Man charged with sexual assault on children

by Trina Berlo Following a community consultation process, the Creemore Community Foundation is proceeding with a plan to demolish the TD Bank and expand the park.

The community was called to a third meeting about the fate of the TD Bank building on March 30, this time to listen to the outcome of two community consultation sessions which captured the interest and imagination of residents. During two workshops people packed into Station on the Green to participate in visioning and brainstorming sessions for the TD Bank property and the village as a whole. A clear consensus on whether or not the building should be torn down was not reached but there were strong opinions on both sides of the debate.

Police received a report of an unknown male approaching children in the park located on Greenwood Drive in Angus on March 21.

The man approached a group of 12-year-old girls in the park and engaged the kids in conversation. He asked the girls if they wanted to play a game and would in turn give them money. The girls declined, left the area and reported the incident to a parent who called 911. The male left the area in a black Chevrolet sedan car, dirty, with a fin and a loud muffler.

Shortly after, the male was observed back in the area by a nearby resident on Greenwood Drive, engaging in conversation with a second group of children. Police located and arrested him.

After further police investigation, 31-year-old Anthony Holtorf of Clearview Township was charged with two counts each of Criminal Harassment, Sexual Assault on Female Under and Abduction of Person Under 16.

The accused has been released from custody and will attend a future court date at the Ontario Court of Justice in Bradford.

If there is anyone who has been involved in a similar occurrence, they are ask to contact the Nottawasaga OPP Crime Unit at 705-434-1939.

Easter celeb makes appearance

by Trina Berlo Hey kids, the Easter Bunny is coming to Creemore.

The bunny will be making a special appearance in the village on Easter weekend at the invitation of darcique and Emily Fischl. They have an in with the worldwide celebrity, who is in high demand that weekend.

He will emerge from his luxury burrow in an undisclosed location (but rumoured to be in the hills of Creemore) a day early, before making his rounds around the globe.

His rider, which was leaked to The Echo, lists lots of fresh organic carrots, carrot slaw, carrot mash, carrot cake and carrot juice.

Police responded to a traffic complaint on Highway 26 in Clearview just after midnight on March 23.

Police located the vehicle and quickly determined that the driver was operating it while under the influence of alcohol.

Thomas Lascelles, 34, from Port Carling, has been charged with Adult operation while impaired - alcohol and drugs, and Adult Operation while impaired - blood alcohol concentration (80 plus). His first appearance in Collingwood court is April 23.

Foundation to hire park maintenance, program staff (Continued from page 1) ensure the long-term viability of a public, active, green space.

“Our committee did not reach a consensus about whether or not the building should be torn down but we did reach a consensus on the measures.

Everybody at our table agreed on the supporting measures,” said committee chair Sara Hershoff.

The measures in the TLC recommendation include proper funding for maintenance, capital improvements and programming, good use of existing and new volunteers, a commitment from the Foundation to being the primary custodians, partnerships with existing groups, and wayfinding to move visitors through the village.

“We hope these specific measures will address the concerns that people voiced throughout the process,” said Hershoff. “We want people to know that they’ve been heard.”

As for the design, TLC recommends the new green space be designed for four seasons, be distinct from Creemore’s other parks, celebrates and strengthens the impact of the Creemore Horticultural Society and encapsulates the ideals, unique scale and character of Creemore as befits a landmark on a commercial street.

“The committee feels we have created a nice roadmap and touchstones for the Foundation,” said Hershoff.

In terms of next steps, TLC will hand off the design guidelines created by Small (which will serve as a launching point for the design firm) for the green space to the Foundation as its final task before dissolving the committee.

Stuart Lazier will represent the Foundation on a newly formed TLC build team, which will see the plan through to fruition. Part of the process will be further community consultation on the actual design of the “village green.”

Lazier said there is a process to be followed and permits to be secured but the hope is that the TD Bank building will be torn down in the fall and the construction and landscaping work will begin the following spring.

The build team, chaired by landscape architect Inese Bite, will be tasked with selecting a landscape design firm to complete the design, work with

The plan is to allow the Horticultural Society to get in there to move some of the plants, so they can save as much as possible.

“I don’t want to set false expectations that we’re going to get started fully this fall, although I would like to do that,” said Lazier.

He said there will be no disruptions to the site this summer.

Rounding out the build team is builder John Gordon, Clearview Township’s head planner Mara Burton, Creemore Horticultural Society president Judi Parker and yoga teacher Sass Dempsey.

Lazier said Dempsey will act as a community liaison of sorts, making sure there is community input and an outward-thinking approach, and getting input at the right points. Basically, making sure the community is never left uninformed.

“We want to make sure we are open and transparent… This is going to be a different project where there is a lot of stakeholder and community input throughout the process,” said Lazier.

The Foundation, said Lazier, will hire a fulltime programming coordinator and a part-time maintenance worker. They will report to an independent committee but their salaries will be paid by the Foundation.

The Foundation is soliciting donations and is able to issue tax receipts.

For background, when the TD Bank closed, Lazier and Tony Arrell facilitated the donation of the property with a vision of creating an expanded village green, to enhance Creemore’s downtown.

Arrell explained his interest in the project, saying he has been coming to his area farm for 17 years and sees that Creemore has a really bright future, especially with a shift to people working remotely, or from home.

“Creemore will be very appealing and we hope to make its future even brighter with this transformational project,” said Arrell.

The Creemore Community Foundation was established to handle the finances and to fund a community consultation process facilitated by planners with Small.

Seven Clearview Township employees have made the 2018 Sunshine List.

THE WAY WE WERE

What started as a goofy joke turned out to be very revealing about our community. We are delighted, and a little surprised, by the show of community support for our (albeit fake) new venture into the business of cannabis.

Although not faithfully observed, there is a longstanding tradition at The Creemore Echo to print an April Fool’s story in the edition preceding April 1.

For those who missed it, this year’s headline announced that The Echo had skirted the rules and received special permission to open a recreational cannabis store.

The story fooled a lot of people. It was so convincing, because it turns out that people wanted it to be true. We received many, many comments from people who were thoroughly amused and a huge majority had an if-only-it-were-true attitude.

It has shown us that, we are on the right track with taking cannabis out of the criminal code and into retail stores.

People who may or may not partake of cannabis were a-ok with their local newspaper doubling as a pot shop.

As expected there was a lot of joshing, demands for some of the “inky fingers” strain and even a delivery of brownies (special ingredient not added). But there was an underlying level of genuine support that makes us realize the community will welcome a pot shop when the time comes. (So much so, we have decided to add it to our contingency plan for the newspaper – stop already, it’ll never work.)

So, we are sorry to disappoint our readers with the revelation that we have embraced “fake news” for one day only.

The whole thing serves to reinforce our responsibility as a trusted source of news and information in the community. We are very flattered that our readers trust what we print in these pages, and we will not make a habit of testing that trust.

P.S. Honourable mention goes to Stephens Fuels for giving us a taste of our own medicinal marijuana.

Thank you to the Creemore Echo for their “April Fools Joke”.

Well done, a great read, and well thought out.

It was so well written that you had me hanging on every word. You had me “April fooled” until I read the “Gotcha” on the back page.

I then checked to see if the huge municipal budget increase from our council was also an “April Fools” Joke, but alas, it was not!

Turn the lemon into lemonade Editor: I’d like to echo comments made in the March 8 letter (Drab building will not move us forward) regarding the potential for innovation created by TD’s land donation offer. Sure I’d rather see an operating TD branch on the street. But the chance to demolish that out-of-character building, and to expand Station on the Green is the way this lemon becomes lemonade.

Creemore needs some stimulation. We see the difficulties being experienced by businesses on Mill St. Part of the solution is to attract more year-round residents and seasonal visitors. That’s a challenge to which I don’t have “the” answer. But removing the TD building

Whatever, the important point is that the Echo continues to be a major source of news and provider of community service at a time when other papers in the area have closed. For this the highest congratulations are in order.

This birthday has special meaning for me because it marks the point that I have been away from the Echo for as long as I was there. Yes, time does fly. I will always be pleased that Phil Stevenson and I decided to restart the newspaper back in 2001, and even prouder of what it has become over those 18 years. Georgi has been there from the start, and without her knowledge and steady hand, we would never have taken the plunge.

Sara was our first hire. She was keen to take the job despite believing she had none of the requisite skills to fill it. This is likely the only time she has been so

and expanding Station on the Green will immediately improve the streetscape, and will subsequently enable more activities that attract more people.

Again echoing last week’s letter, people did novel and important things to create the Creemore village “brand”.

But brands, people, and villages all need new energy injections… or they fade. These moments of change don’t replace heritage, or disrespect the creators of that heritage. In fact, expanding Station on the Green to Mill Street will magnify the fine and caring work that’s already been done.

Put students first, say no to cuts to education Editor: I’m scared. Scared for my kids, scared for my grandkids. Scared for my community, my country and my planet. Really scared. And, listening to what’s going on around me, I know a lot of others are also scared.

In my opinion, our provincial government has reduced everything to a commodity. Social programs, education, health care, the environment and human beings in general are a commodity. They all have a price. And if they aren’t making “us” money, they are costing us. This is a dangerous and simplistic approach.

The latest and most pressing issue under attack is our education system.

Looking at the statistics and the projections from experts, our education system is going to be devastated by the proposed changes.

Why does education matter so much? Because it’s not just about the three Rs – it’s about building our future. Our children become the adults who lead us. And if they are dysfunctional, and poorly educated, we as a society become collectively dysfunctional.

That’s bad for all of us, not just socially. It’s bad financially too. If we have dysfunctional adults, we have higher unemployment. Higher costs for social programs and welfare.

Higher costs for health care. Higher demand for policing, family services,

courts, addiction services, and just abut everything else that is government-run.

When our population is unhealthy mentally and physically, we pay for it.

That means higher taxes.

More importantly, we are eroding what we stand for and watering down what makes us great as a nation. We are renowned internationally for our fairness, our kindness, our tolerance, our innovation and our inclusiveness.

All of these are in jeopardy when we begin to put what we stand for on the auction block.

Changing the average class size seems like an easy thing to do – but the ramifications are horrific. The key word is average. That means, if you have a class of 10 kids and a class of 30 kids, the average class size for two classes is 20 kids. Now imagine – if you have to have 26 kids in each class, you can’t afford to have a class of 10 anymore. Your class of 30 now has to have 42 students in it to compensate.

Why does that matter? Because those classes that typically have less students enrolled will have to be cut. They bring down the average, and the Board is responsible for ensuring averages are at 26. So, goodbye drama, goodbye senior physics, goodbye art, music, chemistry, earth and space science, goodbye tech, goodbye electives. If your kid needs biology to get into university, they’ll have to find it offered somewhere else.

Well guess what? There’s a plan for

that. It’s called online education. Why is that a problem? Because certified teachers may not be teaching those online courses, and online education doesn’t work for everyone. It takes a very disciplined, organized, structured student to be successful.

And, what about hands-on subjects?

You can’t teach drama online, or music, or art, or tech, or carpentry, or a host of other things. Some courses, like it or not, require a real human being to lead, guide and support a student along the way. Teachers work really hard. And a lot of what they do has nothing to do with actually delivering curriculum.

And here’s another thing that has not been considered. Boards have been encouraging students to bring their own technology so they can eliminate hardware costs and upgrading. Fewer computers available at school. So for those kids who cannot afford computers, where do they go for the education they are entitled to?

And for our elementary kids? What happens to them? Are we going to sit our kindergarten students in front of the computer for an hour every day and expect them to learn to read, or count, or play fair? Younger children need more attention, not less. Add the influx of autistic and special needs students who no longer have funding to support them, and are now part of the regular classroom. The majority of a teacher’s time and energy will

be spent on managing behaviour. No one is going to be educated well, and neither students nor teachers are going to be as safe as they should be. How does that benefit our children?

Despite standing up and claiming no front line teacher will lose their jobs by increased class size, the numbers simply don’t work. In our County alone, we are estimated to lose between 230-280 classroom teachers out of just over 800. The claim that these losses will come from retirements is ludicrous as only about 80-100 teachers in our board are eligible for retirement.

Projections are that all teachers who have less than 10-12 years of seniority will be on the chopping block. And we haven’t even touched how many Educational Assistants will be lost.

On top of that, it’s estimated up to 25 per cent of all available programming will have to be cut. We will be left with the very basics. How does that produce well-rounded, informed and prepared graduates? How is that educating for the 21st century?

I urge people to please learn all you can about what the government is proposing, and to take action.

This Saturday, April 6, there is a march for education at Queen’s Park.

More than 200,000 people are expected. I will be one of them. And I hope you are too.

Thousand eggs, prizes to be found at hunt

(Continued from page 1) He will be strolling, greeting visitors on the street and posing for photos until the bigger egg hunt at The Hort Park and around Station on the Green begins at 1 p.m. sharp. This year’s hunt will be even big than last year’s. Participants will be hunting for 1,000 eggs filled with treats and gifts. Creemore businesses have donated hundreds of prizes for the hunt, which can be claimed at those businesses using the tickets hidden in the eggs.

At anytime from 11 a.m. to 2 p.m. head to Bunny Headquarters (in the vacant retail space beside Hillview Cellar Winery, at 151 Mill St.) for crafts,

including Easter bonnets, which were a big hit last year.

Local students have been asked to draw their version of the Easter Bunny and the images will be displayed on the walls. Patricia Cleary will be providing free popcorn and a photo booth will be set up over at Flowers by Ms Design.

Businesses in the village are encouraged to participate by offering an activity at their store or some other offering.

This free event is funded by the Creemore BIA. Anyone interested in volunteering for the event is asked to call darci-que at 705-795-5733.

Roxodus adds Aerosmith

Provincial funding to improve efficiency

A star-studded Sunday line-up has been added to Roxodus festival in Edenvale beginning July 11.

Aerosmith will be making Roxodus their only Canadian stop in 2019. Also on the July 14 line-up is Matthew Good, Theory of a Deadman and I Mother Earth.

Clearview Township is getting a one-time payment of $676,935 from the Ministry of Municipal Affairs and Housing to improve service delivery and efficiency.

Ontario Minister of Municipal Affairs and Housing Steve Clark announced March 20 a one-time investment for many small and rural municipalities, saying some of Ontario’s small and rural municipalities may have limited capacity to plan, modernize and improve the way they provide services to their communities.

With this funding, municipalities can improve service delivery by finding smarter, more efficient ways to spend money that help those who need it most while respecting taxpayer dollars.

Spring Tonic Maple Syrup Festival

Ontario Maple Weekend: April 6-7 Maple syrup producers are busy making plans for the annual Maple Weekend, April 6-7. Hosted by the Ontario Maple Syrup Producers’ A s s o c i a t i o n ( O M S PA ) , M a p l e Weekend is a two-day, free, familyfriendly event celebrating the advent of spring and maple syrup production in Ontario.

In Dufferin County, 4M – Mikoliew, Mach, Mulmur, Maple – at 716092 1st Line E Mulmur (about 1 km north of Highway 89 on the west side) is open to visitors both days from 10 a.m. to 4 p.m.

Ken Mikoliew, Anna, and Caroline Mach started making syrup at their 100+ year old farm in Mulmur Township in 2015. What started out as 150 taps has grown to over 600. The taps are on a tubing system, spread over 10 very hilly acres (out of a total 30 acres of bush), backed up by a reverse osmosis system and a high efficiency evaporator. Come out and spend time touring the sugar shack and the sugarbush – you can even take a hike on the Bruce Trail through the neighbouring Boyne Valley Provincial

Park.

As part of the weekend celebrations, The Township of Mulmur is hosting a Maple Madness breakfast of pancakes and sausages on April 6 starting at 11 a.m. for $2 a person.

Come celebrate the season at the annual Spring Tonic Maple Syrup Festival at the Tiffin Centre for Conservation, April 6 and 7, from 9 a.m. to 3 p.m. daily.

Maple syrup takes centre stage at the festival, with a pancake and sausage breakfast served daily until 2 p.m. Costumed re-enactors will be on hand to demonstrate pioneer and First Nations methods of making maple syrup, and Tiffin’s sugar shack will be open for visitors to see how syrup is made today. Tiffin maple syrup and other Simcoe County maple products will be available for purchase.

New this year, cadets from Canadian Forces Base Borden will be on-site showcasing their outdoor survival preparedness with an extensive winter-camp display.

Other activities include horsedrawn wagon rides, crafts, live music, visits with local fire and conservation officers, and a “Zoo to You” animal show. For a small materials fee of $5, visitors can build a bird feeder to take home. Tiffin’s scenic hiking trails will be open, with long and short paths for hikers of all abilities.

All-inclusive admission is $14 for adults, $7 for kids 12 and under, and free for infants (cash only please).

“The Spring Tonic Maple Syrup Festival, hosted with the Rotary Club of Barrie, is a great event for families or anyone wanting to shake off the winter weather,” said Byron Wesson, director conservation services with the Nottawasaga Valley Conservation Authority (NVCA).

Clearview Township is currently seeking a permanent full-time Deputy Fire Chief.

Responsibilities: Reporting to the General Manager Parks, Culture and Recreation, the Youth Center Coordinator participates in the development, coordination, supervision, scheduling and marketing of youth centre recreational programs and activities (for 12 to 17 years of age) and the management of the youth centre.

The preferred candidate will posses a thorough knowledge of implementing, scheduling, administering and evaluating services within a Youth Center. They must be able to follow procedures with respect to recognizing youth at risk in accordance with Child and Family Services Act. Experience and proven ability creating a liaison with the Clearview Youth Center, community organizations and corporations, youth related agencies and education institutions to coordinate and promote activities.

Salary: Salary range offered for this position is $54,399 to $66,120 per year plus a competitive benefits package.

As well, they will have extensive experience in coordinating staff resources, recruitment, all fire training and scheduling of staff as well as requisitions departmental supplies, testing and care of equipment and related records.

Experience and proven ability in Fire Suppression, Fire Prevention and inspection procedures, health and safety, labour relations and computer skills. In addition, the candidate will have excellent customer service, interpersonal, project/time management, problem solving, and presentation and communication skills.

Salary: Salary range offered for this position is $81,143 to $98,629 per year plus a competitive benefits package.
