As I reflect on the past year, I am overwhelmed with a sense of gratitude for the remarkable progress TFI has made We have experienced extensive growth, positioning ourselves as one of the largest Community-Based Care (CBC) child welfare organizations in the United States Our dedicated team of over 1,600 employees continues to make a profound impact on children and families across multiple states, ensuring that our mission to provide safe, nurturing environments for vulnerable children is realized every day

In Kansas, we received contract renewals for Foster Care Case Management and Family Preservation, illustrating quality service delivery and a commitment to creating stronger Kansas families Our outcomes for these programs speak for themselves In Kansas Case Management, we continue to be a leader with the lowest rates of youth running from placement and one of the lowest rates of failure to place in the state In Family Preservation, serving 474 families in FY 24, we kept families safe and intact Approximately 98% of families served in our Family Preservation program remained at home and didn’t enter foster care.
On March 1, 2024, we began providing foster care case management services in the Metroplex East Region in Texas. This was one of the largest CBC contracts in U.S. history and has drastically impacted our reach. Our program, EMPOWER, is a child welfare collaborative focused on meeting the unique needs of Texas children and families. Already, EMPOWER has significantly reduced the number of children without placement and increased the number of youth being placed in their home communities

Therefore, TFI’s prevention services such as Family Preservation, Grow Nurturing Families and Texas Families First are rooted in Trauma-Informed models that emphasize the importance of connections, warmth, genuineness and being mindful and aware of the impact that trauma has on child development and family systems
Megan and Jason Boyd, foster parents from Abilene, TX, initially began fostering with hopes of adopting In March 2020, they received their first placement: a 2-year-old girl and a 7-month-old boy. Excited about the new additions, the Boyds began interacting with the children's father during visitations. They quickly realized he was committed to reunifying with his children and decided to support him.

Sharing contact information, the Boyds became his biggest advocates, assisting with transportation and offering guidance, as he lacked family support and role models Recognizing his determination, they rallied their church community to furnish his new, empty apartment through a Facebook request The overwhelming response provided everything needed
Ultimately, the father regained custody of his children, thanks to his efforts and the Boyds' unwavering support Transitioning into a mentoring role, the Boyds continued to help him improve his life, including helping him secure a better-paying job They encouraged his career growth, resulting in a significantly higher salary and greater stability.
The Boyds remain actively involved with the family, enjoying family gatherings, church services, and Sunday dinners together. Their story exemplifies the power of community and the importance of supporting the whole family.

TFI provides foster care services to children and families throughout the entire state of Kansas Our comprehensive offerings encompass various forms of care, such as basic, intensive and therapeutic foster care, adoption home studies and assistance, and preservice training.
FOSTER PARENTS DEMONSTRATE DEDICATION
Late on a Friday afternoon in October of 2023, TFI learned of a newborn in the NICU in need of placement Foster parents Braden and Ellison Convey completed specialized training with NICU staff on how to care for a newborn who tested positive for multiple illegal substances at birth The newborn spent much of November and December in NICU and Ellison and Braden did not leave his side until he was released
This thriving boy continues to meet his developmental milestones and is forming strong bonds. With the incredible support of neighbors, friends and family, Ellison and Braden felt supported and encouraged during sleepless nights in the NICU. The TFI foster parent community knows what it means to be devoted to the strength of family!
Kansas Foster Care recently began its Therapeutic Foster Care program. The first home opened August 2024 in El Dorado and we look forward to continuing to expand the program
TFI also provides pre-certification training PS-MAPP and DT Training Our staff will soon be trained in Pressley Ridge Training, which is a comprehensive training geared for therapeutic foster care

CASE MANAGEMENT
TFI offers foster care case management and permanency services to families and children in southeast and southcentral Kansas. In FY 24, we provided services to 2,119 children, with the help of a committed team of approximately 250 permanency staff members.
TFI continues to be recognized for our statewide leadership in eliminating overnight stays in the offices and locating children missing from placement We have made significant efforts to reduce the number of children in care Area 4 has reduced the number of children in foster care from 708 in July 2023 to 604 in June 2024, and Area 8 has reduced the number of children in foster care from 479 in July 2023 to 443 in June 2024, representing our commitment to move children permanency safely

COMMUNITY DRIVES CHANGE FOR FAMILY
A TFI Permanency Supervisor made a request of her community. She reached out on social media, asking for someone who may be willing to donate a van. Her request was ultimately answered, and the van was gifted to a single mother who had previously lost custody of her children After the children were reunified with their mother, she was able to provide a loving home, and now cares for six children
TFI assisted in the process of ensuring the proper transfer of the vehicle's title and registration, all of which was completed in the mother's name This story illustrates the importance of community support and staff resilience and resourcefulness

The Family Initiative, Inc (TFI) has once again achieved national re-accreditation from the Council on Accreditation (COA), a New York-based human services accrediting organization that uses stringent standards to evaluate agencies and improve service delivery outcomes
The COA accreditation process involves a detailed review and analysis of an organization’s administration, management and service delivery functions against international standards of best practice The standards driving accreditation ensure that services are well-coordinated, culturally competent, evidence-based, outcomes-oriented, and provided by a skilled and supported workforce Organizations pursue accreditation to demonstrate the implementation of best practice standards in the field of human services

FAMILY PRESERVATION
TFI’s Family Preservation program serves western Kansas and focuses on keeping families safely intact. This program underscores the importance of maintaining connections while supporting families. Our staff members are attuned to the impact of trauma on child development and family dynamics. The program employs in-home mental health services, parenting skills education and community connections to bolster families' ability to remain together in their homes

TFI’s Grow Nurturing Families program, now in its fourth year, continues to serve Kansas children and families This program features Clinical Supervisors, Therapists and Support Workers who facilitate Parent-Child Interaction Therapy (PCIT) for families with children aged 2 to 7 Through play-based interactions, parents learn positive parenting skills, with live coaching provided by our therapists using in-ear technology
These skills enhance positive interactions, diminish negative behaviors, and boost parents' and children's self-esteem and confidence. The Grow Nurturing Families program operates under the Family First Prevention Services Act (FFPSA) grant, rooted in the belief that all families possess value and children belong with their parents.

2INgage, a program of Texas Family Initiative, serves as the Community-Based Care (CBC) contractor for DFPS Region 2 During FY 24, 2INgage celebrated the fourth year of full case management services 2INgage served approximately 1,893 children in out-of-home care with 200 staff
This fiscal year, 2INgage successfully partnered with New Horizon’s Qualified Residential Treatment Program (QRTP) to refer many children to the pilot program. Youth placed in the QRTP are able to obtain additional services, including nursing/clinical staff, family engagement in treatment, and discharge/aftercare support for 6 months.
HARD WORK PROVES REUNIFICATION IS POSSIBLE
Reunification of families is hard work and it’s a joy to celebrate the successes! Mr Delgado, father of three, completed required trainings and worked hard to reunite with his children For sixteen months, he put in the time and work to strengthen his family
After monitored visits and return, we were able to celebrate as permanency was achieved through family reunification. Hard work paid off for this beautiful family with a positive ending!

Additionally, 2INgage in partnership with the Dave Thomas Foundation launched Wendy’s Wonderful Kids in February 2023. Since the program's inception, the three internal recruiters have served 58 children. The recruiters have collaborated with internal and external advocates to successfully match 18 children with prospective forever families. Several children have successfully exited foster care due to these efforts.
Overall, 2INgage’s top priority is reunite families, whenever safely possible 2INgage increased the percentage of reunification exits from the previous fiscal year Utilizing the Solution-Based Casework practice model, 2INgage focuses on prioritizing working in partnership with families, focusing on pragmatic solutions, and celebrating change

2INgage has not had a child without placement (CWOP) in almost three years Kids are in their home state, in safe placements, where they need to be (April 2021 - May 2024, DFPS Placement Reports).
2INgage has provided essential, evidence-based prevention services to 84 families through the Texas Family First program As a result of this program, more families have been able to remain safely intact at home (Sept. 2022- YTD, 2INgage Report).

2INgage continues to increase the number of youth who obtain their State ID or Driver’s License before turning 18 years old As of Nov 2023, 54 4% of youth obtained their ID, an increase of 6 5% from the previous fiscal year (Sept. 2023 - Nov. 2023, DFPS Q1 FY 24 Data).

In a recent instance, a young individual faced significant hesitation about entering a new placement The dedicated staff at EMPOWER, however, demonstrated their unwavering commitment by providing continuous support and reassurance Through their compassionate efforts, they managed to alleviate her concerns, ensuring she felt comfortable and secure with the transition
This steadfast approach paid off, as the youth eventually accepted the placement and has since found stability and happiness in her new environment for many weeks This exemplifies how EMPOWER staff consistently go above and beyond to safeguard the well-being of children, helping them not only to feel safe but also to thrive in their new surroundings.

On March 1, 2024, EMPOWER began providing foster care case management services for the Metroplex East Region, a nine-county area that includes Dallas, Grayson, Fannin, Collin, Hunt, Rockwall, Kaufman, Ellis and Navarro counties

FOSTER CARE TECHNOLOGIES
Foster Care Technologies (FCT) became a TFI Family of Companies member in December 2022 Since then, FCT has been focused on creating better outcomes for children, families, and the agencies that serve them, through a variety of applications of technology. Our matching technology, ECAP, has been used to guide thousands of placements while our mobile technology, Foster Family Portal, has engaged families in the matching process, given them a stronger connection to their agencies, and introduced the use of AI to read documents and populate information to streamline the process of placement matching.
In FY 24, FCT completed upgrades of ECAP and Foster Family Portal, which included new features for all states where TFI operates, as well as implementations for TFI’s partner agencies in Texas that are now able to use the mobile-based system for matching. FCT has also made several improvements that make ECAP available in several languages, while allowing it to be used for service matching and adoption matching in new states, providing richer and more useful analytics about placement activities. FCT continues the implementation of the most extensive statewide implementation of ECAP with the Illinois Department of Children and Families, home to 19,000 foster children.
FCT’s foray into the world of AI has included a variety of research and discussions with AI experts about how to make use of Large Language Model chatbots (LLMs), Optical Character Recognition tools (OCR), and other AI-based technologies. TFI continues to form partnerships with other technology companies and social service organizations to creatively develop tools and processes that will revolutionize the way that social services are delivered.
