Five things San Juan should know this week Capo Unified Reaches Tentative Contract with Educators THE LATEST: The Capistrano Unified School District announced in a press release this week that the district reached a tentative agreement with the Capistrano Unified Education Association on March 22 in an effort to provide students and employees “stability over the next two to three years as California faces economic uncertainty.” The announcement comes after almost seven months of negotiations over educators’ contracts.

The joint press release issued by Superintendent Kirsten Vital and CUEA President Sally White on March 23 states that the tentative agreement, which is for the 2015-2016 and 2016-2017 school years, “increases salary schedules by 4 percent effective July 1, 2015 through June 30, 2017.” The tentative agreement also includes a 4 percent one-time payment to be made during the 2015-2016 school year.

Officials said in the release that since 2013 the district has been reinvesting in classrooms, campuses and facilities, including “replenishing reserves to provide safeguards against future (economic) downturns,” hiring additional staff, implementing “a comprehensive workorder system to build efficiency in district operations” and “investing more than $90 million into facilities around the district for upgrades, refurbishments and expansion.”

Per the tentative agreement with CUEA, officials said “students and families will benefit from greater accountability through teacher evaluations tied to student performance and progress.” Teachers will also be required to utilize the district’s Learning Management System for all communications with students, parents and guardians regarding any educational issues, which officials said will facilitate more transparency and consistent communication.

The district will also be able to “add college and career counselors with differentiated hours to support students after the regular school day has ended—as late as 9 p.m.” Officials said this change will ensure every student “has an implementable plan for college, military and professional careers when they graduate.”

is to recruit and retain teachers in light of the eminent teacher shortage” throughout California.

WHAT’S NEXT: CUEA’s voting on the tentative contract will take place at school sites on March 29 and 30. Ballots and sign-in sheets are due to CUEA on March 31, and an email regarding the ratification results will be sent on April 1.

Council Approves Year-long Moratorium on New Sober Living Homes THE LATEST: After approving a 45-day moratorium in November on permitting or establishing congregate living facilities in residential zones, the San Juan Capistrano City Council approved the adoption of a new year-long temporary moratorium on such facilities, also known as sober living homes, at its March 15 meeting.

The 45-day moratorium, which had expired, was approved with a 3-2 vote in November—Councilman Sam Allevato and Derek Reeve dissenting. At the council’s meeting last week, the motion for a yearlong moratorium was approved 4-1, with Reeve still opposing.

Staff said the ordinance is intended to allow time for city staff to consider appropriate amendments to the city’s municipal code. Meanwhile, a Neighborhood Quality of Life Committee, led by Councilwoman Kerry Ferguson, has been tasked with reaching out to residents experiencing issues with nearby congregate living facilities, as well as area homes that seem to be functioning out of compliance with city code, in order to come up with potential solutions.

San Juan resident Warren Hanselman was one of 10 public speakers at the March 15 meeting who were in favor of the moratorium. Hanselman said since the residents of Paseo Terraza and Via Estelita initially petitioned for a temporary moratorium on sober living homes last fall, the issue has only propagated, with a third facility going in on Paseo Terraza.

problems and homes being run like “medical clinics where drugs are administered.”

Residents referred to the situation as “ridiculous” and “anarchy,” and asked the council to help “the neighborhoods keep their character.”

WHAT’S NEXT: While the council voiced sympathy and concern about the issues in San Juan’s neighborhoods, council members noted that much of the regulation needs to come from the state level, with proposed solutions being enforced and backed by the state. Councilman John Perry encouraged citizens to organize and “become a force” and make their concerns known to policymakers in Sacramento.

CUSD Board Holds First Reading of New Immunization Policy THE LATEST: The Capistrano Unified (Cont. on page 4) www.thecapistranodispatch.com

EYE ON SJC (Cont. from page 3) Board of Trustees participated in a brief yet important discussion Wednesday night as staff presented the first reading of the district’s new immunization requirements for the 2016-2017 school year.

In June, Gov. Jerry Brown signed SB 277 into law, eliminating personal belief exemptions from immunization in schools statewide. In order to comply with the new law, which goes into effect July 1, staff reported that “the district will no longer be able to enroll students without the required vaccinations, unless the family submits a medical exemption from a licensed physician.”

Only one person—who was in favor of the new policy—spoke on the item during Wednesday’s public comment. In October, a group of CUSD parents addressed the board with their concerns about the new policy and mandated vaccinations.

While the staff report states that there is no financial impact to the district, Trustee Jim Reardon asked if there had been any assessment of the new policy’s impact on enrollment.

“We’ve heard threats of people removing their children from the district,” Reardon said. “A child who leaves the district is a child we will not receive ADA (funding) for.”

Susan Holliday, assistant superintendent of education services, responded that staff is beginning to pull figures regarding

enrollment impact, which will be shared in a future update to the board.

City to Hold Annual Strategic Planning Meeting in April THE LATEST: The San Juan Capistrano City Council and City Manager Ben Siegel are set to hold the city’s annual Strategic Planning Workshop at the San Juan Capistrano Community Center on April 4 beginning at 9 a.m. The community center is located at 25925 Camino Del Avion.

The day-long workshop is open to the public and includes a public comment period, during which residents can let the council know what they believe should be prioritized throughout the city in the year ahead.

Last year’s goal-setting retreat focused heavily on exploring the city’s water options, including how to manage the ground water recovery plant. Other priorities listed included examining options for

the Northwest Open Space, reinstating the design review committee, working on the city’s roads and trails, improving transportation with a trolley and the elimination of railroad crossings that often close without the presence of a train—known as the “ghost train.”

CDC Confirms First Zika Virus Case in Orange County THE LATEST: The Centers for Disease Control and Prevention confirmed on March 10 that an Orange County man in his 40s tested positive for Zika virus.

“The individual, a Costa Mesa resident … contracted the virus in late January during travel to Central America and presented symptoms in early February,” a press release from Orange County Health Care Agency and the Orange County Mosquito and Vector Control District stated. “He was not seriously ill and has recovered.

The Health Care Agency has contacted the individual to provide counseling to prevent transmission.”

People who contract the Zika virus usually have no symptoms, but there are some who have reported sustaining fever, rash, joint pain and red eyes.

“The greatest concern is related to the possible association between Zika infection in pregnant women and microcephaly (abnormally small head and brain) in newborns,” the release stated.

“There is no vaccine to protect against Zika infection,” said Dr. Matthew Zahn, director of Disease Control and Epidemiology at Orange County Health Care Agency.

“People who travel to areas with active transmission of Zika must take precautions to avoid being bitten by mosquitoes.”

WHAT’S NEXT: Local transmission has not been detected in the United States, the release stated, but the invasive Aedes mosquitoes that can transmit Zika virus are present in Orange County.

W

alking the San Juan property that once belonged to Joan Irvine Smith—granddaughter of California’s fabled pioneer James Irvine—is both a trip back in time and a look at the future. On one side, the 20-acre parcel along the San Juan Creek is speckled with century-old oak trees, vine-covered stables and hanging lanterns to light each path.

On the other, 32 luxury homes—unveiled earlier this month—line a loop road and overlook the world-class equestrian center, the creek and the hills beyond.

Joan Irvine Smith sold her property, which included The Oaks—a worldrenowned equestrian center—three years ago to homebuilder Bill Davidson and his team, Davidson Communities, based in San Diego. Up until that point, she maintained the top notch riding facility, which often played host to national events and legendary horses and riders.

Over the course of two years of renovations and upgrading, Davidson said his emphasis was on preservation—disturbing as little as possible and reusing materials.

To carry out that focus, Davidson Executive Vice President Tim O’Grady supervised what’s been described as a “painstaking relocation operation”—16 trees, including 12 coastal live oaks and four California sycamores, were boxed, given time to recover, lifted by crane and replanted throughout the property. O’Grady also established an on-site nursery to nurture oak seedlings, ornamental shrubs and succulent varieties to be located throughout the property.

In keeping with the theme of preservation, and in an effort to celebrate the center’s past, Davidson’s team reused original materials from old barns, fences,

railing and stalls, repurposing them into new structures and elements throughout the equestrian and residential components of the property. Other evidence of the company’s upcycling can be seen in curbs and walls, where rock from across the property was integrated.

In its totality, The Oaks features two riding rings—a new hunter ring and an adaptation of the original derby field, a lunging ring, 10 turnouts, two tack rooms and a laundry room. Davidson also created a 2,250-square-foot “social barn” where families can enjoy watching their loved ones ride. On the residential side, the 32 homes being built will include three different models that Davidson designed with the help of longtime equestrians and community members–a forum he said has resulted in a unique San Juan aesthetic.

Davidson was also responsible for a 1,000-foot extension of the adjacent San Juan Creek Trail, located between the property and the creek. The multi-use trail now runs from the hills of San Juan Capistrano to the beach in Dana Point, with a paved path for bicyclists along the north side and a dirt path along the south side of the trail for equestrian riders. Mission Unveils New Phase in Plan to Bring Swallows Back During St. Joseph’s Day and the Return of the Swallows celebration on March 19, Mission San Juan Capistrano unveiled the second phase of its efforts to lure back the cliff swallows to the Mission grounds. The number of swallows nesting at the Mission has declined gradually over the years as urbanization has given the birds more options to build their nests around town.

Charles Brown, a cliff swallows expert and professor of biological sciences at the University of Tulsa, implemented Phase I—the Vocalization Project—in 2012, during which recorded courtship calls were played through a speaker on the Mission grounds to lure the cliff swallows that were flying overhead.

While Phase I continues, Phase II involves using a stationary nest wall arch near the ruins of the Great Stone Church.

The arch consists of a wood frame, adobe and plaster, and is about 15 feet tall and 15 feet wide, allowing for approximately 40 nests made from molds and dental plaster stacked along the top of the perch.

According to Brown, anecdotal evidence suggests the vocalization playbacks at least occasionally bring in passing cliff swallows that fly over the site but do not stay to nest. The goal of the next phase is to increase the stimulus being presented to the passing birds by creating the nest wall arch. Research has shown that cliff swallows prefer to reuse existing nests where possible, as this saves time and energy over building a nest from scratch.

City Appoints New Director of Public Works and Utilities San Juan Capistrano City Manager Ben Siegel announced March 14 the appointment of Steve May as the city’s new director of public works and utilities, effective April 4. May comes to San Juan from the city of Laguna Beach, where he has served as the director of public works/city engineer for the last 15 years.

Planning Commissioner Investigated by FPPC, Fined for Failing to Report Income Planning commissioner fined by FPPC for omitting income from architecture firm on Statements of Economic Interest, cleared of conflict of interest allegations ALLISON JARRELL, THE CAPISTRANO DISPATCH

A

s a result of an investigation by the Fair Political Practices Commission, Planning Commission Chairman Rob Williams has been fined $400 for failing to report his investment in and income from his company, Studio 6 Architects, on his Statements of Economic Interest, according to an FPPC letter released by Williams.

Williams, who lives in San Juan and also serves on the city’s Design Review Committee, is a principal architect and co-owner of Studio 6 Architects in San Clemente. According to the Feb. 26 letter from the FPPC Enforcement Division’s chief—which Williams released to The Capistrano Dispatch—the investigation found that Williams violated the Political Reform Act by failing to report “Studio 6 Architects and the income it received” on his Statements of Economic Interest (Form 700) since his appointment to the Planning Commission in 2009.

The FPPC’s investigation of Williams originally stemmed from a complaint filed in January alleging he had conflicts of interest in discussing the Historic Town Center Master Plan as a Planning Commissioner and member of an ad hoc committee. The FPPC chose not to investigate that complaint as Williams had been cleared by the commission’s legal division of the allegations that were made. The commission instead opened a different investigation and found that Williams had omitted income on his Form 700.

In order to provide transparency and accountability, all elected and appointed officials and public employees who are involved with government decisions are required to file a Form 700 to report their investments, business positions and sources of income. According to the FPPC, the purpose of the document is twofold: to provide “necessary information to the public about an official’s personal financial interests to ensure that officials are making decisions in the best interest of the public and not enhancing their personal finances,” and to serve as a “reminder to the public official of potential conflicts of interest so the official can abstain from making or participating in governmental decisions that are deemed conflicts of interest.”

Williams could have faced a fine up to $5,000 for the violation; however, the letter states his violation qualified for a “streamlined program” with an offer to settle for $400. Williams said he paid the fine and has amended his Form 700.

has completed its investigation,” it’s not exactly case closed yet. Jay Wierenga, a spokesman for the Fair Political Practices Commission, said while the FPPC cannot comment on this specific case, in general, a case is technically open until the full commission votes on and approves the fine/penalty/agreement at its monthly hearing. Williams’ case has not yet been publicly agendized for the commission’s April 21 meeting; each month the agenda is posted 10 days prior to the hearing.

Williams said in an interview that the omission of his income from Studio 6 Architects was due to his “misunderstanding of the form.” He said he didn’t report the income on his Form 700 because he didn’t realize he had to.

“I didn’t think I had to tell someone I own a company outside the city limits,” he said.

While Studio 6 is based in San Clemente, the firm is active in San Juan Capistrano and has completed work recently on the Egan House downtown, as well as the clock tower building along Camino Capistrano.

Complaint Denied, Investigation Opened The FPPC’s investigation of Williams stemmed from a complaint filed in January

by Tom Ostensen, who serves on the San Juan Capistrano Open Space Foundation’s board of directors and as president of the San Juan Capistrano Historical Society.

While Ostensen’s complaint was ultimately rejected by the FPPC, it triggered the investigation which found Williams was in violation of omitting his Studio 6 income.

In the 60-page initial complaint, Ostensen detailed allegations that Williams has disqualifying conflicts of interest that he failed to disclose and that he failed to recuse himself from government discussions and decisions regarding the Historic Town Center Master Plan, properties owned by San Juan residents Bill Griffith and Steve Oedekerk—both of whom have hotels in planning on their land, and Griffith’s Rivendell Land Company.

On June 9, Williams was appointed by the Planning Commission to serve on an ad hoc committee that is tasked with studying the Historical Town Center Master Plan and the General Plan and recommending actions to the City Council to reconcile the documents and affirm the city’s vision for the town center area.

Such decisions will impact the design and plans for Oedekerk’s hotel, situated along Camino Capistrano between the Egan House and the Esslinger Building (both owned by Griffith).

Ostensen argued that the appointment was a conflict of interest for Williams, who has worked as an architect on two buildings that are now owned by Rivendell Land Company—the clock tower building and the Egan House. Williams was subcontracted by Dan Friess, a consultant

for Rivendell Land Company, for work on both buildings. After he completed the design for the clock tower, Rivendell Land Company purchased the building.

Ostensen claimed that this “financial interest” in Griffith and his company, combined with Griffith’s expressed interest in buying Oedekerk’s property, “is additional evidence of Mr. Williams’ and Mr. Griffith’s financial stake in government decisions regarding Mr. Oedekerk’s property, because blocking development there could affect the terms of Mr. Griffith’s offer and development of the competing hotel.

“If a policymaker who is employed by a developer is allowed to continue making decisions that benefit that developer and adversely affect a rival, then the state’s Political Reform Act has not only been rendered useless, it’s been blatantly mocked,” Ostensen concluded.

In a March 4 letter to Ostensen, the FPPC’s Enforcement Division said it had rejected the complaint and would not open an investigation based on the complaint because Williams had already “sought advice from the Commission’s Legal Division and was informed that a conflict did not exist.” Williams said he approached the FPPC in December to confirm that he did not have a conflict.

In February, Williams recused himself from discussing Griffith’s Mission Inn project due to his relationship with Friess and a “perceived conflict of interest.”

Williams said in an interview that since the FPPC has advised him that there is no conflict of interest, he intends to continue participating in city government discussions and decisions regarding the Historic Town Center Master Plan and the proposed Hotel Capistrano on Oedekerk’s property.

“I believe in the city of San Juan Capistrano and getting things done the right way, so that’s why I’m not backing down,” he said.

Meanwhile, Oedekerk is continuing to ask the city to have Williams recuse himself from making decisions regarding his property and the Hotel Capistrano project submission. Oedekerk has repeatedly written letters to city officials in which he points out that Griffith has referred to the Hotel Capistrano as “the competition.”

He argues in his March 21 letter that due to his ties to Griffith, Williams “would benefit from (his) project being delayed, hindered, complicated or blocked.”

We all want a glamorous smile, but beautiful, healthy teeth don’t just happen overnight-they require daily dental care. With the right techniques anyone can have a smile that will light up a room. Use the following dental hygiene tips and keep your teeth, healthy, bright, and strong.

1. Watch What You Eat

Sugar doesn’t only affect your waistline-it affects your teeth as well. Sugar left in your mouth from dessert, candy, or other sugary foods, feeds bacteria in your mouth. This bacteria produces acidic substances that eat away at your enamel, cause bad breath, and increase your chances of jaw disease.

The best way to keep sugar from corroding your teeth is to rinse your mouth with water immediately after eating sugary foods.

It’s important to follow this step because it reduces the amount of time sugar has contact with your teeth. The longer sugar interacts with them, the more likely your teeth are to become damaged.

You should also snack sparingly to avoid excess plaque buildup and to lower your risk for cavities. Finally, refrain from sticky gums, toffee, caramels, or any other food that requires intense chewing. These types of food put stress on your teeth and can remove dental sealants.

2. Brush Every Morning and Night

The habit of brushing your teeth is a vital part of dental care. Dentists recommend that people brush at least twice a day (but preferably after every meal), for at least two minutes. For best results, wait a half hour after eating to brush. This time frame allows your enamel re-harden after acids in food have weakened it.

When you eat food, bacteria in plaque combines with your food to create acids.

Acids wear down your teeth and can create cavities in your teeth. So as you brush, you remove plaque from your teeth and gums to protect your teeth.

Follow these steps as you brush: • Brush your teeth without any toothpaste for two minutes. The bristles on your toothbrush clears plaque and bacteria off your teeth. After you dry brush, rinse your mouth with water.

• Put a small dot of toothpaste on your toothbrush head. An excessive amount of toothpaste can actually discolor your teeth.

• Angle your toothbrush to a 45-degree angle and place it against your teeth.

• Brush one tooth at time in a small circular motion. It doesn’t matter where you start. Keep the bristles against the edge of your gum line.

• Use the same motion to brush the top,

inside, and back of your teeth. You want the bristles to clean all your teeth’s surfaces to remove as much plaque as possible.

• Brush your tongue, back to front, to remove bacteria and eliminate bad breath.

• Rinse your mouth with water and spit.

• Don’t forget to replace your toothbrush every three to four months.

Practice these steps daily for effective results. If you need more help with techniques, ask your dentist for a demonstration.

3. Floss Daily

Experts say you should floss your teeth once a day, preferably at night, before you brush your teeth. This method helps remove plaque and major food particles from between your teeth-and especially in areas where your toothbrush can’t reach.

Here’s how to make flossing easy: • Take an 18-inch strip of floss, wrap it around the pointer fingers of both hands, and leave about one inch in between your right and left ends.

• Use the little one-inch section of floss and wedge it between every tooth. Keep the floss against your tooth as you continue to clean between your top, then bottom, teeth.

• Be careful not to push the floss too hard up or down between your teeth, as excessive force could damage your gums.

• After you use up your section of floss, wind up the used portion and continue flossing with another clean section of the floss.

Throw away the floss after you finish.

4. Use Mouthwash

Before you use mouthwash, ask your dentist if antibacterial mouthwash is right for you. These alternatives tend to be stronger than fluoride mouthwashes, but they do a great job of killing bacteria that causes plaque and gum disease. If you prefer to use a traditional fluoride mouthwash, follow the directions on the label. You’ll typically swish one capful of solution in your mouth for around 30 seconds or so.

5. Visit the Dentist Twice a Year

Even with healthy oral hygiene habits, you should visit your dentist every six months.

These checkups help dentists catch any serious dental problems and give your teeth a deep clean. Additionally, dentists will give further cleaning instructions for your teeth.

G

oing into my second year as a county supervisor, I would like to sincerely thank my colleagues for appointing me as 2016 chairwoman of the Orange County Board of Supervisors. I am deeply appreciative of Supervisor Todd Spitzer for his passion and leadership in 2015, and I offer my congratulations to the recently appointed vice chair, Michelle Steel.

With new leadership on the board, many residents are asking about my goals and objectives for 2016. There are many goals, as the county government consists of more than 25 departments that address many areas of our lives. Projects include: • Increasing efficiency, effectiveness and transparency as a foundation of good governance: I am committed to ensuring that good governance values are what I utilize to lead our county. One of the first efforts will be to distribute board agendas two weeks ahead of meetings, which will result in better preparation and transparency.

• Alleviating traffic and improving goods movement: I am working in collaboration with stakeholders to deliver key transportation projects including the

connection between San Clemente and San Juan Capistrano via the La Pata Extension, a direct carpool connector between SR-91 and SR-241, I-5 widening and completing SR-241.

• Building the county’s THE BARTLETT BULLETIN first permanent homeless

Orange County residents stand to benefit up to $600 million for essential services.

• Revitalizing OC Dana Point Harbor to spur economic development and better access to the coast: After 18 years of waiting

to see revitalization of Dana Point Harbor begin, I have ensured that the revitalization of the Harbor will not go by the wayside. Last year, we received Coastal Commission approvals to move forward and board approval to begin phase one of the revitalization plan.

• Developing a collaborative solution to the challenges San Clemente Hospital has faced in the wake of increasingly punitive regulations and downward pressures on reimbursement rates.

• Ensuring that San Clemente has the appropriate level of access to healthcare that the community desires.

• Instituting new reforms at CalOptima: One in four residents receives medical care from CalOptima. As a CalOptima board member, I am committed to the financial stability and enhanced oversight of the agency in order to improve the quality of medical care for residents.

• Addressing the drought through regional cooperation: Working with a team of the county staff, water districts and cities, we will advocate for grant funding for new water projects, streamline local permitting and creating a definitive guide for water conservation. We are working on several innovative solutions to address our dependency on imported water.

• Continuing to host public service events in South County that benefit my constituents: These events include my annual Senior Summit, Disaster Preparedness Expo, Veterans Summit, Job Fair, Conditions of Children Forum, Pet Expo, Water Workshop, State of the Community, Flu Shot Clinic and Prescription Drug Drop-off, among others.

In closing, I strongly believe that 2016 will be a year in which our board, our employees and our county will achieve many great things that will have a positive impact now and well into the future. Our collective strategic goals and initiatives will truly make Orange County one of the best places in the world to live, work and play.

Before you jam everyone into the car for fun-filled summer adventures, here are a few tips, games and tricks to make your road trip entertaining and educational.

Whether your family is heading up the coast to Big Sur, cruising to Lake Tahoe or are loading up for a camping trip in Joshua Tree, involve your children in the planning process. For this game, pick a category such as fruits, cities or sports teams. Then take turns coming up with items starting with that letter. Play the license plate game. Keep your eyes set on passing cars. Try to find all 50 states. Ever wonder where other cars are going? Pick a car and craft a story of their travels. Let imaginations run wild.

It’s inevitable. At some point in the trip, the miles will seem endless. Help beat the road-trip lull with an audiobook. The miles are guaranteed to fly by. Mad Science Camp

Mad Science Camp takes young thinkers ages 5 to 12 on a scientific exploration of a mad scientist’s lab. Camp is offered Monday through Friday with four different themes, including: chemistry lab, scientist’s lab, robotics lab and secret agent lab.

Kids can take a spin around the world in their rocket ship or sail over the seas with a jetpack then draw images of what they saw on their journey.

MISSION SJC Mission San Juan Capistrano offers summertime programming the entire family can enjoy, including weekly activities and summer camps. At the Movies: Midnight Special’ for Cinema Fans

iding off the hype 10 Cloverfield Lane brought sci-fi thriller fans two weekends ago, Jeff Nichols gives us his own atmospheric, ambient sci-fi feature of the third kind with Midnight Special. Heavily inspired by the 1980s films of Steven Spielberg and John Carpenter, Nichols is wise and talented enough to not rely on retro and nostalgia for his recent film and shows how you can make a commercial film that’s equally entertaining and art.

The four race through the country by automobiles to a secret location when we see that Alton carries superpowers. Unfortunately, the government has been aware of his powers and is on the lookout for him.

With the period piece Loving already on the way this fall, the auteur isn’t slowing down any time soon. Lieberher, Driver and Dunst are stellar here, and Nichols’ first full foray into sci-fi lives up to expectations with confidence, showing us that minimal special effects along with mood and tension can go a long way. olorado-based quintet Elephant Revival will bring its layered, multi-dimensional sound to the Coach House in San Juan Capistrano on March 30.

Elephant Revival’s sound is tough to classify through the lens of a single genre. The band, made up of musicians and singers who play multiple instruments, can emit a variety of tones and sounds ranging from folk to bluegrass, jazz, alternative and rock, just to name a few.

Native Roots Panhe celebration turns 10 under San Onofre Parks Foundation

A

gathering of Native American culture takes place every year at the San Mateo Campground where native tribes once flourished.

On Sunday, March 20, the San Onofre Parks Foundation celebrated its 10th year of hosting and organizing the event.

The site of Panhe at the San Mateo Campground used to be a village of Acjachemen/Juaneño tribespeople. Members of the tribe said it is still a sacred burial ground and they have tried to protect the area from the intrusion of construction.

Steven Garcia, a member of the Tongva nation, known as “blue dolphin” people, or people of the hut, has been coming to Panhe celebrations since the beginning.

“If we can keep this area as sacred as it is, people will understand why it means so much to us,” Garcia said.

During the events, Garcia performed a spiritual “Eagle Dance,” which was passed down to him by an elder when he was a child. He said the man knew Garcia would one day perform the ritual when he was older.

The performance is an emotional one for Garcia, who has presented it in various states and countries.

“This dance represents sending our messages to the creator,” Garcia said.

“They said the bald eagle was on the endangered species list, and sometimes I think we as natives could be next. But it’s basically a healing dance for all people

of all nations.”

Garcia used the feathers of an eagle that was donated to him for the dance. He used every feather from the bird for his outfit.

dance,” Garcia said.

The tribe came from the Los Angeles basin area and inhabited all the way to San Juan Capistrano.

Susan Goggins, the business manager of the San Onofre Parks Foundation, said

the cohesive efforts of the community have helped keep the event going for the last decade.

“The commitment of the community to protect and preserve this area has really kept this event going,” Goggins said. “The event took place a few years before the San Onofre parks Foundation became involved. It was a gathering of the Native American community, and on the third year we learned more about the event.

State parks requirements changed, and we started taking care of the logistics and stepped in to help it grow.”

Rebecca Robles, a member of the Acjachemen tribe, is a direct descendant of the people who once lived in the Panhe village.

“We were living here when the first Spaniards came here in 1769,” Robles said.

“Through my mom, we were from this village, and to many Native Americans it’s very important to protect the place where you are. It holds your ancestral memories.”

In the 1980s, Robles said there was a kind of renaissance of Native American culture. When she was raised in the 1950s and 1960s, she said her tribe was somewhat prohibited from speaking their language, but after that people became more involved in the culture.

When the San Mateo Campground valley washed out a few decades ago, California State Parks came back to help reconstruct the burial grounds.

“We continue to have tribal meetings here and use it as a repository of our culture and who we were and who we are,” Robles said. “We started doing Panhe as an educational and fun gathering for us.”

The United Coalition to Protect Panhe has been involved with trying to keep the area free of toll roads and other proposed development. Additionally, Robles said the site is eligible for the National Register of Historic Places. CD

Fruit Trees: Making the Most of a Small Space

y European mother raised us four kids with seasonal fruit.

Back in the 1960s when most of my friends had pools installed in their backyards, ours was transformed into an orchard with a variety of commercial-size fruit trees, providing maximum yields from our apricot, plum, peach, kumquat and citrus trees. Our backyard looked more like a farm with fruit spilling over the walls.

Looking back, our oversized commercially grown trees produced more than 300 pounds of seasonal fruit—enough to feed the entire neighborhood and make several dozen pies and canned jams.

With today’s homes having patio-size gardens, homeowners have turned to smaller fruit tree varieties for care, maintenance and control of fruit production.

Commercial-size trees are no longer used

in backyard spaces.

Planting a backyard orchard has never been easier when you plan, prepare the location and follow the right steps. Proper drainage, sunlight, mounds, soil amendments and mulch are key for successful fruit tree management and production.

Planning: Start with fruit tree varieties adapted to your area.

Be sure to consider varieties with known pest and disease resistance when available. Learn about fruit tree chilling requirements, especially if you live in a spring-frost or warm-winter climate.

Find a retail nursery that specializes in fruit trees chosen for your area. Ask specialists for ideas and recommendations about what to grow. See what’s in season at local farmers markets.

Test your drainage: • Dig a hole about l foot deep and fill it with water.

• If the water drains within three or four hours, fill the hole again.

• If it takes longer than three or four hours to drain, you have a problem!

oday’s story is a reminder of the importance of the acronym “ICE” (In Case of Emergency) in the lives of seniors.

The name of the woman who provided this information and the name of the man mentioned in her account of events have been changed at her request.

Last month, Joyce, 73, met Jeffrey, 70, online. She said, “Quickly, I felt he was very special. We had interesting conversations; he was respectful. He had a cute personality and was interested in me also.

After caring for his wife as she fought cancer for many years, he was ready to find a partner and move forward.

“Jeffrey and I absolutely clicked,” she said. “We were into our third date in four days. We were walking up a steep driveway at my condo development. I was two steps ahead of him when I heard him say The Capistrano Dispatch March25-April 7, 2016

something. I turned to look and saw him falling backwards, straightbodied.

“His head hit the cement with a loud crack, bounced up and back down, cracking again. He began convulsing; blood was running out of his ear and the back of his head. He was uncon-

“I yelled for help and called 911.

I thought he was going to die at any moment. A neighbor nurse showed up in a few seconds. A doctor friend of mine was driving up the driveway. He stopped his car and jumped out. He put his hands on each side of Jeffrey’s head to stabilize it. Blood was on the doctor’s hands and running down the driveway. Within five minutes, emergency vehicles arrived.

“A fireman was asking me questions and writing down my answers. He took my contact information and wanted Jeffrey’s relatives’ contacts also. I had none, other than their names. Jeffrey was rushed to the hospital.”

Joyce and the fireman searched Jeffrey’s unlocked car for information but found none. To help Joyce find the hospital emergency room, the fireman drew a

Prepping: Berms and Mounds: • Place the root crown (upper part of the root system) just below the soil line.

• A 6- to 12-inch-high raised planting area (mound or berm) is sufficient to raise tree root crowns above wet soil. A 6-inchhigh mound should be at least 2 and a half feet in diameter, a 10- to 12-inch mound or berm at least 3 to 4 feet wide.

Sun: • For the healthiest trees and tastiest fruit, choose the sunniest location available.

Layout and Spacing: • Dwarf sizes are easier to control, maintain, prune, thin and harvest.

• Plant as close as 18 inches apart for two, three or four trees in one hole.

Planting Fruit Trees: • No fertilizer is needed when planting a bare root tree.

• Soil amendments help with poor drainage with clay soil and will help maintain moisture in sandy soil.

Planting Depth: • It’s important not to plant too low. Look at the soil line on the tree trunk in the nursery container.

How to Plant a Fruit Tree: • Dig the hole a little deeper than the root is tall and make it wide enough to accommodate the longest roots.

• Backfill with native or slightly amended soil until the bottom of the hole is at the

right planting depth for the tree. If multiplanting in one hole, backfill to correct planting depth for each tree.

• Prune off any broken, rotted or twisted roots, making a clean cut.

• Position the tree, spread the roots and refill the hole, tamping the soil around the roots as you go.

• If planting in fast-draining soil, water thoroughly in order to finish settling the soil around the roots. In slower-draining soils, water a little at a time.

• No further water is necessary until there is new growth of several inches.

Last Steps: • Apply mulch as a top dressing; as mulch decomposes it provides a steady source of nutrients to plants and organic matter to the soil.

Although horrified and worried sick, Joyce said she drove herself to the hospital. She was led immediately to Jeffrey’s emergency room location. She said, “There he was, propped up on a gurney, conscious, giving me his cute smile and calling me by my name. It was unbelievable; I was so happy.”

Jeffrey could not recall his sons’ contact information, but his cell phone was on the gurney. With the help of a hospital employee, Joyce was able to eventually send a text message to Jeffrey’s oldest son who lived nearby. But much time had elapsed.

Jeffrey kept telling Joyce he wanted to go home. The doctor told her that Jeffrey had two skull fractures and bleeding on the brain. The doctor said empathetically that if Jeffrey went home, he would die.

Jeffrey was moved to intensive care.

Joyce was allowed to go there immediately.

A nurse asked Joyce about her relationship to him to which she replied, “girlfriend.”

The nurse wrote, “significant other.”

Now, Jeffrey is in a nursing facility. He is having cognitive and ambulatory issues and is losing weight.

Joyce says, “I have not given up. He is truly a very special man. I believe everyone should carry a couple of names and phone numbers in their wallet in case they become incapacitated.

“In dating, especially later in life, each person should get an emergency phone number or two from the other. Much time was spent trying to contact Jeffrey’s family based only on the two names of his sons he had talked about.”

When I shared this story with Doug, a friend of mine, he said, “In addition to keeping emergency contacts in your wallet, add them to your cell phone as well.

Mark both of them with the word ICE. An EMT told me that once a person is stabilized, the cell phone is checked for ICE listings and the numbers are called. Fire and police agencies also do this.”

Thanks to Joyce for sharing this heart-wrenching story. She and Jeffrey are in our thoughts. Don’t forget to add the word ICE to your emergency numbers in your phone and wallet.

QT with a Cutie Spending quality alone time with your kids ensures they feel the love

E

xtreme chaos and ear-splitting volume is simply the norm in our home. There are four young kids fiercely competing with each other in the “Parents’ Attention Playoffs.” Each child tries to outdo their sibling in an effort to be seen or heard. Kids can feel lost in the shuffle. It can be truly exhausting and overwhelming for everyone involved.

I’ve found that taking the time to connect with each child—alone—is invaluable. Finding that alone time can be incredibly difficult. Sometimes it requires pulling the cutie out of school for a few hours or dispersing siblings throughout the neighborhood. It’s amazing how different kids act when they’re plucked from the herd.

Without the need to outshine each other, calmness transcends.

A dear friend recently asked what advice I might have to pass along to another friend of hers. The friend was in labor with her fourth baby. Without much thought I said, “regular alone time with each child.”

That’s one of the best kept secrets about how to stay sane while raising four spritely offspring. Alone time can be helpful in resetting a child’s bad behavior or poor choices. Any family with two or more kids can reap rewards from one-on-one time.

When the kids were younger and clung to me like monkeys, one-on-one quality time was a little different. Maybe it was reading a story while the others watched television in another room. It often meant doing a craft with an older child while

their younger sibling napped. Sometimes it was baking cookies together while other kids played outside.

Recently I carved out “QT” with our oldest daughter. She and I were able to talk in a calm atmosphere without constant interruptions. We were able to bypass the constant sister bickering and connect in a way that simply isn’t possible with siblings present. I could listen without feeling guilty about ignoring another child.

One-on-one time can be nothing more elaborate than driving home from water polo practice with only my little swimmer in the car. It’s rare, but once in a while all the stars align and it’s just us. Listening to him eagerly tell me about his day for the five-minute drive home? Priceless.

My younger daughter found me last night as I was trying to sneak a quick shut-eye. At first, I was irritated that I’d been discovered. But when she sheepishly admitted that she wanted to snuggle with me, I welcomed her under the warm covers. She simply needed me to listen with undivided attention as she categorically reviewed all of her body’s owies from head to toe. As we snuggled in bed, I could feel the day’s struggles melting away.

Kids grow up fast. By spending one-onone time with each child, a clear message is conveyed. That child understands that they matter to you. I want each of my children to know they are loved and important.

O

n March 11, the annual Fiesta de las Golondrinas tradition of Hoos’Gow Day brought a taste of the Wild West back to downtown San Juan Capistrano. The Fiesta Association—the group tasked with putting on the Swallows Day Parade each year—dispatched “sheriffs” and “deputies” dressed in their traditional black and white Western garb to roam the town in search of city slickers. Those who weren’t sporting Western apparel—or perhaps just wanted a photo in the old school Hoos’Gow—were “arrested” and thrown in the traveling jail, leaving them no choice but to smile for the camera and make “bail” by purchasing a Fiesta Association souvenir. In the afternoon, dozens of families gathered at the Mission Grill for the third annual frog jumping contest, where kids were invited to cheer on a group of amphibious athletes as they hopped toward the finish line. bout 35,000 spectators packed the streets and sidewalks of downtown San Juan Capistrano for the Fiesta Association’s 58th annual Swallows Day Parade & Mercado Street Faire on Saturday, March 12.

A vast array of festive non-motorized entries entertained the crowds while paying tribute to the colorful history, cultures and people of San Juan Capistrano. This year’s parade featured about 100 entries including 375 horses, more than 3,400 people on foot and multiple marching bands ready to compete.

Collins Edges Homa to Claim Oakley SoCal Open Title THE CAPISTRANO DISPATCH

N

ew Mexico’s Wil Collins went wire-to-wire to shoot a tournament-winning score of 201 (-11) and claim the Oakley Southern California Open at Monarch Beach Golf Links on March 23.

The three-day tournament, sanctioned by the Southern California Professional Golfers Association, featured a talented field that competed on Monarch Beach and Arroyo Trabuco Golf Club from March 21-23.

Collins fired an opening-round 63 (-9) at Arroyo Trabuco to give himself a healthy lead. Back-to-back rounds of 69 were enough to hold off a charging field behind him.

Max Homa, who was a member of the PGA Tour last season, birdied five holes on the back nine at Monarch Beach in the final round to threaten, but a costly double bogey on the 16th hole ensured he would finish one stroke back at 202 (-10). Homa’s 66 (-4) in the final round was tied for the lowest score of the day.

Homa’s hot stretch on the back nine, playing two groups in front of Collins, made him the leader in the clubhouse and sat in solo first when he closed out his round. Collins, who had a five-stroke lead with nine holes to play, stood on the 17th tee needing to birdie the final two holes to win.

he San Juan Capistrano Little League’s 2016 spring season is under way, which means hundreds of children ages 4 to 13 are enjoying playing on the diamonds at historic Old Majors Field and nearby parks. According to SJCLL board member Daniel Evans, the 2016 spring season saw the number of participating players rise to the highest total the league has seen in five years.

This year, SJCLL has partnered with Trabuco Hills Little League to play interleague games.

Here is a look around the SJCLL divisions, highlighting standout performances and team accomplishments.

A-Division (6-8 year olds)

The SJCLL Rockies played the THLL Dodgers on March 19, and the Rockies’ John Steele earned catch of the day honors.

AA-Division (8-9 year olds)

The SJCLL Red Sox narrowly defeated the Indians 17-15 in a back-and-forth game at the San Juan Capistrano Sports Park on March 5. Charlie Schreiber hit a basesclearing triple in the fourth inning to put the Red Sox ahead. The Indians’ Jason De La O had two steals, two walks and two runs scored.

AAA-Division (9-11 year olds)

Collins took home the grand prize of $10,000 for his victory.

All players in the field played their opening two rounds at both Monarch Beach and Arroyo Trabuco in hopes of making the 54-player cut and advancing to the final round at Monarch Beach.

The low PGA Professional award was given to Michael Block of Arroyo Trabuco.

Block finished t-8 with a three-day total of 207 (-5). Kyle De Silva of Orange was the low amateur in the field. De Silva finished t-17 with a score of 210 (-2). CD

Aztecs on March 19. The Dodgers defense was solid, led by catcher Johnathan Sussman, first baseman Luke Boucher and outfielder Everett Carden. At the plate, Jude Honeycutt, Jace Brusseau, Justin Rodriguez, Cormac Olsem and Lote Harvey produced the big hits.

Majors Division (11-12 year olds)

The SJCLL Angels lost to the TCLL Oregon Ducks on March 19, but the home team got on the board early thanks to an RBI double by Lucas Sanseverino. The Angels’ Cole Strane recorded a team-high four assists on put outs while playing shortstop. CD
