Expansion surprises neighbours

by Trina Berlo Neighbours voiced opposition to the construction of a large indoor medical marijuana facility planned for Concession 12 near Stayner at a special council meeting Tuesday held to consider a site plan agreement for Peace Naturals Project.

“I was totally blown out of my seat,” said Kristine Bryan, one of three residents to speak against the development. “I don’t even know what to say, I am so upset.”

She said she learned about the proposed expansion while watching the evening news.

In May, Peace Naturals Project announced plans to expand the existing facility, adding a 286,000 square foot production facility, a 28,000 square foot greenhouse and a 1,200 square foot extraction laboratory to the three buildings already in production.

Bryan said it was assumed that with a project of this scale, the municipality would have informed neighbours.

She said she has no issue with the use, but does take issue with the scale and the negative impact the proposal has had on her property value. She said a private sale of her farm recently fell through when they learned of the expansion.

“This has not been handled well,” said Bryan.

Barbara Harvey said she was required to put up a “gigantic sign” to inform all of her neighbours that she was building a porch, yet they were not informed about the expansion.

The reason neighbours were not informed is that the marijuana growth facility complies with the existing agricultural zone on the property, so no (See “Councillor” on page 3)

The Millers are welcoming the public to their farm Saturday to meet the girls, see how their milk is bottled and enjoy Dairy Day activities.

In its sixth year, Miller’s Dairy Day offers tours, food and entertainment.

The Millers offer a relaxing day on the farm and a chance to pet the cows and calves and sample the fresh, local milk.

“Dairy Day is all about the cows and we just have little things on the side for entertainment,” said Marie Miller.

“It’s a chance to meet the cows and make a personal connection.”

There will be face painting and a bubble blowing station. Live music will be provided by ragtime band Grand Resonance, out of Orillia.

Food will available from Affairs Bakery, O’Shea’s and the GNE crew is cooking hot dogs.

Richard Millsap, JD McCourt and Neil Metheral will have their antique tractors on display, Huron Tractor is bringing over a new tractor and Gary Lovelace is bringing roadsters for display.

The event is a team effort with volunteers and support from a number of local businesses – Clay Whitley will have his drone on site, Hamilton Brothers provides supplies, darci-que does the balloons, and Floradale feed company will be on hand to explain the animals’ nutrition.

The farm is open from 11 a.m. until 3 p.m. Admission is free. Visitors are encouraged to visit the bottling plant first, on their way to the barn.

Hort Society puts new slant on gardening

by Trina Berlo There is a lot to learn from Creemore’s Hort Park.

The garden, located off Mill Street between the bank and the grocery store, is a favourite place for people to stroll, lounge, play and maybe even be inspired. The garden is full of gorgeous plants tended by Creemore Horticultural Society volunteers, and if that’s not enough inspiration, they have added a number of new features to increase awareness about pollinators, native plants and creating gardens in some unusual places. Since last fall, a bee house, pollinator garden, green roof, vertical garden and a new Canada 150 garden have been added.

Master gardener Charlotte Vorstermans said she got the idea to make the roof of the shed into a green roof in the fall when she was flipping through some gardening magazines.

She enlisted the help of husband Paul and a frame was created using recycled materials. They planted it with sedum, which has shallow roots, is drought hardy, pest resistant and the bees love it. Vorstermans wanted to show that a green roof could be created, even on a slanted roof and that they are great for insects and all of the pollinators.

Nearby, the new pollinator garden is equipped with a bee hotel that provides a winter home for a number of species.

The fact that Creemore has the only pollinator garden in its district has garnered some financial support from the Ontario Horticultural Society and the Barrie Garden Club. The $400 grant was used to help fund the green roof.

On Tuesday, Workman presented a site plan agreement with the intention of ensuring there will be sufficient parking, stormwater management, landscaping and buffering, things the municipality can control. Staff is recommending the new building have a gradient grey siding, to help soften its appearance.

Approvals for the expansion are still forthcoming from the provincial and federal agencies that regulate marijuana production.

“They are making investments knowing they don’t have all the approvals,” said Workman.

Councillor Thom Paterson suggested applying an agricultural industrial zone to the property to spur a public process.

He said there is an obligation to engage the public.

“I am not suggesting we are avoiding this intentionally but are we missing something?” he asked. “I’m not sure

Councillor Deborah Bronée spoke in favour or approving the site plan agreement saying Peace Naturals Project has been very open about their plans for the business, they have been a good neighbour and will bring additional jobs to the community.

Paterson said he gets that this is a big opportunity for employment and investment in the township.

“The people we represent around this council table are the ones left short,” he said.

Connie Leishman said the expansion proposal took her by surprise and she is the councillor for the ward.

“There must be a way to let people know, especially the councillor of the day, so she can deal with it,” said Leishman. “I’d rather be on top of it than under it… To say I am a little upset is an understatement.”

When it came to the vote, the site plan agreement passed in a 4-3 vote with Paterson, Leishman and Kevin Elwood in opposition and Bronée, Robert Walker, Barry Burton and Christopher Vanderkruys in favour.

Children in the park during the Creemore Farmers’ Market recently were recruited to plant the newest addition to the Hort Park, the vertical garden. Two skids have been turned into an A-frame and filled with small amounts of soil, where the little helpers planted nasturtiums, beats, beans and basil. People are invited to check on their progress and give them some water over the summer. The point, said Vorstermans, is to illustrate how much can be grown in a small space, even on

a patio or a balcony.

“We want to educate the younger people and maybe even make them care about growing food,” said Vorstermans, adding that they may be the horticulturists of the future and may even pitch in to take care of the garden.

In fact, everyone is encouraged to help tend the community garden, and perhaps learn a few things in the process. Hort Society volunteers are in the garden every Monday morning.

Everyone is invited to grab their tools and dig in.

Communication strategy needed There have been a few issues discussed at the council table recently that have left residents feeling blindsided by the municipality, leaving us to believe Clearview council should consider developing a communications strategy.

A clear communication plan can go a long way to helping people understand why decisions are being made and help mitigate hard feelings.

The strategy should consider a number of scenarios and always aim to get the message, no matter how unpopular, to the people most affected because people take upsetting news better when they feel they have received honest information and when they still have time to comment and provide meaningful input.

There have been a number of issues lately that have left people feeling shocked and betrayed by their local government. For example, in the last round of committee restructuring, at least two boards were taken by surprise when it was recommended they be dissolved (not counting the committees that were dissolved in earlier rounds). When council agreed to let ATVs have access to certain township roads six months after they were denied, it was voted down that residents on the new routes be alerted to the change. Now residents are surprised to hear that a medical marijuana facility is adding a massive structure because they never received notification through a planning process.

In all of these cases the municipality may not have been required to inform people about the changes but it doesn’t mean they shouldn’t.

Council could and should develop a communications strategy for how to get information to people, even if it means going above and beyond the prescribed protocol.

In the three examples noted, it would have been feasible to communicate directly with volunteers or residents affected by committee restructuring or changing road and land use.

Barbara Harvey makes a good point about communication. She told council Tuesday her neighbours were well informed when she wanted to build a porch at her home near Stayner, yet she was not informed about a 300,000 square foot addition to a nearby business.

The existing process has failed to inform the people most affected by the decision.

Council should consider a communication policy when development exceeds a certain size or when there is a perceived threat to the character of their neighbourhood.

Medical marijuana as agricultural use, with its large scale indoor manufacturing facility, is considered outside the norm to most people in this area and no one is taking issue with the crop, it is the way it’s grown – indoors with no need for sun or soil.

There is no claim here that there is any intentional deception. The fear is that the same blunders are being made time and time again and people are getting angry.

Newspapers, websites and social media can support communications planning but getting out ahead of a story and directly informing the people who are so obviously impacted by these decisions should be the first step in good communication.

From Alexander’s obituary comes this tribute: “Mr. Matchett was the soul of honour, and while he did not pose as a church man his deeds were Christ like. He fed the hungry, clothed the naked, befriended the friendless.

No humble citizen in want appealed to his generous heart in vain, and many a financial loss did he sustain by his generous impulses. In him the needy have lost a friend indeed.”

Majengo Children’s Home in Tanzania is celebrating its 10-year anniversary.

From that long ago day in March 2007, when Dunedin’s Lynn Connell found 52 orphaned kids squeezed into a dark, leaky, mud floored makeshift daycare to today, when 85 youth between the ages of three and 18, once the most vulnerable children in the rural area of Mto Wa Mbu, Arusha, Tanzania, live in their very own home on 10 acres of government gifted land as one big happy family.

Beyond food, shelter, education, sports, security, stability and medical care, the goal is to provide healthy growth and development, specifically geared to each child, to help build selfsufficient and contributing members, even future leaders, of the community.

Thank you to Creemore and area residents for their ongoing support. Over the last 12 months two children finished college and starting their careers, 14 children went into secondary school, seven children finishing primary school and 62 children enrolled in English primary school between kindergarten and Grade 6.

Exciting new projects include a shiny new infirmary with all of the necessary tools and medications; a new kitchen and sink system: meeting our hygiene and sanitation levels at the centre; a new water system: cleaner and better water pressure to service our three big dormitories for best washing/ cooking and drinking needs; two new grain silos to fill up at harvest time with one year’s worth of beans and corn at the lowest cost; A sturdy new Truck to replace the dangerous and rickety 16-year-old vehicle.

Majengo is also welcoming an experienced new manager, Neema, who spent the last five years as lead social worker in charge of 10,000 adults and children in a refuge camp on the boarder of Burundi and Tanzania.

We are thrilled to have her heading up

our wonderful 22 strong local Majengo team.

Here in Canada and the US, we’ve amalgamated our expertise, with enthusiastic new board members on both sides of the border, to enhance our financial systems, fundraising and marketing efforts to meet our annual budget of $350,000.

Majengo will be at Miller’s Dairy Day this Saturday, July 8, to celebrate a decade of success and promote Milk for Majengo, to help buy two dairy cows and a small barn.

Connell will be there from 11 a.m. to 3 p.m. to talk with you about the kids, and tell you first hand how much your enthusiasm and gifts have changed the lives of 85 kids in faraway Tanzania. She will have some African jewellery and fabric with her and will be accepting donations.

Skatepark in memory of Troy Scott opens Sunday

by Trina Berlo The newly refurbished park in New Lowell will be named the Troy Scott Memorial Park.

Scott’s uncle Randy Lamers made the official request of Clearview council recently to name the park in honour of the New Lowell teenager who was killed last March in a collision.

“He had always wished there was something in town for kids to do so in his passing a group of us made it our goal to create a skatepark in his memory,” said Lamers.

Volunteers have been working for about 15 months, fundraising to revamp the tennis courts behind the slowpitch diamond and the park will officially open on Sunday, July 16.

Two old tennis courts, that had not been used in about 20 years, are being transformed into a muti-use area, with half being dedicated to skatepark.

The skatepark elements – two quarter pipes, a bank ramp wedge and grind rails – are being installed next week.

“The other half, as we raise more money, will be basketball court, hockey nets and if anybody wants us to put tennis back in, we still have room for tennis,” said Lamers.

More than $30,000 has been raised so far and fundraising is still underway.

The grand opening of the skatepark will take place from 11 a.m. to 2 p.m.

There will be a barbecue, an official ribbon cutting and two of Scott’s lifelong friends have been invited to be the first to try out the skatepark.

The North Dufferin Baseball League will host its two all-star games on Saturday, July 8 at Tiffin Park in Midland. The senior game featuring the East Division and the West Division will begin at 1 p.m. followed by the junior contest with High Heat and Mad Dogs at 4 p.m.

Bell, Loreen Effie (nee Young) (Member of Orange Lodge, Primrose United Church, Elba Women’s Institute, TOPS Shelburne Branch and Shelburne Legion). Loreen Effie Bell entered into rest peacefully on June 27, 2017 at Headwaters Health Care Centre, Orangeville at the age of 83.

Dear wife of 64 years of Alvin Roy Bell of Shelburne Residence. Loving mother of Allan (Glenna) Bell of Brampton and Sylvia (Steve) Perry of Dundalk. Greatly missed by her grandchildren Jason Shirley, Lisa Shirley, Louise (Stuart) Quigley, Catherine (Joey) Becki and Patrick (Michelle) Bell. Predeceased by her grandson Steven Perry Jr. Sadly missed by great-grandchildren Alexander, Lucas, Brayden, Keira and Josip. Lovingly remembered by many nieces and nephews. Friends and family were received at the Jack & Thompson Funeral Home, Shelburne on Thursday from 6-9 p.m. and on Friday from 11:30 a.m. to 12:30 p.m. The funeral service was held in the funeral home chapel on Friday, June 30, 2017 at 1 p.m. Interment took place at Shelburne Cemetery. The Matchett family would like to thank the people of Creemore for their installation of a historic plaque at the site of the former Matchett House Hotel on Mill St., one of a series of plaques that reflect the community spirit of this delightful Ontario town. That we were able to attend the unveiling on Canada Day, July 1, 2017, made the event, for us, even more significant and memorable.

We especially thank the Purple Hills Arts and Heritage Society, in particular Chris Raible, Gerry Blackburn, Helen Blackburn, Dorothy Shropshire and Paul Vorstermans as well as Page Graphics and Creemore Springs Brewery.

Fondly remembered by Nicole and Jessica. Daughter of the late Archibald Irvine and Katherine Irvine (nee Langlands). Dear sister of Frank Irvine (late Marion) (Danna), the late Robert Irvine, the late Richard Irvine (Carol), twin Edward Irvine (Ruby) and Kathy De Jardine. Marion was a kind and loving woman who touched everyone’s heart. She loved and lived life to the fullest and her family was everything to her. She was a phenomenal cook and baker, creating many wonderful occasions and memories for her family and friends. She will be dearly missed.
