The Amended Residential Architectural Guidelines adopted in March of this year will be enforced beginning July 1, 2016. If you haven’t already, please check them out on our website dobsonranch.com or stop by the office for a copy.

We are grateful for all of the work the Ad Hoc Committee put into updating the document; it now addresses current issues affecting the Association and ensures the documents relevance. As the Ad Hoc Committee reviewed the documents they all have been put into a consistent format for ease of use.

The documents also have been reviewed by the Associations attorney and conform with state statutes.

Some points of interest to look for in the Amended Residential Architectural Guidelines are: the violation appeal process; the architectural appeal process; portable toilet rentals, portable moving containers; dumpsters; sun shades; gazebos; summer and winter grass; solar devices; golf protection netting; watercraft; docks; home occupation; vehicles and parking have been revised and clarified; a “Pre-Attorney” notice has been added to the compliance process; and the “Habitual Offender Fines” have been revamped based on practical application since first adopted in 2011.

The Amended Bylaws were adopted in March as well. Some of the changes to look for in this document are: conduct of meetings; member action without a meeting; governing body composition; Board of Director qualifications; nominating Board of Directors from the floor at the Annual Meeting was removed; Architectural Committee vote by proxy; reference to a corporate seal was removed; rental co-share fee was removed since the fee has been reduced due to state statute; and parliamentary rules have been added.

Again thank you to the Ad Hoc Committee for all of their time and efforts over this last year. The often tedious, painstaking review of the Associations documents took a great deal of commitment and is commendable as well as appreciated…the documents reviewed are now relevant and in an easy to use format…thank you again. I can’t thank our volunteers enough, they are integral to our Association. In April Emma Kroum resigned from her position as Associate Director of Finance. Emma has worked for the Dobson Association (on and off) for 13 years. Emma accepted the position of interim Director in February 2010 and during that time to now has earned her CMCA designation. It is always sad to lose a dedicated and hardworking person like her. Emma has contributed a lot to the success of this organization. We acknowledge her efforts and thank her for the unconditional commitment and dedication throughout the years. Emma is not far away. She has great ties with the staff and visits us from time to time.

Since Emma’s departure, Maria Clark stepped into the role of interim Associate Director of Finance and we are pleased to announce the promotion to Associate Director of Finance that took place in May. Maria started as the Association Bookkeeper in April 2012. During her time here she has found ways to save money and implemented a Wellness Committee for staff.

She brings a wealth of experience to the Finance Department. Please join me in welcoming Maria and congratulating her on the promotion.

I called the May 19, 2016 Dobson Ranch Homeowners Association Board of Directors meeting to order at 7:00 pm.

Here’s a recap…

I gave the President’s Report recapping all that transpired since the meeting in March. Our Annual Membership Meeting was a great success; everyone enjoyed dinner, visiting with neighbors, and the meeting.

The membership voted for four candidates to fill three seats. Candidates were Stacy Holmstedt, Laurie Moe, Sandra Murray and Stephen Sparks. 636 ballots were received which exceeded the quorum requirements. Votes received for Stacy were 495, Sandra 423 and Laurie 412. I welcomed and congratulated my colleagues.

On April 21 the Board held an organizational meeting to elect Board officers. I was elected as President, Susan Powers as Vice President, Bob Radisich as Treasurer, and Laurie Moe as Secretary.

I then took a moment to recognize last year’s officers: Susan Powers has been president the last two years, leading the board to many successes. This year she asked to step down to concentrate on her business.

Susan always joked about not wanting to give up the gavel, that the gavel was the best part of being President, so I presented her with her own personalized gavel; we appreciate all that Susan contributes to the Association.

Sandra Murray was Vice President for 2014 and 2015 assisting Susan when needed and supporting the Board.

Stacy Holmstedt served as Treasurer last year. Stacy over saw the Association financials and attended the monthly Finance Committee meetings.

Sarah Funtowicz served as Secretary for part of her term. Sarah sold her home in December due to her family expanding and had a baby girl in April.

Sarah joined us at the meeting where we congratulated her and thanked her for her service; presenting her with a token of our appreciation.

George Tihanyi stepped in and completed the remaining year as Secretary.

Both George and Sarah oversaw the Board meeting minutes.

I thanked all our outgoing officers for their service.

Under “Unfinished Business” the Common Area Guidelines were discussed and approved. The Board created an Ad Hoc Committee back in July of 2015, this committee has since met 23 times reviewing all of the Associations documents other than the CC&Rs. The Common Area Guidelines were primarily a culmination of policies that existed in the Homeowner Handbook (last printed, revised, and utilized in 2016) and the Board of Director Policies; plus addresses issues that have arisen as the community ages. Watercraft regulations are detailed, docks are comprehensively discussed, and common area usage restrictions are specified. One new addition to the document is the addition of reservations being available on a limited basis for Laguna Park and / or the Ramada. Please take a moment to review the Guidelines at dobsonranch.com.

Next on the agenda, under New Business, was Section 9.2 of the Bylaws, which addresses when the Board of Directors elects their officers. The proposed language having the election take place following each year’s Association member meeting and no later than the end of May annually was adopted.

I scream, you scream, we all scream for ICE CREAM! Before we all start screaming, here is a little ice cream history:

Until about 1800, ice cream was a rare and exotic dessert enjoyed mostly by the elite.

But then insulated ice houses were invented, and then there were technological innovations like steam power, mechanical refrigeration, electric power and so on. Because of these ongoing technological advances, today’s total frozen dairy annual production in the United States is more than 1.6 billion gallons.

That’s a lot of ice cream!

OK… now you can scream and celebrate ice cream at a FREE Ice Cream Social for all HOA members sponsored by the Dobson Ranch Recreation Department on Friday, July 15 from 6:30 – 8:30 pm at the La Casita Recreation Center located at 2719 S. Reyes. While you are there, please enjoy the beautiful pool and fun splash pad!

Along with the pool and splash pad at La Casita, there are two other locations in Dobson Ranch with pools. There is a pool at the Saratoga Recreation Center, 2345 S. Saratoga, and two pools at the Los Altos Recreation Center, 2524 W. Campo Alegre. The amenities are here for you to use, enjoy, stay cool and make Dobson Ranch the best place to live!

Things to Know Board Meeting Want to know what is going on in the Association, meet the Board members, sign up for a committee, get to know your Ranch neighbors or voice an opinion? You can do all that at Dobson Association Board of Directors meetings. Meetings are held on the third Thursday at 7 pm at La Casita in the Grande room.

2016 Assessments

Your Neighborhood

In a continued effort to maintain an affordable assessment while preserving our maturing community, the Board of Directors has voted to not increase the 2016 Assessments. Therefore; the rates will remain at, $138.60 quarterly, $277.20 semi-annually, and $554.40 annually.

Assessments are due on the first day of each quarter; January, April, July, and October. A late fee of $30 will be charged quarterly if your payment is not received by the 20th day of the first month of each quarter. Delinquent interest will accrue on any unpaid balance.

As a reminder, there are several options for paying your assessments: 1. Automatic monthly payments can be made through ACH (auto debit to your checking account). Please complete the form that can be found in the “Documents & Forms” tab on our website (www.dobsonranch.com) and return it to the administration office along with a voided check. ACH payments are run on the 5th of each month. The payment will continue to be drafted from your account until you give the Association notice to cancel the ACH. Please note that accounts on ACH will not receive future payment coupons. Notice of any assessment change will be published in the current year October or November issue of the Association’s official publication, the Ranchers’ Round Up. 2. Annual, Semi-Annual, or Quarterly payments can be made by check, cash, debit or credit card. Check payments may be mailed to or dropped off at the Association office. Coupons need to accompany mailed or dropped payments. Cash, debit or credit card payments are accepted in the Association office. Please note that debit or credit card payments cannot be accepted over the phone.

Monthly payment is not an option through the mail or drop off.

3. Automatic monthly payments can be made at the Dobson Association website (www.dobsonranch.com) using your bank card, credit card or e-check. Scroll down and click on the “Assessment Payment Portal”, set up a New User Account or login if you are a returning user , click on Menu, click on Auto Pay, and enter your information. Once you set up the auto pay, the payment will continue to be processed until you stop the payment or make changes. If you are setup on recurring payments through the Washington Federal/ Rentpayment site, please be sure that your payments are set to continue through 2016.

4. You may also send in recurring payments if using automatic bill pay. You will have to set up the payment through the bill pay program with your bank. Please reference your account number and property address to ensure proper credit to your account.

Big Water

I traveled to the Northwest to visit my son last month. Of course, we had to see the Columbia River Gorge and the dams that make the river big. We visited the Bonneville Dam and toured the facility where they like to highlight the time FDR dedicated the dam. Our Salt River dams were dedicated by Teddy; take that, young whipper snappers.

Our water is almost as big.

Previously I mentioned how much water our home landscapes consume and how to balance the use with our needs. The picture I used was of the blowhole, La Bufadora, at Ensenada, Mexico. It illustrated just how much water an individual used in a year and sometimes a picture makes it easier to put things, like water conservation, in perspective. But how could one individual use that much water, a column more than 75 feet high? Well, how much water does a grocery store use? A lot. That water consumption is charged to the community, added to the amount used by the people who buy their food there. Then on the Ranch, approximately 30 million gallons of water are used each year for recreation and for irrigating our common areas. So it is not just the water that comes into the home that adds up, but also the water used in our community.

What impact can we have then on the water used that enables us to live in the desert? I reported earlier that our efforts are working, our march toward a sustainable future is making progress. For example, our residential landscape needs are less than the often reported 70% of our water bills; some say 60% here and now. The water used for the common area landscape has likewise been reduced. At one time, it was as high as 10% of the average household budget. Through careful management, that has been reduced to just 6%. We are getting there.

If we turn to the water used in the home, some studies show areas where we can make a difference. I like a shower, so that is out as a potential water saver. I have however, installed a dual flush toilet mechanism that reduces the water used and I have used the leak detection dye tablets to check for leaks. Now if I could figure out how to brush my teeth without the water continuing to run, I would be making real progress.

Keep up the effort, we are getting there. Remember, water makes living in the desert possible - make the best of it.

Summer is here and the weather is getting warm.

Come out and enjoy your community pools and splash pad! Our new summer hours run now through September 4th. We are open Monday-Saturday 8am-9pm and Sunday 9am-8pm. We will be closed during the Holidays. We have more new and exciting events and programs coming up. If you have children or grandchildren ages 6-12 and are looking for some fun summer activities…look no further. We are still accepting registrations for Summer Kids Camp at La Casita. Camp will run Monday-Friday 7:30am-5:30pm.

We do have 10 weeks, 5 weeks, 1 week and daily options available May 31st-August 5th. See our ad or call La Casita for more information. Parent & Tot: Designed for 6 to 36 months

old. With parent participation the child will learn the comfort of water, while having fun. Class features include: water adjustment, safety skills, blowing bubbles, and holding technique. One child per adult.

Tadpole: Designed for 3 to 5 years old. Child

must be potty trained and can be separated from the parent. Children learn independently entering and exiting the pool, self-submerging, opening of eyes to retrieve objects, ability to float, kick and glide.

Frog: Designed for 4 to 8 years old. Children learn to enter water by jumping from the side of the pool, independently floating on front and back, changing direction while on front and back, and combining legs with arms action.

Starfish: Designed for children who have

completed all above levels at Dobson Ranch. This class emphasis is on improving the swimmers ability to front-back to back-front rollover method. Introducing freestyle, backstroke and endurance to swim one width of the pool.

All Classes are 30 minutes each - 8 days in each session. Classes have a minimum of 3 children with a maximum of 4.

Aqua Zumba is classic aqua aerobics with Latin flavor added to regular Zumba routines. The typical land-based Zumba dance steps, such as cha-cha, merengue, salsa, reggaeton, and mambo, are exaggerated and slower in water, so the water tempo is half the land tempo, creating a low-impact work out for all fitness levels. There is less impact on your joints during an Aqua Zumba class so you can really let loose. Water creates natural resistance, which means every step is more challenging and helps tone your muscles.

Table and Chair Rentals Make your next at home event great with the convenience of renting tables and chairs right in your community.

The Dobson Association not only rents out facilities for private rentals but renting of chairs and tables not held on a ranch facility are also available. We can accommodate a rental up to 140 metal framed folding chairs and 15 rectangle 6 foot by 3 foot tables. The resident must schedule to pick up and drop off the chairs and tables at La Casita Recreation Center. A refundable security deposit of $50 minimum is due in cash or credit card payment to hold your reservation. The rental cost per chair is $0.50 and $5 per table.

Reservations can be made through the Recreation Department at 480-8317464 and include a 14 day cancellation policy.

Adult tennis Dobson Ranch offers a full-range of programs and playing opportunities for ages 16 plus and ability levels. These classes introduce you to the elements of tennis with a quality instructor to ensure a positive, successful and fun experience.

Adult Learn to Play These 5 week classes, will introduce the social aspect of the game when groups of players come together to learn at the same time. To teach the skills of tennis to a class, tennis group drills have been formulated. These drills are meant to be fun and entertaining while also developing the skills of each participating player drills!

Tennis combines physical and mental skills and is a sport kids can learn quickly.

Kids in our program respond to verbal stimulation, and visual drills while competing with peers in quick start reaction skills and drills.

As a coach I encourage out of the box thinking when kids are applying newly learned skills such as approach shots, volleys, or using the correct grip for topspin.

Stressing fitness and hydration are also key elements that younger players fail to adhere to mainly because of the adrenaline and excitement of competition.

Tennis is a good game for children because it develops mental skills along with physical prowess. Concentration and patience are essential for winning. Strategic thinking helps smaller players defeat more powerful opponents. Because being swift and smart is as important as having broad shoulders. Tennis teaches manners and following rules. Keeping control of your temper is an important skill that top tennis players learn on their way to becoming champions. Let’s work together to build healthy strong young tennis players. Our program at Dobson Ranch brings all facets of the modern game along with a touch of yesteryear. Remember the Serve and Volley days, they are coming back…

Cerveza Run

The Saturday afternoon weather was perfect at the recent Dobson Ranch Cerveza Run. Runners, walkers, joggers, and strollers headed out on the two-mile path along beautiful Lake 1 at Los Altos.

There was a festive atmosphere as the participants returned and were serenaded with lively music by the Mariachi Luna de Mexico band. The first runner back was Jesus Garcia, but at the end everyone was a winner with cool refreshing Cervezas for the adults, chips, salsa and guacamole from Rositas, and chips, salsa and mini chimichangas from Macayos. But that’s not all! We couldn’t have a celebration like this without piñatas! There were treat filled piñatas smacked open by some pretty strong Ranch residents. If you missed this year’s event, be sure to grab the fun next May, but in the meantime, check out even more exciting upcoming events in this issue of the Ranchers’ Roundup.

La Casita Preschool Graduation La Casita Preschool Graduation night was filled with proud parents, family members and friends as 15 young students, sang, recited poems, received their diplomas and most of all, charmed the crowd. Under the direction of their teacher, Ms Jessi, they are ready and prepared to move on to Kindergarten.

Lots of scurrying going on as many of us are heading out to other parts of the world. The summer is prime time for visiting with loved ones who live elsewhere. Though many of us will stay and battle the heat. Darn! Now I have to spend more time in the pools around the ranch, or head up to the rim to fish in the cool streams for trout, maybe go boating in some of the best lakes in WEST. Us desert rats always seem to find a way to make good use of our time. DRR will still be meeting and having fun with the many options available to us.

The day TRIPPERS made a visit to AMAZON’S facility in May, dinner night and happy hour, along with movie day and game day, and the Ladies are still doing lunch every 2nd Thursday. The only activities not running through the summer are the biking and hiking, although there are a few who seem to think that they are tough enough to brave the heat and are still biking at least through MAY. There may be a couple of hikes still to take place too.

July 11th this is the potluck deserts meeting, please bring enough for 10-12.

We had our second Annual Adult Fishing Tournament on Lake 7 on Saturday April 30. This Spring tournament complements the awesome Kid’s Fishing Tournament we hold each Fall. I wanted to briefly discuss the results and how a tournament plays out. Thirteen adults and 4 juniors under age 16 competed. Winners were judged by total length for all bass-up to a 5 fish limit. According to our rules, fish were measured, a picture taken, and then immediately released to live another day. The junior winner was Colton Spencer (pictured) with a total length of 47.45”. Nice work Colton.

I saw Colton after I caught a fish not too far away from him. He asked how I caught my fish. I said on a dropshot worm rig. He very soon thereafter caught the biggest fish of the tournament- using a dropshot. Second place in the junior category was Jon Mendoza- 22.6”. Congrats Jon. First place for the adults was Ed Ricci with 75.2” (5 fish); second place was Jason Bergman with 72.5” (5 fish). Ed caught one fish early in the morning on a topwater popper. Then he caught the rest of his fish on a dropshot worm rig over the next 2 hours. It was an early morning bite. In other words, most fish were caught during the first 2 hours of the tournament. The tournament time frame was 7 am until 11:30. Ed didn’t catch a fish after about 10 am. Jason caught all his fish on topwater early. And same story for him. I don’t think Jason caught a fish after 9 am. Other competitors caught fish in other ways including spinnerbait and crankbait. This goes to show you that you need to capitalize and catch your fish when the feeding window presents itself. Sometimes it’s early; sometimes it’s when the wind blows; sometimes it’s when a cloud cover occurs. So you need to be on the water and grinding it out to position for the best feeding time.

We really appreciate the organization and diligence of Bass Club president Scott Mcatee. He set up the event with the HOA; coordinated things in the morning; and did the tallies at the end. He didn’t even fish. I also appreciate that my good friend and Dobson Ranch resident Jeff McClure did not show up for the event. He regularly spanks me when we fish together, and believes in his heart that he is a better fisherman than me- so who knows what would have happened. We look forward to next year’s Event!

We are proud to congratulate the DRWC 2016 Scholarship recipients. Mr. Brandt Hansen, Miss Rose Lopez and Miss Sierra Bigelow.

Brandt will be attending Case Western Reserve University School of Dental Medicine in Cleveland, Ohio. We mentioned to bring his gloves and long johns! Brandt has been attending ASU with a major in Biochemistry. He applied to dental school early and was accepted sooner than expected. He wants to give dental care to the less fortunate communities. Brandt is a talented musician who teaches music, volunteers at the food bank, plus is active in triathlons and school events. He is an Eagle Scout, a Dean’s list student and received the Semper Fi Marines Music Award.

Rose will attend Arizona State University, majoring in Mathematics and a minor in Piano performance and possibly Physics. She was a member of both the Dobson High School Band and Marching Band, performed in the Symphony orchestra, is President of the Academic Decathlon and a member of several other clubs. Rose medaled at both Regionals and State Academic Decathlon, 2nd at District Science Fair, and received the Service Learning Seal. She ranked in the top 50 for the Arizona Math contest and received an Excellent in Piano Duet and a superior in piano Solo.

Rose was awarded the Most Outstanding Senior for Dobson High. She is an AP Scholar with Distinction, and also involved in Church activities.

Rose received an ASU Presidential Scholarship.

Sierra will be attending Colorado Mesa University in Colorado.

Arthritis in dogs is very often discussed, but what about our feline furbabies? Yes, they can get arthritis as well. It is important to remember that age is not always to blame. Joint pain and stiffness can occur for many reasons.

Cats often mask their pain, making signs of arthritis harder to detect.

Citizen Police Academy Since 1991, the Mesa Police Department’s Citizen Police Academy (CPA) has provided members of our community with an inside look at law enforcement. The CPA is designed to provide participants with an understanding of the operations and resources of the Mesa Police Department. Participants will interact with police executives and veteran officers during the academy.

The goal of the CPA is to provide a greater awareness and understanding of law enforcement’s role in our community.

The next session of the Citizen Police Academy begins on September 7, 2016 and runs through November 16, 2016 (tentative). Classes are held on Wednesday evenings from 6:30 p.m. until 10:00 p.m. at various locations.

There is one Saturday class that is held at the Range.

Republic Services Arizona Celebration of Freedom July 4th in Mesa

The 2016 Republic Services Arizona Celebration of Freedom is Monday, July 4th from 6 p.m. to 10 p.m. For the third consecutive year, this free event and the “coolest” independence festival in Arizona, will be held at the Mesa Convention Center and Mesa Amphitheatre campus, 263 N. Center St., and along Center Street between First Street and University Drive.

The Arizona Celebration of Freedom includes live music, patriotic displays, a naturalization ceremony, family fun, fireworks and much more! The festival will include Revolutionary War reenactments from We Make History, the only reenactment group of its type in the southwestern United States. There will also be a Fallen Heroes Memorial honoring the Arizona fallen heroes from the war on terrorism and much more.

There is a new way to get there now that light rail travels through downtown Mesa! Passengers can exit at the Center and Main Street stop and travel north just two blocks on Center Street to reach the event.

Mesa Community College Preforming Arts Center Presents Big Fish Big Fish is a musical with music and lyrics by Andrew Lippa and book by John August. It is based on Daniel Wallace’s 1998 novel, Big Fish: A Novel of Mythic Proportions, and the 2003 film Big Fish written

by August and directed by Tim Burton. Big Fish revolves around the relationship between Edward Bloom, a traveling salesman and his adult son Will, who looks for what is behind his father’s stories.

Mesa Hydration Donation Campaign The 10th Annual Mesa Hydration Donation Campaign from June 6 through September 16 provides supplies of water to people in need. The City of Mesa works with nonprofit agencies and businesses to collect the bottles of water which are distributed through United Food Bank to numerous agencies in the valley, including A New Leaf-East Valley Men’s Center, Paz de Cristo and Mesa United Way.
