A MESSAGE FROM OUR CEO 2017 turned out to be a year that demonstrated the overall strength of The Dutra Group. As we entered the year, we were hopeful about the renewed political focus on improving our nation’s deteriorated infrastructure. Unbeknownst to us, Mother Nature would soon create an enormous challenge for one of the most significant water resources in California.

The condition of the Oroville Dam spillway unraveled quickly and imperiled the safety of everyone who lived beneath it. The challenge of that emergency and its effect on the downstream levee system required the greatest efforts and combined focus of our company’s employees at all levels, across all departments and divisions. I am proud to say that we succeeded with a tremendous amount of professionalism, respect for safety and empathy for everyone affected by the disaster.

In the past few months, we have seen a succession of hurricanes, floods and adverse weather events across the country. As these conditions continue, there will be a tremendous need for our company’s services, assets, and expertise, especially with all the deferred infrastructure maintenance we have seen over the years and the growing demand for environmental remediation services. Our company is poised and ready to tackle these challenges wherever and whenever they may occur. It is part of our heritage.

A MESSAGE FROM OUR COO 2017 is worthy of great reflection for our company. I am pleased, and proud, to report that the year set a record for the highest volume in our history. Of particular note is that growth occurred across most business segments. Here are a few of the highlights: The year began with near-record rainfalls triggering high waters which threatened the Delta’s levee system. Chuck Walker and Scott Brooks' team responded with SRRQ rock and barges to multiple levee sites. Their response saved thousands of acres of land from flooding.

In February, we responded to a call from the state Department of Water Resources (DWR) to assist with emergency dredging and debris removal from the Oroville Dam spillway failure. Under the leadership of JC Krause, Bryan O’Sullivan and Tony Mana, we removed over 1 million cubic yards of materials, returned it to the mountainside, then screened it for incorporation back into the new spillway construction. Most recently, the DWR called us for emergency levee repairs in the Delta and Stockton regions. Led by Ryan Abood, Scott Brooks, Randahl Hagen, Jacob Burke and Todd Bruce, the full-scale response began with seven levee sites and quickly grew to 19, all to be completed within the original 90-day schedule. In another project down the coast, Pete Ford, Andrew Hunt, Garrett Lim and Robby Brun overcame many obstacles and challenges, and successfully brought home the San Diego Pier Dredging project, with UXO and RAD screening for the U.S. Navy.

I cannot say enough about the outstanding commitment, execution and cross-utilization of our project teams working together to accomplish record results. We would not have been successful without the support and contributions of the equipment company who rose above the challenge; the purchasing department who kept the projects fed with materials, supplies and deliveries; our safety department who guided our safety, and our accounting department who worked long hours to keep pace with our customer’s demands.

2017 proved that when we work together and collaborate, we can activate our core competencies and rise above expectations. It is “Being the BEST that we can be…,” and we proved that.

We begin 2018 with new challenges, most vital of which is the health and safety of our personnel, which remains the single most important Core Value for The Dutra Group. We are a safety-first culture, and I urge each of you to continue to press this core value to the highest level.

The business market is in transition, with new infrastructure programs unsettled, but at the forefront of most political agendas. We know that the state and the nation are ridden with deferred maintenance on its facilities, and sooner or later, this work will get done.

DUTRA EMERGENCY WORK

DUTRA WINS ASCE PROJECT OF THE YEAR

The Tyler Island Emergency Levee Repair Project received the 2016 Outstanding Construction Project of the Year Award from the American Society of Civil Engineers, Sacramento Section.

Between October 2016 and February 2017, California averaged 27.81 inches of rain, the wettest winter known to the state since record keeping began in 1895. The conditions created the perfect storm for Tyler Island – a small, industrial farming community in the Sacramento Delta protected by a ring levee. Due to high river flows, seepage through the levee foundation resulted in a landslide and lower levee slope failure in February 2017.

Tyler Island residents were required to evacuate in the event of a levee breach, which would completely flood the island and parts of the town of Walnut Grove. The Dutra Group was mobilized in emergency response and Dutra representatives, crew and equipment were immediately onsite, manned and ready to shore-up the

failing levee with barge-mounted marine construction equipment and materials.

With nearly 9,000 tons of rip-rap product barged from Dutra’s San Rafael Rock Quarry more than 65 nautical miles away, crews worked to construct a rock ballast toe berm to stabilize the levee slope failure and to rebuild the levee section before it failed. From the initial call to completion, the project took four days and required 24/7 response.

Due to Dutra’s quick action, expertise and specialized equipment, there were no safety incidents and Tyler Island was secured. Our efforts protected local residents from peril and helped avoid what would have amounted to millions of dollars of damage to the region.

TRIUMPH IN UNCHARTED WATERS: THE DUTRA OROVILLE DAM SPILLWAY EMERGENCY REPAIR

T

he winter of 2017 will go down in history as Northern California’s wettest on record, with conditions that challenged the integrity of infrastructure up and down the state. When a crisis began to unfold at the Oroville Dam – a key component to the state’s water system – The Dutra Group was among the first to respond.

At the time, little did anyone realize that eight months and two contracts later, the Oroville Dam Spillway Emergency Repair and Recovery effort would be a test in uncharted territory for the company as one of the most massive and all-consuming projects to date. »

A testament to the incredible collaboration between all departments, Dutra’s swift and proactive efforts to become involved in Oroville from the get-go is a tale for the record: amidst mandatory evacuation orders in Butte County, team members were persistently onsite, offering strategic counsel and strategies to The California Department of Water Resources (DWR). Within 24 hours, the San Rafael Rock Quarry (SRRQ), a division of The Dutra Group, was on the job – mobilizing workforce, equipment and coordinating with all divisions of the company. The result was the successful completion of a more than $30 Million project by November.

Record downpours in early February led to historic flows into Lake Oroville with no sign of relenting. On February 7, dam engineers noticed erosion on the concrete floor of the main spillway used for flood control, which dramatically worsened over the next few days. As storms raged on, water levels in Lake Oroville rose beyond the 770-foot tall dam, sending an uncontrolled release down the emergency spillway for the first time in history.

Then came a new set of challenges: On February 12, the hillside at the base of the emergency spillway began to give way, prompting the evacuation of more than 180,000 residents in surrounding »

communities, including Dutra employees Chuck Walker, Delta division manager and Scott Brooks, superintendent, who were onsite at the time evaluating the main spillway erosion. In an effort to avoid a potential collapse of the retaining wall and catastrophic downstream flooding, Dam authorities released flows up to 100,000 cubic feet per second through the damaged main spillway. The outcome was millions of cubic yards of eroded concrete, earth and debris into the Feather River which prompted the shutdown of the hydroelectric Hyatt Power Plant at the base of the dam, a critical outlet for releasing water.

As the crisis escalated, the situation at the Oroville Dam had fully engaged state and local media. Under Chief Operating Officer Harry Stewart’s counsel, Denise Dutra was on the road the next morning, navigating through evacuated communities and talking through police barricades to get the full scope from Paul Strusinski, Chief Engineer at DWR. “With so many serious infrastructure issues happening at once, the situation was constantly shifting and concerns continued to snowball,” said Denise, Director of Business Development. “We had to be strategic partners from day one.”

Restoring the power plant to full function was a top priority and DWR needed help to clear the massive amounts of debris. Denise, along with Dredging Division Manager JC Krause and Dredging Manager Chris

Peterson, met with officials to evaluate the site. Within hours, SRRQ submitted a proposal and the very next day, Dutra was mobilizing crew and equipment for a marinebased removal of the debris. From Cal Fire to PG&E, multiple agencies, contractors, crews, biologists, engineers and transmission line workers were onsite managing different areas of the emergency effort.

Project Manager Bryan O’Sullivan was fresh off the Tyler Island emergency project when he was called to lead efforts in Oroville.

He was immediately struck by the incredible magnitude of the challenge at hand, the rapidly changing weather conditions and the host of unknowns they were up against – all of which would continually test the team over the next several months. With a 300-foot staging/offload facility established at the Thermalito Diversion Pool, SRRQ was ready to commence dredging when DWR first shut down the massive spillway flows.

“In a matter of days the initial order for Dutra’s resources had doubled, then tripled, and our biggest challenge was staying ahead of the demand and delivering as fast as possible,” said Bryan. “With new storm systems moving in, DWR had no choice but periodically open the main spillway to keep lake levels low enough, which forced us to halt work and created more debris stockpile.

We were constantly in safety and planning meetings, then getting on the phone to fulfill new orders.”

By the time the project reached full throttle, it was a 24/7 operation with 100 personnel. More than 500 truckloads of equipment were dispatched including three dredge barges, nine material transport barges and seven tug/work boats. Onsite, Dutra set up a crane load-out and vessel haul-out repair facility, a crew and equipment support yard, haul roads and a disposal stockpile. Due to the expansive geography of the site, five unique safety meetings were held daily with more than 100 crew members to address the multitude of safety challenges working in dynamic river flows.

Support Services — had representatives onsite working tirelessly to ensure Oroville was a success. Many Dutra employees were stationed away from their families for months at a time and hotel-hopping in nearby towns.

Sensing the long-haul, local residents held up signs of encouragement to crew trucks and brought cookies down to workers, which kept spirits up and reminded the crew of the human impact of their efforts. In collaboration with other contractors, by May over 1.68 million cubic yards of debris was removed and stockpiled for beneficial use, which set the stage for continued recovery efforts into November.

“The Oroville project was a perfect example of teamwork by every single department,” added Denise. “From Equipment to Purchasing and Human Resources, everyone was there and part of the daily effort – bringing lunch, booking rooms, buying supplies – doing whatever it took. I have no doubt that after Oroville, we can accomplish anything.”

EQUIPMENT UPDATE

A WORD FROM EQUIPMENT

We had some very intense weather across the U.S. and it created emergencies that impacted lake levels throughout California and hurricanes in Texas, Florida, and Puerto Rico. Our hearts go out to victims of these emergencies and The Dutra Group was there to respond to emergencies on the West Coast.

T

he Motor Vessel Columbia was anchored in Mobile, AL while the Paula Lee, CK7, Scow 6 and Trojan were safely moored at Port Canaveral for both hurricane events.

Heavy rains in Northern California caused water releases in Oroville and damages to the spillway were quickly reported. Dutra Corporate, Operations and Equipment sprang into action and mobilized a 330-metric ton crawler crane to assemble three excavator barges each with 90-metric ton long reach excavators, nine 250-ton capacity sectional material barges, seven 500 – 600 horsepower twin screw workboats, portable Powerscreen 2400 with track conveyors, and various 30 – 49 metric ton excavators. In addition, 40 ton haul trucks along with 49-metric ton and 7-cubic yard wheel loaders including miscellaneous support equipment and personnel. The fast waters caused scouring all the way to the Delta. Several

DWR Emergency Projects were addressed throughout the year using numerous crane barge and excavator barges along with miscellaneous loaders, dozers, and excavators working shoreside.

More recently, the intense Northern California wildfires through Santa Rosa, Napa, and Sonoma Counties burned thousands of properties belonging to friends and families and threatened the livelihood of some Dutra Group employees. A testimony to the great leadership of this company is the Dutra RV Park where we purchased four 32-foot fifth wheels travel trailers to temporarily house evacuated and threated employees with a safe place to reside with their families.

Our team worked together seamlessly to schedule and execute vessel and machinery repairs during a very busy year.

Dutra works tirelessly to be a good partner to the environment and maintain compliance with all regulatory agencies.

A large composite crew of Dutra Dredging & Equipment personnel developed extraordinary repair strategies to make our Paula Lee ready for the season, with repairs to barges, crane, scows, and auxiliary equipment. We executed engine tier compliant repowers to Paula Lee to the main engine and prime power generator. Scows on the West Coast were also repowered with tier compliant engines. Additionally, we executed a move from our Alameda Yard Facility to a new Richmond Marine Facility and we have completed that transition.

With safety as our primary concern we designed and installed fall protection to our entire Scow and Hopper Fleet on both East and West coast. We have worked the highest number of man-hours in recent history while maintaining a company-wide safety record well within stringent thresholds.

Many new pieces of equipment were acquired including: • Two new 6.25 cubic-yard wheel loaders, • New Powerscreen 2100 Chieftain, • Powerscreen 2100 Warrior, • 85 metric-ton excavator, and • 2500-ton capacity rock barge with new rock wall and concrete deck We also added support equipment to meet the demanding needs of projects and service personnel around the U.S. between San Diego, Oroville, Panama City, Delaware, Cape Canaveral and here in Northern California.

2017 was another heavy dry-docking year and of particular mention is the massive effort put forth by our Equipment Dry Docking Team and Ships Crew to facilitate the Stuyvesant

dry-docking. Over 120,000 man-hours and considerable steel replacements, machinery, navigational and controls upgrades were completed. Thanks to all who visited and worked on the year-long planning, scheduling and execution effort.

DUTRA MUSEUM FOUNDATION UPDATE

O

n August 28, 2017, the Dutra Museum Foundation held their 3rd Annual Golf Tournament fundraiser at the Marin Country Club in Novato, California.

The action-packed event on the green raised important funds for the foundation’s higher education scholarships, which are distributed annually through the Portuguese Historical Society and Rio Vista High School.

This year the foundation also selected two partner charities to benefit from the event proceeds – the Novato Youth Center and Little Wishes, a nonprofit that brings comfort and happiness to hospitalized children. The sold-out tournament was a huge success, increasing scholarship funding by 14 percent and enabling the foundation to donate $12,500 to Novato Youth Center and $2,500 to Little Wishes.

The lively day on the course hosted 144 golfers vying for titles of 1st place, 2nd place, Longest Drive - Men’s, Longest Drive - Women’s, Closest to the Pin and Longest Putt. Thanks to the generous support of key sponsors, guests were treated to interactive tents and activities throughout the day, including chair massages, nerf gun competitions, a chipping contest, lawn games and more. Additional highlights included an Irish bagpiper, singing of the national anthem

and live DJ Dan. Laura Euphrat, president of Little Wishes, and Cheryl Paddack, executive director of the Novato Youth Center, joined the festivities on behalf of their organizations.

QUARRY AND COMMUNITY: BUILDING A ROCK-SOLID FOUNDATION

On October 7, 2017, the Dutra San Rafael Rock Quarry (SRRQ) hosted their 6th Annual Community Meeting and Open House.

Attendees were given a morning presentation on Quarry operations followed by tours, starting at the bottom of the 350-foot pit. Next, guests were taken through the plant and processing operations as they were informed on how a variety of rock products are made.

t this year’s meeting there was a heavy emphasis on emergency response work and the value of the Quarry as a local resource during those times,” said Aimi Dutra, Director of Public Relations. “Most people aren’t aware of how our materials played a role during the 2017 winter – from providing materials for a small, local levee repair, to delivering the expertise, equipment and materials to protect the runway at San Francisco International Airport. Rock from the SRRQ was also critical in restoring the Tyler Island levee

break in the San Joaquin Delta. That is exciting information to share with our community.”

The SRRQ works cohesively to ensure that Dutra provides a high-quality product in a safe and expeditious manner, with minimal impact on the surrounding neighborhoods. Partnerships with our community and with local nonprofits are important to the Dutra Quarry Team, and we are always open to new opportunities to participate.

The 2017 winter took a heavy toll in Marin County and beyond. Many areas required clean-up and rebuilding, including the washout of a 30-foot section of a popular shoreline hiking trail in China Camp – right around the corner from Quarry operations.

Although designated as a California State Park, China Camp receives no funding from the state. Executive Director of Friends for China Camp, Martin Lowenstein, had to spring into action to dial for donors and volunteers to assist with this much needed repair.

“It’s a wonderful benefit when the community need is materials-driven, as that is a prime example of how Dutra materials bring value into everyday lives,” said Aimi.

Dutra’s part of the contribution equated to $4,000 worth of materials for the repair which took place in the summer of 2017. The restoration enabled Dutra representatives to participate in a ribbon cutting ceremony and the trail re-opened a few months later in the fall.

"Dutra's generous contribution of rock from the San Rafael Rock Quarry, paired with more than 1,000 hours of labor by volunteers, saved Friend of China Camp over $50,000 in rebuilding Shoreline Trail,” said Martin Lowenstein at the trail reopening and ribboncutting event. “Dutra's in-kind contribution exemplifies what great things can be achieved in a public-private partnership.”

DUTRA SAFETY HONORS 2017 HARVEY FREEMAN AWARD RECIPIENT, PHIL TORRES

The safety of our employees at The Dutra Group is one of our greatest responsibilities, and something we do not take lightly.

At The Dutra Group’s annual meeting, the Safety Department announced the honor of the 2017 Harvey Freeman Award was granted to Site Safety Health Officer, Phil Torres.

T

he Harvey Freeman Award is given to an employee who demonstrates exceptional qualities that would make Harvey proud: integrity, honesty, mutual respect and leadership.

In addition, Harvey was proactive and open-minded in understanding that safety and production can, and should, exist together. A dedicated employee for more than 26 years, Phil Torres exemplified these qualities and held several versatile positions at The Dutra Group – from his beginnings as a Surveyor, Engineer, Quality Control Manager and Site Manager – to his role today as Site Safety Health Officer. Phil is very much respected throughout the company for his leadership, thoroughness and the manner in which he completes his jobs.

Success of the Safety Leadership Team continued throughout 2017 as we worked to identify innovative ways to improve the safety, culture and environment for all our employees. Each month, the team met to discuss how to handle new safety challenges and ways to be proactive in identifying future hazards.

New for Safety in 2017 is our bi-weekly SSHO/DSR meeting, where we discuss past incidents and ways to improve safety from front-line personnel. The Operations Department initiated a weekly manpower meeting where we share the schedule and plan our safety resources (SSHOs and DSRs). Safety also added new training DVDs for Hand Safety in Dredging and Marine Construction, Forklifts and Fall Protection.

2017 WAS AN EXCITING YEAR FOR DUTRA’S COLLEGE INTERNSHIP PROGRAM

In 2017, Dutra experienced the largest participation of students from out-of-state colleges with our summer internship program.

Students from seven different universities around the country — including participants from Arizona State, Oregon State, Montana State, University of the Pacific and Maine Maritime Academy — worked alongside our Estimators, Project Engineers, Superintendents, Project Managers and Cost Analysts.

T

he goal of our internship program is to provide first-hand experience on a wide range of heavy construction and dredging projects, and to show students how to apply university learnings to a workplace environment.

In order to continually improve the intern experience, we made some enhancements to Dutra’s 2017 program and designed it to support the development of our Project Engineers

(PEs) with more management-driven responsibility.

Each intern was assigned to a PE as their internal mentor, which provided these employees an opportunity to lead and manage in ways that are not typically available. The role of the PE was to serve as a point person for the intern throughout their initial training period by offering guidance and answering questions. Each PE was required to provide formal, bi-monthly status updates about the training and progress of their assigned intern. At the end of the term each PE, under the guidance of their manager, gave their intern an official exit performance review.

During their presentation, students were asked specific questions to showcase the skills, techniques, or knowledge gained throughout their term. Some highlights included reports about the Oroville Dam and drydock experience for our dredge Stuyvesant in Mobile, Alabama.

Another education development opportunity that Dutra participated in this year was “Student Days,” a site visit program for college students to a notable construction project. Sponsored by The Beavers, a heavy engineering construction association founded in 1955, Student Day events are held multiple times a year and inspire an appreciation for the exciting industry of heavy civil engineering construction. On October 27, 2017 the Student Day visit for Dutra was held at the Calaveras Dam project near Sunol, California.

ANTHONY RICHARD MEDINA

The Loss of a Legend Anthony Richard Medina 1935-2017 Anthony (aka Tony) was born in 1935 the small town of Clovis, California in San Joaquin County. He grew up surrounded by a large family with deep roots, but at an early age, he had the unfortunate experience of losing his mother. Under the care of his devoted aunt and uncle, Tony was raised with love, kindness, respect and loyalty – qualities that shaped him into the man he was, and defined him throughout his life and career.

Tony worked hard in his youth and focused on keeping his family together, even though difficult times. He served in the National Guard, and his training and discipline were evident in all areas of his life. He had a strong affinity for farmers and the farming community and was empathetic to the losses they endured over the years.

With a full life and well-rounded perspective, Tony had a comforting way of reassuring people that everything would work out in the end. His way of listening, leading and executing helped grow The Dutra Group to what it is today.

In 1979, Tony came to the Dutra company which, at the time, employed a handful of workers and had limited resources. He was the perfect fit as a conduit between management and staff, carrying his unique communication skills to the field. He motivated and protected the labor force while building some of our more difficult projects in the Delta region.

Tony had a very personal way of communicating and was soft-spoken—kind, yet firm. Colleagues recall how he liked to throw his arm around your shoulders and lead you for a walk down the levee. When he had your full attention, he would explain very clearly your purpose in life and how important it is that you do a good job. That was Tony’s way.

In his later years, Tony enjoyed being the first one in the office to ensure that all the young engineers and managers could rely on his knowledge and guidance. He worked long hours seven days a week, constantly thinking about what was best for the company, the client and the safety of our workforce. One of Tony’s overachieving characteristics was the ability to understand the needs of our most valued clients, and to convey his passion for quality and excellence to deliver an outstanding job.

Tony will always be part of Dutra’s roots and will be sorely missed. He would not want us to feel sorry or sad, but to carry on with his spirit. We know that he is with us all, and there’s a little bit of Tony Medina in every one of us.

arly last July, a young osprey named Whirley made famous by webcam was rescued from the San Francisco Bay after she made a critical diving error when learning to fish.

Fortunately, two of Dutra’s very own, George Siler and Robert Utley, spotted the waterlogged osprey struggling in the Bay. Shortly after they fished her out to dry, they discovered that they had a celebrity on their hands. Naturalists all over the Bay Area had been watching these birds since their eggs were laid.

The Audubon Society was immediately contacted for professional care.
