retention. Sub-committees will deal with specific initiatives and strategies such as projects to stimulate economic growth and post COVID-19 renewal.

The committee will consist of the mayor, one member of council, and community representatives. Sage urged council not to “get too hung up” on the frame of reference at this stage. Instead, he encouraged they should wait and see what comes out of the community recruitment process and allow new members to use their expertise to maximum advantage.

Advertising for the volunteer positions will begin in mid-November, with council to approve membership by late January or early February.

By Bonnie MacPherson After months of discussion which at times became quite heated, and gave rise to a citizen lawsuit alleging conflict of interest, Clearview Council has finally passed its controversial ATV bylaw.

The original motion put forward by Councillor John Broderick in July called for ATV access to all Clearview Township roads. According to Deputy Works Director, Dan Perreault, the draft bylaw was amended to restrict access to environmentally sensitive areas in the protection of the Niagara Escarpment Commission and the Nottawasaga Valley Conservation Authority, and also to remove access to road allowances where a vehicle cannot reasonably be driven.

At its Oct.26 meeting, council adopted three more amendments.

These add the following to the list of roads/road allowances where ATV traffic is prohibited: The area south of County Road 9 to the Mulmur-Nottawasaga Townline, from County Road 42 west to County Road 124 (including Creemore and Avening).

The 12/13 Sideroad West of Concession 6 and the 6th Concession North of 12/13 Sideroad (in the area of Riverside Drive).

The 30/31 Sideroad Road Allowance from the 6th Concession West to County Road 124 (South of Collingwood Regional Airport).

Clearview Township financial news

By Bonnie MacPherson The financial picture for the new Clearview Library in Stayner is good. A business plan presented to Clearview Council in 2016 estimated that the annual cost of the facility would be approximately $175,000.

CAO Steve Sage reported at this week’s council meeting that due to better than expected revenues from development charges and low interest rates, that number is now pegged at closer to $136,000. During construction of the new library, planned landscaping was deferred to keep costs in line. Now that a buyer has been found for the former library building on Huron Street, a portion of the proceeds can be used to fund the landscaping.

Council approved the purchase of a 2018 grader

for the Works Department. Mayor Doug Measures praised the negotiating skills of township staff noting that when Grader #6 broke down last December, a replacement was rented. The purchase price of the replacement grader is $485,000, but the vendor has agreed to apply the rental payments of approximately $100,000 to reduce that amount.

Councillor Phyllis Dineen suggested that council make a $10,000 donation to the Clearview/Stayner Foodbank. Treasurer Kelly McDonald advises that there is roughly $4,000 remaining from a COVID recovery grant, and that the balance could be funded through the township’s 2020 Community Assistance Grants. A report will be presented to council at the next meeting for a vote.

McDonald says COVID related loss of revenue remains a big item for the township, and requested council’s approval to apply for Safe Restart Phase II funding.

Public washrooms

A motion before Clearview Township Council calling on township staff to reopen washrooms at Station on the Green was withdrawn. The washrooms have been closed since the beginning of the COVID-19 pandemic, prompting health concerns from downtown Creemore businesses.

Councillor Doug McKechnie, council’s representative on the Creemore BIA, says he believes the concern has been addressed by the location of porta-potties in the parking lot of Station on the Green.

Nordic ski club getting ready A walk down old Mill St. to hit the trails Nordic ski programs are full steam ahead at Highlands Trailblazers Ski Club.

“We expect high demand for our Nordic and Biathlon programs, but of course we have to do things differently,” said Gord Salt, program coordinator and Highlands Trailblazers coach.

“We are structuring the programs to keep everyone outdoors and ensuring distancing is maintained. The best news is that the actual skiing won’t change much.”

The ski program begins with Jackrabbits for children from 4 to 9 years old. Split up by age group, participants ski Saturdays or Sundays during a program that’s specifically designed for the FUNdamentals stage of athletic development.

“The FUNdamentals set an important foundation for young children,” said Salt, a national-level competition coach. “Nordic skiing gives young people confidence, skills and fitness.

It’s amazing how it helps with their long-term development. It really sets them up for success in life.”

As children move up through the Jackrabbits levels, they progress from the basics through to the various techniques of skate skiing. Programs continue for older children and teens, with Track Attack, Junior Development, Winter Adventure (for teens interested in recreational skiing), Regional Team and Competition Team skiing as well as a full Biathlon program (skiing and target shooting).

The Jackrabbits program runs for nine weeks starting Jan. 4 and costs between $185 and $220, depending on age. Meet Trailblazers coaches at an info session at 1 p.m. on Saturday, Oct. 10 at Highlands Nordic in Duntroon.

By Gerry Blackburn This week I will back-up a bit and start at the south end of Mill Street at 113 Mill St, now Mad River Pottery.

This building was owned and occupied by Sy Kolb and operated as the Creemore Creamery. Most farmers in the area had a few milking cows and would drop off their cream on Wednesday and Saturday nights. Here it would be weighed, tested for butterfat content and taste. Later in the evening, the farmers would pick up their cash at the office and perhaps buy a pound or two of butter.

I found the creamery an interesting place. The floor was always wet for cleanliness, there was an area were they tested the cream, and if you were there at the right time the very large wooden drum churn was turning. Josiah (Sy) Kolb the owner, was a nice friendly person and as he and his wife had no children, he liked kids. He purchased the village arena during the depression when the village had problems paying the debentures. There was free skating for kids on Saturday afternoons. He also had an area behind the creamery where he kept pheasants and other exotic birds which we regularly checked out. During the 1940s Sy sold the Creamery to his long-time butter maker Frank Gray. Frank being interested in Creemore affairs, was on council and became Reeve.

While we are discussing the arena we should drop down Elizabeth Street to its, location, where the Medical

Centre is now. It was built in 1918, just before the great depression, and was quite modern for its time. The skating ice was not quite up to hockey regulations but never the less saw countless hockey games. There was also a two-sheet curling rink on the west side. Inside the north-west corner, there was a two-story area for dressing rooms, a snack bar, and a curling viewing area. Of course, at that time it just had natural ice.

Backing up to Mill and Edward Streets, the corner the building, was often called “the white elephant”. It had three gables on the second story and was painted white and used as dwelling apartments. At 127 Mill Tom Scott sold shoes while his brother-inlaw Earl Thompson sold Insurance.

129 Mill, was owned by John Hood, to house his hearse, and very occasionally as a tiny funeral parlor. These buildings were demolished a few years ago to make more room for Creemore Springs Brewery. 131 Mill St. was a warehouse for the hardware next door and is still used by Creemore Springs.

133 Mill, now Creemore Springs was the W. A. May hardware, operated by the original owner’s son Art, who looked after the north or hardware section. He was ably assisted by Norman McLaren. Art’s sister Nellie managed the south side which had toys, and all sorts of kitchen equipment.

It was an excellent hardware store, patronized for miles around because of its complete stock and staff knowledge.

Ski Club development is an uphill battle As Charter Members of Mansfield Ski Club, Isabel and I, along with many other members, are concerned that the grandiose scheme to build up to 93 condos, in the parking lot of the club, could cause the club to go into bankruptcy.

The board members, who are pushing this development, freely admit that they tried without success to find a developer to take on the project, so they set up a wholly owned subsidiary of the club, with no independent financing, to build it themselves. A risky proposition, to say the least. We well remember helping buy out the previous owners of the ski hill from bankruptcy as the club was formed, in 1984. This time around, that might not be possible.

We also note the recent financial collapse of the time share housing development at the Horseshoe Valley Ski Resort.

Especially at this time, when the club faces an uphill battle to try to operate profitably, under the severe limitations caused by COVID 19, it would seem foolish to be launching a mega project.

The size of the project dwarfs anything the club has attempted so far and changes the nature of the club from a ski hill operator to being primarily a real estate builder/developer. Their only experience in that line so far, was building and selling two single dwelling units at a net loss.

Also, parking has always been tight at MSC, and filling much of the parking lot with condos shows a lack of respect for the existing members, who will have to park in a new lot, further down the hill, and walk up to the main chalet, and the ski lifts.

The concept of this development has been around for several years, but the members have never been given an opportunity to vote specifically on the project. We are not legal experts on the club constitution, but we find this morally unacceptable.

From the township’s point of view, the risk of loosing the largest taxpayer and employer in the municipality cannot be a positive thing. The presence of the ski club is a significant reason why many people are attracted to move to Mulmur, and if it is lost there would be a depressing effect on real estate values in the township.

For these reasons, we think it is unwise to proceed with this risky project.

Posts do more harm than good

I accept that the bylaw has been passed but feel compelled to say it’s unfortunate that some members of the ATV community, in spite of gaining increased road access, have decided that it wasn’t enough.

Below are some of the comments from a public Facebook site after the vote. These are the folks that Mayor Measures did not want to “discriminate” against and to whom Councillors Dineen, Broderick and Walker have aligned themselves. With rhetoric like this, is it any wonder why there is a lot of opposition to increased access? I’m left wondering if this is the prevailing attitude within the ATV groups.

And one of the individuals is a trail warden so, no Donna Baylis, I find it hard to believe belonging to an ATV club will inherently lead to good social behaviour.

“Funny thing... ATV’s run the river in Creemore... good luck policing that... your loss... your ATV people are going to run rogue in Creemore hahahahah now that’s funny...”

I understand the need to vent but when it comes to threats, I feel a line has been crossed. So to those individuals who don’t feel these comments represent them, show us. Show us that you can be respectful of differing opinions, residents' properties and their desire for peaceful pursuits. Show us that you can respect the fragile natural environment we are all so fortunate to be able to enjoy. Show us that you can respect the new bylaw and enjoy the privileges you’ve been given. And to those riders that boast about going “rogue” because they aren’t happy with the “restrictions” they’ve been given, you are doing more harm than good for your fellow riders.

Developers - they're just like many of us Even though my wife and I are living less than 2 kms away from the Mansfield Ski Club and we see hills from our window we were not aware of any expansion until reading an article in the Echo. Now we are learning about the protests. Protecting the natural environment is a noble idea and legitimate course of action.

However we believe this is just only one side of the story. As architects practicing for almost five decades and with more than 450 small and large scale projects in our portfolio, we know for real that any such development must get blessings from various governmental departments and environmental agencies. It means many qualified professionals familiar with the area and specific issues are looking into any negative impact of the MSC development. The developer will not get approval unless implementing proper solutions to any potential harmful impact to nature. We have to say that national as well as provincial environmental standards are very high.

We know this from our own practice.

As much as we are sympathizing with protesters we would also suggest to trust those who are looking after rivers, water quality, air, trees, forests, flowers and nature as such on our behalf. We should not point fingers too fast just because we have a suspicion but not facts about developers bad intentions. Over the years we have

learned that developers are also responsible people like many of us. A successful development is not the one which brings only a big profit but the one which creates good relationships with the environment and neighbours.

Let’s look at few facts: New housing will bring about 300 new inhabitants into the area who are going to shop in surrounding towns, eat in local restaurants... in short they will support local economy. Those newcomers may bring with them new activities, support existing programs. We may make new friends, get unexpected smile or laugh.

It seems that the MSC expansion in question is inevitable but developers are so far advertising only what they will do for its members and unit buyers. I would like to hear from them what they are going to do for us, the community, and the neighbours from the surrounding area, because we will eventually create one community. As the Mulmur Mayor Janet Hornet stated, the approval for MSC development should be balancing needs of both sides – MSC as well as the local community.

So, rather than just protesting we should be asking what the developer offers to us: Is there going to be a small nice coffee shop open to us, is there a chance to let local kids ski there without a membership, what facilities are going to be there and will there be a chance to access them? I would appreciate that by planting new trees,

the developer would actually create a park that would be accessible to us for strolling or jogging. I would really appreciate if the developer cleans up the mess along the Sideroad 17 and convert it into a “17th parkway”. Other people may have other ideas.

We believe that cooperation with the local government and the developer may be more beneficial to the environment as well as the community than just protesting. To do something positive requires courage, creativity and most of all, the trust. We believe that keeping the status quo may not necessarily be a winning strategy for the environment.

Sensitive and responsible development could make a difference.

ATV Conflict The Report by Principles Integrity which found that Councillor Broderick did not have a conflict of interest in the discussion of expanded ATV use of Clearview Township roads contains errors in reasoning and reveals serious deficiencies in the investigation of underlying facts. The report states, in part: "We do not see a necessary nexus between expanding roads and trails available to ATV operators, and increased sales of ATVs." That view is contrary to ATV/2x2 industry analyst reports. Modor Intelligence, Allied Market Research, Linchpin, Stockhouse and Gurufocus analysts all came to the conclusion that “…government rules to allow driving ATVs and UTVs on-road is expected to increase the growth of the ATV and (See “Councillor's” on page 9)

Many matters with ATVs addressed by the province (Continued from page 1) Two additional amendments which would have restricted ATVS on Centre Line Road from the Mulmur-Nottawasaga Townline to 18/19 Sideroad and 3/4 Sideroad from Hogback Road to Sunnidale Concession 6 were defeated.

Councillor Thom Paterson argued for inclusion of specific language in the bylaw governing rules of the road for ATVs, such as a requirement to drive on the shoulder where possible. Township staff pointed out that such matters are covered by existing provincial regulations, and inclusion in the township bylaw could render it irrelevant in the event of changes to provincial legislation. Paterson also requested that staff review the need for additional OPP enforcement as a result of implementation of the new bylaw, but it was agreed that this should be addressed as part of budget deliberations.

Kylie-Anne Grube, Climate Change Research & Engagement Assistant - “Climate change is an issue that is really hard for us as humans to grasp because . of its enormous scale across geography and time. The goal of this exhibit is to make climate change local.

We want visitors to leave with a sense of what climate change means for our daily lives in Dufferin County and how we can take action at the community level.”

This project gave communities an opportunity to share their stories, submit photographs and donate memorabilia from the community to the MoD archives. These stories tell us how these changes have affected everything from farmers to outdoor sports.

More importantly, Councillor Broderick’s business is not just composed of vehicle sales. There is the service, repairs, parts and accessories and rider-related gear side of the business which requires not a single additional vehicle sale to benefit, only increased use.

According to a Province of Ontario study, there is substantially more profit in service and repairs, parts and accessories and rider-related equipment than in the sale of the vehicles themselves.

The main rationale put forward by Councillor Broderick is that the expansion of access would allow Clearview residents to get substantially more use of their ATVs. It is indisputable that increased usage would increase repair, parts and service demand even if, contrary to the expectations of industry analysts, not a single additional ATV was sold. Somehow this obvious fact either evaded or was ignored by the authors of the Report.

Paragraph 53 of the Report sets out an “in the alternative” position that even if there is a direct or indirect pecuniary interest, it falls within one of the Act’s exemptions - an “interest in common” with “electors generally”.

The erroneous reasoning appears to be that Mr. Broderick’s business would only experience a positive

financial impact if the expanded access created a “general uplift” in business which would benefit a “significant segment of the business community”.

Mr. Broderick posits in his motion that greater access to township roads would allow residents to access trails without the necessity of trailering and towing, and make their routine trips into town using more fuel-efficient ATVs or 2x2s rather than cars or trucks. None of the other businesses cited in the report would have a pecuniary benefit from people simply using an ATV to do what they would have otherwise have done in a car or truck. In fact, given the potential fuel savings cited as a potential benefit, gas stations, one of the businesses cited in the report as having an interest in common, could actually experience a decrease in sales.

Furthermore, at least within the Creemore business community, there was concern that significant ATV and 2x2 traffic would actually reduce business by detracting from the tourist-attracting charm of the village and reducing available parking.

Mr. Broderick has a pecuniary interest that is distinct in nature from all other electors other than several ATV sales and service business owners. He has a clear conflict of interest and should have had no involvement in this matter.

By Bonnie MacPherson Nine local women have banded together to launch a pop-up gallery at 143 Mill St. in Creemore. Spokesperson Liz Eakins says the new space, next door to the pub, will provide vital exposure for the artists. COVID-19 forced the cancellation of many shows and exhibitions, and without a street level presence, connecting with would-be buyers has been a challenge.

Eakins was involved in the original Mad and Noisy Gallery, which operated as an artist co-op. It later became privately owned, and was eventually closed last year. Eakins and fellow artists Sue Ann Miller, Martha Bull and Jenn Johnson have continued to operate the Mill Street Art Studio in an upstairs space accessed via the alley next to Affairs Bakery. The

enthusiastic reaction to a recent open house, on the weekend which would have been the Purple Hills Arts Festival in a normal year, encouraged them to move ahead with a pop-up gallery.

In addition to creating a space for the artists to display their wares, the gallery is a cheerful alternative to an empty storefront greeting visitors to the village. The Pop-Up Gallery will be open for the next two months, Sunday to Friday 11 a.m. to 4 p.m. and Saturday 10 a.m. to 5 p.m. Works featured will be by Jessica Tamlin, Ann Clifford, Jordan Eveland, Frith Bail, Juliet Jansco, Sue Ann Miller, Martha Bull, Sara Sniderhan and Liz Eakins.

One artist will be on hand each day, affording patrons an opportunity to ask questions about their work.

Our father, Warren Gale, passed peacefully on June 19, 2020 in Arnprior, ON. He was finally laid to rest with our mom, Sylvia Gale, on Sept. 11, 2020. Sadly, due to COVID-19 the wicked westerners were unable to attend, but were there for sure in spirit. It was a small peaceful and dignified burial. He is now united again with the love of his life. If there are yard sales in heaven this pair are definitely together and on the go again! Though this is a sad time for us, knowing they are happily reunited again makes us smile. We are currently accepting applications for the position of MARKET MANAGER The successful applicant will be responsible for planning and operation of a summer outdoor and winter indoor market. The position is part time, 10-12 hours a week, year round. Planning occurs from home and on site attendance is required at all market days. The position is volunteer with an honorarium.

We are searching for a person who possesses the drive and energy to build and grow a successful market that meets the needs of vendors and customers. Must be a self starter, with outstanding interpersonal and organizational skills. Must have a genuine passion and interest in local food, farming and markets. Heavy Equipment Operator, Public Works 1 Permanent Full-time The Corporation of the Township of Clearview

Clearview Township (Public Works Department) is seeking an energetic, self-motivated and team-oriented individual to perform the duties and responsibilities of Heavy Equipment Operator.

Key Accountabilities Reporting to the Foreman, Roads and Drainage, the Public Works (Roads) Heavy Equipment Operator is responsible for assisting with snow removal, sanding, inspecting and repairing roads infrastructure as well as clearing sidewalks and ensuring compliance with current Road Safety standards.

Skills and Experience • Minimum Grade 12 education with 2 years of demonstrated experience operating heavy equipment. Experience operating a grader is preferred • Valid DZ Driver’s License with a clean Driver’s Abstract • Demonstrated ability to work independently and in a team environment.

• In addition to operating heavy equipment, must possess ability to operate utility trucks, pumps, compressors, generators, common hand and power tools, shovels, wrenches, two-way radios and phone.

• Knowledge of safety standards and precautions pertaining to the use of tools and safe work practices.

• Ability to understand, read and follow written and oral instructions.

• Ability to perform heavy manual labour, including bending, stooping, reaching and lifting heavy objects.

• Physical strength and ability sufficient to meet job requirements for extended periods under uncomfortable conditions in all types of weather.

• Current WHIMIS training • In case of urgent call-ins, must be able to respond to the workplace within 30 minutes.

Salary: As captured in the current Collective Bargaining Agreement.
