Former police chief threatens to sue town

By FRANCO FINO Staff Writer An attorney representing the former Harrison police chief has contested that Anthony Marraccini was not notified about the reason for his paid suspension, and ultimately plans to institute some form of legal proceedings against the town/village of Harrison for being forced to resign from his position.

“Chief Marraccini was not provided with any formal notification from the town of Harrison as to the reason for his suspension,” John D. Pappalardo, the attorney representing Marraccini, told the Review on Wednesday. “He will absolutely take legal action. For a second I don’t believe he’s walking away from this. I guarantee it.”

According to Pappalardo, Marraccini resigned from his position as police chief on Oct. 6 after growing concern that the Harrison Town Council was planning to take away his family’s health benefits. Pappalardo said that while disciplinary charges were not anticipated, the former police chief did not want to risk losing his health benefits over the slight possibility that he could be reprimanded.

According to the attorney, the town would have the jurisdiction to revoke his benefits if disciplinary charges were

brought against him.

Pappalardo told the Review that it became evident based on conversations with town officials that they were reviewing the way Marraccini recorded his time. Town officials alleged that Marraccini had been paid for more than 1,000 hours of time off that he was not entitled to.

Pappalardo added that Marraccini followed practices that are common among other police departments throughout Westchester County. “Our investigation has revealed that he meticulously recorded all of his time and followed practices that have been in place for at least the past 18 years,” he said.

Additionally, the attorney said that while Mayor Ron Belmont, a Republican, had not notified Marraccini of the reason for his paid suspension, Belmont did say that it had nothing to do with a current federal investigation relating to his contracting company.

Last month, the police chief turned over business records for Coastal Construction Associates that were requested as part of an ongoing federal investigation.

Marraccini has been a licensed home improvement contractor in Westchester County since starting a company called Coastal Construction Development in 1993.

Pappalardo told the Review

that he is unaware if Marraccini, 52, will seek a position elsewhere as a police chief if he does not resolve the affair with Harrison; however, since he retired on his own terms, he added that the former chief will still have the ability to work in law enforcement.

Marraccini joined the Harrison Police Department in 1984 and began his duties as chief in 2010.

In a resignation letter that Marraccini submitted to the mayor on Oct. 6, he said, “I have sincerely enjoyed serving the Harrison community and working for the Harrison Police Department.”

According to Belmont, the town will continue its internal investigation into Marraccini despite his resignation. Belmont said he would not comment about whether or not the town anticipates criminal charges against Marraccini.

Police Lt. Michael Olsey is currently serving as the interim police chief while the town seeks to hire a replacement for Marraccini. According to Belmont, there is currently no timetable for when the Town Council will begin to discuss the position.

Town Attorney Frank Allegretti could not be reached for comment, as of press time.

At about 5 a.m., White Plains police responded to a call at the corner of Westchester Avenue and Anderson Hill Road. Robert Schartner, of Fishkill, a 21-yearold student from Manhattanville College, had been hit by a car and died from injuries sustained upon impact.

Emma Fox, of Rye, who had been driving the car, has been charged with an aggravated DWI and first-degree vehicular manslaughter. Police reported that Fox, 24, had been intoxicated; her blood alcohol content was measured at 0.21; the legal limit in New York state is 0.08.

Fox’s 2012 Nissan Sentra was impounded by police after being located several blocks away from the accident, and remained there well into Sunday afternoon.

White Plains police Lt. Eric Fischer said the Police Department was still investigating whether Fox called the police herself to report the incident and where she had been driving from. He declined to comment further when asked additional

questions by the Review.

Following the arrest, police viewed several hours of security footage at the Pub— a bar located in Rye—to establish a timeline of Fox’s whereabouts, and how much she had been drinking on Saturday night, according to a source.

Robert Wolf, a spokesman for the Westchester County district attorney’s office, confirmed that the district attorney’s office is prosecuting the case, but declined to comment on the investigation.

According to a source, Fox was recently treated in a rehabilitation clinic for substance abuse problems.

Schartner, a junior, was entering his third season with the Valiant men’s lacrosse program this year.

“We are all in shock and we extend our prayers and condolences to his family members and friends,” said college President Michael Geisler in an email sent to Manhattanville students, faculty and staff. “The level of Robert's commitment to his team could never come

into question; whatever he was asked to do, he did with a smile on his face.”

The funeral mass was held for Schartner at the Church of the Resurrection in Rye on Oct. 12.

“Robby had a contagious smile, one that you couldn’t help but catch,” said Falon Kirby, a Manhattanville senior and friend of Schartner’s. “He was an amazing friend, student, ath-

lete, and an overall great person. Manhattanville isn’t going to be the same without him, but the community will come together to help one another to keep smiling just as he would have wanted us to. He is so dearly missed and will forever be in our hearts.”

Fox is being held on $100,000 bail in the Westchester County jail and is due back in court on Oct. 17. She

appeared in court on Oct. 11 where she was said to be distraught. It has also been reported that Fox has been placed on suicide watch.

Stephen Lewis, Fox’s attorney, and Rye Police Commissioner Michael Corcoran could not be reached for comment, as of press time.

This past weekend, Harrison held its 39th annual It’s Great to Live in Harrison/Columbus Day celebration. Our community takes tremendous pleasure in this annual tradition as our nation honors the culture and heritage of ItalianAmericans. In addition to recognizing the many achievements of Italian-Americans, Harrison residents and visitors participated in a weekend of exciting events. Saturday evening’s fireworks display was spectacular and Sunday’s open house at police headquarters, featuring a display of emergency apparatus and tours of the police station, was well-attended.

A record-number crowd attended the annual parade on Monday. Marching bands serenaded as student groups and civic organizations marched down Halstead Avenue. Following the parade, a fiesta took place in Ma Riis Park and included children’s activities and rides, as well as a variety of booths offering international fare, arts and crafts, and assorted memorabilia. It was an extremely successful event, full of national and hometown pride.

I enjoyed seeing many friends

and familiar faces as the weekend’s festivities took place.

This year’s National Fire Protection Week was Oct. 9-15. I would like to take this time to remind residents of the following important fire safety tips.

Test your smoke alarms monthly and change the batteries at least once a year. If you hear a fire alarm or smell smoke, exit the building immediately and do

not return to retrieve valuables. If approaching a closed door, test the door before you open it, as flames could be on the other side. If a room is smoke-filled, crawl to safety on your hands and knees below the smoke line. If your clothes catch fire, stop, drop to the floor and roll.

Develop a family escape plan and review it twice a year making sure that windows and doors can easily be opened. Choose a family meeting place that is safely away from your home.

In closing, it was an honor to attend the Vietnam veterans’ 50th anniversary medal ceremony and commemoration recently hosted

by Westchester County Executive Rob Astorino at Kensico Dam. The benediction was delivered by Father Chris Monturo of St. Anthony’s, and the guest speakers gave moving tributes as the medals were presented. It was nice to see that many Harrison residents attended and it was a privilege to pay my respects to the fallen heroes and their families.

The next Lunch with the Mayor is on Friday, Oct. 14 and I will be at Hajime Japanese Restaurant, located at 267 Halstead Ave. in downtown Harrison. I will be at this location from 12:30 p.m. to 1:30 p.m. and look forward to meeting with residents and talking about issues facing our community.

Town mulls adjustments to proposed tree law

By FRANCO FINO Staff Writer The town/village of Harrison has forgone a proposal to amend a law that allows individuals to remove and replace trees, and now plans to submit a new proposal with more in-depth adjustments, according to the mayor.

In September, the Town Council planned to change the law by obligating all property owners to provide and plant a new tree for each tree removed from one’s property, bearing in mind the anticipated survival rate of the tree proposed to be removed.

The original proposal would have also mandated property owners to submit removal and replacement plans regardless of whether a building permit was required as well as how many trees are to be removed.

However, after receiving constructive criticism from members

of the public, and advice from previous members of the defunct town tree committee, the council plans to schedule a new public hearing with modifications to its previous proposal.

“The simple modification was well-intentioned and necessary, but we need to approach it from more of a comprehensive angle,” said Deputy Village Attorney Chris Cipolla. “We have to get to a point where we are comfortable with what is being proposed first.”

According to Mayor Ron Belmont, a Republican, the town needs to “iron out” current provisions of the law that are an “issue,” including the stipulation that establishes that residents are obligated to seek the discretion of the tree committee when removing and replacing trees.

Cipolla told the Review that the law, which was adopted in 1989, does not take into account that the committee no longer ex-

ists. “We have to remodel the ordinance based on the fact that the [tree committee] has not been utilized in years and there are no members at this point,” he said, adding that the town is considering making it the responsibility of the Building Department to conduct inspections for tree removal in place of the defunct committee.

The law currently mandates property owners to submit plans showing the removal and replacement of trees only when a building permit is required and when more than three trees are to be removed.

As the law currently stands, the law permits property owners to remove trees without replacing them.

There is no time frame for when the Town Council will have a new proposal, and there is no scheduled public hearing to make amendments to the tree law, as of press time.

Anne Hutchinson: From Boston to Rhode Island

By RICHARD FORLIANO Columnist At the end of June, I was preparing to take a brief hiatus from writing this column on local history. My intention was to do more research for future columns that would resume in September. I had previously written four extensive articles with a colleague on Anne Hutchinson that can be read on the website of the Eastchester Historical Society. Also on that same website, there is a YouTube video clip in which a talented actress brings Hutchinson back to life, commenting on the injustice of her trial.

I thought that the full story of Hutchinson had been told. I would now be free to explore other topics about Eastchester’s fascinating history. As I was preparing for a quiet, solitary summer of researching and writing, I received a phone call from a direct descendant of Hutchinson that would force me to reassess certain assumptions about this woman, arguably America’s first founding mother.

Descendants of Anne Hutchinson were planning a five-day, three-state road trip tracing the travels of Hutchinson and her family during their nine-year stay in Massachusetts, Rhode Island and Westchester County, then part of the Dutch colony of New Netherlands. My wife and I journeyed up to Boston and began a most interesting experience. At the 15 stops on the road trip, we met more 150 direct descendants of Hutchinson, heard some of the leading academics from Harvard, Cornell and other prestigious universities comment on her true legacy, and by the end of the trip came to realize that her real accomplishments were much greater that the cartoonish version in which she is portrayed in American history textbooks.

In 1634, Anne Hutchinson arrived with her husband Will and 11 of her children (Anne would eventually have 15 children) in the town of Boston whose population numbered about 1,000 people. Boston was part of the Massachusetts Bay Colony whose total population would number

about 20,000 by the end of the 1630s. Will was a well-to-do merchant who brought his family to New England to practice their Puritan faith without interference from the government. Puritans under the leadership of Gov. John Winthrop were interested in practicing their own true faith, erecting a city on a hill, a beacon for all mankind to see.

Mistress Anne soon became a supervisor of midwives, whose duties it was to help women in childbirth and intervene when problems occurred.

But then problems soon developed, as two factions threatened the very existence of the Massachusetts Bay Colony.

There was the ruling elite led

by Gov. Winthrop that demanded complete obedience to the Puritan ministers governing the colony. The Hutchinson family belonged to the other faction that included Henry Vane, who for one year had taken the governorship away from Winthrop; the controversial ministers Roger Williams and John Wheelwright; and John Cotton, a respected theologian and the personal minister to the Hutchinsons.

What were the problems that caused so much dissension? In 1636, a bloody conflict erupted in Connecticut that we know today as the Pequot War. Anne Hutchinson, like Roger Williams who would be banished and go on to found the colony of Rhode Island, believed that the Native Americans should be compensated for their land and treated fairly. Williams had already been banished in 1636 when Anne Hutchinson had counseled people in Boston not to volunteer to fight the Native Americans in the Pequot War. There were also jealousies and disputes that had followed the Puritans across the Atlantic from England.

But Anne posed an even more serious threat to the ruling elite. She had learned theology from her father when he was under house arrest in England. Her knowledge of Lutheran and Calvinist theology far exceeded that of all the theologians with the exception of her own Boston minister, John Cotton. It was rumored that both at mid-week

meetings held at her house and at sessions performed by midwives in which she was invited to supervise, she undermined the authority of the ruling theocracy But events would soon turn against Anne. Henry Vane, her chief ally, decided to go back to England and the controversial minster, John Wheelwright, was banished. In October 1637, Anne Hutchinson, mother of 15 children and pregnant, was put on trial. She was forced to stand for two days during her civil trial.

Anne did not back down. Her knowledge of scripture and her quick wit had her winning the day. She asked her accusers to take an oath on the Bible and they refused. To the charge that she had conspired with Wheelwright, she asked her accusers about the validity of the charge.

Anne had never signed a petition supporting Wheelwright.

By the second day of trial, it looked like Anne would go free. And then she did something that to many seemed inexplicable. She announced that she had received direct revelations from God and that he spoke directly to her. The basis of Puritan theology is that it is only through the Bible that the direct revelation can be achieved.

By admitting that she received direct communication with God, bypassing the ministers and inventing new scriptures, Anne was a heretic undermining the authority of the ruling elite. Anne was found guilty and banished.

My guess, and it is only a guess, is that Anne had shown Winthrop that the charges against her were groundless.

Then having shown everyone the ineptitude of her persecutors, she mentioned the existence of her revelations. Later generations of Christians would see her testimony as a born-again Christian filled with the Holy Spirit. After another church trial in April in which she was found guilty, Anne and seven of her children, in a blinding snowstorm, would make a six-day, almost journey to Portsmouth, Rhode Island, via Providence to join her husband Will.

Winthrop was forced to confiscate the firearms of Bostonians who supported Anne Hutchinson and her faction. The major reason why Harvard was started was to better train ministers in Calvinist and Lutheran theology to adequately deal with dissenters like Anne Hutchinson.

Contemporary professional historians do warn that we should not be too hard on the Puritans led by Gov. Winthrop.

Anne Hutchinson, as her leading biographer and direct descendant, Eve LaPlante, freely admits, was not an easy person to get along with. She did not trifle fools. Her ideas threatened the stability of a holy experiment that in many ways led the groundwork for our democratic traditions of the right to

vote, town meetings and local government, and free public education.

Why is Anne Hutchinson so great a person? She saw wrong and tried to right it. When a stillborn baby was born, she buried the fetus at night so that the distraught mother would not be persecuted for witchcraft. She defended the rights of Native Americans. She questioned the authority of ministers whose strict rules and harsh punishments offended her sense of justice.

Anne today would be shocked if she knew she was viewed as a feminist heroine.

She viewed herself as a religious visionary who would not back down when her beliefs were threatened. Like her con-

temporary Puritans, she was willing to take a stand on principle no matter what the cost.

And through all her tribulations from England to Boston to Rhode Island, her loving husband Will stood by her.

Behind every good married woman is a good man.

In the next article, the full story of Anne Hutchinson’s stay in Rhode Island and her arrival in Westchester, then part of the Dutch colony of New Netherlands, will be told.

Residents, attorney: Brightview should submit EIS

By COREY STOCKTON Staff Writer Local opponents to a controversial project have asked the Harrison Planning Board to require Brightview Senior Living, a developer which has submitted an application to build a senior living facility on the former Lake Street Quarry site, to submit a full environmental impact study as part of its application.

The Brightview development would entail a 160-unit, 168,000-square-foot building on a 6.5-acre property in a residential neighborhood, with an onsite kitchen, 24-hour staffing, dozens of generators and HVAC equipment, and heights of up to 55 feet. Save Harrison Inc.—a group of residents who have organized to protest the development and local laws which have made it possible—and its attorney, Albert Pirro, have argued that these elements would dramatically impact the area surrounding the site, as well as the town as a whole, and have asked the Planning Board to require an environmental impact study,

EIS, to fully analyze the effect Brightview would have on its neighbors.

Last year, the Planning Board decided not to require an EIS for the zoning text amendment, a change in the town’s zoning code which allowed senior living facilities to be built on certain residential properties within Harrison. That amendment was passed by the Town Council in May; but now, Save Harrison is asking the board to require an EIS for the development application which will utilize the provision of the new zoning law.

In consideration of some of the impacts the development could have, Brightview has amended some of its designs since it was last reviewed in September 2015. The changes include lowering the height of the building in areas which would have been visible from the neighboring properties on a cliff above the site.

A letter written by Save Harrison to the Planning Board expressed concerns about the noise which could be generated by the development. Brightview repre-

sentatives said they have been able to suppress the noise to 44 decibels or less. A chart on Purdue.edu lists that noise range as urban ambient sound. The Save Harrison letter suggests that the 51 rooftop AC units which Brightview has planned for would culminate at about 92 decibels, which the chart compares to the sound of a motorcycle from 25 feet away.

Save Harrison has also expressed concern about the size of the development. The letter to the Planning Board suggests that a building of that size does not match the architectural aesthetic of other buildings in the neighborhood, and compares it to Brightview’s Tarrytown facility, a 90-unit living center.

In May, the Harrison Town Council unanimously voted to pass an amendment to its zoning text which allowed senior assisted living developments to be built on four residentially zoned properties in the town. ties, located at 600 Lake St. Shortly after the amendment passed, a group of Harrison residents, including several neighbors of the Lake Street property, formed Save Harrison Inc. and filed a lawsuit against the town, the council, the Planning Board, Lake Street Granite Quarry and Brightview Senior Living, con-

testing the legality of the amendment. The suit alleges, in part, that the Planning Board should have required an EIS before approving the amendment. That suit is currently in litigation.

The Planning Board did not make a decision during a Oct. 5 public hearing. There will be a continuation of that hearing

on Oct. 25.

Neither Pirro nor David Steinmentz, attorney for Brightview, could be reached for comment as of press time. Also, Thomas Heaslip, chairman of the Planning Board, could not be reached for comment as of press time.

Harrison School of Music expands hours After five years of providing top-notch music education to students in Harrison, Rye and Mamaroneck, the Harrison School of Music is being recognized for its commitment to excellence in music education.

The Harrison School of Music was voted as one of the top five “Best Music Lessons for Kids” for 2016 by the readers of Westchester Family Magazine.

Located in downtown Harrison at 253 Halstead Ave., the school offers private music lessons to students of all ages (yes, adults too).

Students can choose from guitar, piano, voice, drums, saxophone, clarinet, flute and violin lessons.

“Our lessons are personalized for each student,” said school Director Samuel Faraci. “We teach students what they need to know about music, such as music theory and proper technique, while also teaching students the songs that they want to learn.”

The Harrison School of Music was also named as one of the top 20 “Best Violin Instructors in New York” by a panel of professionals from experitise.com. Of 250 violin instructors reviewed, the Harrison School of Music was named in the top 20. Out of the top 20, only two are located in Westchester County.

“We are so excited,” Faraci said. “We are committed to providing the best music education in the area.”

At the Harrison School of Music, students receive private oneon-one instruction from teachers who are all university trained and have years of performance experience. “Our teachers are chosen not only for their musical abilities but also for their personalities and for the way they interact with our students,” Faraci added.

Registration for music lessons is ongoing. All lesson times are first come, first serve, and reg-

istering early is encouraged for the best pick of available lesson times. The school recently expanded its teaching hours to offer lessons from 11 a.m. to 8:30 p.m. on weekdays, and from 9 a.m. to 4 p.m. on Saturdays. “With so many of our teachers being sold out on their lesson times, we had no choice but to expand our hours to accommodate the great demand for our music program,” Faraci said.

The school gives more than 1,000 music lessons each month.

“We have expanded so much from when we started five years ago,” Faraci said. “We really feel we are providing a great service to our students, and it’s exciting to be recognized by being voted as the ‘Best.’”

Police policy lecture at Manhattanville Criminal justice and law enforcement expert Robert Gangi will present “Ending Police Abuse and Discriminatory Policies” at the 18th annual Henry Schwarzschild Memorial Lecture at Manhattanville College on Wednesday, Oct. 19 at 7 p.m. in Reid Castle on the campus, located at 2600 Purchase St. in Purchase. A longtime activist, community organizer and public policy advocate, Gangi founded the Police Reform Organizing Project, PROP, in April 2011. The organization’s mission is to “expose and correct abusive police tactics that routinely and disproportionately do harm to New York City’s low-income communities and people of color.” Gangi also

served for nearly 30 years as director of the Correctional Association of New York, an organization focused on prison reform.

The annual lecture is held in memory of Henry Schwarzschild, a board member of the state and local chapters of the New York Civil Liberties Union. Schwarzschild was also a staff member of the American Civil Liberties Union from 1972 to 1990, where he led the organization’s Capital Punish-

ment Project. Schwarzschild founded the Lawyers’ Constitutional Defense Committee and the National Coalition to Abolish the Death Penalty.

The annual Henry Schwarzschild Memorial Lecture is sponsored by the Connie Hogarth Center for Social Action, the New York Civil Liberties Union, the Lower Hudson Valley Chapter, and the Westchester Coalition for Police Reform.

Clowny with a chance of screwball RHYMES WITH CRAZY Lenore Skenazy

Let’s face it: Clowns are creepy. In a way, this current craziness has finally brought that fact out into the open, the way the word “frenemy” finally gave us a way to talk about something we all recognized but hadn’t acknowledged. (As did “bad hair day” before that.)

Clowns exist in something called the “uncanny valley,” where dolls and puppets and ventriloquists’ dummies live (or actually don’t live), too: A place between too real to be make-believe, but too make-believe to be real. If you really want to jump out of your skin, pick up your baggage at LaGuardia some time, where a cardboard cutout of a stewardess has a hologram for a head—and it speaks.

Welcome to New York!

But what to make of the clown hysteria sweeping the country, leading to everything from strange sightings, to warning letters sent home from school, to actual incidents?

Last week a clown with a kitchen knife chased a teen off the 6 train at 96th Street. And in Elmhurst, a 16-year-old glanced out his window and saw a clown lurking. Yikes.

And that’s not to mention this weird case: A man in Kentucky shot his gun into the air when he mistook a woman walking her dog for a creepy clown. I’m sure the woman appreciated that all around.

It all brings to mind the “Satanic Panic” of the 1980s-90s, when Americans were convinced that not clowns but Satanists were raping and tor-

turing children in day care centers. Across the country, day care workers were investigated for crimes like sacrificing animals in front of the kids, and flushing kids down the toilet to secret chambers where they’d be abused.

Under the sway of what we now understand to be manipulative “therapists,” the tots told stories of being flown in hot air balloons, or taken on boat trips where babies were tossed overboard. No evidence was ever found for this—no drowned babies, no giraffes sliced and diced at the zoo (which you’d think would be hard to miss). And yet, cops, juries and judges ate this stuff up like bunny entrails.

It all sounds so obviously nutty now that when I mention these things to people, they laugh. One friend said, “If they were having naked orgies with all the kids at day care, how come everyone ended up in the right clothes again when their parents picked them up? That doesn’t even work when kids take off their socks.”

Hardy har har. Except... look what happened to Fran and Dan Keller in Texas. At their 1992 trial, the jury heard that the Kellers had killed a dog and made the kids cut it up and eat it.

They also heard that the couple had taken the kids to a cemetery whereupon they shot a passerby, dismembered the body and buried it in a grave they dug.

Testimony also had it that the Kellers had decapitated a baby and thrown its remains in a swimming pool that they made the kids jump into. And in case that all sounded just too plausible, they were also accused of stealing a baby gorilla and chopping off one of its fingers.

There were many more allegations added to this list.

And the Kellers served 21 years in prison.

In Debbie Nathan’s book about that period, “Satan’s Silence,” she nailed a mind-blowing truth: While we think we are so sophisticated and scientific today, and may even scoff at the idea of “Satan,” we have no trouble believing in Satan-ists.

We simply swapped one basic human fear for another that sounds far more plausible to our modern selves.

Which could explain why we believe that clowns are out to kill our kids.

On the one hand, there’s the rare but terrible truth that some crazy people do shoot kids at school. Combine that with the constant fear that our kids are going to be next, and that it will be by a madman who is nonetheless organized enough to buy a rainbow wig, and you have a mash-up of all our modern parental fears: stranger danger, randomness, the evil intentions of anyone (especially a male) who likes to work with kids.

The security expert Bruce Schneier coined a term for this: Movie plot threat. We imagine the threat to our kids is just like one we’ve seen in the movies.

It’s easier to picture Bozo with a bazooka than a car crash when dad is fiddling with the GPS, so that’s the threat we focus on. We may even start seeing things.

Looking back, someday we’ll be amazed that schools were sending warning letters home about clown crime. But in the meantime, we’ll keep worrying.

That’s what humans seem to do best.

Saturday afternoon’s showdown between the New Rochelle and Mamaroneck soccer teams had all the makings of a great game. Two top-flight teams, league rivals, squaring off under the lights in front of a huge crowd; it was going to be a heck of a contest, no matter what.

And then the rain started falling.

I don’t know what it is about inclement weather, but it seems to me that the quickest way to turn a good matchup into an instant classic is by adding the elements into the mix. The Patriots/Raiders “Tuck Rule” game in 2002 was an otherwise terrific contest that was only enhanced because Mother Nature decided to dump a truckload of snow on Foxboro’s field. Even this weekend’s college football

matchup between North Carolina State and Notre Dame, a sloppy 10-3 ballgame, was made imminently more watchable because of the effects of Hurricane Matthew, which essentially turned the gridiron into a turf-bottomed wading pool.

As the rain pounded down on Memorial Field on Saturday, I couldn’t help but feel that it was having the same effect on the matchup between the Huguenots and the Tigers.

Don’t get me wrong; this was going to be a good game regardless. Mamaroneck came into Saturday’s affair as one of the top teams in Class AA with New Rochelle sitting not too far behind them. The players on both teams, having played against each other for years, had built up a healthy, heated rivalry, and there were no shortage of physical challenges—and resulting yellow cards—to keep the

fans entertained.

But the rain simply took it to another level.

Despite the fact that the teams weren’t playing on a natural surface—most schools have turf fields nowadays—the effect of the deluge was undeniable. Players diving for balls ended up hydroplaning, looking like the former Orioles’ catcher Rick Dempsey during a rain delay.

And while the rain may have made both teams look a little less crisp than usual, players on both sides embraced the chance to play on a wet and slippery pitch.

“I was looking at the weather all day,” Mamaroneck midfielder Connor LeBlanc said after the game. “I was looking forward to the rain the entire time.”

I think the weather even has an effect on the fans, who begin to form a kind of bond because they are willing to brave the elements in order to cheer on their team. Heck, I was just tak-

ing pictures on Saturday, and even I wanted to drop my camera, shed my raincoat, and dive headfirst along the 50-yard line.

Of course, as I got back into my car after the game, my jeans about 10 pounds heavier due to

the absorbed moisture, I’m kind of glad I didn’t.

We’ve only got a few more weeks left in this fall season, only a few more weeks to witness a good rain—or snow—game, and I’m honestly hoping we get hit

with another game day storm.

It just makes the on-field action more exciting, and I think that’s something we can all get behind.

(Prevailing Time) for the purpose of the voting on the following Bond Proposition: BOND PROPOSITION RESOLVED: (a) That the Board of Education of the Harrison Central School District, in the County of Westchester, New York (the “District”), is hereby authorized to construct additions and infrastructure and other improvements and alterations to District school buildings and sites (the “Project”) substantially as described in a budget summary ( the “Budget Summary”), dated August 8, 2016, prepared with the assistance of H2M architects + engineers and Arris Contracting Company, Inc., which Budget Summary is on file and available for public inspection at the office of the District Clerk, consisting (as and where necessary) of the partial reconstruction of, and construction of additions and improvements to, District school buildings and the sites thereof, including construction of building additions to provide new classroom, cafeteria, music, guidance and other space; interior reconfiguration and renovation of classroom and other space; and infrastructure improvements including roofs, masonry, exterior cladding, chimneys, windows and doors, gas and electrical utilities, lighting, air-conditioning , entrances, walks, and track and fielding; improvements to enhance accessibility and safety for the physically challenged and asbestos abatement; all of the foregoing to include the original furnishings, equipment, machinery, apparatus and ancillary or related demolition, site and other work required in connection therewith; and to expend therefor, including preliminary costs and costs incidental thereto and to the financing thereof, an amount not to exceed the estimated maximum cost of $46,500,000; provided that the detailed costs of the components of the Project as set forth in the Budget Summary may be reallocated among such components if the Board of Education shall determine that such reallocation is in the best interests of the District; (b) that a tax is hereby voted in the amount of not to exceed $46,500,000 to finance such cost, such tax to be levied and collected in installments in such years and in such amounts as shall be determined by said Board of Education; and (c) that in anticipation of said tax, bonds of the District are hereby authorized to be issued in the aggregate principal amount of not to exceed $46,500,000 and a tax is hereby voted to pay the interest on said bonds as the same shall become due and payable.

Such Bond Proposition shall appear on the ballots to be inserted in the voting machines used for voting at said Special District Meeting in substantially the following condensed form: BOND PROPOSITION YES NO RESOLVED: (a) That the Board of Education of the Harrison Central School District, in the County of Westchester, New York (the “District”), is hereby authorized to construct additions and infrastructure and other improvements and alterations to District school buildings and sites substantially as described in a budget summary prepared with the assistance of H2M architects + engineers and Arris Contracting Company, Inc., and to expend therefor not to exceed $46,500,000; (b) that a tax is hereby voted in the amount of not to exceed $46,500,000 to finance such cost, such tax to be levied and collected in installments in such years and in such amounts as shall be determined by said Board of Education; and (c) that in anticipation of said tax, bonds of the District are hereby authorized to be issued in the aggregate principal amount of not to exceed $46,500,000 and a tax is hereby voted to pay the interest on said bonds as the same shall become due and payable.

The voting will be conducted by ballot on voting machines as provided in the Education Law and the polls will remain open from 7:00 o’clock A.M. to 9:00 o’clock P.M. (Prevailing Time) and as much longer as may be necessary to enable the voters then present to cast their ballots.

NOTICE IS FURTHER GIVEN that for the purposes of voting, the School District has been divided into four (4) election districts and that an accurate description of the boundaries of the School Election Districts is on file and may be inspected at the Office of the District Clerk on weekdays when school is in session, during regular work hours, 8:30 A.M. to 3:30 P.M., at the Administrative Offices, 50 Union Avenue, Harrison, New York.

NOTICE IS FURTHER GIVEN that the vote will be held at the following polling places in the School Election Districts hereinafter set forth: Election District A: At the Harrison Avenue School in Harrison, New York. Said Election District A comprises a portion of the area formerly constituting the area of Union Free School District No. 6 of the Town of Harrison, Westchester County, New York, which encompasses the area designated as the boundary line for attendance at Harrison Avenue School.

Election District B: At the Samuel J. Preston School in West Harrison, New York. Said Election District B comprises the area formerly constituting the area of Union Free School District No. 7 of the Town of Harrison, Westchester County, New York, which encompasses the area designated as the boundary line for attendance at Samuel J. Preston School.

Election District C: At the Purchase Elementary School on Purchase Street, in Purchase, New York. Said Election District C comprises the area formerly constituting the areas of Union Free School District No. 2 of the Towns of Harrison and Rye, Westchester County, New York, and Common School District No. 5 of the Towns of Harrison and North Castle, Westchester County, New York, which encompasses the area designated as the boundary line for attendance at Purchase Elementary School.

Election District D: At the Parsons Memorial School in Harrison, New York. Said Election District D comprises a portion of the area formerly constituting the area of Union Free School District No. 6 of the Town of Harrison, Westchester County, New York, which encompasses the area designated as the boundary line for attendance at the Parsons Memorial School.

NOTICE IS FURTHER GIVEN that applications for Absentee Ballots may be obtained at the Office of the District Clerk, 50 Union Avenue, Harrison, New York. Written requests for absentee ballots must be made at least 7 days and not more than 30 days prior to the Special District Meeting, October 18, 2016. If the ballot is to be mailed to the voter, the completed application must be received by the District Clerk no later than 3:45 P.M. (Prevailing Time) on October 11, 2016.

If the Ballot is to be delivered personally to the voter, the completed application must be received by the District Clerk no later than 3:45 P.M. (Prevailing Time) on October 17, 2016. No absentee ballot shall be counted unless it shall have been received by the District Clerk not later than 5:00 P.M. on October 18, 2016.

A list of all persons to whom Absentee Ballots shall have been issued will be available for inspection to qualified voters of the District at the Office of the District Clerk, on each of the five days prior to the day of the election, except Saturdays, Sundays and Holidays, between the hours of 8:30 o’clock A.M. (Prevailing Time) and 3:30 o’clock P.M. (Prevailing Time).

Any qualified voter may file a written challenge of the qualification of a voter whose name appears on such list, stating the reasons for the challenge.

FURTHER NOTICE IS HEREBY GIVEN that although voting machines will be used to record the votes on Tuesday, October 18, 2016, there will be no registration of voters in advance of said vote. Accordingly, all persons shall be entitled to vote as aforesaid who present themselves at the polls, who are not challenged while in the polling place, and who execute a statement, to be provided by the Board of Education, indicating that they possess the following qualifications: 1. A citizen of the United States; 2. Eighteen years of age; and 3. A resident of the School District for a period of 30 days next preceding October 18, 2016.

Pursuant to Education Law Section 2018-c, all new persons offering to vote at any school district meeting or election for which registration is not required, shall provide one form of proof of residency. Acceptable proof of residency shall be a driver’s license, a non-driver identification card, a utility bill, or a voter registration card.

Only qualified voters will be permitted to vote.

By MIKE SMITH Sports Editor Rye got the best of Harrison when the two rivals squared off on Saturday, Oct. 8, as the Garnets edged the Huskies 1-0 on the strength of a first half goal.

Despite the loss, however, Harrison coach Matt Pringle believes that the game will serve as a teachable moment as the Huskies head into the postseason with high expectations.

Rye notched the game-winner with 15 minutes left in the first half when Andrew Graham found the net after a long Garnet throw-in led to a scrum in front of the net.

Despite a strong effort in the second half, the Huskies—who were just one day removed from their 4-3 overtime win over Eastchester—were unable to come up with the equalizer.

“[Rye] scored on a scrappy goal,” Pringle said. “We were missing a couple of key guys, coming off a hard-fought battle with one day’s rest, and I think our guys were a little bit fatigued.”

The victory improved the Garnet record to 8-3-2 while Harrison fell to 10-3-1 with just two games remaining on the schedule.

According to Pringle, battles like the one against Rye, and

showdowns with league foes Pelham and Byram Hills, should only serve to get the Huskies ready for postseason play.

“It’s invaluable to be in a game of that magnitude towards the end of the season,” said the head coach. “Both games we have coming up are pivotal in terms of the league title, and it’s preparing us as the guys learn that you have to be near-flawless in the postseason.”

rearview, the Huskies have a quiet week until they travel to Pelham to take on the Pelicans on Oct. 15. With six off-days to recuperate, Pringle hopes his squad will be able to shake off some of the ill effects of a grueling condensed schedule that has seen the team play 10 times with fewer than one rest day.

“With the way the schedule was this season was scheduled, I think it kind of caught up with us physically and emotionally,” Pringle said. “As it stands now, with the holiday, we’re going to rest and recuperate as far as the nagging injuries go.”

The team’s final two games could determine a league champion, as Harrison’s regular season finale will come against a Byram Hills team that sits at 9-22 on the year.

“We’re just trying to focus and eliminate mistakes,” Pringle said. “We have to create more scoring opportunities over these last couple of games and work on those critical things.”
