Values of a Homeowners Association

As you know, Dobson Ranch is a Homeowners Association.

What you may not know is that across the nation there are more and more cities that require the home builder/developer to establish planned communities. When creating a planned community, a homeowner’s association (HOA) is created so that the community will continue to prosper after the developer is no longer in control. HOAs are an important part of community life and property ownership, an important consideration when buying a home.

The developer creates the plat map, covenant, conditions and restrictions (CC&R’s), articles of incorporation and corporation bylaws. Homeowners are given a copy of these items at the closing of their home. Most HOAs post this information on their website so prospective buyers are aware of the rules prior to purchasing a home within that community. Many homebuyers want to live in an HOA due to the rules of the association. They want their home to increase in value as time goes on.

Homebuyers also look at the HOA assessment: are the dues fixed, do they increase, and if so when do they increase, and overall, what do the dues cover. New homebuyers look at the amenities that the association has to offer. Amenities also add value to the home. The developer creates the amenities or the association adds them as time goes on and the community evolves.

Also, homebuyers want to know if the association has a reserve, and what is the funding. The reserves fund is for the replacement of physical asset items or amenities that already exist. Reserve studies are important as they show how well the association is funded. Being funded 70% or more means that the reserves are strong and that a special assessment and the deferred maintenance risk is low.

The Dobson Association was created in October 1973. It was the first of its kind in Mesa. The developer created the CC&R’s and other community documents that are used today. Recently the Association updated the residential architectural guidelines. This was done by homeowners on a committee that made a recommendation to amend the guidelines to the Association Board of Directors. The amendments were approved and are posted on the Association website. You can find the CC&Rs and all governing documents at DobsonRanch.com.

The Dobson Ranch assessments are currently $46.20 a month that is billed quarterly. The funds are used for the common areas (parks, lakes, buildings, gardens, greenbelts and amenities), maintenance, landscape, utilities, professional staff, equipment and for social events. The assessment also funds the reserve and capital fund account. Increase to assessments run on a fiscal calendar. Homeowners are notified in the November Ranchers’ Roundup and also by an assessment letter of any assessment changes that will take place in January. There is not always an increase of assessments. Just last year the Board of Directors approved not to increase the assessment for 2016.

Each year the Association has a reserve study updated. The 2016 study shows that the reserve fund is 78% funded. This reflects a strong fund with very low risk.

As I stated above, “HOAs are an important part of community life and property ownership, an important consideration when buying a home.” Dobson Ranch is a desired community to live in. The last few years, the Association has recorded that over 300 homes are resold yearly. Most former homeowners have made equity from the sale of their home, which isn’t surprising, due to the homes being part of Dobson Ranch. The Association has so much to offer and continues to update facilities and common areas. There are many neighborhoods to select from when choosing a house to live in, and Dobson Ranch is… the best place to live!

Goodbye summer and welcome fall! It has been a pleasure serving these first few months as the Association Board President; we have a great team of Board of Directors, working together making decisions to maintain the high quality of Dobson Ranch. Much has transpired this summer. As I’m sure you have seen, in 2017 we will have a new City Councilmember, Ryan Winkle. Vice Mayor Dennis Kavanaugh’s term limit has been reached - he will be greatly missed as District 3 Councilmember. The Association has appreciated the tremendous support from Vice Mayor Kavanaugh and the City of Mesa and we look forward to this continued relationship with Ryan Winkle.

The Board of Directors met with Vice Mayor Kavanaugh in July. At this meeting, we learned the Hydration Campaign is wrapping up - the Association donated to the campaign this year and hopes to have an active role next summer. Baiz Market Place has opened where the old Basha’s was located and this is great news for Dobson Ranch. Baiz is one of the largest diverse markets in all of the southwest and we are happy to see this retail space being utilized. We also learned of two more restaurants coming to Mesa: Bobby Q’s and Carolina’s. These quarterly meetings between the Board of Directors and its District 3 City Council representative are one of the many ways the Association stays connected to what is happening within the City of Mesa.

Our August Board of Directors meeting signified an important milestone when we voted on and approved the last of the Association’s governing documents which the Board has been reviewing and revising for over a year. This Ad Hoc Committee started out thinking this project would take a couple of months but once we got into the work of reviewing the documents we found it was a much larger task than anticipated. We are pleased to have completed the task and the resulting documents are consistently formatted, relevant and useable. Thank you to all who participated in this process. All Association documents are available on our website.

Check out information on page 7 of the current RoundUp regarding Tour de Bird. Garden Club President Donna Chapman proposed using the Association’s xeriscape garden on W. Kiowa Avenue as a stop on this tour.

Thank you Donna for bringing this opportunity to the Association - we are excited to participate!

It’s not too early to start thinking about running for the Board of Directors in 2017. Look for more information in the next RoundUp or stop by the Association’s La Casita office. We are always looking for volunteers for the Board of Directors and the various Committees! Our next Board of Directors’ meeting is Thursday, September 15 at 7:00 pm and we hope you will attend.

Lastly, I have noticed that the homes in Dobson Ranch have been significantly increasing in value - some home sale prices are unprecedented for the Ranch. This illustrates not only rising home prices, but confidence in Dobson Ranch as a desirable neighborhood. It is positive to see this trend and reiterates the message in David’s article (on the left) regarding the importance of a homeowners’ association. Teamwork of homeowners on committees and on the Board, along with a professional staff, and pride of ownership, are instrumental in helping to make Dobson Ranch “the best place to live”!

Fall days in Mesa are warm, sunny and positively pleasant. Nights are a little longer, days are slightly cooler, so outdoor functions are a little more enjoyable! It’s a great time for recreational activities, more swimming, trying a new class, and attending fun events!

As a matter of fact… Dobson Ranch residents can find an abundance of autumn fun right here!

October is full of seasonal highlights with the Fishing Tournament/Outdoor Expo on the 1st, the Clean Up, Shred and Garage Sale on the 8th and Fall Break Camp starting on the 10th. Plan your costumes soon (I have already started on mine) because the Halloween Spooktacular will finish out the month of October on the 21st. While you have those calendars out be sure to save the date for Saturday, November 19 as Laguna Park hosts the Dobson Ranch Fall Festival. There will be a lot packed into those three hours: live music, food trucks, vendors, a beer garden, pontoon rides, games, contests and the popular chili cook-off! Look for all the details in the Recreation section of this Ranchers’ Roundup and also on the events calendar at dobsonranch.com.

And don’t forget… if you need to keep cool, the Los Altos and La Casita pools are open extended hours through September 30th for a refreshing evening dip. Please enjoy the all the amenities Dobson Ranch has to offer and I hope to see you at the next great Dobson Ranch event!

2016 Assessments

Your Neighborhood

Quarterly $138.60 Semi-annual $277.20 Annual $554.40 Assessments are due on the first day of each quarter; January, April, July, and October. A late fee of $30 will be charged quarterly if your payment is not received by the 20th day of the first month of each quarter. Delinquent interest will accrue on any unpaid balance.

As a reminder, there are several options for paying your assessments: 1. Automatic monthly payments can be made through ACH (auto debit to your checking account). Forms may be found on dobsonranch.com or picked up at the office. ACH payments are run on the 5th of each month. The payment will continue to be drafted from your account until you give the Association notice to cancel the ACH. 2. Annual, Semi-Annual, or Quarterly payments can be made by check, cash, debit or credit card. Check payments may be mailed to or dropped off at the Association office. Please note that debit or credit card payments cannot be accepted over the phone. Monthly payment is not an option through the mail or drop off.

3. Automatic monthly payments can be made at the Dobson Association website (www.dobsonranch.com) using your bank card, credit card or e-check. Scroll down and click on the green “Assessment Payment Portal”, set up a New User Account or login if you are a returning user. Once you set up the auto pay, the payment will continue to be processed until you stop the payment or make changes.

4. You may also send in recurring payments if using automatic bill pay. Set up the payment through the bill pay program with your bank. Please reference your account number and property address to ensure proper credit to your account.

How We Live in the Desert

We do live in a desert! That is obvious whenever one is out and about in Arizona. The landscape in the Ranch has changed over the years and now reflects much of what is common in the Sonoran Desert from Saguaro Cactus to an arroyo to channel storm water to a flower bed. Every now and then though there is a home with trees and other plantings that come from places far from the desert. I have a wonderful grapefruit tree in my yard.

A desert is a special place.

It takes a hardy breed to live here in the Sonoran Desert.

In fact, the Sonoran Desert is one of the harshest of the major deserts. We live here now and have adapted living in the desert. The first innovation that comes to mind is air conditioning. How did those early inhabitants, from the Hohokam’s to the early settlers, find ways to live with the heat? Beats me; it was not the heat that they had to overcome, but the lack of water. They did have the Gila River and its major tributary, the Salt River, to provide life sustaining water. They worked miracles with that resource. The old canals, the dams on the Salt River, the new canals that distribute the water, and now stored ground water make living in the Sonoran Desert possible.

Look around. We live in a special place, one that tries to respect living in the desert. Dobson Ranch started as a community off in the corner of Mesa. No longer are we but a corner, we are a big part of Mesa and the best way to prove that is by voting. Our representatives take note of our turn-out and accordingly, pay attention to our needs.

They also see that we are serious about living in the desert by how we embrace new conservation techniques. How many homes still have the solar panels installed when the house was built? How many homes have had solar panels replaced or have new solar panels? Electricity takes both fossil fuel and water to generate. Solar panels make direct use of the energy of sun. They, however, need to be cleaned now and then and that usually involves water. Conserving energy and conserving water are linked.

Keep up the effort, we are getting there. Remember, water makes living in the desert possible - make the best of it.

Here is how it works: On the Home page there is a green Assessment Payment Portal. Through this portal you may make HOA Assessment payments and Ranchers’ Roundup Advertising payments only. Simply click on this portal and it will link to Washington Federal Bank. Follow the instructions to create a New User Account. Tour de Bird Features Two Dobson Ranch Locations

Interested in birds? Interested in gardens? Interested in learning how to attract birds to your garden?

If so, plan to attend the Tour de Bird event, sponsored by Desert Rivers Audubon organization, on Saturday, November 5. Nine habitats will be available for viewing from 9:00 a.m. to 4:00 p.m. Featured are two Dobson Ranch locations, a private residence and a common area garden.

Tickets are available through www.desertriversaudubon. org. for $10 in advance (with a $1 for mailing if bought on the website) or $15 on the day of the event. Tickets are also available at the Wild Birds Unlimited store on Baseline and Gilbert roads and at any Desert Rivers event. Ticket booklets include directions to the habitats and a map and some descriptions.

Hello Dobson Ranch Residents! I can’t believe it is officially fall. Time flies when you are having so much fun! We have an October full of events again this year. First, we are calling all you fishermen, the Kids Fishing Tournament and Outdoor Expo on Saturday, October 1st at 7am at Los Altos. I want to send a special thanks to the fishing club for helping run this great event. October events do not stop there...our Garage Sale, Clean Up and Shred is on Saturday, October 8th. It’s time for some Fall cleaning so if you are interested in participating in the garage sale this year, please contact Donna @ 480-831-8314. You can also bring all of those papers that have been piling up in your home to Saratoga parking lot to have them shredded (paper clips and staples ok). The clean-up location will be at Los Altos parking lot. Please keep in mind that residents are responsible for loading and unloading their own material. Don’t forget about another great October event! Before you know it school will be on break and your children and grandchildren will be looking for things to do during fall break. We are offering a Fall Break Camp for ages 6-12 year olds Monday-Friday October 10-14th at Saratoga Recreation Center. Last, but not least, is our Halloween event coming up on Friday, October 21st. Carnival games, a pumpkin parade and movie in the park will all be a part of the “Howlin’ Good Halloween Night”. We hope you all will come out to Laguna Park and enjoy the family fun.

Table and Chair Rentals Make your next at home event great with the convenience of renting tables and chairs right in your community. The Dobson Association not only rents out facilities for private rentals but renting of chairs and tables not held on a ranch facility are also available. We can accommodate a rental up to 140 metal framed folding chairs and 15 rectangle 6 foot by 3 foot tables. The resident must schedule to pick up and drop off the chairs and tables at La Casita Recreation Center. A refundable security deposit of $50 minimum is due in cash or credit card payment to hold your reservation. The rental cost per chair is $0.50 and $5 per table. Reservations can be made through the Recreation Department at 480-831-7464 and include a 14 day cancellation policy.

The weather is perfect for outdoor activities, like ple exam fishing and boating at one of the beautiful lakes at Dobson Ranch. Fishing licenses are required (catch and release only) and boat permits are required for all watercraft (size restrictions apply).

Licenses and Permits may be purchased at La ple m a Casita, 2719 South Reyes. Boat Licenses are $35 x e per motorized boat (electric motors only) and $15 for non-motorized boats and a maximum of 3 permits. Fishing Licenses are $13 for an individual and $30 for a family (up to four).

Retirees Club

Here we are again in the heat of summer and those of us that are hearty enough to withstand the heat still meet and enjoy our outings.

We of course have our dinner night with great meals and wonderful conversations to learn how each of us endure the heat and make the best of it. It is a good time with a lot of us still here enjoying the fact that we live in the desert, but it is a dry heat, except when the monsoons hit. But we clean our pools and yards and keep on going. We are tough old birds.

Ladies lunch was special as Patricia opened her home to over 20 of us and showed us a great time, Hawaiian style. It was great fun and the food was excellent. Of course we are all great cooks!

Happy hour is always a great time and you don’t have to have anything but an appetizer and a coke. Nancy B does a good job of finding a place with great food and excellent service! And again it is time to spend with good friends and neighbors.

As fall gets here, sooner or later, we will have many more activities to take part in, it is what we do as a club, we meet and talk and enjoy having time to be out of the house and keep being active.

Ahhh. We can feel the Fall coming. Football, cooler mornings, end of monsoons. And better fishing, although I have heard of some giant bags of bass being taken on Saguaro and Canyon Lakes at night through the summer. The BIG NEWS is the upcoming Outdoor Expo and Kid’s Fishing Tournament on Saturday October 1 on Lake 1/ Los Altos Rec Center, 2524 W. Campo Alegre. This is such a cool event. The Dobson Ranch Bass Club has built (thanks Ric Hoks for your leadership) a very large fishing tank for the little ones to pull in a bluegill or maybe bonus catfish. The big kids get to fish in the big lake.

Prizes and give-aways abound. It’s a wonderful, fun morning!

Have you noticed numerous patterns of ripples on our lake surface. These are typically one of four fish species either feeding on bugs or eating floating vegetation. The white amurs which are algae-eating and can grow to 15 pounds or so are the most noticeable. Much smaller fathead minnows, threadfin shad, and bluegill also hit the surface in schools from late spring through early fall. Bluegill are most present at dawn or dusk, and they seem to pop up all over the lakes. The fatheads and shad feed through the day and are in tighter schools. If you are into that kind of thing, it’s fun to watch the water; discern the fish; and start getting a feel for what is going on in our lakes. And of course the occasional turtle will pop his/her head up.

A quick fishing tip….When you see the schooling baitfish rippling on the surface, watch for bass feeding activity. You can’t miss it. Baitfish will spit out of the water and the normal pattern of the baitfish school will be disrupted as the bass rips through to feed on his own. Have a topwater bait tied on and throw right past the commotion, and pull your rig through there. If that doesn’t work, immediately follow with a plastic bait- a dropshot rig, a jig, a texas rig- and see if that works. Bass typically feed up into a school of baitfish aggressively, then drop beneath the school. They let the baitfish reassemble into a tighter knit ball.

Then they attack again moving up. You can catch the bass on top or beneath the baitfish.

We are kicking off the Garden Club season in a Ranch garden! Come renew your gardening spirit at the lush desert garden at 2451 W. Kiowa ( formerly the site of a Ranch tennis court) at 6:30 p.m. on October 4. We will tour this small “pocket” garden, which features cacti and numerous desert plants and trees.

A walking path, strategically placed lighting and benches are featured in the garden, which was designed by Ranch Landscape Supervisor Dennis Melgreen. A list of plantings at the garden will be provided. Other information on the garden will also be available.

This small space garden is an excellent example of what homeowners might duplicate in their own yards. It is water-wise and yet lush and inviting. It is planted to attract pollinators and is beneficial for bird life.

We will meet early to allow time to view the garden and walk the garden path. Light refreshments will be provided. Come enjoy the evening---6:30 p.m.--- in the garden on Tuesday, October 4. Whether you are looking for gardening ideas or just a relaxing evening in a garden, you are welcome!

It is Kitten Season!

It’s kitten season. So what do you do when you find those helpless little hamster sized babies? As hard as it may be, the first and most important thing is: don’t touch them! Momma cats will relocate their kittens frequently, but they can only move one kitten at a time. If the kittens appear clean and are not crying, chances are great that momma will be back shortly for them. If the kittens are dirty, crying or have been alone for more than 5 hours they are most likely orphans.

Now what? Unfortunately, most shelters and rescues are unable to take in newborn kittens. So, if you bring them in to your home be prepared to put in some work! Kittens need to be fed every 2 to 4 hours with kitten milk replacer which can be purchased at pet stores. If the kittens have visible teeth they are most likely around 4 weeks old and can eat a gruel-like mixture of milk replacement and wet food formulated for kittens. Before feeding time and about 15 minutes after feeding time, baby kitties need to be stimulated to go to the bathroom just like a momma cat would have done. Use a warm, wet washcloth or cotton ball and rub it gently against the kitty’s rectal area.

Because the babies are unable to urinate or defecate on their own, stimulation is vital to survival! Also, if there are other cats in the household try to keep them separated from the kittens until they can be tested for intestinal parasites and viruses like Feline Leukemia.

Though it is a daunting task and can be overwhelming at first, it can be done! Once they are 6 weeks old they are old enough to be adopted out to new homes. And as always, call your veterinarian if you have any medical concerns!

This is a time to turn on your porch lights, go out into your neighborhood, and get to know your neighbors.
