A short reprieve from the heat

Award came as a surprise

Cobar’s Stationery Essentials shop has won the Office Choice Connections National Member of the Year Award. Business owners Sharon Green and Bill Behsman were very surprised to hear of their win which was officially announced last week in Melbourne. The award recognises growth in the business.

Cobar residents can expect a short reprieve from the very warm spring weather we’ve been experiencing this past week with a cool change expected to pass through tomorrow.

While the Bureau of Meteorology is predicting another warm day today with a top of 33 degrees expected, a cool change is however expected to blow in tomorrow when it’s only forecast to reach a maximum of 22 degrees.

Friday’s looking like it will be a mild day with a top of 25 before climbing slightly to 27 on Saturday and 28 on Sunday.

Then it’s back to the 30s for the start of the working week with the Bureau expecting it will reach a maximum of 30 next Monday.

The heat progressively climbed each day last week from last Tuesday’s maximum of 25.1 degrees (the lowest daytime temperature of the week) up to 35.6 on Monday, which was the hottest day of the week.

Wednesday had a top of 26.1; on Thursday it reached 29 degrees; Friday’s maximum was 31.1; then it climbed to 33.6 on Saturday; and 35.2 was our maximum on Sunday.

That’s well above our long term average of 22.2 degrees for this time of the year.

Our nighttime temperatures have also been very warm (and above our average of 8.8 degrees) with all minimums last week reaching double figures with 10.6 degrees our coolest night on Thursday.

We had our warmest night of the week on Monday when it only dropped to 15.9 degrees.

Need more info before you head to the referendum?

Australians will get to have their say in the national referendum next month about whether to change the Constitution to recognise the First Peoples of Australia by establishing a body called the Aboriginal and Torres Strait Islander Voice.

Many locals are unsure of what we are being asked to vote on and how the outcome will be determined.

There are three aspects to the proposal— recognising that Aboriginal and Torres Strait Islander peoples are the First Peoples of Australia; establishing a body through which Aboriginal and Torres Strait Islander peoples can make representations to Parliament and the Executive; and giving Parliament the ultimate authority to determine how the Voice will function.

To help locals make an informed decision, they can gain more information at a Voice Referendum Information and Q&A Session next week in Cobar.

Heading up the information session are lawyers, Gemma McKinnon and Peta MacGillivray, who have been running Voice information sessions around the state.

“We’re not a part of any specific campaign, we’re just Aboriginal lawyers who want to do our part,” Gemma told The Cobar Weekly.

“We’ve run sessions in Wagga Wagga and Walgett, and our colleague has been doing a lot in her community of Orange and along the NSW north coast.

“On this trip we’ll also be visiting Brewarrina, Bourke, Wilcannia, and Broken Hill.”

Gemma said she and Peta are looking forward to meeting people from the Cobar community and answering questions to the best of their ability.

“We know the topic can be daunting and we’re hoping that we can shed some light on the subject.”

The event will include a presentation providing information about the constitution and voting in a referendum, background information on the Voice proposal, and a closer look at what Australians are being asked to vote on.

“This will be followed by a Q&A session where community members can ask questions of our presenters and find out where they can find more information,” Gemma said.

“Every voting Australian will be asked a Yes or No question at the ballot box.

“The Constitution belongs to the Australian people so it’s up to us all to decide when it’s time to make changes to it.

“We don’t often get the chance to vote in a referendum so it’s important to make an informed decision,” she said.

“We hope that this event can help to clarify things for people and provide a forum for respectful conversation as a community.

“We know that there’s a lot of information out there for people to sift through so if we can make that any easier for people then we’ll feel like we’ve done our bit.

“We’re passionate about Western NSW and encouraging communities to be a part of the national conversation,” Gemma said.

Changes to local vet services

The shortage of country vets is a growing concern with Cobar recently losing their resident vet.

Dr Lauren Leicester, who moved from New Zealand to Cobar in July 2021 to take up the role as a permanent vet at the Kidman Way Veterinary Surgery, departed last month.

Cobar now only has veterinary services part time with Dr Charlotte Cavanagh from Bourke visiting two days a week and a locum Dr Charles Tilley, also visits the surgery on the first week of every month.

While the surgery is currently looking to recruit a new vet, it still has the services of a full time vet nurse Georgia Nicholson, as well as a part time nurse and two more casuals.

Georgia said the surgery is still offering a full range of pet care services and advice including desexing, vaccines, routine surgeries and some orthopedic surgeries.

She said they can also offer their clients video consults if a vet is not present in the surgery.

“For emergencies, we have an afterhours service you can call where you will talk to a vet nurse and then from there you can go on to travel to wherever the vet is or you can do a video consult with the vet,” Georgia said.

Local lawyer has been sentenced A Cobar lawyer was convicted of attempting to pervert the course of justice last week.

The 71 year old lawyer appeared at the Downing Centre Local Court in Sydney last Monday after being charged earlier this year in relation to an incident that occurred with a client in Nyngan in October 2022.

Presiding Magistrate E Manea said while it may have been a “an error of judgement” it was however still a serious offence.

Magistrate Manea handed down a conviction with a 12 month community correction order.

Locals interested to hear about wind farm project Locals who wanted to know more about a proposed wind farm in the Cobar area were able to have their questions answered at an Open Day last week.

WestWind Energy, an Australian wind farm developer, held a drop in session over five hours last Wednesday at the Cobar Bowling & Golf Club with their staff providing information on the proposed Cobar Energy Park to be located approximately 25km northwest of the town.

Consisting of up to 30 turbines spread over approximately 7,500 hectares, the Cobar Energy Park will produce over 756GWh of green energy annually, enough to power more than 130,000 homes.

It will connect into the nearby 132 kV transmission line and then into the wider energy market.

The project is in the early stages of the development process with WestWind currently doing a pre feasibility study, gathering data, and undertaking various environmental and wind assessments.

Part of the early process is engaging with the community and local stakeholders to gain feedback and to get an understanding of their opinion on the project.

The project’s manager Tom Walker was on hand at last week’s session and said following the community consultation process, they will look to amend or change the design in response to any concerns they receive.

“The conversations we had were overwhelmingly positive,” Mr Walker said after last week’s session.

“Everyone is interested to learn more,” he said.

Mr Walker said many of the people who attended had a good grasp of knowledge regarding wind farms which made for some “robust discussion”.

Staff were able to answer questions about wind farm noise—a typical wind farm turbine from 500-1000m produces 40 A-weighted decibels compared to a lawnmower at 105 db (A), a blender 90 db(A), a car 55 db(A) and rural night-time background noise 30 db(A).

They also addressed concerns about possible electromagnetic interference to mobile phone, radio and television services.

“We encourage anyone with concerns to contact us and we can speak to them and address any comments they have,” Mr Walker said.

Following further community consultation, Mr Walker said the project will then go through a rigorous planning process including environment and planning studies, a cultural heritage study, a visual impact study and a grid study.

The company aims to commence the Environmental Impact Statement (EIS) process early next year following consultation with the NSW Department of Planning and Environment.

“The layout of the wind farm will continue to be refined during the EIS process,” Mr Walker said.

The development timeline is a long one with the planning approval process expected to take two years.

The project is not expected to break ground until 2027 with an estimated construction timeline of one to three years.

“Community participation is vital for any major infrastructure development to be successful,” Mr Walker said.

“Cobar Energy Park encourages local community members to get involved.”

Texture plaster canvas art

Rebekah Donaldson, Bev Mitchell and Jenny Ilett picked up some new skills at the Cobar Shire Library texture plaster canvas art workshop led by Emily Filer on Saturday morning. Workshop participants used palette knives as well as different tools to create varied texture in their plaster artwork on a stretch frame canvas which was then framed. The artwork needed 24 hours drying before participants could then choose to add some colour with paint and finish off their works at home.

Resources for Regions funding cut in new budget The abolition of the ‘Resources for Regions’ program in yesterday’s NSW Budget will directly affect the quality of life of all people living in the 26 local government areas previously eligible for program funding.

Cobar Shire was one of those 26 local government areas that depended upon that funding.

The NSW Minerals Council CEO Stephen Galilee said while the NSW Government’s effort to repair the state’s fiscal position is commendable, regional mining communities are amongst those hardest hit.

“Mining royalties are forecast to deliver the NSW Government $13.2 billion over the next four years, including $2.7 billion from higher royalty rates to be introduced from 1 July 2024.

“This is the single biggest revenue decision taken by the NSW Government in this budget, confirming the important role mining is playing in repairing the NSW Budget position,” Mr Galilee said.

“The billions delivered in royalty revenue are only possible due to the contribution of the hard working people of our regional mining communities.

“Without our mining workers, their families and their communities, there would be no mining, and no royalties.

“It is therefore extremely disappointing that despite the extra billions to be delivered in mining royalties, the Budget cuts several key mining-related funding programs,” he said.

“These cuts will negatively impact mining communities, and hinder the development of further long-term regional economic opportunities.

“This was an important program that delivered funding worth hundreds of millions over many years to local councils representing mining communities, helping to provide improved local infrastructure and services.”

Mr Galilee said the abolition of both the ‘Critical Minerals Activation Program’ and the ‘Coal Innovation Program’ will hamper efforts to pursue long term economic development opportunities for regional mining communities, including opportunities relating to emissions reductions.

“Almost all of the remaining mining-related budget funding announced in the Budget is actually provided by the industry itself through various fees and levies.

“Mining communities deserve much better than this, including a fair share of the mining royalty revenue that their hard work delivers,” he said.

State Member for Barwon Roy Butler said in the wake of the release of the 202324 NSW State Budget yesterday that the Barwon electorate remains well funded and all funds committed to during the previous year will be honoured.

Mr Butler said it had been a challenge for the new Labor Government to get NSW back in balance from last years’ deficit of $10.1 billion down to $7.8 billion.

He said attempts have been made to find savings where possible without damaging services.

Mr Butler said the abolition of the ‘Resources for Regions’ program will directly affect the 26 local government areas.

He said these funds still exist and the review process over the next four months needs to recognise that Councils that experience the impacts of mining need additional financial support.

New sections have been added

Cobar Arts Council members are gearing up for their upcoming Art, Photography and Craft Competition.

This annual event, held prior to the Festival of the Miner’s Ghost, is an opportunity for Cobar people to display their creative skills through a variety of artistic methods.

In addition to the usual drawing, painting, photography, sculpture and handicraft sections, this year’s program will include a section for pottery and one explicitly for Indigenous people to enter.

This section will reflect Aboriginal cultural themes including painting, drawing, weaving, carving, sculpture using any medium e.g. on utensils, tools, instruments, bark, stone etc.

Cobar Arts Council has offered this Indigenous section previously, with no entries received.

It is hoped this year there will be people willing to showcase their talents and tell their storylines through artistic expression.

An added incentive this year for people to enter any of the sections will be the award for the Best Work by a First Time Entrant.

Junior league awards its best performers of the season Cobar Junior Rugby League held their end of season awards at Tom Knight Memorial Oval on Sunday afternoon.

In addition to various team awards, 11 perpetual club awards were presented.

This year’s Paul Goonrey Player with the Biggest Heart Award was earned by Jarryn Moore.

The award was initiated by the Goonrey Family in memory of Paul, and it honours a junior league player who plays every game with their whole heart, leaving everything they have on the field.

Cobar Junior Rugby League president Genie McMullen praised Jarryn’s attitude to the game.

“This player is a fantastic role model to our smaller statured players, showing that it’s not your size that makes you good at footy, it’s what you do with your footy skills that makes you the best player you can be,” Genie said.

“Jarryn is an awesome team player and defends with his heart.”

Rowdy Barton collected this year’s Club Overall Best and Fairest Award.

Best and fairest points are awarded by the referee each week in every competitive game.

The award is presented to the player who has accumulated the most points in a single age division throughout the season with Rowdy the highest point scorer this year.

Eligh Ritter was this season’s Overall Top Try Scorer.

Tom Good was on hand on Sunday to present his namesake trophy, the Tommy Good Top Tackler Award.

The award is named after the local footy legend who, when he was playing grade footy, won the ‘daisy cutter’ award which was given for tackling hard and mowing down the opposition - cutting down the daisies’.

Tom presented this year’s Top Tackler award to Lachlan Brookman.

The Wayne Buckman Memorial Award honours a former Junior Rooster, Wayne Buckman, who was tragically killed when he was eight years old.

It’s presented to an Under 8 junior Rooster who has had the best and fairest game performance throughout the season and this year it went to Rosie George.

Hudson Simon collected the Mini’s Best and Fairest Player award named in honour of Shad Fisher, who was a huge supporter of mini league. Continued Page 17.

Cobar Netball Association rewards its 2023 achievers The Cobar Netball Association finalised The 2023 Players’ Player from each team their 2023 senior competition on Saturday were: Brianna Watson (Nymagee Magpies), with their end of season awards.
