A 4-5mile walk starting in this North Hampshire town then out through the verdant countryside. Also a mile or so extension route following the disused railway for all our more energetic walkers.

D

id you manage to see the planet Venus in February, when it was clearly visible close to the moon? I first saw it shining out brightly in the early evening near Heathrow despite London’s light pollution and the circulating planes. I find it hard to comprehend that it is about 160 million light years away and its surface temperature is around 460 degrees Celsius. It has an atmosphere of carbon dioxide and a cloud of sulphuric acid around it according to Wikipedia. A total contrast to our stunningly hospitable earth, but still impressive to gaze at.

King David started one of his psalms by saying that the heavens show the glory of God and that the skies proclaim the work of God’s hands. Like countless people over the centuries, the stars and planets had spoken to him of a creator God.

The extraordinary Christian message is that this creator God who made such a vast universe is also very concerned about each one of us as individuals, so much so, that having spoken by many prophets down the years of the Old Testament, he eventually sent his own Son to earth so that we could know him. Although over 2000 years ago, this message remains the same. For those who rely on the mercy of God, the sacrifice that Jesus made on the cross is the only way to forgiveness from God. Whilst we may think we should be able to earn this, God’s plan is that Jesus was and is the only way to come close to God, he is the truth about God and he offers us eternal life with God. So as you look up at the stars and planets in cloud-free nights and maybe marvel at these celestial bodies in their predictable orbits, consider the possibility that there is a God in heaven who can be known and who wishes to be known by you, and that he has sent his Son to make this possible.

Why not come to church on Easter morning to celebrate with us all the fact that Jesus came to life again after his death?

News from Woodmancote & Popham St. James’ had a cold but (almost) sunny Plough Service in February. Rev'd Rob took the Service and talked about how blessing the plough might seem quite whacky to urban dwellers, whereas to country folk it has much more meaning and to people in the developing world, relying on their fields for their sustenance and income, it’s probably a daily occurrence. After a lovely service we all went outside to continue this age old tradition by officially blessing the plough, kindly supplied by the Crosswell family. Afterwards we warmed

up with tea and an amazing assortment of beautiful homemade cakes and scones.

In March St. James’ has one Service which is Evensong on Sunday 16th March at 6pm. There will of course be the obligatory glass of wine and nibbles as we catch up with one another afterwards.

On the 30th March at 10am we have a Benefice Mothering Sunday Service at St. Marys’ Church, Micheldever.

This will be a time to get together with friends and neighbours from all over the Upper Dever valley.

We do hope you can join us at one or both of these services.

News from Micheldever C of E School I am pleased to report that excellent learning continues to flourish throughout our school.

Our children are demonstrating remarkable progress and engagement across all year groups, a testament to their dedication and the unwavering support of our staff.

Year 5 have successfully completed their swimming lessons, an essential life skill that contributes to their overall physical development and safety awareness.

Meanwhile, our Year 6 children are diligently preparing for their upcoming SATs in May. Their commitment to academic excellence is commendable, and we are confident in their ability to showcase their knowledge and skills.

In Years 1 and 2, we have implemented a new learning approach based on continuous provision, similar to that employed in Reception. This innovative method has been enthusiastically embraced by our children, who are currently exploring the delightful world of Roald Dahl's "Charlie and the Chocolate Factory" while simultaneously learning about chocolate. This integrated approach fosters a love for literature while providing practical knowledge.

Our Year 3 and 4 children recently enjoyed an enlightening visit to the Southampton Art Museum, broadening their cultural horizons and inspiring their creativity.

I am delighted to announce our continued involvement in the Winchester Schools Football League, which provides an excellent opportunity for our children to develop their sporting skills and team spirit. Furthermore, we are proud to have three of our pupils representing the school in the upcoming cross-country event at King Edward School later this month.

Finally, I must inform you that this will be my final Dever News article as I am moving to take on the Headship at a school in Chandler's Ford. I would like to express my heartfelt gratitude for the unwavering support I have received from our local community throughout my tenure. Your commitment to our school's success has been invaluable, and I am confident that this strong partnership will continue to benefit our children's education in the years to come.

Lent We are in the Christian season of Lent, in the run up to Easter. This might raise two questions in your mind–what is Lent and does Lent have any relevance in today’s world?

Life for most of us is busy – we have things to do, goals to achieve (or potentially goals for our children or grandchildren to achieve) chores to undertake, people to meet and for some, possibly battles to win. For others amongst us life can be very lonely with obstacles in our way – poor relationships, ill health, financial concerns – we can be overcome with worry. So, how might Lent be relevant to our lives?

In the bible (some 3000 years ago) a biblical hero called Elijah won a great public victory over those who were negatively influencing the King of Israel. After this event, Elijah was initially ecstatic but then he saw no immediate positive change in the country, and so he fled. He walked for 40 days to stay in a cave on a mountain far away, confused and depressed.

The Book of Kings chapter 19 tells us that while Elijah was in that cave: The Lord God said (to Elijah), ‘Go out and stand on the mountain in the presence of the Lord, for the Lord is about to pass by.’

Then a great and powerful wind tore the mountains apart and shattered

the rocks before the Lord, but the Lord was not in the wind. After the wind there was an earthquake, but the Lord was not in the earthquake.

After the earthquake came a fire, but the Lord was not in the fire. And after the fire came a gentle whisper.

When Elijah heard it, he pulled his cloak over his face and went out and stood at the mouth of the cave.

Then a voice said to him, ‘What are you doing here, Elijah?’

God was encouraging Elijah through the ‘still small voice’, and not through the enormous powerful dramatic events of that day. God was gently encouraging Elijah to return and face his enemies and knowing that God was there with him, he returned.

God may be actually and quietly asking us ‘What are we doing here in the Dever Valley?’

What is our response? For Christians, Lent is a time for contemplation, a time to pray, a time to give, a time to set aside time for God and most of all a time to listen to God speak to us. It may well be worth trying some contemplation and listening to the still small voice this Lent season and asking: What is God saying to you and how is He encouraging you in your life?

Disasters That Made Hampshire On February 11th the Dever Valley Local History Society was delighted to welcome again Erica Wheeler. The subject of her talk was Disasters That Made Hampshire, (and their silver linings). Erica is a Green Badge tour guide in Winchester and a Blue Badge tour guide for Hampshire, Wiltshire, Dorset and The Isle of Wight.

Sometimes seemingly bad things have subsequent good results. Hampshire began as a part of England of flooding and melt water. A million years ago chalk was formed.

The Ice Age created Southampton Water which included a deep water section that would prove perfect for shipping. The Isle of Wight was created at the same time. During The Bronze Age the New Forest developed, the landscape was the opposite of chalk and became very fertile, subject to over farming then perfect for hunting and grazing.

15th July 971 a storm lasted for 40 days and 40 nights contributing to the superstitions associated with the Anglo Saxon St Swithun. When he died in 862CE he was buried in the churchyard in Winchester.

St Aethelwold, the bishop who succeeded Swithun brought his body into the cathedral with a shrine close to the high altar. The storm was interpreted as the wrath of St Swithun. The story spread rapidly and Winchester benefitted from the wealth brought to the city by large numbers of pilgrims. The body was moved again and reburied in the Norman cathedral.

The defeat of King Alfred at Chippenham in 878CE was initially a disaster for the kingdom of Wessex, but his subsequent reversal of fortune and amassing of

supporters ensured the defeat of the Vikings and English speakers ruled the country. The largest royal city was then Winchester. The Norman invasion

by William the Conqueror was a disaster for Anglo-Saxon nobility but incurred comparatively little fighting. The Normans built grand castles in Hampshire and rebuilt Winchester cathedral into its present form. The Bishops were very wealthy and Bishop Henri de Blois went shopping for the Winchester Bible which is still in situ. There was also the added bonus of the introduction of French red wine into Hampshire imported in the frequent channel crossings by the new rulers.

However, the French were not always so friendly. 1338 marked the beginning of the 100 years war with a raid by 100 French ships to attack Southampton. Edward I insisted that defensive walls should be built to surround the city. This upset the merchants who had warehouses in the area, but a compromise was reached as the wall incorporated warehouses and can still be seen. In 1348 the Black Death devastated Hampshire and drastically reduced the population of all the local population. An unexpected bonus was the development of the beautiful Chantry chapel in Winchester cathedral for Bishop Eddington as the church emphasised the importance of prayer to assist the departed through Purgatory to Heaven. Despite decreased depopulation our county survived to cope with the impact of the Dissolution of the Monasteries by

Henry VIII and eventually the modern day attacks during the 2nd World War. The modernisation and rebuilding of

Southampton after D Day leaves us with the port we have today where many vessels sail for the pleasure of a cruise holiday.

London Marathon, 2025 - Sunday, 27th April

Some of you may have seen me either running or walking along many local roads in recent years, whether it be Woodmancote, or Sutton Scotney or all places in between (and beyond)!

In the past four years I have entered four Macmillan Mighty Hikes to raise money for Macmillan Cancer Support – Brighton to Eastbourne, Weymouth to Corfe Castle and twice along the Thames towpath.

This year I am training (aged 75) to run the London Marathon - 26.2 miles. I have a place to run in support of Leukaemia Care, having never run anything like this distance before.

A friend of mine had Leukaemia some 26 years ago, and fortunately recovered and ever since has volunteered for this charity, offering support to people with this disease.

Please help me to support everyone affected by a blood cancer diagnosis in the UK. Leukaemia Care is a national charity dedicated to ensuring that anyone affected by blood cancer receives the right information, advice and support.

Around 34,000 people are affected by blood cancer each year in the UK and we're here to support them through their diagnosis, treatment and beyond.

News from St Mary's The 2025 Annual Parochial Council Meeting (APCM) will be held in the church on the 15th April at 7pm. This is an open meeting for all in the village to learn more about how the Parochial Church Council (PCC) manages the church budget.

Maurelle D'Agostino is organising an evening quiz and 2-course meal in aid of the Organ Fund at the Northbrook Hall on the 28th March. Tickets are still available for this very popular event but are selling fast. Due to damage to the bellows, the organ needs extensive repairs before the end of 2025 which will run into several hundred pounds.

St Mary's will be trialling a card payment reader during services in March. If you do not carry cash any more and would like to donate to the upkeep of St Mary's please do

consider using this method. We also have accessible QR codes affixed to the wall in the church building directing you to the Parish Giving Scheme. The little green envelopes in the pews can still be used for cash donations.

All donations are gift aided as St Mary's is a charity. This gives us a precious 20% addition to your donation. If you are new to the village and/or would like to make regular donations please speak to me or pick up a 'Joy of Giving' donations form placed on the table by the vestry.

The Annual Parochial Church Meeting Is on Tuesday 15th April at 7pm in the church.

Sutton Scotney Community Café Sam from the Countess of Brecknock Hospice, Andover set up an information hub in the foyer of the Victoria Hall for our first café of 2025. As usual our bakers didn’t disappoint, with a mouth-watering array of cakes and savouries. We raised £254 from food and coffee sales, with a further £156 donated by our lovely visitors. In addition, Sam’s collecting box raised another £56.50.

After expenses the total donated to the Countess of Brecknock Hospice came to a magnificent £456.50. The hall was filled with warmth and chat on this cold January day – in fact the car park was completely full!

The next Sutton Scotney Community Café will be at the Victoria Hall, Sutton Scotney, 9.30am– 12 noon on Wednesday 19th March. This month the café will be supporting local charity BOAZ, a therapeutic work environment.

Our adults with learning difficulties can learn new skills such as working on the land, looking after the animals, baking, making craft goods, and wood working in the workshop in our barn on

Hill Farm, just outside Winchester.

As well as the usual coffee and cakes offered by the cafe, Barbara, our local volunteer, will also be selling eggs, jams, and other goods made at BOAZ. Please do come along to support the community café, which is staffed entirely by volunteers. All the cakes are homemade, we have real coffee and plenty of free parking! As well as having a gluten free cake option every month, we also have delicious homemade biscotti and a savoury offering. All the cakes are available to eat-in or takeaway – in fact some of our regulars bring their own takeaway containers!

Walking in the Countryside A year ago, this item was printed in the Dever but recent images posted on social media show residents not respecting the Countryside Code. This is particularly evident in the manner in which access to private fields is being abused. As noted below, access is in many cases not a right and can be withdrawn if abused. Please follow the guidance.

The Countryside Code, first introduced in 1951 and then rebranded in 2004, provides information on how to respect, protect and enjoy nature: • Take litter home - leave no trace of your visit.

• Always keep dogs under control and in sight-bag and bin dog poo.

• Plan your adventure - know what to expect and what you can do.

• Care for nature - do not cause damage or disturbance, leave no trace of your visit.

• Livestock and wildlife - do not feed, it can cause harm.

• Fire awareness - check first, BBQs and camp fires are only permitted in very limited areas.

• Travel and parking - consider using public transport. Park with consideration.

• Follow signs - get to know the signs and symbols used in the countryside.

The Parish Council publish a booklet showing the footpaths and bridleways in the Parish. This is available from meetings or via the Clerk.

In addition, we are very fortunate that local land owners and farmers allow walkers on many of their fields - this is through their generosity and is not a right, please therefore respect their property and livelihoods by: • Walking only on the edges of fields unless there is a defined path.

• Walk in single file.

• Keep dogs under control.

• Close any gates.

• Do not enter fields with livestock in (unless a marked footpath is being followed).

• Do not walk into or through farm yards.

• Leave no trace of your visit take all rubbish and bagged dog waste home with you.

Christian Aid Week, 11-17 May In a world where few things are certain, the one thing we can all relate to is hope.

The unstoppable power of hope is what compels Christian Aid and its amazing supporters to stand up for communities in crisis and support people living with poverty.

Now in its 80th year, the organisation is coming together once more during Christian Aid Week 2025 to fundraise in all kinds of ways – from coffee mornings and craft stalls to hiking and biking for the 70k in May challenge.

Every gift, act and prayer during these seven days – and beyond – makes a difference for people in the most vulnerable countries around the world.

Dying crops means food stops Amelia, is a 24-year-old farmer who lives with her husband and their two young children in the Alta Verapaz region of Guatemala, in Central America. It’s a forested area, with mountains and rivers.

The family belong to the Indigenous Q’eqchi’ community and live by a blend of Mayan and Catholic traditions on land that’s been in Amelia’s family for generations.

Amelia said: “I have always been fascinated by planting and have loved it since I was very young.”

Amelia farms a range of crops and root vegetables, such as bananas, peppers and cassava, to provide her children with a balanced diet and protect them from malnutrition.

But the climate crisis is ravaging farms like hers, causing both the dry and rainy seasons that would once arrive with predictability to intensify and shift 18

erratically. Recent harvests have failed, and fruit and vegetables have become hard to buy locally. The family’s diet now largely consists of rice and tortillas.

“My first priority is to feed my family,” Amelia explained. “I worry about what my children will eat.”

The river which flows through Amelia’s farm is central to Amelia’s life and Mayan culture. When she was a child, the water was waist-deep. There were crabs, shrimp, big fish, and enough water for her to learn to swim. Now, as Amelia’s own children splash around in the cool waters to escape the blistering temperatures the relentless heatwaves bring, the water is only at ankle height–and becoming contaminated The Dever - March 2025

from the industrial plantations nearby.

As the river runs dry and water becomes scarce, the vital crops that Amelia depends on wither and die before her eyes.

Farming families in the Alta Verapaz region are exceptionally vulnerable to hunger when their crops fail–the country has one of the highest global rates of malnutrition and stunting in children, which permanently affects physical and mental development.

Guatemala is among the 10 countries in the world rated most vulnerable to disasters and climate emergencies and despite the fact indigenous communities like Amelia’s have done the least to cause the climate crisis, they endure its impact the most.

The unstoppable power of hope Despite all this, Amelia is hopeful she can combat the extreme weather by changing the way she farms – with the support of specialist training from Christian Aid’s partner, Congcoop.

Christian Aid has been working in Guatemala with Congcoop since 2011.

In 2020, when hurricanes Eta and Iota hit the Alta Verapaz region, forcing more than 198,000 people out of their homes and into shelters, Congcoop offered vital humanitarian aid.

Today, the organisation is supporting communities to return to indigenous farming practices and adopt approaches which conserve their land, culture and livelihood.

Called agroecology, the methods help combat the effects of the climate crisis while managing the impact of farming on wildlife and the landscape. Agroecology is well aligned with traditional Mayan belief systems. It encourages the protection of the forest and wider environment, as well

as the use of native seeds such as corn, cacao, maize, beans and medicinal herbs.

When Amelia discovered these initiatives, she put herself forward as a community representative, attending training sessions and bringing the learning back, to train other women in her community. The skills they gain mean they can cultivate native seeds better suited to the changing climate; develop planting schedules to deliver multiple harvests throughout the year; make organic fertiliser; and construct rainwater collection systems. Congcoop also supports people with selling produce locally and campaigning for their rights.

Despite the challenges, Amelia is hopeful: “I don’t know what to expect, it could be worse, it could be better. The only one who can tell, is God. My first priority is to feed my family... I want my children to go to school and finish all of their primary education and live a better life.”

Planting Plan for a Sunny Border - Mocha Mousse

Hardy’s Cottage Garden Plants have designed a peat free outdoor grown border of herbaceous perennials using Pantone's 2025 colour of the year, Mocha Mousse.

It is a warming, brown hue imbued with richness. It nurtures us with its suggestion of the delectable qualities of chocolate and coffee, answering our desire for comfort. It teams well with the following floral colours Tendril green, Cornflower Blue, Viola, Rose Tan, Cobblestone, Willow and Gardenia.

Mocha Mousse is a colour you're likely to be seeing currently as it reflects the tones of our gardens in autumn and winter.

Plants will have become dormant, leaving just their skeletons to provide structure and form. The now brown stems and flower heads of plants such as Angelica archangelica and Stipa gigantea become the focal points of our once colourful borders.

This plan builds upon these autumnal and winter hues and identifies flowers which will bring spring and summer pastel tones. These pastel coloured blooms will blend effortlessly together with the warm brown and golden hues evoking a sense of calm. This plan provides colour and form all year round, from Spring to Winter.

This sunny border plan is for an area 6m x 3m or 18m2 of reasonable soil. You can adapt this plan for smaller or larger gardens.

Key 1. Angelica archangelica x 3 A biennial which has wonderful architectural structure and form, making it a great statement plant in the mixed border towering above other plants.

2. Aster x frikartii 'Monch' x 6 or Aster amellus 'September Glow' Aster x frikartii The Dever - March 2025

'Monch' is one of the tallest forms of the single flowering daisy Aster, ideal for the front to middle of the border.

3. Baptisia 'Chocolate Chip' x 3 or Baptisia 'Dutch Chocolate' (Decadence Series)Baptisia 'Chocolate Chip'. This beautiful 'False Indigo' forms clumps of delicate blue green cloverlike foliage above which soar spikes of dusky soft brown and yellow flowers in summer.

4. Briza media x 3 Quaking grass, Briza media produces masses of delicate nodding oat-like flower heads. As the season progresses the seed heads turn to a wonderful golden brown.

5. Carex comans bronze-leaved x 6 This attractive evergreen sedge forms compact dense clumps of gently arching bronzed narrow leaves that almost skim the ground.

6. Eucomis comosa 'Sparkling Burgundy' x 4 Available summer 2025, the fantastic flower spike appears in late summer covered in pale pink starlike flowers topped with a cluster of foliage.

7. Geum 'Pink Frills' x 7 Ruffled, nodding flowerheads with pale pink notched petals, darker pink veins and red bracts, in late spring, are carried above a rosette of creased green foliage.

8. Heuchera 'Green Spice' x 3 H. 'Green Spice' produces green flower spikes during the summer however the main attraction is the foliage.

9. Lysimachia ephemerum x 5 During the summer, tall spikes appear swamped in white buds. Buds open to fantastic cream flowers from bottom to top.

10. Phlox paniculata 'Willow Lodge' x 6 'Willow Lodge' has panicles of rounded white flower blooms which open from dark green buds and age to pink through the summer.

11. Stipa gigantea x 5 'Giant Golden Oat Grass' forms clumps of arching, narrow green foliage, below a fountain of slender stems. Flowering during the summer, the seedheads then fade to old gold before dropping their seeds, 12. Symphyotrichum 'Vasterival' x 3 'Vasterival' has become one of our most popular 'Michaelmas Daisies' for its height and flower hue.

13. Verbascum (Cots. Grp) 'Cotswold Beauty' x 6 V.'Cotswold Beauty' has delightful apricot flowers with beautiful purple stamens, during the summer months.

14. Verbena bonariensis x 3 Verbena bonariensis has a columnar habit. This tall perennial with branching stems bears clusters of tiny violet flowers during summer.

15. Viola 'Belmont Blue' (C) x 6 'Belmont Blue' produces masses of clear blue flowers with darker blue veins, throughout the summer months, held above a low carpet of green heart-shaped leaves .

Why not pop in a few Ipheion 'A lberto Castillo' and or Ipheion uniflorum 'Hardy's Hybrid' into your border to help extend the flowering season. These small bulbous plants start flowering in the depths of winter.

For more details, you can also telephone 01730 814810 In February, I spoke at the new Minerals and Waste Plan hearing, arguing for the County Council only to allocate new sites alongside the strategic road network, and to remove the expectation of ‘once a waste site, always a waste site’. I want us to achieve higher recycling rates but reduce the impact of increasingly heavy lorries transporting waste on unsuitable roads. I’ve written more about this on my website, search ‘minerals and waste’.

All change in Local Government!

Government has agreed to Hampshire becoming a Strategic Mayoralty Authority with a working Mayor. This delays County elections until 2026.Strategic Mayors will have a national role bridging the gap between national and local Government.

Then it’s the turn of local government to re-organise. The districts, including the Isle of Wight, Southampton and Portsmouth councils must submit their initial proposals for reorganisation into unitary authorities big enough to absorb all functions of the current district and county councils by the 21st March. All parties at the County Council broadly agree that this change must 22

provide a form of Government fit for fifty years, so there’s a lot to absorb, understand and be finalised. I’ll keep you posted!

Speed Limits and Casualty Reduction We all say, “Something must be done: it’s an accident waiting to happen’”.

The reality is that the number of ‘slight

injury’ accidents reported on Hampshire’s roads is rising again post Covid, and the impact of 26 deaths in Hampshire in 2023 (most recent data available) cannot be underestimated for those involved. You can view this information on the www.hants. gov.uk website or contact me for the details.

If you have a safety concern about a site, start with your Parish Council. HCC will investigate the fatal or serious injury collision (there were over 500 in 2023) and the 5 year collision record. Of course, the serious and fatal accident sites take precedence so a decision must be made to focus on those sites where the introduction of an engineering measure will enhance safety. I know this is frustrating for Parishes, but with limited budgets, HCC priorities are clear, but I’d like to see more projects for The Dever - March 2025

pedestrian safety: currently the emphasis seems to be on bike safety (also important).

Complaints about road closure schemes are common, especially when nothing seems to be happening there. On 28th Jan, HCC made a decision to look at a Highways Disruption Scheme (Lane Rental) scheme to require utilities ‘opening the roads’ to rent space. This is in the hope that if there is a rental charge for utilities, road opening

requests-which result in a road closure for normal traffic to pass through- will be more tightly controlled, resulting in less wasted days, and an income stream too.

City Councillors’ News The Hampshire area (all of Hampshire, Portsmouth, Southampton and IoW) is included in the next round of devolution implementation. A new elected Mayor will be responsible for strategic matters (including police, fire, major investment projects, strategic planning plus others) across the whole Hampshire area. The Mayor will receive funding from central and local sources, such as business rates income. The inclusion of Hampshire in the priority programme should bring more control over what happens locally and access to more funding.

As part of the devolution deal, the Government requires reorganisation of Local Government, with all County, District and Unitary authorities forming into large unitary councils to aid efficiency. This may see 4 or 5 new unitary authorities being formed out of the existing County (1), District (11) and Unitary (3) Councils. The areas to be included in each of these new unitaries is not yet decided, but is likely to see Winchester grouped with neighbouring Councils, inheriting some of

the County Council functions for that area.

Initial proposals have to be submitted by 25 March and finalised by September 2025, so all will become clear very soon. Discussions with Parish Councils on how they might be impacted have started.

The Government has also cancelled the County Council elections that were due to be held this May. The new Mayor will be elected in May 2026 and elections for the new unitary authorities will be held in 2026 or 2027. The new unitary authorities will take up control of the services of the existing Councils one year after these elections, so Winchester City Council and Hampshire County Council (in its current form) may disappear in 2027 or 2028.

The City Council are consulting on their Local Enforcement Plan, which details the approach to enforcement, including how alleged cases of unauthorised development will be investigated, the basis for enforcement decisions and to proactive monitoring. You can submit your comments and suggestions through the website until 20 March 2025
