I

t gives me a great deal of pleasure as mayor to extend a warm greeting to you. Whether you are a new resident of our community or a short time visitor, we hope you will agree that Clarendon is a special place with warm caring people and much to offer to those who come to our little city. We have a lot to be proud of in Clarendon, and we are excited to share it all with you. There are many family activities throughout the year, including the annual Chuckwagon Cookoff in September, the Cotton Festival down the road in Hedley in October, the Clarendon Arts Festival also in October, our Courthouse Lighting Ceremony and Small Business Saturday in November, and the Chamber of Commerce’s Christmas in Clarendon in December. To learn about our community, I encourage you to stop by our Visitor Center at 110 S. Kearney Street at the Mulkey Theatre. There you’ll find the office of the Chamber of Commerce and the Clarendon Economic Development Corporation and people who can help answer any question you have about our town. The Mulkey itself is also a source of pride and interest. The 1946 theatre is undergoing a revitalization that will turn it into a conference center and live performance hall in

addition to a movie house. Stop by the Mulkey at night to see its beautiful display of neon and LED lighting. In addition to an excellent public school system, we are very proud of Clarendon College, which was rated the number two community college in the State of Texas for student success in 2015. The Saints’ Roost Museum is an excellent place to spend some time learning about our history. The museum is open daily Tuesday through Saturday. Greenbelt Lake, located just north of town, is also something we’re quite proud of. Greenbelt offers fishing, camping, and other recreational activities. And we’re excited to have a new disc golf course there as well. Here in town we encourage you to visit Prospect Park just south of our downtown on Kearney Street – a beautiful place for a family picnic, reunions, birthday parties, or to let your kids run and play. We also invite you to visit our numerous historic markers throughout the city and especially hope you will visit our 1890 Courthouse. We hope you enjoy your stay and find that Clarendon is the best place to be. And again, on behalf of the City Council, City Administrator David Dockery, and all the city employees, welcome!

Home of the ‘Jewel of the Plains’ By Donley County Judge John Howard, MD

O

n behalf of the elected officials and employees of Donley County, let me extend a warm welcome to our community. Donley County is proud to be home to one of the finest county courthouses in the state. Called “The Jewel of the Plains,” it was built in 1890 and restored in 2003. Celebrating its 125th anniversary last year, the Donley County Courthouse is home to the Judge, County Attorney, County Treasurer, and Adult Probation Officer and is venue for the 100th District Judge. It also is the site for the meetings of the County Commissioners. Feel free to drop by and tour this historic facility as visitors are welcome in the oldest functioning courthouse in the Panhandle. The courthouse grounds are the site of the county’s annual Saints’ Roost Celebration in July and you will want to come by for the Christmas lighting ceremony as well on Saturday, November 26, 2016. County government in Texas is directed by the Commissioners Court, comprised of four Commissioners, elected from each of the four precincts, and the county Judge, elected at large. Generally, Texas counties provide the essential things that make our communities livable: roads and bridges, law enforcement and corrections, a court system to protect our legal rights, secure storage of our important public records and protection against threats to public health and safety.

The 1890 Donley County Courthouse is recorded in the National Register of Historic Places and was fully restored at a cost of $4.6 million in 2003. The building is open to the public during regular business hours year round. ENTERPRISE ARCHIVE PHOTO

The Courthouse Annex houses offices for tax collection, vehicle registration and transfers, and maintaining public records, deeds and birth certificates as well as voter registration and the supervision of elections. Justice Courts are maintained by the Justices of the Peace with offices in Hedley and in Clarendon. In many ways the county government functions as an arm of Texas’ state government to provide the infrastructure that enables Texans to live productive lives in harmony with each other.

As provider of public safety, the Sheriff’s Office is responsible for making Donley County one of the safest communities in the area, if not the entire state. And we are proud to be able to provide 24-hour onduty officers, a rarity for a community of our size. Emergency Medical Services are provided by the Associated Ambulance Authority, and we have, without a doubt, the finest emergency personnel in the region. Care is coordinated with tertiary care facilities in Amarillo and helicopter

medevac is available when required. The Volunteer Fire Departments of Clarendon, Howardwick, and Hedley are on call to protect life and property against a variety of threats, including fire, and the Clarendon department has an Emergency Dive Team ready to respond locally and to provide assistance area wide. Emergency Preparedness is coordinated through all our efforts, and we stand by, ready to assist. Donley County is a great place to live, and we are pleased to have you join us.

Pioneer Spirit the Story of Saints’ Roost In 1878, a charismatic preacher led a group of Northern Methodists to the frontier of the Texas Panhandle to settle at the junction of Carroll Creek and the Salt Fork of the Red River. Rev. L.H. Carhart set out to establish a Christian colony built on the values of temperance and education, and he named it Clarendon in honor of his wife, Clara. As the third settlement in the Panhandle, Clarendon stood apart from the wilder towns of Mobeetie and Tascosa, which were more known for saloons and rowdy cowboys. The colony strictly forbade alcohol, built a church as one of its first landmarks, and set plans in place for an academy to bring education to the plains. The neighbors

said Clarendon was where the saints roosted, and soon the nickname stuck… Saints’ Roost. Nine years later, the future of the colony came into question when it became apparent that the Ft. Worth & Denver Railroad would

miss the town. A vote was taken, and by the fall of 1887 houses, businesses, and people were all making the move six miles south to the present site of “new” Clarendon. The railroad brought people and commerce; but

it also brought new lifestyles with saloons and other “vices.” And yet, the town did not lose sight of its original ambitions, becoming the home of the Panhandle’s first Methodist, Catholic, Episcopal, and AfricanAmerican congregations and establishing the area’s first college in 1898. Donley County eventually re-established prohibition in 1902, and Saints’ Roost again banished alcohol sales until 2013 when voters reversed the 111-year-old tradition. Today, if you like, you can raise a glass in old Saints’ Roost, but there’s no escaping the town’s original character. With a variety of churches and faith-based services and one of the highest-rated community colleges in the state, Clarendon remains true to its principles and welcomes visitors and newcomers to stay all night… or stay a little longer.

Visitors to Clarendon’s Saints’ Roost Museum or the nearby Charles Goodnight Historical Center in Goodnight will notice both those locations are marked by 22feet tall steel arrows painted in the traditional colors of the Comanches.

Smith are just two among dozens of similar arrows across 52 counties in the Panhandle and South Plains installed to honor historical landmarks, sites, events, and artifacts in museums that link this region to the Native Americans who last roamed this area. It is named after Quanah Parker to recognize his role as the chief of the Comanche people, who were the most powerful

The Old West Lives On...

at the

Chuckwagon Cookoff

Since 1995, the Saints’ Roost Museum has paid tribute to the legendary Panhandle cattleman Col. Charles Goodnight with a cookoff in his honor on the fourth Saturday in September. When the colonel bolted a food box and folding table to the rear of a surplus army wagon in 1866, he probably never dreamed the impact his “Chuck” wagon would have throughout the West. The invention became commonplace on cattle drives and ranches everywhere, serving not only as a kitchen but also a post office, parlor, hospital, store room, and cowboy social center. Now each year, the Col. Charles Goodnight

Chuckwagon Cookoff hosts more than a dozen cooking teams with authentic wagons who go head-to-head to battle for cash prizes and bragging rights at one of the nation’s premier cookoffs. Clarendon’s cookoff was honored to receive the 2014 Event Award from the American Chuck Wagon Association. Clarendon and the Museum extends a special invitation for you to join us Saturday, September 24, 2016, for a celebration of the Old West, which is gone but never forgotten. We know you will enjoy it, and we look forward to seeing you. And if you can’t make this one, mark plans now for the next one on September 23, 2017.

Housed in the 1910 Adair Hospital, the Saints’ Roost Museum preserves the heritage of Donley County and the Texas Panhandle. Exhibits include Native American artifacts and a focus on pioneer life with a special emphasis on philanthropist and JA Ranch founder Cornelia Adair, trailblazer Col. Charles Goodnight, and Western artist H.D. Bugbee. The Museum is also the home of transportation exhibits in the restored 1887 Ft. Worth & Denver City Railroad Depot.

The eighth annual Clarendon Arts Festival will be held October 20, 22, and 23 at the Donley County Activity Center located one mile north of the city on State Hwy. 70.

The Arts Festival opens to the public Saturday from 9:00 a.m. to 5 p.m., and art of local students will also be on display to showcase the talent of the kids.

The event, sponsored by Clarendon’s Les Beaux Arts Club, begins with the Preferred Buyers Reception held Thursday evening, October 20, from 6:00 to 9:00, where buyers will be delighted with the variety of art being offered at the festival.

Sunday the arts festival resumes at 11 a.m. and runs until 4 p.m. Those attending the Sunday can enjoy St. Mary’s famous Annual Enchilada Dinner.

You need to know... at Greenbelt Opened in 1968, the reservoir was constructed without state or federal funds and is the private property of the Greenbelt Municipal & Industrial Water Authority. Greenbelt Lake provides water for its member cities of Clarendon, Hedley, Childress, Quanah, and Crowell as well as for some customers of Red River Water Authority and other contracted customers. Whistle-Stop Trade Days and Farmers Market

Family fun and great bargains are a regular occurrence at Clarendon’s new Whistle-Stop Trade Days & Farmers Market. Located on US 287 East, the Whistle-Stop Trade Days has drawn large crowds each month since April when owners Kimberly Britten and Jordan Green held the grand opening for what is truly a unique shopping and entertainment experience. One weekend a month (see advertised dates below), the Whistle-Stop hosts scores of vendors selling everything from homemade jerky to goat milk soaps and lotions to clothes to furniture to junk. It’s a shopper’s dream come true!

And when you’re ready to take a break from shopping, a cold beverage and live music are waiting for you in the treecovered beer garden at the back of the property or enjoy your beverage indoors at the Wet Whistle bar. A bounce house and a variety of food trucks are also sure to keep you and your family happy for hours and hours. Clarendon Country Club Overlooking Lake Greenbelt, the Clarendon Country Club offers one of the nicest 18-hole golf courses on the Rolling Plains. Just seven miles north of Clarendon on Hwy. 70, the club is located at 100 Porter Drive in Howardwick. The course is open every day except Tuesday, and scrambles and tournaments are scheduled year round. Green fees on week days are $14 ($13 for seniors). Weekend green fees are $16 ($15 for seniors). Golf carts are available for rent for nine holes at a rate of $11 for singles or $14 for doubles. Carts can also be rented for the 18-hole rates of $16 for singles or $20 for doubles. Custom Compounding A grant from the Don & Sybil Harrington Foundation in 2016 is bolstering efforts to rehabilitate Clarendon’s 1946 Mulkey Theatre. The $50,000 award was announced in May to help with the cost of installing heating and airconditioning the theatre, and project supporters have until December 31 to raise matching funds to secure the grant. The theatre opened in February 1946. An earlier movie house on the same site had burned nearly a year before, but Mrs. Lema Mulkey and her business manager, Lee Bell, were dedicated to rebuilding and name the new structure for Mrs. Mulkey’s late husband, Homer. For the next 40 years, the Mulkey would provide entertainment for generations of Donley County residents. But eventually, the theatre closed and fell into disrepair during the 1980s. The theatre’s future seemed bleak until 2008 when local civic leaders stepped in and began

the effort to “Bring Back the Mulkey.” A 2011 designation by Preservation Texas, listing the Mulkey as one of the state’s most endangered historical sites, gave a boost to fundraising and awareness. Today, thanks to the support of a combination of public and private funds, the Mulkey again shines brightly. And with its exterior magnificently restored, work continues to rehabiliate the interior. The city’s Visitor Center in the former Mulkey barbershop houses the Clarendon EDC and the Chamber of Commerce. When completed, the Mulkey will also serve as a conference center and performance hall as well as a movie house and will be available for plays, concerts, class reunions, birthdays, and more. Whatever it is you are searching for – general education courses for transfer, a specific career path through one of our Career/Technical Education or Workforce Development programs, or as a course for personal enrichment – Clarendon College can help you to achieve greatness! This past year has been one of great achievement for the Bulldog Nation. We received full reaccreditation from SACS in June; earlier this spring we announced our partnership with Texas Tech University School of Nursing – our ADN graduates receive automatic acceptance into the BSN Program at TTU, transferring 90 hours from Clarendon College; Clarendon College is the fastest to an Associate’s Degree in Texas with a time spent of 2.3 years (the state average is 4.4 years); and our average degree is completed with 66 credit hours (the state average is 90 credit hours). Clarendon College offers a wide range of extracurricular activities for our students. Our drama department offers productions each semester, and our athletic

department fields teams in Volleyball, men’s and women’s Basketball, Baseball, and Softball. Clarendon College is also home to a nationally-known Meats and Livestock Judging program as well as rodeo and ranch horse teams. CC hosts roping events at the Livestock and Equine Center for the community to participate in. Clarendon College is also the home of Wyatt Casper, 2016 NIRA National College Champion in saddle bronc riding! Bulldog Baseball had two players taken in the first nine rounds of this past MLB Draft. We are very proud of our partnerships with our local school districts to offer their students dual-credit. Many students can take advantage of these offerings to graduate from high school with several college courses completed. Not only are academic transfer courses available, but Clarendon College is also working to expand our Career/Technical Education offerings, enabling students that choose to enter the workforce after high school an industry recognized credential. Through the partnership agreement that was formally signed in March, CC students who earn their Associate’s Degree in Nursing are automatically admitted into Texas Tech’s Bachelor of Science in Nursing (BSN) program, which then can be completed online. “It allows students in our area opportunities for education here without having to pack up and move,” CC President Robert Riza said. “They can keep their families here, keep working, and improve their education and payscale.” 42

What’s New: Thanks to the expansion of the PEAK Scholarship program, Clarendon High School students can take dual credit courses through Clarendon College. The PEAK was originally designed to provide two years of “last-dollar scholarship” for CHS graduates to attend CC, but a $60,000 commitment by the Clarendon College Foundation has broadened the program to cover dual credit courses. Starting in the fall of 2016, the PEAK will fully fund the first three face-to-face hours of dual credit courses per semester for eligible high school students. 44

larendon CISD joins our entire community in welcoming you to our historic city. Our goal is to provide a quality education in a safe, supportive environment rich with technology. We accept that not all lessons are taught in classrooms and look for teachable moments in all our endeavors. We want to recognize and reward our student servant leaders and hearten all of our students to do their best in whatever they do and in how they treat one another and our staff. Clarendon CISD has a strong history of success in all sports and has seen our recent teams and individuals both competitive and regular playoff entrants, often going on long runs and making state level events. Our academic teams and individuals routinely go to the state UIL meet in Austin and medal. The Junior High and Elementary UIL participants compete for district titles every year. We encourage all of our students to participate in

extra-curricular activities from sports and band to UIL and One Act Play. We value our relationship with Clarendon College and offer up to 20 courses through them each year, 17 of which are Dual Credit courses. This school year, for the first time, we will use the PEAK Scholarship to help pay for the Dual Credit classes. We have had students graduate with up to 36 college hours, enough to put them in Sophomore level classes when they enroll. We are excited to offer this year a Dual Credit welding program where students can take up to 12 hours and earn the Occupational Skills Award. Clarendon CCISD strives to prepare our students for success beyond high school graduation. We believe that working with technology is key in this effort; therefore, we have a 1 to 1 program in grades 6-12 with MacBook Airs, a number of computers in classrooms and carts, Promethean smart boards in every classroom, and

a commitment to stay on the leading edge of instructional technology by investing in training, infrastructure, and devices in the hands of our students to make that technology meaningful. A school may be identified by its facilities, programs, extra-curricular success, and even its accountability ratings. But it is the people that make the difference, its students, parents, teachers, aides, secretaries, cafeteria workers, custodians and maintenance, bus drivers, principals, nurse, counselor, technology and special program specialists, and board. These people make our programs, facilities, etc possible and successful. We are very proud of our students and our dedicated, passionate staff. We are Family.
