Families reunited with end of lockdown

Families have been reunited and many Cobar residents are this week enjoying some long awaited freedom after Cobar was one of the lucky COVID free areas in regional NSW to come out of lockdown on Saturday.

Parts of regional NSW which have seen zero COVID cases for at least 14 days were deemed by the NSW Government as low risk and were able to emerge from lockdown on Saturday.

Some restrictions remain in place, to ensure the safety of regional communities.

Deputy Premier and Minister for Regional NSW John Barilaro made the announcement last Thursday and said regional communities were doing an incredible job following health advice and getting vaccinated which has made the easing of lockdown in some areas possible.

Mr Barilaro said the decision is based on NSW Health advice.

“My strong advice to everyone in regional NSW is to get vaccinated as soon as you can.

“Our communities need to continue to get vaccinated so that when NSW reaches 70 and 80 per cent, restrictions can ease significantly,” Mr Barilaro said.

Cobar residents (and others in LGA’s who have restrictions eased) have been granted the following freedoms: Gatherings in the home and public spaces— Up to five visitors will be allowed in a home (not including children 12 and under) and up to 20 people can gather in outdoor settings.

Cobar Shire takes over the running of Kubby House The future of child care services in Cobar is looking a lot brighter after Cobar Shire Council officially took over the running of the Kubby House Child Care long daycare centre this week.

The service, which has previously been run by a volunteer management committee, has been struggling for some time to recruit parents willing to fill the management roles.

The centre has also had problems on and off trying to recruit suitably qualified staff to run the centre, and for some time there has been a long waiting list of families looking for childcare.

In November 2020 Kubby House’s outgoing Management Committee wrote to Cobar Shire Council and the local mines, proposing that as the most prominent employers in town, it was hoped that each business would nominate a member of staff to hold an executive role on their Committee.

This proposal was an attempt to secure the stability of the committee, alleviate the burden from parents, and provide the professional expertise required to run a business – with the nominated staff paid for their time, as opposed to parents volunteering in their own time.

At the group’s annual general meeting in December 2020, Peter Christen (CSA Mine general manager) was elected as their new president, with Rami Ghattas (Peak Gold Mines) as vice president, Sandra Davey (Cobar Shire Council) as treasurer and Kubby’s Administration Officer Rachel Simon took on the secretary’s role.

Two other parent volunteers were also elected to the new general committee.

Mr Christen said following discussions with Council in May this year to gain an understanding of the government grants Council received, the committee believed the best thing for the Cobar community would be to have a single child care facility that had the support of both local and state government bodies.

Councillors also supported the idea and instructed Mayor Peter Abbott and General Manager Peter Vlatko to work with the committee and proceed with the transfer.

Mr Christen said it had been a pleasure working with Council who already had plans in place to build a brand new early learning centre to meet the growing needs of the community.

“I really appreciate them being proactive looking forward and I think they’ll do a good job of it,” Mr Christen said.

“Taking the early approach to working with this instead of waiting for the facility to arise

shows their commitment.”

Mr Vlatko said the transfer notification was lodged with the Department of Education in June.

“The process to transfer approved provider status of a childcare centre was relatively straight forward for Council because we are already the approved provider for other services (Family Day Care and Louth preschool),” Mr Vlatko said.

He said there may be some “teething issues” during the transfer process, buthe hopes parents will see improvements in the coming months.

“Council will provide the support of a larger organisation, have a business-focused approach

to the running of the service and, while long day care is not our core business, we do already manage other local children’s services (COOSH, FDC, In-Home Care, Louth Preschool) and can take that knowledge and experience into this new venture,” Mr Vlatko said.

The move to being a Council-run facility will also be advantageous to staff with all existing staff to transfer their employment to Council where they will benefit from higher wages offered under the Local Government Award.

Council’s new early learning centre, which is to be located at Ward Oval, will have the capacity to accommodate up to 88 children and is expected to be open for business early 2023.

Hairdressers return to work

Sewage testing is still negative

The latest tests of Cobar’s sewage have come back negative for COVID fragments with another negative result received from a test last week on September 7.

Cobar Shire Council general manager Peter Vlatko said the surveillance program is carried out by NSW Health and tests untreated sewage for fragments of the COVID-19 virus.

Testing sewage can help track infections in the community and provide early warning of an increase in infections.

These tests provide data to support NSW Health’s response to COVID-19.

An infected person can shed virus in their faeces even if they do not have any symptoms, and shedding can continue for several weeks after they are no longer infectious.

COVID care ready

While many would consider having a haircut (or colour) an essential, hairdressing services were not however deemed by the Government as an essential service and so were closed during the COVID lockdown period. Now that she’s able to return to work, local hairdresser Kate Russell at Studio 225, is doing extra hours for the next few weeks to ensure all of her regular clients are back to looking their best.

COVID-19 care is currently not required at the Cobar Health Service however if it should be, Western NSW Local Health District (WNSWLHD) is ready to activate a pandemic response plan.

A WNSWLHD spokesperson said if needed, measures will be put in place to ensure the appropriate clinical care is available to local patients, and the safety of staff and the community is maintained.

“Hospitals within the Local Health District operate as a network of services that work together to provide care for patients across all the communities,” the spokesperson said.

“If required WNSWLHD will use beds at the Cobar Health Service to accommodate patients with COVID-19.”

Sealing of Pulpulla is a big job

Caravaners made to feel welcome

Dear editor.

My husband and I, along with three other couples, have for several weeks been camped at the delightful Old Cobar Reservoir.

This is due to border closures and travel restrictions.

We have all treated the area with great respect and have cleaned up a lot of litter which is unfortunately often found in these areas.

We are very grateful to the Cobar Shire and any other groups responsible for providing such excellent facilities, as this has made our extended stay a pleasant one.

The town itself is clean, attractive and provides all that one could expect under the present circumstances.

The parks, toilets, gardens and attractions are to be commended.

The friendliness of the locals has also been much appreciated.

We are hoping that soon we will be able to return home, but Cobar will always be remembered as a haven for us in our time of need.

Warmer weather Cobar recorded a balmy 26.6 degrees last Thursday, a top of 29.2 degrees on Friday before the mercury topped out at 30.5 degrees on Saturday.

According to the Bureau of Meteorology, Saturday’s top temperature was 6.7 degrees warmer than average for this time of year.

The warm days continued over the weekend with 26.1 degrees recorded on Sunday before the mercury plummeted overnight.

Locals woke up to a much cooler morning on Monday (it got down to 6.3 degrees) and it only reached a top of 14.9 degrees accompanied by chilly gusts of wind.

Sunny conditions are expected to return this week with top of 21 expected for today and 23 is predicted for tomorrow.

Friday should be warm and sunny with a top of 27, while Saturday’s predicted maximum is 29 with a good chance of showers.

Section of Mount Grenfell access road to be sealed today

The first section of the upgrade to the Pulpulla Road, the access road to the Mount Grenfell heritage site north west of Cobar, is due to be sealed today.

Cobar Shire Council staff and contractors are working with Transport for NSW to seal the 30km section of road from the Barrier Highway to the historical aboriginal site which is also a popular tourist spot.

The project received $5 million funding from the Fixing Local Roads program with a co-contribution from Council of $568,500.

Council’s director of infrastructure services, Scott Casey reports works completed to date include: the formation of an embankment layer (road); carting, laying, forming and compacting 30km of base material; and the trimming of a 12km section ready to be sealed today.

Mr Casey said while there have been some minor interruptions due to wet weather and COVID restrictions, overall it has not affected the progress of the project in a significant way.

He said the project is actually ahead of schedule and is due to finish late October early November.

It does however depend upon any further lockdowns and the continued contractor availability.

Mr Casey said NSW National Parks and Wildlife Service and landholders have been extremely helpful and accommodating throughout the project.

A spokesperson for Transport for NSW said the project will provide reliable access to the Mt Grenfell Reserve for tourists and locals alike.

“Currently, the general road conditions are poor and some sections are only passable by 4WD. “The current unsealed road can get washed away in large sections after small rainfall events,” the spokesperson said.

Another business re-opens

The CADJ Carwash business in Barton Street was able to re-open on Saturday morning after COVID restrictions were eased. The carwash has been closed to the public for the past month (as it was not deemed to be an essential service). Owners Claud and Ann Parisi had recently received permission to re-open the business with a COVID-safe plan which would have required a supervisor to be on site during opening hours. With lockdown restrictions eased on Saturday, there is now no need for a supervisor to be on site and the self-serve business can once again operate as per normal.

More information to help with feral deer problems

Landholders in the Western region will soon have access to the latest, locally specific information on feral deer, with two monitoring sites currently capturing the movements of the pest species in the Oxley and Louth areas.

The monitoring sites, which were set-up in June and August respectively, are capturing the densities and species of feral deer which are present, with the data to be used when developing local feral deer management programs.

In the coming months, the fixed sensor monitoring cameras will be retrieved, with the data downloaded and analysed.

Western Local Land Services (Western LLS) staff are working with landholders, the NSW Department of Primary Industries and NSW National Parks and Wildlife Service on this project.

Information sessions are planned to be held next month in the Oxley and Louth areas, COVID-19 restrictions allowing.

Western LLS Regional Pest Animal Coordinator, Phil Baird said the data gained from the monitoring cameras will be used to plan targeted management programs with local landholders and stakeholders.

“Feral deer are similar to wild dogs, they are intelligent, elusive animals and therefore difficult to control,” Mr Baird said.

“By undertaking this monitoring we’ll get a benchmark of densities and the species present, as well as other information which can be used to firstly engage with landholders and stakeholders, and to make plans for management activities and programs.”

Feral deer are now found across approximately 22 per cent of NSW, up from 17 per cent in 2016, while deer were newly reported in 2020 across an area of 46,000 square kilometres.

For a little person, one month out of their life is a long time but many grandparents would say it seems a lot longer for them! Not only were grandparents seen celebrating around town over the weekend, there were also joyous reunions between cousins and other family members who have been kept apart over the past month.

• While Cobar is out of lockdown, a number of our near neighbours are not as fortunate and it’s for this reason that a number of events have been cancelled or postponed.

• Among those events cancelled is the Cobar Yabbies 50th Anniversary Reunion celebrations that had been planned for next month. With a large number of exmembers not able to travel to Cobar for the reunion, the club has decided to postpone the event to next year.

• We hear the Cobar Roosters Old Boys Rugby League reunion weekend planned for next month has also been postponed.

• Another casualty is this year’s Nymagee Flower Show, with organisers making the call recently to cancel the event this year.

They will now focus on making the 2022 Flower Show bigger and better than ever!

When Joel Crawford first became a student at TAFE NSW, little did he know that within a decade he would be using the skills he learnt there to teach the automotive workers of the future.

The 31-year-old is both a light vehicle mechanic and an auto electrician, having achieved Certificate IIIs in both trades.

He has coupled these qualifications with a Certificate II in Automotive Air Conditioning Technology, a Statement of Attainment in Introduction to Welding and has also qualified as a Roads and Maritime Services examiner for light vehicles.

Joel’s most recent qualification gained at TAFE NSW was a Certificate IV in Training and Assessment where he assisted a teacher to coach current automotive students.

Employed as an automotive worker at Glencore’s CSA Mine, Joel regularly receives job offers for other positions in the automotive industry where there is high demand for suitably qualified staff.

However, Joel said his interest was piqued last year when his wife saw an advertisement seeking people who wanted to train as potential TAFE NSW teachers.

“I’d always been interested in teaching and I was able to tap into a scholarship that meant I could work in the classroom while completing my own qualification,” Joel said.

“Auto electricians and mechanics are highly sought after, so it is great to be able to bring my knowledge and skills to help train other people who can work in this field.”

Working a seven-day-on, seven-day-off roster at the mine, Joel was able to combine his regular work with his teaching duties, pre senting classes during the weeks he was rostered off.

TAFE teacher Jamie Andrews assisted Joel to complete the practical component of the Certificate IV in Training and Assessment.

“Joel is a great example of how former TAFE NSW students can work in industry and then bring that knowledge and current industry experience back as teachers who help to upskill a new generation of workers,” Mr Andrews said.

Plague locusts Western Local Land Services (Western LLS) biosecurity officers have recently received the first reports of Australian plague locust (Chortoicetes terminifera) hatchings on a property around 100km north of White Cliffs.

Plague locusts are a damaging, recurrent insect pest of pastures and crops throughout Australia, that mostly occur throughout central and western parts of NSW. Landholders play a critical role in reporting sightings by continually monitoring the situation on their properties.

Landholders that suspect they have plague locusts on their property should report immediately to their local biosecurity officer.

Adults of the Australian plague locust can be readily distinguished from other species by the large dark spot on the tip of the hindwings and distinctive scarlet hindleg shanks.

Adult body colour is variable and can be grey, brown or green. Adult males measure 25 -30 mm long while females are 30-42 mm long.

Mice control tips

As we move into spring, the CSIRO recommends local landholders regularly walk through their paddocks and use chew cards to keep an eye on mouse numbers, so baiting with zinc phosphide can start as soon as it’s needed.

If you’re baiting for mice with zinc phosphide, as recommended by the CSIRO, you are advised not to bait ahead of a significant rain event.

CSIRO recommends putting mouse bait out before other pest/nutrient treatments which gives mice the chance to encounter zinc phosphide before they discover any other new substances in a paddock and reduces the likelihood of a sub-lethal dose being consumed and therefore bait aversion.

Don’t mix mouse bait with snail/slug bait and do not apply mouse bait with a surface application of urea (zinc phosphide can be scraped off the surface of the treated grain when agitated with other substances).

Bait on the ground is more likely to be taken before mice climb plants to eat developing seed heads. For best results coordinate baiting strategies with your neighbours for area-wide management and the highest impact.

Changes at the Library

The Cobar Shire & TAFE Library in the main street could have reopened this week after lockdown restrictions were eased on Saturday however the library is currently in the middle of a revamp with all of their shelving being replaced. The library is still closed to the public this week as library staff are busy unpacking the old shelves and setting up the new ones. The funding for the new shelving comes from the State Library. Some school activities have been modified (ie dance, drama, singing and choirs) and at this stage school performances, concerts, speech nights and award presentations are not permitted to be held at the schools.

Cobar High School principal Shane Carter said the best learning environment for students is in the classroom and his staff are looking forward to welcoming students back.

“Staff and students will be required to wear masks indoors and outdoors while on school grounds,” Mr Carter said.

Also as part of Level 3 restrictions, class mingling will be reduced with school assemblies, sport, excursions and field trips all not permitted.

St John’s School co-principals Benetta Townsend and Stacy Tranter said they were happy to have all of their students back (even if it is just for the week before holidays)!

St John’s School staff’s focus this week will be on the students’ wellbeing, social/ emotional connections and settling back in.

Barry Bargwanna and Karen Daly were too strong for Shane Carter and David Thomas, winning by +3 while, on the rink next door, David Knight and Jim Goonrey edged out John Daly and David Schofield by +4.

The other two games were completely different stories with both winners romping in by 19 shots to be declared joint victors for the day.

Yabbies have decided to do a “Tokyo” While Cobar may have come out of lockdown, the Cobar Yabbies have decided they will not however be going ahead with their 50th Anniversary Reunion celebrations next month.

Club secretary Bob Clark said with many other neighbouring towns and shires still in lockdown and, with travel not permitted from other states and territories, a large number of ex-Yabbies members who had planned to return for the reunion won’t be able to get here.

“Cobar Yabbies were looking forward to these celebrations and renewing old acquaintances,” Bob said.

“We could not have asked for a better response from ex-members and fellow AIF clubs that were planning to join us.”

Bob said they have decided to do a “Tokyo” and postpone the 2021 reunion celebrations

until October 2022.

“Hopefully many will be once again keen to join us next year,” he said.

“It is very disappointing for us to have to make this decision after so much planning and research has been undertaken.”

Bob said there is however one positive to come out of postponing the event—it will give them extra time to find more of their members.

The club’s records show they have had a total of 752 members over their 50 year history.

Bob said to date they have made contact with approximately 350 to invite them to the reunion and many had indicated they would return to Cobar next month.

Restrictions lifted in time for golf day to go ahead With COVID restrictions being lifted in Cobar on Saturday it allowed the P&R Lawrence sponsored golf day stableford to be played on Sunday.

The uncertainty of coming out of lockdown however had the format changed prior to the event from a Four-Ball-Best-Ball to a Stableford game.

A number of lady golfers were on hand with 17 participants deciding to take on the strong winds.

Daphne Cross finished as the winner with 36 points.

A three-way countback then separated Angela Fryer, Sue Phillips and Pat Polack after all finished the day with 34 points.

Nearest the Pin prizes were awarded to Geraldine Francisco, Julie Livingston, Daphne Cross, Narelle Kriz and Angela Fryer.

Saturday’s stableford Trophy Day was won

by Narelle Kriz with 37 points.

The runner-up with 36 points was Jannine Wilkin decided on a countback from Angela Fryer and Fay Hardwick.

Ann Dunn placed 5th with 35 points.

The Nearest the Pin winner on the 7th hole for A Grade was Fay Hardwick, Angela Fryer won B Grade and Pat Polack was the C Grade With COVID restrictions eased in Cobar from Saturday, the P&R Lawrence men’s and winner.

Presentations for all COVID restricted games took place on Saturday as these could not be done previously.

There are quite a few changes to the women’s (and men’s) golf program books now that Cobar is out of lockdown.

Today will be a Stableford game with September’s Trophy Day to be played as a Par on Saturday.

Sunday’s event will now be the 2021 Mixed Foursomes Club Championships over 27 holes.

Partners need to be organised ASAP. Ladies are also asked to take a plate for a special birthday celebration afterwards.

Next weekend, the ladies Club Championships will be played over 27 holes each day.

Pending confirmation, Langford Day will now take place next month.

The Vi McLachlan Memorial Day has been however postponed to a date to be fixed due to some family members still in lockdown areas.

The annual ‘grudge’ match between the President and Captain (team event) will now go back to original date next month.

As the COVID pandemic has once again disrupted the Cobar ladies hosting the WD RoseBowl in conjunction with their open, it has been decided by the match committee to hold a local ‘COVID’ Ladies Trophy Day over 27 holes next month instead.

Depending on numbers, this event will be either held with the normal three grades or divided into two grades. See the Golfie’s ad opposite for full list of dates.—T’d Off

A mid-week win for Doyle

A great virtual workout

With COVID restrictions easing in Cobar on Saturday morning, gym goers can now return to working out at the JKM Dynamic Fitness gym facility in Marshall Street.

Members were however able to continue classes over the lockdown period, including taking part in ‘Mums and Bubs’ and BodyPump virtual sessions from the comfort of their own homes. Members were encouraged to use weights if they had them or other household items such as cans or milk bottles to help with their cardio and resistance workouts. The virtual classes were conducted by instructors Amie Hill and Corinne McLeod who are pictured setting up for their final ‘viral session’ last Thursday morning with Amie’s boys Finn and Lenny. Gym members were able to access the sessions live via Facebook or they could choose to re-run the session at a time that suited them.

A small field of seven golfers contested last Wednesday’s stableford event in the Men’s Golf competition.

Barry Doyle was the winner on the day with 35 stableford points with Max Phillips finishing as the runner-up with 32 points.

Mick Bannister picked up the third place prize with 31 stableford points.

Bannister also won the Nearest the Pin prizes on the 7th and 8th holes.

A good field of 24 players took advantage of the warm weather in Saturday’s competition. Paul Kershaw finished as the winner with 40 stableford points with the win decided on a countback from Jarrod Marsden.

In third place was Peter Robinson with 36 stableford points. Alec Fraser picked up 4th place with 35 points on a countback from Mark Martin.

Nearest to the Pin prizes were won by Mark Martin on the 3rd hole, Max Phillips (7th), Garry Wilkin (8th) and Jay Egan won the prize on the 15th hole.

The P&R Lawrence sponsored Stableford event on Sunday attracted 20 players. Alec Fraser, with 40 stableford points, was only too pleased to take the sponsors money for the win. In second place was John Martin with 37 stableford points. Max Phillips followed in third place with 36 stableford points on a countback from David Gordon (4th) and Bill Fugar was 5th with 35.

Nearest to the Pin prizes were won by Peter Lawrence (3rd hole), Garry Wilkin (7th), Jason Hampel (8th), Bill Fugar (11th) and Clive Jones won the 15th hole.

Paul Kershaw had a big win over Garry Wilkin in the Bill Bartlett Matchplay competition finishing with 5 and 3 to advance to the semi final.

Individual Stablefords will be played today and Saturday while on Sunday the Mixed Foursomes Championships will be played over 27 holes.—Three Aces
