Five things San Juan should know this week Edison Provides Look at Dry-cask Storage THE LATEST: The future of San Onofre Nuclear Generating Station’s spent nuclear fuel was a topic of big interest last week as the major owner and operator of the shuttered plant, Southern California Edison, hosted an informational event on the plant’s decommissioning.

Interested visitors flocked to a display Sept. 29 at the San Juan Community Center focused on long-term storage of spent fuel at the site, which is currently housed in large cooling pools.

In August, Edison announced a plan to transfer all used-nuclear fuel into dry-cask storage by 2019. Nearby residents and nuclear-safety activists have urged for the transfer as quickly as possible, as they consider dry-storage containers less vulnerable to natural disasters.

Gene Stone, a leader in the local environmental movement and member of Edison’s community panel tasked with engaging residents in the decommissioning process, expressed concern with the utility’s chosen storage options.

Stone voiced worry about the potential for dry-cast storage leaks and the Nuclear Regulatory Commission’s, the body which oversees the nation’s nuclear plants, regulations for such storage, which he said did not reflect plans for long-term storage of nuclear waste at the San Onofre site.

Statewide Plastic-bag Ban Signed by Brown THE LATEST: Both Dana Point and San Clemente made moves toward implementing a single-use plastic bag ban—one attempt in Dana Point succeeded, while two attempts in San Clemente failed. But, with a signing from Sacramento last week, the decision has been taken out of local municipalities hands.

On Tuesday, Sept. 30, Gov. Jerry Brown signed the nation’s first statewide legislation banning single-use plastic bags that are used to package goods in grocery stores, restaurants and other retailers— mirroring existing regulations in 120 local governments including Dana Point, Laguna Beach, Long Beach, Los Angeles, Solano Beach and San Francisco.

“This bill is a step in the right direction—it reduces the torrent of plastic polluting our beaches, parks and even the vast ocean itself,” Brown wrote in a signing message. “We’re the first to ban these bags, and we won’t be the last.”

The legislation, SB 270, prohibits grocery stores and pharmacies from distributing single-use plastic bags after July 2015.

The ban will be enforced on convenience stores and liquor stores the following year. SB 270 will provide up to $2 million in loans to businesses transitioning to the use of reusable bags.

Planning Commission Says ‘No’ to Laguna Glen THE LATEST: In front of a packed audience at City Hall Tuesday, Sept. 30, the San Juan Capistrano Planning Commission rejected an environmental impact report for Spieker Senior Development’s proposed Laguna Glen project in a 2-1 vote.

Although the study found the project would have little to no impact on the surrounding area, Commissioners Sheldon Cohen and Roy Nunn didn’t buy it. Commissioner Ian Gardiner supported the project. Commissioner Tim Neely was absent and Commissioner Evan Chaffee recused himself because his residence located near the proposed project site.

Spieker proposes building a 407-unit senior community on a 35-acre property, located at 32382 Del Obispo St., the current distribution site for Armstrong Garden Center. The project includes a health care center and, per a development agreement, a public aquatic center.

The commission also voted 2-1 to recommend against rezoning the land, which is currently designed for agricultural business. Critics of the project spoke out against the zoning change, asking the commission to preserve the area’s farming heritage and charm.

Developer Troy Bourne said the land was no longer viable for agricultural use.

WHAT’S NEXT: Nunn said San Juan Capistrano was no longer a village but a small town, but he and Cohen agreed the commission had to preserve a rural characteras stated in the General Plan.

State law requires proposed retirement communities offering medical services to determine demand before moving forward with development. Bourne said within the first 90 days of advertising for the project, Spieker had received 250 refundable deposits to secure a place at Laguna Glen.

Some of those potential residents came dressed in blue T-shirts that read “I Heart SJC.” They were met by critics wearing yellow T-shirts and holding banners against the project.

Candidates Talk Development, Water at Forum THE LATEST: Three major development proposals were among hot-button topics discussed by the San Juan Capistrano City Council candidates during a forum Wednesday, Oct. 1.

Seven of the eight candidates participated in the forum that was hosted by The

Dispatch, the League of Women Voters and the San Juan Capistrano Friends of the Library. More than 100 residents packed the library’s La Sala Auditorium to ask candidates their opinion on some of the city’s most pressing issues.

The candidates were each given time for opening and closing statements and one minute to answer a series of questions submitted by residents and screened by the League of Women Voters.

The candidates were asked for their opinions on three hotly-debated projects, the San Juan Hotel & Villas, the Laguna Glen retirement community and The Shops at Capistrano. Candidates were also asked about the city’s Groundwater Recovery Plant and the region’s transient population.

When asked about serving the city’s youth, candidates praised the work of the Boys & Girls Clubs of Capistrano Valley, the city’s Youth Advisory Board and other area nonprofits. All candidates said they supported a skatepark, an issue being debated in Dana Point where residents have petitioned for a facility.

WHAT’S NEXT: The deadline to register to vote in the Tuesday, Nov. 4 general election is Monday, Oct. 20.

West Nile Appears in South Orange County THE LATEST: After months of warning about a spike in mosquitoes and birds testing positive for West Nile Virus in Orange County, it appears the problem has moved its way south.

Mosquitoes in south Orange and northern San Diego counties recently tested positive for the virus, said Jim Dahl, a local representative of the Orange County Vector Control Board. Mosquitoes in both the San Juan Basin, near the dual-county line, and close to Camp Pendleton, returned positive West Nile results.

Nearly 200 cases of the virus have been reported in the county this year. Four of those diagnosed have died. The closest human case to San Juan Capistrano was reported in Laguna Niguel.

WHAT’S NEXT: Residents are encouraged to eliminate sources of standing water on their property that can be a spawning place for mosquitoes. Solving Parking Woes

Eight council candidates weigh in on downtown parking issues, solutions

n the Sept. 26-Oct. 9 edition of The Capistrano Dispatch, the eight candidates vying for three seats on the San Juan Capistrano City Council shared their thoughts on how to address the water crisis in the face of California’s drought, San Juan’s recently adopted rate structure and whether or not the city’s Groundwater Recovery Plant is a viable solution to future water worries.

For our third question, we asked the candidates: The lack of parking in downtown San Juan Capistrano is becoming an increasing concern. What further steps do you think the city can take to enhance parking opportunities downtown? What potential solutions would you offer?

Below are their responses, printed verbatim, in the order their names will appear on the ballot.

JAN SIEGEL Community Volunteer Most of the time and certainly during the week days, there is not a parking problem in the downtown. What we have is an event problem.

What we have is a weekend problem.

Several solutions can be taken right now to alleviate downtown parking: 1. Diagonal parking on Camino Capistrano and Del Obispo in front and across from the Mission 2. Reduce the red zone that is along Camino Capistrano.

3. Convert area along El Camino in front of the ROP property 4. Valet parking for the restaurants. Use places to valet park behind Los Rios Park Long term options: 1. The City should consider purchasing back from the State the properties that the State took under the guise of the Redevelopment Agency and that currently have two public parking lots on El Camino Real.

2. The City should begin the process of The Capistrano Dispatch October 10-23, 2014

erecting a downtown parking structure for public use as laid out in the Historic Downtown Master plan.

3. Work on the tri-city shuttle that bring visitors into town without cars.

There are solutions to both these problems and concerns. I have the experience and the fortitude to see these problems resolved.

DEREK REEVE Councilman/ Constitutional Attorney My opponents have intentionally created a parking problem by making downtown “pedestrian friendly.”

Don’t be fooled, this is bureaucratic government code for forcing people to park far away and walk long distances. In 2011, I predicted the parking shortfall we now have. Now my opponents who created the problem are arguing for metered parking and taxpayer bonds to fix the very problem they created.

The solution is simple: 1. Reduce distance of shared parking between businesses from 1500 feet to 500 feet.

2. Reconfigure specific parking lots to add parking spaces.

3. Provide reduction of fees as incentives to downtown developers to add additional parking stalls, not fewer than required.

I further pledge to never vote for metered parking or a bond which must be paid by the taxpayers.

To make matters worse, the council majority is now pushing through the Spieker Development and Urban Village downtown hotel/residential project; These will not only reduce per capita parking capacity, but will also further increase traffic, urbanize our town and strain our water resources.

The Hippocratic Oath of Councilmembers is first, do no harm. Sadly candidates Kramer, Taylor, Frisch and Siegel advocate high density developments that will only further harm our town.

PAM PATTERSON Constitutional Attorney/ Businesswoman Unbridled development is causing our parking concerns.

Urban Village hotel project; Spieker/Laguna Glen high density community (controversial Armstrong Nursery rezone); Shops at Capistrano, as presently proposed, would eliminate existing parking areas, while creating the need for more parking, especially downtown. Spieker developer Troy Bourne would have us believe Laguna Glen’s up to 1000 new residents will not be driving, yet their EIR projects 1759 average daily trips of new cars on our roads.

Undoubtedly a large portion of those will be heading downtown.

All three projects have been criticized for underestimating the parking needs they will create. City staffer Charlie View

describes this as creating “great pedestrian activity” – translation: Park at RiteAid to have dinner at Sarducci’s. Yet our Council majority is eager to approve them.

Solutions: 1) avoid making the situation worse by carefully analyzing the impact of any proposed development on parking in town; 2) require developers to build a solution into their project, rather than be let off the hook by paying a “fair share” or “in lieu” fee heretofore allowed; 3) important not to piecemeal this situation, but to develop an overall plan in keeping with our General Plan.

JOHN TAYLOR Businessman/ Councilmember Four years ago, parking was not a problem in our downtown. My wife Marianne and I would walk our dogs past the closed theater and shuttered stores at the Franciscan Plaza. It was depressing.

With my leadership in downtown revitalization, the town is now vibrant and alive. People have come back to San Juan Capistrano and now we have to deal with the effects of this downtown renaissance, specifically the need for more parking.

At our last annual city council retreat, parking was at the top of our list of priorities and we discussed several short- and long-term goals. First, we will implement immediate fixes such as re-striping and limiting overnight parking on downtown streets, which will free up hundreds of spaces. Next, we will work with local business owners to maximize parking while enhancing their customers’ experience in terms of walkability and convenience.

Lastly, we are actively exploring a public/ private partnership to build a parking structure with some of the top retail real estate developers in the nation.

We started the discussion and will continue to look for opportunities that will benefit our residents and visitors as they explore, shop, and dine in our historic San Juan Capistrano.

ROBERT WILLIAMS Architect/Business Owner There are actually two issues at hand: Parking and traffic. To reach our vision of a walkable, accessible downtown we must address both.

A comprehensive plan is not currently in place and the solution must be based on long-term thinking and planning under strong leadership.

We start by rolling up our sleeves to create a workable plan of parking and traffic flow. Only then can we effectively communicate, give direction and collaborate with developers to ensure their future participation in building parking lots/ structures. Without a parking/traffic plan, all solutions are a short-term fix.

Our Town Center Master Plan is a good

starting point providing viable recommendations along Del Obispo, Ortega and Camino Capistrano. It incorporates a rework of traffic along Del Obispo with a welcoming landscape median eliminating cross-traffic congestion. Traffic will flow better and beautify our major passageway.

Another creative option which adds spaces with easy access is diagonal parking along Camino Capistrano.

I will respect input from caring and knowledgeable San Juan residents and provide the necessar y leadership to marshal this talent to create real solutions.

Let me bring my planning experience and leadership to preser ve and protect San Juan for the next generations and beyond.

STEPHANIE FRISCH Independent Insurance Broker Downtown parking is one of the most important issues of my campaign platform. As the city’s parking study could take months, I recently wrote to the city council and suggested three immediate actions steps: 1. Form an advisory committee to study alternative parking strategies, district types, funding sources and provide a report and action plan to the city council within 90 days.

2. Bring the city’s parking policy current by incorporating ideas from the Historic Town Center Master Plan and updating parking requirements considering current projects.

3. Bring pressure on the California Department of Finance to define the parcels previously intended for parking as “government use”, which would allow the city to retain ownership. If this is unsuccessful, the city should consider legal action against the state to retain control of the parcels and/or develop a private funding source to purchase land for a parking facility and its construction.

To truly alleviate this issue, we need to add at least one parking structure.

However, there are several short-term fixes to increase parking. Shorten red curbs that are too long; add diagonal parking where beneficial; and implement a plan for employee/volunteer parking to minimize impact on prime parking locations.

On special event days, lease trolleys like those in Laguna to bring visitors from business park lots. Have an OCTA shuttle between Dana Point, San Clemente and San Juan. Stick with our General Plan and resist re-zoning for high-density projects like the Spieker/Laguna Glen proposal, these solutions could suffice a long time.

Postpone large capital outlays until needed for weekday parking. Otherwise, a large structure would stand empty most of the time. We identified parking as a concern at the last City Council retreat. City staff was tasked to provide some short-term solutions. They presented a proposal that includes eliminating some red-curbed areas, assigning employee parking in public parking lots and prohibiting overnight parking on downtown streets. These are being reviewed at resident meetings. We could also implement: 1. Use of specific event valet parking.

2. Restriping of the parking lot adjacent to Sarducci’s and The Vintage.

3. Better signage about location of parking lots.

4. Requirement for a parking plan for special events.

5. Work to re-open parking lots that have been closed.

While the above might ease parking in the short term I believe there is a need for more aggressive long-term solutions. This might involve: 1. Construction of a parking structure.

2. Establishment of a downtown-parking district, which could help to pay for a parking structure.

3. Installation of parking meters at strategic locations.

Greek Festival Delights in Second Year San Juan Capistrano got a taste of Greek cuisine and culture during the second annual Greek Festival the weekend of Sept. 27.

The event, hosted by Saint Greek Basil Orthodox Church, featured authentic Greek cuisine, drinks, music and dancing—including performances by the church’s youth dance team.

This year, the festival lasted the weekend with the Orange County Transportation Authority and Metrolink also provided free rides from the Tustin station and complimentary shuttle service.

Mission’s Romance Benefit Sets Records Mission San Juan Capistrano honored the famed local riding group El Viaje de Portolá during its annual Romance of the Mission Benefit Gala, which saw records break in attendance and proceeds.

For more than 50 years, the riders have joined for a three-day horseback trek in the Capistrano Valley and have become supporters of the Mission, the San Juan Capistrano Historical Society and other causes.

A record 480 guests attended the Great Stone Church located event raised an estimated $260,000 to support the Mission’s preservation efforts. Last year, around $220,000 was raised.

The night included dinner and dancing accompanied by a performance in the Great Stone Church by Broadway star David Burnham, known for his role in Joseph and the Amazing Technicolor Dreamcoat.

“Tonight we gather to take part in an evening of elegance and purpose of raising awareness and funds to protect and preserve this California landmark,” said Mechelle Lawrence Adams, executive director of the Mission, during the event. “We celebrate 11 years since our first concert in the ruins … Back then hosting an event like this evening was a dream and a risk and today it is a tradition.”

All proceeds will further the preservation of Mission San Juan Capistrano including phase two of the Sala building conservation.

Shea Center Hosts Largest Fundraiser Yet In its 36th annual BBQ and Family Faire event—the largest to date—the J.F. Shea Therapeutic Riding Center welcomed an serves and protecting future zoning.

SAN CLEMENTE Since announcing plans in August to raze and rebuild a new version its San Clemente hospital, which includes an emergency room, Saddleback MemorialCare has received pushback from residents and employees— making the issue now a hot-topic one in the upcoming City Council election.

MemorialCare said the decision to rebuild and create a 105,000-square-foot urgent

estimated 1,500 guests and raised more than $900,000 to go toward therapeutic riding programs for children and adults with special needs.

Held on Saturday, Sept. 27, the event included a special demonstration by the center’s clients and several family-friendly activities, such as carnival games and mechanical bull rides.

There was also a silent and live auction, emceed by Kent French, auctioneer and Anaheim Ducks reporter for Fox Sports West and Prime Ticket.

But Susan Ritschel, a hospital employee, said the population increase in San Clemente and south Orange County meant a need for more emergency room beds since the nearest ER facilities are in Laguna Beach and Mission Viejo.

“We need more, not fewer ER beds,” Ritshchel said. “The best interest of the community is being sacrificed for the bottom line.”

Saddleback MemorialCare is currently hosting meetings with the Orange County Health Care Agency, Emergency Medical Services and Orange County Fire Authority to discuss potential changes. The company’s board of directors is expected to receive a more concrete plan for a vote in March.

TROUBLED BY THE LAGUNA GLEN PROJECT Shelley Bachelder, San Juan Capistrano

San Juan Capistrano’s General Plan states: “The underlying philosophy of the General Plan should be to preserve the present character of a small village-like community with abundant open space.”

If you were a property owner who lived in one of the neighborhoods surrounding the Vermeulen property, where the retirement community is being proposed, and if you valued the fact that the city’s General Plan had already zoned this property for agricultural-business use when you bought your home, you might resent the current attempt to rezone it for a project so at odds with its land-use designation.

As a recent transplant to San Juan Capistrano, Spieker Development’s Troy Bourne must not know how much we value our agricultural and open spaces. And, I wonder why this developer is pushing so hard to put this project in such an inappropriate, contentious location.

If they had pushed this hard on securing the first location that was considered, in a much less constricted area at the north end of town, construction might very likely be under way now.

It’s looking like a perfect storm of misguided desires, with the Vermeulen family looking for the highest selling price they can get for their property, the City Council giving promises to the property owner and/ or developer without agreement from the community they represent and an established development company with substantial financial backing orchestrating it all for a large personal financial gain.

Meanwhile, we, the residents of this town, would be left with a flood of new traffic and our infrastructure being stretched to the hilt.

So, in reference to a recent letter written

by Mr. Bourne in the Capistrano Valley News, I do agree “the public deserves an honest presentation of the facts.”

Let’s start with our city telling us clearly this project would require an amendment to our General Plan allowing a change in zoning designation for 35 acres of land, rather than posting a sign with a series of code numbers that mean nothing. Let the city also explain why they are allowing this developer to advertise the project as if it’s already been approved for construction.

And, the land owners could respond to their fellow citizens about why they’re asking for such a drastic revision to our city’s guiding documents, and Troy, you could stop feeding us your own brand of spin and be honest about what your development would really mean for the rest of us.

You could start by getting honest about what an agri-business zone is. You lead us to believe that chicken production in an over-crowded packing plant is the best we can hope for.

You don’t mention it might also be an apiary with honey production, farming of produce and other crops or nurseries, greenhouses and plant storage, like what Armstrong is using it for. You take exception to the fact that Armstrong has no plants growing in the ground, but in fact, most nursery growing grounds grow their stock in containers. The plants are there to be sold for landscape use. They have trucks to ship them and trash areas for debris, and they store these things on their property like any business would.

You like to quote independent studies and surveys stating that there would be little impact of any kind from this development, yet anyone with a brain of their own can see that a 500-unit residential and health care development, with all its employees, utilities, amenities and services will generate far more traffic, light, noise, emissions, waste and even water consumption than a nursery growing grounds.

I might be able to agree to disagree about the merits of the proposed project, but I strongly disagree with the way the city, the landowner and the developer are proceeding without an honest discussion.

SAY ‘NO’ TO LAGUNA GLEN, REZONING Jacqueline Scott, San Juan Capistrano

Do you truly love San Juan Capistrano?

Then say ‘no’ to Laguna Glen and rezoning.

Here are the negative impacts: One, traffic congestion: Traffic has been a problem for some time now, yet developers

insult our intelligence by telling us there will be no particular negative impact on traffic as seniors don’t drive much. I don’t know any seniors around here who don’t drive. Add that to visitors, service vehicles, staff and other employees at Laguna Glen.

Two, water overuse: We are in the midst of a severe drought with no end in sight and water usage is at a category 2 (out of 3) stage. Our aquifer is already polluted with sea water. The 407 units plus all the facilities at Laguna Glen—we simply can’t support it.

Three, according to Laguna Glen’s sales office, there would be at least two years of construction with noise, dust, trucks and heavy machinery with attendant traffic congestion. Can you live with that?

Four, quality of life in San Juan Capistrano: Consider all of the above—it’s no kind of way to live for homeowners or for anyone at Laguna Glen.

Five, Parking: Quite simply, we already have a lack of it. Where are all visitors, service vehicles and staff at Laguna Glen supposed to park when there are hardly enough spaces for residents?

This author has some questions. What kind of impact would Laguna Glen have on our property values given the above points?

What about taxpayer monies? We’re already footing the bill for lawsuits against the city.

Would Laguna Glen really pay for all infrastructure costs?

Our forbearers here in San Juan Capistrano must be turning over in their graves at this blatant attempt to line the pockets of a few greedy developers at the cost of everyone in San Juan. Yes, even those who are for Laguna Glen. It will cost you too.

(Cont. from page 9) members Ian Gardiner, Sheldon Cohen and Roy Nunn even consider such a development and even welcome it knowing how strapped we are for all of the above-mentioned reasons? Why? (By the way, there are no term limits for City Council members or the mayor.)

If anyone is still “itching” for development of those 35 acres, why not consider, say, a park with community vegetable and herb gardens and fruit and nut trees? What other useful and beautiful uses could be made of this property?

If I sound passionate about all this, it’s because I love SJC and I’m sure you do too.

I agree with one speaker at the Sept. 30 meeting who said this issue should be taken to the vote. I implore you to say “no” to LG and rezoning. Let’s preserve what remains of our lovely jewel of a mission town.

WHAT’S A SJC VOTER TO DO? Mark Speros , San Juan Capistrano

Having personally attended both the San Juan Capistrano City Council forums on Sept. 30 and Oct. 2, voters have yet see all candidates at a single neutral forum—and that’s really a shame.

But even these forums provide insight into the candidate’s viewpoints and mastery of the facts.

While incumbents John Taylor and Larry Kramer should have the high ground on facts, some of their statements were troubling. At Thursday’s event, Kramer, when asked about saltwater incursion into the basin, stated that those issues are only with wells in San Clemente, not San Juan’s, which are pumping 3 million gallons a day. But he then noted that two of San Juan’s wells are shut down. What?

lawsuit saying the club now needs to import water but the city recognizes and supports their need to keep fairways green and was frankly surprised by the lawsuit. Huh? At Thursday’s event, the Speiker development (Laguna Glen) brought up many interesting comments. Stephanie Frisch, after touring the property with the developer, had a total change of heart and now thinks the development “is a great idea.”

Jan Siegel said since none of the Armstrong plants are actually planted in the ground, the property is not currently being used as agricultural and the development “would be a good use of the property.”

Taylor noted that the developer’s Carlsbad facility was outstanding and they’d become the largest payer of property taxes in the city. The city needs that money to repair pothole-ravaged roads.

Kramer felt that the traffic impact, while not zero, would only be minor and recommended a minor rework. Robin Williams took the only negative stand, based on the requirement for a general plan amendment, the very high density which included three story buildings and the high additional demand for water these new residences would bring.

With just a little over 30 days left before the elections, we need a lot more dialog and interaction with these candidates to be able to make an informed decision.

Investing Early, Wisely for College

School is back in session. If you have school-age children, you’re probably busy getting them acclimated to another year of hitting the books. But the school years go by quickly, so it won’t be long before your kids are ready to head off to college. Will you be financially prepared to help them?

It’s certainly a challenge, especially given the rising costs of higher education.

Consider these figures from the College Board: For

the 2011–2012 school year, the average cost (including tuition, fees, room and board) was $17,131 per year for an in-state student attending a public, fouryear college or university. For a student attending a private fouryear school, the comparable average cost was $38,589 annually.

And these numbers are likely to increase in the years ahead.

So, what can you do to help meet the high costs of higher education? For starters, you need to save and invest—early and often. You’ll also want to choose investments that are particularly well-suited for college. Here are a few suggestions:

529 PLAN

When you invest in a 529 plan, all withdrawals will be free from federal income taxes as long as the money is used for a qualified college expense for your child or grandchild. However, non-qualified withdrawals may be subject to federal, state and penalty taxes. Contribution limits are quite high, so in all likelihood, you’ll be able to put as much as you want into a 529 plan although you generally can’t exceed the annual gift tax exclusion, which was $13,000 per beneficiary in 2012. Furthermore, if you participate in the 529 plan, your contributions may be tax deductible on your state taxes.

COVERDELL EDUCATION SAVINGS ACCOUNT

Depending on your income level, you can contribute up to $2,000 annually to a Coverdell Education Savings Account (ESA). Your Coverdell earnings and withdrawals will be tax-free, provided you use the money for qualified education expenses. Any non-education withdrawals from a Coverdell ESA may be subject to a 10 percent penalty. You can place these contributions into virtually any investment you choose—stocks, bonds, certificates of deposit, etc.

A positive pregnancy test comes with a flood of emotions and a multitude of questions.

But the cost of raising a child isn’t limited solely to finances. Costs come in the form of sleepless nights, diaper changes, overtime, sick days, hectic family vacations, school plays, lunch dates, swim lessons, scraped knees, first dates, heart breaks, driver’s licenses, college applications and dorm room days—all rewarded with years of memories that cannot be affixed with a monetary value. If you are expecting, expecting to be expecting or have a little one at home, this information from the U.S. Department of Agriculture gives a snap-shot estimate of the financial costs of raising a child born in 2013.

A zero coupon bond is priced at a discount to its principal or face value. You receive the principal value when the bond matures. So you could purchase a zero coupon bond that matures in the year your child is ready to go to college. Although you won’t receive regular interest payments throughout the life of the zero coupon bond, you’ll still be liable for the taxes on this interest. Therefore, consult with your tax advisor before purchasing a zero coupon bond.

Bridging the Gap: Why Communicating with Infants and Toddlers Matters

Studies say by the age of 3 children from lower-income families hear roughly 30 million fewer words than their more affluent counterparts—it’s become known as the “word gap.”

A recent study by researchers from Stanford University published in Developmental Science (“SES differences in language processing skill and vocabulary are evident at 18 months,” March 2013) found that by 18 months, children from different socioeconomic groups displayed dramatic vocabulary disparities. The psychologists found that by 2 years of age the gap in language development widened.

To investigate the vocabulary and language processing speed of children, Anne Fernald, an associate professor of psychology at Stanford, enrolled 20 children living near the university campus, all 18 months old, in an experiment. Children were tested on how quickly and accurately they identified objects based on verbal cues. Fernald then expanded the experiment to a town north of campus where the median income and education levels are lower. She reevaluated all participants six months later—at 24 months old.

While sitting on a caregiver’s lap, they were shown familiar objects on a screen and a recorded voice identified one of the objects. Researchers filmed each child’s eye movement and noted which picture they looked at and the processing time.

They found children from a higher socioeconomic background identified the object faster. Research revealed that 2-year-old children from poorer families were likely already six months

behind their wealthier peers in language development and proficiency.

• Utilize gestures and facial expressions to help kids make sense of these newly introduced words.

• Communicate with children and encourage talking with others.

• Read to children daily and go over new words together.

After six years of piano playing, the young musician at the ripe age of 12 picked up a bass guitar for the first time. It is with that instrument in hand months later that he knocked on the door of a neighbor’s garage, not to silence their band practice, to join in.

More than two decades later, Marolf has recreated that San Juan Capistrano garage from his youth three times over in the form of Los Rios Rock School—a south county safe-haven for music students of all ages and skill levels. The brothers who invited him in built the school’s music rooms.

“I built the place where the kid can knock on the door and we let them plug in,” Marolf said. “We have just one rule: You can have autism or be 65 years old … you just have to have the desire to learn music.”

Fifteen years old and searching for a connection or someone who understood, Marolf disappeared. On his own, he made his way to Guadalajara. Raised by loyal parents who instilled morals, he searched for someone to listen. Today, Marolf has created the place he sought out as a teen. He hasn’t simply crafted a music school but rather a space filled with teachers who take the time to hear what students are saying.

It is all part of developing a relationship with students, it’s about having fun.

A Little Fun on the Run Every week, Fun on the Run—a mobile recreation center—visits four neighborhoods in San Clemente.

This free program offered by the city of San Clemente keeps local children engaged once they are out of school and gives kids a positive place to spend time with peers while participating in physical activities and nutrition education.

“San Clemente has a diverse community and it is essential for all our children to enjoy after school enrichment activities,” said Peggy Lacayo, recreation supervisor for the city of San Clemente.

Fun on the Run also offers San Clemente’s youth additional fitness opportunities through Goal Zone Sports, a low-cost, afterschool program.

Throughout each six-week session, participants learn and review basic sportspecific techniques and run through drills and scrimmages. Children also receive 20 minutes of nutrition education. They also

work with pedometers and learn about bones, muscles and portion control.

Fun and learning opportunities continue throughout the year.

During the summer months, Fun on the Run provides a swim and learn element to local children. This eight-lesson program focuses on teaching children how to swim while reinforcing their academic skills in order to prevent summer learning loss and serves children who are unable to afford lessons and do not have transportation or access to a community pool.

The transition from a Pre-K classroom to a Kindergarten class can be a fun, exciting and nervous time for students and parents alike.

Below are some thoughts and reflections compiled by several sources at St. Anne School in Laguna Niguel—from Pre-K and Kindergarten teachers to the director of St. Anne Preschool.

Catherine House, the director of St. Anne Preschool, offers great insight on the social and behavioral aspects needed of a child entering Kindergarten: “Children flourish when entering kindergarten by the progression in which they learn the principles and behaviors recognized by society. When they attain an awareness of self and take accountability for themselves and others, they become a capable and self-reliant learner ready to move forward. Social and emotional aptitudes are vital to children’s welfare and achievements, both in school and in life.”

Kindergarten teachers at St. Anne echo House in stating that developing awareness and respect for both the world around them and others at school is an important Kindergarten skill. One Kindergarten teacher

encourages parents to help their child with self-regulation. This includes working on paying attention, handling frustration, controlling impulses, following directions and finding solutions to problems.

Here are some things that you can do to prepare your child academically for Kindergarten.

According to Patti Dickmann, a Kindergartner teacher, a wonderful academic skill you can teach your children is the ability to tell a story in an imaginative way and retell a story that has been told to them. There are many things you can do at home to help your child develop this skill, like having your child tell you the beginning, middle and end of a story that has been read to them.

Also, if your family goes on an outing (Disneyland, the movies, etc.), have your child retell important events of the day and the order in which they happened.

This retelling ability is crucial to develop early writing ability. Other important skills teachers have stated are letter recognition of lower case letters and reviewing how to write these letters.

We hope we have offered some good insight on how to enjoy this exciting new chapter in your child’s life.

That’s the mission of the Boys & Girls Clubs of Capistrano Valley. The clubs’ facilities are conveniently located within the communities we serve and adjacent to both elementary and middle school campuses making our services readily accessible to a large number of youth and their families.

In 2013, the Capistrano Valley branch, which has campuses in San Juan Capistrano, Aliso Viejo and Rancho Santa Margarita, served more than 2,700 youth through outreach programs and membership.

The clubs’ Academic and Career Support Program not only helps youth, who are at-risk for dropping out of school remain engaged and learning, but also enhances the culture throughout the club. Staff reinforces messages about the importance of education and members’ ability to be successful

In addition, Power Hour offers small-group or oneon-one tutoring assistance for members identified as needing additional help with specific subjects or skills.

How many of us reading this took years of high school Spanish, felt like we were almost bilingual, just to later realize we had forgotten so much of what we had learned?

Research continuously reinforces that the earlier we learn another language, the more it “sticks.” And although many can learn a new language later in life, it seems most of us share the “unsticky” story.

As I write, 21 countries list Spanish as the national language. It is obvious our children are growing up in a multi-cultural world that includes Spanish, Farsi, Chinese and Russian speakers among, others.

Las Palmas Elementary School, in San Clemente, is the oldest school in town. Its rich history and close-knit community make is a unique school within the Capistrano Unified School District.

It offers a K-5 Spanish immersion program where Englishand Spanish-speaking students are placed equally in classes and work hard to learn both languages together. By fourth grade, students read, write, speak and comprehend both languages. They also learn about different cultures and countries and are constantly reminded of how big the world is and how differences are to be valued instead of feared.

For Spanish-speaking students, this program offers an opportunity to strengthen their heritage language, to communicate with their entire family and to learn English with students they will travel their K-12 educational path along side. These students will be in the front of the line when it comes to applying for bilingual jobs of the future. In its eight years, Breakthrough has worked with more than 200 Marco Forster students, who go on to attend Capistrano Valley, Dana Hills and San Juan Hills high schools. In its first two graduating classes, 100 percent of Breakthrough students earned their high school diplomas and more than 60 percent are attending college, including Beloit College, Cal Poly San Luis Obispo, Cal State Fullerton, San Francisco

State University and Saddleback College.

Of the 84 students enrolled in the program in 2013, 86 percent were eligible to receive free or reduced price lunches at school. Nine out of 10 students will be the first members of their family to attend college and 83 percent live in a household where English is not the primary language.

Breakthrough teachers and staff don’t limit themselves solely to working with students. They also meet regularly with parents to teach them how to navigate the school system and encourage them to be more supportive of their child’s education.

It is part of Breakthrough’s two-fold mission that also aims to train the next generation of teachers.

Every summer, the program invites students studying education at colleges and universities across the country—including Columbia, Harvard, Stanford, UCLA and USC—to stay in San Juan Capistrano and help teach the next wave of Breakthrough students. The student teachers are guided

by Breakthrough staff, as well as volunteer teachers and professors from local high schools and universities.

Last year, Breakthrough received funding through an AmeriCorps VISTA (Volunteers in Service to America) grant that allowed them to bring on two yearlong staff members. With the added support, Breakthrough has been able to double its volunteers through partnerships with local high schools and the Boys & Girls Club, where students receive tutoring sessions and college presentations.

Although the program receives a portion of their funding from Breakthrough Collaborative and St. Margaret’s, its support largely comes from charitable donations and community support.

Kids tend to be drawn to what is safe. It is our job to make colorful food fun.

Find ways to incorporate leafy greens into your family’s diet by disguising it in a meal or throwing it into a smoothie. Protein is probably one of the most important factors for learning. Having an omelet or a protein smoothie at breakfast can do wonders to help your child excel in school.

Good fats such as nuts, avocados and almond butter can all help to carry your child through a long day of school. Another important factor to growing and encouraging a strong healthy mind and body are vitamins and oils. I recommend four products

to parents: vitamin D3, omega-3 oils, calcium and a multivitamin. Kids tend to be picky eaters so giving a few supplements once a day can ease the body from having to work so hard, boost the immune system and help with improved growth.

Reading labels, buying local and organic when possible, eating a balanced diet and choosing clean safe vitamins and oils are all part of the puzzle.

Since launching in 2006, Breakthrough San Juan, a tuition-free academic program run out of St. Margaret’s Episcopal School has helped high-achieving students from low-income, underserved backgrounds through their middle and high school years with the ultimate goal of attending college.

High School is an exciting time in your education.

During your high school years, you will grow emotionally, physically, mentally and socially. High school will be a time for you to also learn new things such as thinking for yourself, being more independent, adjusting to new rules and making new friends.

You will need to continue to be organized, write your daily assignments on your agenda, manage your time for each class and study the material that you are being taught in order to get good grades in your classes. All of this will help you become successful—not only in high school but in life.

You will have different teachers with different teaching styles, just like in middle school. Teachers will expect you to do more on your own, be more responsible and have good attendance, which will help you succeed, get good grades and enjoy your high school years.

Try to take classes that will prepare you for your future. Some classes might be more challenging than others but your daily homework will help you understand the material better.

In high school, you will need more time to prepare for tests and exams in order to get good grades. Your first-year grades are very important because they are part of your grade-point average. Your GPA will have an impact on the college you are trying to get into.

I also strongly encourage you to participate in extracurricular activities, such as sports or clubs. These activities will help you meet people, learn new skills and have fun in high school.

Teachers and staff want you to have a positive experience in high school. Take advantage of the great opportunities to learn new things and don’t be afraid to ask your teacher or counselor if you need help.

Do your best, learn all you can, make good choices and have fun in high school.

Science is for Everyone, Kids Included

Einstein said, “The whole of science is nothing more than a refinement of everyday thinking.”

As with most of us, the pint-size variety wonders, why? Kids are experts at asking questions. Engage that thirst for knowledge—that quest for why—and encourage learning through hands-on experiences.

Lucky for all of us, science is everywhere.

That factor comes in very handy when implementing everyday experimentation, like observing changes in weather or the chemical reactions in cooking. Next, venture out to explore a tide pool, wetland or forest. Each habitat teems with life and you never know what critter will crawl by next. Use a field guide to help children name the animals that live in the pools or up in the canopy.

Right in Dana Point Harbor at the Ocean Institute, there is a bevy of laboratories for young (and young-at-heart) eager minds to challenge their thoughts. A science and living history field-trip destination for over three decades, the institute boasts programs primed for students to piece together the life cycle of a sea jelly, design a remote operated vehicle or investigate animals living in mud retrieved from the seafloor.

On weekends, the laboratories and research vessel are open to the public for your chance to explore the biodiversity of marine life, get all gooey in dissecting a mackerel and see firsthand how the institute uses ocean science, history and literature to inspire life-long learners.

Science-themed, weeklong summer camps are available for every age K-12, allowing a multitude of opportunities to build a keen scientific foundation.

The Marine Science Careers and Internship Academy nurtures teens through intense, hands-on lab and field research experiences and prepares them for an Ocean Institute internship. Once completed, selected interns are paired with a mentor for a year-long journey of designing, developing and implementing their own research just as a career scientist would do.

For the curious girl in your world, Girls in Ocean Science are day-long conferences dedicated to inspiring young women to pursue degrees and careers in the sciences.

Prominent female scientists from around the country interact with the girls in a series of hands-on workshops aboard our research vessel, Sea Explorer, and in the Ocean Institute’s teaching labs.

Volunteering at your local science center can bring strong benefits to your student by developing science career skills and expose young minds to what it is like to work in a scientifically oriented environment.

So, get out there and ignite your child’s interest in science in a way that can last their entire lifetime.

Teen Stress: Revisit Your Expectations

A reality of today’s education system is the necessity for our teens to load up their schedules with college level coursework, a variety of extra-curricular activities, prep for college boards and develop socially at the same time. As parents, educators and mental health professionals, it may be wise to step back and help our teens find the right balance.

The American Psychological Society (“Teen Stress Rivals Adults,” April 2014) reports that there is an increase in adolescent depression and anxiety that may correlate to increased stress levels.

When looking for a way to reach students at home, Woodroof, the school resource officer at Dana Hills High School, focused on what makes a home, the family unit as a whole. After attending a national prescription drug summit, Woodroof helped develop a program to be used countywide that engages parents and students through a series of talks coined “A Prescription for Life.”

When a teen is stressed, parents may notice changes in mood including: increased irritability, tearfulness, physical complaints—such as stomachaches, headaches, tiredness—withdrawal, difficulty concentrating and the teen may report feelings of hopelessness.

If you are concerned your child may be experiencing clinical symptoms consult your pediatrician or mental health provider.

The most important tip for parents and those who work with teens, is to listen and try to understand what is causing the stress. Help the teen find positive ways to deal with stress—physical activity and taking breaks for enjoyable activities, talking about problems with others, setting small goals and breaking tasks into manageable

chunks, focusing on what one can control and letting goal of what one cannot control, deep breathing, lowering of unrealistic expectations, and healthy eating and sleeping.

As parents and adults involved in teens lives, it is important to model appropriate coping strategies for dealing with stress.

When advising teens on academic schedules, consider the amount of time each class will require in homework. Encourage an elective in the arts and participation in non-academic activities.

schools throughout Orange County needed a tool to open up the conversation with both parents and teens. They found the three G’s: guide, guard and govern.

“Just talking to kids about prescription drug use makes it 50 percent less likely they will use them,” Woodroof said.

According to the Centers for Disease Control and Prevention, drug overdose death rates in the United States have tripled since 1990. In 2011 alone, the Substance Abuse and Mental Health Services Administration reported that 41,340 deaths were due to drug overdoses with 55 percent of those being attributed to pharmaceuticals. That’s 113 people dying every day due to drugs and another 6,748 being treated in emergency rooms across the county for drug misuse, SAMHSA found.

Those statistics, coupled with the impact decisions to try drugs can have on a teen’s

future, sparked OCSD to develop a public program to help families provide guidance, protect their families and set boundaries.

Below, Woodroof provides some insight into the three G’s to help keep teens on a positive trajectory:

• Talk to family and friends.

• Get your heart rate of daily.

• Have some fun, laugh it out.

• Give up the bad habits.

• Slow down, get enough sleep.

Keep sheep safe and make them aware of the wolf. Put up guard rails and boundary lines—these are instrumental in the survival of a child. Would you walk a thin bridge over the Grand Canyon with no rails? Set limitations and monitor your child’s actions. Remember, with social media today innocence can be lost in the click of a button.

Govern Turn on a presidential mindset. You are the overseer whose duty is to preserve, defend and protect. Spot check children, much like your employer checks on you, and inform them that trust must be earned.

Their privacy will be granted once trust is proven. Teach them that they are not free from the consequences of their actions.

Finding the Right Model for Education

The world of college admissions have changed since your parents mailed in their paper applications. In today’s reality, where preschool admittance often rivals that of an Ivy League university, you’ve got to bring your ‘A’ game like never before.

But it isn’t just about volunteering with the local Rotary Club, playing a lead role in the school’s production of “A Chorus Line” or even the ever-rising GPA. With a simple Google, Facebook or Twitter search, your entire life can be on display for everyone to see—not only your friends, but you parents, grandparents, admission counselors and future employers. Go ahead, Google me: Andrea Papagianis. I just did. I do it often. Not out of vanity but out of necessity.

he British progressive rock band ASIA is coming to the Coach House on Thursday, Oct. 16.

The group is currently in the middle of their world tour and making their way through the country. They are performing songs from their latest album “Gravitas” and playing off their well-known hits from their past four albums, like “Heat of the Moment” and “Sole Survivor.”

Since 1981 ASIA has gone through multiple iterations. The members currently on tour are John Wetton on lead vocals and bass, Carl Palmer on drums, Geoff Downes (keyboards) and newest member Sam Coulson (guitar).

The new album and tour gives the band the opportunity to introduce their new man, Coulson.

“He is really working out,” said drummer Carl Palmer. “He provides a new edge that we’re very happy with. With the addition of Sam it allowed us to take the band in a slightly different, and perhaps tougher, direction.”

Asia will be making their way to the United Kingdom after their last U.S. performance in Solana Beach on Oct. 20.

ASIA’s 14th studio album “Gravitas” was released on March 25 and is available on iTunes.

Magdalena’s Spirit Still Haunts the Mission

With a candle in one hand and her love’s hand in another, Magdalena was found

t was a beautiful day and the sky was sunny. There was anticipation in the air as in just over two weeks Christmas would be celebrated and all the villagers were planning a huge fiesta to celebrate Christ’s birthday. But today, Dec. 8, 1812, was the feast of the Immaculate Conception of the Virgin Mary and many were expected to attend mass in the Great Stone Church.

Those entering would dip their fingers in holy water and cross themselves as they walked to parts of the church to kneel with friends and relatives.

As some walked by they greeted one another with little pleasantries such as “How is Tio Jorge today?” “Consuelo, when are you expecting your new baby?” and “There is Papa Arturo. I must sit with him.”

Many noticed Magdalena coming forward with her penitent candle held in prayerful hands and others noticed that Teofilo, in the first row of pews, looked up at her. Some overheard Dolores telling her cousin Alicia, “Magdalena and Teofilo were seen together under the three arches holding hands. Padre forbid them to ever see each other and had caught them. Now, he is making her carry the candle in penance. Oh, they are so much in love but she is Mexican and he is Juaneño.”

Meanwhile, two young boys scrambled up the bell-tower stairs, as it was their honor to ring the bells.

As the padre raised his arms in benediction, a short sudden jolt was felt.

Everyone became alert, some exclaiming, “What can this be?” Another, “El Temblor!” Then sounds emanating from the stones in the Great Stone Church seemed to speak, the floor began to move like small ocean waves moving from one end to the other and the walls shook violently.

The padre, keen to what was happening, noticed the side door was bending. He called out for everyone to come forward and follow him to safety. Screaming and prayerful exclamations like “Madre de Dios, please save us!” were heard. But many proceeded to the side door as stones fell near the front door only to discover the

door had twisted and wouldn’t open.

The bell tower swayed back and forth angrily with the bells ringing in agony.

The tower arched once too far and fell diagonally into the church toward the jammed door with hundreds of stones falling, including those of the many domed roof, crushing and covering everyone in its way.

Cries of pain could be heard inside along with loud wailing outside from those who escaped.

Then, as quickly as it happened, it stopped. For a moment there was complete silence. No one could believe what they witnessed. Gone was the tower with the two young boys, most of the roof and most of the two side walls. But quickly everyone awakened from their shock and ran to do what they could.

All those years, so many labored to build this church, considered the “jewel of the missions.” Now, it was gone in an instant.

When it was completed in 1806, dignitaries came from all over California for the dedication. It was now lost, beyond repair.

The greatest tragedy of all were the people—the friends, relatives, the young and old and the two boys—the 40 in all that perished.

Under the stones, they found Magdalena with a candle in her right hand and her left reaching out and holding Teofilo’s outstretched hand. It’s been reported that every so often Magdalena haunts the ruins, still carrying her candle and her face may be seen in the high window of the east transept.

Vintage No. 18 a Sensation Chamber’s annual food, wine festival a four-year sellout

arking a fourth sell-out year, attendees of the San Juan Capistrano Chamber of Commerce’s 18th annual The Vintage Food & Wine Festival ate, drank and danced their Saturday night away under crisp, clear skies in the Mission Juan Capistrano’s central courtyard.

More than 100 volunteers, accompanied by 30 area restaurant and beverage distributors, served up their culinary and libation concoctions for the 1,000 festivalgoers last weekend, who sampled local wine and beer, perused a silent auction and enjoyed the soulful sounds of Orange

County’s own Family Style.

“It’s a lot of work to produce the event but seeing 1,000 of our supporters come together to enjoy a night of fun and celebration, it’s all worth it,” said Mark Bodenhamer, executive director of the Chamber of Commerce.

While the annual festival has catered to a sold-out crowd each of the last four years, this year marked the first time all tickets were purchased days before the event, Bodenhamer said. The event, which commemorates the migration of the swallows, raises funds for the Chamber of Commerce. —Andrea Papagianis

Football: Friday Night Rundown—Week 6 San Juan area teams gear up for league competition

W

eek 5 of the San Juan area high school football season was a wild one, filled with big victories for the small schools. Two of those small schools, Capistrano Valley Christian and Saddleback Valley Christian, will meet on Friday, Oct. 10 in a rivalry match that could decide the league title.

San Juan Hills defeated Beckman 35-14 on Oct. 4 and will be on a bye this week.

Here is a rundown of the San Juan area high school football team’s seasons so far, and a preview of tonight’s games.

Capistrano Valley Christian vs. Saddleback Christian @ San Juan Hills High School, 7 p.m.

This San Joaquin League rivalry game has all the makings of a good one, as both programs are coming off big Week 5 wins.

The Eagles (3-2) toppled Crean Lutheran out of the Academy League 56-17 last week, thanks in part to a four touchdown effort from senior quarterback Riley Babick.

Saddleback Valley Christian (5-0) will have plenty momentum heading into the match after defeating Aliso Niguel out of the Sea View League 24-14 last week.

Whoever wins this game will have an inside track to claiming the league title.

The two teams have both fought for the hardware the past two years, with the Warriors coming out on top each time.

The Eagles have finished runner-up in league two years running.

This should be a battle between the Eagles high-flying offense, which features Babick and standout receiver Ben Sukut, and the Warriors prolific running attack.

Saddleback Valley Christian is currently averaging nearly 190 rushing yards per game. The Warriors senior running back Charlie Morris has rushed for 218 yards and four touchdowns in his last two games.

take care of tough competition, as their undefeated nonleague record shows, but the Eagles’ (4-1) duo of quarterback KJ Costello and receiver Kyle Sweet will present JSerra with a tough defensive assignment.

The JSerra offense has been scoring at a ferocious clip, averaging 48 points per game. Senior quarterback Nick Robinson has been finding a variety of receivers to throw to and junior running back Edward Vander is averaging 157 yards per game with 15 touchdowns.

The Lions edged the Eagles in the last game of the 2013 season as part of a lateseason resurgence.

Locals Shine at Battle of the Paddle

he seventh annual Rainbow Sandals Gerry Lopez Battle of the Paddle was held at Salt Creek Beach in Dana Point for the first time in the event’s history from Oct. 4-5. The move from Doheny State Beach, where the event had been held in years past, caused many to learn the new layout on the fly.

Nevertheless, hundreds of the world’s most elite stand-up paddleboarders, and amateurs alike, descended upon the Dana Point shoreline to compete over the twoday stretch.

The Battle of the Paddle also features one of the largest prize purses on the SUP racing calendar. This year’s total purse was over $26,000.

There were several strong showings from San Juan Capistrano residents at the event.

San Juan Capistrano’s Shae Foudy finished fi fth in the Women’s Distance SUP Elite race. Martin Letourneur finished 10th in the Men’s Distance SUP Elite race and Eric Starnes finished 10th in the Men’s Distance SUP Individual division.

The Tartans (5-0) have barnstormed their way through the nonleague schedule and will open Academy League play against Sage Hill (3-3).

Sage Hill will be led by quarterback Keith McCord and the receiving corps.

McCord has passed for 1,153 yards and 13 touchdowns at the midway point and three of the team’s receivers are averaging more than 50 yards receiving per game.

But the Tartans boast an experienced secondary and a strong running attack, led by Oscar Gomez, who rushed for 197 yards and a touchdown last week. CD
