Bondfield library build delayed

by Trina Berlo The library construction project in Stayner is about seven weeks behind schedule due to the financial woes of contractor Bondfield Construction Company.

Bondfield Construction Company was in the news recently for construction delays on several big projects, including Union Station, cost overruns and delays in paying sub-contractors. Some projects have been terminated.

The new branch of the Clearview Public Library, being built as an addition to the Stayner arena, is about seven weeks behind schedule, said Clearview Township CAO Steve Sage.

He said he met with Bondfield officials and contractors have been returning to the site.

Work continues at the Stayner library building site, despite newly reported problems for the construction company, Bonfield. Financial problems have resulted in a delay for the Stayner project, but no cost overruns yet.

Attempted murder charges laid after hit-and-run Huronia West OPP, under the direction of Detective Inspector Paul Rosato of the OPP Criminal Investigation Branch (CIB), is investigating a hit-and-run investigation which occurred on Brock Road in Clearview Township, on Sept.

13.

A 19-year-old male was struck by a vehicle and transported to a trauma centre in Toronto in serious condition.

As a result of the investigation, 19-year-old Isaiah Crawley of Clearview Township has been arrested and charged with the following Criminal Code offences: Adult Attempt to Commit Murder; Adult Dangerous Operation of a Motor Vehicle Causing Bodily Harm; and Adult Aggravated Assault.

The accused was taken into custody before appearing in Barrie court on Sept. 17 to answer to the charges.

The fall fair takes place at the Great Northern Exhibition in Clearview Township this weekend, Sept. 21-23.

In its 163rd year, the fair includes a weekend packed with entertainment, a fiddle and step dance contest, truck and tractor pull, livestock and midway.

The fairgrounds open at 9 a.m. each day, closing Friday and Saturday at 10 p.m. and Sunday at 5 p.m.

Clearview confident on its cyber security

Mulmur Melancthon Fire Department has received 102 combination smoke and carbon monoxide alarms through Project Zero, in partnership with Enbridge Gas Distribution and the Fire Mashal’s Public Safety Council. Enbridge has injected $200,000 into Project Zero this year, divided between 30 fire departments in Ontario. The fire department will be distributing the alarms to those in need in the community and replacing non-working and expired alarms discovered during service calls (alarms only have a 10-year life span). People can also request them through town hall in Mulmur. however they are working on some cashflow issues, as the paper reported,” said Sage.

At this point, there is no known increase in cost to Clearview.

“I was very forceful with Bondfield, I am concerned that the delay in the project will be affected by winter operations,” said Sage. “That’s my biggest concern, what is a seven or

eight week delay going to have on the working conditions this winter. Those are answers they don’t have yet.”

Sage said he is expecting a new construction schedule next week but he said he is skeptical that they will be able to meet the July 1 target date.

Sage said the project is bonded and the insurer has guaranteed payment to all subcontractors, which is important because if the sub-contractors were

owed money, they could come back to the municipality, as the owner of the facility.

“To our knowledge there are no sub-contractors looking for payment,” said Sage.

In March, Clearview council approved a tender for the construction of the new 7,000 square foot Stayner branch of the library, at a cost of $3,807,892.

Clearview Township is taking out a $1 million cyber insurance policy to further protect itself from the risk of a data breach.

Other municipalities in the area have already faced cyber attacks.

Wasaga Beach was the victim of a hack in the spring. Its servers were held for ransom while the dataknappers demanded payment in bitcoin. The town paid $34,950 to retrieve the municipality’s data, plus $37,181 to consultants. Factoring in overtime and loss of productivity the cost goes up to $251,759.

All types and sizes of municipalities and corporations experience attacks on their networks all the time.

Ransomware has occurred recently in Simcoe County as criminals consider it a reliable method of gaining money.

The risk with paying a ransom is that you have no assurance that you will actually get the decryption key after the payment has been made,” reported director of finance Edward Henley…

“Clearview is confident that their backup routine is secure with 6 sets of redundant back-ups both internal, external and offline. As such it is unlikely that Clearview would have to pay a ransom to decrypt its data if it were infected with ransomware.”

He added that it would still take time and money to wipe the infected computers and retrieve data from the back-ups.

Following an in-camera meeting, council members said they are confident staff is being vigilant in protecting the township’s data.

If Clearview were forced to pay ransom, the policy covers reimbursement. It also covers a variety of other threats such as corporate identity theft, telephone hacking, and phishing.

The Way We Were

Ready, set, vote

The municipal election is coming up in one month and there are a few things that people can do to prepare.

The most important thing is to mark Oct. 22 on the calendar. That is Election Day in Ontario – Advance voting begins at 10 a.m. on Oct. 12 and ends at 8 p.m. on Oct. 22.

Then you should make sure you are on the voting list. The people at town hall can help or you can look it up online at www.voterlookup.ca.

Residents, property owners and tenants who are Canadian citizens over the age of 18 can vote in Ontario’s municipal and school board elections. They will get voter information cards in the mail that will contain instructions for internet and telephone voting.

Both Mulmur and Clearview will host voter assistance centres next month.

Then voters must familiarize themselves with the candidates, and that’s where we come in but first, we wish to ask you the reader, what do you see as themes in this year’s election?

Municipal officials have a very specific mandate locally but they also govern at the county level and advocate for their municipalities at the provincial and federal level.

So the question is who do you want making decisions about the on-the-ground municipal responsibilities, but also bending the ears of our members of provincial and federal parliament?

The on-the-ground stuff can be anything from deciding where to place crossing guards and moving stop signs on municipal roads to approving big budget items like recreational facilities.

Council members have a very important job and it is often thankless. You will notice there isn’t a long list of people fighting for the available seats.

Over the next few weeks we should ponder the issues and share ideas.

We are asking you to let us know what is topof-mind for you and your family. We will use your suggestions to inform our election coverage over the coming weeks.

Perfect neighbours with no place to go Editor: Where will our seniors of Creemore live?!

Fifteen years ago, Rolf and I, with careful thought decided to buy a home in Creemore.

We had lived in Collingwood in the 70s and 80s and wanted to be back in the area. Collingwood was too busy. Creemore had all that we needed within walking distance, a truly great place to retire to and become involved in the community.

I had worked as the administrator for a seniors’ housing complex situated in a residential area of a small village, an apartment building with market and affordable rents.

I very quickly became an advocate for seniors living independently, close to their friends and the businesses and health care providers that they are familiar with. I also realized that our building was a community builder; they cared for each other and had lots of fun. We always had more than 50 waiting to move in.

I have attempted three times, along with other interested people, to get housing for seniors in Creemore.

The attempts have all been a terrible disappointment although many seniors have expressed interest in the idea.

Seniors are fabulous neighbours; they are quiet, friendly, take care of their surroundings, support the local businesses and become very involved in the community. Regarding not having enough seniors to fill the apartments, take a look around, I see the frail and fragile attempting to stay in the community they know and love. Seniors build community while still shopping at Foodland, Creemore Pharmacy, Home Hardware and Norma’s (Affairs Bakery) or the Bank Café.

I would like to make seniors’ housing an urgent election issue.

Ask questions!

I have been told, “Stayner is going to build something.” I do not want to live in Stayner; I want to live in Creemore!

Please let’s keep our seniors in the village safe and secure in suitable and accessible housing.

Dedication to preservation SilverShoe Historical Society officially unveiled the rehabilitation work done this summer at Old Zion Presbyterian Pioneer Cemetery, located on the outskirts of Stayner. The cemetery was re-dedicated during a special service, following an intense six-week overhauling.

Dating from 1833, this Pre-Rebellion cemetery was the first to be established in Sunnidale Township, as it was known then, and contains 75 burials of some of the Township’s earliest pioneers and officials. The last recorded burial took place in 1901. Then, as time moved forward, like so many cemeteries across the Province, Old Zion Presbyterian fell into serious disrepair. The Municipality assumed legal ownership of the abandoned cemetery in 1974 and initiated a restoration of the site. Fallen and deteriorating grave markers were collected and secured in a semi-circle cement base, flowerbeds were planted along the front and sunken graves were backfilled, in keeping with accepted methods of the time. Aside from regular grass cutting, over the next 43 years there was little done to preserve the site.

Over time, the people buried there and a wealth of history crucial to the evolution of the Township, once again, faded into obscurity, hidden beneath a dense overgrowth of weeds and barely recognizable from busy Highway 26, only a few feet away.

Last year, SilverShoe Historical Society executive director Janie Cooper-Wilson, who is also a member of the Ontario Historical Society (OHS) and Co-Chair of the OHS Cemetery Defense and Preservation Committee,

Council, realizing their legal and moral obligations, looked upon the proposal with favour and voted to set up a $5,000 fund, specifically earmarked for the preservation of local inactive cemeteries within the jurisdiction of Clearview Township.

The organization was subsequently awarded $2,000 from this fund to accomplish the task. Serious difficulties were encountered immediately after the project was put in motion, on June 20. Luckily, the possibility of grave invasion was not an issue, the difficulties were quickly resolved and work was completed, with only two days to spare, before the scheduled Re-dedication, on August 18.

The Rt. Rev. Jeremy Sanderson, of Emmanuel Presbyterian Church, Nottawa, Ontario, officiated, at the Old Zion Re-dedication and, later, in the evening, at the 21st Annual S.S.H.S. Memorial Candlelight Service, which was held at Bethel-Union Pioneer Cemetery, New Lowell. The lives and contributions of all of Old Sunnidale’s early pioneers were honoured in a cross-

cultural, non-denominational ceremony, which included several respected Speakers and talented musicians, many of whom travelled some distance to participate in this very special event before a capacity crowd.

Performances were given by vocalists, Rob Green (Hamilton), Sara-Dale Hartshorn (Collingwood) and the gospel group Miller ‘n’ Tyme, with members coming from Ajax, Kitchener and Collingwood. May Black (New Lowell), a local and very talented Highland dancer, also performed for the audience, as well as, the African Drums of the Williams-Skerritt Family (New Lowell). The Narain family of Everett, and first-time visitors to Bethel-Union Pioneer Cemetery, won the door prize – a $30 Gift Certificate from Angie’s Place Caribbean Eatery in Stayner.

The evening also included a moving and tearful final tribute to the late, Edlin Earle, SilverShoe Historical Society co-founder and charter member, who passed away following a long illness on November 9, 2017.

Bursary rewards hard work and ambition

By Heather Rowell Ray’s Place Bursary Program is pleased to announce this year’s recipients: James Leslie, Adam Lloyd, Emma Sheffer and Hannah Stockford.

All four local youth have received bursaries to assist with the costs of attending college thanks to the generous donations of local residents.

James Leslie is a graduate of Stayner Collegiate Institute (SCI) and is attending Sir Sandford Fleming College in Lindsay studying Forestry.

He has been a volunteer at the Scott Mission Camp and has been active in a variety of high school sports including volleyball, mountain biking, crosscountry running and flag football.

He enjoys working outdoors having completed his fourth summer in landscaping. He hopes to have a career in environmental conservation.

Adam Lloyd is a graduate of Centre Dufferin District High School in Shelburne. Lloyd enjoys soccer and cooking. He volunteers at the Chase the Tornado fundraiser. He is working part-time as a cook while attending Georgian College in the Culinary Management Program. His career goal is to become the head chef in a chain restaurant.

Emma Sheffer is a graduate of SCI and is attending Niagara College in the Hospitality and Restaurant Management Program. For the past four summers, Sheffer has been a volunteer

The Water First Internship provides hands-on training and work experience in water treatment and environmental monitoring to Indigenous youth in their communities, leading to certification as a Water Quality Analyst and Operator-in-Training.

These certifications are requirements to sample and test water and to begin to work as a water treatment plant operator.

The internship was developed in collaboration with UCCMM, Wiikwemkoong First Nation and the Union of Ontario Indians, and delivered in seven First Nations on Manitoulin Island.

Clearview opens doors with Simcoe Historic locations throughout Clearview will be part of this year’s Doors Open Simcoe County. The Bethel Union Cemetery, Franks Lime Kiln, and North America’s Smallest Jail have been added to this year’s tour and the focus for 2018 is to tell stories of the settlement and development of

communities throughout the county.

The event, from 10 a.m. to 4 p.m. on Saturday, Sept. 29, provides free access to more than 50 cultural and heritage sites in the county.

A bear was seen last week fishing in the river just up from Elizabeth Street West, and another was spotted in Nottawa. According to Bear Wise Ontario black bears live in most parts of Ontario but generally want to avoid humans.

Most encounters are not aggressive and attacks are rare. There is a Bear Wise reporting line for non-emergency bear sightings, available from April 1 to Nov. 30 at 1-866-514-2327. For more information, search Bear Wise at www.ontario.ca.

Three Clearview veterinarian clinics are participating in low-cost rabies clinics.

Creemore Vet Services, Abernant Veterinary Service in Stayner and Bellbrae Animal Hospital in Nottawa are offering rabies vaccines for $25 cash September 26 from 2 p.m. to 7 p.m.

The clinics provide an inexpensive way to get the rabies shots for dogs and cats over three months old.

They provided vaccines to about 4,000 pets against rabies last year. Thanks to vaccination of pets, baiting of wild raccoons and foxes and public awareness, Ontario’s incidence of rabies is lower than many other areas in North America.

Health unit staff investigated 1,242 animal exposure incidents in 2017. Many of the investigations resulted in rabies vaccine for people as a precaution.

“We’re really grateful to the veterinarians who are giving their time to these clinics”, said rabies program coordinator Tanya Fehr with the Simcoe Muskoka District Health Unit. Pet owners are required by law to have their pets immunized against rabies, and with the number of clinics this year we hope to be able to build significantly on the protection against rabies across the region.

Pet owners can help prevent the spread of rabies by not allowing pets to roam free, keeping them indoors at night and staying away from unfamiliar dogs and cats as well as all wildlife, including bats.

In this second installment, on Tuesday, Sept. 25, will feature Dionne Brand, Craig Davidson and 2018 Giller Prize finalist Rawi Hage.

Dionne Brand Bookstore owner Rina Barone describes the authors: Dionne Brand – Griffin Poetry Prize winner, GovernorGeneral Literary award winner, Order of Canada recipient, Toronto’s Poet Laureate from 2009 to 2012, basically a pretty big deal in the world of books. She has two new books: Theory is fiction, and The Blue Craig Davidson Clerk is a collection of poetry.

Theory was listed as a Top 30 book this fall by the Globe and Mail this past weekend.

Craig Davidson – His nonfiction book Precious Cargo (he spent a year driving a school bus for special-needs kids) was included in Canada Reads 2018, his book Rust and Bone was made into an Rawi Hage Oscar-nominated feature film of the same name, he’s been shortlisted for the Giller Prize and Trillium Book Prize, bestselling author, also writes horror a la Stephen King under the pen name Nick Cutter (his book is The Saturday Night Ghost Club).

Rawi Hage – Acclaimed writer and photographer, his debut novel De Niro’s Game won the International Dublin Literary Award, was shortlisted for both the Giller Prize and Governor-General literary award, his second novel was also shortlisted for the Giller, the Governor-General, and the Rogers Writers’ Trust Fiction Prize. He was born in Beirut, Lebanon and lived through the Lebanese civil war, and now lives in Montreal. (His book is Beirut Hellfire Society).

The event is from 7 p.m. to 9 p.m. at the brewery.
