The first order of business was the approval of the minutes from the Regular Meeting held on Tues day, July 12, 2022. A motion was made by Councilman Brad Hanley, second by Councilman Ed Smith, with a unanimous vote from Council. Councilwoman Dana Sloan recused herself.

In New Business, Chief Alan Anders praised his department for the manner in which they respond ed to a recent chemical leak at a local industrial site near our community. He informed Council that officers that were no on shift were calling in to assist in any way needed during the event and it was very much appreciated.

The monthly meeting of the Elgin Town Council took place on Tuesday, August 2, 2022, at 6:00pm with Mayor Melissa Emmons presiding. Present were Mayor Melissa Emmons, Councilman Ed Smith, Councilman Brad Hanley, Councilman Paul Rizzo, Councilwoman Dana Sloan, Town Attor ney, John Wells, and Interim Town Clerk, Becky Summey. The Invocation was given by Mayor Melissa Emmons and was followed by the Pledge of Allegiance, which was led by Councilman Brad Hanley.

In Old Business, Councilwoman Dana Sloan informed Council that the new Christmas Decorations had been picked up by Chief Anders and Sgt. Sinclair, saving the town an estimated $300.00 in ship ping costs.

An Executive Session was requested to discuss a Personnel Matter with the Elgin Police Department and a Personnel Matter with the Town of Elgin. Councilman Brad Hanley made the motion to enter an Executive Session at 6:29 PM, second by Councilwoman Dana Sloan, with a unanimous vote from Council. A motion to exit Executive Session was made by Councilman Ed Smith at 7:29 PM, second by Councilman Brad Hanley, with a unanimous vote from Council. Mayor Melissa Emmons informed everyone that no action was taken, therefore, no vote was necessary.

Tomorrow, Sept. 3rd, I will do my first “marathon walk” to raise awareness for a project that hits home. My husband's first cousin Russell Amerson, LEHS 1978, and his wife Jackie will host a fundraiser walk at 8am at Blaney Elementary and Stover Middle School in Elgin, to raise funds for research of the CTNNBI Syndrome, a rare genetic disorder that affects balance, speech, mobility, and cognitive function. Currently the only treatment is physical, occupational, and speech therapy. Their one-year-old granddaughter Savan nah was diagnosed with this several months ago. She will celebrate her first birthday with Mom Emily and Dad Cody (LEHS 2011) at this local event. Let’s welcome them home with a big turn out!

I spoke with LEHS art teacher, Jess King for an update for our readers about her family. Jess said, “The King Kidney Journey is now activated, and pre-op is behind Matt and Jessica. Please pray for all involved -the surgeons, the recipient of Jessica's kidney, Matt’s living donor, the families supporting them and the nurses," says Jess. "We will be on our way to Charleston Tues day, Sept. 6 eager to live life again and give life! You- our God, Lugoff, Elgin, Camden, New Mexico, Montana, Texas, Missouri, Ohio, Florida, our friends, family, colleagues everywhere worldwide. Thank you for your financial sup port, your spiritual covering, words of encouragement, future meals, dog sit ters, donated leave days, medical appointments, news articles, live interviews -thank you for loving us even if we don't know you.”

Some years when I talked friends Nancy and Glenn Smith into joining us, I would take us on an adventure to search for treasures at yard sales or vendor booths in this quaint mountain town. Some trips I packed a great novel and spent most of my time reading and soaking in the hotel’s hot tub. Nancy and I were delighted when we found a food vendor and purchased 23 of the larg est Amish doughnuts for $28.

The Hillsville's Gun and Knife show this year will be Sept. 2- 5. It has everything from new items to collectibles. If there is anything you can dream of owning, you can find it there, with over 2000 vendors selling “good stuff” from 7:00 AM to 6:00 PM Friday through Monday. I proudly purchased an old student desk, a Saltines tin container, crystal, a name brand watch that worked for less than a year, etc. Billy was careful with his purchases, and I remember he made a “good deal” on a hunter’s bow. Labor Day, if you take the leisurely mountain route Highway 52 back to Mount Airy, there will be miles and miles of yard sales.

Another fun event, the 50-mile yard sale called “The Big Grab” runs be tween Blythewood, Ridgeway, and Winnsboro Friday and Saturday Sept. 1011. Two local civic groups (The Wateree Chapter of the Colonial Dames and the Joseph Kershaw Chapter of the Daughters of the American Revolution) are trying to raise money at our booth in Ridgeway. Be sure to make a stop and see what we have to sell. I am currently going through my clutter to find “good stuff” to take to the flea market that Saturday morning.

This weekend is Labor Day weekend. Do you have plans? It's always fun to spend a day at the lake, go on a mini vaca tion, an out-of-town trip or maybe a staycation at home. For over 25 years, my husband's family enjoyed going to the world's largest flea market, a threehour drive-up Interstate 77 to the second exit in Virginia, Hillsville/ Fancy Gap. (Thanks Anna Semiklose, for that tip where I could find beautiful lace tablecloths so many years ago when I taught your daughter Brandi).

Labor Day weekend. The Gun and Knife show and yard sales began in the late 60’s when the local VFW needed a way to raise money to put a new roof on their building. This unique town-wide flea market project has brought in funds with its booth rentals and vendors.

The summer months sometimes offset the day-to-day routines. The start of the school year always made me aware that even though the season of fall begins Sept. 22nd, summer is officially over when the first school day on the calendar occurs. For Kershaw County students, that happened five weeks ago.

Elgin Police Department Incident Reports

Illegal Dumping: On 08/17/2022, at approximately 8:00 am I, Of ficer Handy, responded to 2530 Main St. (IGA) in reference to an Il legal Dumping complaint. Once on the scene, I was met at the rear of the store by the store deli Manager who stated that on 08/13/22 at ap proximately 1200 hours her Employee witnessed a male dumping trash from his truck into the IGA's dumpster located behind the business.

Possession of a Stolen Firearm/Speeding: I was running stationary radar on White Pond Road in the Town Limits of Elgin when I noticed a vehicle approaching me at a high rate of speed. My radar indicated the vehicle was running 50/35 MPH zone. I made a traffic stop on the vehi cle and spoke with the Driver. While speaking with Driver, I could smell the strong odor of marijuana coming from the car. I asked Driver and his Passenger for their driver's license and ran them through dispatch. Pas senger advised me he had two hand guns in the center console and a shot gun in the back floor board. After getting the two out and patting them down I began searching the vehicle. I found no illegal narcotics in the car,I got the guns out and ran them through dispatch. Dispatch stated the Sig Sauer P365 9mm I ran was stolen out of Calhoun County. Cal houn County then confirmed the gun was stolen through NCIC. At this time I placed Passenger under arrest, handcuffing him behind his back and double locking the cuffs. I then sat him in my patrol car. Passenger advised me he wanted me to release the remaining two guns to Driver and I did. At this time I transported Passenger to KCDC and when we arrived at KCDC custody of Passenger was turned over to the jail staff.

Employee stated that when he told the male that he could not dump his items into the store dumpster, the male continued to do so. Once he re fused, Employee took photo's of him throwing items from his truck into the dumpsters, as well as a photo of his vehicle and vehicle SC tag. Sgt. Sinclair ran that tag through DMV and it came back registered to Sub ject at a Lugoff address. I contacted Subject by phone and he did admit that on 08/13/2022 he did discard his personal items into the dumpster located behind the IGA. Subject was issued a UTT citation for Illegal Dumping (SC sect. code 16-11-700).

Assisting Another Agency: On 8/19/2022, KCSO Deputy Chapman was dispatched to the area of Blaney Rd. near Pierce Ln. in reference to a subject laying on the ground on the side of the road. One caller ad vised the unknown male appeared to be intoxicated. Upon our arrival we located the subject who was identified to be Subject. Deputy Chapman tried to talk to Subject who was very unsteady on his feet, had slurred speech, and a very strong odor of alcohol about his person. Subject also had two empty liquor bottles at his feet. Deputy Chapman tried to get Subject to call for a ride and he refused. At that point, Chapman made the decision to place Subject under arrest for public disorderly conduct. When Deputy Chapman went to apply handcuffs, Subject stated he did not want to be handcuffed. Before Subject could possibly resist, I assisted Chapman in applying the handcuffs. There was no resistance from Subject.

Vehicle Accident: On 08-16-2022, R/O was dispatched to Bowen St. at Watson about a vehicle that ran off the road and into the woods. R/O made contact with the Driver who stated she was talking on her phone with her husband and dropped the phone and when she went to pick it up she ran off the road. Driver asked for the closest wrecker, and Officer had Elite Towing pull the vehicle out the woods. Driver got a ride home from her girlfriend. R/O saw no other damage to the area. Report was taken and the vehicle was towed by Elite Towing at owners request.

Assisting Other Agency: On 08-19-2022, R/O was flagged down at Elgin Town Hall by Complainant about her boyfriend Subject having punched her in the face. Complainant stated it happened at Smyrna Road and Wildwood Road. R/O notified KCSO to respond to Elgin Town Hall. Just before KCSO arrived, Subject came walking up and R/O talked with him until KCSO arrived. Subject was placed under ar rest by KCSO and taken to jail. R/O cleared the scene.

Junior Leadership of KC Kicks Off '22-'23

Junior Leadership Kershaw County is a high school student leadership development program sponsored by the Kershaw County School District, Camden Military Academy and the Kershaw County Chamber of Commerce. It is open to juniors and seniors at Camden, Lugoff-Elgin and North Central high schools who submit an application. Participants are selected by their school. Meetings are held monthly.

Faith Community Church’s Fall Ba zaar will be held on Saturday, October 1st, from 8am until 2pm, at El-Bethel Faith Community Church, 905 Longtown Rd., Lugoff.

In the past three years, the foundation has distributed more than $450,000 to organizations in Ker shaw County. Some past recipients have included The Community Medical Clinic of Kershaw County, Food for the Soul, Alpha Center, Camden Fire, Lugoff Fire, United Way, Christian Community Min istries, Karesh Long Term Care, and the Boys & Girls Club of Kershaw County.

The ceremony will start at 4pm on Sept. 11th. If weather permits, the event will be outside the VFW. Please bring a chair with you. The VFW will have snack foods after the event and the can teen will be open to everyone that comes.

Health Foundation Now Accepting Requests for Grants

The school board passed the Open Community Use of School Recreational Areas policy on August 16. Open recreational areas are defined as “playgrounds at our elementary schools and parking lots for walking.”KCSD will post signage at the open community use sites that will include district rules and safety regulations for usage of the recreational areas. Children under the age of fourteen must be accompanied by an adult while at the recreational sites.

The Health Foundation of Kershaw County (HFKC) will begin accepting applications for grants beginning Sept. 1st. The application process will close on Sept. 30th. Selected grants will be awarded to 501 (c) (3) organizations, which demonstrate a positive impact on the overall health and safety of Kershaw County residents. Grants will be awarded in December.

There was a time when we had several qualified candidates applying for one open position. Now we often have multiple open positions for each qualified candidate. This has become a trend with law enforcement agencies nation wide.

Secretary of State honors several charitable organizations as “Angels.” The Secretary of State considers organizations which use at least 80 percent of their contributions for charitable services, have been in exis tence for three years or more, make good use of volunteer assistance, and do not rely heavily on government grants or grants from other organizations.

Letters of nomination for the 2022 Angels may be sent to the Secretary of State’s Office, Division of Public Charities, 1205 Pendleton Street, Suite 525, Columbia, SC 29201. Nominations may be also sent by email to charities@ sos.sc.gov. Letters of nomination should include the name of the charitable organization, the organization’s location and/or contact information, and the reasons why the organization should be honored as an Angel. The Secretary of State’s Office will accept nominations through September 30, 2022.
