I write again today to update you on the view from County in this momentous time.

Since our last report for August in the Elgin News, I report a slightly more favorable return to the level of the COVID cases in May. Let’s reinforce the lessons we learned. What we are doing with Masks and hygiene and distancing works! And the opposite is clearly the case when we don’t.

No, do not relax, or even be satisfied. We have months more to endure.

The levels in May were still too way high….too high in cases, too high in the percent positive, and I need not say to you, too high in morbidity – where even a single death is TOO HIGH. We can not relax our commitment to suppress and defeat the Virus. Kershaw County Council passed a Resolution still in effect to encourage masks and other common-sense hygiene. True, that County did not make it a “Law’ to wear the mask, to wash your hands, or to distance yourselves socially. Rather, County Council believes in YOU to do the right things; and a Law is not supported when “We the People” have the means in hand. So, no Sheriff or Code Enforcement officer will be writing tickets.

But it is also true that County absolutely does ask you and all you meet to Mask, and to do all things humanly possible to prevent the spread of this Plague. Your lives depend on it, and those you love; and our businesses and schools are counting on you.

With School starting, we brace for a surge that can be prevented, or contained; but, we are already at still unacceptable levels. So, at the risk of repetition, Kershaw County Council continues to speak boldly in our COVID-19 Resolution that urges all of us to wash our hands, keep our social distance, and WEAR THE DANG-BLAMED mask!

We are many months away from final victory. Nevertheless, we take comfort from our recent success in using old-fashioned hygiene in Kershaw County. We have shown it works! The challenge now is to exploit progress and not repeat our “on-again, off-again” precautions. Stay #KCStrong, for our businesses, for the kids, for our elderly, and for the vulnerable populations that call Kershaw County home.

Labor Day weekend and kids gathering in School will present new challenges. Our success as a community depends on you, and all of us.

Meanwhile, the return of professional baseball provides a useful metaphor for recent County achievements. A triple play. I am happy to report that County’s fiscally conservative approach in the crisis has taken three big steps recently. Yes, revenues are down. Yet, the leadership of the County continues to serve and to deliver. Here is a recent “triple play” by our Administrator Vic Carpenter and Council that deserves your attention: 1) Last week we opened Wateree River Veterans Park: Lugoff at last has its first and only park; Kershaw County citizens can now access the River at will as in Historic times; and our Armed Forces are honored in the very name, “Veterans,” on this 75th Anniversary of the end of WW II! This decisive opening right on the banks of OUR River will be matched by others, in the Camden Riverfront Park and also the 850 acre Clemson Preserve across the River itself.

2) The School District, with Coach Daniel Boyce, now has a high performing Swim Team working out in the County pool. And soon County Rec will join with the City of Camden to open the joint County-City Splashpad at the same facility on Battleship Road. Likewise, County is adding to the inventory already at KC West with a Park for Elgin near the Urgent Care facility adjacent to the Haig’s Creek Housing Area.

On Tuesday, September 1st, a special election was held to fill a vacant seat on Elgin Town Council. Paul Rizzo is the unofficial winner.

The Election Commission will confirm these results on Thursday, and Rizzo will be sworn in on Tuesday, October 6th.

From The Chief ’s Desk...

Everything has a shelf life including people, my daughter hate it when I say this but I have found it to be true. My shelf life as the Chief of Police of the Elgin Police Department has ran its course and I submitted the following letter to Mayor Emmons last week; It is with a great deal of emotion and trepidation that I am writing this letter. In 1993 my friend and then Mayor of Elgin, Pete James came by my house and we talked about me filling in as the Police Chief of Elgin for a short while, nearly 28 years later I am still here. I have had the fortune of working for some of the finest people in the world. All of the mayors were fantastic to work with and I had a great relationship with all of them. Mayor Pete James, Mayor Paul Grooms, Mayor Brad Hanley and of course yourself, turned into not just my bosses but my friends as well.

The support the Town of Elgin and all the members of Counsel gives to its Police Department is beyond any support that I know of in any other municipality. Together we have built a modern updated professional Police Department that Elgin can be proud of.

It is this pride and love for the Town of Elgin and the Elgin Police Department that make this letter so hard for me. I have heard many people

Several issues ago, we shared with you the "Honorary K9" partnership between the Kershaw County Humane Society and local law enforcement agencies. Our cover dog, Henry, was still up for adoption until August 26th, when he went home with his new family.

I say the people of the Town of Elgin have made it possible for me to take care of my family, helped me form lasting relationships and made my professional life the Chief Harold Brown envy of many for 27 years and for that I will be eternally grateful.

With gratitude and a sense of accomplishment I hope we all feel, I believe the time has come for me to resign as the Chief of the finest police department anywhere effective 10/09/2020. Again thank you to the people of Elgin and all past and present members of the Town of Elgin government for this fantastic voyage we have taken together.

In all probability this will be my last Chief ’s desk I write so I want to be sure to ask you all to support the new Police Chief as you have me. I was told that Lt, Alan Anders has been offered and accepted the position. Alan has been my right hand man for many years and will do an outstanding job of Chief.

Incident Reports

Domestic Violence, High and Aggravated: Officer was dispatched to Cherry Lane in reference to a vandalism that had occurred. When Officer arrived on scene, he spoke to the Complainant who stated that her husband (Subject) who she is going through a divorce with came to the house in order to retrieve some items from the shed in the back yard. Complainant stated that once Subject had gotten all of his things he went back to his vehicle as if he was going to leave and while passing her SUV that was parked in the driveway, he slashed her back passenger tire with a "pointed object." As Complainant called for Law enforcement Subject left the scene. This incident is part of ongoing issues that are documented in other reports.

For Information Only: Officer was in Town Hall when a male entered and began speaking to the staff in reference to an error in his water bill. The man who was later identified as Complainant stated that he was being over charged on his water bill with late fees. Complainant stated that his wife had come to Town Hall on 07/03/2020 and deposited $207.18 in the drop box in order to pay the bill in its entirety. Complainant felt that someone had to have stolen some of the bills out of the drop box and due to this he wanted an incident report. Town Hall staff double checked the records and found payment history from Complainant on 07/03/2020 in the amount of $118.84. When asked if there could have been a misunderstanding between him and his wife in reference to the amount required to pay, he adamantly stated there was no way that could be the case. Complainant paid the difference and left Town Hall without incident.

Financial Transaction Fraud: On August 21, 2020 at approximately 1200 hours, Officer received a stack of financial records and a business card from Monroe Police Department and a local phone number. I looked in our system and could not locate the subjects listed on the First Citizens Bank Statements. I contacted the Monroe PD to obtain the relevant information and background to determine the case file the paperwork belonged. I requested a copy of the report on the card and was emailed a limited information Public Copy of an Identity theft report with Lillie Mae Lyles as the Victim. Lyles is also listed on the First Citizens Bank statements. I contacted the number handwritten on the paper with the photocopied business card and spoke to Kimberly B Harris.

Harris advised her mother is deceased and her grandmother, Lyles, resides in North Carolina.

Harris stated her sister, Lanita Bowman Shephard, unlawfully withdrew monies from their joint account. Harris is set to return to the Elgin Police Department on Monday August 24 to complete a written statement and provide current proof of her legal authority to pursue and prosecute on behalf of her late mothers estate.

Meet Miss Camden Plus

For Taylor Warren, growing up a plus sized girl wasn't always easy.

"Growing up, I dealt with a great deal of criticism for not being a size two," says Taylor.

As she got older, those feelings of being different began to develop into feelings of depression and anxiety.

"I did not feel beautiful, sometimes I felt worthless," says Taylor. "I did not see the point of even caring to really get "cute" because in my mind, I felt like no matter how "cute" I really looked, nobody would look past the fact that I was fat."

As Taylor entered her freshman year of college, the feelings of low selfesteem continued.

"I was in a whole new city, living a different life. As I would walk around campus I noticed just about everyone was skinny." says Taylor. "I really did not interact much or want to go out because I felt ugly. I spent most weekends going back home to Camden."

As she began her sophomore year in college, Taylor made some new friends and things began to improve.

"I made friends who helped boost my self-esteem," says Taylor. " My second and third year in college were a lot better."

"As I grow older, I realize that you do not have to be a size two to be beautiful; everyone is beautiful for who they are as a person," says Taylor.

Taylor moved from being ashamed of her size to embracing it.

"Plus size women rock," says Taylor.

With her newly discovered confidence, Taylor decided to try pageants, which she did in 2019 with the Ms. Full-Figured South Carolina pageant.

"I loved the experience and wanted to continue my pageant journey," says Taylor. "I came across the "Plus America" pageant system and the Miss South Carolina Plus America pageant, and after doing some research, I decided to enter. I was crowned Miss Camden Plus America 2020."

Taylor competes in a virtual pageant for Miss South Carolina Plus in November.

While she is in a much better place mentally, she still sometimes suffers from depression and anxiety.

"So many people suffer from the same things I do," says Taylor. "I want to be vocal about some of the things I deal with, so maybe my experiences may help someone else."

Mental health is so important to Taylor, that she has selected Mental Health Awareness as her official platform as Miss Camden Plus.

"So many people deal with things alone because they feel like no one can relate to them, when its a whole world of people going through the same exact thing." says Taylor. "I want people to know it's okay to not be okay."

Phase One of Veterans Park Complete

A ribbon cutting ceremony for The Wateree River Veterans Park was held on Thursday, August 27.

Kershaw County Parks and Recreation recently completed Phase I of the park’s renovations to include a new concrete walking trail, floating kayak launch with vertical structural guides into the Wateree River, as well as a new entrance sign and landscaping.

The park reopened to the public on Friday, August 28th. Park Hours are 7:00AM until 8:00PM every day in the spring and summer seasons. As fall approaches, we will update the park’s hours to reflect daylight savings and notify the public.

After Camden Native Survives Car Accident, Family Encourages Use of Medical ID with #parkerspledge

On July 26th, Casey and Cindy Robinson got the phone call that no parent ever wants to receive. Their 23-year-old son Parker was in an accident while traveling home from celebrating a friend’s birthday in Atlanta.

Casey believes what happened next was not an accident.

“Ironically, or I believe, God’s plan, there was a nurse from Camden traveling home who witnessed the accident and stopped to render aid to Parker.

She had no idea who he was at that time but only knew that his first name was Parker,” says Casey. “Once she was back at home, she began to hear about Parker’s accident and eventually, we connected through social media. What a miracle!”

From the very beginning, folks from Kershaw County had a hand in Parker’s care and recovery.

Two of the doctors on Parker’s trauma team at Augusta University were family friends,” says Casey.

After being released from the hospital in Augusta, Parker headed back to Kershaw County to the newly opened Midlands Regional Rehabilitation hospital in Elgin. The facility is so new, that Parker was the first patient.

“The MRRH was amazing and we owe them so much for the tremendous progress that he made there during his short stay,” says Casey. “What a blessing to have a facility like this here locally!”

Cindy feels that the care offered at MRRH, combined with Parker’s determination created a recipe for success.

“Parker was very determined to make progress at Midlands Rehab,” says Cindy. “He entered there on an ambulance stretcher, and one of the directors told him he would walk out of there so that was his goal.”

After 10 days at MRRH, Parker walked out of the facility on his own steam. As he left, the intercoms at MRRH announced “Code Parker.”

The Code Parker is very cool,” says Parker. “I was the first patient and the first discharge at the facility. The night before discharge they asked me if they could use my name as a code for future discharges from the rehab facility. Of course, I said yes! It will be a great feeling to know that each time a Code Parker is announced, someone is healthy enough to be discharged home.”

Thankfully, Parker is now at home as he continues to recover. While Parker’s family is glad to have him home, as they look back over the past few months, there is one thing they wish they could change.

“We were not notified of Parker’s accident for over four hours,” says Casey.

“At 10:02 pm, Cindy received a call from Parker’s phone. It was a Georgia State Trooper stating that Parker had been in an accident and that we needed to get to Augusta as soon as possible.”

Since the accident occurred, Parker’s phone had been locked and therefore no one was able to notify his family. The trooper emphasized how important it was to have the medical id option activated on smartphones. This function allows emergency responders to reach next of kin in case of an emergency.

The trooper stayed with Parker in the ER for four hours, constantly asked Parker for his phone code. Finally, Parker yelled out four numbers and the trooper tried them on Parker’s phone, and it worked.

As the Robinson family reflected back on the events of July 26th, they decided to spread the word about the Medical ID function.

“I just imagined how frightened and alone Parker must have been in a strange place and in so much pain,” says Casey. “The thought of that pulled at my heart and I felt compelled to attempt to get as many people as possible to set up this feature.”

From this, #parkerspledge was born. Sheriff Lee Boan and the KCSO shared the info on the Medical ID function via Facebook, and local media also picked up the story.

“We have been contacted now by hundreds of people who accepted #parkerspledge and have activated the Medical ID feature,” says Casey. “It has really taken off, and we hope that everyone will take the time to set up this feature so if they ever become incapacitated during an emergency that they can have loved ones notified immediately.”

For iPhone users, the Medical ID function is built in, and instructions to activate it can be found online. For Android users, an app called “Medical ID (free) ICE Contacts” can be downloaded.

New Splash Pad Opens

Mayor Alfred Mae Drakeford and City of Camden Council as well as Chairman Julian Burns and Kershaw County Council are happy to announce the opening of the new splash pad at the Kershaw County Aquatic Center on Battleship Road.

KCSD Hiring Subs and Instructional Assistants

The Kershaw County School District (KCSD) is interested in hiring substitute teachers and instructional assistants for the 2020-21 school year.

Certified teachers can earn $95 per day when they serve as substitute teachers; non-certified teachers earn $80. Persons who substitute as instructional assistants are paid $67.50 per day.

CONSTRUCTION OF A MEDICAL OFFICE BUILDING EXPANSION IN LUGOFF, SC Sandhills Medical Foundation, Inc. invites bids from properly licensed, bonded, responsible and qualified Contractors for construction of a Medical Office Building Expansion in Lugoff, South Carolina. Bids for this work will be opened in the office of Sandhills Medical Foundation, Inc., 645 South 7th Street, McBee, SC 29101 on Thursday the 24th day of September, 2020, at 1:30 pm.

This Medical Office Building project consists of approximately 13,228 heated and cooled square feet, and includes sitework on approximately 2 acres with asphalt parking and concrete sidewalks. The building will be a sprinkled, single story structure, consisting of conventional wood framing with wood trusses and brick/block veneer. The building layout will primarily consist of exam rooms, offices, a community classroom, supporting areas, and a connector to the existing facility with central lobby. Work includes selective demolition and rework at the existing facility as necessary.

A mandatory pre-bid meeting will be held at the office of Sandhills Medical Foundation, Inc., 40 Baldwin Avenue, Lugoff, SC 29078 on Thursday, September 10, 2020 at 1:00 pm. The Architect for the project is Jeff Lewis, AIA, 561 Jacobs Mill Rd, Elgin, SC 29045. He is survived by his wife, Joan A. Sheheen and his daughters: Teresa Sheheen Ross (Fred), Rhonda Sheheen Hammond (Vernon), Donna Sheheen Watson (Mitchell), Rebecca Sheheen, Laura Sheheen Bradham, Brenda Sheheen Carmon, and Amanda K. Sheheen (Michael Sanford); twenty five grandchildren; thirty-three great-grandchildren; and brother, Bob Sheheen. He was predeceased by his mother, Lucile R. Sheheen and father, Austin M. Sheheen, Sr., and brothers Fred and Michael Sheheen.

He was the founding member of Sheheen, Hancock & Godwin, Certified Public Accountants. He served as Chairman of the Kershaw County Council from 1975 until 1990, President of the Camden Rotary Club, President of the Junior Chamber of Commerce, President of Senior Chamber of Commerce, President of SC Numismatic Association, served on the SC Association of CPA’s, American Institute of CPA’s Governing Council, SC Board of Accountancy, Corporate Board Member of Synovus (National Bank of South Carolina), President of World Society of Paper Money Collectors, Board Member of Central Carolina Community Foundation, Chairman of Historic Camden, Trustee of the University of South Carolina Development Foundation, Treasurer of American Numismatic Association, Brig.

Kershaw County Hires New Economic Development Director

Kershaw County has announced the hiring of Jeff Burgess as the County’s new Economic Development Director. A resident of Kershaw County, Burgess’ economic development background has been rooted in South Carolina since 1997 working for The South Carolina Department of Commerce.

“I am excited for Jeff to become a member of our team, and look forward to the directions that he will lead us in,” stated Vic Carpenter, Kershaw County Administrator. “His decades of South Carolina economic development experience, mixed with his personal knowledge of the individuals and companies that guide and influence the field in our state, are what Kershaw County needs at this point in time.

Burgess went on to become the Executive Director at Lee County Economic Development Alliance, Vice President of Business Development for Fitts and Goodwin, and Project Manager at Chester County Economic Development.

With a Bachelor of Arts and Masters of Public Administration from The University of South Carolina, Burgess is also a South Carolina Certified Economic Developer.

“I am excited about becoming a member of such an incredible team,” said Jeff Burgess. “Living in Kershaw County and seeing firsthand the dedication, hard work and commitment of the Kershaw County team and its leadership makes this an incredible opportunity. An opportunity, that I believe and know will be something special.”

With a start date of September 7th, Burgess will be responsible for recruiting and expanding industrial businesses in Kershaw County, provide workforce development opportunities, and enhance the County’s industrial product.
