The café has been blessed with the assistance of former barista of ten years, Rhiannon Ranieri. With her own beauty business unable to operate during lockdown it has meant she has been on board to assist in these early days.

Opening a business in the middle of lockdown may seem like an ominous start but the first few weeks of trade for White Sage Coffee and Juice Bar have been anything but. The vibrant new shopfront on the corner of the Gwydir Highway and Stephen Street, Warialda, has been abuzz since the doors opened just a few weeks ago.

Owned and run by Tianna Egan and her husband Sam, perhaps it is the fact that this is the second time they have begun a business only to be hit with pandemic restrictions, that has seen them fare so well. It all started with a party and event planning business nearly two years ago which, while affected by lockdown in 2020, was back on track.

“We are all learning as we haven’t done anything like this before, but I think that if you can succeed during COVID then that is a bit of reassurance for the future,” said Tianna.

With the light and open space the premises offers, it is also the perfect space to host functions and run events.

“I hope to utilise the verandah out the back and hold events out there,” Tianna told The Gwydir News. “There is seating that we’ve taken away at the moment. We’ll have a little area out the back for the kids, all fenced off.”

Offering something different and new to the town, the future is looking bright for White Sage. “I’ve got big plans, but we’ll take our time,” said Tianna.

Gwydir From the Desk As the weather warms and spring starts to shine through what has been a frosty winter, the Shire is looking beautiful thanks to a year of fantastic rainfall. It is easy to forget, when just looking about, the difficulty facing many in the community as lockdown continues.

From not being able to visit family or attend meetings and school, to closed businesses and financial impacts, the challenges can be immense. Despite this there is so many great things that continue to happen in our area.

Community groups support each other as best they can, early childhood educators have found new ways to connect with their families, libraries are dropping books to the door and local bus services are offering one-stop delivery.

It is inspirational to see new ventures awakening, such as White Sage Coffee and Juice Bar, (featured on our front cover), or the Fit, Fab and Forty Something Podcast (back cover).

Let’s hope that by the next edition of the Gwydir News we are all able to be more together than we are at the moment and are moving in the right direction.

As always, we are looking for the good news. Please feel free to share your stories with us so that we can spread the word on the great things that are happening on our doorsteps.

WARIALDA EMPTY SHOP PROJECT A HUGE SUCCESS In response to the Gwydir Shire Survey of the Economy Gwydir Shire Council has been working strategically with local businesses to grow our economy and encourage new businesses into our CBDs. According to Gwydir Shire Mayor, Cr John Coulton, Council is very interested in supporting the establishment of new businesses and services across the Shire.

“Realistically we are a small Shire, we may not have the big budget of the larger Shires, but we are still committed to growing our economy and supporting local businesses in whatever way we can – sometimes we can make small grants to help people get started but we can always offer guidance, support and information,” said Cr Coulton.

Council’s Manager of Business and Economic Development, Mr Chris Turner said that one great example of Council and the community working together to grow the economy was the Warialda Empty Shop Project, a partnership between Gwydir Shire Council and the Warialda District Chamber of Commerce.

“Through the project Council made small business start-up grants available to businesses willing to either operate out of a previously empty shop front in the Warialda CBD or deliver a service the community was otherwise lacking,” he said.

According to the Warialda District Chamber President, Mr Tom Smith, the Empty Shop Project was a success, with seven new businesses opening in Warialda in 10 months.

Perhaps the highest profile activity within the project was the reopening of the Commercial Hotel which has proved to be far more than a nice pub for a drink by adding café and dining options for locals and visitors as well.

In addition to the reopening of the Hotel the project saw funds assist in the establishment of: White Sage Coffee and Juice Bar, Ooh Laa Laa Lashes, Bliss Beauty Lounge, Gwydir Freight and Storage, Anthony’s Mowing Service and Eyes by Elisha.

Flower meadow ready to bloom A new project at The Living Classroom, Bingara, has seen a sea of flowers planted along the verge of the facility on Killarney Gap Road.

“We’ve started with the street meadow garden so people can see, on a smaller scale, what we are planning for a larger space at the rear,” she said.

Seeds from flowers suitable to be grown in the region have been planted, with further specimens being germinated in The Living Classroom’s nursery.

“We have in-season flowers, so people can see what they like driving past.”

At the front of the site, along a row of olive trees, a line of garden beds were first treated with steam to kill the weeds before being heavily mulched to keep them that way.

Shopfronts are filling up thanks to the Warialda’s Empty Shop Project

“We have planted what we will sell. With small mass plantings in sections then people will be able to have a look at the species,” said volunteer Amber Hall.

The idea being that people can see that maintenance of weeds is important, how you can mulch with what you have then visualise what you can do at home.

The project will see cultivation in the Classroom’s nursery of plants that will be available for public purchase, potentially at the site but also through the Bingara Community Op-Shop when COVID-19 restrictions ease.

“We hope it will be an uplifting place.”

BINGARA MPS WIN EXCELLENCE AWARD FOR KEEPING PEOPLE HEALTHY

Bingara and Warialda Community College We have some exciting news!

We have moved......

New Warialda Campus 47 Hope St. As most of you know, we’ve outgrown our campus in Warialda. So, instead of sending students to different locations all over town, Gwydir Shire Council General Manager, Max Eastcott, has generously offered us a bigger building with lots of space at 47 Hope St, Warialda.

The new building is going to allow us to hold many different classes without having to send people all over town and also the ability to hold more than one class per day.

We are so excited to have this opportunity to expand the Community College in Warialda and to help our community in the process.

It will be our pleasure, in the future, to help the locals by offering after school time for students who may need computer and internet access, so they can get their homework and assignments done.

This will also be offered to anyone in the community who may need the use of a computer or internet for anything work or education related.

So, pop in and say ‘Hi’ to me, Jannette, at the new campus and have a look around and see what classes we have to offer, or let me know what you’re interested in learning.

Bingara MPS was recently successful in winning the HNELHD Excellence Award for Keeping People Healthy. The Quality Improvement Program ‘Time to Break the Drought – Using Water to Prevent Falls in Rural Communities’ was developed and implemented by the MPS team of Sue Mack, Suzie Bilsborough and Megan Latham last summer.

The Award reflects the NSW Health’s committment to promoting good health through raising awareness of healthy choices, preventing ill health and improving the overall health and wellbeing of the community.

The Bingara community has a high proportion of its population over 65 years of age, 39.3% as compared to NSW with 16.2 %, (2016 Census). On average a fall from the community would be brought into Bingara emergency department every eight days.

Following a literature search, it was deemed that water-based exercise programs were beneficial and resulted in positive outcomes for participants with improved muscle strength, gait, balance and over reduction in falls risk. Water is an ideal medium for older persons exercise, as an unstable environment constantly challenges the body to reposition and re-posture, to maintain balance and to strengthen muscle mass whilst creating a safe environment to exercise as it reduces fear of falling and pain associated with exercising.

Other studies showed a significant improvement in overall quality of life, physical fitness, mental health and reduced social isolation.

Bingara MPS invested funds into training Megan Latham to achieve Accredited Aqua Exercise Trainer certification and referrals for the program were sourced from Community Health and the emergency department, with participants either having previous fall or being at high risk for a fall.

The program was originally organised as a 12 week/twice a week program, but due to pool renovations and COVID, it was reduced to six weeks with 12 participants.

The participants were measured pre–program for strength, gait and balance and again Post–Progra. On average across the assessment, an improvement of over 30% could be demonstrated. Some participants reduced their falls risk from high to not at risk. A survey that was distributed to all participants indicated that they had experienced improvements in not only their physical health but mentally and socially as well.

Five teenagers charged following aggravated break-in in Inverell About 5:40am on Thursday 19 August 2021, police were called to Swanbrook Road, Inverell, following reports a Nissan Navara utility was used to force entry to a business by driving through the front window, before three motorcycles were loaded onto the back.

The store was unattended at the time and was extensively damaged.

Officers attached to New England Police District arrived a short time later and were told a witness had removed the keys from the ignition of the utility, before he was allegedly assaulted by two of the teens.

All five teens then fled the scene on foot.

Following routine checks, the utility was found to have been allegedly stolen from a Queensland address between 10:00pm

on Wednesday 18 August 2021 and 3:00am on Thursday 19 August 2021.

A crime scene was established, and officers conducted a search of the surrounding area.

A short time later, five teenage boys – aged between 14 and 17 – were arrested in the George Street area and taken to Inverell Police Station.

The four eldest of the group were charged with offences including assault occasioning actual bodily harm in company, be carried in conveyance taken without consent of owner, aggravated break and enter dwelling in company steal, enter enclosed land without lawful excuse and breaching the public health orders.

The 14-year-old was released from custody and is to be dealt with under the Young Offender’s Act. As inquiries continue, police are appealing for anyone with information to call Crime Stoppers on 1800 333 000.

They were refused bail and will appear before a Children’s Court at a later date.

‘Survival Day’, taken by Amber Hall during the March flooding event that saw the region heavily flooded has now been short-listed for People’s Choice in the 2021 Nature Conservancy Award

CONTEST SHORTLIST FOR LOCAL PHOTOGRAPHER Local photographer, Amber Hall recently made the short list in the category of People’s Choice of the 2021 Nature Photo Contest hosted by the Nature Conservancy of Australia. Her image, titled Survival Day, was taken after a harrowing night of rapidly rising flood water in March this year. During the rainfall event the Gwydir River peaked at its highest point in nine years.

The photographic competition ran throughout the month of August and was open to anyone with a love for nature, receiving entries from around the globe.

“Across the world, nature, whether it is through dramatic landscapes or quirky wildlife, unites and inspires people,” said TNC Australia Managing Director Alison Rowe. “Australia, with its diverse and unique landscapes and wildlife, is such a perfect place for it.”

The Nature Conservancy is a global conservation organisation dedicated to conserving the lands and waters on which all life

depends. Guided by science, they focus on getting things done efficiently and with the greatest positive impact for conservation.

It is only the second photographic competition that Amber has entered, with her drone picture taking out the Champion Award at the Bingara Show in May this year. Already proud of that achievement, Amber was told about the Nature Photo Contest by a friend who encouraged her to apply.

“I uploaded several images and asked the Bingara community to like them, which many of them did,” said Amber. “I received and email from them to say one was in the final and I was so surprised.”

The People’s Choice Award will be voted on from 4–15 September before winners of all categories of the competition are announced on 30th September.

Upper Horton Long Distance Pizza Delivery a Winner Home delivery pizza from 50km away?

No problem for the Upper Horton Sports Club who, with dine-in options off the table, may just be doing the North-West’s longest pizza delivery route.

In true country-style community spirit the Club and its volunteers put on a night to remember christening its brand-new pizza oven, which although installed several months ago had yet to be fired up.

“We will be forever grateful that we had that funding for the pizza oven because we would never have been able to cook over 80 pizzas in one night,” said volunteer and pizza-maker, Brianna Mack.

After expressions of interest were tested in the week preceding, staff were overwhelmed with the interest and it turned out a much bigger night than they could have imagined.

Drivers headed out on three different routes radiating Upper Horton, brightening up the

evening of rural property owners, delivering 85 pizzas across the region in just one night.

From Upper Horton to Cobbadah, into Bingara and back again, through to Killarney Gap and Barine, the night was a huge success according to Brianna, who was quick to praise the local’s continual backing of the Club.

“We have a very supportive community. They use the Club as much as possible,” she said.

After taking a bit of a breather the team will be back, perhaps delivering on different routes each week, but for now contactless pick up will go on says Brianna.

“We just keep trickling along and will continue to cook each week.”

Now that the Kirkbys have won the 2020 major National Landcare Award, it is worth re-visiting their field day in May.

little soil had moved during the floods of March 2021 and nearly all water had been retained.

When I first visited Glenavon near Gravesend some fifteen years ago it was newly purchased, with a large debt and big plans to convert a long-standing conventional farming operation to a sustainable commercial and stud Dorper enterprise. At that time there was almost no ground cover and memorably a small scud of rain was followed by trickles of water running off the paddocks.

Within soil an imbalance of fungi and microbes will also adversely influence plant growth and health. The effects of high surface temperatures were mentioned, and how bare earth exposed to sunlight kills microbes close to the surface – as does extreme cold.

Several droughts and a couple of floods later with the odd normal year in between, the change to 2021 is startling. Perennial sub-tropical pastures and saltbush along with tree blocks have transformed the ground cover, despite coming out of the worst two years in a century.

Martin Williams, a seed grader from Nyngan, provided an entertaining account of how to grade seeds from multi-species cover crops. By choosing plants that ripen at the same time, but produce different size and shaped seeds, multiple gradings allow seeds to be effectively sorted by type.

Waiting for natural increase to do its work after destocking all but the most important stud sheep takes time, but exceptional regeneration in the landscape is obvious.

Their strongest message now is to plan for resilience. Asked whether grazing management or pasture improvement are more important, they say that effective rest and grazing periods are equally crucial to the success of any pasture, improved or not. The goal of 100% ground cover provides ‘armour’ for the landscape in adverse seasons, just like a nice warm coat.

Their move to the regenerative path was triggered by a field day in 2006, with Judi Earl and Colin Seiss.

On the financial side, their decisions were pragmatic – regenerative techniques involved less cost and less risk. They have made a point of buying outright and maintaining older machines that can be adapted to their requirements and won’t cost a fortune if left sitting in a shed during a dry year.

Instead of a continual quest to expand and increase production to achieve economies of scale, they are looking for – and apparently finding – a sweet spot, being keenly aware of the concept of marginal return, that the last kilograms squeezed out of a paddock may cost more than they earn.

Free programs for workplaces to stay mentally well Free mental health training is being offered for eligible NSW workplaces through the Black Dog Institute and proudly funded by the NSW Government.

Apply now for Mice Bait Rebate NSW Farmers is working with the Rural Assistance Authority to ensure the roll out of the Zinc Phosphide Rebate for Primary Producers program is reaching farmers.

The program, which opened on 2 August and closes on 17 December, involves a one-off rebate to assist primary producers in eligible Local Government Areas (LGAs) experiencing financial hardship due to the mouse plague.

NSW Farmers’ Vice President Xavier Martin says the RAA has a team of experienced assessors who can help farmers with their application, which is proving to be problematic online.

“The key message is don’t self-assess, pick up the phone to the RAA and talk through your circumstances, as all 400 applicants have been accommodated so far,” Mr Martin said.

“There are hardship provisions that are designed to ensure the support gets to where it is most needed. The rebate is also available to farmers that have invested in trying to get on top of the plague.”

The expert-led training comes at a time when managers, leaders, and employers are being asked to play a pivotal role in their team’s wellbeing. While many may be unsure how to support their employees and keep check of their team’s wellbeing, this training proves you don’t need to be a mental health expert to make a difference.

In fact, the training has been shown to improve knowledge and skills, with 85% of managers reporting an increase in confidence to manage mental health issues in the workplace following training.

Designed for everyone in the workplace, the easy-to-do programs provide practical strategies to influence positive mental health at work at an individual, team and organisational level.

“The training gives people the skills to start a conversation about mental health at work,” says Black Dog Institute Workplace facilitator, Carol Newall.

“It might be they had noticed a change in behaviour of someone on their team, but didn’t know how to go beyond asking if they were ok. The training is also good to tell people what the latest thinking is on how to help and where information and services can be found if they do have a colleague in distress.”

More than 15,000 people across NSW have already completed the NSW Governmentfunded training, with 98% reporting they would recommend it to others.

“Poor mental ill-health not only impacts the individual, but can have a ripple effect across the workplace, and within their communities. This training helps businesses keep employees healthy and ensure they’re coping at work,” says Carol Newall.

Training is available at no cost to NSW Businesses with up to 200 workers and not-forprofits of any size. It is available online with flexible options to suit your workplace, no matter where you are working across the state.

A MOMENT IN TIME SETS UP A LIFE LONG HOBBY It’s a fascination that William Grover has had for almost as long as he can remember – how clocks work, and it is obvious once you step through the front door of the Bingara home he shares with his wife.

“Me and my cousin used to get out in the rubbish dump when we were little and find them (clocks),” said Mr Grover.

A self-taught clocksmith, his extensive knowledge began from pulling things apart and putting them back together again.

The curiosities that Mr Grover has collected over time come from far and wide, in all states of repair. Many clocks he has taken on have been in a condition a long way from their prime, having been left and forgotten.

A particularly sullied example stands out amongst the others.

“It had been sitting on a mantle piece for 100 years, above a fireplace,” he said. “The soot and grease can be removed, though.”

The variety of clocks is astounding, from the smallest of timepieces to cuckoo clocks whose chains fall most of the height of a wall. There are hands, pendulums, weights and cogs, movements, horns, tools and bellows, scattered across most rooms of the house.

With an old-fashioned hobby that has moved into the modern era, Mr Grover

scours the internet and Facebook groups for clocks and parts. While it is mostly cuckoo clocks that take his fancy, there are many other curious examples that are placed on shelves and mounted on walls throughout the house.

There are clocks from around the world from Belgium, France, America, Germany and Egypt, and there is a story held within every single one.

For a man obsessed by all things ticking, it is striking that Mr Grover cannot always stand the sounds of the overly loud chimes.

“We have to stop that at night,” he says.

“When it’s dead still at night time they’re loud as buggery.”

And while his wife would love to reclaim some of her space, and can even tolerate the noises and chimes, there is always a push for more time-focused wall space.

“I want to take that horrible painting off the wall, but she won’t let me” said Mr Grover, pointing to a large floral artwork hanging above a lounge. The battle for wall ownership in this house is real.

It can be a challenge to keep things running, with parts expensive and usually required to be sourced from overseas, Mr Grover is often able to make his own. Sometimes he starts from scratch, other times he takes

parts from discarded clocks to make one whole again.

“One of the biggest problems is kids pulling the chains off cuckoo clocks. You’ve got to pull the whole clock apart and pieces fall out everywhere. Then you’ve got to remember how to put them back in the right place,” he said.

NAROO: Grant application success, volunteer opportunities and a whole lot of fun Naroo and Gwydir Shire Council have been successful in gaining a grant through the Aged Care Approval Round (ACAR) which will enable a $490,000 specialised activities space to be constructed.

Building on the $17.7 billion investment by the Australian Government in response to the Royal Commission into Aged Care Quality and Safety, the 2020 ACAR will deliver nationally, including: $150 million in residential care capital grants, 4,098 residential care places worth $300 million per year in funding, 1028 short−term restorative care places (STRC) worth $79 million per year in funding.

A formalised group of staff members at Naroo have been working with Dementia Training Australia (DTA) and Architect Nick Seeman to plan an activities area for the residents at Naroo.

“Importantly, this will be an area that will also assist with supporting our residents to promote emotional, spiritual and psychological wellbeing,” said Naroo Director, Sharon Baker.

“It will allow integration of residents suffering from Dementia and improve quality of life. Approaches such as this minimise the risk of stress, depression or anxiety and allow our residents to experience meaning and purpose,” she said.

Sharon explained that examples of this could be through specific spiritual or pastoral care, cultural or religious activities or through everyday encounters that promote a sense of connection and

community such as art and craft, games and baking, amongst others.

This area will also provide space for celebrations of special events and regular multicultural days within the facility. There is a monthly Lifestyle and Leisure calendar and celebration of special events such as St Patrick’s Day and Melbourne Cup are integrated into it. As well as this, cultural events are recognised and celebrated such as NAIDOC Week and other cultural activities pertaining to the residents that reside in the facility.

The project will soon seek tenders before construction can begin.

Meanwhile, lockdown can’t slow those at Naroo down. Residents have been keeping very busy with the multitude of activities on offer this month.

Following the trend of painted stones, which began as a type of treasure hunt in the great outdoors, there has been much colourful painting of rocks which will be hidden throughout All Abilities Park for children to find once lockdown is over.

Pfizer Clinics coming to both Warialda and Bingara Warialda Family Practice and Bingara Medical Centre are gearing up to offer the Pfizer COVID-19 vaccinations at weekly clinics from mid-September after the need was identified within the community.

“There was so much demand for Pfizer and Moree and Inverell have been so hard to get into for our communities, both Warialda and Bingara, so we put in an expression of interest and were notified that we were successful,” said Practice Manager Georgie Baxter.

The first batch of Pfizer vaccines are set to be delivered in the week starting 13th September, with appointments being scheduled after their arrival.

“We are taking a list of patients and ask for understanding that we may not receive those doses until the end of that week. Once we actually receive those vaccines here in the surgery we will be calling and booking patients into the clinic,” she said.

The Warialda Practice will be receiving 150 doses each week from that time, each of which must be given within the week to comply with storage regulations.

Pfizer clinics will only be offered to patients in accordance with age requirements. There is provision for children aged 12–15 years that are living with a specific medical condition, are Aboriginal or Torres Strait Islander or living with a disability. Any child in that age group will be further assessed by a General Practitioner before the administration of a vaccine.

The Pfizer doses will be in addition to the AstraZeneca vaccine that it has already had on offer for the last several months. Uptake has been successful at both clinics with many patients now returning for their second doses or already fully vaccinated.

“We are asking people to be patient because even our AstraZeneca clinic is now fully booked out until the end of September,” said Ms Baxter.

READY FOR SCHOOL? SOUNDS GOOD TO ME “Communication, by definition, involves at least two people. It is important that everyone understands that communication is more than speech,” Rany explained.

A skill many of us take for granted, around 1.2 million Australians are affected by a communication disability. Often considered an invisible disability, half of all people who need formal assistance with their communication are not having these needs met. The majority of these are children and older people.

HealthWISE speech pathologist, Rany Chou is determined to ensure everyone has the ability to communicate their wants and needs.

“Communication is a basic human right,’ said Rany. This was the theme of Speech Pathology Week, held between 22 – 28 August.

Australians with speech or language difficulties communicate in a number of alternate ways, including boards or books filled with pictures and words, sign language, gestures and spelling.

Assistive technology such as electronic communication and speech generating devices, voice amplification and computer access aids (including eye-gaze mouse control and head tracking devices); is playing a growing role in communication.

“Communication is fundamental to a person’s ability to participate fully in the social, educational, economic and sporting aspects of our community,” said Rany.

People with communication disabilities are less likely to have a non-school qualification than those without, and just 38% participate in the labour force compared to 80% of the rest of the population.

Recognising that access to a speech pathologist is not always available, the HealthWISE team have created an online program to help reach children in the early years before school.

HealthWISE Integrated Care Manager Anne Williams and speech pathologist Linda Foskey designed ‘Sounds Good to Me’, a course for early educators, and a companion course for parents “Many children start school without the skills they need to learn to read and write in kindergarten,” said Anne. Children are more likely to have profound or severe communication disabilities than anyone else, and three in five of people with an unmet need for formal assistance with communication are children.

“By working with children in their early years, we’re not only getting them ready for school, we’re influencing their ability to be healthy adults,” explains Anne.

NEW ROAD USER RESEARCH REVEALS INCREASED REGIONAL ROAD RISK With two in three road deaths occurring on regional roads, new research from the Australian Road Safety Foundation (ARSF) has detailed why all New South Wales residents have a personal responsibility to take action.

Released to mark the fourth annual Rural Road Safety Month, the research revealed that high risk rural roads are used by the vast majority (93%) of New South Wales residents at least once a year.

In fact, almost half (47%) of the state’s drivers utilise regional roads multiple times across a week.

The research confirmed that it is not just regional residents either, with personal travel confirmed as the number one reason (28%) for driving on the state’s regional roads. This was followed by visiting friends and family (25%), living in the area (25%) and rounded out by travelling for work (14%).

Road authorities are concerned these risks may increase in the wake of COVID-19 flight fears. The report confirmed that more than half (54%) of the New South Wales 12 00

population are more likely to drive longer trips this year.

The research showed that more than a quarter of New South Wales drivers (27%) are more likely to break a road rule when in regional areas. Most alarmingly, however, was the frequency of this high risk behaviour.

The ARSF’s research found that a third (33%) of the state’s drivers break rules on a daily basis in regional areas, compared to 25 per cent in urban areas.

“The best place to start in terms of choosing road safety is to better improve road safety resilience – that is preparedness to face new, different and more dangerous driving conditions,’ said ARSF Founder and CEO, Russell White.

Deputy Prime Minister and Member for New England Barnaby Joyce, in relation to Rural Road Safety Week, said “the most important thing we can all do for our families and community is help ensure we all get home safely.”

The disruption to learning has not been escaped by the youngest in our community and Preschool Director, Charmaine Reading, knows the importance those early years can have on the welfare and ongoing education children receive.

“We provide a full online learning pack every week. This has a selection of transition activities, creative activities and active activities, so that every part of the curriculum is covered in those packs,” she said.

The NSW Government has recently created Early Childhood Learning from Home Resources which are also shared amongst the centre’s families.

“We try to phone our families as well. There is lots of emailing and social media to keep in touch with our families and give them ideas and things to do.”

With many of the children having siblings receive a package from school, preschoolers now each welcome their own packs at the start of the week and those transitioning to start school next year are receiving the support they need.

“We’re looking forward to when lockdown finishes, but until then we are making sure that we maintain that essential curriculum to all our families,” said Ms Reading.

“Hopefully in the not-too-distant future we can resume a new type of normal.”

RECORD ROAD FUNDING FOR WORKS ACROSS THE SHIRE The unfortunate flooding events that have occurred over the past year may have caused major damage to many parts of the Shire’s Road network but combined with both Federal and State Government grant success it has seen record funding available to Gwydir Local Government Area.

Council Engineering Manager, Alex Eddy, gave the Gwydir News an overview of what works are being carried out.

During the 2020/2021 financial year, Council was successful in securing $26.5 million of grant funding through various State and Federal grant programs for road upgrades over the next two-year period. The grant funds will be matched by $2.36 million of Council funds from its recurrent road funding budgets. These grants will see 48.3km of gravel road upgraded to sealed formation and 27km of road resheeted with a dust suppressant binder.

Oregon Road Re-sheeting – Fixing Local Roads, Round 2 $1.79 million has been secured from Round 2 of the Fixing Local Roads Program to upgrade 27km of Oregon Road. The funds will be matched with $315,975 of Council funds and will see significant re-sheeting take place with the incorporation of a dust suppressing binder.

The project commenced late in June and is approximately 50% complete. The project is expected to be finalised by December.

IB Bore Road Sealing – Fixing Country Roads Program and Heavy Vehicle Safety and Productivity Program 19.987km of IB Bore Road (the entire unsealed section within Gwydir Shire) will be upgraded to a sealed formation suitable for road train traffic.

$9.54 million has been granted to Council via the State Government’s Fixing Local Roads Program and a further $2.00 million granted from the Federal Government’s Heavy Vehicle Safety and Productivity Program. Council’s Engineering staff are finalising the detailed design and expect to call for tenders for the earthworks and drainage component of the works in September. Following the completion of these works by a private contractor, Council staff will completed the construction in 2022.

Sealing – Roads of Strategic Importance In January 2021, Hon Michael McCormack MP and Hon Mark Coulton MP announced $8.18 million of funding under the Roads of Strategic Importance Program to seal 12.3km of County Boundary Road. The allocation will be matched by $2.05 million of Council funding. Due to the large amount of grant funded works and flood damage restoration, Council does not have the resources to complete this project internally. As such, the entire project will be put to public tender in October. We anticipate that the project will commence in late 2021 and is expected to take up to 18 months.

Horton Road Sealing – Fixing Local Roads Program, Round One Works on this $5.88 million project commenced in May, which will see 16km of gravel road from Upper Horton to Killarney Gap Road sealed. $5 million was granted to Council under the Fixing Local Roads Program. $800,000 will be spent from Council’s recurrent roads budget on the project, with a further $80,000 in kind donation of gravel made by local landholders. Progess has been hampered by regular rainfall, and approximately 3km of material has been laid,

ready for stabilisation and sealing. Works will continue on this project until at least April 2022.

TfNSW Natural Disaster claims Council’s road network suffered significant damage from two flood events in the 20/21 year that were declared Natural Disasters by the State Government. Ongoing wet weather during winter has hampered Council’s ability to carry out repairs and attend to emergency works on many roads.

Staff have successfully submitted natural disaster claims to TfNSW for the December 2020 Horton Flood Event and the March 2021 Shire event to the value of $13.094 million.

Council completed dozens of emergency works to open up our road network and the majority of restoration works will be completed over the 21/22 and 22/23 financial years. This will require a significant sustained effort by our outdoor staff and significant planning and coordination is required to complete these works efficiently and on time.

Local Roads and Community Infrastructure Program, Phase Two Council has secured $928,863 under this program for road upgrades within the LGA. $380,863 has been allocated to the rehabilitation of the intersection of Long Street and Gragin Road, $221,000 to resheeting of Agincourt Road and Gournama Road and a further $327,000 to resheeting of Pinecliff Road, Terry Hie Road and The Forest Road.

Resheeting works will take place in parallel with flood damage works. A detailed design is presently being finalised for the Gragin Road/ Long Street intersection. Council intends to tender the reconstruction of this intersection.

NRAR TAKES ACTION AGAINST WATER USERS BREAKING THE RULES • One water user had failed to report metering equipment (a sensor) was not working within 24 hours of the fault being discovered. The fault was only reported five months later.

Investigations by the Natural Resources Access Regulator (NRAR) in the Gwydir region have uncovered multiple water regulation breaches and highlighted the consequences of failing to comply.

In NRAR’s newly released quarterly enforcement figures for April to June 2021, the Gwydir region had the second-highest number of Penalty Infringement Notices issued in NSW, with 16 in total. Only the Murrumbidgee region had more, with 17.

Director Regional Water Regulations West, Graeme White said obeying the rules is important for good river system management on a regulated river like the Gwydir. These rules, that appear on licences and approvals, include how much water can be taken, what methods can be used to extract it, and how this will be measured and verified.

“They ensure the correct amount of water is released from the relevant dams to provide water for all users. If some people take water without first getting formal approval, there is a risk there will be insufficient supply for other water users and the environment,” Mr White said.

In one case finalised in April, three Penalty Infringement Notices were issued for just one matter when water was taken from Rocky Creek at Uralla during severe drought.

“The offence took place over a five-month period at a point where the creek flows through Crown Land. The breach was serious because it occurred during drought, and because the water taken was likely to have impeded flow of water downstream, impacting on water quality and other water users,” Mr White said.

A further three enforcement actions were taken in the Moree local government area: 16

• Another water user had pumped water without having first ordered it, including several occasions where more than 100ML of water was taken without permission – an amount equalling 40 Olympic sized swimming pools.

• In yet another case, the landholder was found to have taken water using an unapproved water supply work that had not been nominated under the conditions of the licence.

Almost 39 per cent of water regulation offences in the Gwydir region were for excessive water extraction or failing to properly install a compliant meter.

Unauthorised structures around waterways and dams were the next biggest problem.

Community members can see how many water rule breach investigations occurred in their area with NRAR’s digital reporting tool.

The tool, which features interactive maps at both regional and local government scale, can show users with a few clicks what is happening with water enforcement where they live, and allows them to compare progress across each quarter.

In the April to June quarter, NRAR inspected a total of 1141 properties in NSW. This brings the total number of inspections in the first six months of this year to 3155.

There were 108 enforcement actions across NSW, bringing the yearly total to 228.

The dashboard also reveals this quarter saw 10 prosecutions in court, 49 penalty notices issued for rule breaches, and dozens of other enforcement actions including formal warnings, stop work orders and official cautions.

Founding committee member, Sarah Crump, says that the focus will remain on the local community, with funds staying to be used in the Gwydir Shire.

Whilst plans are only just coming together you can be assured that the Ball will provide some much-needed relief and respite from tough times “It will be nice just to get out of the house after a difficult couple of years with COVID and the drought,” she said.

Rural Women’s Catch Ups will continue to empower women Northern Slopes Landcare Association have received funding from the Australian Federal Government’s Foundation for Rural & Regional Renewal with their successful Tackling Tough Times Together, $16975 grant application for The Rural Women’s Catch-Up. Deputy Prime Minister and Member for New England, Barnaby Joyce said the project aims to encourage more local involvement in the community by delivering a series of workshops in the Gwydir and Moree Plains areas, to help reduce social isolation.

“The Tackling Tough Times Together program has a range of benefits, including facilitating strong social cohesion, reducing volunteer fatigue and stimulating the local economy, which in-turn create capable communities and skilful leaders within our regions.”

A series of workshops will be delivered over the next 12 months in the small, drought affected communities of Boomi, North Star, Coolatai and Upper Horton. The project will assist women to form reliable and strong connections within their local communities to ensure that they are resilient and supported in the face of future natural disasters.

“This funding is being delivered directly to grassroots, community-led initiatives to benefit local communities that have been hardest-hit, providing immediate support as we continue to weather the impacts of the pandemic,” Mr Joyce said.

“The Australian Government’s $15 million commitment to the Foundation for Rural & Regional Renewal’s Tackling Tough Times Together program is already supporting hundreds of projects run by local groups.”

IT’S TIME TO GET CREATIVE WARIALDA A vibrant and creative challenge has been set by Warialda High School, in conjunction with Gwydir Shire Council and Wazza What’s On, with results to be ready for a November celebration.

Warialda High School is hoping to engage the community and bring pride to the town by sparking interest and encouraging visitors to the town when the time comes for travel again. With current restrictions there may be more time for many to engage in a creative pursuits.

The challenge is looking to involve the whole of the community in a creative, exciting and inspiring sea of colour across the town. Think yarn-bombing, sculpture, painted features and flags, in front yards, on fences and up trees – the opportunities are endless.

It is hoped that there will be an official launch on 27 November with a socially distant celebration and free barbeque at the Warialda Recreation Ground. What if we are in lockdown? No problems according to organisers.

In the Beginning..... an excerpt from Warialda Historical Society’s Memories of the Past

Coolatai, a north western settlement of the thirties, is a picturesque village twenty five miles (40.23km) north of Warialda.

With the settlement at Wallangra, Myall Creek and Yallaroi, it was responsible for the formation (for administrative purposes) of the present important township of Warialda.

A name of prosperity is that of its brave pioneer, B B Ottley, a wealthy Englishman who followed Allan Cunningham’s exploration track, accompanied by his hired servants and cattle.

Like most of his pioneers, he ‘squatted’ on the area approximately 100,100 acres or 40,4068.56ha through which a Cooloo read infested water course traversed.

Following the custom of the Macquarie Regime, Ottley named the pretty little streamlet, Ottley’s Creek.

The passing of the 1861 Robertson Land Act saw 30,000 acres or 12,140.56ha be thrown open and selected by numerous land seekers, with the inevitable result ...he allotted the that a hotel and store were subsequently opened by Arthur Parr. name, Coolootai,

At the beginning of the 1950s, the run was considered to be one of the finest pastoral propositions in the north west, running 3,000 head of cattle and horses and 40,000 sheep.

Closer settlement had reduced the original run to its present acreage. Owing to the heavy black soil and distance from the railway industry, it has always been restricted to pastoral activities. In 1927, freehold land based on the acreage value of the district was 3 pounds or $6.

The population is around 250 souls. Annual consignments to Flemington markets through the Warialda trucking yards (railway) number thousands heads of cattle and sheep. Not withstanding the ravages of drought, rabbits and prickly pear in the district is an exceptional thriving one.

Bingara Central School ENGLISH STUDIES – LOCAL HEROES

this all selflessly and the majority of the time unasked.

For the last (almost) twelve months Stage 6 students have undertaken the English Studies course. This course is about preparing students for lives in the workplace and as critically aware, informed members of the community. I have enjoyed the opportunity to create authentic texts with my students and giving them the freedom to choose modules that interest them. We have discussed everything from voting to planning a wedding, presenting a half time speech as coach in a grand final and even thinking about what you post on social media, in case a potential employer ‘Facebook stalks you’.

I can’t say mum has hung the moon out for Bingara but she is seen by many as a kind, nice, bubbly, independent woman, who undeniably gets the job done, no matter what the job may be.

Our final module, which we have been completing in lockdown, is called Local Heroes – English and community life. In this module, students have started by coming up with their own opinion of what it means to be a hero and have started investigating the positive contributions of individuals and groups in our local community. This week students had to think about a local ‘hero,’ someone who has been a role model for them and how their life has been shaped by the influences of this individual.

It is a beautiful thing to watch young adults, as they near the end of ‘those teenage years,’ really think about their life and who has helped and inspired them along the way.

When I was playing for the Bingara Minor League Tag team, mum ran out cut oranges at half time for all of us. She’s the person that goes out of her way to help, not because she wants the attention or the applause, she simply does it because she wants to.

My mum is also a hard worker, determined to offer me all she can. To do this she has worked cleaning at the Bingara Medical Centre, the local school, Court house, Preschool and also cleans other people’s houses for them.

My mum has had to do the hard yards, this was most evident after my dad passed away.

She became not only my mum but also playing the part of both parents, confidant, role model, provider and friend. She became my unsung hero.

The community of Bingara were great to us both after dad’s passing, gifting us homecooked meals, sending flowers and just simply giving mum the reassurance that help was always there. Being the hero that my mum is, she likes to give back to the lovely community in a way to say thanks.

SCULPTURE PARK BOOK LAUNCH Last year our Art students helped complete amazing sculptures at the Ceramic Break Sculpture Park. These students were presented with a copy of Kerry Cannon’s book, including theirs and other sculptures to thank them for their contributions.

MY LOCAL HERO, by Sharnee Barton I believe a hero is someone that is admired for their courage, outstanding achievements and strengths. They are a genuinely good person, who gives you undivided attention plus offers and causes change. My local hero who I believe is worthy of mention is my mum, Michelle.

Mum was born and bred in Bingara NSW, my hometown, a small rural community nestled between blue rolling hills on the banks of the Gwydir River. Mum has volunteered her time to many organisations including the footy canteen, school canteen, cooking week long at pony camps, lending a helping hand wherever is needed also to whoever asks, nothing to my mum is a trouble. WARIALDA PUBLIC SCHOOL 100 DAYS OF SCHOOL Just before lockdown commenced our Kinder students celebrated their 100th day of life at school. What an occasion!

All of the students came dressed as their more senior self and had a memorable day participating in activities that focus on the number 100. The amount of work and effort that goes on behind the scenes to make an event like this happen is incredible and I wanted to acknowledge Naomi Cole and Peta Jeffree who put so much love and care into making these events possible.

DEBATING Congratulations to the Warialda Warriors debating team who competed against Barraba Central School – arguing their way to an impressive victory last week. The Premier’s Debating Competition is now completed for 2021 and I wish to thank the students involved and their teacher – Mrs Jody van Velthuizen for the commitment and effort to this activity.

REGIONAL SPORTS INFRASTRUCTURE FUND OPEN FOR APPLICATIONS NORTHERN Tablelands MP Adam Marshall is urging local councils and the region’s sporting clubs and associations to apply for a share of $46 million in funding available now from Round Two of the State Government’s Regional Sport Facility Fund.

“Inclusive projects that encourage the participation of women and girls and people with a disability in sport are also encouraged.

Mr Marshall said the Fund provided grants from $100,000 up to $1 million to eligible sport and recreation organisations and local councils for new and upgraded sports facilities.

Round One of the program resulted in $54 million being awarded to 91 projects across the State, including two in the Northern Tablelands – $350,000 to install lights at the Armidale Netball Association courts and almost $1 million for Moree Plains Shire Council to upgrade its artesian aquatic centre.

“This is a great opportunity for our region’s sporting clubs to obtain funding for projects to upgrade and expand existing sporting infrastructure,” Mr Marshall said.

“By investing in new and existing sports facilities, we can help more people experience the benefits of participating in sport and active recreation and give a springboard to the next generation of Australian sporting stars.

HEALTHY RIVERS GRANTS NOW OPEN The second round of the Coalition Government’s Murray–Darling Healthy Rivers Program is now open for applications and I encourage community groups, farmers and landholders across the Parkes electorate to apply.

SUPPORTING YOUR MATE…IT STARTS WITH A CONVERSATION .... with Letitia Cross With the uncertainty of things like COVID-19 and mice, sometimes we get a feeling in our gut that someone is struggling…but we don’t ask the question.

Don’t worry I have been there too. I used to be worried that I would say the wrong thing or they would say yes and then I would be responsible for their problems.

People also worry about crossing boundaries, sticking their nose in where it’s not wanted, afraid of the response or not being sure how to help. These are all normal fears. However, what I do know is that having the courage to recognise the signs someone is struggling with poor mental health and starting an open and non-judgemental conversation, changes lives and it saves lives.

So what should we look out for…some common signs someone is struggling are: • Anger or irritability • Worry or nervousness • Loss of concentration • Loss of interest • Low energy • Social withdrawal

• Relationship issues • Unusual headaches and body aches • Changes in sleeping and eating patterns • Increased drug or alcohol use One of the best things that we can do to support our family, friends and community is to have the courage to be tough enough to start the conversation when you notice the signs, encourage someone to take action.

If we do this early we can support people when they are stressed or overwhelmed which can reduce their risk of developing a mental illness. Yet if they are struggling with a mental illness, this conversation might just be the thing that supports the 2/3 of Australians who don’t seek help, to the help they may need.

It is important to remember that it really is just a conversation. When we come from a place where we genuinely care and are non-judgemental, typically people respond to the fact that we are really concerned and want to help. You might want to find a place comfortable for them and talk about what you have noticed and why you are concerned. You do not need to fix their

problems but you need to listen to their RURAL ADVERSITY MENTAL HEALTH PROGRAM

concerns and reassure the person that there is help available.

Some ways I start the conversation: “I’ve noticed a change in you lately...how are you going?”

“Things have been hard, how are you coping?”

“There’s been a lot going on, how are you managing?”

So I encourage you when you notice the signs your mate is struggling...take a moment, start a conversation which can potentially change or even save a life.

$5,000 HELPS MUSTER UP RETURN OF THE DELUNGRA YARD DOG TRIALS “Delungra’s reputation for yard dog trialling is unrivalled, with the town’s last event in 2017 attracting the largest number of entries in NSW for that year,” Mr Marshall said.

“Unfortunately the event has been tied up since then with the drought, reduced local sheep numbers and COVID-19 causing consecutive cancellations.

“With the return of positive seasonal conditions the dogs are again being let out, with huge entries expected for competition between 20 and 22 of August.

“This funding will pick up the financial shortfall from lost entries over the last three years, assisting with the event’s administration and operating costs.

NORTHERN Tablelands MP Adam Marshall has teamed up with the Delungra Yard Dog Trials Committee to ‘musterup’ support for this month’s NSW Championships, announcing a $5,000 State Government grant to assist with hosting the three-day event.

Mr Marshall said he was pleased to be able to throw the committee a bone and support the event which will injected thousands of dollars into the local economy.

“With the huge amount of rain recently, money will also be spent gravelling the yards to make them safe and presentable for competition.

“Much like an agricultural show, the economic flow on from the yard dog trials is massive. It provides income for community organisations, local hospitality businesses and livestock carriers, while offering the community a great social gathering.”

WARIALDA OPEN RESULTS ARE IN The McGregor-Gourley and Pacific Seeds sponsored Warialda Open was held on Sunday 1 August. A very heavy course from torrential rain and very firm quick greens tested the large field of almost seventy players.

This year’s Warialda Open winner, from Armidale, was Tim Murray who shot a blistering 1-under par 67.

Warialda’s Toby Cooper was runner-up in the gross with 76. B-grade gross winner from Inverell, Stephen Kent with an 82 edged out Coonabarabran’s John Dawson by one shot, having returned an 83. The C-grade gross winners were an all-Bingara affair – Peter Houlahan’s 97 a couple of shots better than Ian Egan’s 99.

Delungra Trials Committee President Matthew Ehsman said the organisation’s event was held in the highest regard by the NSW Yard Dog Association.

“After three years without a local competition, we are excited to again get out in the paddock and celebrate the incredible skill of yard dog trialling,” Mr Ehsman said.

“This grant will give us financial breathing room and the funds necessary to run a top class event.

“The return of the trials this year is an opportunity for Delungra to reinstate itself as a leader in this field.

“If we are able to run a successful event, as was the case in 2017, that goodwill with competitors will set a solid foundation for future trails and hopefully put us in the running to again host the NSW Championships.

“We are extremely grateful to receive this grant from Adam and the State Government, and thank him for his support of the region and farming sector.”

FIT, FAB AND FORTYSOMETHING, A SEARCH FOR MORE With a passion for fitness and women’s health and with a background that includes radio, it was only a matter of time before Warialda woman Rachel Sherman tried her hand at creating her own podcast. The Fit Fab and Forty Something podcast was born out of a search for knowledge regarding fitness, wellness, health and wealth.

“I’m hoping that with this podcast we’ll delve into not just fitness in your forties, but sport and nutrition, and health and well-being and life in general,” said Rachel.

A mother, farmer and photographer, Rachel says she is passionate about becoming fitter and stronger and being healthier.

Getting into strength training herself came about in 2019 for Rachel as she soldiered through the drought. She found that with going to the gym and doing weights came a form of therapy that allowed her to have some control over her exercise.

Although not a health or fitness professional she has, earlier this year, completed her Advanced Diploma of Nutritional Counselling.

“I really love being able to help people find their own fitness and improve their health and well-being,” she said.

A setback thanks to a back injury during the past year has given some perspective to limitations to training and exercise, which has been a form of meditation for Rachel.

Not one to shy away from a challenge, Rachel says it has been this injury that allowed her to reassess and perpetuate changes in her lifestyle and family life.

“That’s been my silver-lining,” she said. “I have worried about what people think of me, and that often holds me back from doing things I dream about. This podcast is a way of facing those fears head on.”

At 41 years old Rachel acknowledges that there have been a number of physical changes that have come with this part of her life that have been testing and have sent her on a quest to find out more.

A search for purpose has led her to listen to her body and learn what may be the next steps to take.

“I’ve found that no one really talks about this stuff. You hear so much about menopause, but not so much about the years leading up. When I did ask people about this, I found that others felt the same way.”

This common-ground and search for information is what kicked the podcast into gear. Rachel hopes that the Fit Fab and Fortysomething podcast will cover a range of topics relevant to women and men in their 40s and 50s and look at how their health and fitness can be improved as they head into this part of their life.

In its early weeks the podcast has delved into sleep, getting back into fitness and facing health challenges as well as guest presenter Jodie Marquardt who chose a weight-loss journey that saw her shed 50kg after facing some serious health issues.

GWYDIR FITNESS CENTRES TO REOPEN In line with an easing of restrictions, Gwydir Fitness Centres in Bingara and Warialda will reopen from Monday 13 September. QR check-in will be required.

RACES POSTPONED UNTIL 2022 With a little foresight before lockdown announcements were made the Bingara Jockey Club chose to postpone its scheduled August meeting.

Although disappointed to delay the annual meeting with the track looking magnificent, the Club is hoping to host two meets next year with a date yet to be confirmed in March, as well as Saturday 28th August, 2022.
