Clearview explores hall renovations by Trina Berlo Clearview council is opening a new round of discussions about making the municipality’s community-run halls fully accessible. Council received an updated engineer’s report March 2 estimating it would cost between $5.1 million and $8 million to renovate six halls – Avening, Sunnidale Corners, Nottawa, Duntroon, Brentwood and Dunedin – depending on the level of accessibility, including fees for architectural, engineering, and project management, as well as kitchen upgrades to become fire code compliant. Council commissioned an update of a 2012 Hall Board Facility Assessment Report by RJ Burnside so they would have current figures. The 2012 report estimated a cost of $710,000 to make all six halls accessible. Since then, council has been contributing to a hall renovation reserve fund, which now has a balance of $1,016,320. Councillors agreed to hold a workshop this month to “brainstorm and determine the process and actions to move forward,” and to meet with the hall boards to brainstorm different options. No one showed any support for an option to do nothing. “This council made a commitment,” said Mayor Doug Measures. “We want to support our halls, with the knowledge

The hall has the highest cost estimate for accessibility renovations under the municipality's design standards, which are more stringent than provincial requirements for accessibility. the community wanted to keep them open. With respect to Burnside… the 2012 numbers very quickly became out of date,” he said. “It was frustrating to council, to staff, and certainly to the volunteers,” he said questioning how much confidence council should have in the new numbers. The cost estimates cover two possibilities: to meet the township’s Facility Accessibility Design Standards (FADS), adopted in 2015, which go above and beyond the provincial

standards set out in the Accessibility for Ontarians with Disabilities Act (AODA); or incorporate a scaled back version of FADS, to save on costs while still meeting the provincial standard. The FADS do include ‘renovation permissions’ that relax certain requirements for existing buildings, compared to new buildings. CAO Steve Sage said there is a lot for council and hall boards to consider, (See “Council” on page 3)

Regional doctor recruitment effort underway Clearview council is considering supporting a joint effort to recruit doctors to the region. Council is considering a $25,000 contribution to the Town of The Blue Mountains’ Joint Municipal Doctor Recruitment and Retention Committee, in response to a request from Blue Mountains Councillor Andrea Matrosovs. The Joint Municipal Physician

Recruitment and Retention Committee is an advisory committee of the councils of participating towns or municipalities for matters related to the development, implementation and progress monitoring of a sustainable solution for the recruitment and retention of primary care physicians for the committee membership catchment population. Matrosovs said the goal is to take

a collaborative approach to attracting doctors to the region and finding the community for that person, depending on their personal preferences. The committee is also inviting participation from Collingwood, Wasaga Beach, Grey Highlands and Meaford. Council will consider the expenditure during the 2021 budget deliberations, which will start in the near future.
