A fun start to the school holidays

The Cobar Shire Council Youth Council provided a great afternoon and night of entertainment on Friday at Drummond Park to celebrate the start of the school holidays. The event was free thanks to funding from the NSW Government’s Office of Regional Youth’s 2021/2022 Autumn Holiday Break program. The free rides, jumping castle, face painting, barbecue, fairy floss, popcorn and an outdoor movie were well received with a big turn out of local families enjoying the event. Council’s youth workers Natalie Prisk and Stephen Gillette have a few more activities planned for the holidays including a beauty workshop, a visit to Mt Grenfell and a skate workshop. Cobar Shire Library is also running school holiday craft activities.

Our current warm weather looks set to continue through the Easter long weekend with the Bureau of Meteorology predicting more warm and mostly sunny days ahead.

Our trend of warm days will stick around with 27 the expected top today and also tomorrow, which is above the average of this time of year, 25.4 degrees.

It should be sunny and 28 on Friday, mostly sunny and 29 on Saturday, sunny and 31 on Sunday and mostly sunny with a top of 30 for Monday.

There’s no rain forecast for the most of week apart from a slight chance of rain on Monday.

The cool nights will continue with 13 the expected low tomorrow, Friday and Saturday while Sunday’s minimum is 14.

It will be a warm night on Monday, only getting down to 18 degrees, which is well above the average of 12.9 degrees for this time of year.

Monday was the hottest day of the past week with the thermometer reaching 31.5 degrees, more than six degrees above average.

Sunday was warm also with 29.9 the top and Saturday warmed up to 23.2 after 4.6mm of rain was recorded.

More rain was also recorded last Thursday with the Bureau reporting we had 1.8mm in the rain gauge up to 9am which brings our total rainfall for the month to 6.4mm.

Government to pre-pay grants to local councils

Councils in the Parkes electorate, including Cobar Shire Council, will benefit from the Australian Government’s $2.1 billion pre-payment on next year’s Financial Assistance Grant (FAGs) to all councils across Australia.

Federal Member for Parkes Mark Coulton said this early payment will give every council in the Parkes electorate access to funds to help manage the cumulative impacts of flood events and COVID-19.

“The funding will target councils’ top priorities and will ensure the needs of our local communities are met,” Mr Coulton said.

“This will provide a vital boost for our local communities, backing local jobs and economic growth while delivering lasting upgrades that will benefit residents for years to come.”

Cobar Shire Council has been allocated $5,129,645 for 2022-23 and will be free to use the funds at their discretion but will still be accountable to their ratepayers.

FAGs are paid annually by the Australian Government and consist of two components: a general purpose component which is distributed between the states and territories according to population (i.e. on a per capita basis), and an identified local road component which is distributed between the states and territories according to fixed historical shares.

The scheme was recently refined to allocate a higher portion of grant funding to councils with the greatest relative disadvantage, which include councils with small and declining populations, those with limited capacity to raise revenue, who are financially responsible for sizable networks of local roads/infrastructure and diminishing financial resources and councils that are isolated.

Assistant Minister to the Deputy Prime Minister and Assistant Minister for Local Government Kevin Hogan said pre-paying FAGs is backing local councils when they need it most.

NSW Government plans to strengthen regional health Following a NSW Parliamentary Inquiry into regional health last year, a new Regional Health Division for NSW Health is to be established.

Minister for Regional Health Bronnie Taylor said the new division would be a boost for regional NSW and will ensure there is a renewed focus on the health services and outcomes for people living in regional and rural areas.

“The establishment of the Regional Health Division is a key step towards ensuring the public health system has the needs and expectations of the communities of regional NSW at its heart,” Mrs Taylor said.

“Everyday thousands of people receive quality care in our regional health centres, but we know that more needs to be done to address the issues facing health in regional areas, as highlighted by the NSW Parliamentary Inquiry, to ensure everybody receives good outcomes.

“The Regional Health Division will support the NSW Government’s commitment to bring a renewed focus on recruitment to key healthcare roles in regional NSW and to find innovative ways to support nurses, doctors,

allied health practitioners, and the vital support service providers who work in healthcare facilities, to live and work in our regional communities.

“The Division will sit at the top level within the Ministry of Health and ensure strong advocacy of regional health issues, while also leveraging the strengths of our excellent, highly networked NSW public health system for the benefit of regional NSW. “The Division will be led by a CoordinatorGeneral for Regional Health, which will report directly to the Secretary of NSW Health, Susan Pearce, and support and provide advice to the Minister for Regional Health about issues concerning health in regional communities.”

In addition, each regional Local Health District (LHD) in NSW is establishing defined roles who will report directly and be a key interface with the new division to help deliver on its objectives.

The division will have staff based in regional NSW. The Regional Health Division will support the Regional Health Minister to: provide the swift delivery of the NSW Government’s re-

gional health election commitments and the response to the recommendations of the NSW Rural Health Inquiry; support and coordinate the development and implementation of a new Regional Health Plan; provide a single point of contact and advocacy for issues that are common across the Regional Health environment, including matters of long term concern such as workforce attraction and retention, cross border issues and communication and engagement with communities, clinicians and stakeholders; identify opportunities to enhance local access to health and other social services that support quality health outcomes, including IPTAAS policy and reporting and strengthening pathways to other social services; and integrate health, social and economic data, business intelligence tools, and stakeholder feedback.

Under the new Regional Health Division, local health districts (LHDs) will continue to deliver health services to their local communities.

State Member for Barwon Roy Butler has welcomed the announcement “This appears to be good news. I have supported the push by Dr Joe McGirr MP to establish a stand alone regional health department and this looks like a step in the right direction.

“It remains to be seen how it will be staffed, resourced and what its responsibilities will be, but we welcome the move to have a separate health division with a specific focus on the health system in rural areas and its unique challenges,” Mr Butler said.

“I will speak with the Minister about how this new department can prioritise the implementation of the recommendations of the Rural Health Inquiry, the report is due this month.

“The new department must also work on the new Rural Health Plan (due now) - that should include very specific targets like wait times, access to specialists etc.”

Stunt riders headline Cobar Show There’s going to be more to see and do at this year’s Cobar Show on May 20 and 21.

Cobar Show Society secretary Colette Cohen said plans are coming along well for this year’s event and the line-up of entertainment on Friday night, in particular, is looking very good.

Headlining the entertainment for this year is the Eljay Freestyle Entertainment show, an action packed motorcycle and bicycle stunt show, with a comical twist.

The Eljay riders’ spectacular moves and gravity defying bike action will keep the crowd laughing with their screwball antics.

The show has great reviews from their recent performances at the Rockhampton and Ipswich shows in Queensland.

The Eljay riders will perform three shows over the two days of the Cobar Show, including one on Friday night.

Also appearing on Friday night is wellknown Nyngan-based, singer/entertainer, Royden Donohue.

Royden has the honour of performing the last ever bird cage music show before the planned upgrade work at Ward Oval is set to commence after this year’s show.

Also back on Friday night is the Young Farmers Challenge which will pit local young farmers against each other to showcase their expertise in a series of on-farm challenges which tests their agricultural knowledge and technical skills.

Friday night’s entertainment will be topped off with a fireworks display, sponsored by CSA Mine.

Aurelia Metals is sponsoring all of the

horse events this year, including the crowd favourite, the six bar championships, which will be held on Friday night in the main arena under lights.

Also making a return to the entertainment lineup this year is the speed shearing competition which will be held on Saturday in the shearing shed pavilion.

After a long absence, cattle will also be back at the show this year in the agriculture section.

Then there’s the usual annual events, rides and displays including the Pet Show, which promises to be as good, if not better, than last year’s.

Local and out of town trade stalls will be offering a range of goods and Cobar High School Year 11 Hospitality students will be serving morning and afternoon teas at the show on Friday.

“The Government is committed to continuing its support to local governments, given their important role in delivering vital services and ensuring quality of life for Australian communities,” Mr Hogan said.

“These grants are untied in the hands of local government, allowing councils to spend the grants according to local priorities – a real shot in the arm for councils and local decisionmaking in these challenging times.”

He said local officials had worked hard – with support from the Government – to deal with natural disasters and their aftermath at a community level.

“I have been in regular contact with mayors,

councillors and other local government ministers to understand the realities on the ground, and to make sure we are all playing our part,” Mr Hogan said.

He said a stable and effective local government sector is good for the nation.

Since 1974–75, the Australian Government will have provided local governments with $64 billion in untied funding through the FAG program to 2022-23.

The Commonwealth has committed $2.8 billion in funding to local government in 2022 –23, 75 per cent being brought forward to be paid early to local governments for rebuilding after floods and the transition and planning of living with COVID-19.

Three local community groups, ROAR (Rural Outback Animal Rescue/Respite), Cobar Girl Guides and the St John’s School P&F, need our help.

Each is hoping you will vote for them in this year’s Essential Energy’s Community Choices program.

Each local group could benefit from a funding boost and all three would love to share in the $245,000 of funding that Essential Energy is offering through the program.

Funding is awarded based on a people’s choice style voting system, with funds awarded to groups based on the number of votes received.

The 2022 Community Choices program will have three categories of funding: Standard zone funding – five funding allocations in each of the 20 zones ranging from $1,100 to $2,500; Small communities funding – two $500 funding allocations for each of the 20 zones for groups who reside in a community with less than 10,000 people; and Community Hall funding – eight $300 funding allocations for each of the 20 zones for Community Halls.

Voting closes on Monday.

This year the voting criteria has changed and people can vote once per hour per group so residents can show their support for multiple groups in their area.

Double demerits start tomorrow

In partnership with NSW Police, Transport for NSW will be deploying their Double Demerits—Enforcement road safety campaign this Easter long weekend.

Double demerits will apply from tomorrow through until Easter Monday.

The campaign aims to encourage safe driver behaviour on our roads and reminds drivers and riders that during double demerit periods the consequences for breaking the road rules are more severe.

This long weekend, the double demerit point scheme applies to the following offences: speeding, illegal use of mobile phones, not wearing a seatbelt and riding without a helmet.

Taking extra care on the roads will protect yourself, your loved ones and all road users.

More support for new apprentices

First year apprentices facing financial or personal hardship will be supported with a $15,000 scholarship to undertake their trade and study through a NSW Government scholarship program.

Minister for Skills and Training Alister Henskens said the NSW Government will invest $1.8 million in the Bert Evans Apprentice Scholarships to support 120 people to either start, change or further their career.

“Apprenticeships are a critical part of ensuring NSW has a pipeline of skilled workers, but we also understand the financial limitations and challenges that arise for apprentices while completing a trade,” Mr Henskens said.

“This year we have increased the number of scholarships on offer in recognition of the demand for training.

“Whether you need to purchase new tools, cover fuel or car maintenance costs, or pay for additional training courses, these scholarships have helped people overcome personal barriers to finish their apprenticeships and go onto rewarding careers.”

The NSW Government will provide $5,000 each year for three years to support apprentices who demonstrate a high aptitude for vocational education and training and are committed to their on the job and formal training.

“There were more than 107,000 people intraining across NSW, a 29 per cent increase on the year before,” Mr Henskens said.

“The Bert Evans Apprentice Scholarships are in addition to the 100,000 fee-free apprenticeships and 70,000 fee-free traineeships and other low-fee courses funded by the NSW Government.”

Early Anzac Day service

With schools breaking up last week for the holidays, Cobar Public School held an early Anzac Day service at the school on Thursday. RSL Sub Branch Cobar president Kain Neale was the guest speaker. Mr Neale said while Anzac Day each year has a different theme, Anzac Day specifically commemorates the landing at Gallipoli on April 25, 1915 by the Australian and New Zealand Army Corps where they suffered great casualties. (Over 8,000 Australian soldiers were killed.) Victoria Variety Brats Bash cars call into Cobar The Victorian-based Variety Brats Bash, a family friendly, motoring event passed through Cobar yesterday with the group of 66 adults and kids stopping for lunch at the Cobar Services Club.

The group set out from Melbourne on Sunday for their 10 day Eastern Australia adventure which includes stays at Lightning Ridge, a visit to Seaworld on the Gold Coast, as well as visiting Tamworth and Bathurst’s Mount Panorama.

Brats Bash organiser and a Variety board member, Jason McKenzie, told The Cobar Weekly it was great to be able to visit Cobar again on their 19th year of the Bash. (Cobar was one of the overnight stops for the Brats Bash three years ago.)

“This year we’ve got 21 cars and 66 people and 26 of those are Brats, kids ranging from babies to 18 year olds,” Jason said.

“It’s about a 5,500km trip and our fundraising target this year is $50,000.”

He said all funds raised help children experiencing illness, disadvantage or living with a disability.

Jason said being a Bash participant becomes a passion and is addictive.

“Families come along thinking they’ll just do one Bash, but they keep coming back,” he said.

Some of the participants on this year’s Brats Bash: Neil Bidwell (from Diamond Creek), Costumes and themes are encouraged and Susan, Phil and Jackson Mansfield (Kilmore) and Matilda, Jacob, Christina and Andrew there’s lots of games and activities planned for the kids each day.

Chief Executive Officer The Cobar Local Aboriginal Land Council is seeking suitable applicants for the above position. The Chief Executive Officer (CEO) will be responsible to the Members and will report to the Chairperson and Board of Directors.

DUTIES: To undertake duties involving the day-to-day administration and financial management of the Land Council in accordance with the Aboriginal Land Rights Act (1983). This will include maintaining the organisation's policies and guidelines in its endeavours to achieve community objectives set out in the Community Land and Business Plan, with an emphasis on submissions, maintaining accountability and capacity building. We also manage a growing housing stock of 27 properties & additional blocks of land.

ESSENTIAL: Applicants must have experience in office management and administration, the ability to work as part of a team and communicate effectively with Aboriginal people.

Strong communication and negotiation skills together with an understanding of Aboriginal issues and experience in WH&S practices. Solid practical experience running funded projects and programs. A NSW Driver’s Licence is also essential.

You will have the opportunity to be a part of an engaged and hardworking operational team whi ch are highly focused on service delivery and continuous improvement.

CSA Mine is located in one of the world’s most iconic mining districts, which has the second highest grade copper mine in the country.

Operating 24 hours a day, seven days a week, CSA Mine directly employs over 500 people.

In this role you will

• Assist with organising external providers, training facilitators, locations and resources • Book and process all training related travel and accommodation requirements • Assist with the management and presentation of surface and underground inductions and various internal courses • Issue online inductions and confirm completion prior to site arrival • Assist with meeting minutes at HSET meetings, risk assessments, and investigations as required • Provide assistance within the HSET team during Emergency Response and Incident Management events and during training/ mock events • Prompt, correct and accurate reporting of OHS Hazards, incidents and activities to the HSET team • Manage general HSET administrative duties, including purchase orders, letters, communication forms, meeting minutes and any other duties directed by the supervisor

The successful applicant will have:

• A proactive and hands-on HSET professional manner with a minimum of 2 years’ experience in an operational HSET role

• Certificate IV in OHS or Certificate IV in Workplace Training & Assessment will be highly regarded

• A personal commitment to health and safety • Experienced using MS Office Suite and HSET software programs • Excellent interpersonal skills with the ability to influence and negotiate with key stakeholders

In what was an impressive start to the Castlereagh League season, the Cobar Roosters and Narromine Jets were locked at 6-all at fulltime in the final of the First Grade Knockout Shield on Saturday.

The match, played at Gilgandra in front of a very healthy crowd, had to go into extra time with Narromine eventually finishing as 8-6 winners in the second period of golden point extra time.

The day had started out fine and sunny, and play commenced on a surface that appeared as if it had easily soaked up the rainfall of the previous two days.

However mid-way through the day’s proceedings, a heavy downpour then converted the playing surface into a heavy track.

In their first game, Cobar defeated Gulgong 12-10 in Round 1.

Ben Griffiths opened the scoring with a try which Tom Plater converted from the wing to give Cobar a 6-0 lead.

Gulgong retaliated with two tries (only one of which was converted) to take a 10-6 lead.

Loma Atuau pushed over for a try for the Roosters to bring the score to 10-all close to the final hooter and then Plater’s successful two point penalty kick from 40 metres out sealed a 12-10 win.

In Round 2, Cobar came up against Trangie after the rain had played havoc with the field. Trangie scored an early converted try before the Roosters raced in four quick fire tries by Tyler Coughlan, Plater, Tim Hillam and Ash Davies for Cobar to finish with a 20-6 win.

In the Jets’ first game they beat a young and enthusiastic Coonamble Bears outfit, 8-6 and they blew the Gilgandra Panthers away 22-6, before they met the Roosters in the final.

And what a final it was with both teams playing well with consistent structure and game play.

The Jets took a 6-nil lead in the heavy conditions before Ted Smith scored a converted try for the Roosters with just seconds remaining on the clock to lock it up 6-all.

Foster cruises to an easy victory Jason Foster cruised to an easy victory in last Wednesday’s Men’s Golf Stableford game, easily winning with 38 points.

John Collins did not get out of second gear which saw him finishing up in second place with 35 points and Ray Yench beat Peter Brien on a countback for third place, after both scored 34.

Nearest to the Pin (NTP) prizes were won by Ron Craw on the 7th hole while Greg Clark won both the 8th and 15th holes.

The course was closed due to the rain on Saturday but the Monthly Medal Stableford went ahead on Sunday and attracted a good field of 19 players.

John Collins found a few more gears on Sunday to come in with 41 stableford points to claim the win on a countback over the always consistent Peter Robinson, also on 41.

Bill Fugar was a shot further back on 40 points in third place.

Another countback was then required to separate four players (who all finished with 37 points) with Steve Manns then declared 4th and John Potter picked up the last golf ball prize after finishing in 5th place.

NTPs were won by Max Phillips on the 3rd hole, Alec Fraser on the 7th hole, Greg Clark on the 8th hole and Manns on the 11th hole.

Bactrians are back to their best

The Bactrians ladies rugby team put on a great display at the Camels Gala Day on Saturday at Ailsa Fitzsimmons Memorial Oval recording a confident 7-3 win over the visiting Bourke/Brewarrina team. Saturday’s side was bolstered by some Bactrian veterans who, apart from one injury, pulled up pretty well.

This sent the game into golden point extra time and it wasn’t until midway through the second period that the deadlock was broken when a Jets player, who was ploughing his way up the centre of the muddy cricket pitch put through a kick and then was collared late by a Rooster, which resulted in a penalty being given downfield where the ball landed.

The kick was duly slotted and the Jets claimed the silverware with an 8-6 victory!

The Roosters will be at home for Round one of the 2022 Christie and Hood Castlereagh League competition which kicks off next Saturday, April 23.

The Cobar Clay Target Club hosted 11 shooters on Sunday for a three event program for their monthly shoot.

Among the group were a few new people, keen to see what the sport is all about.

The conditions were perfect for shooting—a still day with no breeze.

The opening event was a 20 Target Double Barrel with Peter Hosie shooting a perfect round of 20 out of 20 to win AA Grade.

Phil Bruce only dropped one shot to claim a win of A Grade with 19/20 while Luke Scales and Victor Papierniak couldn’t be split for the win in B Grade after both recorded 18/20.

Todd Polack won C Grade with 15/20.

In the 25 Target Single Barrel Hosie again won AA Grade after finishing with a score of 19/25.

There was a tie in A Grade with Bruce and Brad Kendrick both finishing with 20/25.

Scales was the outright winner of B Grade with a very good score of 23/25 and Foster again won C Grade with 13/25.

Hosie brought up his hat trick in the 30Target Handicap winning AA Grade with 27/30.

Tony Polack claimed the A Grade prize, also with 27/30 and Papierniak got the win in B Grade with 28/30.

Foster shot his best score of the day, 26/30, to win C Grade.

Due to the public holiday on Monday, next week’s edition will be released on Thursday April 21.

Camels first hit out

The Cobar Camels’ Tony Jacklin (with the ball) put in a high work rate in his team’s preseason game against the combined Bourke/Brewarrina team at Ailsa Fitzsimmons Memorial Oval on Saturday. The visitors had a 17-0 lead going into the final third and that was the way the score stayed with neither side able to cross for any further points. The Western Plains Rugby Union competition kicks off at the end of the month.

Midweek turnouts have been the best Wednesday’s ladies golf games are proving to be popular and have been seeing the biggest turnouts each week.

Glenda Peebles was the Stroke round winner last week recording 75 net.

In second position was Geraldine Francisco on 78 net while Jannine Wilkin placed third with 79 net.

Sally Bannister was next best with 80 net.

The best with the short stick were Wilkin, Peebles and Bannister after each had 27 putts for the 18 holes.

Unfortunately the course was closed on Saturday due to the rain showers in the morning.

Although only 2.5-5mm of rain was recorded, this was deemed enough to chew the course up if play was allowed to go ahead.

The club doesn’t want to take any chances on that as the Men’s Open is only three weeks away and so the gates were closed to all players.

Another casualty to the wet weather on Saturday was the Nyngan Vets Open which has been postponed to a date yet to be fixed.

The rain the previous day was however not enough to settle the dust when Sunday’s Par event did go ahead. (The course is in desperate need of some decent rain. Fingers crossed the weather forecasters get it right soon.)

Jannine Wilkin won the Par event with -2 as well as the A Grade Nearest the Pin prize on the 8th hole.

Fay Hardwick held on to second place after a countback with Daphne Cross, after both ladies had -4.

Barb Barklimore was closest to the flag for B Grade while no C Grader stayed on the fairway to pick up the prize on offer in that grade.

A big Easter week of golf has five games scheduled starting today with a Stableford.

A Stroke game will be played on Good Friday, a Par Mulligan on Saturday, a Stableford on Easter Sunday and, for those who still have some ‘petrol in the tank’, a Foursomes round (draw for partner) game will be held on Easter Monday.

A reminder that names for Matchplay need to be in by the conclusion of today’s game.

Touch produces two great grand finals

The Cobar Touch Football Competition produced two great grand finals at Ward Oval last Thursday night with the Seniors game an absolute thriller which was tied up at 4-all with a minute left to play in the match.

It looked like extra time was going to be needed to find a winner between the Blue Berries and the Green Bwions, however with just 30 seconds left on the clock, the Blue Berries scored to seal the win.

The Green Bwoins had held the upper hand in the first half of the game with Damon Bruce scoring a hat trick of tries to give the Bwoins a 3-0 lead at half time.

Bruce scored again in the second half while Henry Rogers crossed twice and Maddie Bruce touched down for the Blue Berries to level the scores.

Both sides fought desperately for the win and a pass off by Player of the Grand Final, Jamal Eves, to team mate Elleise Woodbridge, who crossed to score with 30 seconds left to play, sealed Blue Berries 6-4 win. (Female tries are worth double points.)

In the Juniors grand final, the Blue Smurfs had plenty of possession in the first half to take a 3-1 lead with Mason King running in two tries and Darcy Sylvester scored one.

Jaxon Waugh also touched down for The Big Pineapples.

Despite having the bulk of possession in the second half, The Big Pineapples however were unable to improve on their score as the Blue Smurfs defended desperately to hold on to their lead.

Three second half tries by Player of the Grand Final, Rowdy Barton, gave the Blue Smurfs a 6-1 win on the final whistle.

End of season presentations followed each of the games.

In the Juniors competition, Smurfs’ Harpa Martin, with nine tries was the leading Female Try Scorer while the Rangas’ George McDonald had the Most Tries for the boys with 15.

Juniors Best and Fairest Female was The Big Pineapples’ Lila Armstrong while the Best and Fairest Male was Riley Bruce from the Rangas.

In the Seniors competition, Elleise Woodbridge (Blue Berries) was the highest female try scorer of the season with 13, while Kai Taylor (Green Bwoins) was the highest male try scorer with a massive total of 28.

The season’s Best and Fairest Female was Cora McKervey (from the Red Termites) and the Best and Fairest Male was Parker Cryer (Blue Berries).

The committee is grateful for the help they received this season from volunteer referees, first aid officers, parent helpers and scorers.
