Agriculture development faces challenges as lines blur between rural and urban areas

n 2014, Jeff Wolff was looking for the perfect location for his show pig business, Wolff Family Genetics. When his realtor showed him an acreage with an old horse barn on it located six miles east and four miles north of Aberdeen, Wolff quickly saw the potential in the place and began the work of renovating the building to accommodate his inventory of 12 mature sows and 20 replacement gilts, which he breeds to raise show pigs for 4-H and FFA youth across the country.

“We converted the existing building to a farrowing barn, and we also used the facility for raising the pigs after they were weaned,” said Wolff. “Looking to the future, we wanted to build a new farrowing facility, measuring 36X160’, with three distinct areas that would house 10 farrowing crates per room. It would also have a wash area, feed storage space and office. A sec-

ond building, that would measure 40X232’, would be naturally ventilated and would house up to 60 gestating sows in loose sow housing. This barn would also be used to develop 160 head of gilts, boars and finishing pigs for locals to buy for pork.”

Little did Wolff know when he went to town to apply for his building permits that Brown County has some of the strictest zoning laws in the state of South Dakota.

“When I went to get my building permit, I was told I would first need to get a concentrated animal feeding operation (CAFO) permit,” said Wolff. “In Brown County, the ordinances are written to require a CAFO for any person who has just one or thousands of livestock in a facility or corral for 180 days out of the year. The zoning officer gave us an application and told us that all adjacent land-

owners within a half-mile would receive a certified letter informing them about our project.”

Wolff visited with the neighbors and soon realized there would be some opposition to his expansion plans.

This was confirmed at the March 21, 2017 county commission meeting where his project was on the agenda.

“I was proposing to have 133 animal units on our place, but the Aberdeen American News reported on our plans on the newspaper’s Facebook page and made it sound like this would be a huge hog operation coming into the community,” said Wolff. “Once the story hit social media, our road was slammed with non-stop cars with people driving by to check out our farm. It was a circus!”

Wolff knew he would need outside help in educating the public about his plans and convincing the county commissioners that his project should be approved.

“I called the South Dakota Pork Producers and AgUnited for South Dakota for support,” said Wolff.

“We also got an attorney who has helped us navigate through this process. At the first meeting in March, 2017, there were 20 people there opposing us, and we made a motion to table the discussion. In April, we withdrew our proposal because we worried about it getting voted down with the extreme opposition out there. At the end of April, just a few days after our pig sale, we received a letter from the zoning office stating that we were in violation of the county ordinances and we had 20 days to remove our hogs off the premises before we would be criminally prosecuted.”

With a newly renovated barn and home, Wolff had already invested $700,000 in the acreage. Leaving was not an option, and the idea of having to relocate his hogs was deeply frustrating and incredibly stressful.

“Our attorney was able to convince the county not to enforce legal measures against our farm,” said Wolff.

“Over the summer, our attorney met with county commissioners and zoning officers to discuss getting ordinances changed. After all, a quick drive through the county shows there are more than 100 people who have hobby farms with a few horses or a small herd of cattle that are not in compliance with the ordinance.”

Yet, despite the attorney’s efforts, Wolff was hit again with an evacuation notice on August 25, and his lawyer encouraged him to reapply for his CAFO permit. The vote would be held on Sept. 19, and many showed up to speak on Wolff ’s behalf; however, the permit was unanimously denied.

“Despite our land being zoned for agricultural purposes, we argue that the ordinances and setback distances should be changed to reflect the size of the operation,” said Wolff.

Nearly a year later, Wolff is still far away from finding a peaceful resolution with his neighbors and

the county. They continue to work with a lawyer to try to reasonably come to terms with some of the demands made by the county; however, their story has brought up additional challenges with smallscale livestock producers in Brown County.

The crux of the issue seems to boil down to that often emotions trump common sense when it comes to animal agriculture development in counties throughout South Dakota.

“Zoning boards should make decisions based on rules they have on the books not emotions,” said Peggy Greenway, a hog farmer from Mount Vernon, S.D. “Boards should reach out to experts and professionals for information rather than reading things on the internet. Animal agriculture brings in lots of tax revenue and supports many farms; plus, it’s the only way for most farms to bring back the next generation.”

Often, anti-ag protests are based on lack of understanding, and emotion.

Emotionally-charged rhetoric in locally-controlled zoning discussions is often the biggest reason proposed livestock projects don’t happen, which Ben Stout, South Dakota Department of Agriculture (SDDA) ag development representative, said is leaving South Dakota behind when it comes to economic and agricultural development in the state.

“Seven out of every 10 counties in South Dakota have consistently lost populations dating back to the 1930s,” said Stout. “These counties still have to provide the same services with fewer people to generate taxes. That’s where agriculture development comes in. There are huge opportunities for small towns in rural South Dakota to thrive, but in order to do that, we need more livestock.”

Using USDA National Agriculture Statistic Service’s Census of Agriculture information, Stout compared Brookings County in South Dakota to Sioux County in Iowa. Both have populations around 34,000 people with nearly the same square footage for total area. Yet, Sioux County has 35,000 dairy cattle, 394,000 beef cattle, 1.2 million swine, 9.7 million poultry, 1,618 farms and $1.3 billion in livestock sales; meanwhile, Brookings County has just 13,500 dairy cattle, 18,800 beef cattle, 46,600 swine, zero poultry and 1,023 farms for $150 million in livestock sales annually.

“These counties both have similar cultures and consistent population growth but in comparing Sioux County to Brookings, one has a significant livestock presence, which shows me that Brookings also has the potential for further livestock development,” said Stout.

Gene Ver Steeg, a commissioner on Iowa’s Environmental Protection Commission who has previously served as the president of the Iowa Pork Producers Association, said in a June 2017 Environmental Pro10

tection Commissioner letter, “Sioux County consistently ranks among the top five counties in Iowa in health outcomes, lowest unemployment, youngest average age of farmers, and greatest population growth of all rural counties. If we want to give young people a chance to farm, see our schools, churches and main streets grow while helping our soil become healthier, we need livestock.’”

Despite the sound data that proves today’s modern agriculture produces more food and by-products while using far fewer resources when compared to a century ago, there is still great opposition when it comes to livestock development proposals coming to South Dakota. That’s where A1 Development Solutions of Sioux Falls comes in. For many people who fight these projects, a perceived threat of loss of property values due to smell is a large concern. However, when they tour a modern facility,

many are surprised that they can’t smell the animals at all, even as they stand right outside the building.

“The doors are opening in South Dakota with opportunities to build new dairies, hog barns, poultry facilities, feedlots and processing plants,” said Eschenbaum. “The unique thing about our state is there is more local, not just state control, of these projects. By and large, county commissioners and zoning officers are very supportive of agricultural development, but it’s difficult to vote these projects through at times because of the often very skewed perceptions community members have of what agriculture is today.”

In Yankton County, for example, a large organized protest has been ongoing as a pork producer attempts to put up several 2,400-head finisher barns in different

sites at least four miles outside of city limits. Despite Yankton only having 2.5 percent of the number of hogs that Sioux County, Iowa, has, the community is in an uproar with hundreds of people showing up to zoning meetings to protest the proposed project.

Quality of Life for South Dakota is adamant that the project stays out of Yankton County. With a Kickstarter fund, an active Facebook page, protest signs and plenty of anti-agriculture rhetoric, the discussions are heated and charged with ample fear-mongering. One local doctor even sub-mitted a letter-to-the-editor, warning the general public about the so-called threats to human health from these hog barns.

As of September 2017, three building permits were issued for hog barns in the area, but the approval faces

Certainly, there are three sides to every coin, and each county has the right to determine which agricultural enterprises are ideal for the community; however, for farmers and ranchers hoping the next generation might be able to come back to the operation and raise

their families in rural America, the future looks bright if more livestock are readily welcomed into the state.

“Livestock are the single largest economic development driver we have in the state of South Dakota,” said Stout. “This is a huge opportunity for the next generation of agriculture. Livestock production may look different than it did in the past, but it could be the key to revitalizing rural communities and keeping our kids involved here at home.”

The True Cost of Fencing

Fencing is just part of being a cowboy these days, and utilizing fencing properly can ensure pastures reach their maximum potential. While cattle won’t typically choose to graze the rough, spiky forage found in sloughs, they can survive on it quite well, and enclosing bovine into just the slough ensures they graze the less-preferred grass versus hitting the more desirable forage too hard.

Using hot fencing in this situation makes the fencing mobile.

Many ranchers implement cell grazing, dividing pastures into small parcels in which a great amount cattle are sent through the minimized area quickly, forcing the cattle to consume not only the favored plants, but

also weeds and other encroaching plants that need to be controlled. This is made possible by fencing, likely barbed wire fencing.

Ranchers must take several factors into consideration when deciding between building a fence on their own or going the custom-fencing route. Available funds is at the top of the list, but time spent building fence is also a factor.

“Time is money. You’ve got to ask yourself, is my time better spent digging post holes or better spent in the office or doing something else?” said Paul Cook, a ranch manager on Elk Mountain, Wyoming, and former custom fencer. Cook figures fence at $.85 per foot, so a mile would cost about $4,500 in materials, and about the same for labor.

Figured that way, if you can make $4,500 doing something else over the length of time it would take to build a mile of fence, your time is better spent elsewhere.

The time of year matters for fencing, much like it does for every other aspect in a rancher’s life.

“When do I need that fence done? In June, July, and August, I don’t have the time, and I’ll hire it done. If I can do it in September and October, then I can do it myself,” Cook said.

Most states require boundary fences to be a minimum of four-strand, and internal fences are typically three, four, or five strands. Both Cook and Garrett prefer to place one 5x8 post to every four steel posts.

Expected and unexpected costs can pile on when installing fences, such as gates, tie-downs, H braces, double H braces, rough or rocky terrain, and the disposal of wire.

“We would charge by the foot, and we would roll the feet when it was done. If there were three gates in there, which would be six corners, and every gate is $50, and every corner is $50, and that goes on top of the feet too, a mile of fence can add up in a hurry,” Cook said. “The general public, as they’re looking at this, they have to ask a lot of questions. What do you charge if you start hitting rock? What about if you have to clear brush? So when they get the bill, they don’t get a surprise.”

Justin Garrett of Garrett Fencing in New Underwood, South Dakota, strives to be specific with clients, listing added expenses after going to see where the fence will actually be.

“Basically, I have them go through and show me where the fence will be or where the old one is, then I’ll ask what they want to use for braces, and posts: green treated, round posts, rail road ties,” he said. “We look at the lay of the ground, if they drop off of a bank or so, we generally we put in good solid posts on each side of the bank, and I generally try put in a good 5x8 post every four steel posts.

If cattle are leaning on a post, it holds stronger.”

Garrett prefers not using rail road ties or other material that have been used prior. It takes more time for them to install and generally doesn’t last as long. He has transitioned to using metal in H braces for further stability, extending the life.

“The only thing I have used on braces is square tubing on the brace,” Garrett said. “Those seem to be working good. I don’t have to worry about the post shrinking and breaking out or a snow bank sitting on the post and breaking it.”

Other companies have used full-metal H braces, which is a greater expense, but last longer than their wood counterparts.

“The metal H braces are coming on a little stronger; they darn sure last a long time,” Garrett said. “Other than welding on them, they’re probably a little quicker to put in, but they just last so much longer. That’s the back bone of the fence, the braces.”

Another expense can come from that lovely stream running through the property. Garrett has a way of stringing fence that safeguards against rising waters.

“With streams or water crossings, we run wire over the top of the draw and braces down along the stream crossing,” Garrett said. “If the water comes up, it washes out the braces, but not the whole fence.”

C

orrals. If you’re in the livestock business, you need corrals. No matter how many head of whatever it is you run, you have to have a way to confine livestock. I recently moved onto a new place that is virtually devoid of any corrals. There are barns and sheds, a few stretches of windbreak, and a couple of nicely set up water tanks. But, no fences in between any of them.

on the ranch. We managed to get enough corrals put up to gather and sort cows, and then wean the calves. It worked, partly because we work our cattle slow and quiet, and partly because we held our mouths just right.

But, it’s a temporary fix. A new set of corrals needs to go in within the next six months, so lots of thought has gone into planning, materials, expense, and utility.

the space available to build the pens; features of the terrain, such as hills or low spots; water systems and tanks; power sources for lights or possibly a hydraulic chute; expansion options; what of your existing facilities or tools (chutes, alleys, gates) will you re-use.

Figuring out how many maximum cattle will be in the corrals at a given time will give you an idea of the scope of the corrals. There’s a big difference between facilities for 75 cows/calves and 500 cows/ calves, or 800 yearlings for shipping. Having corrals too small is a problem from the start. Better to err on the large side.

Choosing the materials to be used is not simple.

There’s pipe, sucker rod, plank, wire panels, net wire, continuous fencing and portable panels on posts, free-standing panels, and more. Consider what materials are adequate for the stock you’re planning to work, but don’t plan just for the most common, such as cows and calves. Think about how you’ll work bulls, too. Perhaps the smaller pens can be built stouter and

the outer holding pens can be a little lighter, such as a net wire. It depends on the stock and how you work them, too.

Choosing materials is often done with cost in mind. Whatever is most cost effective for your operation is what you’ll use, so is there a way to do that without breaking the bank? Can you salvage some existing materials by dismantling corrals, buy some salvage pipe, posts, etc., to make your dollar stretch further? The internet and someone handy at using it can be a good source of information on the cost and availability of materials.

After materials, the cost of actual building comes to mind. If you’re not going to do the work yourself, you’ll be hiring someone else, so work that cost into your budget from the start.

Location is usually dictated by roads, buildings, water source, etc, but if you build your corrals on the wrong sort of soil, they can be a disaster. For example,

I have a nice flat area just off the hill from the barns that looks like a good location for a set of working pens. Easy access, space, level ground, and some natural wind protection are all pluses. However, the grass growing there tells me that it’s a seepy piece of ground and would be a bog hole nine months out of the year.

So, my corrals will be built up on the flat above it. It’s good, solid soil, has some drainage, and though not as spacious or protected, much better for corrals.

If you are shipping or receiving in the corrals, you have to consider the space necessary for a semi to pull in, turn around, and exit from the chute. If you aren’t a truck driver yourself, my advice would be to draw on the knowledge of a friend who is. Have them look it over and see if there really is room for that big rig to get to the chute and back out again without problems.

Is the ground solid enough for a truck and will it be if you get an inch of rain the night before?

Snow and wind can really play a part in corral function. Having easy access for a skidsteer or tractor to clean the corrals is critical. Alleys that blow full and have to be shoveled out so you can work cattle aren’t very handy. Placing those smaller, confined areas where there will be less snow drifting is a good idea.

Having alleys that snow will blow through instead of settle in are also good.

All the fine materials in the world and money spent can’t make stock work if the corrals are poorly designed. I day worked for years and I saw some really amazing looking corrals that you couldn’t turn a cow out of much less work cattle in. How stocks sees and thinks needs to be considered. Cattle will always work well going back the way they came in, so designing your corrals with that in mind is a good start.

a tub/alley system, some prefer a Bud Box type system. Perhaps before setting posts and doing a bunch of work, go work cattle with neighbors and friends who utilize the various systems. See what looks like it would work for you and your stock. There are also resources on the internet explaining the various systems and I’ve watched YouTube videos that really explain the function and show how cattle will work.

Having worked in so many different kinds of facilities from crowding pens and tubs, to a Bud Box, we have decided to build with a Bud Box. Knowing my

cows as I do, I feel that they will work very smoothly in it. The placement of it in relation to the existing windbreaks and barns is the question. So, actual measurements of the area available and an outline of usable ground is the first thing needed. Then the size of the holding pens, lots and alleys can be determined with the number of cattle to be worked, calves to be weaned and wintered in the corrals, and room for individual pens for cattle and saddle horses will all be considered. Water to those pens will be part of the planning, with an effort to utilize one water source for several pens repeated throughout.

Moving onto this place in December with no time to build corrals would seem like a terrible problem.

Fortunately, it hasn’t been. The portable corrals have worked just fine for the time being. It’s also shown me where snow drifts worst, where it blows on through, and on those days of chinook, where water runs. The cattle themselves have shown us how they work the easiest, for with portable panels, we have a “gate” nearly anywhere we need one.

There will be a lot of pencil pushing, erasing, discussion, and thought put into the corrals here before the first posthole is dug. Hopefully, the results will be rewarding and nothing will have to be done over because it simply doesn’t work. n the Hebrew Bible, the name given to the first man, Adam, is the masculine version of the word “earth” or “soil” (adama). The name for the first woman, Eve (or Hava in Hebrew), comes from the word for “living.” Soil and human life have been intertwined from the beginning, scientists point out on the Sustainable Agriculture and Research Education (SARE) website.

Scientists have established that soil is a living ecosystem, working with billions of bacteria, fungi and other microbes, providing plants nutrients, absorbing and storing water, filtering

and buffering pollutants, and providing habitat.

Healthy soils create a healthy balance, which reduces greenhouses gasses, according to SARE. With spring upon us, now is the time to check soils. With readily available information, the learning process, according to professor Doug Malo, at South Dakota State University, is relatively simple. Sampling for nitrate-nitrogen testing should be done every year in the spring, prior to planting non-legume crops, and sampling every two to four years is recommended for other nutrients.

BUILDING A HEALTHY, HIGH-QUALITY SOIL

A

lthough the details of how best to create high-quality soils differ from farm to farm and even field to field, the general approaches are the same—for example: • Implement a number of practices that add organic materials to the soil.

• Add diverse sources of organic materials to the soil.

• Minimize losses of native soil organic matter.

• Provide plenty of soil cover—cover crops and/or surface residue—to protect the soil from raindrops and temperature extremes.

Soil surveys can be used for general farm, local, and wider area planning.

Onsite investigation or an actual soil sample may be needed in some cases, Malo pointed out. A soil quality assessment can help producers set goals and define management plans to maintain sustainability.

With both inherent and dynamic properties in soil, producers can make plans based on what they can and cannot change. Understanding soil health means assessing and managing soil so that it functions optimally now and is not degraded for future use.

By monitoring changes in soil health, a land manager can determine if a set of practices is sustainable, according to SDSU extension.

“Once you know the soils and some of the properties, you can begin to make management decisions,” Malo said.

Each state in the United States has selected a state soil, twenty of which have been legislatively established. These “Official State Soils” share the same level of distinction as official state flowers and birds, and can be found at https://www. nrcs.usda.gov.

And those basic classifications lead to thousands of others. With over 600 different soils in South Dakota alone, Malo points out that a soil test is essential for production, whether in a cornfield or a garden.

Researching and sampling is not difficult and is worth the effort. The first step is using the software available to physically or visually see what soils are in the area, Malo said. And the second step is testing.

SDSU recommends producers sample in a random pattern across a field, by collecting 15 to 20 equal size soil cores. Fields with significant landscape or other differences should be divided into separate sample areas. Differences may include soil types, slope, degree of erosion, drainage, crop and/or manure history, or other factors that may influence soil nutrient levels.

A soil probe or tube is the best tool for collecting samples on a large scale. Hand or vehicle-mounted probes are also available. Sample bags and submission forms are available through extension agents or NRCS.

Soil testing can also be done for lawns and gardens. Knowing the nutrient content and pH of your lawn and garden soil can help with fertilizer requirements and garden yield. Research has shown efficient gardening is about building soil, not about fertilizing plants.

For gardens and landscaping, fewer samples are necessary, and can be taken with a trowel. North Dakota State University, Colorado State University and Kansas State University offer soil testing. A test for a homeowner/gardener ranges from $20-35 and evaluates nitrogen, phosphorous, potassium, pH, soluble salts, organic matter and provides a customized recommendation.

Home test kits are also available for small-scale testing, but may not be as accurate and don’t provide the expertise that a professionally-evaluated sample does.

Native plants are a good bet, but if you want more diversity than native plants provide, you also have to think about water requirements, heat and cold tolerance.

ll plants have three requirements, as we learned in elementary school—soil, water and sunlight.

But when it comes to getting plants to grow in the semi-arid Great Plains, especially long-lived plants like trees and shrubs, it’s a little more complicated than sticking a bean seed in a paper cup full of potting soil.

Richard Straight, lead agroforester with the National Agroforestry Center in Nebraska, said selecting trees or shrubs starts with the soil.

“First, you have to know what type of soil you have, then what type of trees and shrubs are suited to that soil. Otherwise you’ll be fighting an uphill battle all the way. You may get things to grow, but they won’t thrive.”

The USDA plant hardiness zones, which is how most plants are classified, is a guide mostly to cold tolerance. It doesn’t take into account heat or drought. It is important to consider cold hardiness when choosing plants, but it shouldn’t be the only factor.

“Cold kills quickly,” Straight said. “If a plant you’re considering isn’t cold hardy to the zone you’re living in, don’t consider it.”

One resource Straight suggests is the NRCS, which has put together lists of plants that are suited to specific areas of each state, taking into consideration soil type and rainfall. Some conservation districts offer trees and shrubs for sale and Straight said that’s a good list to go by.

The decision to buy potted or bare root, large specimens or seedlings, comes down to what you can’t usually see—the roots.

There are a lot of options when it comes to buying plants—bare root, containerized, small or large.

“From purely a position of what is best for the plant, young seedlings are best,” Straight said. “They tend to have a better root-to-top ratio, which means

Potted plants may have been in the pot for a while and have become rootbound, meaning the roots are growing around the sides of the pot. It’s difficult to know what path the plant has followed up to the point of being set out

for sale, so if you’re interested in larger plants, it’s important to buy from reputable nurseries and ask a lot of questions about where the plant came from and how it was cared for.

“There are a few studies out there comparing seedlings versus potted or tree-spaded trees. Typically, in three to five years, the seedlings have caught up to the initially larger stock and are more vigorous plants,” Straight said.

Another consideration is making sure the plants are properly taken care of before they get to the planting stage. That means buying them from someplace that stores bare root seedlings in proper cold storage and container seedlings so they are ready for planting. Once you buy them, don’t haul them open in the back of a truck in the heat and the wind, and make sure they’re planted as soon as possible, and kept well-watered until then.

“Don’t expose the roots any longer than you have to, and don’t plant on hot, windy days,”

Straight said. “There are a lot of ways to kill a seedling before it ever gets in the ground.”

Once you’ve established what you’re going to plant, and where you’re going to plant it, Straight said it’s vital to have a plan for controlling competing vegetation. That might include herbicides, or mechanical means, like mowing, or woven weed barrier that deprives vegetation of sunlight, but allows water to filter through.

Competing vegetation needs to be controlled for the first three to five years after planting trees or shrubs, Straight said.

Mulching with wood chips, corncobs or other organic matter can help control vegetation, add nutrients and help conserve soil moisture. “Mulching is a great way to moderate temperature fluctuations and really help trees and shrubs grow,” Straight said.

Supplemental watering for the first few years can help ensure early survival, but it doesn’t have

When it comes to fertilizing, Straight said it can do more harm than good, unless you know for sure, through a soil test, that your soil is lacking an important nutrient—nitrogen, phosphorus or potassium.

“One most often people think of is nitrogen, which stimulates vegetative growth,” Straight said.

“In young seedlings, the more leaves you grow, the more water loss you have, with a limited root system. Fertilizer can also inhibit beneficial fungi, which otherwise helps with nutrient absorption.”

Water Wise Using drought-tolerant plants can add appeal and reduce work for gardeners

iving in dry climates with the threat of drought each year doesn’t mean a gardener has to forgo flowers.

When the hot summer winds blow and the rains don’t come, there’s a way to keep flower gardens and landscapes looking good.

Low water landscaping, also called xeriscaping, is choosing plants that require less water and thrive in the heat and dry weather in western climates.

Master Gardener Donna Adrian of White River, S.D., has planted low-water-requiring plants in her flower beds and garden area around her home, because of the work and the cost. “I don’t like to water all the time. I have to buy my water, like most everybody does.”

Her motto is: less work, less weeds and less water.

Adrian has a combination of perennials and annuals that make up her low water landscaping. Her plants include perennial flowers like irises, peonies, phlox, yarrow, penstemons, mallow, coneflower, bachelor’s button, coreopsis, blue flax, sedums, and more.

Some flowers reseed, like bachelor’s buttons, yarrow, mallow and blue flax. Adrian transplants the little plants that come up from reseeding or gives them to friends; she doesn’t like to pull them out. If the new sprouts aren’t moved or hoed out, they’ll take over their area in the garden.

In the fall, she doesn’t remove the clippings; they stay over the winter and continue to decay. Another advantage to mulch is that it cuts down on weeds—reducing the work.

Adrian’s flowers, once they are established, don’t require much water. When she does irrigate, she has a soaker hose installed in several of her flower

She often plants different flowers next to each other, to enhance colors. Shasta daisies, another low-water plant, look good next to the vibrant blue of the blue flax.

For her, the secret to low water landscaping is mulch.

She and her husband Bill have ten acres that she mows and she collects the grass clippings, using them for mulch and adding leaves to the mix in the fall. Adrian puts up to six inches of mulch around her flowers and vegetables and says “it’s the secret to not having to water.” The mulch settles out and not only keeps in the moisture, but it improves the soil. As it decays, it puts more organic material into the soil and attracts worms as well, whose holes allow for moisture to penetrate the soil.

Adrian says that not everyone likes the look of grass clippings as mulch, and there are other materials that can

and garden beds; she prefers a soaker hose over drip lines, as drip line emitters have a tendency to plug up.

Overhead sprinklers aren’t a water-efficient choice; they lose too much water to evaporation and wind.

She also uses a soaker hose in her vegetable garden, which consists of tomatoes, peppers, cucumbers and pumpkins. Each spring, she calculates how much time it takes to water: she lays a soaker hose out, turns the water on low, and when

the soak spreads out to the width she wants, she knows how much time she needs to run the soaker hose when she uses it. Then she covers the hose with mulch. She practices “no till” gardening; the mulch is never removed.

A few of her choices are sentimental, like the lilacs, which came from England with her ancestors, as slips in the lining of their trunks, and spirea bushes that belonged to her husband’s mother.

Jacobson’s gardens have a little of everything, with almost all of it requiring little water: perennials like prairie roses, lily of the valley, Russian sage, tickweed, Joe Pye weed, columbine, coneflower, coral bells, and ornamental grasses like bluestem, sedge grass, prairie dropseed, side oats grama, and switchgrass.

She does plant some annuals, mostly from seeds: marigolds to control the aphids and beetles in the vegetable garden, and alyssum, to fill in empty spots around the roses.

She has 128 shrub roses, all of them water-wise.

She also has a few plants that aren’t water-wise, for sentimental reasons: the hibiscus, because they were her aunt’s, and hydrangea, “which aren’t supposed to grow here,” she said.

Perennials are always a good choice for low water landscaping, so long as they get established.

Planting them in the spring or fall is best, and creating basins around them to catch water is good.

“If you can get the roots established,” Jacobson said, “they can fight for themselves.” Perennials take a few years to get going well, Jacobson said.

Their first year, they “sleep,” the second year they grow a bit and “creep,” and the third year they seem to take off and “leap.”

The Jacobsons’ neighbors have bees, and in the last few years, Jacobson has been more deliberate about planting things that are good for pollinators (bees, butterflies and hummingbirds.) Last year, she was recognized by the State of Nebraska as a Certified Pollinator Garden.

They aren’t totally maintenance free; even with impervious plastic or landscape fabric underneath the rocks, the wind can blow in dirt and weed seeds, which will germinate. Glyphosate can be used to control the weeds, but if the landowner wants to plant something in that area, removing the rocks and having decent soil below the plastic or fabric can be a problem.

Graper likes native grasses for low-water landscaping, many of which have been modified for landscapes with cultivars, which are plants produced by careful breeding and selection for color, form, drought resistance, and other desirable traits. Native grass cultivars like side oats grama, little and big bluestem, Indian grass, and switch grass are naturally drought resistant and some have been

modified to produce sterile seeds so they don’t spread. The grasses grow from 18 inches to three feet in height, depending on the type, and are low maintenance as well as adding variety to a garden.

Low water landscaping will become more and more important as time goes on, Graper says, “as good, pure drinkable water becomes more scarce.”

Adrian, who has gardened all of her life, has advice for those starting out. Start small, and plant some things that appeal to you. Choose plants with a variety of bloom times, so the garden has color in the spring, summer and fall. And be sure to mulch, to cut down on weeds and conserve water. And don’t worry about an immaculate, flawless garden. “I’m not a formal gardener,” she said. “Nothing’s perfect.”

n areas that see heavy snow, hail, wind and temperatures that swing from negative 40 to 110, a roof has to stand up to a lot. Roofing materials have greatly improved from the days of wooden shingles and contractors tend to be experts, especially when looking down at the competition from the highest roof in the neighborhood.

Billy Donovan, a project manager, sales specialist, and carpenter at Nik’s Construction in Rapid City, S.D., said cold and snowy climates bring unique challenges for homeowners.

The area Donovan’s company serves is also known for severe weather, high winds, and other elements that can test the mettle of roofing materials.

Building a relationship with a local company can take many forms and can benefit customers when the need for a new roof arises, often suddenly after a weather event. Donovan said his company is active on social media and strives to be a resource for information, comparisons, and even before and after photos of projects for homeowners gathering ideas for remodels.

This existing relationship can prove especially valuable when the need for a contractor arises unexpectedly. Homeowners often find themselves in need of a contractor after a se56

Choosing a roof and roofing contractor can have long-term implications vere storm and being approached by companies Donovan called “stormers”. These companies often spring up during storm aftermath hoping to score roofing jobs.

The city of Rapid City, in fact, heard arguments in favor of blocking these companies totally or for several months following storms, allowing local contractors a chance to bid and win work prior to companies from outside the local area coming in.

Brian Sorensen, CEO of Greeley, Colo., based Sorensen Roofing and Interiors, suggests a Malarkey product called Legacy.

Asking for referrals can be an important part of choosing a contractor. Donovan said reputable, experienced companies can usually supply potential customers with photos, references from previous clients, and even addresses of earlier projects for shoppers to view and study. Companies that have stood the test of time will have a long list of work previously completed as well as referrals.

Several other manufacturers offer SPS rubber and Class 4 shingles and Sorensen said this feature is key, especially in areas known for high wind and hail. Sorensen said Ault, Colo., was hit with severe two and four inch hail two years ago and he witnessed Legacy roofs with only two or three damaged shingles while lesser materials experienced total losses, in many cases.

Steel roofs are gaining popularity in rural areas, Donovan said. The roofs are easy and fast to install and have a lifetime expectation of 40-50 years. Materials companies offer steel roofs that are textured to look like other materials or rustic looks that are gaining popularity with rural customers.

“Primarily, what makes that better than pretty much everything on the market is it’s SPS rubber, a modified rubber polymer,” he said. “It’s a heavier weight shingle for wind resistance and is a Class 4 hail shingle.”

Material quality and insurance rates tend to correlate, as well, Sorensen, a former insurance agent and adjuster, said. This insurance savings can often offset the higher cost of superior materials and installation, aside from offering homeowners peace of mind.

“Most insurance companies will give a higher percentage discount for using Class 4 shingles,” he said.

“State Farm and Farmer’s are up around that 25 percent discount on premiums because of it.”

and potentially even the denial of manufacturer’s warranties. Especially in cold climates, ice can sit on roofs and because shingles are not waterproof structures, an incomplete or incorrect installation can spell disaster.

Cost ought not be the only choice when choosing materials or contractors, Sorensen said. While the traditional wisdom is to seek three bids prior to entering an agreement with a contractor is still reasonable, Sorensen said oftentimes customers get what they pay for.

He admits his company is typically higher priced than most other companies in the area, but that cost is justifiable for savvy homeowners.

Both contractors suggested homeowners confirm with any potential contractors that they have the following qualifications and safeguards in place:

“When a contractor is replacing a roof, they’re not just replacing shingles,” he said. “A homeowner needs to understand exactly what is being replaced, what they’re replacing it with, and it really is a full system.”

This system includes flashing, jacks, shingles, vents, ice and water shield, water membranes, and oftentimes even replacing rotting decking. This system, installed incorrectly, leaves homeowners susceptible to major damage
