Summertime - and this year it is boisterous, all-out, and celebratory.

Kershaw County is back (!), no longer locked-down, embattled as it was a year ago. With vaccinations still on-going and businesses recovering, we can see things very differently now; and how we see things determines what we do about them. Yes, the Virus still makes its way through the unvaccinated: but, it is hot, wonderful in and on the water, and the fish are biting; Vacation Bible Schools and churches are full blown; families are at the Wateree, the Ocean, the old homestead, and the mountains; and we come to the start of a new school year. Class of 2022: Go Demons, Go Bulldogs, Go Knights, Go Spartans! There is a buzz in the County that bespeaks real progress and enduring, sustainable change.

We return to our winning ways -- changed by COVID, but resolute. That is the reason for the renewal of Vision Kershaw2030, which is our County road map we agreed six years ago, and has been our guide through crisis and calm. When COVID was tamping down businesses, churches and whole families, with that Vision we recalled the great advice of the poet Ralph Waldo Emerson, “When it is dark enough you can see the stars.” The “stars” were always there, but the Pandemic hid them: here is what we can see now, as we re-imagine our County Vision to build a great place for our kids and their kids, too.

• NEW JOBS. Business revives as we add some 500 jobs this year. Moreover, the past five months have seen both new and expanded major enterprises amounting to the greatest investment by business in this County in over 50 years….in fact, since the 1960s, when DuPont was in its prime. Visit Elgin Urgent Care, Earnest Care on Whiting Way, Denkai, GE, or Governors Hill to see where Prestage Farms will install a new plant for 300 employees. Good things are coming – from companies from the Far East, Japan, Germany, India, Canada, and from right here in the USA. • TRAINED WORK FORCE. Let’s fill those job openings! The County and the State have invested in training in the new Woolard Tech Center (WTC) and in the Central Technical College (CCTC) in Camden right next door. Need training or placement….? The opportunities are endless now, to include FREE two year college.

• RENEWED EDUCATION EMPHASIS. COVID took a bite out of education for our work force, as well as our kids. Our great School Board at KCSD has been the most proactive of any in the State; and, where there were challenges, they stepped up. Our leadership has deliberately addressed where any child, or adults seeking work, may have fallen off pace with their peers. It speaks to the professionalism of the teachers and staff that every need is being addressed.

• HEALTH CARE. Hard indeed to imagine Kershaw County with anything other than first-class health care. MUSC, the Medical University of SC, announced they will buy Kershaw Health. And meanwhile, County Council has appointed a new Health District Board to oversee the sale, PLUS ground-breaking of a new Karesh facility at Beechwood. And we remain focused on the underserved with food programs provided by our wonderful Churches, Food for the Soul, United Way and healthcare at the Community Medical Clinic.

• NEW COUNTY INITIATIVES. The 2020 Census is complete…and there is no doubt we have a growing population. Demographics…that is, who we are, where we are and in what numbers… are important to anticipate, and be understood. It will impose demands in multiple ways. In roads, for sure!

Also, County has adjusted funds as to reduce debt and redirect resources -- to the EMS Ambulance team and Public Works for example. And, we have heard you! -- we will address population and business growth by improving the Volunteer and full-time Fire Services with adjustments in fees. Everyone must be secure in their homes, businesses and vehicles, so that “everyone goes home.” Our State Delegation must help us, but there is a clear path ahead to the General Assembly in January 22.

Yes, more to do. We are County on the move. We could not be beat down in COVID, and now unleashed and confident, we are and will remain #KCStrong.

Cub Scout Pack 303 will hold an Open House Game Night for current cub scouts as well as for parents and children interested in joining cub scouts for the 2021-2022 scouting year. There will be opportunities for parents to learn about scouting as well as fun activities for the kids! The event will be held on Monday, August 10, 6:30 pm -7:30 pm at the Scout Hut on the campus of Lyttleton Street United Methodist Church located at 1206 Lyttleton Street, Camden.

Cub Scouts meet in Dens of the same age and

grade to participate in outdoor activities such as hiking, camping, and learning cooperation through age-appropriate adventures. Cub Scouts in each grade complete requirements to earn their annual rank patch: Lions for kindergarteners; Tigers for first graders; Wolves for second graders; Bears for third graders; Webelos for fourth graders; and Arrow of Light scouts for fifth graders.

Cub Scouting is a year-round, family-centered activity for boys and girls entering kindergarten through fifth grade, with the new scouting year beginning each fall.

Demon Fest Kicks Off 50th Celebration By: Liz Simon Staff Writer

It's going to be a celebration kickoff ! Everyone in the Lugoff-Elgin community is invited this Friday, August 6 from 6 to 9 at the Lugoff-Elgin High School Stadium. When was the last time you were able to be out and about and enjoy yourself for only $1 admission?

LEHS is celebrating its 50th milestone year with food, fellowship, family fun, fireworks, entertainment and some special surprises for everyone. There will be concessions, face painting, inflatables, corn hole tournaments, Spirit wear, vendors, and the opportunity to meet and greet old friends. It is a back-toschool bash like no other. It is the perfect way to closeout summer vacation on this tax-free holiday weekend.

I have had a stay-at-home summer with a broken right foot for six weeks.

(Yes, I am a hardheaded accident-prone person, and I stood in a chair to move a book on a shelf. I came tumbling down along with my pride.) Last week, I had cataract surgery on my right eye as my eyesight has caused my world to be blurry. No get away vacations for my family! However, I have managed to find some positives this summer.

Since late May, I have been involved with the committee to plan, recognize and highlight the 50-year history of the high school and community.

Committee members include Principal Corey Wright, Kelly Bowers, Athletic Director Matt Campbell, Jessica King, Kelly Little, Terri McManus, Glenn Price Jenny Proctor, and Kayla Shoemake. Representing The Elgin News are Cate Lynch Golf and myself.

Everyone who knows teachers know how they love to plan. I am in awe and in admiration of the dedication of this talented group. They have met for countless hours over the summer weeks and spent time emailing, calling, texting, and zooming in on a meeting if a member was out of town. If our

readers have any suggestions or would like to make contributions, please contact The Elgin News or join the newly created Lugoff- Elgin High School Alumni Association’s Facebook page. (Don’t forget the hyphen) This is one way faculty, alumni, and community supporters can connect.

Demon Fest is the first of a series of events planned for this year to honor the Legacy of Excellence of Lugoff-Elgin High School.

Come out and meet the 2021 Demon football team, cheerleaders, their coaches, and the Marching Pride. Former players, cheerleaders, and band members will also be invited to come onto the field. This will be an opportunity to share memories of the past and hopes for the future.

One memory I would like to share is the story of the student who wrote the legendary LE fight song, played at every game and pep rally. I recently had the opportunity to interview Patricia Toole Jusino, a retired teacher and administrator, who now lives in Columbia and works for the State Department of Education.

In 1973, junior clarinet player Tricia Toole sat in band class along with other friends playing music to various college fight songs. Band director Bill Sarratt had suggested that the band members find a celebratory song that could be played to motivate the newly formed student body and the athletic teams. The horn section of the band especially the trombones excitedly voiced support for our current tune.

That afternoon, Tricia went home and penned the words to “We are LE Demons”. The next morning Tricia shared the lyrics with Mr. Sarratt, and as they say, “The rest is a part of LE history.” The cheerleaders, the band, and the student body feel the school spirit in the air every time the current drum major of the Marching Pride waves his or her baton to alert the band to play this beloved song.

“We’re LE Demons and we're proud of that old Red and Blue. We’re rough and tough, and fight with might in everything we do. With loyal hearts, we do our best to keep our banner high, and always raise this song of praise to Lugoff Elgin High!”

I plan to be at Demon Fest to share with my grandson Hampton our family’s love of all things LE, and I hope to see you there!

Camden Junior Welfare League Scholarships

The Camden Junior Welfare League awarded five Kershaw County graduates with scholarship earlier this summer. Each of these students demonstrated a commitment to pursuing education and a career that involves helping people, such as nursing or education.

“In this particular time, our students need all the help they can get to move forward and pursue meaningful careers,” said current president Kat Spadacenta. “We are always happy to support our Kershaw County graduates. It is one of our core values to help improve the lives of our youth, so that they may build a better future for themselves, their families, and our community as a whole.”

Carrie Copley is a graduate of Camden High School and will attend Central Carolina Technical College to pursue early childhood education.

Carrie has been active in the Camden High Marching Band, Bulldog Buddies, Relay for Life Club, and has participated in her church children’s program. Her dream is to help her future young students reach for the stars.

Lucas Horton also recently graduated from Camden High School and will major in special education at Coastal Carolina University. Lucas was a member of a variety of school organizations, such as Student Council, Beta Club, National Honor Society, Bulldog Buddies, as well as his church youth program. He plans to become a special education instructor and bring awareness to the struggles special education students face.

Katlyn Lyles is a recent graduate of North Central High School and will major in nursing at University of South Carolina Aiken. Katlyn most recently served as her Senior Class President while participating in sports and other student organizations such as Beta Club, Key Club and National Honor Society. Katlyn plans to become a registered nurse and return to

work at Kershaw Health.

Stephanie Martinez also graduated from North Central High School and will also pursue a nursing degree at University of South Carolina, Aiken Campus. She has volunteered her time with her church and in the community, while also participating in Beta Club, National Technical Honors Society, Key Club and Relay for Life, among other school clubs. Stephanie plans to serve as a bilingual emergency room nurse, helping to get patients the correct treatment and put their minds at ease.

Ashanti Shepard is a graduate of Lugoff-Elgin High School and will study nursing while at the University of South Carolina. Ashanti was a member of Beta Club a multiple honors societies, while also helping lead the varsity cheer team and volunteer in the community. She plans to become a pediatric nurse at a local doctor’s office or at the Prisma Health Children’s Hospital.

The Camden Junior Welfare League wishes all Kershaw County graduates luck in their endeavors this fall.

In addition to scholarships helping Kershaw County students offset the cost of college tuition, the League has awarded approximately $15,000 in grants to individual educators and nonprofits serving the youth of Kershaw County during its past fiscal year, despite cancelled events and limited fundraising activities due to the COVID-19 pandemic.

Of course you have, we all have. Now you can! We are now allowing you to have someone arrested for a $25 donation to the EPD Toy Roundup.

“Arrest For Roundup” is a fund raiser where you can donate $25 and have a coworker, friend, family member, ect. that is located in the Elgin area arrested. We will have an Officer come to their location, place them in

Elgin PD Incident Reports

Trespass Issued / Civil Dispute: On July 26th, Chief Anders contacted Officer in reference to a civil dispute that was currently ongoing at the Elgin community garden. Officer arrived on scene and made contact with complainant who stated that a male who resides at a residence adjacent from the park approached him and started yelling at him while he was cutting the grass at the garden. Complainant stated that the male came at him aggressively using multiple curse words.

Complainant stated that he took great offense to this as his wife was also on scene assisting with the upkeep of the property. Complainant stated he asked the gentleman to calm his reaction and asked him to address him with respect. Complainant stated that the male continued to be aggressive verbally although did not threaten violence.

Complainant pointed the residence out to Officer as the residence the male came from. Officer recognized the residence as belonging to Subject.

Chief Anders was informed of the situation and advised Officer to make contact with Subject and issue him a trespass notice for the property of the garden due to multiple problems at the location in the past involving Subject. Officer responded to Subject's residence and observed both of his vehicles in the driveway. Officer rang the doorbell to the residence multiple times and also walked the exterior of the residence in an attempt to locate Subject. Subject was unable to be located and did refuse to come to the door. Officer will continue to attempt to locate Subject to issue him a trespass notice for the property of the garden.

Trespass of Real Property (After Notice): On 07/27/2021, around 1133am, the Complainant came into EPD, she was very upset and crying.

Stating that her grandson, Subject was at her residence on Cherry Lane with a large dagger. Also that she had signed mental health pick-up papers on Friday with KCSO and that they had not yet been served. EPD issued Subject a trespass notice for that residence on 07/05/2019. I, Chief Anders along with Ptl. Collins arrived. Officer spotted Subject in the driveway (unarmed), I placed him under arrest for trespass after notice. Ptl. Collins transported him to KCDC, KCSO was notified in August 6, 2021

reference to the pick-up papers.

Larceny: On 07-28-2021 Ronnie Kenneth Complainant came to Town Hall to report that someone driving a white Toyota Tacoma pumped his gas and drove off without paying for it. Complainant stated that he went into Circle K and payed $20 for his gas on pump #3 when he got out to the pump he realized he was on pump #4 and a white Tacoma was pumping his gas that he payed for in that vehicle. Complainant told the Hispanic male that was his gas and he needed to go in and pay for his. Complainant stated the male said he would and got in his truck and drove off. Complainant thought he was just moving he truck to the store parking space but he left. Complainant got his SC tag # and gave it to the Officer whoran the SC tag though DMV and it came back to Subject. Officer showed Complainant a picture of Subject from DMV and he positively ID'd him.

R/O will follow up on the case on 07-29-2021.

Information Only: On the above listed date and time RO was dispatched to the incident location and in reference to questions concerning a vehicle that had been left on private property. RO spoke with complainant Donna Complainant who stated that her son, Subject, had requested to leave his Isuzu SUV on the property of the business for a short period of time until he could afford to have it worked on. Complainant agreed and the vehicle was allowed to stay on the property. Complainant stated that this agreement was made a few months ago and in the time since, she has been unable to make contact with Subject and he has not returned to the residence. Complainant stated that Subject is a heavy drug user and often goes on binges where he gets high often and disappears for weeks at a time. Complainant stated that she grew extremely concerned about vehicle in her yard when a few days prior, she observed a white in color Ford Crown Victoria that appeared to be an old police cruiser, come into the driveway, circle around briefly, and leave. Complainant stated that a few moments later the same vehicle returned to the property however instead of leaving, the vehicle drove over to the Isuzu and three white males got out. Complainant stated that they began look-

ing intently within the vehicle as well as underneath the vehicle. Complainant stated that she did not recognize any of the individuals and did fear for her safety at the time. Complainant stated that she quickly got into her car and left the property while they were still there. The vehicle is located approximately 75 yards from the residence. It is also important to note that the residence is not visible from the roadway and it has an exceptionally long dirt driveway. It is not likely for someone to mistake this address for another. RO looked inside the vehicle for evidence on damage. RO observed that the steering wheel had been disassembled and that the ignition had been torn apart. It appeared that the individuals may have attempted to steal the vehicle. Complainant stated to RO that she believed that these individuals were involved with Subject and in turn were involved with narcotics. Complainant stated that she wished to have the vehicle removed from the property in order to thwart criminals from continuing to come to the residence. She requested RO call for a tow so Elite towing was dispatch and did recover the vehicle.

Stover Boot Camp Welcomes Rising 6th Graders

July 12th-15th Stover welcomed the new 6th graders for 4 days of fun filled introduction to middle school. Over 80 students participated in STEM activities, Geography fun, Math lessons, library/book exploration, school tours with Guidance, and created pieces of artwork during the week.

James Recognized, Morgan Sworn In

At the August Council Meeting, Judge Michelle James was recognized and honored for her six years of service to the Elgin Community in the Municipal Court. Judge David Reuwer presented Judge James with a plaque to show appreciation for her outstanding service. She will be missed tremendously and we wish her well in her future endeavors.

We also welcomed Tommy Morgan as our new Municipal Judge. The Oath of Office was administered by Judge Alan Trapp. We are very thankful to have Judge Morgan join our staff. In addition to Judge Trapp, Judge Morgan was joined by his family and Judge James Davis for this special event.

KC Young Professionals Announces Event

The newly revived Kershaw County Young Professionals group., sponsored by BlueCross Blue Shield of South Carolina, is hosting a networking event on Thursday, August 26th, from 5:30 - 7 pm.

The event is free to attend. Parking can be accessed on three sides of the building.

This group is for individuals 21 - 45 years old who are interested in connecting with other professionals in Kershaw County. The group will host networking, education and leadership events throughout the year.

Reassessment Notice Appeal Deadline Set For September 15

Kershaw County property owners have until September 15th to appeal the valuation of their reassessed property value should they feel it is inaccurate. After September 15th, valuations will be fixed and cannot be changed.

To do so, property owners can fill out an appeal form online and mail it in or apply in person at The Kershaw County Assessor’s Office located at 515 Walnut Street in Camden Monday through Friday from 8:30AM until 5:00PM. REASSESSMENT BACKGROUND Kershaw County reassessment notices were mailed to all property owners beginning Thursday, June 17th. If you have not received your reassessment notice, please contact The Kershaw County Assessor’s Office immediately at 803.425.1523.

by The South Carolina General Assembly and is required to occur every five (5) years by law.

National Night Out 2021

We had our 2021 Kershaw County National Night Out on August 3rd.

With poor weather forecasts and multiple back to school events, our guest counts were noticeably lower this year. That didn’t stop everyone there from having a great time.
