The regular monthly meeting of the Elgin Town Council was held on Tuesday, May 3, 2022, at 6:00 pm at the Elgin Town Hall. All members of Council were present. The Invocation was given by Mayor Emmons and was followed by the Pledge of Allegiance, which was led by Councilman Brad Hanley. The first order of business was the approval of the minutes from the Regular Meeting held on Tuesday, April 5, 2022 and a Special Business Meeting held on Tuesday, April 26, 2022. Motion was made by Councilman Brad Hanley, 2nd by Councilman Ed Smith, with a unanimous vote from Council. There was no one signed up to speak during Public Forum. Council adopted the agenda for the meeting. Motion was made by Councilman Paul Rizzo, 2nd by Councilman Brad Hanley, with a unanimous vote from Council. There were no new Business Licenses approved for April 2022. There were no new Charity Permit Requests for April 2022. Always remember to check with Elgin Town Hall about completing a Charity Permit Request Form prior to any events taking place. Also, please remember to support the businesses in the Elgin Community and shop local. There were no Complaints for the month of April 2022. In Old Business, Councilman Brad Hanley informed Council of a concern from a resident regarding the height of the steps on the playground equipment leading to the slide. Council was informed that the equipment was age rated and with the new mulch being added, this would improve the height somewhat. Councilwoman Dana Sloan stated that she is waiting on a quote for the addition of swings at the playground and would share them when they become available. Also in Old Business, Blanketing Families Inc., gave an update regarding the new sign that had been installed at the community garden and discussed the success of the recent ribbon cutting event. They shared that all (22) beds have now been adopted. They also discussed the need for shading at the location and Council approved a sails/parachute like shading to be installed. Members of the Radiate Church Community Outreach Group presented a proposal to install his/her hygiene boxes and a message box that would be attached to our current Blessing Box. After some discussion, Councilman Brad Hanley motioned to approve with a 2nd from Councilwoman Dana Sloan and a unanimous vote. Council approved the date of Tuesday, May 24, 2022, for a Budget/Capital Projects Workshop. In New Business, Julian Burns, Kershaw County Chairman, provided Council with an update regarding the concerns and need to attempt to move portions of Kershaw County from the Central Midlands Council of Governments to the Santee Lynches Council of Governments. He expressed concerns in the lack of funding made available for road projects in the area and stated that this is one of the fastest growing areas in the Midlands. After the presentation, Councilman Brad Hanley motioned to adopt a Resolution Requesting a Unified Single Council of Government Structure under the Santee Lynches Council of Government with a 2nd from Councilman Paul Rizzo and a unanimous vote from Council. Scott Wiles, Kershaw County Emergency Management Director/Fire Marshall, provided a presentation on Storm Safety Awareness, which included some discussion regarding the upcoming Hurricane Season which starts June 1, 2022. This was followed by a presentation from Will Glover, Kershaw County Fire Chief. Chief Glover informed Council that the county now employs (18) full-time firefighters with the fire department that are housed currently at Stations 13, 14 and 17. The county is also serviced by 120 volunteer firefighters. The total calls in 2021 was 2,862 and of those call, 1,041 were for the Elgin area. Council approved the 1st Reading of the 2022-2023 Town of Elgin Budget totaling $1,341,109.25 with a motion from Councilman Brad Hanley, 2nd by Councilman Paul Rizzo and a unanimous vote from Council. From the Chief 's Desk
Today I would like to talk about the Pat Bero Memorial Blessings Box located at Elgin Town Hall. Pat Bero dedicated his time to volunteering and supporting the less fortunate in our community and giving of himself. After his passing we dedicated our Blessings Box in his honor. During the Christmas Holiday we are blessed to receive numerous donations from our community to feed the less fortunate and fill the Blessings Box with non-perishable foods. However, at this time of year, our food donations to supply the food bank are dwindling. As food prices continue to rise and all of us are affected at the check-
out line. I would like to ask our community and surrounding areas for help resupplying our food box. Any donations can be dropped off at Elgin Town Hall. The greater Elgin Community has always shown its spirit of giving and caring for those who are less fortunate. We at the Elgin Police Department are grateful to come to work for each of you every day. Thank you.

Elgin Police Department Incident Reports
Domestic Disturbance: On May 16th at 1005 hours, I was dispatched to E & T Hardware in reference to a subject who had taken is vehicle keys. While on scene at E & T Dispatch advised the Complainant's wife was flushing his keys in the toilet. No one was present in the bathroom. I looked through the building and no two subjects arguing were present. Dispatch then advised the subjects were at Food Lion in the Town of Elgin and Chief Anders went to Food Lion and I arrived shortly after. The subjects were identified as a female with two tone hair and wearing a purple shirt stating her husband was intoxicated. I looked through the store with negative results. Chief Anders advised the subjects were now at BP and I went to BP. Upon arrival, Chief Anders advised Complainant and his wife were having a disagreement. Complainant wanted the second set of vehicle keys due to Wife planning on leaving him. Wife advised she did not have a second set. Anders explained marital prop-
erty to both subjects. Dispatch advised both were clear from warrants and Complainant's SCDL was suspended, and Wife only had an SCID. Anders told both subjects they could not drive from where they parked their truck at Food Lion. Complainant stated he would have the vehicle towed from Food Lion. Civil Disturbance: Officer was dispatched to a call about a twenty one year old male, Subject, causing a disturbance at his grandparents house located on Cherry Lane in the Town Limits of Elgin. I arrived and spoke with Complainant, who stated Subject was tearing up her house and threatening them. I could not locate Subject and there was no damage to the house. Subject did call and talk with his grandma by phone at which point I spoke with him and advised if he came back and caused a disturbance again that he may be charged.

She asked for volunteers to serve on the interview team and after some discussion, it was determined that it will consist of Councilwoman Dana Sloan, Judge David Reuwer and Mayor Melissa Emmons. Chief Alan Anders informed Council of a recent letter received from Governor Henry McMaster praising Sgt. Michelle Sinclair for the way she handled a sensitive case that occurred in 2021. Council congratulated Sgt. Sinclair on her excellent work. In Council Briefing, Councilman Paul Rizzo had no report. Councilman Ed Smith had no report. Councilwoman Dana Sloan reminded Council of the discussion regarding swings and that she hoped to have an order for new Christmas decorations ready by the end of May. Councilman Brad Hanley had no report. Mayor Melissa Emmons had no report. Attorney John Wells
had no report. Motion to adjourn the meeting at 6:57 pm made by Councilman Brad Hanley, 2nd by Councilman Ed Smith, with a unanimous vote from Council. In-person absentee voting has now been replaced with a two-week early voting period for South Carolina. Beginning Tuesday, May 31st to Friday, June 10th, Kershaw County citizens will be able to vote early in the June 14th Primaries. Early voting will be held at The Camden City Arena located at 517 Bull Street, Camden from 8:30AM until 5:00PM and will not be available on Saturday, June 4th and Sunday, June 5th. Please bring a photo ID or voter registration card to vote early or on June 14th.

KC Republicans Donate to CCTC
The Kershaw County Republican Women's Club and the Kershaw County Republican Men's Club donated the proceeds from a club fundraiser to the Central Carolina Technical College Foundation. The clubs held a joint oyster roast and BBQ fundraiser in 2021 and decided to help a needy college student by donating some of the proceeds to the CCTC Foundation in the form of a one-time scholarship. The check was presented to Vice President for Institutional Advancement Misty Hatfield from Women's Club President Sissy Griffin-Ballew. "The women hope their funds can help a Kershaw County student make their educational dreams come true," Griffin-Ballew said. "The American dream is for everyone and we just want to help one student with their dream." The scholarship will be awarded according to the guidelines of the Foundation Scholarship Program with preference that it be awarded to a student from Kershaw County, enrolled in a trade program with a financial need. "It is a true pleasure to receive this gift on behalf of the CCTC Foundation," Hatfield said. "The money can be used for tuition and/or books and will go a long way in helping a deserving student reach their academic goals."

Former LEHS Coach Turned Author To Host Book Signing
Books on Broad, Camden, SC will host a book signing for Coach Scott Jones of Lugoff Saturday morning June 4 from noon until 2 pm to launch his second book The Treasures of a Carolina Summer. The southern novel looks back at the gas crisis of 1979 and the introduction of video poker to South Carolina. Lessons from the old timers who hang out at the Main Street Amoco helped shape the life of the Golden Boy Roger James. During a trip to Myrtle Beach ‘s famed Grand Strand, Roger desperately pursues the girl of his dreams. Roger James’s life events during the summer of 1979 allow him to discover treasures that he will cherish for the rest of his life. The town of Oak Bay’s most talented athlete, this 17-year-old works at a local full-service gas station during the day while playing American Legion baseball at night. Roger is headed to play professional baseball after high school, and everyone in town knows it. Jones was a high school and college athlete who also played American Legion ball. He was a pitcher, outfielder, and first baseman. As the character Roger James learns life lessons in the novel playing Legion ball Jones did also. This novel offers readers a chance to experience the treasures of a special summer through the tales of laughter, intrigue, and small-town gossip. Jones said that the second book offers more humor and teases the fact that a local Kershaw resident makes an appearance in the novel. A graduate of the University of South Carolina, Jones loves to write, motivate young people, and tell a good story. Jones first came to the Lugoff Elgin community in the fall of 1995 as an assistant football coach and history teacher. He served as Athletic Director for Lugoff-Elgin High School from 2002 until 2014. This fall, Jones will coach for Camden Military Academy. Goodwin Named KCSD Superintendent
Following a unanimous vote by the KCSD Board of Trustees, J. Harrison Goodwin, Ed.D. was named the next superintendent KCSD during a special called board meeting on Friday, May 20. Dr. Goodwin comes to KCSD from Chesterfield County Schools, where he has served as superintendent for 10 years. Dr. Goodwin began his educational career in Kershaw County at Camden High School as an Industrial Technology Teacher from 1987 to 1992. Prior to being appointed superintendent of Chesterfield County Schools in 2012, Dr. Goodwin served as an assistant superintendent and principal in Spartanburg One, as well as an assistant principal and teacher in Greenwood School District 52. “We are excited to welcome Dr. Goodwin home to Kershaw County. With 30-plus years of success as a teacher, technology specialist, assistant principal, principal, assistant superintendent and superintendent – all in South Carolina – we are confident that he is the best choice to lead Kershaw County Schools. His focus on student achievement and academic success for all students aligns with our district’s top priority,” says KCSD Board Chair James Smith. Under Goodwin’s leadership, Chesterfield County Schools received its first ever “Excellent” rating on their SC Report Card and have consistently exceeded the state’s graduation rate since 2014. Many of the schools and educators in Chesterfield County have received state and national awards and recognition during his time in the district, including a State Distinguished Title One School recognition. In 2019, the SC Association of School Administrators named Dr. Goodwin the SC Superintendent of the Year. In 2016, he was honored by the SC Athletic Administrator Association as Superintendent of the Year, as well as Outstanding Superintendent by the Career and Technology Administrators Association. Prior to that, in 2012 he was named the SC Music Educators Association’s Honor Administrator of the Year. Dr. Goodwin holds both a bachelor’s and master’s degree from Clemson University and a Doctorate in Educational Leadership from Nova Southeastern University in Fort Lauderdale, Florida. He is a 1983 Camden High School graduate. Dr. Goodwin’s wife Amy is an English and journalism teacher at Camden High School, with more than 30 years experience in education. The Goodwins have two children; their son Tyler is a doctoral candidate in French Horn Performance at Indiana University and their daughter Megan is a middle school science teacher in Darlington County. “I’m honored to be chosen as the next leader of Kershaw County Schools. To return to the community that raised me and laid my educational foundation is very special,” Dr. Harrison Goodwin says. Dr. Goodwin will begin his work in Kershaw County on July 1, 2022.

Jason has served with your KCSO for over 3 years and is the current School Resource Officer (SRO) at Wateree Elementary School in Lugoff. Jason is a great asset to your KCSO and the SRO program.
United Way Summer Food Program
It’s beginning to get warm in Kershaw County and as it starts to warm up, we are all excited for summer and the vacations that will come with it. While this is cause for excitement, we have to also take a step back and remember those kids who will no longer have access to meals and snacks provided by the schools. The Summer Food Program was created in 1994, in partnership with the Kershaw County School District, to ensure that no child goes hungry during the summer months. The Summer Food Program is made available to ALL children in Kershaw County 18 and under, or 18+ for children with special needs participating in school programs. Last Summer, we were able to serve over 50,000 meals and over 2,000 snacks to children in Kershaw County. Sites will no longer be doing “grab and go”, so children will have to eat their meals on-site. This year, we will have 10-15 sites throughout Kershaw County that are open sites. More information and a list of the confirmed sites can be found below. LETV News Honored
The staff of the Lugoff-Elgin High School LETV broadcast news program earned an overall Superior rating from the South Carolina Scholastic Press Association for their work during the 2021-2022 school year. In addition, the staff earned third place in the state for both news story writing and sports story writing and second place in the state for videography. "Despite having only two experienced students and one semester to publish, these staff members covered meaningful stories and demonstrated professionalism in the way they interacted with students, staff, and the community, and I could not be more proud of them," Shannon Team, advisor, said.

Arnold Announces Run For KC Treasurer
I am Curt Arnold and I’m proud to announce my candidacy for Kershaw County Treasurer. I have 28 years experience in the taxation field of government as a licensed appraiser and 18 years as Tax Assessor. I spent nine years in McCormick County and currently serve as Kershaw County Assessor for the past nine years. For 20 years, I maintained my South Carolina Real Estate license and worked as a Realtor. I also have a background in Retail Management. During my time as a retail manager, I handled thousands of dollars a day in transactions and was in charge of depositing the daily revenue. This experience helped me build a strong financial background as well as customer service experience I have carried into my current position. Music brings me great joy and through my faith in Jesus Christ, I have served as a Bi-Vocational Minister of Music at various churches for the past 30 years. I’ve been married to my beautiful Wife, Susan Arnold, for 32 years and we have three children, Caitlin, Madalin (Richard) and Chandler. We were blessed last year with our first grandchild and the light of our life, Molly Grace, who brings us more joy than we thought possible. I’ve called Kershaw County home for the past nine years and two of my children graduated from Lugoff-Elgin High School. Kershaw County is a great community to live and work. fied, having worked with Jill Catoe over the past nine years. Together, we cleaned up the tax roll to achieve a collection rate that went from 93% in 2013 to 99% in 2021. I have assisted with tax sales and have great knowledge of the Auditor and Treasurer's Offices. I’ve conducted two successful reassessments for Kershaw Country which resulted in only a 1% appeal rate. The Assessor's Office hasn’t had an appeal to the board over the past nine years. Through my tenure as Kershaw County Assessor, I have changed the atmosphere from unfriendly to welcoming and taxpayer friendly. I consider myself Curt Arnold a problem solver who shows empathy and compassion for each taxpayer's situation and works to solve their problem as the state laws allow. The Assessor's office has developed a great reputation in the community. I would love and appreciate your support in the Republican primary on June 14, 2022.
