Approval of $65m mining project announced at conference

Cobar Shire Council’s general manager Peter Vlatko, mayor Peter Abbott and Cr Harley Toomey with State Member for Barwon Roy Butler, Dugald Saunders (Minister for Agriculture and Minister for Western NSW), Cr Scott Ferguson (Local Government NSW representative), Scott Barrett MLC, Federal Member for Parkes Mark Coulton and Sam Farraway (Minister for Regional Transport and Roads) at the Western Division Councils of NSW conference on Monday.

During his presentation to the Western Division Councils of NSW 2022 Mid Term Conference in Cobar on Monday, State Member for Barwon Roy Butler announced the approval of a $65 million mining project for Peak Gold Mines.

Mr Butler said Minister for Planning Anthony Roberts has given the approval for Peak to expand its operations to amalgamate mining at the New Cobar, Great Cobar, Gladstone, Chesney and Jubilee deposits - to create the New Cobar Complex Project.

“The approval will allow more gold, silver and base metal ores, including copper, a vital mineral for the growing renewable energy sector, to be extracted on site,” Mr Butler said.

“The more efficient, economically viable extraction of these resources will have significant flow on effects to other industries.

“The new project will also support 140 construction jobs, 10 ongoing jobs and ensure continued employment for more than 400 people at the New Cobar Complex and associated Peak Complex.

“It is estimated that it will bring a $145 million boost to the local economy. Construction is said to begin in 2023,” he said.

Mr Butler said it was projects like this that were helping to grow optimism in Western NSW and making regional areas better places to live.

Mayors, councillors and council staff from across the western region, along with Federal and State government ministers, and representatives of various government agencies attended the conference to discuss challenges facing the region including matters pertaining to roads, transport, water regulation, regional housing and health.

Government funding of $46 million for water security Cobar Water Board chairman Doug McKay welcomed a funding announcement on Monday of $46 million for the construction of three new pump stations at Nyngan, Hermidale and Cobar to improve our water reliability.

NSW Minister for Lands and Water Kevin Anderson flew into Cobar on Monday to make the funding announcement after the Australian Government agreed to co-fund the $46 million project with the NSW Government.

“Safe and secure water is a basic human right,” Minister Anderson said.

“The current pump stations were constructed decades ago and are well past their design life with the ageing machinery requiring constant maintenance.

“This causes major disruptions to Cobar’s town water supply and comes at a considerable cost to water users.

“There was a serious threat that the mines would be affected and would be shut down, the town itself, the growth of the town, tourism, the whole lot if this project was not addressed very, very quickly,” Mr Anderson said.

He said part of the upgrade would include new technology to regulate water flow from the Bogan weir pools, and from Nyngan to Cobar as well.

“The pump stations will ensure water gets where it needs to go, improving water reliability for the town’s 4,000 residents along with local businesses and the mining industry.

“That’s what we want to see, more efficiency and better water management because every drop counts.

“Work on the business case began mid last year and we have been very proactive about accelerating this project,” the Minister said.

Mr McKay said the past couple of years have been “a very worrying time” for the Cobar Water Board.

“We’ve been continually frustrated by our inability to provide the service that we are statutorily obliged to provide to this community,” Mr McKay said on Monday.

“It’s been a battle, literally, from day to day quite often, as one break down often leads to another, either in the pumps or the pipeline.”

Deputy Prime Minister Barnaby Joyce said the Federal Government is committed to getting this project up and going.

“The new pump stations will be larger to cater for expected future growth in demand, and will use new technology to regulate water flow and pressure as it travels more than 125 kilometres from the Bogan weir pools at Nyngan to Cobar where it will be used for residential and commercial use,” Deputy Prime Minister Barnaby Joyce said.

“Joining forces with the NSW Government enables us to fast track the delivery of these pump stations while the final business case is confirmed for a new pipeline between Nyngan and Cobar.”

Federal Member for Parkes Mark Coulton said the pump station upgrade project was a win for the Cobar community and will ultimately provide long-term water security and drought resilience for the region.

Council is giving residents more opportunities to have a say Cobar Shire Council is in the process of reviewing its 10 year Community Strategic Plan and is calling for input and feedback from residents.

Council’s general manager Peter Vlatko said having a Community Strategic Plan is a requirement of the Local Government Act, and with a number of new councillors on board, this is an appropriate time for the new council and the community, to revisit the vision of

Mr Vlatko said in addition to holding a series of public meetings over the coming month in Cobar, Euabalong and Nymagee, any resident who cannot attend a meeting is able to provide feedback through Council’s online survey on their newly re-vamped council website.

Printed (hard copies) of the survey will also be available for residents to collect at the

council administration office and at the Cobar Shire Library.

“We’re trying to make it as easy as possible for anyone who wants to have a say on where they think our community should be in 10 years time, to be able to do that,” Mr Vlatko said.

“Council will use your feedback and input to help shape the future of our shire, and it will help assist council to identify where we are now, where we would like to be in the future and how we plan to get there.”

Mr Vlatko said one area they are hoping to receive more feedback from is the design options for the Cobar Memorial Swimming Pool.

“With the pool upgrade, it’s important for residents to know that they have the opportunity to comment, and to be part of the decision making,” Mr Vlatko said.

At last week’s Ordinary Council Meeting, councillors voted that Option 1 (upgrade entry, kiosk, amenities and staff facilities at a cost of $2.29million) was their preferred option based on the expected ongoing running and maintenance costs.

Mr Vlatko said if however the community comes back and argues strongly they prefer Option 2 (which includes an indoor pool at a cost of $9.29Million), then the decision will need to go back to council for further consideration.

He encouraged anyone with an interest in the pool to view the updated draft plan (which includes changes made from feedback received from community consultation sessions in February) and have their say.

Owners of electric vehicles (EV) will now be able to make the drive from Sydney all the way to Broken Hill, after the final piece of the network of fast chargers along the Barrier Highway was recently switched on.

Deputy Premier and Minister for Regional NSW Paul Toole said the chargers at Wilcannia and Cobar formed part of the 20 sites rolling out across the regions under a $3 million partnership between the NSW Government and the NRMA to deliver the country’s biggest network of EV charging stations.

“Now that we’ve rolled out the final chargers along the Barrier Highway, located at Wilcannnia, Cobar, Dubbo, Parkes, Orange and Lithgow, it means drivers travel no more than 300 kilometres to recharge their vehicles when making the 1000-kilometre journey between Sydney and Broken Hill,” Mr Toole said.

He said the charging stations were transforming the way EV drivers move around, helping to support tourism in regional centres.

When the network is fully rolled out in 2023, most EV drivers will be no more than Barbir (NRMA), Sam Farraway (NSW 150 kilometres from an EV charging station.

“These fast chargers can charge a vehicle in 30 minutes and are located in the heart of each town to allow visitors to get out and explore, spending money in local shops and picking up a coffee or meal that will support the local economy.”

Mr Saunders said increasing the range of the EV network is a great way technology is opening up the bush to the city and will really put regional NSW towns on the tourism map.

Teachers on strike

There’s no school for students at Cobar High School and Cobar Public School today with teachers at both schools joining the NSW Teachers Federation strike action.

NSW Teachers Federation President Angelo Gavrielatos said NSW teachers have reported their workloads are unmanageable and they also don’t believe their pay reflects their expertise and responsibilities.

He said the teacher shortage had created a crisis in NSW classrooms. (As of February, there were a total of 2,383 permanent vacancies across 1,251 schools in NSW.) “If we don’t pay teachers what they are worth, we won’t get the teachers we need,” Mr Gavrielatos said.

One local teacher said the strike was about getting better conditions for the children they are teaching. “These conditions don’t allow us to do the best job we can do! Split classes and not enough staff to run activities, long hours and no incentive to attract new teachers, or keep the amazing ones we have,” she said.

Anxious wait on health inquiry With the findings of the Inquiry into Regional Health due to be released later this week, State Member for Barwon Roy Butler said there are signs the government is getting anxious about how that report might reflect on their failures to address problems with medical services in country areas.

“Regional Health Minister Bronnie Taylor has been out in the far west last week announcing funding for various projects relating to health including $10 million to improve the Broken Hill Health Service Emergency Department, by creating a virtual ICU linking patients in the far west with specialists and clinicians in Sydney. She also announced a complementing major upgrade of the hospital’s mental health unit,” Mr Butler said.

“It is a start, but $10 million really is just a drop in the bucket and remote medicine can’t make up for the need for doctors and specialists practising face to face medicine.

“Hopefully she will be able to do more once the government gets its Regional Health Division working,” he said.

“While she has said a review of IPTAAS is one priority there are other areas that also need immediate attention,” he said.

“There is a lot more that needs to be done in the area of regional health and we will continue to push for better services, facilities, more personnel and better health outcomes.”

Cobar Swimming Pool Design and Viability Report on public display for community feedback Cobar Shire Council is currently working with Facility Design Group to create a Masterplan and Business Case for the Cobar Memorial Swimming Pool. This project has been proudly funded by the New South Wales State Government.

Council and Facility Design Group undertook a series of community consultation sessions in February 2022 in order to support the preparation of the Business Case and Masterplan.

Cobar Shire councillors have deferred making a decision on council taking over the running of future Running On Empty Festivals (ROEFs).

A proposal was put to last week’s Ordinary Council Meeting that council take over the running of future ROEFs from the volunteer community committee.

Cr Jarrod Marsden suggested the item be moved to a workshop so that councillors could “more informally roundtable discuss it”.

“For me, there’s not enough information here to make a decision and also there’s conflicting information,” he said.

Cr Marsden said he believed the festival was originally designed to be a biennial event and not an annual event.

“We had a presentation previously from John de Bruin but we’ve got a new council since then and a lot of things have changed.”

Cr Marsden suggested “some of the key players” be invited to the council workshop to provide more information about the event.

The matter was deferred with a request for further information be brought before council Cr Julie Payne seconded the motion and all councillors were in agreeance.

CSA Mine is looking for an experienced Mobile Plant Leading Hand to join the team. As a Leading Hand, you will contribute to a safe and efficient team environment, while delivering vital, high quality maintenance solutions. This role would suit a tradesperson wanting to take the next step in their career, with demonstrated leadership qualities and a dedication to working safely and continuous improvement.

About the role • Plan and coordinate all weekly and daily mobile

maintenance activities in a safe and efficient manner by prioritising resources, machinery and people • Perform services, repairs, and maintenance on a range of mobile equipment • Able to demonstrate competencies of testing and adjusting of machine operating and monitoring systems utilising relevant literature and testing equipment • Ensure an effective handover with cross-shift/supervisors which includes end of shift facilitation of the meeting • Inspect housekeeping and enforce the regularity of housekeeping in all areas of underground mobile plant • Provide coverage for the Mobile Plant Supervisor when required

The successful applicant will have: • Current Australian Driver’s Licence (minimum P2 or

equivalent)

• Mechanical Trade Certificate • Minimum of 5 years’ experience in the mining industry • Underground mechanical maintenance experience in

mobile fleet

• Advanced understanding of equipment and stores

Youth & Community Development Coordinator The Cobar Youth & Fitness Centre was closed in 2020 due to the covid restrictions imposed by the Public Health Order at that time. That forced closure period eventually led into the commencement of the construction project that is set to completely transform the centre inside and out, with the newly renovated facility expected to be officially open for business in August 2022.

Affectionately known as the "Youthie" to locals, the upcoming re-opening has presented the opportunity for a Youth & Community Development Coordinator to join our team in June 2022.

ABOUT YOU We are seeking an enthusiastic and motivated individual who is passionate about Cobar and excited about the possible outcomes this role could generate for our community. Your previous experience working with young people combined with a customer-focused approach to service delivery and ability to build and maintain strong relationships with a variety of stakeholders, will see you succeed in this role.

Our ideal candidate will hold qualifications in community services, youth or social work and have a positive and professional, 'lead by example' attitude towards managing people and delivering results.

Leading Council's social media presence across multiple platforms, previous experience in online marketing, website maintenance, and content management would be an advantage.

ABOUT THE ROLE Reporting to the Director Finance and Community Services, this role is responsible for the operational management and overall performance of the Youthie, ensuring the facility operates effectively and efficiently, whilst also developing and coordinating the delivery of quality youth and community activities, programs, events, and initiatives to meet the current and future needs of our community.

The coordinator will foster innovative and accessible engagement whilst strengthening partnerships between Council and various groups and services across the community.

The salary for this position commences at $86,743 ($43.89/hr) plus superannuation, with employment terms and conditions in accordance with the Local Government (State) Award, working a 9-day fortnight, 38 hours a week.

The current hours of operation for the facility are 8am - 9pm Monday to Friday and reduced hours on weekends, which requires staff to work a variety of shifts (split shifts, early mornings, evenings, and weekends) in accordance with a fortnightly roster. These hours are subject to change in accordance with the operational needs of the business.

Probus looking to take a new direction The Cobar Ladies Probus Club is hoping a new and energetic committee will take over the running of the club at their reconvened annual general meeting next week.

Probus is a national club and is an avenue for people to have fun and friendship in retirement.

It offers members the opportunity to make new friends, participate in trips and outings, listen to interesting guest speakers, enjoy different activities, have fun and take advantage of exclusive Probus members discounts.

The Cobar club meets for lunch each month and listens to guest speakers along with attending organised trips to various theatre events and shows.

While the club has been operating for some years in Cobar, member numbers have been dwindling and the club failed to elect a new committee at their AGM last month.

Outgoing president Lillian Simpson, who

reluctantly took over the role last year, said with her many other commitments, she just doesn’t have the time these days to devote to running Probus.

“It needs someone with a bit more time than me,” she said.

Mrs Simpson said there are many opportunities to grow the Probus club in Cobar.

The Probus movement encourages clubs to hold different style meetings, which could be lunches, morning teas, barbecues, picnics or a drink at the pub/club.

Members can choose to take part in a variety of activities including walking, bowling, cycling, crafts, book clubs, playing cards, trivia, outings, bus trips or start their own interest groups such as photography, technology or writing.

Anyone interested in joining Probus is invited to go along to their AGM next week.

A total of 64.6mm of rain last week While it may have interrupted a few important plans, the 64.6mm of rain that fell in the Cobar area last week was welcomed by most.

Falls of 28.8mm on Friday night and Saturday morning added to the 32.6mm recorded by the Bureau of Meteorology last Wednesday.

Landholders in the south east of the shire fared better with Megan Mosely recording 57.5mm at Etiwanda last Saturday night, and according to Megan, this takes their total rainfall for April to 98mm.

Temperatures over the past week have been varied with 29.6 the top daytime temperature last Friday.

The thermometer took a dive overnight with locals waking up to a much cooler day on Saturday with the thermometer only reaching a top of 19.3 degrees.

It got down to single digits on Monday with the Bureau recording just eight degrees at 5am before it warmed up to 23.3 during the day.

Cooler conditions are ahead this week with 17 the expected top temperature for tomorrow, as well as Friday and Saturday.

Rep teams play at Forbes

Roosterettes score a very good win The Roosterettes may have been short on numbers for their Round 2 Castlereagh League Tag game at Binnaway on Saturday but they definitely weren’t lacking ability and dominated the game to win 16-8.

Played in wet conditions, both sides were forced to change their usual playing styles and adapt to wet weather footy.

Cobar led start to finish and it was their persistency on the line and making the most of any opportunities presented to them that saw them through to the win.

Cobar’s quicks, Aisha Schofield, Codi Mackay and Brianna Watson raced in three tries with Watson adding the extra four points with two successful conversions.

The Roosterettes debuted two new players in Saturday’s line-up who were thrilled to celebrate with the side after their win.

Golf washed out The Cobar Netball Association Under 14s and Under 13s representative teams competed at the Forbes Netball Carnival on Sunday. For most of the Cobar players, it was their first experience playing at a carnival. The Under 14s Copper team finished as runners-up in their division with three wins, a draw and a loss for the day. Ethan McLeod and Sarah Nicholson were standouts for the team, showing both leadership and sportsmanship. The Under 13s Zinc team had a goal of scoring six goals in their first match but went better and doubled it! The team improved throughout the day with their best effort a 20-4 win over Forbes as well as playing two narrow losses with Parkes and Blayney. Although the Epiroc sponsored Mens’ Open was a casualty of the wet weather, another date for the tournament will soon be decided, which will be planned so as not to inconvenience any pre-scheduled men’s or women’s competition games or any other planned Opens competitions in surrounding towns.

This week should have fine weather for matches.

The women’s scheduled games this week commence with a Stroke event today.

A Stableford is set down for Saturday and a free Par round will be played on Sunday for Mothers Day. The Match Play competition draw has been finalised and is on the golfers’ notice board at the club.

In the men’s competition, a Stableford will be played on Saturday for the Monthly Medal competition while on Sunday the 3rd Round of the Captain’s Trophy will be contested as a Stroke event.

The Bill Bartlett Memorial Matchplay draw has been posted on the golfers’ notice board at the club.

Bowlers welcome golfers to greens

A field of 22 bowlers, which included six golfers who swapped their sticks for bowls, were out on the Golfie greens on Sunday.

Expert bowler David Schofield, who’s team included legendary bowler Peter ‘Skeet’ Goonrey and Tabitha Mitchell were never in doubt of winning as they thrashed their opposition by a resounding +21 points.

Their opponents Mike Sargent, Greg Clark and David Thomas usually play much better so obviously they just had an off day!

The runners-up for the day were the husband and wife doubles team of John and Karen Daly with another high score of +18 against Glen ‘Kiwi’ Ratcliffe and Helen Boddy (who also simply had a bad day at the office!).

Gerard Livingston, Paul Kershaw and gun Allan Gardoll won with a +6 margin in their game with Greg Read, Peter ‘China’ Brien and Tom Best.

The tightest game of the day was between Alan Knight, Marlene Wynd and Peta Zazoniuk who played Craig ‘Duck’ Grimmond and brothers Alec Fraser and Mark ‘George’ Fraser with Team Knight winning by +1.

Voted as the ‘Stand Out Bowlers’ on the greens were newcomers Tom Best, who was dubbed “A Natural” by all, and Peta Zazoniuk who’s only played a few games but shows great potential.

Gardoll was another standout after stealing quite a few shots from veteran bowlers with finesse.

The George Giraffe Award’s only candidate was China Brien who’s bowl was 20 metres short thus setting an all time record!

Two teams from Cobar recently competed in the Hillston Triples Carnival with the winners of the two day tournament being the Cobar side of Kyle Roberts, Craig ‘Duck’ Grimmond and Don Roberts.

The other Cobar team of Jimmy Goonrey, David ‘Ooze’ Knight and Greg Read finished in 4th place.—The Second

A re-start of darts After a two week break for the school holidays, the local darts competition recommenced last Wednesday night.

In the winners circle last week were Dartaholics, Golfie Spearchuckers and RSL. Dartaholics won their match 8-3 over Empire Pirates; Golfie Spearchuckers finished with 6-5 Victory over Empire Barflies; and the RSL Diggers also won 9-2 over Western Outlaws.

Hundreds and high scores were recorded by: Dartaholics—Kylie Tiffen 125, 101, Jason Arnold 100 and Craig Jones 100; Empire Pirates—Daniel Duell 100, Jackie Duell 100, Brendhan Freeman 100, 112 and Waylon Ward 100; RSL—Maurice Bell 117, Kyle Roberts 140, Tyler Roberts 120 and Nathan Thaily 120; Empire Barflies—Rodney Coleman 100; Spearchuckers—Dick Tulloh 100, 100, 101, 100, 100, Cec Hargraves 100 and Darryl Curtis 140.

Harland also won the Ian Settree Memorial One Night Stand with the lowest combined times with Swainston second and Lucas Hardy third.

The Brace Relay winners of the season were John Carswell and Scott Toomey; Kevin Mitchell was the Most Improved Swimmer to collect the Tom Knight Memorial Shield and the Brush Award for a ‘memorable tour’ went to Greg Dimond.

Beaten by Bulls The Cobar Camels faced the Nyngan Bogan Bulls at Nyngan on Friday night in the opening round of the Western Plains Rugby Union 2022 competition.

The Camels knew they were going to be up against it playing against the dominant team from last season and travelling with just one sub on the bench.

Thanks to their pre-season fitness training, the Camels got off to a great start and kept the Bulls mostly contained to trail 22-0 at half time. The score however blew out to finish at 51-5 in Nyngan’s favour by the final whistle.

2021/2022 season was a swimming success The Cobar Swimming Club marked the end of their 2021/2022 swimming season with a presentation night at the Cobar Bowling & Golf Club on Friday night.

The Championship winners this season in each age division were: 5 years—Isla Jo Murray; 6 years—Rosie George and Ford Ellison; 7 years—Queena Jiang and Cooper Trudgett; 8 years—Taj Goonrey; 9 years—Hannah Trudgett and Tommy George; 10 years— Taylah Wyllie; 11 years—Holly Watt; 12

years—Montana Grentell and Elijah Hodges; 13 years—Megan Guirin and Axel Fairfull; 14 years—Amara Bottom and Zaiden Saunders; and 15 years—Henry Knight.

The runners-up girls and boys in each age division were also recognised.

Gold (1st), Silver (2nd) and Bronze (3rd) medals were presented to the season’s Pointscore winners.

Gold medals in the 17 metres division went to Hallie Deppeler and Ford Ellison while in

the 33 metres, the winners were Kayla Gidigasu and Ryan Jiang.

Taylah Wyllie and Harry Cousins were the 50 metres Pointscore winners while in the 100 metres division, the Gold medal winners were Taylah Wyllie and Henry Knight.

Henry also finished as the 200 metres Pointscore winner along with Clair Cousins.

Among the perpetual trophy winners this season were: Tillie Cain and Taylah Wyllie, who shared the KML Junior Club Person award.

The Brian Howell Achievers Shield went to Nick Hodges while the Norm Higgins Overall Most Improved swimmer of the season was Harry Cousins.

The Eric and Audrey Martin President’s Choice award was earned this season by hardworking committee member Rebecca Wyllie.

The Tom Knight Encouragement Award went to Tom Mitchell while Clair Cousins was named the Colleen Martin Junior Achiever of the season.

The Bunyan Family Senior Club Person trophy went to Amara Bottom.

A group of 29 swimmers also collected their 17m Superstar awards and four 17m Graduate swimmers were recognised for their improvements over the season as part of the club’s end of season presentations.

Cougars stars

Two players from Cobar were named among the season’s best at the Castlereagh Cougars Women’s Rugby League 2022 end of season presentations.

Hannah Carroll, who captained the 19s team this season was named as her side’s Players’ Player, and Sarah Morley, who earned the Coach’s Award playing this season with the Cobar swimming Club’s perpetual trophy winners pictured at Friday night’s end of Cougars 17s team, were announced among the season presentations at the Cobar Bowling & Golf Club: Amara Bottom, Taylah Wyllie, winners at the club’s presentations at the Coonamble Bowling Club on Sunday.
