Group of Ennis businesses object to Barrack Obama Plaza-style station

A

GROUP of Ennis businesses have indicated their opposition to the planned development of a Barrack Obama Plaza-style station on the outskirts of the town.

The Ennis Chamber has confirmed members will lodge a submission in relation to the proposed offline service area at Junction 12 adjacent to the M18, at Killoo, Clarecastle.

While the group insists is not op-

posed to an online motorway service area, they object to an offline development of this magnitude located at the cusp of Ennis, on the commuter corridor serving Shannon/Limerick.

The objectors are drawn from existing businesses involved in the convenience grocery, forecourt, general retail, hospitality and tourism sectors in Ennis.

‘Aldi refusal a blow to people of Shannon’ STUART HOLLY

INN Féin General Election Candidate and Shannon Councillor Mike McKee has expressed his disappointment over An Bord Pleanala’s refusal to grant Aldi planning permission in Shannon.

“Anger has very much subdued into disappointment at this stage because we have been used to having decisions like this being taken against us having a main street in Shannon for far, far too long,” Cllr McKee commented.

He added, “So there will be some anger but there will be more disappointment I believe.”

Aldi appealed An Bord Pleanala’s decision when they rejected planning permission a year ago.

Cllr McKee doesn’t hold out much hope of Aldi coming to Shannon any time soon, as he doubts a high court case would make a difference.

“I’m not sure would a high court case reverse that or would Aldi even try and do that. I doubt if it would change the decision.

So all in all, for Shannon it’s disappointing,” he continued.

“We had hoped all along it would open up the street scape for us on the main road, and that’s not going to happen for a long, long time to come.”

The planned Aldi site sits opposite the Lidl store in the Shannon Town Centre and Cllr McKee hoped that it would help open up the streetscape of the town and bring more visitors to the area.

“If you go to any European city or town, where you see a Lidl you’ll see an Aldi very, very close by and they seem to complement each other and we had hoped that people from the surrounding areas would have come in to visit Aldi because Aldi has a pretty loyal following and unfortunately that’s not to be at this stage,” Cllr McKee concluded.

Opposition to service station Mentoring

GROUP of members from the Ennis Chamber of Commerce plan to lodge a submission objecting to the proposed offline service area at Junction 12

on the M18.

In what is described as a protect local shop owners in the town, businesses including Hogan’s Mace, Ryan’s Centra, Donnellan’s Centra, The Old Ground Hotel, Temple Gate Hotel, Hotel Woodstock, Treacy’s West County Hotel, County Boutique and The Woollen Market have made a submission in relation to the project.

The proposal includes a service station building totalling 26,500 square feet, which includes retail shop, food court and seating areas, staff offices/training room, children’s play area and travel and tourism information area, as well as a large coach park.

Old Ground Hotel owner Allen Flynn told The Clare Echo that many business owners in Ennis are concerned that an offline service station of this magnitude would draw business out of the town.

of years and we don’t want that to happen.

We have worked too hard to try and get business into the town,” Allen explained.

The group is not opposed to an online service station, which can only be accessed from the motorway, but offline service stations can be accessed via other routes; ie via

Doora or directly from Ennis town centre.

The group also highlight that tourists who currently stop, shop and eat in villages on the way to Cliffs of Moher and other attractions in West and North Clare may instead stop at the motorway service area.

CLARE County Council has been confirmed as one of 12 local authorities offering mentoring opportunities to writers, in partnership with Words Ireland.

Some 12 mentorships are being run with local authorities this year, along with a further five non-county specific ones.

The mentorships are open to writers of literary fiction, creative non-fiction, poetry, and children’s and young adult's fiction.

“This county-specific opportunity will guarantee mentoring to a writer who was born in, or is resident for the last two consecutive years, in County Clare,” explained says Siobhán Mulcahy, Arts Officer with Clare County Council. “We are delighted to be able to offer this opportunity to writers of any age, race, gender, nationality who are resident in Co Clare, thus further developing Clare's reputation as a haven for poets and writers.”

Tributes paid to ‘influencial’ musician Tommy Peoples ELAINE TUBRIDY

RIBUTES have been paid to the late Tommy Peoples, one of Co Clare’s most prolific musicians.

Tommy passed away last Friday at the age of 70. Originally from St Johnstone in Donegal, Tommy lived in Toonagh, just outside Ennis, for the last 30 years.

Chairman of last year’s All Ireland Fleadh Cheoil Committee and driving force behind the Cois na hAbhna Archive, Frank Whelan was in awe of Tommy when he first heard him play with the Bothy Boys in the 1970s.

“When I moved to Ennis in 1988, it was an absolute privilege to get to meet him and talk to him,” Frank said. Frank got to know Tommy very well when they worked together on the Fleadh Nua, where Tommy was a teacher, and when Tommy was promoting his CD, The Quiet Glen,

which was recorded at his home in Toonagh 20 years ago.

“I probably got to know him at the nicest part of his life. He was very relaxed and at his best at that particular CD. Tommy’s nicest music is in that CD. And it think he was very proud of it himself,” Frank added.

Tommy Peoples is the only person to receive two TG4 Gradam Ceoil Awards; the Traditional Musician of the Year Award in 1998 and the Composer of the Year Award in 2013.

He was a giant of Clare’s music scene, known for the otherworldly, strange and exotic nuances of his playing style. Frank said that no one could imitate his unique bowing style.

“They mightn’t have understood maybe the nuances of his music but they knew it was something different and I think everybody, certainly at Fleadh Nua in the early years everybody wanted to listen to him and try and pick up something from him.

“There’s no doubt he influenced a huge amount of people and young musicians at the time,” Frank added.

THE Clare senior hurlers have moved to sincerely thank their fans following their heartbreaking exit from this year’s All Ireland following a tense semi-final replay against Galway in Thurles.

The Clare team’s reconnection with its fanbase was highly evident as the Banner faithful filled the terraces and stands on Sunday while Galway fans for the most part looked to be marooned in a sea of saffron and blue.

A scramble for tickets in Clare last week saw queues out the doors of Centras and Supervalus across the county, and it has since been estimated that Clare fans outnumbered Galway by three to one as they witnessed the Tribesman edge Clare by a solitary point.

In the wake of defeat, a spokesperson for the Clare senior hurlers thanked the fans for their support throughout a season which has seen the Banner defeat Tipperary, Waterford, All-Ireland finalists Limerick and Wexford while they etched out a stunning draw with reigning champions Galway in Croke Park, a match which will go down as one of the greatest in living memory.

The spokesperson said on Twitter, “The players and management would like to sincerely thank and acknowledge our supporters who shared our journey during 2018. We are devastated to have not made to the final but will learn and grow together from our experiences this year.”

The statement continued, “We appreciate the expense supporters incurred following us and for sharing some great days with us this year.

“We are down now but we will lift our heads in time to focus on coming back stronger, better and even more together in 2019. An Clár Abú.”

Clare fans weren’t long in returning the gesture, with many sending the team well-wishes online.

Ennis native Mike Hanrahan, of Stockton’s Wing fame, wrote “Thanks for an incredible year and your unbelievable dedication. It was nothing short of excellence. Mighty.”

Newstalk journalist and Clare supporter Richard Chambers added, “Well done gang.

The journey back to the promised land goes on.

Bring on the league!”

Local businesswoman Róisín Garvey wrote, “I went to every game because ye reminded us all how great hurling is. Thank you soooo much ... all the lads. Legends all.”

While Clare fan Robbie Healy added, “Unbelievably proud to be a Clare man, this is a great Clare team, there are serious days ahead next year, Cork and Tipp have to come to Ennis, up the Banner!”

Meanwhile, Dónal Moloney and Gerry O’Connor are expected to return for a third year in management with the senior side but on Sunday, Dónal admitted they would take time before making any decision.

Addressing the issue while speaking to reporters after the defeat, he said, “That’s for another day. Everybody has invested an awful lot in this journey, it’s not just this last two years for Gerry O’Connor and myself, this is going on since 2006”.

Post office closures signals 'death knell' of rural Clare ELAINE TUBRIDY

LARE’S Independent TD Dr Michael Harty has said that the closure of six post offices across Co Clare will be the “death knell” of those rural communities.

“People will now go to the post office in the next town or to the next village and will carry on their financial transactions, buy their groceries, visit their doctor, their pharmacist, engage in all the financial activities one would normally do close to a post office.

“So once a post office goes, it really is the unravelling of the fabric of a rural society and there are many villages and examples where post offices have closed and the village has gone into terminal decline,” he said.

It’s a hammer blow for West Clare communities in particular, with the post offices in Cree, Cooraclare,

Doonbeg and Lissycasey all closing their doors. Kilfenora and Fanore (Craggagh) have also taken the decision to cease trading.

Cooraclare Postmistress Geraldine Donnellan said the decision to close was not an easy one, but she feels she did not have a choice in the matter.

“It’s just not viable anymore. It’s a small office and we just don’t have the volume of people coming through,” she said. Geraldine has worked at the post office in Cooraclare for over 30 years and has been Postmistress there for the last decade. She is not sure what she will do once the post office closes, but she said she cannot afford not to find another job.

A spokesperson for An Post commented that they need to confirm details with the postmasters in relation to their personal contracts and their desired date of retirement “Most importantly we have to ensure the transfer to their customer transactions to a neighbouring office – this is really vital in order to help boost the business of other small local post offices and help sustain their future."

An Post also said that it was “inevitable” that some post offices would close, but closure numbers are not as high as some predicted.

“The fact is that we have to have offices in places where there are customers – and where customers are choosing to do their Financial and Government business,” the spokesperson said.

Sinn Féin’s representative for West Clare Violet-Anne Wynne has called on Clare’s TDs to intervene and prevent the closure of rural post offices.

She said the closure announcements have caused shock and anxiety within the communities affected.

"It is extremely worrying for older people in the affected communities.

They are vulnerable and no alternative to help them reach postal services is

being provided.

"West Clare already suffers from a lack of services, specifically in the lack of public transport now impacting the further journey to a post office,” she added.

"Clare TDs need to intervene and prevent the closure of rural post offices in West Clare. Otherwise it's the kiss of death to rural west Clare."

Meanwhile, Doonbeg business owner Rita McInerney has stated that the community of Doonbeg is devastated at the closure announcement. She claimed that An Post have acted in a disgraceful manner and have pulled off the biggest PR stunt of all time.

“This is another blatant attack on rural Ireland and it is no coincidence that all six of these post offices are located in the North and West Clare. Our way of life is being attacked from all sides.

“The post office is the heart of all of these villages. It has a knock-on effect to any local shops when people come to use the post office. That business will now go elsewhere - mark my words the closure of these post offices will result in the closure of other businesses."

Dr Michael Harty has visited some of the post offices that are closing and has concluded that the Government need to focus on adding services to the post offices instead of closing them down. Directing services such as farming administration, driving licence, motor tax etc. would bring more footfall to the Post office and make them more viable.

Dr Harty believes that closing rural post offices will do serious damage to the tourism industry.

“In a few short years there will be little or no infrastructure there for those tourists to see because the villages will have become shells of their former selves and that uniqueness of Irish culture and Irish society is going to be lost,” he added.

World record attempt Waiting lists for scans is has blanket appeal... ‘a scandal’

FTER years of hard work, thousands of volunteers and countless stitches, Valery Larkin’s attempt to break the world record for the largest knitted blanket is coming to fruition.

The blanket will be unveiled at the Showgrounds in Ennis on Saturday, August 25 and will be open to the public on Sunday, August 26.

“I can’t wait. Everyone that contributed from all over the world can’t wait to see it come together,” Valery said.

She has received knitted squares from the furthest reaches of the planet, including Australia, New Zealand, British Colombia, and Singapore.

When Valery started the project, she hoped to reach 15,000 square feet, breaking the current record of 14,835 square feet. The blanket has surpassed all of her expectations and Valery reckons it is now closer to 20,000 sq feet. It is made up of 60,000 individual squares.

“I didn’t think it would be as big. It’s been a fantastic journey and I have met such wonderful people. It has proved that I am not the only dreamer. There are others out there too,” Valery said.

Valery and her team are winding the blankets onto rolls ten at a time for easier transport and plan to unfurl them on the day. They are looking for volunteers to help

stitch the sections into one blanket.

“I’m actually hoping to get someone with a drone to film the record attempt and show how big it really is,” Valery said. Valery has set up a Gofundme page to help cover the cost of the record attempt, including paying for plastic sheeting lay under the blankets.

FIANNA Fáil General Election candidate for Clare, Dr. John Hillery has said that it is inconceivable that some people in the county are being forced to wait longer than 12 months for a diagnostic procedure at University Hospital Limerick or University Hospital Galway.

Dr. Hillery was commenting after new figures obtained by Fianna Fáil reveal that there are over 135,000 waiting for CTs, MRIs and ultrasounds across the country with more than 17,500 are on the list for over a year.

He said, “The high number of people waiting for procedures such as CTs, MRIs and ultrasounds is particularly worrying given the fact that they are di-

agnostic tests and are used to either confirm or rule out a condition. If these tests are being delayed by months and in some cases over a year, it could have serious consequences for patient outcomes.

“All of these procedures are carried out at both hospitals and these figures will be a great cause for concern for people on these waiting lists. However, it is not even the full picture. Our Health Spokesperson Stephen Donnelly asked the Minister to provide waiting times for a range of diagnostic procedures in hospitals across the country, but Minister Harris only gave details relating to CT scans, MRIs and ultrasounds.

Kilrush library now at 'modern standard'

LARE County Council has completed a refurbishment and upgrade of Kilrush Public Library at O'Gorman Street, Kilrush.

Originally constructed in the 1980s and of Scandinavian design, the library building has been renovated and upgraded to current building regulations and local authority standards. The internal works include an energy efficiency upgrade to building fabric walls, windows and roof; solar panels, installation of new heating and ventilation systems; modification of existing toilets to enhance accessibility; fire safety upgrade works and disability access enhancements.

Externally, improvements were carried out at the entrance to the building, along with a new garden and landscaped area to the rear of the building.

Clare Municipal District, commended the team involved in the project and said the library “is a great amenity for people in West Clare.”

He continued, “Public Libraries are important cornerstones of a healthy community. As gateways to knowledge and culture, they play a fundamental role in society. They play a particularly valuable role in many parts of rural Ireland. I am delighted that Kilrush Public Library has been upgraded to modern standards and I look forward to the community continuing to avail of the wonderful services on offer there.”

Helen Walsh, Clare County Librarian, commented, “With the new library development in Ennis scheduled to begin next year, it was acknowledged that infrastructural improvements in some of the older library building outside of the county town was required and it was really positive to achieve this high standard in

Traffic works for Meelick CLARE County Council’s plans for a traffic calming system in the vicinity of Meelick School and Meelick Church are finally progressing.

Fianna Fáil's Cllr Cathal Crowe revealed his delight in a statement to The Clare Echo this week, saying that for several years he has campaigned to have traffic calming measures installed at this location.

"Last November I tabled a motion at a Council meeting calling for a design to be submitted for Low Cost Safety Scheme funding in 2018. Thankfully these efforts have been successful and the Department of Transport has approved funding to the value of €70,000.

"The approved works will include the construction of 160 metres of footpath, the installation of an electronic speed-detection

sign and a significant improvement in signage and road markings. New and upgraded street lighting will also be installed."

Once completed there will be a parking restrictions on the bend at Meelick School and people will be encouraged to park in a designated area in front of the nearby church.

"Some people won’t find this very appealing but it will make things a lot safer and the safety of school children must be our top priority," continued the Fianna Fail man.

"Meelick is blessed to have a wonderful school. I went there as a child and was lucky to have taught there for a year at the start of my own teaching career. The school’s principal, Maria O’Looney, and her staff are held in high regard in the community."

CLARE’S economy was given a major boost yesterday as Edward Lifesciences opened its doors in Shannon.

The multinational medical technology company has created 60 new jobs, with the potential to expand to 600 by 2020.

Minister of State for Employment Pat Breen said the med-tech sector has played a very important part in the Mid West’s economic recovery.

“We have a number of med-tech companies in the Mid-West and a company like this coming in, employing 12,000 people worldwide, it’s great to have their first European base here in Shannon. It’s an exciting announcement.

The California based company develops Transcatheter heart valves and other technologies in the area of structural heart disease.

“The med-tech sector has done really well in Ireland over the last 20 years and we’re delighted to have a company like Edwards

Lifesciences who specialise in artificial heart valves here in this country.

“As people are living longer, this technology is fantastic. It’s life enhancing, lifesaving technology which is really important and it builds on what we already have in this country,” Minister Breen said.

For the moment, a team made up of production staff, engineering and professional management will work in the Shannon Free Zone, with the majority of these positions already filled.

The new facility, expected to be completed by 2020, expects to employ approximately 600 people.

Edward Lifesciences will invest €80m in the new plant over the next few years.

“We have worked really hard to get Edwards Lifesciences into Ireland. We have a number of medtech companies in Shannon and the Mid-West region.

“What’s really important here is the airport and the University and LIT because this technology is evolving all the time and it’s great news for the region,” Minister Breen added.

ENNIS ENNIS ROTARY CLUB RAISE FUNDS FOR RAPE CRISIS MIDWEST (PICTURED BELOW) Ennis Rotary Club this week presented a cheque for €750 to Cllr Mary Howard on behalf of Rape Crisis Midwest.

Rape Crisis Midwest opened an outreach office in Ennis almost 10 years ago, due to the lack of services for survivors of rape and sexual abuse. During that time many people young and old, male and female have passed through the doors for counselling.

“Over the last few years our Ennis centre has had to close for a number of months due to lack of funds. Rape Crisis Midwest provides support and a wide range of services to many within Co Clare, along with counselling we provide support victims of sexual assault by providing information on court accompaniment, garda liason work and assistance with follow up medical appointments along with SATU -Sexual Assault Treatment Unit . Survivors are at the heart of Rape Crisis Midwest work and they continue to come to us in large numbers” said Cllr Mary Howard.

Rape Crisis Midwest needs to fundraise each year to ensure that it’s centres in Limerick, Ennis and Nenagh.

Each year we need to raise €120.000 to keep our doors open. Every person who contacts us has his or her own particular experience of sexual trauma, whether it is past childhood abuse or more recent rape or sexual assault. We do our utmost to work with each and every person we meet and tailor our services to their individual needs. Thus we are delighted with the very kind donation from the Ennis Rotary Club, continued Cllr Howard.

The Rotary Club is a group of ordinary men and women that help their local and international communities.

There are 72 clubs in Ireland. Current Ennis Club President, Michael Shepherd, commented, “Rotary International is known for big projects like eliminating Polio while we in County Clare focus on raising funds to be spent locally.”

Locals watch on as the parade proved a big hit at the Kilmihil Festival of Fun which took place across the Bank Holiday Weekend FOUNDATIONS EXHIBITION A visual art exhibition by artist Séan Walsh will be opened at Cultúrlann Sweeney Kilkee on Monday next (13 August).

Séan, a graduate of Dublin College of Art & A.T.C., will exhibit his artworks which are borne out of his lifelong interest in the environment.

Describing Séan’s work, Clare Arts Office said, “While themes may vary, all seek to find creative satisfaction through organising a solid foundation. The interrelationship of spaces forms the foundation of any good work and must be presented in such a way so as to satisfy the basic human desire for order. All shapes have a geo-

metric value and when one is placed beside another a dynamic is created that is either pleasing or not and it is this dynamic that Séan explores in his paintings.”

The exhibition runs from 13 August to 31 August and all are invited to attend.

Cancelled flights?

AS AN airline passenger, when a flight is cancelled you have specific consumer rights under European Law. In particular, you are entitled to one of the following options: • A refund of the cost of your ticket within seven days.

• An alternative flight to your destination at the earliest opportunity.

• An alternative flight at a later date, subject to availability.

If you request the next available flight, then the airline must provide care and assistance until you can be accommodated on a flight. It must provide meals and refreshments, and if necessary, cover the cost of hotel accommodation, transport between the hotel and the airport and you are also entitled to two free telephone calls and access to email. If the airline does not provide the required care and assistance you should make your own reasonable arrangements and retain all receipts to claim back your expenses.

In certain circumstances compensation may be payable for your cancelled flight. An airline will not pay compensation if you have received; • A minimum of two weeks’ notice; • Between seven days and two weeks’ notice, but have been offered an alternative flight departing no more than two hours before your original departure flight time and arriving at your final destination less than four hours after your original flight arrival time; • Less than seven days’ notice, but have been offered an alternative flight departing no more than one hour before your original departure time and arriving at your final destination less than two hours after your original flight arrival time. Also, if the cancellation is due to extraordinary circumstances which could not have been

avoided, (e.g. weather conditions, air traffic control restrictions, security risks) compensation may not be payable. In April this year, the European Court of Justice ruled that airline staff strikes cannot be considered as an extraordinary circumstance.

If you choose a refund for a cancelled flight and you are entitled to compensation the amount payable to you depends on the type of flight booked, e.g. if your flight is €1,500km or less the amount of compensation payable is €250. The maximum compensation payable is €600.

If you choose an alternative flight, the compensation payable depends on the type of flight booked and the length of delay. For example, if your flight is €1,500km or less, and your delay is two hours or less the amount of compensation payable is €125, and if your flight is €1,500km or less, and your delay is more than two hours the amount of compensation payable is €250 and so on. Again, the maximum compensation payable is €600.

If you have a complaint about the assistance or compensation you receive for a cancelled flight, you must contact your airline directly and if the matter is not satisfactorily resolved you can make compliant to the Commission for Aviation Regulation.

Leave the Granny Rule to Irish soccer...

S

ILLY season in Irish politics is akin to the time between the All-Ireland finals and the start of the Provincial Cups in the GAA. There’s a lot of talk and some local action but by in large, all is quiet.

It is therefore amply time for political kite-flying and headline chasing with the more ‘out-there’ suggestions. None have, in my view, been as daft in recent years as that from Shane Ross last week. The Transport and Sport Minister’s suggestion of a €1,000 a year ‘Granny Grant’ would appear harmless. After all, who would begrudge a grandparent who’s minding their grandchild for large portions of their week a few extra bob? But once you put the idea under the microscope, one quickly discovers how off the wall a policy it would prove.

Firstly, let’s examine the scale of the suggestion. According to radio interviews with the Independent Dublin Rathdown TD, this grant would be open to any grandparent who minds their grandchild for 10 hours or more per week.

Given that this would not be means tested and would be for self-declaration, that means that virtually every grandparent in the country could apply. Ross also went on to say that, if successful, the grant could be opened up to other relatives. The vagueness of the plan is such that the predicted cost to the State ranges from €71 million to €1.3 billion.

This would hugely undercut our ability to provide public services. To put the figures into perspective, the total estimated money for all additional spending and tax cuts for the forthcoming budget is thought to be about €250 million. This means Ross’s policy could cost up to six times the budget’s fiscal space.

Secondly, the plan is not equitable. It’s inherently biased towards those rais-

ing kids with living parents themselves. It also would not be open to grandparents who are still working.

It would also disadvantage many Clare residents since many of our young people raising families now live in the east of the country, due to the Government’s absolute lack of balanced regional development.

These of course are the people who are paying the most for childcare. This poorly though-out plan does absolutely nothing to help them out. If Ross and his Independent Alliance colleagues were serious about helping with the rising cost of childcare, they’d demand that more money is spent on State-funded childcare facilities or even a tax credit for working families. Many would argue that Ross would be better served concentrating on his Ministerial brief and tackling the many transportation issues or lack of sports funding as discussed in this column last week.

But this whole conversation does once again bring up the debate as to whether its better to give people more cash, either in grants or lower taxes, to try pay for services themselves privately, or whether the State should provide these services itself. The former would see more money in a taxpayer’s net income at the end of each month.

However, the latter would reduce the cost of living.

The East/West divide is only getting larger. The cost of living in Dublin is almost double what it is in parts of the West, yet people are still not willing or able to move to places like West Clare. The key driver is a lack of basic services. We saw just last week An Post announced a raft of post office closures - the majority along the west coast. In Clare, they were all found to lay within the West Clare LEA. This, coupled with closing Garda stations, lack of rural GPs,

shoddy ambulance service coverage, lack of other amenities, and importantly, a lack of high-speed broadband, means that, despite the much lower cost of living, places like West Clare are not seen as desirable to live for many city based people. With the provision of services from the State ever dwindling, the cycle of rural depopulation looks set to continue.

This is where the political discourse needs to be in the run up to the next election, not about USC rates and income tax bands.

Most people are admittedly swayed come elections by the party promising to ensure your net wage packet looks that bit better when they come to power. What’s often forgotten though is that, by doing so, it means a lot of the services people rely on get cut, or, to use political jargon, “streamlined”.

If Clare, particularly rural Clare, wants to retain its young people going forward, look to the party looking to increase spending, not reduce taxes.

People of the economically conservative persuasion would disagree, nevertheless, I’ve yet to hear one credible suggestion from those of that persuasion as to how else these services will be provided in Clare.

The market clearing isn’t interested in providing them. If it was, they’d already be here. Even with State backing, high-speed broadband providers are seemingly not interested in taking on the State contract to run fibre to every business and home in the country. In a globalised economy, the only hope our communities have is to be as connected as possible with the wider world.

Until that happens, their fate does not look good. To paraphrase W.B. Yeats, it could soon be a case that rural Ireland will be dead and gone; with O’Leary in the grave.

huge crowd took to the streets of Scariff for the 16th Waterways Ireland Scariff Harbour Festival over the Bank Holiday week-end.

Fine weather encouraged young and old onto the Fair Green on Sunday night as Anna Burke from Whitegate was crowned Queen of the Waterways, while former Armagh footballer Oisin McConville gave one of the most profound talks ever at Scariff Library. A packed Fairgreen watched the Clare v Galway Hurling Replay on a giant screen, to what was to become a much subdued audience.

‘Despite Clare losing the match, festival goers and those who returned home from Thurles on Sunday night got back into Festival mood and overall the week-end was a resounding success,’ said Festival Chairman, Mike Rodgers. ‘People came from near and far to celebrate all that is good in East Clare,’ he said. The Festival Chairman went on to acknowledge Waterways Ireland, the loyal sponsors and the incredible committee whose commitment

and dedication make the festival possible each and every year.

The Armagh Rhymers, one of the most celebrated traditional music and theatre ensembles in true rhyming tradition, captivated audiences on the street. They also participated at the Open Air mass at the Mass Rock in Cappabane while taking time out to visit and perform at Raheen Community Hospital. ‘We are especially proud to be able to take a little part of the Festival to the residents at Raheen Hospital this year’ said founding committee member, Harry O’Meara. ‘This is an aspect of the programme that we can perhaps develop in the future,’ he said.

Face-painted children ran freely through the streets, blacksmiths hammered decorative works of art into shape, queues lined for boat tours and riverside adventures, Louise Morrissey packed the local church, the sound of Jake Carter, Bressie and the Blizzards could be heard for miles, the legendary Star of Munster Céilí Band sent set dancers home happy and the folk band the Kings of Connaught closed out an-

The Festival was opened on Friday night by Oisin McConville. He attended the Game of Three Halves on Saturday morning at Scariff Rugby Grounds and presented medals to the participants. The concept was first introduced to Scariff by former British & Irish Lions Rugby player, Trevor Ringland when he came to Scariff in 2012.

Oisin also addressed a captivated and packed audience at Scariff Library on an earlier gambling addiction, followed by a most engaging question and answer session.

A BRIGHT coloured bag can really lift an all black outfit. There are loads of brilliant clutch bags, from plain black in luxury fabrics like satin and snakeskin-effect.

What I like about clutch bags is they add glamour to an outfit more so wearing a handbag with your outfit. They are also a timeless piece that will never date, every girl should have a clutch in there wardrobe. Parfois, Penneys, River Island or Zara is one of my favourite places to pick up clutch bags.

OVERSIZED BAG

I think a giant bag can either look fantastic or a real show, depending how you wear it. If you are small framed, be careful that your bag doesn’t look as though it’s carrying you.

A big bag can look really fashiony when you use it as the only accessory to dress up a plain outfit. River Island and Karen Millen do really nice ones. A giant handbag does not suit every one, it depends if they like to keep with the fashion trends. This bag will also look great for work.

HEELS

Black, beige and grey shoes go with any colour. You can never go wrong with head to toe monochrome. To help you further how to wear colour shoes here is a simple guideline to have some fun with colour this winter. To start with gold shoes go best with black, red, emerald, blue, yellow and burgundy.

Green shoes go best with blue, neutrals, yellow, brown and black. Blue shoes go best with yellow, neutrals, brown, white and green.

Orange shoes go best with blue, white, earth tones, red and yellow. Purple shoes go best with neutrals, navy, pink and green. Red shoes go best with pink, orange, black, white, neutrals and navy blue. Silver shoes go best with white, red, purple, neutrals, indigo and black.

FLATS

The great thing about flats is they’re comfortable. The key I have discovered is pairing them with the right pieces.

Flat shoes can make you look shorter; it’s helpful to pair them with pieces that elongate your legs.

They can be worn with skinny jeans, slim trousers, straight crop jeans and a-line dresses and those that fall above the knee.

PUMPS

These slip on flats never date and they are great for pottering around in the day.

Ballet flats look great with skinny jeans and three-quarter length trousers, white plain pumps and black ones go with most things.

Brighter colours or different finishes, like patent, metallic or fake snakeskin, can lift your outfit. Watch out when wearing skirts and dresses, though: Ballet flats with these can make everyone but the very long-legged look a little dumpy.

BOLD NECKLACES

Bold, natural-looking necklaces made of coloured stones and wood can look great with a plain dress like this one in the picture.

They can be a real statement.

I would advise if you are wearing bold necklaces, go for smaller earrings. Sticking to one shade of metal- either silver or gold- looks slicker than wearing a mix of two. Flat chests are a wonderful board on which to rest a huge show-stopping piece.

PEARLS

Pearls will never date and always add glamour to a simple outfit.

It’s jewellery that looks like it’s been passed down from generations.

It’s important you keep your watch delicate if you are wearing pearls.

Big boobs will suit the pearls, as it’s a delicate piece.

SCRAMBLE of HRI claims is expected in the coming months due to a number of reasons - more people are spending money on renovations and, more significantly, the scheme will come to an end at the end of this year.

The Home Renovation Incentive (HRI) is a relief from Income Tax (IT) for homeowners, landlords and local authority tenants. You can claim the HRI Tax Credit for repairs, renovations and improvements to your home or rental property.

To be eligible for HRI you must pay tax under Pay As You Earn (PAYE) or self-assessment, your Local Property Tax (LPT) pay-

ments must be up to date (this does not apply if you are a local authority tenant) and the work to your property must be carried out

by HRI qualifying contractors.

The HRI is an online only scheme for homeowners and landlords. If you pay tax through PAYE, use myAccount to claim the HRI Tax Credit. If you pay tax through self-assessment, use Revenue Online Service (ROS) to claim the HRI Tax Credit.

VALUE OF HRI TAX CREDIT To qualify for the Home Renovation Incentive (HRI) Tax Credit, you must spend at least €4,405 on each qualifying property. This figure is before Value Added Tax

(VAT) of 13.5% is added.

The total cost can be from one job or from a number of jobs on the property. It can also be done by one or more qualifying contractors. Any work that you claim for must be done and paid for within the allowed time period of the incentive.

You can claim the HRI Tax Credit up to a maximum of €30,000 of your total cost.

This figure is before VAT of 13.5% is added. You may spend more than this on the work to your property. If you do, the amount above €30,000 will not be taken into account.

Before you can make your claim for HRI you must have no outstanding returns or payments for your LPT or Household Charge.

Making an entrance: Tarmac for your drive

W

HETHER it’s a tree-lined gravel avenue, a stylish paved courtyard or a functional tarmacadam entrance, choosing the right driveway for your home can be tricky.

Price will obviously be a big factor, but so too is quality, maintenance, aesthetics and even how it will affect the local environment.

Tarmac is often the cheapest option and is also the most functional, once it’s been established that proper drainage exists.

Gravel on the other hand, offers good drainage, is environmentally sound and is good value for money – but it does shift and change over time and will need topping up in order to keep it looking pristine.

And while paving stones are the

most expensive choice they do withstand the test of time.

However tarmac seems to be the driveway surface of choice in rural Ireland as it is offers the best value for money and doesn’t require much maintenance.

Aside from cost and maintenance, making the right choice for your home is also dependent on the style of your property, the setting and the individual product.

According to the experts, price is also a determining factor and an average driveway for a three-bedroom semi will cost a few thousand euro and should only take a couple of days to complete.

Expert gardener and landscaper, Darren Topps offers his pros and cons to the three most common driveway surfaces: Gravel: The pros are that it is cheap, easy to lay, offers good

drainage, there is a good choice of material available and it blends well with the environment.

Cons include the fact that it is susceptible to weeds, it moves when driven on, will need topping up, can sink and create puddles and cats may use it as a litter tray.

Paving: The positive side of paving is that it can look good, shouldn’t move if laid correctly, it has longevity, there is a choice of material and maintenance is low due to fewer weeds. On the negative side, it is harder to lay, more expensive, there is more groundwork needed, there can be a run off and environmental issues.

Tarmac: This surface can tolerate traffic well, is relatively low cost to lay and maintain and there are fewer weeds. Cons include the fact that there is always a run-off and no drainage.

PIRITUALITY can help you feel connected to something bigger than yourself and build resilience at the same time. Your spirituality can involve whatever beliefs and values give you and your life a sense of purpose.

For many, it may be a relationship with God and certain religious practices.

For others, spirituality plays out in non-religious ways, such as through a focus on family or helping a cause or nature.

However you express it, spirituality can promote healthy connections with others, healthy lifestyle choices and the strength to endure hard times. Whether expressed through prayer, meditation, or in other ways, being spiritual is important for building resilience and in giving you strength for the journey of life and can help make you ‘captain of your heart and soul’.

PUT THE GLASS DOWN

A psychologist walked around a room while teaching stress management to an audience. As she raised a glass of water, everyone expected they’d be asked the “half empty or half full” question.

Instead, with a smile on her face, she inquired: “How heavy is this glass of water?” Answers called out ranged from 8 oz. to 20 oz.

She replied, “The absolute weight doesn’t matter. It depends on how long I hold it. If I hold it for a minute, it’s not a problem. If

I hold it for an hour, I’ll have an ache in my arm. If I hold it for a day, my arm will feel numb and paralyzed. In each case, the weight of the glass doesn’t change, but the longer I hold it, the heavier it becomes.” She continued, “The stresses and worries in life are like that glass of water. Think about them for a while and nothing happens.

Think about them a bit longer and they begin to hurt. And if you think about them all day long, you will feel paralyzed – incapable of doing anything.”

It’s important to remember to let go of your stresses. As early in the evening as you can, put all your burdens down. Don’t carry them through the evening and into the night. Remember to put the glass down!”

THE RESILIENT SON

A wealthy man and his son loved to collect rare works of art. They had everything in their collection from Picasso to Raphael. They would often sit together and admire the great works of art.

When the Vietnam conflict broke out, the son went to war. He was very resilient and courageous and died in battle while rescuing other soldiers.

The father was notified and grieved deeply for his only son.

About a month later, just before Christmas, there was a knock at the door. A young man stood at the door with a large package in his hands.

He said, “Sir, you don’t know me, but I am the soldier for whom your son gave his life. He saved many lives that day, and he was carrying me to safety when a bullet struck him in the heart, and he died instantly.

He often talked about you, and your love for art.” The young man held out his package. “I know this isn’t much. I’m not really a great artist, but I think your son would have wanted you to have this.”

The father opened the package.

It was a portrait of his son, painted by the young man. He stared in awe at the way the soldier had captured the personality of his son in the painting.

The father was so drawn to the eyes that his own eyes welled up with tears. He thanked the young man and offered to pay him for the picture. “Oh, no sir, I could never repay what your son did for me through his resiliency for us on the battlefield. It’s a gift.”

The father hung the portrait over his mantle. Every time visitors came to his home, he took them to see the portrait of his son before he showed them any of the other great works he had collected.

The man died a few months later. There was to be a great auction of his paintings.

Many influential people gathered, excited over seeing the great paintings and having an opportunity to purchase one for their collection. On the platform sat the painting of the son. The auctioneer pounded his gavel.

“We will start the bidding with this picture of the son. Who will bid for this picture?” There was silence. Then a voice in the back of the room shouted, “We want to see the famous paintings. Skip this one.” But the auctioneer persisted.

“Will someone bid for this painting? Who will start the bidding? €100, €200?” Another voice shouted angrily, “We didn’t come to see this painting. We came to see the Van Gogh’s, the Rembrandt’s. Get on with the real bids!”

But still the auctioneer continued, “The son! The son! Who’ll take the son?”

THE BIDDING

Finally, a voice came from the very back of the room. It was the longtime gardener of the man and his son. “I’ll give €10 for the painting.” Being a poor man, it was all he could afford. “We have €10, who will bid €20?” “Give it to him for 10. Let’s see the masters.” “€10 is the bid, won’t someone bid €20?” The crowd was becoming angry.

They didn’t want the picture of the son. They wanted the more worthy investments for their collections.

The auctioneer pounded the gavel. “Going once, twice, SOLD FOR €10!”

A man sitting on the second row shouted, “Now, let’s get on with the collection!” The auctioneer laid down his gavel. “I’m sorry, the auction is over.” “What about the paintings?”

“I am sorry. When I was called to conduct this auction, I was told of a secret stipulation in the will. I was not allowed to reveal that stipulation until this time.

Only the painting of the son would be auctioned.

Whoever bought that painting would inherit the entire estate, including the paintings. The man who took the son gets everything!”

God gave his Son 2000 years ago to die on a cruel cross. Much like the auctioneer, His message today is, “The Son, the Son, who’ll take the Son?” Because you see, whoever takes the Son gets everything and will be given the gift of resilience to help them face up to the difficulties and stresses of life.

As your thought for the week, always remember that life is fragile and in the blink of an eye can change drastically.

The resilience of our human spirit, however, is another matter.

Resilience is that quality, that ability that enables some people to be knocked down by life and come back stronger than before.

Rather than allowing crises or failure to drain their resolve, they tapped into a reservoir of determination and faith that allows them to rise up again stronger and more resolute.

T HAS a more mature and sporty design, incorporating new and innovative technologies and engines that are more efficient to comply with current and future emissions regulations.

MILD HYBRID

This includes EcoDynamics+ engines with 48V mild hybrid technology, which Kia will first release with the Sportage model in the second half of this year, and in the Ceed in 2019.

This 48V mild-hybrid combines a 10Kw electric motor with a conventional diesel unit. The electric motor helps acceleration and guarantees improved mobility in several types of driving, so the Ceed can run for longer without the diesel engine.

5-DOOR OR ESTATE

The new Ceed is wider and lower and available in both 5-door and estate models (the estate is arriving

in October 2018). With a more prominent rear overhang and a shorter front, its silhouette is not only more elegant, but also sportier. Its straighter lines reinforce the dynamic appearance, along with the wider front and LED lights designed to give it more personality.

Built on Kia’s new K2 platform, the 5-door hatchback is 2 cm wider (1.8 metres) and 2.3 cm lower (1.45 metres) than the previous model. The wheelbase remains the same (2,650 mm), with the front overhang shortened by 2 cm and the rear overhang extended by 2 cm.

MORE SPACE

With almost identical dimensions, the new Ceed Sportswagon has more boot space with enough room for 625 litres in normal conditions (395 litres

in the 5-door version). The interior is more ergonomic and the controls are laid out along the rational and functional line of the latest Kia models. The upper part of the centre console contains the information and entertainment system, the lower part has the controls for sound, heating and ventilation.

The material quality has improved, as has the space available for passengers and cargo.

EUROPEAN DESIGN

The new Ceed has been designed for European roads and demanding European consumers, with a driving style and behaviour that requires an agile response. At the same time, it doesn’t lose out on comfort and the cabin has improved sound proofing.

The manufacturer claims the suspension has been modified to be sufficiently flexible to deal with dynamic driving styles in comfort, regardless of the type of roads, while continually inspiring drivers to stay within the bounds of safe driving.

Safety that is also guaranteed by a significant increase in equipment and driving aids.

POWERTRAINS

The petrol options include an updated version of the T-GDi 1.0 litre engine (direct petrol injection and turbo) with 120bhp and 172Nm torque and emissions of 122g/km (correlated NEDC).

A new T-GDi, 1.4 litre “Kappa” power plant replaces the previous GDI 1.6 litre engine.

With 140 bhp, the 242 Nm torque is available from 1,500 to 3,200 rpm, with combined emissions (correlated NEDC) of 125 g/km with 7-speed automatic transmission, or 128 g/km for manual models.

An atmospheric 1.4-litre petrol engine is also available with multi-point injection and produces 100 bhp.

Both engines are equipped with a petrol particle filter to guarantee compliance with the Euro 6d-temp standard.

EMISSIONS

With lower CO2 emissions (apart from NOx), this engine has emissions of 99 g/km (115 bhp, WLTP combined, correlated NEDC) or 104 g/km with a 136 bhp engine.

Models equipped with automatic transmission produce 105 g/km of CO2, in the 115 bhp version and 109 grams in the 132 bhp version.

A special version has been designed for companies (SX) with a 115 bhp engine.

The new generation of Kia Ceed will still have GT-Line versions and a GT sports version with a 200 bhp turbo engine. This latter engine will be launched at the same time as the exclusive Kia Ceed estate.

In a four-minute interview after Sunday’s semi-final, John Conlon said the word ‘disappointing’ seven times as defeat sunk in, writes Páraic McMahon.

VISIBLY deflated John Conlon lamented missed opportunities on Clare’s behalf as they bowed out of the All-Ireland SHC at the semi-final stage.

One point separated Galway and Clare with the Banner hitting nineteen wides during the replay. The lack of efficiency in front of goal frustrated the full-forward. “They deserve to be there, we had our chances and we just didn’t take them”.

In a four minute interview after the game, Conlon said the word “disappointing” seven times as the defeat slowly began to sunk in.

Though in the closing moments he thought they were going to snatch the victory.

“I thought we had it, there were seventy one minutes gone and Peter had a free that he’d usually put over with his eyes closed and they got the block, it’s just disappointing because that would have brought it back to level with two minutes left and anything could have happened. Then they went down the field and got a great score in fairness to them, that put it out to two and we were chasing it then and a

hit and hope ball in to get the equalising score but it never materialised, disappointing but that’s life that’s hurling, all we can do is drive on, it’s been a very productive year, it’s very disappointing that we’re not preparing for an All-Ireland final this evening.”

On the short supply of ball he received during the game, Conlon said, “It was frustrating, a lot of the ball that came in was probably a lot of fifty-fifty high ball. Anytime we got the ball low ... we got the goal off SOD on the break and we looked dangerous everytime we got it in.

“That’s Galway and the way they defend, they sit lads back deep and cut out that space and they’re a great defensive unit. We had our chances and it’s just disappointing that we didn’t finish off the job”.

Pádraig Mannion played a pivotal role in both encounters. The Galway defender did help restrict Conlon’s influence as he played slightly behind their half-back line. John maintained that this limited further supply to their inside line. “He did an excellent job, he was moving right and left and it was very hard

to get on a ball inside the full forward line unless it was a high ball, even then when you did break it it seemed to go to the spare man and all the spare men coming back.

“It was frustrating but in the second half we got a bit more ball and a bit more space and we had our chances. With four or five minutes to go there was only a point or two in it but we hit a few wides that we’d probably score on other days. [It’s] disappointing because we had the momentum and everything was with us and the crowd was behind us. They’re the moments to get your scores when it matters and Galway went down the field and scored that pushed them out to two points and it was very hard to come back then.” alf-time was almost a complete replica of the weekend previous in Croke Park and this was part of the message hammered home in the Clare dressing room that they could bridge the gap. “We just said ‘go for it’, like last week no different we just need to be composed, before half-time we missed two or three scores that would have settled us

down and brought us to three or four points down and Galway dominated the first half, we knew we were in the game. They hadn’t totally blown us off the field yet so we really gave it everything in the second half.

“One to fifteen can’t be faulted and all the subs that came in did their bit, that’s the panel that we’ve grown this year and the strength that’s within and we’ll regroup in a few months’ time and get back on the horse again,” Clare’s top performer in 2018 added.

Overall Conlin scored 1-27, all from play for Clare in this year’s championship. And as he reflected on the year, John said, “You have to learn from the losses, the Cork loss and the loss here today, there’s only been a few points in those games and we just have to learn from it.

“There have been great moments, beating Tipp down in Thurles was a massive day, Limerick above in Ennis I’ll never forget that as long as I live, the atmosphere and excitement around the town, just disappointing today because we knew we had a good chance and to only lose by a point is disappointing”.

LARE’S 2018 campaign came to a heartbreaking end following a narrow defeat at the hands of reigning All Ireland champions Galway in Thurles on Sunday.

Clare will be devasted after giving it everything for 76 minutes.

Clare showed immense heart and courage after a poor start, trailing by 1-09 to 0-03 in the opening 20 minutes.

The biggest regret that Clare will have over the winter months is that our wide count reached nineteen for the day and with it they hit their lowest tally of the championship. If Clare are going to be a force in the next few years our shooting will need to improve.

Galway, meanwhile, qualified for their third All Ireland in the last four seasons and they will take on Limerick in the Final on August 19.

In many ways the opening half resembled the drawn game between the sides last weekend.

Clare were slow to start allowing Galway build up a sizeable advantage. The scores were at 0-09 to 0-02 after just 18 minutes before Clare hit back through Tony Kelly. However Clare were suffering dejavu when Galway took advantage of a shaky Clare opening with Johnathan Glynn hitting the net with a tidy one-handed effort.

Despite falling to a nine-point lead, Clare - as they had done the first day - were forced to ad-

just and a new puck-out strategy was formulated which gave Shane O’Donnell and Peter Duggan a better platform. The Banner kicked on from this and went in at halftime six points down, feeling they were still well in with a shot.

Clare lifted their game in the second thirty five. Substitute Ian Galvin hit their first point but it was cancelled out by Joe Canning and Conor Whelan.

On forty two minutes, a David McInerney clearance was flicked to Shane O’Donnell by John Conlon, the Éire Óg man showed immense composure and control to hold off several Galway defenders and fire past James Skehill for their first goal.

Two Duggan frees brought Clare to within two points only for Galway to steady with white flags from Joe Canning and Niall Burke.

Nine minutes after O’Donnell’s goal, it was Peter Duggan’s turn to raise the green flag. Aron Shanagher brought Clare back to within a point on the sixty third minute, efforts from Canning, Conlon, Niall Burke and Duggan followed which left the gap at one point as Fergal Horgan’s full-time whistle blew.

On reflection the wides are a major reason why the Banner have exited the championship. On top of this was an inability to learn lessons from the drawn encounter and as was the case all year Clare faded in and out of the game, this needs to be addressed going for-

Of course the narrative would have been very different had Clare prevailed. Reaching this stage for the first time since 2013 is a positive sign and bridging the gap must be the objective for 2019.

LARE secured a deserved win over Limerick on Saturday in Fr McNamara Camogie Park, and had a four point cushion at the final whistle. Both teams came into the game needing a win to progress, however the result in the other group game between Kerry and Offaly at the same time would also have an impact on the outcome in Ennis.

With three minute son the clock Limerick opened the scoring when Karen Cunningham pointed from a free. A Limerick sideline cut was gathered by Corina McMahon who sent forward to Louise McDonnell with the Ruan player finding the oncoming Sinead Power who split the posts to level matters. Limerick were on the attack from the puckout and Edel McNamara blocked the shot with Orla Moloney swooping in to gather before racing down the wing

and sending forward to corner forward Kate McCarthy who drove through the Limerick defence only for her shot to be deflected out for a ’45 which Power converted to edge Clare in front.

Soon after, McNamara came out to take a Clare free just inside her own half, sending the ball down to the corner wing from where McCarthy gathered and moved in to the danger area, though dispossessed McCarthy recovered well and got the last touch in a goalmouth scramble to finish to the net. A brace of Limerick points from Katie Heelan and Aine Cunnigham narrowed the deficit to a brace. Clare responded well converting twice from placed ball.

The sides traded points in the closing five minutes of the first half, Siobhan Tangney and Power exchanging points from play, with the pair then converting from placed ball to see Clare go in at the break with a four point advantage, 1-6 to 0-5.

Limerick started the second half strongly with Tangney

converting a brace of frees, before Power duly converted a free for the home side to keep a goal between the sides. Limerick accounted for the next three scores with Tangney, Heelan and Ambrose all adding to the visitors’ tally, with Ambroses point levelling the sides with ten minutes remaining.

A Clare sideline cut from O’Keeffe was pin point accurate to McCarthy who split the posts to edge Clare back in front.

Limerick’s next effort drifted wide and with Clare winning a free in their own half McNamara sent play to the other end, with the Clare forwards driving towards goal, Limerick conceded a penalty and McNamara made the journey from her own goals to bury the ball the in the back of the Shannonsiders’ net. Though Limerick piled on the pressure in the closing five minutes Clare took a four point win.

However the outcome in Drumcullen-Rath saw Offaly record a three point win over favourites Kerry and in doing so take the second semi final spot, eliminating Clare from contention.
