Water security in the pipeline for Cobar Impatient driver caught speeding

A new water pipeline between Cobar and Nyngan is one step closer to being built after the Federal Government last week announced $1 million in funding to develop a business case for the pipeline upgrade. Federal Member for Parkes Mark Coulton welcomed the study into the proposed pipeline upgrade, which he said had the potential to secure Cobar’s future. “This announcement is a significant first step to ensuring the future growth of Cobar that represents a region rich in resources,” Mr Coulton said. “The current pipeline and pumping stations are the sole source of water supply to almost 4,000 locals, and the assets are nearing the end of their design life. “A pipeline upgrade would not only provide long-term regional water security and drought resilience for the region, but will help create economic stability so that the community can keep enjoying Cobar’s lifestyle.” The funding for the detailed business case will include preliminary geotechnical investigations, detailed concept design, environmental and heritage assessments, and procurement strategy and cost estimates. Cobar mayor Peter Abbott said the announcement was very good news and will kick start the water pipeline upgrade project which is estimated to cost around $70-90 million. Cr Abbott said the Federal Government funding announcement indicates that his recent discussions with the NSW Minister for Water Melinda Pavey, whose Government is responsible for supplying water to Cobar, hasn’t fallen on deaf ears. He said it’s good to see the State Govern-

ment has the support of the Federal Government and they are working together to co-fund projects that will increase water security. The Nyngan to Cobar Pipeline Upgrade is one of eight water infrastructure projects to share in $22.3 million in Federal Government funding to develop business cases. Deputy Prime Minister and Minister for Infrastructure, Transport and Regional Development, Michael McCormack, said these business cases will inform more investment in new water infrastructure as part of the National Water Grid investment pipeline. “We have already committed more than $1.5 billion to over 20 water infrastructure projects with a total construction value in excess of $2.6 billion. Of these, eight have already been completed,” the Deputy Prime Minister said. “The Australian Government is delivering the water infrastructure that forms the National Water Grid as part of our $3.5 billion investment to secure Australia’s water future. “By investing in business cases we are demonstrating our commitment to supporting Australia’s regional economies over the long term and strengthening our 10-year rolling program of priority water infrastructure investments. “The development of robust business cases is an important step to support and inform evidence-based investment decisions, as we look to identify and build the dams, weirs, pipelines, water recycling plants and other projects that will form the National Water Grid,” he said. “Good planning leads to good delivery.” For further information go to: www.nationalwatergrid.gov.au

A 19 year old driver who’d been driving for over eight hours and was impatient to reach her destination, was caught speeding on the Barrier Highway near Cobar last week. The P1 Provisional female driver was detected near Cobar by officers from the Nyngan Highway Patrol travelling at 145km/hr (in a 110km/hr speed zone) at around 10.30am on May 1. Police stopped the vehicle and the driver, a 19 year old woman from St Georges Basin was found to be a NSW P1 Provisional Driver Licence holder, which meant she was restricted to a maximum speed limit of 90km/hr. She was issued an infringement notice for exceed speed over 45km/hr, which carries a fine of $2,520. Her driver’s licence was suspended on the spot for a period of six months. She told police she had been driving for over eight hours and wanted to arrive at her destination. The Highway Patrol officers said this incident is a reminder to other road users that roads in regional NSW have long travel distances between towns and exceeding the speed limit will only increase the risk to yourself and others on the road. Officers suggest drivers should plan their trips wisely and allow extra time to reach their destination.

Investigation leads to an arrest An investigation by Cobar Police has resulted in the recent arrest of a Cobar man who was charged with dishonestly obtaining financial advantage by deception. Cobar Police Sergeant Chris Power said Police received a report regarding an unauthorised transaction on a resident’s debit card. Sergeant Power said their investigation resulted in a search warrant being executed at a residential premises in Matthews Street on April 29. During the search police identified numerous items of clothing worn by the 24 year old male offender at the time of the offence. The man was subsequently charged and is to appear at Cobar Local Court in July.

Western NSW PHN staff all working towards zero suicide Cobar’s Suicide Prevention Care Coordinator, Jody McCabe, was invited to present at the 2021 Western NSW Regional Suicide Prevention Forum in Dubbo last week. ‘The Suicide Prevention Forum to Harness Global Knowledge and Local Insights to Deliver Practical Solutions’ brought together community members and suicide prevention specialists with a focus on one of the region’s most challenging issues. Hosted by Western NSW Primary Health Network (WNSW PHN), WNSW PHN Acting CEO Robert Strickland said the two-day event was an opportunity for attendees to hear the latest developments from across our region, and the continuing and developing strategies being used by a number of guest speakers. “Bringing together people who have the knowledge and lived experience is essential to developing effective strategies to prevent suicide in Western NSW,” Mr Strickland said. “The suicide rate in Western NSW is higher than the state average and WNSW PHN is developing and delivering localised strategies to address common sources of distress, such as isolation and disconnection from family, friends, community and culture. “We also wish to support communities to expand their knowledge, skills and confidence in being able to recognise the signs that someJody McCabe (at right) with her manager one may be going through hard times and proKirsty Smith last week at the Western NSW vide appropriate support.”

Jody said the region has a focus on #TowardsZero Suicide. In her presentation, Jody spoke about the initiatives they had brought to Cobar over the past two and a half years including: Mates in Mining, working with farmers, RUOK days, her work with local schools, the facilitation of ‘safe talks’, participation in Batyr days, community engagement during NAIDOC Week and working with the local rugby league club. “The Roosters got the suicide prevention logo on their jerseys and they were the first club in Western NSW to recognise the suicide prevention program, so that was a great success,” Jody said. Based on statistics, she said their key target areas in Cobar are Aboriginal people, farmers, miners and youth and each of their programs are designed with that focus in mind. Jody said Cobar was chosen to be part of a suicide prevention trial based on the high number of people aged 18+ requiring a “crisis mental health intervention”. She said much of the problem with poor mental health (which can lead to suicide) is the stigma that surrounds it. “That’s basically what we’ve been doing here in Cobar, working with the community in addressing the issue and breaking down the stigma, which was a huge win for me, because I know when I first started in this role, no one wanted to know me,” she said.

Club president Jarrod Marsden and his committee put on as good a meeting as I have witnessed in Cobar and that is since 1970. It is a pity our former Mayor Lilliane Brady was not here for it, as she would have loved it. Again, I hope all the mothers out there were spoilt on Sunday for Mother’s Day. Peter Abbott, mayor

Young mum tells health inquiry her experience is not unique

Young mum, Alison Pearson (pictured above with her seven month old son, Hunter) was invited to speak about her health experiences at the Parliamentary hearing of the Rural Health Inquiry in Cobar on April 30. St Laurence O’Toole Catholic Church

Alison Pearson, a young, local mother, was invited to speak at the Parliamentary Hearing in Cobar last week of her experiences with the NSW health system after making one of the 705 submissions to the Rural Health Inquiry. She said her submission was by no means a “shot” at the medical professionals working in Cobar. “I am a firm believer that the people we have working here have the drive and skills beyond the equipment and resources they are armed with. “I speak in support of them as much as us as patients,” Ms Pearson said. She praised the local health services staff as “capable and caring medical professionals” and was concerned that “they face severe scrutiny just trying to do their jobs when they aren’t provided the tools to do it”. Ms Pearson decided to write of her experiences after State Member for Barwon Roy Butler put out the call last December asking locals to make a submission. At that time Ms Pearson had not long given birth to her son Hunter. While she’d had some health concerns before she fell pregnant and some complications during her pregnancy, along with the emergency hospitalization of her son just 10 days after his birth, Ms Pearson didn’t believe that her story was “unique”. She said she wanted to enlighten the inquiry panel as to some of the challenges that expectant mothers, like herself, face both before and during pregnancy and also after the birth of their children and also the challenges that

our under-resourced rural health services staff encounter. “I wanted to point out the differences between what larger areas have and what we don’t,” Ms Pearson told The Cobar Weekly. In her submission, she outlined her personal health experiences with specialists in Orange, Dubbo and Bourke, with the Cobar, Trangie and Narromine health services, the Dubbo Hospital Emergency Department and with the difficulties she faced in the timely access to procedures such as ultrasounds and other tests. Ms Pearson also spoke about the large amount of travel she’d undergone for routine check-ups and the delivery of her baby and how the IPTAAS (Isolated Patients Travel and Accommodation Assistance Scheme) allowance had been inadequate in covering her numerous travel and accommodation costs. Ms Pearson said thankfully her son Hunter was safely delivered in Orange and also had excellent care in Dubbo after “a scare” when he was just 10 days old. However she said she does not feel safe knowing her family, friends and the people in her town are more likely to die unnecessarily just because of where they choose to live. “I choose to live in a rural and isolated town full of wonderful people, gainful employment, culture, history, community spirit and despite its location - a lot of opportunity. So why should location mean lack of services?” Ms Pearson put to the Parliamentary Inquiry panel. “Why should my choice to live in a town that contributes to our region and our country in mining, agriculture and infrastructure make me have any less rights to what I would call basic health care than someone in a large town or city?” She implored the panel to afford Cobar residents and those living in other rural areas the same rights given to cities. “Use our stories to show the government and even other citizens of NSW, the injustices we in rural areas face daily. “I have only shared a snippet of my story but still hope it opens at least one person’s eyes to what is really happening in the bush,” Ms Pearson wrote. Her submission echoed the submissions made by a number of other Cobar locals (and many other rural residents) who have called for a “fair deal” when it comes to health services.

Roy continues to put rural health issues in spotlight

State Member for Barwon Roy Butler continues “to go into bat” for his rural electorate highlighting more health concerns that rural residents face. “This week I have asked the Health Minister about the seemingly never ending wait people are experiencing when they need to access specialist medical services. “I’ve been told that in Broken Hill there are 700 people on a waitlist to see a Dermatologist - the expected wait time - years!” Mr Butler has asked to see the data from NSW Health that will confirm this number, and has also asked about the frequency of visits by a Dermatologist to Broken Hill. “This is just one specialist service that has an excessive wait time,” Mr Butler said. “I have heard from people who have waited excessive amounts of time to see Oncologists, Cardiologists and Paediatricians. “While they’ve been on the waitlist their symptoms have only gotten worse and, for some, their disease has spread. “I’ve heard anecdotally that NSW Health assumes that some people will ‘leave the waitlist’ - you can make your own assumptions about how they leave,” Mr Butler said. “To add insult to people on the waitlist, if they seek a specialist out of Broken Hill in Adelaide they’re not eligible for any travel rebates because quote ‘these services are available in Broken Hill’”.

Guides try a new experience

The Cobar Girl Guides had a training session with the Roosterettes women’s League Tag team last week. Girl Guide leader Louise McKervey said some of the Guides had never played any sport so was a great way to give them some experience and also to meet new women in the community who they can look up to. The Guides have carried their “looking up to women in the community” theme to their community display as part of this year’s Cobar Show. The girls chose local women from the community whom they admire and put their photos into a “garden” display. Among those women who featured were Lilliane Brady OAM, the Cobar Health Service staff, a number of teachers, guides’ mums, former nursing home manager Sharon Huon, dentist Dr Caroline Bowman, artist Seigrid Peters, Cobar Junior League’s Simone Knight and Cobar Weekly’s Sharon Harland. ▪ Photo contributed

Wild dog control

The Australian Government is investing a further $214,500 to continue its support for the implementation of the National Wild Dog Action Plan 2020-2030, through Australian Wool Innovation. Minister for Agriculture, Drought and Emergency Management, David Littleproud, said the government’s latest investment takes its support for the plan to $2.4 million since 2013-14. “Wild dogs are a huge issue across rural Australia, costing our agricultural sector up to $89 million each year through livestock losses, disease transmission and control costs,” Minister Littleproud said. “The impact of wild dogs is devastating, with farmers and rural communities suffering emotional and financial stress because of wild dog attacks on stock. “Since 2014, the Australian Government has invested over $60 million to support wild dog management, assisting state and territory governments and land managers to control wild dogs and reduce their impacts on agriculture and the environment. “This extra funding will help support the ongoing delivery of the plan, an invaluable, evidence-based strategy that provides the blueprint for best practice, humane wild dog management Australia wide. “This work guides future national action plans for feral pigs, deer and other pest species. “It will ensure that we continue to have a clear, coordinated approach to guide farmers, land managers and other stakeholders on the best strategies and most effective control tools to protect our livestock and biodiversity from feral animal pests,” Minister Littleproud said.

Amber Lawrence & Catherine Britt team up again

Golden Guitar award winning, country music artist, Amber Lawrence had such a great time when she last performed in Cobar that she’s decided to come back again! Amber’s last performance on a Cobar stage was in 2014 when she was on tour with Adam Harvey. This time she’s bringing a former CMAA (Country Music Association of Australia) Female Artist of the Year, and good friend, Catherine Britt, to help her entertain Cobar audiences. Speaking to The Cobar Weekly on Friday Amber said she and Catherine had such a good time back in 2017 when Catherine had been a guest vocalist on her song, ‘Cheers to the Girls’. “When we were in the studio singing, we thought, we should do some shows together. “And then when you tour with another artist, you either finish the tour and go ‘never again’, or you say ‘let’s do that again’. “For us, we thought it was really good. “Our styles compliment each other, we have similar fans, and we thought let’s do it again, so here we are!” Their current tour is called ‘Love and Lies’. “I think a lot of girls will identify with Love and Lies,” Amber said. “Cheers to the Girls was about being in a relationship where you thought it was love, but it was all lies and finding that strength to move on. “Our show is very positive and about female strength. “A lot of our songs are about resilience and standing up for yourself and self-belief,” Amber said. The tour also gives Amber the chance to introduce some of her new songs off her latest album, Spark, (including ‘Outrageous’ which is quickly becoming a big hit). Catherine will also be showcasing songs from her latest album, Home Truths. She says home truths are the best truths—direct, personal and from the heart—and that’s just the way Catherine sings. The Cobar Bowling & Golf Club is hosting Amber and Catherine this Sunday afternoon and offering free entry to their members for their Love and Lies Cobar concert. Three wins for Junior Roosters at home The Cobar Junior Rugby League Club hosted the South Dubbo junior teams at Tom Knight Memorial Oval on Saturday for Round 2 of the Dubbo & District competition. The Cobar Under 10s, Under 11s and Under 13s side all finished with wins this week. The Roosters Under 10s recorded a thrilling 36-20 win over the Dubbo visitors with George MacDonald unstoppable scoring an incredible five tries in Saturday’s match. Team mate Jaxon Waugh crossed twice and Talas Burke also touched down to add to the Roosters winning tally. Mason King and Judd Josephson were responsible for their conversions. Pumas win at the Camels expense

The Warren Pumas scored their first win of the Western Plains Rugby season on Saturday, unfortunately that came at the hands of the Cobar Camels. The Pumas played confidently in front of their home crowd to finish with a big 58-17 win over the Cobar side. Cobar’s points came from two tries to Jacob Christie, along with two conversions and a penalty kick by Kody Martin. The win promotes Warren to third place on the 2021 Western Plains competition table and after their third loss Cobar is sitting at the bottom of the table behind Gular. The Camels have a chance of improving their fortunes this Saturday when they take on Gular at Gulargambone.

Naoko keeps Cobar track record intact

The President’s Day triples tournament overall winner was the team of Dean ‘Bogga’ McLeod, Daniel Holt and Ian Prendergast who are pictured on Sunday afternoon with the morning winners, Tony Brown, Craig Grimmond and Bian Smith.

An excellent field of 60 bowlers An excellent field of 60 bowlers turned out for the annual Cobar Bowling & Golf Club President’s Day on Sunday. The greens were in tip-top condition as was the spectacular lunch provided by Rhonda Hudson and her side kick Doug. A number of teams from Hillston and Bourke along with their respective club presidents, Guy Felton and Mark O’Shannessy attended. The team of Daniel Holt, Dean ‘Bogga’ McLeod and Ian Prendergast finished as the overall winners with the minor placings going

to Kurt Dickson, Joan Dickson and Mark O’Shannessey and the team of David Schofield, Marlene Wynd and Randall Hall. The winners of the morning round were Tony Brown, Bian Smith and Craig Grimmond who flogged the Men’s President Jim Goonrey and his team of John Fitzgerald and Peter ‘Skeet’ Goonrey. The afternoon winners were David ‘Ooze’ Knight, Barry Bargwanna and Frank Singleton who had an easy win over the team consisting of Stuart Simpson, Narelle Kriz and Sandra Zazoniuk.—Not biased

Nine year old chestnut mare, Naoko, maintained a perfect record at the Cobar Miners Race Club track when winning the WesTrac Cobar Cup on Saturday for Dubbo trainer Connie Greig. Over 1,700 metres, Naoko has won in succession the 2020 Cobar Cup, 2020 Cobar Picnic Cup and 2021 Cobar Cup. Bathurst-based Chelsea Ings was the winning jockey on Saturday and played a major role with a patient ride. Monterey Magic and Chicago Nights shared the lead from the favourite Lucienne while Naoko had an easy time at the tail of the field. With a strong run down the outside Naoko ($2.70) raced past Chicago Nights (Bradley Vale, $6) to score by over a length with Lucienne (Clayton Gallagher, $2) over six lengths away third. Naoko has now won 10 races and been placed 25 times from 116 starts. The first leg of a winning double for Ings was the Michael Plummer, Narromine-trained Cherry Pie in the 1,200 metres Vinty Delaney Memorial Class 1 Handicap. Cherry Pie ($6) tackled the leaders halfway down the straight and broke clear to win by almost two lengths from Cheselbeach (Gallagher, $1.75 favourite) and Orezira (Vale, $4.40). Gallagher rode the other three winners, Bray and Travstar for trainer Brett Robb, who moved from Nyngan to Dubbo this week, and Rebecca’s Quest for Menindee trainer Wayne Marsden. Raced by a syndicate from Tottenham Picnic Race Club, Bray ($3.20) reached the lead turning for home and was a convincing winner from Well Decorated (Ings, $13) and Late Return (Vale, $8) in the 1,200 metres Buckman Family Benchmark 50 Handicap. Owned by Val Wray from Nyngan, the Brett Robb trained Travstar ($1.80 fav.) was given a nice run behind the leaders by Gallagher and won by over a length from the Wayne Prisk, Cobar-trained pair Cinders (Nyssa Burrells, $3.80) and Miss Cran (Angela Cooper, $15) in the 1,000 metres George Booth Memorial Maiden Plate. Making it five wins from the last six starts, Rebecca’s Quest ($2.10 fav.) carried the 61kg top weight when taking control in the straight to win the 1,000 metres Brady Family Memorial Benchmark 58 Handicap from Meteor’s Man (Elissa Meredith, $4) and Vonnida (Burrells, $6). Outstanding improvements to the facilities at the Cobar racecourse were appreciated by the big crowd [which was estimated to be 1,500 people].—Colin Hodges
