Lilliane’s trademark was no nonsense, straight shooting and at times brutal advocacy. At the same time Lilliane was incredibly kind and compassionate. It’s a sad time for Cobar and the West to lose such a fantastic representative. She was a source of advice and wisdom for me, she understood the political system and leveraged that understanding for the betterment of her community. I have asked the Speaker of the Legislative Assembly to use the first sitting week of Parliament to acknowledge Lilliane’s work formally – a small tribute to her life’s work.

Goodbye Lilliane, you were a giant of Local Government, and set a high bar for all of us to try and live up to.

In my almost 20 years of working at the paper I always knew where I stood with Lilliane – I knew if I was in her favour and I definitely knew when I was out. (She withdrew her weekly Mayoral Report for a couple of months in 2009.)

Lilliane hated that I would regularly edit her reports. I frequently had to ring her on a Monday afternoon and say: “Lilliane you can’t say that, you’ll get us sued!”. Her reply was: “Let ‘em sue, I’ve got plenty of money!” (And I then had to remind her that not only would she be sued, but the paper would be also!)

She had a big heart, was generous to boot and passionate about Cobar and its people.

Lilliane was also a great arm-wrestler – she had a knack of getting millions of dollars in funding for Cobar out of various politicians.

She could also persuade people to do things they may have been reluctant about – like getting local mine managers to get up on stage and sing in front of a large crowd to help raise money for the hospital.

If she set her mind to it, there was nothing Lilliane couldn’t achieve. The enormous legacy she leaves behind is testament to that.

For almost 20 years Lilliane provided Cobar with strong leadership. She was a great role model for women, including myself.

Her passion for the Cobar community and her willingness to work to make Cobar a better place to live is unparalleled.

Rest in peace Lilliane.

Absolutely heartbroken to hear of the passing of Cobar Mayor Lilliane Brady OAM. I’ve worked with Lilliane for a number of years, fighting for Cobar and the Bush. I was in awe of her passion and her fight, her ability to always say it how it was, but mostly her stories.

I’ve not just lost one of my favourite Mayors, but truly, a genuine friend. My thoughts go out to Lilliane’s family and friends. We will all miss her.

ADAM MARSHALL Minister for Western NSW NSW local government, the Cobar community and Western NSW has lost an absolute legend. I was deeply saddened to learn of the passing of long-standing and much-loved Cobar Shire Council Mayor Lilliane Brady OAM, at the age of 90.

Lilliane was a staunch and vocal advocate for her community and western NSW. She pulled no punches in fighting for what she believed in and funding and projects for her beloved local people.

I feel very blessed have worked along side her in my time in local government and now state politics. The years did not diminish her passion and determination to see Cobar flourish. She always put the interests of Cobar first and today she leaves an enormous legacy and a wonderful example for other to follow.

Farewell Lilliane, you were and will always be, an icon of rural NSW and someone who we will never see the likes of again!

I’m extremely sad to hear the news this morning of the death of Councillor Lilliane Brady OAM, Mayor of Cobar Shire Council. Lilliane was a fierce advocate for Cobar and the far west and we enjoyed a great friendship and working relationship over many years.

She will be remembered as someone who spent her whole life working to make Cobar a better place for everyone.

Lilliane was tough and always a fighter for her community. It is difficult to imagine Cobar without its long-time Mayor, who put her heart and soul into fighting for a fair go. The whole NSW Labor family sends its love and regard to Lilliane’s family and to all those who knew her and worked with her to make Cobar a better place. There was no one more fair dinkum than Lilliane. She was greatly loved not only in Cobar but across New South Wales. Her passing is a great loss for both the regions and the country as a whole.

Lilliane was the epitome of a true local hero in everything she did, with her passion for her community and her fierce no-step-backwards approach for Cobar and the far west - she loved her community and they loved her, and always will. Lilliane may have passed, but her legacy of loyalty, commitment and steadfast integrity will live forever.

The feisty nonagenarian with a love of racehorses was known through Macquarie Street and in Canberra as a woman with little tolerance for bureaucracy or bulldust. Anyone thinking they could dismiss her arguments soon learnt otherwise. One legendary exchange came during a community cabinet meeting when a State Government Minister tried to divert her with personal flattery. Lilliane more than had his measure, and snapped right back: ‘I’m here for finance, Minister, not romance.’

That anecdote illustrates her tenacity and refusal to take no for an answer, and Ministers at all levels of government have learnt not to underestimate her determination to get the best possible outcomes for the people of Cobar Shire.”

She campaigned for her community right up until her death, seeking a new hospital, better infrastructure, and a fairer return of the mining royalties that flow from the town to the NSW Office of State Revenue.

All in local government will recall Lilliane's deep passion for her community and indeed her sharp wit at the local government annual conference. Lilliane leaves a lifetime legacy Tributes are flowing in for our long serving Mayor Lilliane Brady OAM who passed away peacefully at Cobar Hospital on Sunday at age 90.

Over Cobar’s 150 years of history, many people have helped to shape Cobar’s identity as a community but none more-so than Lilliane Brady OAM. The tributes have come from all levels of government, the business and racing communities as well as local and former residents.

While not born and bred in Cobar, Lilliane was proudly passionate about “her” town.

She came to Cobar in 1969 with her husband Dr Allan Brady and the youngest of her three children, Allan (‘Pally’).

Daughters Sue and Deidrei were nursing and at boarding school respectively when the family moved to Cobar “just for 12 months”.

The family continued to call Cobar home until Dr Brady’s passing in January 2010 and now Lilliane’s this week.

Lilliane was a woman who was not afraid to speak her mind and always told it like it was.

“Men run the mines, but it’s women who run this town,” Lilliane once said in an interview.

In her Local Government political career, which spanned almost 40 years, Lilliane had numerous contacts in all levels of government.

She had a way of securing funding for whatever project that needed doing—whether it was sourced by a government grant or money that was fundraised locally.

Lilliane Brady OAM leaves behind a long legacy having served as a Councillor for almost 40 years and almost 20 of those as mayor, which earned her the title of NSW’s longest serving female mayor.

In 2012 at the Australia Day awards, Lilliane was honoured with an Order of Australia Medal for her dedicated service to Local Government and the Cobar community.

In 2018, she was acknowledged with a Local Government NSW Association Lifetime Achievement Award.

In 2019 she was honoured with another Lifetime Achievement Award from the Mines and Energy Related Council (of which she had a long association).

Last year she received the inaugural Ministers’ Award for Women in Local Government.

Lilliane was first elected to Cobar Shire Council in 1976 and initially served for 12 years.

She returned to Council in September 1995, was duly elected as mayor and served as mayor until 2001.

She continued to serve as a councillor for a further six years before once again being elected to the mayoral role in September 2007. Lilliane held the position until her death this week.

Working with deputy mayors including Frank Brown (deceased), Tony Chaplain, Barry Knight, Marsha Isbester, Greg Martin, Jarrod Marsden, Tracey Kings and most recently Peter Abbott, she achieved much in her time in Local Government.

Lilliane has been a member of various council committees and a delegate to various organisations including (Western Division of Councils Orana Regional Organisation of Councils), Association of Mine Related Councils, Western Division Group of Shires (of which she was elected as the groups first female president).

She was also the inaugural chair of the Far

North West Joint Organisation.

Lilliane also served on various fundraising committees including: the Lilliane Brady Village Geriatric Committee, Cobar Mayoral Community Chest, Relay for Life, Cobar Show Society, a hospital fundraiser, the HMAS Rankin visit in 2004, the football charity challenge for Victorian Bushfire Appeal (2009), coordinated a fundraiser for cemetery repairs in 2012 (following an act of vandalism), she hosted a Street Party to cheer up the community in 2016, joined ‘sister-shire’ Eurobodalla for a rain dance. (A fundraiser for Cobar’s drought affected farmers) in 2018 and that same year also she also networked with another ‘sister-shire’ CanterburyBankstown Council for Cobar’s drought relief.

Lilliane was the driving force behind a number of local and western area projects.

Strong winds bring power pole down The entire town was without power for around an hour last Thursday afternoon as Essential Energy crews worked to repair the network.

Essential Energy Operations Manager North Western, Damian Smith, said for the safety of the public and their property, the electricity network automatically switched power off at 5.36pm on Thursday after sensing a fault, as a storm lashed the area.

“Crews responded immediately and discovered a fallen power pole on the main powerline which supplies Cobar town, around 70km east of Cobar,” Mr Smith said.

“The town’s power supply is able to be supplied from a secondary powerline and after ensuring it was safe to do so, power was restored to all customers between 6.34pm and 6.41pm on Thursday evening.”

Mr Smith said it was likely that strong winds associated with the storm had brought the power pole down.

He said crews returned on Friday morning to replace the power pole and return the electricity network to its normal configuration.

A total of 2,762 homes and businesses in Cobar area were affected by the power outage.

Mr Smith praised customers for their understanding during the outage and also the crews who worked as quickly as possible to restore power.

Cobar fares well in Resources for Region Round 7 funding As part of Round 7 of the NSW Government’s $50 million Resources for Regions program Cobar Shire Council will receive $3 million to improve our town’s water security.

The funding will be used to upgrade a further 5.5km approximately of the town water reticulation system.

Many of Cobar’s water mains are affected by encrustations which partially block the pipes, reducing their capacity and degrading water quality.

Clearing and replacement of these mains will improve firefighting capacity also, service pressures during peak demand and substantially reduce the risk of water contamination for drinking, washing and bathing.

The $3 million for the water infrastructure upgrade was announced on Monday by NSW Nationals Upper House MP, Sam Farraway and was just one of a suite of round 7 projects that will deliver local improvements and help the community thrive.

Mr Farraway was in Cobar last week to inspect how just over $4 million dollars will be spent on Cobar Shire’s three projects, with funding also received for upgrades to the industrial estate and to create a plan to upgrade the Cobar Memorial Swimming Pool.

Mr Farraway said projects like improving the local water supply will benefit the community for years to come.

“Water is essential in every aspect of our lives and by undertaking these works Cobar Shire Council are ensuring that locals have safe and reliable access to water for drinking, bathing and clothes washing,” Mr Farraway said.

He said the three projects across the local region were just some of the examples being

funded by Resources for Regions in this round, taking the total number of projects supported by the program across regional NSW to 149 since 2012.

Deputy Premier and Minister for Regional NSW John Barilaro said the revised Resources for Regions program will generate job opportunities, stimulate economic growth, deliver life-

style improvements and boost wellbeing in mining towns.

“Mining communities and organisations told us how Resources for Regions could be improved and I took action. Now the revised program is funding a broader range of projects and delivering guaranteed and fairer shares of funding,” Mr Barilaro said.

Deputy mayor Peter Abbott pays homage to a champion Cobar lost the Champion of Champions early Sunday morning with the passing of Lilliane Olive Brady OAM at the age of 90.

Lilliane was a reluctant arrival in 1969 when she remarked to husband Allan even prior to stepping from the car: “Turn this car around and go back to Sydney”.

For the sake of Cobar, within a month, she had become enamoured with the town and became the repairer of all things that needed fixing.

An old man passed away alone so she, along with a group of other women, raised money to construct the retirement home which bears her name.

She saw the road heading southwards was rough and pot-holed so at a local government level she applied pressure to get it sealed.

A story emanates from her Village fund raising. In those days fox skins were at a premium and she managed to get donations of a skin each from various shooters.

When she had enough she rang Cornelius Furs in Sydney who agreed to make a coat from the furs for her gratis.

She then headed to the Randwick races where she set up in the grandstand with a sign “Fur Coat tickets $10”.

She was approached by a man who told her she couldn’t sell raffle tickets on course.

As usual she ignored this and asked him to buy a ticket which he did. (Turned out this man was Theo Green the Australian racing apprentice chief).

A little later she was approached by a dapper gentleman turned out in white who was asked to buy a ticket.

He declined but said he was born in Cobar and handed Lilliane $100. He then instructed

her to put it on the horse each week that he rang and told her to back.

No one else was to know.

This $100 grew to be over $25,000 later on.

Lilliane’s name has become synonymous with Cobar.

When she gets the bit between her teeth over funding issues she will not be beaten.

She can always come up with the quip that the amount of tax collected and royalties paid

by Cobar greatly exceeds the return in grants.

Lilliane will be very sadly missed by all the citizens of the town and surrounds.

Her enormous contribution in time and effort particularly to Council, the Mayoral Chest and the help she has given those in need are massive.

I am proud to have been able to call Lilliane a friend.

$1.375M spend Call for a State on industrial area Funeral for Lilliane Cobar Shire Council has been allocated $1.375 million from Round 7 of the NSW Government Resources for Regions funding to upgrade the Cobar Industrial Estate.

When applying for the funding, Council proposed the money would be spent to upgrade roads (to a standard capable of withstanding use by A Double and B Triple Road trains) and the stormwater infrastructure (which is necessary to overcome issues with localised flooding).

NSW Nationals Upper House MP, Sam Farraway announced the funding on Monday.

“Cobar is supporting major mineral extraction enterprises that employ hundreds of people and brings considerable benefits to the regional and state economy,” Mr Farraway said.

“The strong business growth in Cobar emphasises the need to provide the infrastructure necessary to enable the local industry to continue to capitalise on local mining service opportunities and continue to diversify into other markets and achieve a long-term sustainable economy and population.”

The Stage 1 upgrade to the road and stormwater infrastructure will cost a total of $1.51m and generate significant benefits in the form of enabling business growth and helping to ensure the long-term sustainability of Cobar.

NSW Deputy Premier John Barilaro spoke with Premier Gladys Berejiklian on Monday to see if a State Funeral would be an option for Mayor Lilliane Brady AOM. “After 40 years in Local Government, 20 of those as Mayor, her incredible public contribution is worthy of proper recognition,” Mr Barilaro said.

At the time of this week’s edition of The Cobar Weekly going to print, Cobar Shire Council’s general manager Peter Vlatko said a decision had not yet been made.

Mr Vlatko said he expects Lilliane’s funeral will be held late next week.

Cannabis bust

A quantity of cannabis plants and leaf were seized at a Cobar residence last week after Police executed a search warrant on the home.

Sergeant Chris Power said Police attended the address around 1pm to execute the warrant when they made the find.

Increase in Western NSW land values Land values across the Western NSW region have generally increased since July 2019 according to a report published this week by the NSW Valuer General, Dr David Parker.

The land values reflect the residential, commercial, industrial, rural (and other) property markets at July 1, 2020.

Dr Parker’s report shows the total land value for the Western NSW region increased by 7.8 per cent between July 1, 2019 and July 1, 2020 from $3.8 billion to $4.1 billion.

The movement of residential land values varied across the region with an overall slight increase of four per cent with a steady trend experienced in Cobar.

Commercial land values in Cobar experienced zero per cent movement while industrial land values remained steady.

Overall throughout the Western NSW region rural land values increased moderately by nine per cent which was generally attributed to the limited supply, continuing high demand in conjunction with improved seasonal conditions and strong price levels for livestock and commodities.

Dr Parker said property sales are the most important factor valuers consider when determining land values.

ing land values in the aftermath of last summer’s horrific bushfires, followed by the impacts of the COVID-19 crisis,” Dr Parker said.

“My office has undertaken separate studies of the impact of both bushfires and COVID-19 on the property market.

“Our valuers have applied the findings of these studies to affected areas and property types where there are insufficient sales available to determine the land values”.

Cobar Back Roads The ABC Television’s Back Roads edition based on Cobar aired last Thursday night and received plenty of positive comments.

Filmed in August 2020, the show’s host Heather Ewart outlined our town’s mining and indigenous history and showcased Cobar in a very favourable light.

In interviews she conducted with a number of locals, including Mayor Lilliane Brady OAM, Heather found out what a great sense of community and support for each other we have in Cobar and how fly-in/fly-out mining was affecting the community.

The segment also featured local sporting events and highlighted the success of our Running On Empty Festival (ROEF).

Scenes were filmed in the main street, underground at the CSA Mine, at the Cobar Races, Mt Grenfell, Tom Knight Memorial Oval and the front bar of the Great Western Hotel.

John reported during their eight days of shooting in Cobar, they “recorded 300GB of data a day, roughly 2.4TB of data, which they edited to capture the essence of Cobar in a 30 minute show”.

A $50K pool plan

Cobar Shire Council will spend $50,000 of their NSW Government Resources for Regions Round 7 funding on a plan to upgrade Cobar Memorial Swimming Pool.

The funding will enable Council to engage a suitably qualified and reputable consultant to undertake and deliver a business case study for investigating the upgrade of the ageing infrastructure at the Cobar Memorial Swimming Pool.

NSW Nationals Upper House MP, Sam Farraway announced the funding on Monday.

The business case study will focus on the main pool which also is beyond its economic life with tiling chipped, dated and requires a refurbishment also; upgrades to the main building including toilet/ change room/ shower area, Kiosk and clubhouse, the provision of more site storage, improvements for disability access, and first aid room, office/ staff room.

More good rain recorded in region

A further 36.2mm of rain was recorded by the Bureau of Meteorology last week in Cobar bringing the total rainfall for 2021 to 115.4mm.

Some locals in town however recorded more in backyard rain gauges with reports of 43mm in Green Street, 42mm in Louth Road and 40mm on Nyngan Road.

Landholders north of Cobar recorded a very welcome 42mm for the week while another property just south of Cobar had 41mm.

Smaller amounts were recorded on properties to the east of Cobar and ranged from 17mm to 9mm.

So far it’s been a wetter than average year.

The long term average to this time of the year is 41.8mm.

This year’s total is much better compared to the 2020 figures which showed we’d only had 38.4mm up to the same time last year.

And there’s more rain predicted at the end of this week with a 40 per cent chance of up to 15mm expected late on Friday and 10mm on Saturday.

Tomorrow will be warm and sunny with a top of 35 degrees predicted.

The forecast rain will bring some cooler daytime temperatures with 31 degrees the predicted top for Friday and 28 is the expected maximum for Saturday.

The mild weather continues into Sunday and Monday with a top of 31 expected on both days.

New teachers welcomed

Three new staff have been welcomed at Cobar Public School this past week. Rowan Simpson (from the Sutherland Shire) will be teaching Year 3/4. Mr Sutherland is a lover of all things sport, particularly cricket and soccer, and can play the trombone.

Emily Campbell from Newcastle will be team teaching the 5/6C class. Her passions are dance and reading and she is currently learning Japanese and AUSLAN. Keetah Richardson, who will be team teaching 1/2LR, has been living and teaching in Newcastle for the past six years but grew up in regional Victoria. St John’s School has welcomed a new Stage 1 teacher to the staff this term with Riley O’Leary joining the school and community from Cronulla. Riley is looking forward to becoming an active part of the community. In her spare time she enjoys cooking, swimming and gardening. Promising drilling results received Peel Mining has recently announced very strong copper mineralized intercepts at Wirlong, which is part of Peel’s South Cobar project, 100km south of Cobar.

Peel Mining’s managing director Rob Tyson, in an ASX announcement, reports returned assays confirm the presence of very high-grade copper mineralization.

“These drillholes continue to demonstrate very high copper tenors, akin to those seen in previous drilling,” Mr Tyson said.

“The results highlight Peel’s opinion of the potential of Wirlong as we push towards a maiden mineral resource and emphasize our desire to become Cobar’s next copperdominant base and precious metals mining company.

“We look forward to receiving the assays for the additional copper intercepts yielded from drilling since restart and reporting them in due course,” he said.

Encouraging drilling results have also been reported by DevEx Resources/Thompson Resources at the Wilga Downs project and will warrant further exploration of this significant massive copper-gold sulphite target” near Cobar.

SES called out to large fallen tree

Cobar Shire Council staff and State Emergency Service (SES) volunteers were kept busy last Thursday and Friday attending to a number of fallen trees.

Strong wind gusts late on Thursday afternoon were responsible for the call-outs, one of which was to remove a tree that had fallen on the road at the Lamrock and Monaghan streets intersection.

David Snelson, an SES volunteer, reports they received a call for help around 6pm on Thursday after a large gum tree on the nature strip snapped off and fell onto the road.

David said it was “a massive tree that covered the whole road”.

He said it was lucky there were no parked cars in the vicinity and that the tree had also missed the powerline when it fell.

The tree was cut up and removed.

Council staff were also called on Friday to remove another fallen tree on the nature strip in Bradley Street.

Cobar bowmen return to the range The Cobar Bowman’s Club held their first shoot for the year on Sunday with five shooters taking part.

The event was contested as a three arrow round with Luke Dickson finishing with a score of 380 with his compound bow.

Shooting with recurve bows, Dick Tulloh had a score of 342, Scott Meadows 240 and five year old Amelia Dickson scored 160.

Pete Rogers, recovering from a hand injury, didn’t compete but joined the group to get in some practice.

Bowlers head to Hillston carnival

A group of 10 Golfie bowlers made the trip south to play in the Hillston Summer Pairs on Saturday.

A record for the tournament, 56 players were treated to fantastic weather (compared to the 47 degrees last year) and the greens were a treat to play on.

Playing with partners from other locations, Jim Goonrey found some long lost form to be the best performing Cobar bowler. Goonrey defeated Bian Smith to progress to the final but needed to be content with second prize.

Smith showed great sportsmanship, gifting his prize (equal third) to his 12 year old partner who had earlier in the day provided Cobar bowlers with great delight when she smashed Peter ’China’ Brien in their round game.

Swainston stars at weekly swim

Paul Swainston was the star of the Cobar Yabbies Senior Men’s Swimming Club event last Tuesday placing in all four events.

Swainston won both the 30 and 50 metres handicapped freestyle events, finished second in the 100 metres and also grabbed a third spot in the Brace Relay event.

He only narrowly won the 30m after finishing within 0.12 seconds of his nominated time as John Carswell was hot on his heels in second place with 0.13and Andrew Verevis 3rd 0.25 The 50m swim was also closely contested with Swainston claiming first place with 0.03 seconds off his time while Bob Clark and John Claus couldn’t be separated for second spot when both finished within 0.07 seconds of their times.

Clark, with 0.09 off his time in the 100m event, relegated Swainston (on 0.47) into second place and Bill Fugar finished 3rd on 0.60.

Clark was back on the top of the podium after the Brace Relay (a dolphin dive across the pool) was contested.

Clark teamed up with Carswell to win with 1.21 seconds off their combined nominated time. In second place were Verevis and Stephen Clark (1.68) with Swainston and Murray Harland third on 2.63.

Cobar Mermaids resurface in pool The Cobar Mermaids have resurfaced this season with the women’s swimming club re-commencing organised events last Monday.

After a season break, the ladies are back in the pool each Monday night to compete in three handicapped freestyle events, 30 metres, 50 metres and 100 metres.

In the 30 metres swim this week Jordan Cappi finished within 0.40 seconds of her nominated time to claim first place ahead of Bianka Jacobson second with 0.65 and Leah Le Lievre was third on 2.63.

Grace Burge took line honours in the 50m swim with 0.34 seconds off her time. Mollie Harley (1.90) just pipped Jacobson (1.91) for second spot.

Burge then backed up to win the 100m with a time of 0.75 ahead of Le Lievre (2.02) and Harley (2.21).

This week they also welcomed another six new swimmers who swam preliminary times.

Two Cobar Little A’s athletes performed well at the Little A’s NSW State qualifier carnival in Dubbo over the weekend. Cowboys disqualified

The Cobar Cowboys have been disqualified from contesting the grand final of the Macquarie Valley Cricket Council (MVCC) Brewery Shield competition this Sunday.

An enquiry by the MVCC was carried out last week after it was suggested the Cowboys had breached the rules in their thrilling three runs win over Bourke in the semi final played in Cobar last Sunday.

There was some confusion as to the interpretation of the number of players permitted to bat or bowl.

In the semi final, the Cobar side played 13 players, however no more than 11 batted or bowled during the match.

At an executive meeting on Thursday, the MVCC deemed the Cobar team had inadvertently breached Rule 1.1 (a) of the Playing Conditions, viz, A team shall consist of 12 players …

The MVCC executive committee did not believe Cobar had attempted to gain an unfair advantage, but rather that it had been an ignorance of the rules that had led to the situation.

The committee said it was “incumbent on all captains to know and adhere to the Playing Conditions”.

Due to the breach, the MVCC has now awarded the semi final win to Bourke which means they proceed to the grand final.

Cobar District Cricket Association president Jake Harbison confirmed on Monday that Cobar would be appealing the decision as is their right under the MVCC constitution.

The Cowboys will be hoping their disqualification will be overturned so they can line up against Narromine this Sunday in the grand final.
