Five things San Juan should know this week City Dealing with Lawsuit over Alleged Harassment of Property Owner THE LATEST: The City of San Juan Capistrano is contesting a lawsuit brought

by Schuyler Lifschultz, Myles Sachs and Ashby Enterprises over alleged harassment of a property owner and tenants.

The lawsuit filed in federal court alleges the city’s actions were directed toward the plaintiffs regarding property on Calle Perfecto. The plaintiffs are seeking damages. Sachs is the owner and sole member of Ashby Enterprises, which owns the relevant property. Lifschultz does not own or manage the property but works with Sachs. Legal action began in August.

“The city has used a series of weapons against plaintiffs and the tenants of the property,” the lawsuit stated. “These include issuing unfounded civil citations to plaintiffs, their associates, and the property’s tenants, and working in concert with the Orange County Sheriff and the Orange County District Attorney to cause Mr. Lifschultz to be criminally prosecuted without any cause whatsoever.”

City Attorney Jeff Ballinger said the city denies the allegations. The city believes its actions don’t warrant punitive damages and will continue defending the case, Ballinger said.

Charles Krolikowski, an attorney for the plaintiffs, said the city has encouraged tenants to leave the property and discouraged tenants looking to rent from his clients.

“The city is being overzealous towards my client and trying to run them out of town,” Krolikowski said.

Court documents filed by attorneys for the city said the allegations were vague and local governments are immune from damages under Section 1983 claims, citing previous court case City of Newport v. Fact Concerts Inc. Attorneys for the city also said government employees sued in their official capacity are not subject to punitive damages, citing Ivani Contracting Corp v.

City of New York.

sion, or fraud as required by the California Civil Code, the court order said.

“The court finds that defendants’ arguments regarding the sufficiency of plaintiffs’ allegations are premature,” the court order said. “At this stage, plaintiffs have adequately pleaded that they may be entitled to punitive damages.”—Collin Breaux

Petition to Hear ‘Martin v. Boise’ Denied THE LATEST: The U.S. Supreme Court has decided that it will not hear an appeal to the Martin v. City of Boise ruling—the landmark homelessness case that has prohibited cities from enforcing anti-camping ordinances if they don’t provide shelters.

In the Supreme Court’s list of orders on pending cases released on Monday, Dec, 16, it denied a request from the city of Boise, Idaho for the higher court to review the case, which challenges the Ninth Circuit Court of Appeals’ ruling from April 2018.

The federal appeals court held that city ordinances barring the homeless from camping in public spaces and parks when no shelter beds have been offered or provided constitutes “cruel and unusual punishment” under the nation’s Eighth Amendment.

After the Ninth Circuit Court denied Boise’s request for a rehearing this past April, the city filed its petition for a writ of certiorari with the Supreme Court over the summer, eliciting an influx of support from several cities including San Clemente, Dana Point and San Juan Capistrano, as well as other Southern California

municipalities.

“San Clemente and many other cities nationwide had supported Boise in its request for review, seeking greater clarity and direction on issues relating to public camping laws,” the city of San Clemente said in a prepared statement.

Jeff Ballinger, city attorney for San Juan Capistrano, issued a similar statement, expressing disappointment “since we believe that the Boise decision was wrongly decided.”

“However, that decision is now the law of the land,” Ballinger’s statement continued. “Unless and until it is changed, the City intends to follow it as such.”

From an enforcement perspective, the Orange County Sheriff’s Department said it “will continue to address homelessness in our jurisdiction by balancing outreach and enforcement.”

“Homelessness is a community issue and cannot be solved by law enforcement alone,” OCSD spokesperson Carrie Braun said in a written statement. “We are committed to addressing homelessness alongside city and community partners.”

Attorneys representing Boise argued that homeless encampments allowed under the Ninth Circuit Court ruling have “spawned crime and violence, incubated disease and created environmental hazards that threaten the lives and well-being both of those living on the streets and the public at large.”

“The consequences of the Ninth Circuit’s erroneous decision have already been—and will continue to be—far-reaching and catastrophic,” the Boise petition stated. “The creation of a de facto constitutional right to live on sidewalks and in parks will cripple the ability of more than

1,600 municipalities in the Ninth Circuit to maintain the health and safety of their communities.”

Though the decision has been a disappointing one for many municipalities impacted by the Boise ruling, city officials in Dana Point and San Juan said it won’t affect their strategies in addressing homelessness.

“While disappointing, the decision does not change the City’s strategy to address homelessness, as responding to the number of homeless individuals and families in Dana Point remains a priority,” the city of Dana Point said in a statement.

“Dana Point continues to coordinate resources in order to provide services to fulfill the purpose set out by the City in its Community Workplan to Address Homelessness, which is to ‘eliminate the necessity of homelessness in Dana Point,’ ” the Dana Point statement added.

Ballinger wrote in a statement that the city of San Juan Capistrano will continue to focus on ways to ensure that the state’s homelessness problem does not affect the health, safety and comfort of San Juan residents.

The city of San Clemente stated it would continue to work within the parameters of the law.

“At this point, the City (of San Clemente) and its law enforcement, County, and nonprofit partners will continue to rely on the direction given by the Ninth Circuit in the Martin case,” San Clemente said in its statement.

San Clemente Assistant City Manager Erik Sund reiterated that point, telling San Clemente Times on Tuesday, Dec. 17 that the city, along with contractors City Net (Cont. on page 4) thecapistranodispatch.com

For San Clemente, part of that strategizing is continuing to find an alternative location for a temporary homeless shelter, as it just closed its outdoor encampment on Avenida Pico.

The Pico lot had seen a steep decline in homeless campers since September, when the city imposed its rule limiting admission to the encampment to people who had ties to San Clemente. The San Clemente City Council voted last week to close the camp, as it was no longer financially viable to operate with only five campers.

The County of Orange has seen a sharp rise in homelessness, as this year’s Point-in-Time Count showed that Orange County’s homeless population increased by 43% since 2017. According to the report released in late April, there were 6,860 homeless individuals counted in the county—up from the 4,792 homeless individuals recorded in 2017.

The Point-in-Time Count is a biennial study in which volunteers help count the number of homeless in their area to determine the county’s indigent population. This year’s count was conducted from Jan. 23-24.

Within the tri-city area, the count found 32 homeless individuals residing in Dana Point, 62 in San Juan Capistrano and 145 in San Clemente, 96 of whom were unsheltered. Roughly 58%, or 3,961 of the total homeless individuals counted, were unsheltered, according to the data.

This past spring, the three cities, along with the cities of Aliso Viejo and Irvine, were added to a federal lawsuit that challenged their lack of providing the homeless with adequate access to shelters.

The suit was dismissed this past August for all the cities except for San Clemente, which had continued to face litigation from homeless individuals and the advocacy groups supporting them.

However, the federal court eventually dismissed the case against San Clemente last month.

As of press time, attorneys representing some of those advocacy groups that had filed the lawsuit against the cities had not returned calls seeking comment on the Supreme Court’s denial.—Shawn Raymundo, Lillian Boyd and CB

New Barbecue Spot Opening in Spring 2020 THE LATEST: Barbecue fans can rejoice about a new restaurant coming to downtown San Juan Capistrano.

Heritage Barbecue will open in the former Mission Grill location at 31721 Camino Capistrano, near Mission San Juan Capistrano, in spring 2020. Owners

Brenda and Daniel Castillo, a married couple, have been doing pop-ups in the Orange County area for a while and decided to bring their talents to San Juan Capistrano.

The Castillos do a Central Texas-style barbecue with mostly beef, though they use pork and other proteins, too, with a California and Hispanic twist.

“It will work with San Juan,” Daniel said.

The building will have outdoor patio seating and get a remodel, with firepits added. Heritage Barbecue also plans to work with The Ecology Center to get local fresh produce and ingredients since they emphasize the farm-to-table model.

“We’re not into processed or microwaved food,” Brenda said. “We’re into the healthy approach.”

Daniel and Brenda are completely committed to the downtown location, having moved to San Juan Capistrano from Garden Grove. They love San Juan Capistrano, particularly for the rich history and beautiful scenery.

“Los Rios is a street we like to walk down,” Daniel said. “It’s like we’re on vacation here.”

All of the barbecue offerings are done by hand, and Daniel expects this to involve 18-plus hour days.

The eventual opening has caused a lot of excitement and anticipation in the community, which Daniel says has been comforting. People in the area have been encouraging when it comes to them settling in, Brenda said.

CUSD Board of Trustees Approves Interim Financial Report THE LATEST: The Capistrano Unified School District Board of Trustees approved the first interim financial report for the district during a regular meeting on Wednesday, Dec. 11. The report essentially says the district can meet its financial obligations for the remainder of the fiscal year and beyond.

The first interim reporting period is based upon activity from July 1, 2019 through October 31, 2019, according to an explanation in the meeting agenda.

School districts are also mandated to demonstrate multiyear fiscal solvency through interim reports and annual budgets, district documents said. Unknown factors as the district goes forward include revenue for special education preschool students, which are still classified as one-time pending a resolution from the legislature.

to other purposes by the state in future years,” the first interim report said.

Another unknown factor is the Later Start Bill, which Gov. Gavin Newsom signed into law in October. The bill allows later start times for middle and high schools for the 2022-23 school year.

Calculations on what those changes will look like for CUSD will “take time,” the report said.

“Bus schedules will have a big impact on this change because of staggered starts,” the report said.

The report said salary negotiations have not been settled for all bargaining units for the current year.

WHAT’S NEXT: A second interim report is scheduled to be brought up in March 2020. The second report could include updates from collective bargaining and information from the governor’s proposed budget in January.

In other CUSD Board of Trustees news, there was an annual board reorganization.

Jim Reardon became the new president, former President Gila Jones became the new clerk and Martha McNicholas remained the vice president.

“It’s a real joy to work with this board,” Jones said. “They are an extremely wise group. They all bring something different to the table. They all make me think.

City Pavement Considered in ‘Fair’ Condition THE LATEST: The City of San Juan Capistrano’s overall Pavement Condition Index

(PCI) score is 72.7, considered “fair” for local and arterial streets. City Manager Ben Siegel discussed the PCI score in an email after an information request by The Capistrano Dispatch.

PCI is a numerical index used to indicate the general condition of the roadways, with the index ranging between 100 and 0.

The figure 100 represents a newly paved street and 0 is a street section that has “structurally failed,” Siegel said.

“The PCI is based on a visual survey of pavement surfaces and is measured for both local and arterial streets,” Siegel said. “The PCI is submitted by the city semi-annually to the Orange County Transportation Authority in order to be eligible to receive Measure M funds, the county’s half-cent sales tax for transportation projects.”

Any “meaningful” improvement in the city’s PCI score would require an “additional, significant” investment from the city’s General Fund, which also goes to pay for public safety, parks, building, code enforcement and other core municipal services, Siegel said.

WHAT’S NEXT: The next major street project in the community is slated to begin this summer in the Meredith Canyon neighborhood.

“The plans for that project are nearly complete and ready to be competitively bid. That project will repair approximately three miles of roads at an estimated cost of $4.2 million,” Siegel said. “Over the last few years, major roadway pavement repair projects have occurred in the Villas neighborhood ($2.2 million), Camino Capistrano between La Zanja and Oso Road ($600,000), and Junipero Serra Road between the south and north I-5 ramps ($300,000).”—CB

Young Students Help the Hungry Capistrano Valley Christian Schools Elementary held their 4th annual meal packing event on Thursday, Dec. 19 with Kids Around the World, a news release said.

The meals are shipped throughout the world to groups helping the hungry and less fortunate.

Over 160 CVCS elementary students worked together to pack 15,000 meals, and have packed about 75,000 meals over the past four years, according to the news release.

“The timing of this project is perfect.

As the world focuses on materialism, our students are able to focus on the real reason we celebrate Christmas, which is the birth of Jesus.,” said Marnie Day, elementary school principal. “Jesus loves and cares for us and this project gives our students an opportunity to do that for students across the world.”

New Private Preschool Opening Community Seedlings Preschool, a private preschool, is scheduled to open in summer 2020.

It will have a social constructivist curriculum and hold classes at Palisades United Methodist Church (27002 Camino De Estrella), though the school will be independent of the church.

Student instruction will be held in indoors classrooms and also outdoors, incorporating play activities, group interactions and other educational approaches.

Children will move throughout different parts of the campus during the day to receive comprehensive learning.

“We want their love of learning to blossom here through art, science, math, literacy, technology and meaningful interaction with the new site’s expansive outdoor environment,” said Carrie Conti Fetter, co-founder and director, in a news release.

Community Seedlings is for ages 2 ½ to 5 ½. The curriculum is inspired by the Reggio Emilia philosophy of teaching, learning and advocacy for children that originated in Northern Italy, according to the news release.

It was quite a year for San Juan Capistrano in 2019. Retail department store Target looked to replace a Ralphs on Del Obispo Street, the Northwest Open Space was a big topic of discussion, with the city council ultimately approving plans for the Putuidem Cultural Village there, and construction for an improvement project began downtown on Verdugo Street.

One could say it was a time of change.

And yet 2019 also saw traditions continue. Annual events including the Swallows Day Parade, a Fiesta Association barbecue saying farewell to the famous birds and other regular happenings went on as usual.

The end of this year and the beginning of a new one is a time to reflect and look ahead.

Here’s what happened in 2019 and what’s shaping up for 2020.

MAY The city council approves initiating a pilot program for valet parking

services in the downtown district. “We thought this would be something that would address many of the concerns we hear from visitors, from businesses, that parking in our most desirable location in the heart of our downtown is never available,” City Manager Ben Siegel told the council.

The city council also introduces a new ordinance meant to provide the city with more definitive authority when it comes to enforcing prohibitions on open fires.

Scott and Diana Schmitt are recognized as the Man and Woman of the Year by the San Juan Capistrano Chamber of Commerce, and they also are presented a Lifetime Achievement Award. They are longtime residents and photographers.

The city begins accepting nominations for the Wall of Recognition at the San Juan Capistrano Community Center. Raymond Miller, Marianne Taylor and Jim Taylor are chosen to be added.

SEPTEMBER Krista Castellanos is chosen to fill a vacancy on the Capistrano Unified School District Board of Trustees left by former Trustee Gary Pritchard. Castellanos serves out Pritchard’s term, which is set to expire in 2020.

The city’s planning commission approves revised plans for the River Street Marketplace development.

Some Mission San Juan Capistrano Docent Society volunteers no longer work there after disagreements with Mission Executive Director Mechelle Lawrence Adams. Adams said disgruntled Docent volunteers “want to run the Mission rather than serve the mission of the Mission” and if disgruntled volunteers “got on board, there would be no issue.”

The Camino Real Playhouse celebrates 30 years of performances.

OCTOBER Construction begins on Verdugo Street. The project will provide wider sidewalks, decorative brick pavers, enhanced lighting, landscaping and a more pedestrian-friendly gateway to downtown. The project is anticipated to be complete in spring 2020.

T

he year 2019 was a “fantastic year” for Rancho Mission Viejo, in the words of Senior Vice President of Government Affairs Mike Balsamo.

Rancho Mission Viejo received the Gold Award for Best Master-Planned Community of the Year for the Village of Esencia from the National Association of Home Builders. The awards category received more than 1,300 entries.

“We faced stiff competition in the Master-Planned Community (category),” Balsamo said. “It’s affirmation of things people like about the community.”

Amenities—such as schools, trails, open gathering spaces and fitness and entertainment centers—are part of what residents and visitors enjoy about Rancho Mission Viejo. Those amenities tie into social programming and are part of a “fully faceted” community where people know each other, Balsamo said.

More than 430 homes were sold on the ranch, which Balsamo called “really exciting” and signs of a strong economy and community access. Social programs get more robust as more people move in and homebuyers are drawn to Rancho Mission Viejo, because of the beautiful natural setting and “attainably priced” home options, in addition to the community-based living environment, Balsamo said.

The 19th annual Rancho Mission Viejo Rodeo was also a big event in 2019, with more than 9,000 in attendance. Proceeds benefit local charities, including Shea Therapeutic Riding Center, CHOC Children’s at Mission Hospital, San Juan Capistrano Boys and Girls Club and Justin Sports Medicine. The rodeo has raised more than $2.5 million, and competitors look at the event as a way to advance to the National Finals Rodeo in Las Vegas.

“It’s a way the ranch shows support for the community and keeps our Western heritage alive,” Balsamo said.

Harvest for Homeshoppers featured live music, food trucks and pumpkin carving.

In November, the Turkey Trot on Thanksgiving Day raised an anticipated $15,000 in proceeds, which will benefit The Reserve, a habitat that maintains nature while also offering educational and community opportunities.

“We were thankful because people endured some nasty weather that day,” Balsamo said.

Over at The Reserve, events such as family astronomy nights and hikes were held.

In terms of milestones, Balsamo men-

tioned the opening of the second phase of Los Patrones Parkway, which extended the 4.5-mile road from Oso Parkway to Cow Camp Road.

Balsamo said it provides direct access to the ranch community from the north.

Wildlife crossing tunnels were also put up under the highway, along with revegetation of native plants.

Currently, Rancho Mission Viejo is building a series of large infrastructure projects.

“What’s made us successful over the years is ensuring the proper infrastructure is in place before residents move in,” Balsamo said.

outh Orange County offers a wide variety of food options—a veritable culinary trip around the country and the world within a short drive.

The options are endless: French, Italian, Indian, Asian, Mexican. Fish lovers are in for a treat since numerous restaurants serve up mahi-mahi, among other seafood dishes. There are plenty of options for vegetarians as well, but if you’re a carnivore, there’s no shortage of order options, either.

Whatever your preference, you won’t go hungry looking for exceptional food in South Orange County.

We visited local places to ask what they serve, the atmosphere customers can expect, and what makes their spot so special.

Ricardo’s Place // Ricardo’s Place features Mexican food and caters to all ages, with a big portion of seafood available.

The family-operated restaurant emphasizes different regions of Mexico, said Ricardo Beas, owner and general manager.

“We have a variety of salsas,” Beas said.

“The salsas complement the food.”

The salmon tacos are popular, and they offer soups at a time when Beas said other places de-emphasize soups.

Ricardo’s has been in their current location for 16 years, which for Beas “seems like yesterday, but time flies when you have fun.”

The staff sees kids come in and grow up to continue being customers.

“We’re very family-oriented,” Beas said.

Along with burritos, tacos, and enchiladas, there are also happy hours.

“We have a really good Taco Tuesday, too,” Beas said.

Gemmell’s Restaurant // Gemmell’s at Dana Point Harbor features French and continental cuisine.

“We have sauces that are made from scratch,” manager Barbara Tagudar said.

“We have creamy sauces. Some are fresh tomato-based. Everything is fresh. Nothing is out of a box, out of a can.”

Melodic music plays in the restaurant, which is decked out with nutcracker figurines for Christmas. The tables and restaurant offer a ritzy but cozy ambience.

“It’s very soft. People can talk with one another,” Tagudar said. “It’s a little romantic.

We have a little hidden cove, where we sit people if they’re romantic. We can tell when you walk in the door if you’re a romantic couple.”

Among other specialty foods, Gemmell’s does an escargot. The escargot is done different ways—traditionally with butter and garlic and the new style with finely chopped ham and mushrooms.

Gemmell’s has been serving the community 18 years, and chef Byron Gemmell has been active for more than 50 years.

“He’s got a lot of experience; he’s got a lot of awards for his cooking and his personality,” Tagudar said. “French (cuisine) is very unique and very flavorful. It’s very personable and quiet. We have personal service.”

r Basanti // Basanti serves up Indian food right in the heart of San Juan Capistrano.

Owner Roshan KC called it a neighborhood spot that started two and a half years ago. The menu includes popular chicken dishes, lamb, salmon, and kabob. For the non-meat eaters, there are plenty of vegetarian options as well.

“We are very vegan-friendly,” KC said.

Most customers are regular patrons, including students and parents from St. Margaret’s Episcopal School across the road. KC has received a lot of support from the community since opening.

Patrons can either stop in and sit at a table or get orders to go.

“I’m very thankful for this location,” KC said of the restaurant’s spot along Ortega Highway.

KC started Basanti as a tribute to his father, who passed away in 2002. KC fondly recalls his father cooking food for him when he came home.

“I have been working in the restaurant industry for a long time,” KC said.

“This is something I wanted.”

ARTISTS OF SOUTH COUNTY Three area artists talk art, influence and inspiration.

Kevin Short Captures the West Coast’s Glare For nearly the past three decades, Dana Point artist Kevin Short has kept the focus of work between Trestles and south Laguna, targeting mostly the Salt Creek area. As an artist who fixates on “Glare,” he finds that the West Coast, particularly this region of South Orange County, is full of glare.

While his extensive line of work has focused on this, Short said he’s most known for his oils on canvas.

“I really like our local culture . . . our day-in, day-out lifestyle,” Short said of what guides him. He added, “I don’t do really fantasy paintings like woodies on the beach or retro paintings. I find our current life here inspiring . . . especially small little moments like in the painting called ‘Surf Team.’ It’s just a couple of people being talked to by the coach.”

“Surf Team” is currently on display, along with a couple of Short’s other paintings, at American Legacy Fine Arts (ALFA) in Pasadena.

Locally, Short’s work has previously been featured at San Clemente’s historic Casa Romantica, where, he said, “they seem to be upgrading the quality of the art of the area.” The South County region in general, he added, has started to move away from “tourist art” to “have more quality museum fine art.”

Though Short doesn’t have any firm exhibit dates lined up at the moment, he said he’s currently focused on working with one particular museum, though he couldn’t reveal which one.

Rick Delanty Reflects on Time as SC High Art Teacher During local plein-air painter Rick Delanty’s tenure as an art teacher at San Clemente High School, he sought to be a better instructor than the one he had when he was in high school.

“The reason that I became a high school teacher is my high school teacher in the arts was fairly disconnected with his students,” said Delanty who taught at the local high school for 31 years, from 1974 to 2006.

“The students I thought were good in (my high school) class, he didn’t pay any attention to,” he continued. “The reason that I went into teaching is I thought teachers ought to be present. They really ought to give everything they have to give to kids that need that and deserve it.”

Throughout his time teaching painting and drawing classes to students at San Clemente High, Delanty continued to paint for himself, working on his art. While he

greatly enjoyed inspiring young minds to get engaged in art, he admits that he more so enjoys what he’s doing now. “(Teaching’s) the best. It was the best.

The only thing that’s better than that is what I’m doing now,” he gushed, later adding: “This is superior, only in that I am directing the whole show myself . . . it’s my own vision. And that’s what I’m so excited about—on my own in my career right now, just being able to direct that vision in a way I see fit and in ways that are most exciting for me.”

For Delanty, whose plein-air style of paintings center around landscapes, his goal for his pieces is to have an emotional effect on those who view them.

Painting landscapes, in particular, Delanty also said, is born of a spiritual nature, as landscapes show God’s handiwork.

Delanty, arguably one of the premier painters and artists in South Orange County, has his works currently displayed at San Clemente’s Casa Romantica Cultural Center and can be seen at the California Fresh Paint Invitational in La Jolla.

Delanty said he’ll also be holding a show at his San Clemente home next June and is currently coordinating with the Casa about doing a show in May of 2021.

David Imlay Returns Home to San Juan We all come across a time where we need a change in our lives. That’s what recently happened to artist David Imlay, a native of San Juan Capistrano who had been living in San Francisco for the past 20 years.

“It was just a change of pace. We also wanted to buy a house, and we just decided to move back down this way,” Imlay said of returning to San Juan this past year with his wife, Ana Carolina Imlay, a fellow artist.

Imlay came from an artistic family, as his grandfather did pastels of Native American and cowboy culture while his father was an architect. Imlay said his father and grandfather both encouraged him to pursue the arts.

Imlay, who considers his work to be American Contemporary Realism and Photorealism, primarily uses oil and water colors to paint, while focusing on 1960s and ’70s Americana, as well as old architecture.

Two of Imlay’s biggest influences include artists Robert Bechtle and John Register, who, he said, “were part of that movement that was post abstract, Photorealism and a contemporary take on Americana.”

This past month, Imlay and his wife had their first show since moving back to San Juan that the San Juan Capistrano Historical Society hosted. Their paintings were on display at the Silvas Adobe in San Juan’s Los Rios District.

The Aliso Viejo and Irvine locations offer the closest IMAX theaters. Aliso Viejo’s IMAX is slightly smaller than the Irvine IMAX, which provides the full IMAX screen and experience.

Irvine also has a select amount of VIP theaters that have access to a full bar and leather reclining seats. Also note that the Irvine Spectrum location is undergoing a large refurbishment that is expected to last into early 2020.

Nestled within eyeshot of the Mission and the train station, the Regency’s signage and décor shows off an old-time cinema feel. The lobby is beautiful and ornate with its columns, staircase, light fixtures and balcony.

The theaters themselves are smaller than many major chains, but the establishment gives off the feel of a private theater, an exclusive viewing. This is amplified in its VIP theater.

Beyond the normal theater concessions fare, the Regency houses Rick’s Café and wine bar. There are a wide variety of food options and a happy hour.

Like most theaters, tickets can be purchased online and in advance at regencymovies.com or on Fandango. Check out their $6.50 ticket specials on Tuesdays.

Also check out the Regency Theatres Directors Cut Cinema in Laguna Niguel. In addition to the a few wide releases, the Directors Cut Cinema always offers a selection of independent films and the occasional documentary. It’s a must-visit specifically for anyone prepping for the awards season viewings.

The Metropolitan Luxury Theatre is currently under construction at the Outlets at San Clemente and is expected to open in fall 2020. The theater will offer luxury recliners, 4K laser projection and large-format screens along with a “floor-toceiling bar,” full-service restaurant and in-theatre service.

VIEWS, OPINIONS AND INSIGHTS

In these few short months, I’ve gotten a crash course on the Verdugo Street project, the Putuidem Cultural Village at the Northwest Open Space and just how much the community wants a skateboard park.

I’ve also read through coverage from my colleague Shawn Raymundo on the Target store planning to come in, housing projects and other big movements forward.

Many of these projects look as if they will continue to progress in 2020. I’m excited to be reporting on an area with positive developments.

So far, I’ve really been enjoying my time in California and Orange County. When I moved here from Florida, I expected to have fun, enjoy wonderful weather and meet good people. The region is living up to

WHO WE ARE Over the past 11 years, we have transformed what was once a dirt lot into a beautiful, thriving, active farm, and we’re so proud to be a nonprofit and education center focused on creating and sharing solutions for how to live more consciously, with a little less environmental impact, and a lot closer to the rhythm of nature. In the past year, a lot has changed for us at the farm, and a big part of that has been taking over the entire operation originally run by Farmer George at South Coast Farms. Since then, we’ve turned the property into a thriving,

working example of a permaculture farm, creating an organic food forest in our own backyard.

With all the changes and all of the growth our little farm has had over the years—from a dirt lot to what it is today—we have always let three very simple, tried and true principles guide us: Grow, Eat, Make. These initiatives help us create a culture that gives more than it takes, allowing us to share our resources for how to live a sustainable, eco-conscious lifestyle with our friends and community.

This next year, we’re going to use this space to take you on a journey with us at the farm. As you can imagine, everything GROW, EAT, we do is influenced by MAKE the seasons, and while

F

or those who are fans of watching movies and staying home during the holiday season, Netflix’s The Irishman might be for you. We’ve seen this rise-and-fall story already in Martin Scorsese’s classics GoodFellas (1990) and Casino (1995). And yet, it took almost a decade to find a studio to make a third addition. My theory is that while the first two crime films were flashy and exciting, The Irishman is slow and melancholy.

From the 1950s to 1990s, Frank Sheeran (Robert De Niro) begins as a simple family man with a successful trucking company. Things take a turn when he’s accused of company theft.

Popular attorney Bill Bufalino (Ray Romano) successfully gets him off the hook and introduces Frank to his cousin, Russell Bufalino (Joe Pesci). Russ is the head of the underworld mob in Philly and thinks Frank would be a good addition to the crime family. From decade to decade, we see the Irish-American gangster become close to Russ and his team, and he also becomes good friends with controversial union leader Jimmy Hoffa (Al Pacino).

To discuss Scorsese’s talent and success at this point would be redundant.

But what could be emphasized a little more is just how much the man loves film. With a runtime of more than three hours, it is mesmerizing to see him and his regulars—De Niro, Pesci, Harvey Keitel, screenwriter Steven Zaillian and editor Thelma Schoonmaker among them—work together one more time.

It’s predictable, but seeing the 1970s film stars all share the same screen and play off each other is a complete thrill.

Even so, it’s still a very downbeat, bleak journey. If there was ever a movie to not be accused of glamorizing the mafia, it’s The Irishman. CD thecapistranodispatch.com

Hot Potato Topic: Women Dating Younger Men

I

met Jackie at one of our senior Meet and Greet gatherings in Dana Point this year. She asked a question to which many single women, age 55-plus, would like an answer: “Does age matter in dating when it comes to women being older than men?”

What prompted Jackie to ask that question?

At her 50th high school reunion, she met a classmate. After a year of dating, they married. Two months later, he was diagnosed with cancer. Five months after that, he passed away.

“I don’t think I could willingly do it again,” Jackie said. “At my ‘young age’ of 72, I’d want someone younger.”

Older people dating younger people has always been a hot-potato topic among readers.

When I’ve written on this subject, I’ve been dragged over the coals by young women, older men, older women, bitter men, bitON LIFE AND LOVE AFTER 50 ter women and religious

Often, age-gap comments discriminate against women. Older men dating younger women seems to be acceptable. Whereas, women dating younger men raises eyebrows and can bring forth disparaging remarks.

A Canadian dating website is credited with coining the term “cougar,” which describes a woman who dates younger men. I don’t like the term; I think it’s demeaning.

Jackie is not the only widow who feels she doesn’t want to experience widowhood again.

Three years ago, I fixed up (remember, I’m not a matchmaker) a widow, age 60, with a friend that I guessed to be about 70. They had similar interests.

I saw them enjoying a beverage together shortly thereafter at Wind & Sea Restaurant in Dana Point. At that time, I thought to myself, “Bingo!”—a good introduction.

Nope, she told me a couple of days later that she found out he was 75—not 70— and she didn’t want to take the chance of becoming a widow again. So, Jackie is not the only widow to avoid dating men her age and older.

A woman named Ann said, “If I were to date my age, 72-82, I’d be taking my life into my own hands every time they drive. Some of them can’t drive at night.”

Lisa wrote, “Age is less important than someone’s level of maturity, outlook on life, and health and activity level. I have dated men older and younger. I will be 72 in February and am dating a man 60.

“When I’m on dating websites, men who are older than I seem so ‘old.’ ” A woman I know, Greta, commented, “Age has nothing to do with it. Compatibility is what’s important.”

Margaret said, “I’ve dated men 15 years older and 20 years younger. Some younger men have acted more maturely than older men who have behaved childishly. If you enjoy each other’s company and have fun together, age doesn’t matter.”

At what age difference do critics of older women dating younger men start rolling their eyes and making snide comments? Five years, 10, 15, 20, 25-plus? Who’s to say?

I feel each partner would be wise to understand his or her own motivation for being in the relationship, and the partner’s motivation as well.

I see nothing wrong with women dating younger men (and vice versa). They should be aware, however, that there will be challenges. If there are children on either side, that may muddy the water.

And there could be negative stigmas from the general public. Imagine a friend seeing you in a restaurant with your younger man.

She might say, “Hi, Ellen, I didn’t know you had a grandson!”

Everybody’s different. There’s no right or

wrong. Enjoy your life while you can. It’s nobody else’s business what the respective ages are, except the two people involved.

So, go for it, Jackie, check out those younger men.

The year in San Juan Capistrano sports was filled with championship after championship and more stellar athletic performances.

Here is a look back at some of the best San Juan Capistrano sports moments of 2019:

JANUARY JSerra Girls Soccer Returns to National No. 1 Spot The JSerra girls soccer team fought its way back to the top of the USA Today national rankings at the start of the year. The Lions were 10-0 at the time of the ranking and went unbeaten on the season with a 22-0-3 record.

FEBRUARY CVC Boys Basketball Wins First CIF-SS Championship The Capistrano Valley Christian boys basketball team captured its first CIF-SS championship with a 43-33 win over Palm Springs in the Division 3A title game at Azusa Pacific University. The Eagles were strong defensively and aggressive in the paint in the win.

JSerra Girls Soccer Wins Third Straight CIF-SS Title The JSerra girls soccer team defeated Los Alamitos, 3-0, to claim its third consecutive CIF-SS Division 1 championship at Warren High School in Downey. It The Capistrano Dispatch December 27, 2019-January 9, 2020

was the final game in the legendary high school career of Isabella D’Aquila, who scored the third goal.

MARCH JSerra, St. Margaret’s Girls Soccer Teams Win Regional Titles The JSerra girls soccer team defeated Los Alamitos again, 3-1, to win its second CIF Southern California Division 1 Regional title in three seasons. St. Margaret’s rebounded from a bizarre shootout loss to La Salle in the CIF-SS Final and defeated La Salle, 2-1, to win the Division 4 Regional title, its first.

JSerra Hockey Wins League, State Championships The JSerra hockey team dominated Santa Margarita in all five games of the season, including a 2-1 overtime win on March 3 in the CAHA state championship to qualify for the USA Hockey Nationals, as well as a 2-0 win in the Anaheim Ducks High School League championship on March 9.

APRIL Jake Vandenburg Wins County Shortboard Title St. Margaret’s then-junior, now-senior Jake Vandenburg earned the Scholastic Surf Series Orange County High School men’s shortboard title for the 2018-19 season. Vandenburg was also third in the season longboard standings and led St. Margaret’s to first in the men’s longboard standings.

MAY St. Margaret’s Boys, Girls Lacrosse Both Win County, Section Titles The St. Margaret’s boys and girls lacrosse teams both captured double championships in 2019. Both Tartans teams won their second straight U.S. Lacrosse Orange County titles. The girls successfully defended their U.S. Lacrosse Southern Section championship with a dominant 20-9 title-game victory, while the boys avenged last year’s defeat with a 13-4 title-game win over Loyola to capture the section championship.

SVC Boys Volleyball Wins Fifth CIF-SS Title in Seven Seasons The Saddleback Valley Christian boys volleyball team defeated Oak Park in four sets (25-19, 25-22, 13-25, 25-14) to win the Division 2 championship, its fifth CIF-SS title in seven seasons. The Warriors played in their second straight CIF-SS Final and sixth in seven seasons.

San Juan Hills Boys Tennis Wins First CIF-SS Championship The San Juan Hills boys tennis team upset the top two seeds en route to earning the CIF-SS Division 3 championship. The Stallions beat No. 1 seed Orange Lutheran in the quarterfinals and No. 2 seed Mater Dei in the final.

Three City Athletes Win Individual CIF-SS Track and Field Titles San Juan Hills’ Sean Rhyan, JSerra’s Peter Herold and St. Margaret’s Nathan Soto each won championships at the CIF-SS track and field finals. Rhyan won the Division 1 shot put title, Herold won Division 3 titles in the 1,600 and 3,200 meters, and Soto won the Division 5 pole vault title.

JUNE Six JSerra Products Selected in MLB Draft Five JSerra alumni and one JSerra senior were picked in the 2019 MLB Draft. Baylor’s Davis Wendzel, UCLA’s Chase Strumpf and Jake Pries, Point Loma Nazarene’s Micah Pries, Arizona State’s Lyle Lin and then-JSerra senior (now-UCLA freshman) Michael Curialle all were selected in the first 31 rounds.

Isabella D’Aquila Named National Player of the Year Then-JSerra senior, now-Santa Clara freshman Isabella D’Aquila was named the 2018-19 USA Today National Girls Soccer Player of the Year. D’Aquila scored 33 goals and added 13 assists as a senior and was also named CIF-SS Division 1 player of the year for a third time.

JULY Royce Lewis Plays in MLB All-Star Futures Game JSerra alumnus and 2017 No. 1 overall pick Royce Lewis played in the MLB All-Star Futures game ahead of the 2019 MLB All-Star Game in Cleveland. Lewis, the Minnesota Twins’ No. 1 prospect, went 1-for-2 with a single in the annual game between top prospects in MLB farm systems.

AUGUST Rancho Mission Viejo Rodeo Entertains Large Crowds The Rancho Mission Viejo Rodeo welcomed the top 30 contestants in the world to compete for a total purse of $180,000. Contestants competed in six different disciplines: saddle bronc riding, bareback riding, bull riding, steer wrestling, tie-down roping and team roping.

The Capo Classics 85+ USA-CAL team won its fifth national-age group title in June, and two 65+ members won a world title with Team USA in Finland in August.

JSerra, San Juan Hills Boys Water Polo Meet for CIF-SS Title The JSerra boys water polo team beat San Juan Hills, 13-10, in the CIF-SS Division 4 championship game. It was the second CIF-SS title game for both No. 1 seed JSerra and No. 2 seed San Juan Hills, and it was the first CIF-SS championship for JSerra.
