Gulfport Says Goodbye to Larry Enlow Larry Enlow, the silver-haired accordion-playing fixture in Gulfport and co-owner of local arts nonprofit The Enroy Foundation Inc., died Saturday night, September 11, after a battle with a breakthrough case of COVID. Enlow, who was born and raised in Atlanta, left behind his wife and musical partner of 38 years, Maureen Kilroy, along with a whole community of people who will remember him as family.

“He housed the needy, fed the souls of every person he touched and gave everything he had to anyone who needed it,” said Caroline Duvoe, who heads Abstract Art for Autism. “It makes me so angry at those that care more about their ego than how they infect others who do not deserve to die because of their ignorance.”

After a lifetime as traveling musicians with a firm foot in Atlanta, the couple relocated permanently to Gulfport in 2013, where Enlow lived with Kilroy – who was paralyzed in an accident that same year – in their

Council Also Approves the Budget, Confirms Raise in Utility Rates Gulfport City Council wasted little time getting through the business of budget approval, utility rate hikes and general housekeeping in their regular meeting on Tuesday, September 7.

Council also confirmed that the next meeting will be on Monday, September 20, a rare change made because of a conflict with a Pinellas County School Board meeting scheduled for the original date.

Millage Rate, Budget Fate To kick off, council approved a millage rate – or the amount per $1,000 used to calculate property taxes – of 4.039 mils.

“This is the tenth year in a row we’ve maintained the millage rate,” said City Manager Jim O’Reilly.

After the meeting, O’Reilly clarified that while the city has maintained the millage rate, property values have increased, putting more money into the city budget.

“Said monies raised by the 4.039 mills shall be used for the general operation of the City of Gulfport for the

aforementioned fiscal period,” the resolution reads.

The budget, $15,506,660 that will fund the city from October 1 of this year through September 30, 2022, was approved by the council.

O’Reilly added that more funds from property and sales tax increases, among other things, put an additional $126,000 into the city’s coffers.

The city manager added that additional changes to the budget would allow for a public art project and pavers added to the Gulfport Waterfront District.

“Other than the $22,500, there is no financial impact to the general fund,” O’Reilly clarified.

Money Signs A sweep of approvals allowed for council to green light increases in water, utility, sewer, garbage, stormwater and recycling costs.

Council approved a language change that modified the ordinances’ use of the word “living units” to just “units.”

Monthly costs for water, utility and sewer will increase by 8%, while garbage and recycling will raise by 6% and stormwater will increase by 11.8% For example, a household that uses the minimum of 2,000 gallons a month will see their water bill go from $18.28 to $19.74. A more average 4,000-gallon-a-month home will see the bill raise from $37.78 to $40.80.

The increase was met with irritation by some residents.

“My wife and I have lived here two decades and we’re very appreciative of the services, but I do object to the increase in any utility fees,” said Zoom commenter Ralph Warmick. “Our utility rates have gone up for our home by 30%...I think that’s exorbitant and unreasonable.”

Gulfport Mayor Sam Henderson noted that the water increases are not negotiable, as Gulfport buys its water from the City of St. Petersburg and cannot charge residents less than what they pay to St. Pete.

Overheard at the September 7 Gulfport City Council Meeting “It kind of lit a fire under me last meeting. I don’t necessarily want to rehash this music ordinance thing...When I see something negatively impact the financial obligations of a business it really hits home to me and aches my heart a little bit. I believe we could collaborate on and come to some kind of better understanding and agreement. I think it could be a win, win, win. I’m here to offer those services..maybe we put together some council-appointed committee...(Councilmember Paul Ray) and I would be willing to have some type of workshop where we come up with some other types of agreements.” – Barbara Banno, President of the Gulfport Merchants Chamber and owner of Stella’s in the Village Courtyard.

“The live streaming of the fireworks [at GeckoFest] was excellent. I sat in my pool with a beer and didn’t have to worry about traffic or anything and I really enjoyed it. I got to lead the parade. If I do it next year I’m bringing candy.” – Councilmember Paul Ray “I had brought up the other day about the parking signs for residents only on those first couple blocks before Shore Boulevard and so I went around...I checked how many off-street parking spaces each of the houses had. I would still request we look at taking those signs away.

Being that parking is an issue, that would be a small step to improve that.” – Councilmember April Thanos

The mayor added that his personal water bill is now 50% higher than it was in 2006.

“We’re at the mercy of the cost that St. Pete charges us for the water,” Henderson said. “We have to spend a lot of time figuring out how to buffer the effects of the ris-

ing costs...in many ways our hands are tied.”

More Approvals, More Money Council approved an ordinance changing the age requirements for the distribution of the Gulfport Firefighters Retirement Pension Fund and the City of Gulfport Municipal Police Officers’ Trust Fund from 70.5 to 72 years.

“There’s no financial impact [for the city],” O’Reilly said.

Both changes stemmed from changes to the Internal Revenue Code and the Internal Revenue Service.

“The applicable changes (amendments) include updating pension plan language related to comply with the Internal Revenue Code (IRC) in relation to the required distribution age increasing from 70 1/2 to age 72,” the city website states.

The city also approved a contract with the State of Florida Division of Emergency Management for Coronavirus Local Fiscal Recovery Funds in the amount of $6,181,536.

Council has not yet decided how to use the Recovery Funds, but the approval confirmed that Gulfport is requesting the amount.

curmudgeonly,” Kilroy wrote of Larry. “He loved celebrating every occasion with champagne, and sometimes his killer margaritas.”

It was in Enlow’s Gulfport-based second life that he and Kilroy started the Enroy Foundation to help support the arts community, lead the Gulfport Swamp Opera – a band that plays homage to the music of the bayou – and personally lent a hand to many local artists.

He was a zydeco dancer, a member of the Nobody’s Business contra dance band and sported his Cajun accordion in the Atlanta Swamp Opera before the Gulfport version was born.

“He played a little hammered dulcimer, mandolin, ukulele, guitar, bass, and percussion, but his greatest love was the Cajun accordion,” Kilroy wrote.

“The music...it conveys the emotion of the Cajun people and that’s maybe why Larry loved it,” fellow musician Bruce Waters said. “Larry and Maureen embraced me like family.”

Touched by Kindness The list of people Enlow impacted during his nearly 10 years in Gulfport is immense.

“The thing that always struck me about Larry was the vast openness of his heart and his genuine desire to be a help to others,” said James Briggs, owner of Gulfport-based arts agency Carroway + Rose. “It takes a lot of courage to open one’s heart to a community like he did and we’ll

see the fruits of his and Maureen’s wonderful offerings across Gulfport for a long time. He was a magical man.”

“He was a huge part of my recovery and without the support, encouragement, inspiration I would not be who I am today,” said photographer Larry Busby. ”He took strays like me that needed a helping hand and, without naming names, I am not the only one. There are many others that I know...that he has helped over the years.”

Gulfport artist Tom Pitzen, creator of the Gulfport Waterfront District sign, remembers a time Enlow pulled him out of a dark and desper-

ate spot in 2017.

Pitzen had just completed his “big yellow submarine” float for the GeckoFest parade and was flat broke with mortgage due after a commission fell through.

“It was a low point for me. I chopped up the float into bits and put it in the trash; I felt totally unsupported...was acting like a crazy artist,” he said. “So Larry pulls up on his bike, and asks what art I have for sale...He buys a few things, which I price at $1,800, and he says ‘I’ll give you $2,500 if you bring it by and install it today.’ I think he got wind that I was having a really hard time.”

At the time, Pitzen barely knew Enlow aside from seeing him – normally wearing tie-dye and a smile – and Kilroy at local art events.

Musician and Swamp Opera guitar player Waters lived with Enlow and Kilroy for five months after finding himself in Gulfport for the winter with nowhere to stay.

A traveling artist himself, Waters and the couple hit it off after meeting on the street outside the Gulfport Casino in 2017 and discovering they had the same ear for Cajun sound.

“When I didn’t have a place to stay, Larry took me in with no questions asked,” Waters said. “They helped other people before they would help themselves sometimes.

Larry always told me ‘What you give to an artist you get back tenfold.’”

“When ArtJones Open Studio Tour was just a thought in my mind...this guy Larry Enlow caught wind of it and called to offer money to ArtJones to help fund the artists,” said Brenda McMahon, owner of Brenda McMahon Ceramics & Gallery. “We went from strangers to friends and I, to great admirers of them both.”

Nearly everyone who talks about Enlow mentions his and Kilroy’s semi-regular backyard concerts that would bring 50 to 60 people into their home for a barefoot party.

As More Police Die of COVID, Gulfport’s Police Chief Weighs In In mid July, Gulfport Police Chief Rob Vincent tested positive for COVID-19, taking a required 10day leave while Commander Joshua Stone stepped in to head the department. The chief made a full recovery, but at the time told the Gabber he was unvaccinated for “personal reasons.” In an email he sent to the department on Wednesday, September 1, Chief Vincent explained that he had been waiting for full FDA approval to get vaccinated, but had since gotten his first shot.

Officer Deaths and Mandates “Because it’s been made public that I had COVID and that I had chosen to not get vaccinated, I’ve received a lot of feedback from my staff, the community and my colleagues...I feel it was important the people who work for me know why I did what I did,” Vincent said. “Since it’s been approved, I have begun the vaccination process.”

Vincent told the Gabber on September 7 that he had received his first Pfizer shot, and encouraged others to follow suit. Encouragement stops short of a mandate, however, and the GPD leaves the subject of masks, vaccines and testing to the individual.

Down Memorial Page, which shows nearly 40 Florida law enforcement officers have died of COVID since the pandemic began – more than twice the average yearly officer deaths for 2020 and 2021. The Fraternal Order of Police, which also tracks officer deaths, puts the total number of officer deaths even higher at 59. Fourteen of those deaths have occurred within the last month, according to ODMP, including St. Petersburg Police Officer Michael Weiskopf, a 17year veteran of the force.

Clam Bayou Device Adds to Nationwide Milestone A trash collecting device in Clam Bayou dubbed the “Litter Gitter” has contributed to the 100,000 pounds of floating rubbish collected from the Southern United States as part of Osprey Initiative’s environmental plan.

Osprey Initiative, an environmental contractor, is responsible for the 42 Litter Gitter sites across eight states. Clam Bayou’s device is relatively new, only installed since May, while the oldest site dates back to 2017.

In the past five months, the cage-like litter grabbing device has snagged 113.36 pounds of trash from the bayou.

“This is predominantly floatable litter that is very visible and directly impacts our waterways,” said Don Bates, owner and president of Osprey Initiative.

According to Osprey, 103.69 pounds of garbage have also been

On Monday, September 13 in a press conference in Alachua County where officials are looking to impose a similar employee vaccine mandate, DeSantis announced that the state would fine local governments $5,000 per employee, potentially resulting in millions of dollars worth of penalties, according to the Miami Herald.

That’s a difficult situation for a small city like Gulfport.

“We are in the process of determining what we can do, due to the fact that the governor and the president have taken a different stance on this,” O’Reilly told the Gabber on Tuesday.

“We have taken requiring vaccinations into consideration...but we are not taking any action until the conflict between the federal and state government is resolved.”

Since he’s begun the vaccination process, for now Gulfport’s Police Chief is looking to lead by suggestion – saying that officers should get vaccinated “if it is safe for them to do so.”

Never Forget

Communities Pay Their Respects on the 20th Anniversary of 9/11 Twenty years after nearly 3,000 people died in the terrorist attacks in New York, the Pentagon and Pennsylvania, the people of Gulfport haven’t forgotten. On September 11, 2021, a memorial ceremony was held outside the Gulfport Casino Ballroom.

Rain pushed the ceremony – spearheaded by resident Regina Buscemi, and cosigned by the City of Gulfport – indoors, but Gulfport Mayor Sam Henderson and Gulfport Senior Center Foundation Office Manager Amy Oatley spoke to a crowd of flip-flop wearing mourners near the beach volleyball courts.

“As a teacher, I see kids who were not even alive 20 years ago,” Henderson said. “Those kids are our future, and it’s our responsibility to teach them about what happened on 9/11.”

Event organizer Buscemi, who lived in New York for more than half of her life, put the idea together to honor and unite the community.

“It took me four years to realize that I’m safe here in Gulfport,” Buscemi said. “There’s a community here...that’s what this day is about.”

Prior to the memorial, The Gulfport Senior Center asked for written memories of the event two decades ago from visitors.

The results, many of which referenced living up north, were read out loud to the crowd early Saturday morning.

My son worked in Manhattan and I called him. He said he was one of the last ones to make it over the bridge before it closed. What a horrible day for all of us.

Gulfport Community Players Take on Ann Landers It isn’t hard to find someone to give you advice these days. Social media has opened the floodgates for an endless array of friends and strangers to offer their two cents on all of life’s conundrums. But before the Internet, options were limited: talk to a friend, family member or counselor.

Gulfport Community Players’ new production “The Lady With All the Answers” highlights the writer that blazed a path with option D. The one-woman show starring Elizabeth Bell as Esther “Eppie” Lederer – more famously known by her pen name, Ann Landers – features Eppie herself recounting the history of her groundbreaking nationally syndicated advice column from her Lake Shore Drive apartment in 1975, as she works to craft the most difficult piece of her career.

If the prospect of seeing a one-person show sends up a few flags for you, hear me out. It’s true: all too often, solo shows are vanity projects, fluff pieces about historical figures featuring hammy impressions, or vehicles for mediocre actors trying to force their big break. The script for “The Lady...” by David Rambo could have gone in any of those directions.

He covers a lot of ground and, for the first bit of act one, we’re wondering “Is this the show? Is she just going to talk about how great she is for an hour and a half?”

Elizabeth Bell stars in this one-woman comedy about the mistress of manners herself, Eppie Lederer, a.k.a. Ann Landers, at the Gulfport Community Players’ Back Door Theater.

But once the story of Lederer on this particular night in 1975 becomes clear, Bell and director Patrick Brafford pull us in with the same sort of indefinable voodoo that kept readers locked into “Ask Ann Landers” for 56 years.

Do we get wrapped up in advice columns because it feels like sanctioned snooping, or because we can relate to so many of the dilemmas? Bell’s portrayal of a highly principled, slightly cocky but deeply empathetic Eppie shows us that it’s a little bit of both.

In the show, Eppie delights in

how seemingly trivial matters – like which direction toilet paper should hang – had her readers foaming at the mouths and writing in by the thousands on the incredibly divisive issue. But this was the genius of Ann Landers under Eppie Lederer’s stewardship. People want an option D – a way to navigate all the big and small stuff from a safe distance, from toilet paper to your partner wanting you to wear a motorcycle helmet to bed, or more profound challenges on marriage, family and existential crises.

“The mural is meant to encourage environmental stewardship for sea turtles and all of ocean life, so it kind of has a lot of messages. People may interpret it as they wish,” Smith said. “I appreciate people appreciating the beauty of it.”

Taylor Smith painted her first mural when she was just 7 – a white bunny and a picket fence on her aunt’s shed. Smith has come a long way since then, having just finished a turtle mural in Rosselli Park at 11950 2nd St. E. in Treasure Island.

When officials at the City of Treasure Island put out a request for proposals for murals on the concession stand in Rosselli Park, they wanted something to highlight the environment. Smith felt she was the right person for the job.

“I love to paint nature and animals and highlight the beauty of nature, so I thought it was a perfect project,” Smith said. “I’ve always loved art and painting and drawing.”

Smith graduated college in 2017 and moved from Atlanta to Florida where she started her own business, Dreamweaver Designs, an outlet specializing in murals and 3D art.

During one of her college art classes, she took a murals workshop to hone and further expand her skills.

“I kind of just fell in love after that.

I got into doing a lot of festival work and festival production doing murals for events. That’s kind of how I got my foot in the door,” Smith said.

Enlow, “Larry” Laurence, was born and raised in Atlanta, GA to Laurence and Carolyn (Hardy) Enlow. He had two younger brothers, “Buddy” (William H, deceased) and David (Janice). He attended Grady High School in Atlanta and briefly played basketball for Georgia Tech before going on to live off the land and work at New Leaf Book Distributors.

His passions were music, dance, golf, community, working in the yard. He was a Morris Dancer, a contra dancer, a Cajun/zydeco dancer, and more. He played a little hammered dulcimer, mandolin, ukulele, guitar, bass, and percussion, but his greatest love was the Cajun accordion. With Maureen Kilroy, his wife of 38 years, he enjoyed dancing, playing music, festivals, travel, friends. He was a member of Nobody’s Business contra dance band and the leader of Atlanta Swamp Opera and Gulfport Swamp Opera. Larry loved Gulfport and supporting its artists and musicians, both personally and through the Enroy Foundation, Inc. What was he like? Mischievous, silly, charismatic, generous to a fault, expansive, a profound believer in social justice and non-violence, a great hugger, an encourager, the least sexist man you could ever meet, more of an intellectual than he appeared, occasionally testy and curmudgeonly. He loved celebrating every occasion with Champagne, and sometimes his killer margaritas. Over the last

eight years, while Maureen’s paralysis changed their lives, Larry channeled his energy not only into caring for her, but also into creating a beautiful green space for backyard concerts and other gatherings, featuring the work of local visual artists.

Pineo, Eunice, 94 passed away on Wednesday, June 30, 2021, the anniversary of her wedding to Earl Pineo, who predeceased her in 2014. Eunice and Earl were born in Marshfield, MA and lived most of their lives there until retiring to Gulfport, Florida in 1989. The Pineos lived at the Ivanhoe Building in Town Shores Condominiums from 1991 until their passing. Eunice was a graduate of Marshfield High School Class of 1944 and a member of the First Congregational Church most of her life until transferring to The United Methodist Church of Gulfport. Eunice was a people person, waitressing for many years. After retirement she worked in the bakery at Publix Supermarket in South Pasadena, FL. Eunice was the mother of the late Priscilla Pineo of Bradenton, FL and is survived by four children: Phyllis Warren of Halifax, MA and Gulfport, FL; Russell Pineo of North Port FL; Richard Pineo of Weymouth MA; and Earl J. Pineo Jr. of Mountain Home, ID; 13 grandchildren; 19 great grandchildren; and four great-great-grandchildren. Her family and friends especially

During her 11 years, she was tended by her lifelong human, Reese, across seven states and multiple dwellings. They SO LOVED each other! Lola was the original “Bear” joined shortly after by lifetime canine companion, Teddy. Lola and Teddy “Bear” loved each other and their interaction will be missed.

Lola allowed Ted to think he was boss, until she did not! Lola lived such a privileged life. For that, she ALWAYS returned never ending happiness, comfort and love!

Reese, her good and faithful human, put Lola’s needs above her own. Lola was loved by too many to mention all. Yet, a special thanks to Tyler Herscher for his love and care over the past several years. Also, thanks to “Aunt” Jody and Algis Grybauskis for their care and attention. You have made life better for those around you, especially Reese.

Please chase all the critters, enjoy all the treats, walk/rest on the back of furniture, lay across the foot of beds, and remember there are so many laps awaiting you. Bless you and rest in peace, Lola Bear.
