Food rationing confronts shoppers once spoiled for choice

By Jen Skerritt and Deena Shanker Bloomberg At a Publix store in St. Petersburg, Florida, handmade signs limit customers to two packages of beef, pork and Italian sausage. In Toronto, shoppers at a west end Loblaws can’t buy more than two dozen eggs and two gallons of milk.

Spoiled for choice before the pandemic, North American shoppers are finding they can’t get everything they want as grocery stores ration in-demand items to safeguard supplies.

While the panic that swept through supermarkets in the first weeks of the coronavirus lockdowns has eased, people are still filling fridges and pantries with stay-at-home

staples from flour and yeast to pasta sauce and meat.

The strong demand comes at a time of supply disruptions as food makers adapt to dramatic shifts in buying patterns and some processing plants close as workers fall ill. As a result, stores are restricting purchases to prevent items from vanishing from shelves. For shoppers, that can be unnerving.

“It’s not a shortage, it’s just that it needs to get from the supplier throughout the supply chain to the stores,” said Diane Brisebois, president and chief executive officer of the Retail Council of Canada. “There’s been an unexpected increase in demand for those products, and if those demands continue, it

might take a bit longer to get them to the shelves.”

Overall, there’s enough retail supply, said Heather Garlich, a spokesperson for FMI, a food industry association that represents retailers and producers.

But there have been “sporadic challenges” with high-demand products, and 49 percent of U.S. shoppers report their supermarket has had products out of stock, according to the industry’s tracking.

On popular items, “they could consider limits based on where the grocer may be located and when their supplier or wholesalers can get them product,” Garlich said.

The dizzying variety of foods on grocery shelves has long been a trademark of North

American supermarkets.

That’s now changing, leaving shoppers worried. Some manufacturers have shifted their focus to making more of just a few core products, which makes it easier for retailers to restock supplies.

“The thing I’m struck by, in the U.S., we’re so used to walking down a supermarket aisle and having thousands of choices,” said Heidi Heitkamp, a former North Dakota senator and current member of alliantgroup’s strategic advisory board. “Now that’s not what people see on the shelves and it’s a little unnerving. But what everyone should be grateful for is that you can walk into any supermarket in a major metro area and you can find food to eat. That’s a criti-

cally important national security concern.”

There are signs that panic buying is waning and shoppers are returning to more traditional patterns. U.S. packaged food sales rose 24 percent in the week ended April 4 from a year ago, slowing from a gain of 32 percent a week earlier, according to data compiled by Nielsen. Limits on the number of visitors per store are also affecting sales.

Costco’s sales rose in March but not as much as expected. Limits placed on its operations to cope with coronavirus-related demand slowed growth in the back half of the month.

“I honestly think rationing may disappear at some point over the next few weeks because expectations have

changed a little bit,” said Sylvain Charlebois, director of the AgriFood Analytics Lab at Dalhousie University in Halifax, Nova Scotia.

“People have come to accept what’s happening right now.”

And while meat aisles remain stocked, the spread of coronavirus among North American slaughterhouses is raising concerns of a shortfall in pork and beef at grocery stores. The shutdown of major U.S. processing plants, including Tyson Foods Inc.’s Waterloo plant in Iowa this week, means more than 15 percent of the nation’s hog-slaughtering capacity is down.

“Once we see the impact of workers testing positive in the packing plants, we’re going to see a shortage of meat,” Heitkamp said.

Even online personalities not generally devoted to education have dipped a toe in the growing market.

Mark Rober, a popular YouTuber known for his “glitter-bombing” clips, has started a regular “Science Class” series during quarantine. (Sample lesson: “Does farting make you weigh less?”)

For YouTube, which is part of Alphabet Inc.’s Google, the quarantine is a chance to rehabilitate its image for parents and teachers. Once blocked in classrooms, the company now has a shot at proving its educational mettle. In 2018, the company started a fund for “EduTubers” and introduced “Learning Playlists,” a curated collection of channels like Khan Academy and “Amoeba Sisters.” Now, it’s highlighting more of those videos on a website YouTube set up for parents last month, called “Learn@Home.”

The company wouldn’t provide traffic numbers for Learn@Home, but Peterson said that this kind of list can provide a big boost in viewership.

Peterson and her sister and collaborator, Brianna Rapini, a former biology teacher, are unique among YouTubers-they post videos only once a month, follow science curriculum and sometimes make supplemental content at teachers’ request. They also work with several schools, but they still see hurdles for getting YouTube widely adopted inside classrooms, even virtual ones. YouTube isn’t integrated easily with most school software and some districts still block the site, citing concerns over roaming teenage eyes or bandwidth.

If the habits built up during covid-19 endure, though, schools may be incorporating more YouTube into their routines. Growing traction for YouTube’s educational playlists may be a start. “They’re definitely not there yet,” Peterson said. “But it’s so exciting.”

Grocers generally are accepting cuts of meat that require more cutting by their in-house butchers to keep their meat counters as full as possible, said Michael Young,

president of Canada Beef.

Meat such as sirloin and strip loins that would have typically been sent to restaurants before the pandemic shuttered businesses are now increasingly sold by retailers who are offering them in different sizes to get the price point down, he said. Companies are taking products that would have been used by the food service industry and redirecting it for retail sale. That means forgoing thin-cut meats that would require more time to process.

Grocers are also trying to find a way to sell so-called “end cuts” from the leg or trunk that consumers may be unfamiliar with. That includes promoting the

idea of grilling marinated round steaks — from the leg of a cow — on the barbecue to make it more tender, Young said.

Consumers in grocery stores around the world might notice larger packages of meat instead of individual steaks or smaller portions, said Brian Sikes, head of Cargill’s protein and salt businesses. While the company’s plants primarily produce the same products for retail and food-service, they might cut or package them slightly differently, he said.

“We know they’re buying cuts that they’ve never bought before,” Young said Wednesday by telephone.

Even in Europe, where

supply disruptions have not been as severe, grocers are trying to get retail customers to eat cuts of meat that restaurants usually buy. In the U.K., there’s been an uptick in sales of steaks and other cuts of meat less popular with retail customers, according to Nick Allen, chief executive of the British Meat Processors’ Association.

Big retailers have been putting these cuts on sale to encourage shoppers to buy, Allen said.

A lot more ground meat is typically sold by comparison, which causes an imbalance.

“We’re just waiting to see if enough has changed to eat our way out of the problem,” Allen said.

How to transform your home into Amazon is spending $10 an office or school and back again million to expand forests

By Stephanie Brick The Washington Post Over the past month, as companies scrambled to maintain operations and keep their businesses afloat, more and more employees transitioned to work in their homes instead of at an office. Similarly, more and more students at home engaged in online tutoring or virtual classrooms instead of learning at school.

Our houses are adapting to this new work/lifestyle situation as much as we are. In a time fraught with chaos, our home — our sanctuary, our break from the rest of the world — can feel more stressful and in flux as we redefine its function and struggle to set mental and physical boundaries. Where does the home end and the office space or classroom begin? There needs to be a clear and direct answer to this question in every household.

When you are sitting at a table with a computer for eight hours a day, adapting to the circumstances via school lessons — or videoconferences — in your house, closing the laptop or pushing papers to the side is not enough to detach, let go of work and enjoy being in your home again. That table already has an assigned value — enjoying meals as a family, for instance — but by using it as your workspace instead, you start to blur that line.

The best strategy for

teaching lessons or working productively is to change your setting and identify a dedicated work zone. Some are lucky enough to have an in-home office space (which will likely be a rising trend again in residential design), but there are other ways. This could be as much effort as setting up a folding table in your guest bedroom (because you are obviously not hosting guests anytime soon) or as simple as moving into a different chair from your regular seat at the table for a new perspective. By having a dedicated zone to consistently work from, you can remove yourself from that zone to appreciate the rest of your home when your work tasks are complete. The change in scenery, even if it is just a 180-degree rotated perspective, allows you to break away and return to your natural habits, and allows your home to fulfill its everyday function as a warm, embracing shelter that offers respite from the rest of the world.

Also consider the unique advantages of this new work/ lifestyle. Whether in an academic or corporate capacity, working at home allows opportunities not normally afforded by traditional work settings. For instance, whether you have a suburban apartment balcony, city front stoop or expansive backyard deck, use this as an opportunity to take advantage of outdoor space. Amazon.com said it will contribute $10 million to help conserve forests in the northeastern U.S. in an effort to capture planet-warming carbon dioxide.

The Seattle-based company on Tuesday said the grant will make it the largest contributor to two relatively new programs overseen by the Nature Conservancy, the American Forest Foundation and the Vermont Land Trust, which are designed to encourage sustainable forestry practices among smaller forest owners and connect those people to carbon credit markets.

In exchange, owners agree to take steps like limit harvesting of trees over a 20-year period or deploy other forestry practices designed to encourage healthy tree growth.

Amazon said its contribution will help expand those programs beyond Pennsylvania and Vermont and ultimately help conserve some 4 million acres of forest land adjacent to the Appalachian Mountains, which stretch from Alabama to the Canadian border.

“These projects will conserve forests and wildlife for future generations-and the planet-and help remove carbon from the atmosphere,” said Kara Hurst, who leads Amazon’s sustainability efforts.

year in partnership with the Nature Conservancy, to back projects that protect or restore forests, wetlands and peatlands. Amazon, which long lagged behind some retail and technology peers in environmental commitments and transparency, said in September that it would become carbon neutral by 2040.

Carbon credit schemes let companies or other entities offset their impact on global greenhouse gas emissions, on paper anyway, by contributing to a project designed to suck carbon out of the atmosphere. Such credits frequently underwrite the preservation or restoration of forest land; trees consume carbon dioxide.

But such projects have a mixed record in actually delivering carbon reductions.

Some plots of land might have been destined for reforestation anyway. Sometimes, two different companies claim credit for the same projects.

In parts of the U.S. Northeast, forestland has been expanding for decades anyway amid migration to cities and shifts in agricultural land use.

The Family Forest Carbon Program, which is being piloted in Pennsylvania, seeks to help landowners tap carbon credit markets as an alternative to cutting down trees as soon as they become valuable lumber, said Bronson Griscom, who helped design the program at the Nature Conservancy before leaving to join Conservation International last year.

Airbnb is changing its cleaning procedures

Here’s what it means for travelers

Compton The Washington Post Airbnb will launch new cleaning and sanitization protocols for its hosts starting next month, including a 24-hour buffer between stays, the company announced Monday. The company hopes the changes will help protect travelers staying in Airbnb accommodations during the coronavirus pandemic.

“The protocol will be available to all hosts and we encourage them to commit and adopt these enhanced cleaning practices,” the

announcement said. “Listings enrolled in the Cleaning Protocol will be available for stays immediately after the enhanced cleaning is performed.”

The company is working with hospitality and medical experts, including a former U.S. surgeon general, Vivek Murthy, to develop its cleaning protocol with COVID-19 prevention in mind.

According to Airbnb, guidelines will encourage people to wear protective equipment like gloves and masks when cleaning properties, and to use proper disinfectants.

Hosts will also be required to keep listings vacant for at least 24 hours before guest check in.

The wait period is “a precaution to address the pos-

sibility of particles that may remain airborne for a few hours,” the announcement said.

Hosts can decide to enroll in Airbnb’s new protocol, which includes a learning and certification program. A host’s enrollment will be visible to potential guests as they search for a listing to book.

Hosts who choose not to enroll can instead create vacancy periods between reservations using a feature called Booking Buffer. With this feature, hosts must keep their listings empty for at least 72 hours between stays, including the 24-hour wait period before guests check in.

According to the Centers for Disease Control and Prevention, COVID-19 is thought to spread through respiratory

droplets. Airbnb says its new vacancy periods should be implemented to protect travelers from possible lingering coronavirus particles.

Adrian Hyzler, chief medical officer for Healix International, a company that specializes in security, international medical and travelassistance services, believes that all home rentals like those through Airbnb should have 24-hour vacancies at minimum, preferably with windows open and a good flow of air.

“We know that the SARSCoV-2 virus can survive on smooth surfaces, such as plastic and stainless steel, for up to 72 hours in favourable conditions,” Hyzler told The Washington Post in an email.

“We also know that the virus

can survive in air for 3 hours or maybe longer.”

Hyzler believes Airbnb’s 24-hour void period, plus a thorough disinfection of all surfaces (including remote controls, door handles and other touch points) is suitable for giving guests a safe environment.

Airbnb hopes the new enrollment transparency to guests who are browsing may help ease concerns about booking a home-sharing stay.

“We will continue to develop and enhance our platform, tools, educational resources and enforcement, in line with governmental guidance and to help our hosts adjust to consumer needs — all to keep our hosts, guests and communities protected,” Airbnb said.

Food-export bans are being rolled back as shortage fears ease

By Megan Durisin and Agnieszka de Sousa Bloomberg The wave of protectionist measures on agricultural goods that emerged as the coronavirus spread around the world has already begun to recede.

Of at least 17 countries that sought to limit food exports to protect local supplies, about half have backtracked all or some of the measures, according to a tracker from the International Food Policy Research Institute. That includes several major grain shippers such as Vietnam and Romania, although top wheat exporter Russia has kept its curbs in place.

Immediate worries about food shortages have eased in many parts of the world as supply chains continue to flow despite lockdowns.

Meanwhile, even shortlived restrictions have resulted in spoiled crops and stranded cargoes.

Organizations such as the United Nations have urged against measures that could harm food security and raise prices.

“There wasn’t really any issue with having tight inventories,” said Abdolreza Abbassian, senior economist at the United Nations’ Food & Agriculture Organization. “These measures at the very best would have just harmed the countries themselves.”

Many governments have been encouraged to ease limits after assessing global reserves and being reassured that there is ample supply, according to Joseph Glauber, senior research fellow at the IFPRI. Russia, which hasn’t ruled out future quotas, remains an exception, and any harvest shortfalls from bad weather could mean other curbs are reinstated.

“We hope that we have seen the end of export restrictions,” Glauber said by email.

“But people will be

watching countries such as Russia to see whether the current quota and restrictions are extended into the new crop year.”

For now, the International Grains Council is forecasting bumper wheat and rice harvests, and rains in the European Union and Black Sea region have helped to ease concern about a dry spell in the heart of the grain-growing period. Ongoing limits also risk derailing exporters’ reputations as dependable suppliers and could negatively impact farmers as local prices diverge from international markets.

Here’s a roundup of major food-export limits around the world: ► Romania — The EU’s second-biggest wheat shipper ended a sudden ban on grain sales outside the bloc a week after it began.

That came after the European Commission expressed disapproval of the limits, which stalled at least one wheat cargo destined

for top buyer Egypt.

The government cited renewed confidence that reserves will last until harvest and said there’s no risk of staple foods going scarce with restaurants closed.

Still, it cautioned that a drought could reduce crop prospects and export limits may be revived if needed. ► Kazakhstan — One of the world’s top flour shippers signaled that export limits on the product and other grains may expire in June. It also boosted the quota allowance for May shipments from April, doubling flour availability to 150,000 tons.

The country has already seen that lifting restrictions doesn’t guarantee a swift rebound in demand. After removing a monthlong ban on vegetable exports, the Kazakh government ended up buying cabbages for its own reserves after the head of the Turkestan region asked for its help to sell 250,000 tons of the crop as demand

dropped in neighboring Russia, driving prices lower, according to state-owned news agency Kazinform. ► Vietnam — The world’s third-largest rice shipper will lift export limits at the start of May. The restrictions had helped send benchmark prices soaring amid worries that other producers would take a similar tack and some cargoes spoiled as thousands of containers piled up at ports. Vietnam’s rice-belt farmers collected a sufficient crop despite a drought, and normal sales can now resume, the prime minister said. That’s a relief for exporters suffering financial losses and nearby buyers from Japan to Australia that sounded off on the ban. ► Ukraine — The Black Sea nation’s government tentatively decided against imposing a cap on this season’s corn sales after meeting with top traders in late April. Officials will continue to

monitor supply, though global corn demand has slumped as the oil rout batters biofuels production and Ukraine’s prices crater to a fourmonth low. The country is maintaining a ceiling on wheat sales through the end of the season, with 1.3 million tons still available, while recent rain has helped to revive the outlook for the coming crop. ► Russia — Grainsales quotas through June have already been exhausted, though exports still have a way to go before supply dries up. The nation still had almost half of the planned 7 million tons to ship in the coming weeks, and global grain demand has fallen as the pandemic slows production of biofuels and meat processing. Russia’s limits are due to be lifted in July, though a bakers union has asked for tighter rules and the agriculture ministry signaled quotas will be used again in the future.
