opinion On Withdrawing from Gulfport Council Race Takeaways from My (Brief) Foray...

On December 12, I submitted paperwork to be a candidate in the upcoming City Council election and on January 4, I withdrew my name from consideration. Both decisions were an aggregate of inspirations, hopes and fears. Simply put, I entered the race because I thought I had ideas and a problem-solving process that could be assets on the Council.

I reversed the decision for more complicated reasons, some personal, but substantially, because I was about to ask people to sacrifice time and money for a cause that did not have a great chance of success. Work became so demanding that I could not give the campaign a 100% effort; asking others to do so was no longer an option.

On a personal level, it was scary and exciting to start; painful, but a relief to withdraw. I value perseverance and loyalty, and felt I was abandoning both. Our awesome little team of supporters has been kind and wise about the whole

thing and, though we only just got started, I will be forever grateful to them and, frankly, amazed by how much they know and were willing to share.

If there is a record of these things, let me add to it that nobody solicited me to run. Over time, one or two individuals, none associated with the city, had told me ‘you’re such a bloviator, you should run for City Council’ but that’s the extent of it.

No plots, no intrigue.

I do have a couple of takeaways from the experience that I thought could be useful: 1. It is about others and their aspirations. Not just in the job, but immediately, as a candidate. It surprised me how much and how fast that manifested. Treat that with care. Listen a lot.

2. Ranked-Choice Voting. There were four of us vying for one job, and 26% of the vote could have won it. How would the wishes of

the remaining 74% be represented?

RCV has proved out in high-profile contests recently in Alaska, Maine, and elsewhere to give more voice to more popular candidates in a multi-candidate race. Sounds sort of obvious, right?

Any voting system that lets the people choose their government could be called ‘democratic’ but they’re not all equal at reflecting the will of the majority. Our ‘first past the post’ process is particularly bad when there are more than two choices (imagine five or 10) and can award disproportionate power to small fringe elements (something similar is happening in US House of Reps as I write this). RCV addresses these failures with a common-sense formula. I encourage Gulfport to check it out and consider a test in future elections.

Hyundais, Too. Here’s an Update on Gulfport and St. Pete Car Thefts

A TikTok challenge responsible for attempted car thefts doesn’t always work – and it leaves cars damaged.

Gulfport police continue to battle car thieves and vandals with a number of thefts and break-ins reported in late December and early January.

Some of the criminal activity continues to be inspired by social media’s “Kia Challenge”.

Videos on YouTube, TikTok and other social media platforms show how to potentially steal cars made

by Korean automakers Kia and Hyundai. That sparked waves of car thieves and joyriders trying to hotwire the South Korean-made cars using phone chargers.

“Most cars being broken into and stolen or attempted to be stolen are usually Kia and Hyundai,” said Gulfport Police Department Sergeant Thomas Woodman.

On New Year’s Eve, a woman said she left her house on the 2700 block of Upton Street South to visit a friend. When she returned, the woman found her house had been entered and her car was missing from the garage.

The vehicle was later found in St Petersburg, according to police.

Another car was also stolen the

same day from the 2800 block of 50th Street South.

The car’s owner “was able to locate it a day later by tracking her Apple Air Pods to a street in St. Petersburg. The suspect had broken a window on the car to gain entry and then hot wired it,” GPD told The Gabber.

Police have made no arrests in either case, Woodman said.

On New Year’s Day, a Hyundai Sonata had its rear driver side window broken on the 3000 block of Beach Boulevard South.

“The suspect ransacked the glovebox and interior of the car but nothing was stolen,” according to Gulfport Police.

A block away, near 30th Avenue and Beach Boulevard South, a man reported his Jeep was keyed. Police said the man believed a neighbor seen standing near the vehicle might be responsible.

Another car owner also reported Jan. 1 that his car was hit by a falling bullet or bullets on New Year’s, cracking the windshield and damaging the roof.

Again, police have made no arrests, Woodman said.

Gulfport police did recover a stolen Toyota Tacoma truck left behind a home near 9th Avenue and 63rd Street South on Jan. 2.

GPD said the home is “known to harbor criminals” and forwarded information about the suspect to St. Petersburg Police, because the vehicle appears to have been stolen there.

On Jan. 3, a Kia was broken into overnight in the 5600 block of 15th Avenue and 56th Street South. The owner reported nothing was taken and police say they have made no arrests.

Police urge residents to keep vehicles locked and not leave keys are valuables inside cars.

In St. Petersburg, approximately 20% of both cars stolen and recovered are made by Kia or Hyundai, according to Yolanda Fernandez, spokesperson for the St. Petersburg Police Department.

“There is still a steady problem with the Kia’s and Hyundai’s being targeted,” she told The Gabber.

Gulfport Council Approves Car Show, Street Cleaning

A few pieces of regular business on the agenda at Gulfport City Council’s final meeting of 2022 passed with unanimous votes.

Council voted Dec. 20 to authorize the city manager to enter into an agreement with USA Services of Florida to sweep the city’s curbed streets for $4,035 per month. According to officials, Gulfport has used this company’s services by piggybacking on a contract with the City of Cape Coral, and that agreement expired Sept. 30. A new proposal by USA Services is listed under a contract that expires in August of 2025.

Street sweeping is a required part of the National Pollution Discharge Elimination System (NPDES) permit, issued annually to the city by the Florida Department of Environmental Protection, officials said. Funding to cover the cost of this service is available in Gulfport’s stormwater account for this purpose.

Car Show is on at Trolley Market Square The classic car show is returning to Gulfport.

Council approved a request by the 49th Street South Business Association to host its annual classic car show within the Tangerine Greenway at Trolley Market Square. The show is scheduled for Saturday, Feb. 4, between 9 a.m. and 3 p.m., with setup for the event allowed the previous day and final wrapup by 6 p.m. on the day of the show. No contingency plan for inclement weather has been proposed.

The city has been asked for employee help for setup and closing as well as traffic barricades, signage, and trash and recycling containers.

The city will also provide the sound system.

The assocition is to be responsible for food sales, event management, event vendors, event clean up, the development of the sale of goods, soliciting sponsors, securing and

scheduling entertainment, licensing, and the advertisement of the event.

City officials estimate the financial impact to taxpayers at about $450, including staffing costs and waiving the $50 fee at the applicant’s request.

A Compact for Affordable Housing Council also approved the ratification of the Advantage Pinellas Housing Compact on behalf of Gulfport. It was brought forward in response to a presentation and formal invitation at the Dec. 6 meeting by Linda Fisher of Forward Pinellas.

The compact outlines a commitment to creating a countywide set of policies that would make it easier

for more residents to afford quality housing throughout the county. Its purpose is to “unite the county and municipalities in a common and coordinated approach to increase and preserve affordable housing, which is linked to transportation, jobs, schools, workforce development, and other services throughout the county,” according to officials.

The compact recognizes that each local government still maintains control over local decision-making, funding, and land use regulations.

It remains in effect for 10 years, although Gulfport can exit the agreement at any time.

Mayor Sam Henderson pointed out that the city will determine at a later date exactly what the details and extent of its participation would be.

I believe that rather than recognizing the need for government responsiveness, the current administration has resisted any attempts at adapting in favor of a “that’s the way we’ve always done things” mentality. This steadfast maintenance of the status quo is hindering Gulfport’s long-run ability to thrive moving forward into the future.

As a Council candidate for the Ward 2 Downtown District, I’ve chosen to run because it’s clear to me that our current councilmember is out of touch with the shifting needs of the community’s residents and businesses.

We are in a time of crisis and the leadership required to navigate these turbulent postCOVID waters is not the same as that needed during peaceful times. We need a leader who understands the significant changes we are facing and has the vision to guide us forward

Without revealing any individuals or entities who might be responsible, Cataldo confirmed that funding includes some six-figure donations.

In addition to the $1.5 million in the new federal budget mainly due to the efforts of former U.S. Rep. Charlie Crist and his staff, about $3 million in other funding has been committed, she said.

The naming rights for the building, which comes with a price tag of a $1.5 million donation, could be announced fairly soon. Someone has made a verbal commitment for that donation, but Cataldo and the donor continue to work out the details, Cataldo told The Gabber, adding that the announcement could come as early as February.

The budget for construction remains in the $13.1 million range. Cat-

When built, Gulfport’s new senior center will stand separate from the Catherine Hickman theater.

aldo said that estimate factors in inflation, and also that she anticipates a groundbreaking in 2023.

Is that when construction will start? Cataldo said there was an excellent possibility of that happening, but it is “a city manager and city council decision” based on how comfortable those officials are with how much money has come in.

“I anticipate the city council will have that discussion once a number of private contributions are formally pledged,” City Manager Jim O’Reilly told The Gabber last

week in regards to the timeline.

The new center will be a 24,000 square foot standalone building; the current center is 8,000 square feet.

The total cost includes minor renovations to the lobby and restroom area of the Catherine Hickman Theater, necessary because the theater and the new senior center will be separate buildings.

Construction should take 18 months or less after groundbreaking, with minimal interruption of center services.

“Our building will remain standing,” during construction, Cataldo

said, adding that the only anticipated closure would be for a few weeks “to move out of the old center and into the new center, set everything up, and get ready.”

The new center will stand in the south parking lot of the current center, and 27th Avenue South between both Beach Boulevards will cease to exist.

Whenever it happens, for Cataldo it cannot come soon enough.

“The building is coming apart,” she said. “I can’t put another thing in there. We are using every square foot.”

A Tragic Honor

Portion of I-275 To Be Named for Slain Deputy

Local legislation is underway to honor a Pinellas County law enforcement officer killed a few months ago in the line of duty.

State Rep. Linda Chaney confirmed to Gulfport City Council at its Dec. 20 meeting that she filed a bill designating a portion of I-275 to be named in memory of Michael Hartwick, who was killed Sept. 22 on that stretch of road.

According to the website for the Florida House of Representatives, House Bill 63 and Senate Bill 96 both would designate the area as “Deputy Sheriff Michael Hartwick Memorial Highway” and direct state officials to erect suitable markers along the route.

The text of the bill specifies that the portion of I-275 between mile markers 30 and 31 receive this designation. That is roughly the distance between the Ulmerton Road exit and the Roosevelt Boulevard exit.

This action would become effective July 1, 2023.

According to various media reports, Hartwick was struck by a front-end loader truck at I-275 and Ulmerton near the Howard Frankland Bridge late at night. He was working an overnight assignment directing traffic for construction work and

was outside his cruiser when the front-end loader carrying concrete barriers hit him. He died from his injuries.

The driver of the vehicle fled the scene but was arrested later. Another worker who helped him flee was also charged.

On Nov. 14, 2022, 100 people gathered at the Casino for the first of three town halls, called Gulfport on the Edge. From the feedback and questions raised during the conversations, it became apparent that some people aren’t aware of some City policies, actions and limitations. The following information will address some of the issues.

Concerns About Environmental Resiliency The City has applied for a grant to conduct a resiliency/vulnerability study. The City is doing a twoyear study on storm water runoff and flooding.

Short-Term Rentals and Rent Control On Oct. 20 Council held a workshop on short-term rentals and rent control. The video is at mygulfport.us/councilmeetings (use 2022 tab, or click bit.ly/3Xd6HQt). The City purchased software to identify shortterm rentals and has hired an additional code enforcement officer. Daily and weekly rentals are allowed only in a small area along Beach, Shore, and parts of Gulfport Boulevard. Monthly rentals are allowed everywhere in the city, with rentals under a month limited to three per year.

Trolley The Trolley stopped running during the COVID-19 pandemic because it was difficult to find licensed drivers. The City is preparing a smaller, more cost-effective GEMS vehicle for use.

Why Aren’t Other Councilors Attending? Florida Sunshine laws prevent councilmembers from attending other councilmembers town halls.

Ward 1 City Councilmember April Thanos is sponsoring these events. This allows use of City facilities and staff support.

Homelessness When City staff, EMTs, or police officers encounter unhoused people, they advise them of all services available to them. The City is also hiring a social worker to help with this issue. City is addressing the homeless situation at the beach and elsewhere.

“The programs immerse students in multimedia journalism, equipping them with life skills that will serve them in whatever career path they choose,” according to one organizer.

In addition to showcasing the students’ work, the exhibit raises funds for various aspects of the Journeys in Journalism program.

Bob Devin Jones, owner of Studio@620, has allowed his studio to house this event nearly since its inception and he continues to be impressed by what he sees.

“Extraordinary,” he said. “The photos have always been good, but they’ve gotten better and better and better. I have an extensive collection of photographs and art, and I have a couple that could have been shot by Gordon Parks.”

Aside from opening up his space,

he says he has little to do with the program – aside from promoting it.

“We don’t curate the show,” he said. “[The students and school leaders] install the show.”

New Gulfport Pizzeria Getting Hot and Ready

Owner John McLachlan and his son John Jr. are excited to get saucy with their family’s soon-to-be pizza business.

Over the course of 2022, John McLachlan and his family prepared to open Gulfport’s latest family owned pizza spot, Slice of Gulfport.

There are hopes of a grand opening by March of 2023.

In late October of 2021, McLachlan and his wife, Cassie McLachlan, moved to Gulfport from South Pasadena and they were struggling to find a local pizza shop near their new home. McLachlan recalls going to the convenience store in the plaza at 15th Avenue and 58th Street South and seeing that a vacant shop front – once the long-time home of local pizzeria

Fazio’s – had a “for rent” sign in the window. McLachlan says he always dreamed of running his own restaurant, having worked in various establishments since the age of 14. He knew this was his calling – to bring a mom-and-pop pizzeria back to that empty space.

“We have some big shoes to fill, but we will try our best,” McLachlan said. “And we want to be your hometown local pizzeria you could always count on.”

Inside the red-and-yellow restaurant, the pizza ovens are ready to get blazing. McLachlan plans to launch an online menu within the

next few months, jam-packed with options for everyone. Yes, everyone!

He’s especially excited to prepare his cauliflower crust for all the gluten-free and vegan Gulfportians to try.

“Everything is made fresh, inhouse. We make our own sauce, we make our dough, and the cheese comes from Wisconsin,” McLachlan explained.

As the McLachlans make finishing touches on the inside, keep your eye out for an “open” sign on the outside.

Economists estimate that Florida’s population is currently growing by about 900 people a day, and Tampa-St. Petersburg-Clearwater currently ranks as the 15th-fastest growing metro area in the United States. With that impressive influx of new Floridians, and the still-unfolding impact of the pandemic, the pace of change in our region is nothing short of astonishing. Just ask any lifelong Gulfportian: A lot has changed.

That’s where a book like Joshua Ginsburg’s Oldest Tampa Bay (2022, Reedy Press) comes in.

Jacqueline “Jackie” Kreuter Jackie was born August 9, 1961 in Cincinnati, Ohio to Peter and Susan Gray. In the ‘90s she, along with her family, relocated to Florida, settling in what she considered paradise: Gulfport. Jackie in 2014 achieved her lifelong goal with the opening of Funky Town Boutique and, although had to ultimately close the doors, was eternally grateful for the lifelong friends made and support from the community she loved so much. On December 20, 2022, Jackie lost her 14-month battle with cancer.

She was preceded in death by her mother, Susan Roskopp; brother, Scott Gray; sister, Tracy Reynolds; and nephew, Jacob Funk. Jackie is survived by her parents, Peter and Beverly; husband, Stanley; daughter, Megan; sons Matthew and Andrew; and grandson, Jonathan. In addition, she’s also survived by her siblings Karen, Mark, Melinda (Roman), and Katie and aunts, uncles, nieces, nephews, and beloved friends near and far.
