It’s that time of year again, our kids are starting a new school year. And with school starting back up, we at the Elgin Police Dept. would like to ask that everyone please drive more cautiously. Everyone dislikes congested school traffic. It impacts us all, it can cause accidents, delays and dangerous road rage. During these times it may help to leave a little earlier or find alternate routes to work. I can’t count how many calls we have received over the years for bad driving or vehicle accidents. Law Enforcement will be enforcing laws and will have extra Officers out during the school commutes.
So please be careful and please be patient with the School Resource Officers that are directing traffic. Also - please report any issues that you may witness to local Law Enforcement. Please call our Dispatch at 803-424-4000, try to get a good vehicle description and possible tag number. We will follow up and hold those accountable. Thank you.

Assisting Another Agency: On 7/24/2022 KCSO Deputies were dispatched to Saughtree Ln. in reference to a active break-in. The caller advised dispatch that a female came in through a window, and the home owner and the female were arguing. All deputies were in Lugoff at the time and Sgt. Hewitt requested assistance from Elgin PD. Once I arrived on scene, Officer found the Victim and the female Suspect, in the foyer struggling with each other and Victim had Suspect in a head lock. I then found out that Suspect was 14-years-old. I advised Victim to release Suspect and she did. I then escorted Suspect outside and secured her in my vehicle. A short time later KCSO Deputies arrived. I explained to Sgt. Hewitt what was going on. I then turned Suspect over to Deputies and cleared. Assisting Another Agency: On 7/23/2022 Officer was dispatched to Strawberry Field Lane, in the Town Limits of Elgin, in reference to a medical call. Dispatch advised a 58-year-old female had fallen and according to the complainant had been down for a couple hours. Upon my arrival, I met with the Complainant who stated she found her sister Subject on the bedroom floor face down but breathing. Complainant took me to Subject, who by that time was sitting up crying in pain. Complainant stated that Subject has several health problems including a history of stroke and diabetes. EMS arrived and transported the patient. Subject was transported to MUSC Kershaw Health. SPMJ/DUS 2nd/Speeding: On 07-23-2022, R/O observed a 2010 Volkswagon with SC tag traveling on Smyrna Road in the Town Limits of Elgin. The vehicle was traveling at what appeared to be over the posted speed limit of 35 MPH. R/O confirmed the vehicle speed on my Stalker Dual radar, which is certified, was traveling at 50 MPH. R/O lawfully stopped the vehicle and made contact with the driver, Subject, who said he did not have his SCDL on him. R/O ran his name and DOB through dispatch and confirmed he was suspended, DUS 2nd not for DUI. R/O could smell a heavy odor of Marijuana coming from inside the vehicle. Subject told R/O he had a small bag of marijuana in his bag. R/O got Subject out of the vehicle and found two plastic baggies containing what Officer believes to be marijuana, in a personal bag on the center console (field weight 12.0 grams). R/O gave Subject three UTT's for Speeding 50/35, DUS 2nd not for DUI, and one for SPMJ. Subject was placed under arrest and was taken to KCDC. The vehicle was turned over to a licensed driver. The drug evidence was placed in drug drop box at Elgin PD. Assisting Other Agency: On 7/23/2022 Officer was dispatched to Bojangles to assist Kershaw EMS. Dispatch advised an employee had gotten over heated and needed medical care. Officer arrived at the same time as EMS and they began treating the patient. Once the patient was stable, she was transported to MUSC Kershaw Health.

Price Awarded Order of the Palmetto
Glenn C. Price, recently retired Lugoff-Elgin High School Director of Bands, has been awarded the Order of the Palmetto. The Order of the Palmetto is South Carolina’s highest civilian honor presented in recognition of a lifetime of extraordinary achievement, service and contributions on a national or statewide scale. The award was formally presented during a special ceremony on Saturday, July 23, at 3 p.m. in the Lugoff-Elgin High School auditorium. A native of Camden and Camden High School graduate, Price retired this year after 48 years of teaching, serving 47 of these years in Kershaw County School District. After earning a music education degree at East Carolina University, Price taught for one year in North Carolina before returning to Kershaw County to teach at LugoffElgin Middle School. In 1975, he moved to Lugoff- Elgin High School as the Director of Bands where he has led student musicians since. During his tenure at Lugoff-Elgin, Price’s students were always very competitive in marching band events, receiving many recognitions including being consistent winners of the Outstanding Performance Award. In 1981, the Lugoff-Elgin band won the AA State Marching Band Championship. While Price’s influence was certainly felt locally by his band students and coworkers, he was also very active in the South Carolina Band Directors
Association (SCBDA), where he mentored fellow band directors. In 2005, Price was inducted into the SCBDA Hall of Fame. His statewide leadership positions over the years have included serving as the SCBDA President (1997-1999), marching band committee chair, adjudication committee chair and more. Price often brought SCBDA events to Kershaw County, hosting State Marching Championships, concert festivals and Region Band clinics over the years. Price is also a past president of the S.C. Music Educators Association (SCMEA) and was inducted into their Hall of Fame in 2017. Price’s nomination for this prestigious award included letters of recommendation from Senator Thomas McElveen, President of the South Carolina Music Educators Association Joe Gulledge, Colleton County Schools Band Director Cathy Meshach, Retired Band Director Nancy Neal, Kershaw County School District Coordinator of the Arts Regina McDonald, Kershaw County School District Director of Secondary Education Dr. Worth Thomasson, Laurie Slade Funderburk and C. Phillip McIntyre. “As Mr. Price retires after 48 years of teaching, his passion and love of music will continue to burn brightly through all of the lives he has touched over the years. There is no doubt that his students will carry him in their hearts for many years to come,” says Cathy Meshach.

KCSD Names New CFO
The KCSD Board recently approved the hiring of Brad Willard, as the district’s new chief financial officer, effective October 1, 2022. Willard is currently the chief financial officer for Chesterfield County School District. “We are fortunate to add Mr. Willard to our KCSD leadership team. His knowledge of K-12 finance and policy will be a tremendous asset to the district,” says KCSD Superintendent Harrison Goodwin. A finance professional for 25 years, Willard joined Chesterfield County School District in 2011 as the district’s chief financial officer, where he supervises and directs all financial operations of the district. In 2014 he attained the School Business Official certification, recognized by South Carolina Association of School Business Officials Brad Willard (SCASBO) and the State of South Carolina. He has served on the SCASBO board for seven years, including serving as president for the 2020-2021 school year. “It is an honor to be selected for this role. KCSD provides innovative educational opportunities, and has impressive facilities and extracurricular programs. I look forward to joining the team as we support the district's mission and pursuit of future success,” says Willard.

KC Clean Community Commission
The Kershaw County Clean Community Commission recently held a tarp giveaway at Kershaw County Convenience Centers and gave over 480 tarps to citizens. The tarps were provided by Palmetto Pride. Because of the huge success, the organization will hold another tarp event on October 22nd and will also hold their Annual Fall Litter Pick-Up Event on Saturday, November 5th. Also, McDonald's of Camden was the latest recipient of The Beautiful Business Award by The Kershaw County Clean Community Commission. 9/11 Walk To Remember Scheduled
Firefighters from Lugoff and Camden Fire Departments, along with other first responders from across Kershaw County, have announced that the 3rd Annual Walk of Remembrance will take place on Saturday, September 10, 2022. This annual walk, beginning this year at Lugoff Fire Department and ending at Camden Fire Department Station I, honors the fallen first responders of the terror attacks on September 11, 2001. The walk will begin at 9:00 am Saturday, September 10th at the Lugoff Fire Station and continue for approximately five miles along U.S. Highway 1 into downtown Camden, ending at the Camden Fire Station I at City Hall. Two shuttles will be available at 8:00 and 8:30 am to take walkers who park at Camden Fire Station I to the start of the walk at Lugoff Fire Station. An additional shuttle will take walkers who park at Lugoff Fire Station back after completing the Walk of Remembrance. The public is invited to join first responders in this year’s walk and are asked to register in advance at bit.ly/911walk. T-shirts are available for purchase and will be available for pick up from 2:00 – 8:00 pm on Friday, September 9th at Camden Fire Station I. Additional t-shirts will be available for $20 each at Lugoff Fire Station the morning of the walk. Local businesses and community partners are invited to participate as sponsors. Donations will go towards bottled water and refreshments for walk participants. Additional proceeds will be donated directly to the Tunnel to Towers Foundation, providing mortgage-free homes to Gold Star and fallen first responder families with young children, building custom-designed smart homes for catastrophically injured veterans and first responders, and eradicating veteran homelessness as well as aiding the victims of major U.S. disasters. Kershaw County School Year 2022-2023 Kicks Off Everyone else seems to be posting photos of their first day back to school. Well… we didn’t want to end the week and leave your KCSO School Resource Officers (SROs) out. Your SROs are just as happy to be back in school as our children are. They were very busy training and getting prepared for school over the summer. All of your SROs are in our schools because they are the best fit to do the job. The National Association of School Resource Officers defines an SRO as "a carefully selected, specifically trained, and properly equipped full-time law enforcement officer with sworn law enforcement authority, trained in school-based law enforcement and crisis response, assigned by the employing law enforcement agency to work in the school using community-oriented policing concepts." KC SCHOOL RESOURCE OFFICER PROGRAM: The School Resource Officer (SRO) program is the next step in Community Oriented Policing (COP). The SRO is an asset used by the community and the school in an attempt to address situations in the lives of students in a forum other than the judicial system. The School Resource Officer program (SRO) is a nationally accepted program involving the placement of a law enforcement officer within the educational environment. The officer, while in the school, is involved in a variety of functions aimed at prevention. In addition to being an active high profile law enforcement officer, the SRO is a resource for students, parents, teachers and administration regarding law issues, crime prevention, public safety, and security concerns. Another duty for the SRO is being a link to other service agencies, which provide preventive and counseling services within the school district. The SRO will work in concert with school administrators and teach-

ers to help provide a safe learning environment. Working hand and hand with the Principal in each school, the SRO assists with finding solutions to problems affecting school age children. The SRO program is a proactive approach to deal with the pressures today’s young people find themselves having to confront. This includes the use of alcohol, drugs and tobacco, along with peer pressure and gang activity. These situations are not confined in the schools, but are within our community as well. The approach of addressing a student’s issues both in the school, and in the community, will increase the effect we have with our students. SROs should take a vested interest in the welfare and success of the individuals in which they come in contact. The Kershaw County School District, and the Kershaw County Sheriff ’s Office, are working together to confront problems our students are currently facing. By addressing these issues together and proactively we become increasingly effective in finding solutions. Although most statistics are nationwide, we can see the trend. An SRO, if utilized correctly, should be the first line of defense against gangs, drugs, alcohol, and school violence. The Supreme Court recognized the effects that gangs and drugs have in our schools and have ruled that “gangs and drugs” are inherently dangerous. They have also stated that every student in the United States has the right to feel safe while attending school. Through prevention programs, it is hoped that in Kershaw County, we can reverse the trends that are hurting our youth and education. The school system and the sheriff ’s office understand and believe that we hold the future of youth in our hands. THE EXAMPLE I SET HAS AN IMPACT ON OTHERS
CJWL Announces 2022 Scholarships
The Camden Junior Welfare League awarded seven Kershaw County School District graduates with scholarships earlier this summer. Each of these students demonstrated a commitment to pursuing education and a career that involves helping people, such as medical degrees and education. “We couldn’t be more honored to assist these young individuals in pursuing their college education,” said CJWL President Hannah Rushmiller. “The Camden Junior Welfare League puts in so much work and it is such a privilege to see our efforts come to fruition and be a help to our Kershaw County youth. We would like to acknowledge and thank our community partners Canfor Southern Pine, Camden Jaycees, and Mighty Wash Auto Spa, who all donated in order to make it possible for us to grant these scholarships. We look forward to the upcoming year and helping graduates reach their goals toward careers that will continue to give back in return.” The 2022 CJWL scholarship recipients are: Mary Christofaro is a graduate from Lugoff-Elgin High School and will be attending Newberry College where she will major in Health Science to pursue a career in Speech Pathology. Grace Gunter is another graduate of Lugoff-Elgin High School and will be attending Clemson University through its Bridge Program, in order to pursue a career as a Physical Therapist. August 5, 2022
Caitlyn Pandolph is a graduate of Camden High School and will be attending Tri-County Technical College to study Agriculture Education. Mckenna Phillips is a graduate of Lugoff-Elgin High School and will be attending Erskine College to pursue a career in Nursing/Health Science. Abigail Seay is a graduate of Lugoff-Elgin High School and will attend Winthrop University to pursue a degree in Physical Education. Aaliyah Tucker is a graduate of Camden High School and will be majoring in Biology and Psychology to pursue a career as a surgeon. Asher Warner is a graduate of Lugoff-Elgin High School and will attend North Greenville University and will study Pre-Medicine (Biology). The Camden Junior Welfare League wishes all 2022 Kershaw County graduates luck and success in their endeavors this fall and beyond. In addition to scholarships helping Kershaw County students offset the cost of college tuition, the League has awarded numerous grants to individual educators and nonprofits serving the youth of Kershaw County during its past fiscal year.
