As we usher in the new year, several challenges and opportunities lie ahead for our beloved Kershaw County, particularly in the Elgin area that I am honored to represent. As I have mentioned many times, one prominent issue that demands our attention is the unchecked residential growth that has become increasingly prevalent throughout our county.

While growth is a sign of prosperity and development, its unchecked nature can lead to a myriad of challenges that affect the quality of life for our residents. As we strive for progress, it is crucial to strike a balance that ensures sustainable growth, preserves our natural resources, and maintains the unique charm that makes Kershaw County such a special place to live.

One of the primary concerns stemming from unchecked residential growth is the strain on our infrastructure. Our roads, schools, and public services are vital components of our community, and as our population continues to grow, so does the demand for these essential services. I am committed to working with my fellow council members to bring forward ordinances that will allow stakeholders, like our school district, a voice when it comes to growth.

Preserving the character of Elgin and Kershaw County is another paramount consideration. Uncontrolled development may jeopardize our scenic landscapes, historical sites, and the small-town atmosphere that attracts residents to our area. We must implement thoughtful zoning regulations that strike a balance between growth and preservation. One way to do this is to focus our efforts on attracting industry and businesses, rather than sprawling residential developments of starter homes.

Elgin Police Dept. Incident Reports

Harassing Phone Calls: Officer was dispatched to a call about harassment at Elgin Town Hall. I arrived at Town Hall and spoke with Complainant, who stated her ex-boyfriend Subject, whom she has a child in common who has been harassing her by phone calls and text messages in reference to their son. Complainant has full custody of their son and allows Subject to see the child on occasion. Subject has sent several threatening text messages to Complainant and Complainant's Husband. Subject also calls the two in the middle of the night, says nothing and hangs up the phone. In the text messages Subject has made several suggestive threats to the couple such as, "y'all will get what is coming to you," and Subject has messaged Husband, "I am coming for you, I'll carry this with me until I get my hands on you, I promise it will happen." I advised Complainant to go to the Kershaw County Court House to seek a no contact order.

Theft from Motor Vehicle: On 01/18/2024, Victim called into the Elgin Police Department to report a vehicle break-in. Victim stated that on Sunday 01/07/2024 she was at 2427 Main St. (Potter Park) in the Town Limits of Elgin for a birthday party between 1400-1600 hours.

When she returned to her green 2021 Kia Telluride she noticed the following items had been stolen. Wells Fargo debit card, SAFE Federal credit union debit card, USAA credit card, and $92.00 in cash. Victim stated that the unknown person attempted to use her cards at McDonald for $1.97 and Barn Bite in Blythwood for $8.00.

Victim also stated that her SCDL was taken as well. All cards have been canceled. Officer made contact with Statewide security and requested camera footage of the park for 01/07/2024 from 1400 hours-1600 hours.

Breach of Trust: Officer was dispatched to a call about a store employee stealing and giving away merchandise at the Circle K (2507 Main St.) in the Town Limits of Elgin. I arrived and spoke with Complainant who stated that on 01/01/2024, during the course of her shift, Subject gave away a black and mild cigar to a customer, gave away six Polar Pop sodas to other customers and took three one dollar bills from the cash register. These items missing and money totaled $13.01. Complainant wants to pursue charges on behalf of Circle K. I provided her with a USB drive, which she stated would be ready for pick up on the night of 01/04/2024 to be added to the case.

Information Only/Disturbance: On above date and time, Kershaw County Central Dispatch directed Elgin officers Hines and Dover to an address within the Town of Elgin. The nature of the disturbance was the resident at that location was outside her house yelling and was armed with a handgun. Officers arrived within two minutes and all was quiet. Contact was attempted at the address, and, after several attempts, Subject responded and opened the door. Officers inquired as to her wellbeing and she stated that she was fine and made a declaratory statement that she was unarmed. She stated that she heard someone banging on her house in the front, followed by banging on the right side of the house (when facing it), which is where her bedroom is located.

She armed herself and went outside and yelled at the unknown intruder, threatening to "shoot them." Subject further stated that the neighbors told her that the sound was just fireworks, but she stated she knew better. Officers advised her that it was unwise to attempt to confront a trespasser on her own and she should call 911 in the future for assistance, which we would be happy to provide. BWCs activated.

Possession of Drug Paraphernalia/Speeding: Officer was running hand held radar on Bowen Street in the Town Limits of Elgin when a vehicle passed me, at a high rate of speed. The radar indicated the vehicle was running 50/35. I made a traffic stop on the vehicle and spoke with the driver, Subject, who gave me his driver's license and I returned to my vehicle. I issued him a speeding citation and reapproached his vehicle. While speaking with Subject, I could smell the strong odor of marijuana coming from the car and asked him about the smell. Subject then proceeded to give me a small baggy containing a small amount of marijuana and I asked him to step out of the car and he did. I patted him down and searched his vehicle. I located a small jar in the center console containing a very small amount of marijuana, which Subject told me was there.

I issued Subject a citation for speeding and a citation for possession of drug paraphernalia.

When I returned to the department, I weighed the marijuana and all together it weighed approximately 3.96 grams. I placed it into an evidence bag and into the evidence locker along with a copy of this report.

Love (and Joy) Actually Is All Around Us

Pace Academy Students Virtually Meet with NASA Astronaut on International Space Station

PACE Academy is part of NASA’s Plant the Moon Challenge for the second time. As part of this program, students will get to learn directly from NASA Astronaut, Loral O’Hara. This program gives an opportunity for students and teachers to learn first-hand about living and working in space, what life is like for an astronaut in microgravity, and how to translate the research happening in space into their everyday lives, PTMC projects, and classrooms. Earlier this week, PACE students met with O'Hara over Google Meets.

LEHS JROTC Marksmanship Team Honored by Post 195 The LEHS Junior ROTC Marksmanship Team was awarded medals and trophies by the Larry Jeffers American Legion Post 195 for their marksmanship achievements on December 7, 2023. Presenting the awards were the Post 195 Commander Claude Turner, First Vice Commander Robert “Bob” Levangie, and Adjutant Ruppert Baird.

Receiving medals for Kneeling Fire were First Place finisher Paige Herchik who scored 163 points overall with a single bullseye (163-1).

Second Place finisher Shana Turner scored 162 points with 5 bullseyes (162-5), with Third Place finisher Anthony Kelly scoring 162 points with 2 bullseyes (162-2).

Receiving medals for Standing Fire were First Place finisher Paige Herchik (152-2), Second Place finisher Shana Turner (144-1), and Third Place finisher Madison Keels (128-1).

Receiving medals for Prone Fire were First Place finisher Paige Herchik (176-3), Second Place finisher Danielle McCormick (172-5), and Third Place finisher Shana Turner (171-1).

Combined score trophy winners were Paige Herchik in First Place with an overall score of 491-6, second Place finisher Shana Turner (4777), and Anthony Kelly placing Third (444-5).

Six L-EHS shooters then traveled to Hickory, North Carolina on December 9 where they competed in the US Army JROTC 4th Brigade Best of the Best competition. The 4th Brigade covers the six states of South and North Carolina, Virginia and West Virginia, Maryland, Delaware, as well as the District of Columbia. Twenty-two schools and 118 shooters competed with L-EHS Cadet Paige Herchik placing 13th overall and Cadet Shana Turner placed 16th. The L-EHS Marksmanship Team would finish the day in overall 12th place.

The Veterans of Foreign Wars Post 11079 is proud to announce Jonathan Blevins, a 9-12th grade teacher at LEHS as a winner of the Smart/ Maher VFW National Citizenship Education Teacher Award. Kershaw County School Board Updates

At its organizational meeting on Tuesday, January 9, the Kershaw County Board of School Trustees elected and installed officers, honored a member for years of service, and signed the SC School Boards Association's (SCSBA) ethical principles.

Dr. James Smith was re-elected as Kershaw County School Board chairperson and Shirley Halley was reelected to serve as vice-chairperson and chaplain.

Chairman Smith appointed Matt Irick as the chair of the board’s finance and facilities committee and Dr. Charles King as the board’s legislative liaison.

The South Carolina School Boards Association (SCSBA) and Superintendent Dr. Harrison Goodwin recognized Matt Irick for 15 years of school board service. He received a special lapel pin and a certificate from SCSBA. Kershaw County School Board members also signed SCSBA's annual ethical principles that reinforce board members' commitment to open communication, support for public education and working together.
