Message From the Association President Dollar$ & $ense By Ron Ricci

By Jeff Brosman

Association President

Association Treasurer

Happy New Year! I wish everyone a safe and prosperous New Year! And for those of you who took the Polar Plunge, I award your bravery. As we begin 2019, let’s say hello and welcome Lynelle Glysson as our Community Manager. Let’s also thank our Board members, employees, and committee volunteers for their participation in keeping Dobson Ranch the “Best Place to Live”. Along with our many wonderful community events, here are a few highlights from 2018. Your Board of Directors approved the 2019 budget with “Zero Based Budgeting” as a priority, they passed a new bylaw that allows Residents to vote on future bylaw changes; the minutes, as posted on our website under “members”, now include more information; there have been workshops and town hall meetings to have residents hear and participate in changes. It has been an informative year for the Ranch! Looking ahead, your Board of Directors will continue with workshops and welcome Resident attendance and participation. By the time you read this message, our reserve study will be completed. This will provide a comprehensive evaluation into the anticipated future expenses of the Ranch. I am looking forward to seeing you at the Open Sessions. Your input is appreciated and helpful to your Board of Directors. Open Sessions are usually on the third Thursday of each month; see the Ranch website calendar for Budget & Finance, committee meetings, and your Open Session date and times.

@DobsonRanchHOA

Happy New Year! Hope you experienced a joyful holiday season. We are all so blessed to live in the USA in general, and Dobson Ranch in particular. Thanks to all the employees, Board Members and volunteers for making a difference in 2018. Let’s keep it going in 2019 as we welcome our new Community Manager, Lynelle Glysson to our Association family. At the time of writing, we are busy closing out the accounting year and preparing for our audit. Next month I will be able to give you a recap quantitatively of the 2018 financial performance. For now, please know qualitatively that we will once again finish the year in excellent financial shape (solid net income for the year, 90% funding in Reserves, a high level of free cash flow, and improved investment earnings). During the December Board Meeting, one of the motions approved was to allocate nearly $23,000 to our budgeted contingency line item. What is the contingency budget? Why do we have it? Why this particular allocation? Allow me to explain. Our Board General Policy states that the Board may approve a contingency line item within the operating budget up to $50,000 to cover unanticipated, unusual operational expenses. Generally the contingency budget is around 1% of the operational budget (usually $25,000 to $30,000). In 2018, we had approved a $30,000 contingency level. To prevent casually allocating an expense to contingency, our policy requires the Board to be aware of the reason for allocation and formally approve the action. Earlier this year the Board approved a $4,300 unexpected transformer upgrade expense that was mandated by SRP to remain compliant to code at Laguna Park. A few months later in the summer Dobson Ranch experienced significant storm damage. The damage was so extensive that we submitted a claim to our casualty insurance company and received nearly $23,000 in November to help cover a good portion of our costs to rectify the damage. Allocating the equivalent amount of expenses from existing cost accounts into the contingency line item is good financial management for three reasons: (1) This storm was truly an unanticipated and unbudgeted event, so it meets the definition of policy; (2) It removes the distortion from budget line items experiencing these expenses, thus maintaining the integrity of the accounts for future budgetary historical/comparative purposes; (3) It allows the manager responsible for said line items to have more effective cost control. Bottom line is that for 2018 we allocated less than $27,500 of the $30,000 we had budgeted for contingency expenses. Just like the overall budget, we under spent our contingency budget - - and that’s good financial management!

Lasting Impression By Craig A. Wilson Water Management Director

For over thirty generations the farmers along the Salt and Gila Rivers have irrigated their farms using water from these rivers, much as happens today. Those ancient canals brought water to what would become Dobson’s ranch. Today, modern canals bring water to what is now the new Dobson Ranch; our home. Visit Mesa’s “Park of the Canals” and see firsthand what the earlier inhabitants of our area created; a remarkable canal system that can still be seen today. Those earlier people, just like us, had to deal with fluctuations in stream flow, a canal dry-up to clean out the silt and the repair of control gates that meter the flow of water. They worked through those issues to thrive for more than 100 decades. That is a long time compared to our 5 decades of drawing water from those same canals. Those early farmers were called the Hohokam and their canals were huge. One canal in Mesa was 15 feet deep and more than 30 feet wide; the longest canal stretched for 20 miles. At one point more than 100,000 acres of Hohokam farmland was being irrigated. In its engineering and size, their canal system was bigger and more sophisticated than any irrigation system in the prehistoric New World. What happened to the Hohokam? Drought is one of the many possible reasons for their decline. One thing the Hohokam may have lacked was a plan to deal with a prolonged drought. The current inhabitants of the Valley of the Sun are trying to devise such a plan. If the current Drought Contingency Plan passes into law, the costs and saving of water will require even more cooperation across the Valley. It may even require cooperation in conserving water across Arizona. The subtle changes that are taking place have given us less rain, less snow and less run-off this past decade. Can we adjust to this new way of living in the Valley of the Sun? Stick around and see.

Call for Candidates Do you have time to volunteer and be a servant leader for Dobson Ranch? Then consider running as a candidate for the Dobson Ranch Board of Directors. As a board member, several hours of your time each month will be devoted to Association business, special projects and committees. The primary role of the Board is to conduct the business of the Association, not just by approving the budget, but also developing and enforcing policies. Board members are required to step outside their immediate circle of family and neighbors and make decisions based on the greater good of the community. It isn’t all about policies and tough decisions. Our community is only as good as we make it; establishing and maintaining a sense of community is a part of a board member’s responsibility. Planning and attending functions and being a presence in the community are as important as policy decisions. There are three seats open on the Dobson Ranch Board of Directors. Election results will be announced at the Annual Meeting of the Members on April 9, 2019. Candidate bios will be printed in the January, February, and March 2019 issues of the Ranchers’ Roundup. The deadline to be in the March Roundup is February 20, 2019. Forms are available for download at dobsonranch.com under the Members tab or the Documents and Forms tab. Applications may be picked up at La Casita, 2719 S. Reyes. Being a board member can be challenging at times, but it may also be one of the most rewarding ways you’ll find to volunteer your time. If you’re interested in running for the board or would like more details about board responsibilities, please contact the Administration office at 480-831-8314.

The following responses from each candidate are complete and unedited.

Geoff Mackenzie Dobson Ranch owner and resident

Sandra Murray Dobson Ranch owner and resident

Do you regularly attend Dobson Ranch HOA board meetings? Yes What is your motivation for running for the Board of Directors? I am running for the Board of Directors because the Residents of Dobson Ranch deserve to be represented by a broad spectrum of viewpoints and opinions. I am a progressive minded, fiscally restrained, forward thinking family man who wants to see Dobson Ranch continue to be a premier location to have and raise a family. What activities, events, programs, and/or amenities do you enjoy at Dobson Ranch? I love the fact that many of the amenities and activities offered by the ‘Ranch are geared toward health and healthy living. Among my favorites are the wonderful community pools, the popular tennis courts and the many activities offered at La Casita. The seasonal events create a sense of community and a great opportunity for the residents to get to know each other better. As you look at the Dobson Ranch community, what specific challenges do you see facing the HOA? Dobson Ranch is an older community. Over the years, we have done very well to keep it up. In the coming years, we will face some challenges with ongoing maintenance of the common areas as well as ongoing lake maintenance. One of the biggest challenges we will face is keeping the lakes full. The availablility of water from Lake Mead is coming to an end and alternative and more costly water will pose a major challenge to our budget. Autobiography: My family and I moved to Dobson Ranch in the fall of 2015. We have lived in the East Valley since 2004 when we moved here from Cape Cod, MA. In addition to living in New England, I also lived for a short time in Wisconsin and Colorado. My educational background is in website design and development with an empasis on programming in Visual Basic. I am currently a full time Realtor®. In the past I have been involved with Mortgage Origination and for a period of roughly 10 years, I was a small business owener and a Licensed Contractor. I love spending time with my family. We enjoy travel, hiking, camping and just about anything outdoors. We also love gardening, sketching and painting, and taking our dogs for long walks in the ‘Ranch!

Do you regularly attend Dobson Ranch HOA board meetings? Yes What is your motivation for running for the Board of Directors? I have lived on Dobson Ranch since 1985. I would like to see this community continue to be the “best place to live”. To continue to be a sought-after community it is important to maintain our property values and listen to the homeowners’ opinions. It is also important to be transparent about how the Ranch is run. As a Board Member, I will continue to keep the interest of the Members as my first priority. What activities, events, programs, and/or amenities do you enjoy at Dobson Ranch? Dobson Ranch has so many events, activities and amenities. We have pools at three locations including our popular Splash Pad at La Casita. We have several tennis courts, well kept common areas, numerous clubs and our wonderful lakes. My family has used most of the amenities on the Ranch including our popular Summer Camp. We look forward to the wonderful fall events with Winter Wonderland and the great Boat Parade. As you look at the Dobson Ranch community, what specific challenges do you see facing the HOA? As I thought about this, it was surprising to me that the challenges really have not changed much since I ran for the Board in 2016. We need to continue to maintain property values, stay within a zerobased budget and maintain our relationship with the City of Mesa. Autobiography: I have been in Mesa and lived on Dobson Ranch for over 30 years. I am married, have two daughters, a son-in-law and 5 grandchildren. I retired from what is now Century Link with 37 years of service in sales and marketing in both Tucson and Phoenix. I volunteer at Paz De Cristo, Seton Catholic School and St. Timothy’s Catholic School.

Landscaping Tips

Home & Garden

By Arizona Landscape Contractors’ Association, the Sustainable Landscape Management (SLM) and the Arizona Certified Landscape Professional (ACLP) programs www.ALCA.org

Dream Big! - Your Landscaping Wish List As the winter holidays are upon us and cooler weather leads us to spend more time indoors, it is a great time to create your own wish list - for your landscape! 2019 is a wink away and before we know it some of the best months of the year for enjoying the landscape will return. Your landscape contractor can help you plan your dream landscape and turn it into reality. Wish: A beautiful outdoor space for relaxation and entertaining Make it a reality: Hardscapes are the bones of a functional and beautiful outdoor space, and can be the biggest expense. Now is a great time to meet with your landscape contractor who can help you visualize your dream space and establish a budget even if that entails planning the hardscape installation in stages. Wish: Year-round, easy to maintain, lush greenery and color Make it a reality: Besides fall, one of the best times for planting trees and shrubs is in the early spring. Be ready and plan now. Meet with your SLM certified landscape contractor to determine the right plants for the right places, and understand the natural growth, flowering and dormancy of our unique desert plant material. Planting the right plant in the right place will mean less pruning, so less waste in our landfills. Planting a tree involves more than digging a hole and sticking the tree in so to avoid problems, you should plan accordingly and position the trees you plant far enough from utility lines, walkways, patios and your house. To make certain you’ll be digging in a spot that’s free of hidden dangers, call Arizona 811 by dialing 811 within the state of Arizona, or creating a ticket online at http:// www.arizona811.com/ They will send somebody to locate and mark the underground utility lines, including electric, water, sewage and gas so you and your landscaper can steer clear. Wish: Enjoy your landscape while knowing you are using resources responsibly Make it a reality: Sometimes a great landscape just needs a few improvements to become more sustainable. • Ask your landscape contractor for an irrigation system audit and use the information to improve water management on your property. Once the system is as efficient as possible, adding a smart controller can save even more water. • Plants that have failed or that are outgrowing the space were likely the wrong plant for the space. Your landscape contractor can help you choose a more appropriate plant for the space based on the growth potential and the water, soil and sunlight needs of the plants. • Ask your landscape contractor about getting on a renovation pruning schedule for your shrubs. By leaving the monthly trimming behind, this practice creates healthier plants and less waste in our landfills. 8 THE DOBSON ASSOCIATION

Weeds and How to Manage Them A plant growing where you don’t want it to - this is a working definition of a weed. Weed seeds arrive in your yard either by wind or carried in by birds. There are two basic groups of weeds; those that are grasses and those that are broadleaf plants, and those two groups can be further classified as annuals or perennials. Annual weeds grow from seeds and grow, flower, produce seed and die within one season. Perennial weeds can live for several years. The control methods you choose will depend on what type of weed you are dealing with. Control If you only have a few weeds in a relatively small area, mechanical removal is often the most desirable. This can be accomplished with sharp hoes, shovels, or hand pulling. C’mon, this is good exercise - therapeutic even. If applications of herbicides are warranted, it is important to select one that will target the weed you are dealing with and not harm surrounding vegetation. If you use grass killer on the crabgrass growing in your hybrid Bermuda lawn, it won’t discriminate and will kill any”grass” it contacts. In gravel areas both annual and perennial weeds can be controlled with the application of a post-emergent herbicide. The term post-emergent means that it is for weeds that have already sprouted and are growing. The most common products for this application contain Glyphosate (such as Roundup) or Glufosinate (such as Finale). These herbicides work by translocating the product through the leaves to the roots where they interfere with the growth process. Both these products are nonselective, meaning they will kill any growing vegetation, both grass and broadleaf. In lawn areas the best weed control is a healthy lawn. Turf will out-compete most weeds and regular mowing will remove the growing tips of the weeds. Any chemical weed control should be practiced only on well-established lawns, as newly installed or seeded lawns are often injured by weed control agents. If nut sedge (or nut grass) is a problem (and it commonly is), your best bet is a product called Sedgehammer (formerly know as Manage). Pre-emergents work very well in preventing weed seeds from sprouting and work best in gravel areas. Do not use a pre-emergent if you plan to establish a Bermuda grass lawn by seeding. The same is true in the fall if you overseed your hybrid Bermuda or Bermuda grass lawn - it will prevent the winter rye grass seeds from sprouting! Many pre-emergents are available from your local nursery or home improvement store. For example, a common pre-emergent herbicide has a chemical name of: 3, 5-dintro-N4, N4-dipropylsulfanilamide. The common name is oryzalin. Ask the sales staff for assistance if you are unsure which product is a pre-emergent. Apply twice a year in April for summer weeds and September for control of winter weeds. Caution: Never use a total vegetation killer that is a soil sterilant. These products kill existing vegetation, persist in the soil for many years, and can leach into surrounding areas seriously affecting or killing plants. If you have an area in your yard where nothing will grow, a soil sterilant like Triox may have been applied there in the past. Be careful when using products that contain 2-4-D (often Weed-and-Feed style products). They are designed to be applied when the temperatures are cool. During most of the year this product volatilizes (turns to a gas) and can cause damage to surrounding vegetation as it drifts through the air. Also, if trees are growing in the turf areas where it is used, they can sustain some damage by the herbicide. Remember! Always follow label directions exactly! We sometimes think if a little is good, more is a whole lot better. The average homeowner applies 9 times more chemicals to their property than a farmer does on the same size land. With herbicides and insecticides, this can be very harmful - to plants, pets and humans. Wear protective clothing and avoid skin contact with the product. Common broadleaf weeds: Purslane, goosefoot, pigweed, puncturevine, London rocket, bur clover, cheeseweed, tumbleweed, silver nightshade, prostrate spurges. Common grass type weeds: crabgrass, Bermuda grass, nutgrass (not really a grass), bromegrass, orchardgrass, common foxtail. For more information on weeds use the on-line reference http://ag.arizona.edu/ urbanipm/weeds/weeds.html and http://ag.arizona.edu/urbanipm/weeds/weedcontrol.html Created by Cathy Rymer, Water Conservation – City of Chandler

TENNIS TIP

Recreation Happenings

Leg Usage By Kwong Young Dobson Ranch Tennis Professional

Many players will find themselves rising or getting jumpy when they should practice on staying down and using their legs rather than just an arm string for the groundstrokes. The power comes from the legs and transfer to the upper body and when staying down, this will help you make better contact underneath the ball to give you the proper low to high swing pattern. So, remember to stay low first and to keep your head still during the contact hitting.

Happy New Year From All Our Players at DR Pickleball!

Clubs

Our International Holiday Tournament on December 15th was a spectacular success, featuring for the first time ever 24 players on 12 mixed doubles teams playing in a round-robin format using all 6 of our courts at the Los Altos Community Center. In addition to our stellar resident players, we had teams representing Canada, England, and Australia, plus our usual contingent of visitors from Colorado, Alaska, Minnesota, Washington (the State) and some other even less reputable characters. The ultimate gold trophy was taken home by Alaska Ron and Trilogy Leslie, in a very closely contested finale with our silver medalists Jill and Ari from Down Under. The spectacular photography chronicling this event which you will see in this issue was courtesy of Phil and Marion Taylor, regular winter visitors from British Columbia. And, as usual, the Christmas Elves in the Gillies/Mizner art workshop provided some pretty amazing Christmas pickleball ornaments for all to enjoy, despite dealing with a tight time schedule and a somewhat hostile work environment! Our winter hours for drop-in play remain at 8 am start time for Monday, Thursday and Saturday mornings, and there is play Tuesday nights at 7 pm. Please be sure to get on our email list for any schedule changes. We also have our social pickleball group who play Monday and Thursday evenings under the lights at 7pm. Beginners are always welcome at all our events. We welcome everyone out to play or watch pickleball at Dobson Ranch. Come out

Happy New Year...2019... I felt like I was just wishing everyone a Happy 2018! Out to Lunch was the 4th... we went to Hops Social Tavern. It was the Old Elephant Bar, in Chandler. It is a great place that makes the food fresh as you order it. A good Happy Hour too. Feb. 1st we will go to C Fu Gourmet. Chris thought we should celebrate Chinese New Year (5th). The Year of the Pig. Pigs are the sign of fortune, wealth and a beautiful personality. Years of the Pig: 1935,1947,1959,1971,1983, 1995 and 2019. Chris will send out information. Our Christmas Bunco and Fund Raiser was held at Patty and Gary’s home. This is always a fun evening with our family and friends. We donate the funds we collect to a chosen charity. Thank you. Vicky will be our host Feb. 23rd. Laurie will send out an email. Thank you to Lynda for stepping up to help our HOA. It is always good to have you share your experience and talents. Helen and Richard are still needing prayers for health and healing. Fred, Karna’s husband is recovering from surgery. Good thoughts for them too. Is your football team in the Super Bowl...and how did your favorite college football team do in the Bowl games? I was fortunate to attend my first Rose Bowl Parade and Football game with Ohio State vs Washington. My eyes are over the top with the vibrant colors. The creative talents and engineering constructing of these awesome floats, is so much more impressive in person...Just WOW... I went to the Dwarf Car Museum south of Maricopa. It is worth the drive to see how Ernie Adams makes these cars from scratch! Jay Leno has been there too. I must say, I was able to get in them very easy...they are road ready. If you have someone that like cars...it is a great place to take them. Wishing everyone a wonderful and blessed 2019.

Garden Club February 2019 Meeting By Donna Chapman Garden Club Coordinator

We are off to a garden again! Continuing its programs on Ranch gardeners, Ken and Donna Chapman have invited the Garden Club to tour their garden on Tuesday, February 12. To allow sufficient time to see this garden in daylight, those interested in touring the garden will meet at La Casita at 5:15 p.m. We will carpool and caravan to the garden. The Chapmans have a compact lot, but they have made the most of their yard. Because they enjoy entertaining, the yard features several sitting/eating areas. The yard has a New Orleans feel with black wrought iron tables and old brick hardscape. Black and white are favorite colors for Donna so black and white striped umbrellas and pillows are featured. White flowers are used extensively and because the yard is heavily shaded, ferns are featured in urns and in-ground. A tiered fountain invites birds. The patio---with black and white tile---flows into the yard and gives a larger feel to the area. Lush foliage covering the walls adds to the Southern look. Come to the February 12 meeting to see this garden first hand--and enter the drawing for two $25 gift certificates to local nurseries. If you would be willing to “share” your garden with the Club at a future meeting, please email drchap08@cox.net.

Mesa Residents Encouraged to “Treecycle” Mesa residents can help the City of Mesa give the environment a present this holiday season by recycling their Christmas trees. Residents are encouraged to bring their tree to any of the free drop-off locations listed below. Residents are asked to remove all nails, stands, tinsel, lights and ornaments from trees. Flocked trees will not be accepted because the flocking does not break down in the environment and wreaths will not be accepted because of the metal wiring which can damage the chipping equipment. The following 24-hour drop-off sites will be open Dec. 26-Jan. 20: • Fitch Park, 651 N. Center St. (enter off of 8th St.) • East Mesa Service Center, 6935 E. Decatur St. • Superstition Springs Police/Fire Substation, 2430 S. Ellsworth Road • Mountain View Park, 845 N. Lindsay Rd. (enter off of Adobe St.) • Dobson Ranch Park, 2363 S. Dobson Rd. Residents wishing to take their trees directly to the Salt River Landfill at Gilbert Road and the Beeline Highway can do so between 6 a.m. and 5 p.m., Monday through Saturday, through the end of January. Mesa residents will need to have a current Arizona driver’s license. Curbside pickup also is available for $23.04. Residents should contact the City of Mesa Environmental Management & Sustainability Department at (480) 644-6789 for more information or to schedule a pickup time. Additional information may also be found by visiting www.mesarecycles.org. The Christmas “Treecycling” program is provided for resident use only and is sponsored by the City of Mesa and the Salt River Landfill. Tree lot vendors are not eligible to use this program and should call (480) 644-6789 for alternative recycling options.
