore’s rebranding, the Eastchester location has already built up a loyal customer base.

Included in the 22,000-squarefoot bookstore, the third of its kind, is a 2,600-square-foot kitchen. The new store provides one convenient location for shoppers to enjoy a new book along with their breakfast, lunch or dinner.

“The reception [for the kitchen] has been exceptional,” said Amy Gautreau, community relations business development manager for Barnes & Noble. “Once [customers have] tried it, they come

back again and again.”

The latest Barnes & Noble Kitchen launched in November 2016 in the Vernon Hills Shopping Center.

The bookstore’s sit-down restaurant serves breakfast until noon, and lunch, dinner and dessert all day.

On the menu are dishes including lemon-ricotta pancakes, chicken Caesar salad and brick-cooked chicken.

There are also gluten free options like the guacamole without chips, hummus and plancha-cooked salmon.

The restaurant also offers the “Kids’ Kitchen” menu with entrees and drinks available for children.

The menu was put together by Sheamus Feeley, executive chef consultant and operating partner at The Bransetter Group, a hospitality consulting business that has partnered with Barnes & Noble. Feeley has worked in the restaurant business for more than 20 years.

Along with food, the restaurant also serves 23 types of wine, champagne, and six types of draft beer. Each Barnes Take your pick from three types of desserts, & Noble Kitchens’ beer including freshly baked cookies.

On Thursday night, the Cavaliers and Warriors took the court for Game 1 of the NBA Finals, marking the third time in as many years that the two teams have squared off with the Larry O’Brien trophy on the line. But while I’d ordinarily welcome another chapter of a burgeoning high-stakes rivalry, I—and a lot of other fans—can’t help but be underwhelmed by the upcoming series.

The fault here, however, doesn’t lie with the two teams—which come into the finals with an overabundance of star power—as much as it does with the NBA product in general.

I mean, let’s face it. The fact that the 2017 finals would be a “three-match” was pretty much preordained the moment that LeBron James hoisted up the NBA Finals trophy after last year’s series.

The Cavs and Warriors simply had way more talent than the rest of the teams in their respective conferences—and that’s even before

Golden State added a top-5 player in Kevin Durant.

Now, I don’t blame the Warriors or Cavaliers for going out and creating these “super teams.” Operating within the rules put in place by the NBA, it’s incumbent upon teams to go out and put together the best rosters they can (The Knicks, apparently, didn’t get that memo).

But even though I’m sure that the league is happy to see a finals series containing six of the best 20 players in the NBA right now, that concentration of talent ultimately weakens the league and makes the road to a championship about as uncompelling as it has ever been.

Super teams are nothing new of course.

The Celtics and “Showtime” Lakers of the 1980s, Jordan’s Bulls of the 1990s; these weren’t oneman shows. There were plenty of Hall of Famers on those rosters.

But what most of those teams had, at least, was some competition within the conference.

The Celtics had to tangle with the “Bad Boys” Pistons; the Lakers—at least in the later half of the 1980s—faced some stiff tests from

the Stockton-Malone Jazz and the Dallas Mavericks. The Bulls, despite their dominance, still had to get through the same physical Pistons teams and a Knicks squad that always seemed to play them tough.

This year, the Cavs and Warriors combined to lose one game in the postseason, and it was one in which Cleveland seemingly lost interest in beating the Celtics after jumping out to a huge, early lead.

That sort of dominance doesn’t just affect the postseason though.

The Cavs were so confident, so unconcerned with establishing homecourt advantage in the playoffs, they rested their stars often and essentially quit playing during the last month of the regular season, handing Boston the top overall seed.

Sure, it worked out for them on the court, but in terms of building up any sort of momentum among NBA fans who don’t live in Cleveland or San Francisco, the last six months have been an absolute snooze-fest.

After all, when the biggest storyline of the regular season is which superstar not named LeBron is going to win the MVP, it’s hard to generate any sort of momentum.
