Our strength as an organization lies in doing what is best for children and families TFI continues to create new resources and develop innovative solutions as we work to meet the needs of children and families

We provide various services to the community, including foster and kinship care, case management, domestic adoption, counseling support and education, foster parent training and visitation and exchange centers

A Note From Our CEO

Dear friends,

Looking back at the past year, seeing our remarkable growth and achievements is inspiring.

In Kansas Case Management, our impact on children and families is evident in our outcomes TFI has one of the lowest runaway rates in Kansas, reflecting only 10% of youth missing from placement in the state are TFI youth Additionally, TFI has the lowest number of incidents of youth without placement over the past year These successes are to name a few our Kansas Case Management program continues to be a state leader in providing quality services to families in need

Also, in Kansas, we received a new Family First Prevention Services Act contract to continue our prevention program, Grow Nurturing Families. TFI anticipates serving approximately 200 families over the next year through this program. In addition to maintaining our current services to Kansas children and families, we received a new Adoption Stabilization and Preservation (ASAP) contract to provide in-home services to youth and their adoptive parents seeking assistance post-adoption

In Texas, we finalized renovations for our Blue Skies Residential Facility and opened our doors Fall 2023 to help local children in need 2INgage, our program in Texas serving as the Community-Based Care (CBC) Contractor in Region 2, has continued to see positive outcomes and community impact Under the CBC model, children in Region 2 have remained safe, experienced fewer placements, and are more likely to be placed with relatives within 60 days of entering foster care

In February 2023, we received the Community-Based Care (CBC) contract for the Metroplex East Region This was the largest CBC contract in U S history and will drastically impact our reach Our program, EMPOWER, is a child welfare collaborative focused on meeting the unique needs of Texas children and families The collaborative is led by the Texas Family Initiative and is supported by local providers in North Texas, including CK Family Services, Jonathan’s Place, The Bair Foundation, and Pathways Youth and Family Services

We also welcomed Foster Care Technologies (FCT) to the TFI Family of Companies. FCT is a mission-driven technology company focused on creating better outcomes for youth in foster care. Their two technology solutions, ECAP and Foster Family Portal continue to help child welfare agencies promote efficiencies and best practices.

In April, a boy in our care in west Texas was having serious issues with his teeth. His struggles were so severe that his foster parents noted it impacted his ability to eat. The braces were deemed a cosmetic issue and were not covered by government waivers.

Our agency was able to step in and provide this boy with the braces that he so badly needed. This summer he was able to start receiving orthodontic treatment and it’s drastically improved his quality of life!

FOSTER CARE SERVICES

TFI provides foster care services to children and families throughout the entire state of Kansas Our comprehensive offerings encompass various forms of care, such as foster and kinship care, adoption home studies and assistance, and pre-certification training.

Through our commitment to innovation and resource development, we continually enhance our services to meet the diverse needs of families and children. Our expanded resources encompass Therapeutic Foster Care, Professional Foster Care, and Adoption Stabilization and Preservation (ASAP) services

Kansas Foster Care has reduced the time it takes families to license homes

Kansas Foster Care has played a prominent role in placing children after hours. TFI is currently leading the state with the fewest failure to place numbers

Adoption Specialists in Kansas have reduced the time it takes to complete home assessments, ensuring timeliness to permanency

We increased our number of Kansas Therapeutic Foster homes from 1 to 4.

CASE MANAGEMENT SERVICES

Kansas Case Management is another vital aspect of TFI's work. We provide Case Management and Permanency services to families and children in southeast and southcentral Kansas At any given time, we serve approximately 1,400 children in out-of-home care In FY 23, we served 2,262 children, facilitated by a team of roughly 250 dedicated case management and permanency staff members Key achievements in FY 23 include:

Increased timely reunifications with parents

Reduced the number of times children in care have moved Increased relative and kinship placements for children in care, with more than 50% living with someone they knew before they came into care

TFI has been recognized for our leadership in eliminating overnight stays in the offices and locating children missing from placement We have made significant efforts to reduce the number of children in care Area 4 has reduced the number of children in foster care from 729 from July 2022 to 708 at the end of June 2023, and Area 8 has reduced the number of children in foster care from 493 from July 2023 to 479 at the end of June 2023. We are proud of our accomplishments and remain dedicated to continuous improvement for the families and children we serve.

CASE MANAGEMENT HIGHLIGHTS

Areas 4 and 8 boast significantly lower placement moves per the federal performance measure compared to the statewide average, resulting in 1 to 2 fewer moves per youth

Fewer placements mean stability and more timely permanencies for the children we serve.

BRIDGING THE GAP

While many states are seeing a decrease in siblings being placed together, TFI has seen an increase in youth being placed with at least one sibling, from 73% statewide in FY19 to 80% (area 4) and 75% (area 8). This serves as a protective factor for youth and promotes social-emotional and academic development for youth

Bridging the Gap to Build Connection

Eve* came into TFI’s care at one-month-old with medical needs and was placed with foster parents Wayne* and Kassie* Wayne and Kassie embodied the beauty and difficulty of being a foster parent They took excellent care of Eve, but they also worked hard in partnership with her biological mother to help her learn and understand how to be a mother to a small child with medical needs. These foster parents went above and beyond expected levels of care, taking in a special-needs infant and caring for her through the subsequent year while going out of their way to support the biological parent as the time for reintegration drew closer and closer At the same time, Eve’s mom worked hard at her reintegration tasks, utilizing the services she was introduced to and learning to live independently as a single parent.

The foster family included Eve’s mom and maternal grandmother in dining out, medical appointments, and other activities Together with the case team, the foster family decided that one of the best ways they could help Eve’s mom get used to being a full-time mother was to have her stay overnight at their home to observe how they care for her at all times of the day or night This occurred several times and helped this young mother develop more confidence in her ability to care for a very young child.

Eve was reintegrated with her mother just before Christmas due to her mother’s commitment to learning, her foster parents’ commitment to their success and the team's support in their efforts to work together.

FAMILY PRESERVATION

TFI’s Family Preservation program serves western Kansas and focuses on keeping families safely intact This program underscores the importance of maintaining connections while supporting families Our staff members are attuned to the impact of trauma on child development and family dynamics. The program employs in-home mental health services, parenting skills education, and community connections to bolster families' ability to remain together in their homes

Our intervention methods span various therapeutic and case management modalities, including Trauma-focused Cognitive Behavioral Therapy (TF-CBT), Alternatives for Families - Cognitive Behavioral Therapy (AF-CBT), Motivational Interviewing (MI), Trust-Based Relational Intervention (TBRI), and Solution-based Case Work (SBC).

GROW NURTURING FAMILIES

TFI’s Grow Nurturing Families program, now in its fourth year, continues to serve Kansas children and families This program features Clinical Supervisors, Therapists, and Support Workers who facilitate Parent-Child Interaction Therapy (PCIT) for families with children aged 2 to 7 Through play-based interactions, parents learn positive parenting skills, with live coaching provided by our therapists using in-ear technology

These skills enhance positive interactions, diminish negative behaviors, and boost parents' and children's self-esteem and confidence The Grow Nurturing Families program operates under the Family First Prevention Services Act (FFPSA) grant, rooted in the belief that all families possess value and children belong with their parents.

TFI operates two Family Visitation and Exchange Centers (VECs) in Topeka and Wichita, KS. Since its establishment in 1995, our VECs have remained committed to providing safe, appropriate environments where supervised visits and monitored exchanges between children and parents can occur

NEBRASKA FOSTER CARE

TFI collaborates with the Nebraska DHHS to offer foster care services to Nebraska families. This includes comprehensive support, ranging from recruitment and training to assistance in finding foster homes TFI currently serves 17 homes and 14 youth Nebraska Foster Care was TFI’s fastest-growing program this fiscal year Notably, in FY 23, we were granted Tiered Foster Care, enabling us to provide a higher level of care and support to Nebraska's children.

TEXAS FOSTER CARE

Texas Family Initiative (TFI) operates as a contractor for the Texas Department of Family and Protective Services (DFPS) Our services span various regions, including Regions 1, 2, 3, 3B, 4, 7, and 8 TFI plays a central role in foster care services, including recruitment, training, support, and case management for children in TFI foster homes. Adoption services for children under the conservatorship of DFPS are also provided

We are actively engaged in the Interstate Compact for the Placement of Children (ICPC), aiding children from various parts of the U S in finding long-term placements with relatives or fictive kinship caregivers within Texas Our newly expanded Professional Foster Care Program enhances the level of service and support we offer to Texas children and families. Children

Craig and Kimberly McCage reside in Denton, Texas, where they became TFI licensed foster parents in October 2018 They have since fostered five children and recently finalized the adoption of their youngest child.

Mrs McCage shared, “One most memorable moment recently was overhearing their current foster-toadopt placement exclaim, “I want to be a McCage forever!”

We are honored to work with this exceptional family and have partnered with many other families like the McCages to best meet the needs of children in Texas

2INgage, a program of Texas Family I as the Community-Based Care (CBC) DFPS Region 2. 2INgage made signif FY 23. During FY23, 2INgage served 2,000 children in out-of-home care 2IN around 200 staff Our strong emphasis placements has yielded positive result increase in the percentage of children relatives or kin within the first 60 days

Over the past two fiscal years, 2INgag increase in the number of children pla relative or kin, from 47% to 57%, in the care. Collaborations with various orga institutions have expanded our reach a local communities

2INGAGE HIGHLIGHTS

2INgage currently has an average case length of 632 days for paid foster care, compared to the statewide average of 752 days

2INgage has seen an increase in the number of children being placed with a relative or kin, from 47% to 57%, in the first 60 days in care

2INgage has seen an overall increase in the number of siblings being placed together, from 63% to 65%.

2INgage has not had a child without placement in over two years!

The Foster Youth to Independence (FYI) Voucher program provides housing for youth transitioning from foster care, a venture in which 2INgage has successfully enrolled eight youths Additionally, the Texas Clinical team's evidence-based High-Fidelity Wraparound services have aided over 50 youth in transitioning from residential placements back to home environments

2INgage also launched a new pilot program called Texas Family First. The Texas Family Preservation team serves these families individually, offering different treatment services and helping them develop personalized care plans that address their family needs and circumstances The first family was referred in November 2022, and several families have successfully completed services.

In February 2023, Texas DFPS awarded EMPOWER the Community-Based Care Contract (CBC) for the Metroplex Region, a nine-county area that includes Dallas, Grayson, Fannin, Collin, Hunt, Rockwall, Kaufman, Ellis, and Navarro counties.

EMPOWER is a child welfare collaborative focused on meeting the unique needs of Texas children and families The collaborative is led by the Texas Family Initiative and is supported by local providers in North Texas, including CK Family Services, Jonathan’s Place, The Bair Foundation and Pathways Youth and Family Services

The Metroplex East contract, the largest CBC award in U S history, significantly expands TFI’s footprint in Texas

During Stage I of the CBC contract, EMPOWER began providing child placements services on Sept 1, 2023 The focus in Stage I is improving the overall well-being of children in foster care and keeping them closer to home and connected to their communities and families.

In Stage II, EMPOWER will provide case management, kinship and reunification services Stage II expands the continuum of services to include services for families and to increase the number of children and youth who find permanent homes

Pathway Family Services

Pathway Family Services (PFS) offers diverse programs to enhance the well-being of children, families, and communities. Services include Psychiatric Residential Treatment Facility (PRTF), Qualified Residential Treatment Program (QRTP), Independent and Transitional Living Services through Teens Reaching Adult Independent Living (TRAIL), the Chaffee program, and more. PFS leverages evidence-based interventions and best practices, such as Trust-Based Relational Interventions (TBRI), Positive Behavior Interventions & Supports (PBIS), and Trauma Focused-Cognitive Behavioral Treatment (TFCBT) With a trauma-informed, strengths-based approach, PFS delivers exceptional, client-centered care.

HELPING A YOUTH GAIN CONFIDENCE

A constant battle for the children and youth that we serve is their “look” or self-image We had a youth born with a partial arm in one of our residential programs His family had limited resources to provide alternative means for the youth to adequately use the partial arm, which hindered him in basic activities. Unfortunately, this shaped a negative self-image for him and how he perceived others saw him

When he was placed with PFS, one of our Case Coordinators worked with a medical provider and got the youth qualified and fitted for a prosthetic arm for the first time. Since then, his self-esteem has soared!

The youth, his family and our team were overjoyed that we could help out this youth in a real, tangible way!

Foster Care Technologies

Foster Care Technologies (FCT) became a TFI Family of Companies member in December 2022 Foster Care Technologies is a mission-driven technology company focused on creating better outcomes for youth in foster care. We are a team of social workers, software developers, and businesspeople committed to creating placement stability for all foster children and helping them achieve permanency more quickly FCT has two main products: Foster Family Portal and Every Child a Priority (ECAP)

In FY 23, FCT logged several notable accomplishments, including the completion and implementation of Foster Family Portal 2 0, the release of the new generation of ECAP, and the beginning of the most extensive statewide implementation in FCT’s history

Foster Family Portal (FFP) 2.0's first iteration was launched with a new customer, a Kansas-based agency serving 375 foster homes. Utilizing an artificial intelligence technology called optical character recognition (OCR), the FFP Referral Translation Matching module has been helping this agency turn referral forms into Safe Summaries that can be sent directly to foster parents to engage them in the matching process without revealing private information about potential matches This improves the matching process and creates a way for an agency to share information with their foster parents on a mobile device.

FCT also released significant updates to ECAP, the company’s flagship matching product, and strengthened essential partnerships with new customers, research organizations, and technology companies. FCT began the most extensive statewide implementation of ECAP with the Illinois Department of Children and Families, home to 19,000 foster children To date, ECAP is still the only research-backed placement decision system on the market FCT's innovations streamline processes and enhance placement decisions in child welfare.
