Fire chief hired
Scott Davison has been appointed Fire Chief for the Township of Clearview.
When former Fire Chief Roree Payment went on a leave of absence in March 2022, Davison was named acting fire chief and this past March was appointed interim fire chief, while the recruitment process was underway.
Davison came to Clearview from the Mulmur-Melancthon Fire Department, where he was fire chief since 2019.
After moving to Mulmur in 2017 he joined the Mulmur-Melancthon department, making captain in early 2019. He first volunteered for the fire service in Grand Valley when he was 19.
Walking for Alzheimer’s
Creemore resident Matthew Vorstermans will be participating in the Walk for Alzheimer’s event, on May 28.
He is striving to raise $6,700 on behalf of the more than 11,000 citizens battling Alzheimer’s or a related dementia in the local community alone.
Public meeting set to review ATV access

The Township of Clearview will be holding a public meeting on May 24 to review its off-road vehicle bylaw.
The bylaw restricts off-road vehicles on all roads and road allowances south of County Road 9 to the Mulmur border and west of County Road 42 and County Road 124, impacting Creemore and Dunedin.
In September, former council member John Lamers tabled a motion to lift the restrictions in that area to permit ATV travel from properties to approved trails in response to requests from residents for an exemption.
As a result of a roundabout discussion at the council table back
in September, staff were directed to initiate public engagement with regard to the proposed exemption.
The discussion of off-road vehicle access has been a hot topic at Clearview council. In 2017 a transtownship route was negotiated allowing riders access to trails in neighbouring municipalities.
When Bill 107, the Getting Ontario Moving Act , was enacted on Jan. 1, 2020 it opened access to all municipal roads unless a bylaw was passed specifically prohibiting their use. That year, Clearview adopted the new rules limiting access in the Creemore and Dunedin area.
The public meeting will be held at the arena in Stayner, located at 269
Collingwood Fuels Ltd.
Regina St., beginning at 6:30 p.m. on Wednesday, May 24, and will be in-person only (no livestream).
Attendees will be invited to ask questions and provide comments to council on the staff’s presentation of three options:
• Do not create a permit structure and maintain status quo by keeping the current off-road vehicle bylaw,
• Permit off-road vehicles in all areas of the township – eliminating the need for special exemptions under a permit structure;
• Look at strengthening the enforcement aspect through amending the bylaw to establish offences and set fines.

At no time will this training pose a risk to local population or infrastructure; rigorous safety standards that govern the use of controlled detonations will be strictly observed. Approximately up to 15 controlled detonations will take place daily.

Stayner Garden Club marks 100 years of growing

In celebration of its 100th anniversary the Stayner Garden Club has purchased a new tulip themed fountainhead for Fountain Park, which is now fully operational just in time for Clearview Tulip Days.
The other fountainhead was starting to deteriorate so members thought it appropriate to commemorate the anniversary of the club, formally known as the Stayner Horticultural Society, and were pleased to find one with a tulip, appropriate for the park’s main event.
Clearview Tulip Days marks the tulip bloom, in celebration of the commemorative tulips planted since 2016 and including the Liberation75 Tulips planted in 2020 for the 75th anniversary of the Liberation of the Netherlands.
This year, the Stayner Garden Club is adding to the festivities by serving cake and welcoming four lifetime members of the club. In the border gardens members have also planted two new rosebushes, the red rose being the club’s flower.
The club has 63 active members who volunteer their time to weed and maintain the gardens at Fountain Park, along with the beds at town hall, the gazebo at Station Park, the main entrances to Stayner, the ministerial garden, among others, and have two plots at the EcoPark community garden.
To mark the club’s milestone, it is hosting bus trips in addition to their regular activities. Members will be at Music, Market and Park It offering nature themed activities for youth on Thursday evenings. They have a plant
sale coming up on June 3, and the first of two flower shows is on May 15.
The meeting is held at Stayner United Church and begins at 7 p.m., with Linda Peacock speaking on the topic of a rain garden at 7:30 p.m.

The Creemore Echo will launch its annual subscription drive next week. It is at this time each year that we look back and evaluate the previous year and set goals for the year ahead.
As always, it is a time when we feel deep gratitude toward all of our subscribers and advertisers, and everyone who supports this newspaper in any capacity. It is a rare thing to have an independent newspaper in a community this size and we truly believe that people understand it is one of the elements that makes it special. Having an accessible platform to share ideas, news, and events connects us all.
That’s why we want to do more.
In order to leverage some benefits available through the Canadian Revenue Agency (CRA), The Echo is taking steps to become a qualified Canadian journalism organization (QCJO). If successful, the designation would have beneficial tax implications for not only the newspaper, but also subscribers via a digital news subscription tax credit.
According to the CRA, “The gateway for each of the measures is for an organization to first be designated as a QCJO. While designation as a QCJO does not automatically entitle organizations to claim specific tax measures, it is the necessary first step in accessing the support.”
The hiccough is that in order to become a QCJO, a news outlet must have two editorial staff members who are at arms length from the owner.
And that is our goal for 2023.
The Echo aspires to meet the threshold for editorial staff and become a “qualified Canadian journalism organization” in the eyes of the tax man, but there’s more to it.
We wish to safeguard the stability and the integrity of the newspaper by adding an editorial staff member so that we are less vulnerable to dips in coverage caused by vacations, illness and other human resource issues. We also want to fill some gaps in our coverage by dedicating resources to institutions that deserve more attention and there is always a desire to get deeper into some of the issues that are brewing under the surface.

At a time when the future of journalism is precarious, we love the idea of creating a second editorial position that could maybe one day serve to train an eager young reporter.
To achieve this we have set a goal of $45,000 in additional revenue.
We call on our community to not only support The Creemore Echo, but also independent journalism in rural Canada. With the help of the community we know we can be more by doing more.
During the subscription drive The Echo crew will be at the Creemore Farmers’ Market for three consecutive Saturdays beginning May 20, from 9 a.m. to 1 p.m. at the Station on the Green, 10 Caroline St. E., and at Music, Market and Park It in Stayner on Thursday, June 1 from 4:30 p.m. to 7:30 p.m.
Need for food support grows
The St. Luke’s Community Foodbank has now been operating for one year and we would like to thank our partners for their continued support.
Since last May we have had to increase our deliveries from six families to 27. Recently we have been supporting 44 adults, 55 children and 15 Ukranians.
As we approach the end of our first year, we have rescued 2, 387 meals valued at $11,085, and estimate we have averted 19, 381 pounds of greenhouse gases.
We have seen many smiles, and received many hugs of appreciation.
From a generous donor, freezer number three is up and running.
We would like to thank the members of St. Luke’s, Holy Trinity (Duntroon), St. John’s United and the community for their support with donations, packing and sorting.

In 1954, 14-year-old Lorne Cleary was fishing in a small stream near his childhood home on the 6/7 Sideroad and caught an 11- or 12-inch speckled trout with a pole made by wrapping a string around a small maple tree. Collingwood Hospital Foundation gets real with annual healthcare appreciation campaign
For the month of May, the Collingwood Hospital Foundation is celebrating their healthcare teams through National Doctors Day and Nurses Week, and is asking the public to join them in celebrating with an honorary donation. Gifts will be used to help purchase the first MRI machine for the Collingwood G&M Hospital.
“Within our hospital walls are over 600 healthcare professionals and staff who show up, day after day,” says Jory-Pritchard Kerr, President and CEO of the Collingwood Hospital Foundation, “even when things get tough, even when the world shuts down, they still show up. They do so, because they believe in CGMH and they are committed to providing outstanding care to our community.”
The CGMH healthcare teams work every day under extraordinary pressure and demand. And even though they are strong, committed, and compassionate, they are also tired. In fact, “tired” doesn’t begin to cover it. These professionals ensure that CGMH can keep its doors open. They cut vacations short, they miss birthday parties, dinner parties, and time with family. Throughout the week, the Foundation will be showcasing black and white portraits of some of Collingwood’s hardworking nursing staff, photographed by Jessica Crandlemire
“Our healthcare teams don’t want to be depicted
as superheroes,” says Alison Smith , Director of Communications for the Foundation, “although their efforts are truly heroic, this is incredibly hard for them. They are tired, their personal lives are suffering, and yet they continue to show up and provide compassionate and outstanding care.”
While the Foundation’s mission is to fund equipment for the hospital, their goal is really to equip their healthcare teams with the best tools and equipment. The MRI unit will positively impact both inpatients and outpatients, including those with medical conditions such as cancer, stroke, and orthopaedic problems. “MRI technology is the gold standard way to make the diagnosis of a neurological disability from something like a stroke, brain bleed or a dissection of an artery,” says Dr. Mark Bonta, Chief of Internal Medicine for the Collingwood G&M Hospital. “When we need that test, patients often have to wait a long period of time to get it done. They have to be transported, often in bad weather, often in the middle of the night, to get it done elsewhere. If we could do it locally, we could diagnose people quickly and accurately, and start them on proper treatment here in our hospital without a delay in care.”

Home Hardware buys smile cookies for local students in memory of Jayne
Creemore Home Hardware owners Patrick and Sarah Charlebois have purchased Tim Hortons Smile Cookies to honour the memory of Jayne Hounslow.
The eight-year-old girl was killed in a hit and run collision outside Central Public School in Burlington on May 3.
Sarah is a family friend of the Hounslows, who are also long-time Home Hardware business partners.
“We donated the Smile Cookies to honour Jayne’s life,” said the Charleboises. “When [we] got the cookies, we thought ‘Smiles for Jayne’. The Hounslow family has asked everyone to spread love and think of
Jayne when they do something kind. This is exactly what we’ve sought to do with this donation.”
Greatly impacted by her loss, they purchased 492 Smile Cookies from Tim Hortons and delivered them to students at Nottawasaga and Creemore Public School and New Lowell Public School.
The family is aware of this tribute and this donation will benefit the Eat Well to Excel programs at the two schools.
This is the third year that Creemore Home Hardware has made a large cookie purchase and shared them with the community.
Home Horizon and The Barbara Weider House is launching its annual Bowls for Beds fundraiser, a two-part event with bowls painted by young artists, and local professional artists. In its 14th year, the event combines art and education to raise awareness about youth homelessness in the community.
Kids Bowls: Local elementary school children have been busy painting the ceramic bowls and learning about homelessness. With a minimum donation of $75, supporters will receive a beautiful bowl painted by a student, a Pom Pom’s voucher for a free scoop of ice cream, and a partial tax receipt. Bowls will be available for purchase between May 8
and June 17.

Artists Bowls: Thirty one-of-a-kind bowls, hand-painted by local artists will be auctioned from June 12-16. The bowls will be showcased at the new Georgian Bay Pottery studio at 11 Ronell Crescent, in Collingwood. Bids will start at a minimum of $100. Last year, the campaign raised about $30,000.
Home Horizon is a local not-for-profit organization helping homeless youth in the South Georgian Bay area. The Barbara Weider House has been full since it opened in July 2017 and there is an ongoing waiting list.

Clearview campaigns for reopening of Devil's Glen PP

Clearview Township will be asking the province to fully reopen Devil’s Glen Provincial Park in support of a request from Deputy Mayor Paul Van Staveren
“It has been reported a couple of times that this motion was brought forward because of requests by the public and it wasn’t the case. This was something I took on as my own initiative so if anybody’s going to throw mud, I’ll take it and I’ll throw it right back,” he said.
Van Staveren referred to the park as a diamond in the rough.
The 45-site campground was closed in 1994 and the park, located on County Road 124 between Singhampton and Duntroon, was designated as a day use only, with hiking as the sole permitted activity. The campground, located on The Bruce Trail, averaged a 44 per cent campsite occupancy rate when open.
Van Staveren's motion was prompted by a provincial announcement to build a new, staffed provincial park with camping spaces in Uxbridge.
“I’m thinking to myself, we’ve got a beautiful spot here,” said Van Staveren adding that the time has come that the province looks at some of its assets and in particular Devil’s Glen Provincial Park.
“It wouldn't take much to bring this property back to life,” he said.
Van Staveren said it would boost tourism and would alleviate some of the parking and trespassing issues in the area.
“There’s a lot of stakeholders that we can include in our conversation… we are very receptive to all the players involved whether it’s the neighbours, the rock climbing people, I think there’s a lot of benefits to everybody in this situation,” he said.
“I think this is a very good idea,” said Councillor Robert Walker . “I can’t help but believe if we
reopen the park, get it manned again, create a few jobs like it used to in the old days it might control the trespassing issues and go forward from there. I think it’s a great idea.”
Mayor Doug Measures said he would expect the provincial government to be attentive to the idea given that the pressure on provincial parks is enormous.
“If you’ve ever tried to book a campsite in any campground south of Parry Sound in Ontario, it’s a lottery that probably has worse odds than the 649,” he said.
With council support for Van Staveren’s May 8 motion a letter will be sent to MPP Brian Saunderson on behalf of the township, requesting that Devil’s Glen Provincial Park be reviewed by the province through the Ministry of the Environment, Conservation and Parks to be opened up fully, offering increased activities for the area that could include camping.
Dental clinic receptionist retires

Janice Judges is retiring from Mad River Dental Centre after 39 years as receptionist and administrator.
Although Judges was hoping to leave without any fanfare, there will be a retirement celebration in Creemore on May 27.
She officially retired one month ago, when dentist Jordan McKee went on maternity leave, thinking the timing was good because the patient load became a little lighter.
Judges started at the dental clinic in 1984 when the newly built medical centre opened.
A Collingwood resident, she came to Creemore when the two dentists she was working as an assistant for in Barrie – Evelyn Elsey and Gary Henderson –decided to transfer their practice and each work half time.
“I said I would work in Creemore with them and at that time they were looking for a receptionist so they asked if I’d be the receptionist until they find someone else and 39 years later I’m still a receptionist,” she said laughing.
Dr. William Hawthorne purchased the practice in 2003.
“I’m going to miss it, for sure, especially the people” she said.
Judges said it was the people that kept her engaged, the patients and the long-time staff whom she has gotten to know over the years.
In her retirement, she will be golfing and going back and forth to the cottage in Wiarton, where she will be entertaining visitors this summer.
The May 27 retirement celebration will be from 1 p.m. to 4 p.m. at Station on the Green. All welcome.

Creemore's strategic plan focus group set for May 23

Residents are invited to participate in focus groups related to the Strategic Plan review currently underway in Clearview Township.
Attendees will review the current Strategic Plan and participate in discussions with focus group moderators.
The meetings are open to the public and residents are asked to attend the meeting in their wards.
Although the focus groups are open to the public, township officials have sent letters to 44 volunteer groups, which includes business, sports, recreation, culture, service clubs, and wellness groups in Clearview Township.
“We struggled with the idea of having a mass invitation for each hall meeting in the event we can not accommodate participants due to capacity limitations,” said COA John Ferguson
To gather input from the wider community, the township will also be conducting surveys that are being
developed as the planning process progresses.
The Strategic Plan focuses on five key pillars that will guide the direction of the municipality for many years to come. Within each pillar, there are a series of tactics that aim to support the overall goals/objectives of the municipality. The pillars include Recreation and Culture; IdentityMarketing-Promotion; Economic Activity; Quality of Life; and Governance.

A group of 37 people answered the call to plant 500 trees and shrubs along the Mad River in a large deforested area near Carruthers Memorial Conservation Area near Avening on May 6. Friends of the Mad River, the Mad River Chapter of the Ganaraska Trail Association, high school students and local residents planted eastern white cedar, tamarack and dogwood using photodegradable mulch blankets to prevent tall grass from shading the small seedlings. The plant was funded by the World Wildlife Federation, Environment Canada, TD Friends of the Environment and donations. Donations in support of tree planting or ecological restoration work are welcome at CanadaHelps.org. There are other events this weekend in Mansfield, Beeton and Alliston. Clearview Township is seeking a Youth Centre Programmer Temporary, FullTime, from May 23rd, 2023, to August 25th, 2023.
Key Responsibilities: Reporting to and working closely with the Youth Centre Coordinator, the Youth Centre Programmer will be responsible for assisting with the development, implementation and facilitation of programs, activities, and outings (for youth 11-18 years of age).
The preferred candidate will be responsible for assisting fellow employees in supervising Youth Centre member behavior during drop-in hours, programs, offsite trips and events. They will ensure that each member attending the Clearview Youth Centre feels included and involved through actively creating positive and professional relationships with members. They must be able to resolve conflicts while displaying a professional, enthusiastic, and courteous demeanor at all times. The preferred candidate will practice, and when needed, exercise risk management when programming activities and during all on and off-site programs and events.
Qualifications:
• Experience leading youth 11-18 years of age.
• Must be between 15-30 years of age.
• Must be legally entitled to work in Canada.
• Be in possession of a valid Social Insurance Number at the time of hire.
• Standard First Aid and CPR certification at the time of hire.
• Food Handlers Certification is an asset.
Salary: salary range for this position is $16.66 per hour plus 4% vacation pay and matched OMERS contributions.

Clearview Public Library awarded TD Summer Reading Club prize
The Clearview Public Library received a 2022 TD Summer Reading Club (TDSRC) Library Award at the Saskatchewan Libraries Conference.
Of all participating Canadian public libraries, Clearview Public Library received the second-place prize of $4,000, which will be used to enhance local library services.
TDSRC is Canada’s largest, bilingual summer reading program for children. Children, with their parents/caregivers, can participate by reading books in print and online, tracking their progress, participating in literacy-related activities and more. 2022 marked a return to in-person library programs at the Clearview Public Library, and attendance reflected the excitement of children in the community to return to the library.
TDSRC and the awards are sponsored by the TD Bank Group, while Library and Archives Canada supervise the administration of the selection committees. The jurors are chosen from the fields of children’s literature, librarianship, literacy and education.
Clearview Public Library CEO Jennifer La Chapelle is delighted with this recognition of the library’s summer reading program, “We’re not just an award-winning building!”.
The costs associated with attending the conference were covered by Library and Archives Canada as part of the award.

NOTICE OF PASSING DEVELOPMENT CHARGES BY-LAW
TAKE NOTICE that the Council for The Corporation of the Township of Mulmur passed By-law No. 14-2023 on May 3, 2023, amending the Development Charges By-law for the Township of Mulmur in accordance with the Development Charges Act, 1997, S.O. 1997, c. 27, as amended.
Purpose: To remove the exemption for new second detached residential dwellings in the Township of Mulmur.
Appeal: Any person or organization may appeal the by-law to the Ontario Land Tribunal under Section 14 of the Development Charges Act, by filing with the Clerk of the Township a notice of appeal setting out the objection to the by-law and the reasons supporting the objection. The last day for appeal is June 13, 2023.
Additional Information: There is no key map given since the Development Charges By-law affects all lands within the Township of Mulmur.
The By-law can be reviewed during regular office hours at the municipal office and on the Township’s website.

DEATH NOTICE
JORDAN, Paul – Passed away peacefully surrounded by his family at his home in the hills of Mulmur on Monday, May 8, 2023. Loving husband of Karin for more than forty years. Cherished father of Heather (Liam) and Valerie. He will be remembered fondly by brothers Karl (Mary) and Louis (Diane). Predeceased by sister Arlene and brothers Murray, Leslie, and Ken. Brave and courageous through his lengthy illness he kept his sense of humour until the end. Paul was a family man above all else and a farmer at heart. A longtime employee of the Geo. T White Co., the family would like to give a special thanks to president John Billing for his tremendous support. Thanks to the many family members, friends and neighbours who showed so much kindness to Karin during Paul’s illness, as well as Dufferin County Community Support Services/ Paramedics and the nursing staff of St. Elizabeth. DEPUTY FIRE CHIEF

Clearview Township is currently seeking a permanent full-time Deputy Fire Chief.
Qualifications:
Recognized degree or diploma in Business Management Studies and or Public Administration with 5 to 10 years of related experience plus up to 3 years of supervisory experience. In addition, NFPA 1001 (Fire Fighter II), NFPA 1041 (Fire instructor I), NFPA 1021 (Fire Officer II), NFPA 1033 (Fire investigator), NFPA 1521 (Incident Safety Officer), Community Management Coordinator (C.E.M.C) designation from Emergency Management Ontario and a valid DZ Driver’s Licence.
Responsibilities:
Reporting to the Fire Chief, the Deputy Fire Chief participates in the direction and supervision of the department, supervising the day-to-day activities and ensuring that delegated statutory responsibilities are carried out in accordance with applicable legislation, corporate and or departmental policies and procedures.
The preferred candidate will possess a thorough knowledge of Fire Suppression and Fire Training and development functions. As well, they will have extensive experience in coordinating staff resources, recruitment, all fire training and scheduling of staff as well as requisitions departmental supplies, testing and care of equipment and related records.
Experience and proven ability in Fire Suppression, Fire Prevention and inspection procedures, health and safety, labour relations and computer skills. In addition, the candidate will have excellent customer service, interpersonal, project/time management, problem solving, and presentation and communication skills.
This position requires an active on-call schedule rotation, after hours work and weekend work will be required. The successful applicant will be required to be available in a timely manner when on-call and shall reside in reasonable proximity to the township’s borders residing within an eight (8) kilometer distance from Clearview Township borders.
Salary:
The salary range offered for this position is $87,469 to $107,380 per year plus a competitive benefits package.

CROSSING GUARD PERMANENT, PART-TIME CREEMORE LOCATION

The Township of Clearview is currently seeking a permanent part-time Crossing Guard in Creemore beginning September 5, 2023.
The shift is 8:00 am to 8:30 am, then 2:50 pm to 3:20 pm, Monday to Friday. This work schedule is subject to change based on the Simcoe County School Board’s schedule.
This opportunity provides a light work schedule while earning some extra income. Clearview offers full and compensable training to all employees, including online and hands-on delivery methods. Employees are paid their hourly rate of pay for participating in the training.
Key Accountabilities
Reporting to the Supervisor, By-law Enforcement, the Crossing Guard is responsible for assisting children safely cross the street, to and from school at designated locations and times throughout the municipality.
Qualifications & Abilities Required
• Minimum Grade 12 education or equivalent.
• Must be physically fit.
• Possess 20/20 vision (with corrective lenses if needed).
• Demonstrated ability to work independently and in a team environment.
• Able to communicate with children, pedestrians, school or other staff in a clear manner.
• Discretion and judgement to assess when to stop vehicular traffic and when it is safe to permit school children to cross.
• Required to provide a satisfactory Criminal Record Check with Vulnerable Sector Screening.
Salary:
Salary offered for this position is $21.89 per hour plus 4% vacation pay and matched OMERS contributions.
