t is with tremendous pride, deep joy, and heartfelt gratitude that we look back at the five momentous decades of Bicol University’s shining period. We have indeed come a long way from the pioneer days to finally building a niche in the education landscape of the Bicol Region. The history of Bicol University is filled with numerous generous and brilliant minds who have stirred the university into what it is today – a thriving, relevant, and transformative academic center where the best and the brightest converge.

We have been blessed many times over with good leaders possessing great visions; visions that were firmly planted and rooted in the guiding pillars of Bicol University; visions that propelled us to achieve what many others in the field have only come to dream of and imagine.

The Founding Fathers, past presidents, previous administrations, highly admired mentors and the strong human resource of its personnel, have all painstakingly left their indelible mark in the pages of Bicol University’s colorful tapestry that set the resilient foundation and enabled the present administration to steer the university into further heights of glory. We could never have been what we are now and achieved what we have today, without the great sacrifices, borne from countless sleepless, Outbox | P6

Dance presentations highlight BU Golden Anniversary’s opening celebration

The Legacy of the Founders – The Bicol University College of Education Integrated Laboratory School (BUCEILS) Main Building, now named the Carlos R. Imperial Gabaldon Building, is one of the three Gabaldon Buildings in BU that were re-named after the University’s Founding Fathers, last 05 September 2019.

aying homage to the people that led to the growth of Bicol University, six buildings of BU has been re-named after its Founding Fathers and former Presidents.

These designation of new names for the buildings were made official through a series of programs held last 05 September 2019.

The unveiling of the new names of the b uildings was done as part of the monthlong 50th Founding Anniversary celebration of Bicol University. Members of the BU community, as well as members of the national and local media, gathered at the location of the six buildings to bear witness to this momentous event.

Leading the activity was BU President Dr. Arnulfo M. Mascarinas, the four BU Vice-Presidents, the deans and director of various BU offices, colleges and institutes.

The gathering was also participated by the university’s faculty members, non-teaching personnel and students.

The first building to be renamed was the BU General Administration and Support Services (GASS) Building, commonly known among BUenos as the “White House”. This building, which has served as the hub of past and present BU administration, has now been renamed to the Ricardo A. Arcilla Building –in

memory of the University’s first President.

Afterwards, the party proceeded to the BU College of Education Integrated Laboratory School (BUCEILS) High School Department’s Gabaldon Building. After a brief program, the said edifice will now be known as the Carlos R. Imperial Gabaldon Building, named after one of BU’s Founding Fathers.

Next to be re-named is the Multi-purpose Building, the home of the BU College of Arts and Letters (BUCAL), College of Law (BUCL), Graduate School (BUGS), and the Language Center. The said building will now be called the Aquilino P. Bonto Building, named after BU’s second University President.

Soon after, the group then went to the BU College of Education (BUCE) to officially rename two of their buildings. These buildings are the Gabaldon Building, which is occupied

by BUCEILS Elementary, and the new BUCE Building. Respectively, these buildings are now named the Dominador R. Aytona Gabaldon Building and the Patria G. Lorenzo Building, in commemoration of BU Founding Father Congressman Aytona and former BU President Dr. Lorenzo.

19 BU retirees and 114 Loyalty Awardees receive recognition during the 2019 Gabi ng Parangal

Thank You For Your Service – Bicol University’s four Vice Presidents were among those who personally conferred the Loyalty Awards to BU personnel and retirees who served in the University over the years.

S

howing gratitude to their many years of service rendered to the university, 133 of Bicol University’s tenured retirees, teaching and non-teaching personnel were given recognition during the 2019 ‘Gabi ng Parangal’, held last September 18 at The Oriental Hotel and Resort in Legazpi City.

The said awards night activity is one of the highlights of Bicol University’s 50th Founding Anniversary celebration, with the theme “BU@50: Building Legacy, Transforming Lives”. The event was spear-headed by BU Human Resource Management and Development Office (HRMDO) and was included in the list of activities for BU’s Golden Anniversary celebration as it is undeniable how each loyal university personnel became instrumental in BU’s growth over the years.

In total, nineteen (19) retirees and one hundred fourteen (114) personnel were conferred BU’s Loyalty Award during the

‘Gabi ng Parangal’ 2019.

The lauded teaching and nonteaching personnel are composed of 16 personnel who were given Bronze Pins for ten years of service, 25 personnel who were also given Bronze Pins for fifteen years of service, 20 personnel who were given Silver Pins for twenty years of service, and 14 personnel who were given Silver Pins for twenty-five years of service.

Gold Pins were conferred to 17 personnel for thirty years of service, 18 personnel for thirty-five years of service, and four personnel for forty years of service.

The activity formally started with a grand entrance of the retirees. After a brief opening program, the event officially began with a message for the BU personnel by University President Dr. Arnulfo Mascariñas, delivered via audiovisual presentation as the BU President was currently attending an equally important gathering. In his address, he

expressed his deep appriciation to the many contributions of the employees in BU’s development and on how they created familial bond with each other.

“Our sense of unity and the feeling it generates, that we are a bonded family, has allowed us to go over the past fice decades”, said Dr. Mascariñas. “Tonight is a clear testament to how Bicol University has built a legacy and transformed lives through the gift of persons that we are recognizing today,” he stated.

First to be given recognition were the retirees, whose awards were conferred by the four BU Vice Presidents, namely VP for Academic Affairs (VPAA) Dr. Helen M. Llenaresas, VP for Administration and Finance (VPAF) Atty. Joseph L. Bartolata, VP for Research Development and Extension (VPRDE) Dr. Amelia A. Dorosan, and VP for Planning and Development (VPPD) Prof. Jerry S. Bigornia. Each retiree received an award, as well as plaques of recognition for those who have rendered 36 years of service or more. Once the awards for the retirees were given, BUCSSP Professor Dr. Francia L. Villaflor gave a message of acceptance in behalf of the honored retirees.

After the dinner, the conferment of Loyalty Awards continued with the awarding of personnel with ten to fifteen years of service, headed by VPAF Atty.

Merriam P. Maldo.The Loyalty Awardees with twenty to twenty-five years of service were awarded during the ceremony lead by VPPD Prof. Bigornia, BU-IPESR Director Prof. Carina L. Sales , and BUPC Dean Dr. Mary Joy B. Catangui; and were followed by the awarding for personnel with thirty to forty years of service, which was conducted by VPRDE Dr. Dorosan and BU-PMSO Chief Dr. Reina O. Habalo.

The awarding program concluded with the acceptance speech by VPAA Dr. Llenaresas, who was laso among the Loyalty Awardees for her 40 dedicated years of service. The awards night was capped with joyous dancing.

NEWS BCAARRD-CMIs attend KM Assessment Workshop in Cavite

BUeños, Bikolanos dominate the 6th Sakura Science Team in Japan

O

ver the years, the continuing collaboration between Bicol University and Kochi University of Japan have produced numerous student and faculty exchange activities. Another noteworthy event produced by the said partnership is this year’s ‘Sakura Science Exchange Program’, hosted by Kochi University’s Graduate School of Kuroshio Science and sponsored by the Japan Science and Technology Agency (JSTA), where the sixth (6th) batch of participants was organized from September 29 to October 5, 2019.

The program was named after the famous Japanese word “sakura” (literally means cherry blossom) because the event was originally held during the onset of spring season in March when the said flowers bloom after an extremely cold winter.

The 5-day program is packed with various exposure trips from Japanese traditional to modern-day culture, food and the emerging science and technology (S&T) from private companies, government agencies, and academic institution like Kochi University.

Further, the said event serves also an avenue for some aspiring students and staff to experience sophisticated laboratory techniques and pursue graduate studies in the said university.

This year’s group was composed of three (3) Taiwanese and eight (8) Filipino delegates. The Filipino group is composed of one participant each from the Bureau of Fisheries and Aquatic Resources (BFAR) II, Batangas State University, University of San Carlos, Catanduanes State University, and Partido State University.

Bicol University had the most number of participants with three members, namely Prof. Andrian G. Sola of BU College of Agriculture and Forestry (BUCAF), Mr. Ian Cris R. Buban and Dr. Alex P. Camaya of BU Tabaco Campus (BUTC). Dr. Camaya, who was a PhD graduate at Kochi University in 2017, was assigned to lead and guide the whole team to enjoy Japanese hospitality.

For the participants, the program was more than just a Japanese experience, it was also a big step towards achieving career development as young researchers and be a part of strengthening cross-border partnership within the Kuroshio Region.

Knowledge Update - The Bicol Consortium for Agriculture, Aquatic and Natural Resources Research and Development’s (BCAARRD) Consortium Member Institutions (CMIs) participated in the “Knowledge Audit and Rapid Knowledge Management (KM) Assessment Workshop” last September 17 and 18.

T

he Bicol Consortium for Agriculture, Aquatic and Natural Resources Research and Development’s (BCAARRD) Consortium Member Institutions (CMIs) participated in the “Knowledge Audit and Rapid Knowledge Management (KM) Assessment Workshop” last September 17 and 18 at Bali Resort and Spa in Tagaytay City, Cavite.

The two-day KM workshop is part of DOST-PCAARRD’s program dubbed as “Mainstreaming Knowledge Management for the AANR Sector” which consists three (3) projects, which are: Project 1 “Strengthening the Consortia Knowledge Network”, Project 2 “Enhancing the KM4AANR System”, and Project 3 “Establishing DOST-PCAARRD Knowledge Network of e-Libraries”.

Specifically, the “Knowledge Audit and Rapid KM Assessment Workshop” is under the first project which was sponsored by the Southern Tagalog Agriculture, Aquatic and Resources Research, Development and Extension Consortium (STAARRDEC).

Dr. Richard E. Amansec, Director of PCAARRD-MISD and Project Leader of “Strengthening the Consortia Knowledge Network”, gave an overview of the workshop, its objectives and indicative outputs. He then presented a brief orientation on KM4AANR (or KM for Aquatic, Agriculture and Natural Resources) Framework.

Accordingly, the training consisted of learning sessions and workshops. Mr. Jose Rey Y. Alo, KM Consultant, facilitated the learning session on “Knowledge Management in AANR World”. His discussion focused on defining and implementing KM in AANR. He emphasized that KM is about generating, sharing and using knowledge which composes People, Process, Technology and Governance; in which, technology plays a crucial role as an integral tool.

Moreover, the learning session was succeeded by workshops such as Identifying Knowledge Input-Output, Assessing Opportunities for KM, Drawing Up the Knowledge, and Identifying Pain Points.

Each consortium worked collaboratively during the workshop sessions.

Dance presentations highlight BU Golden Anniversary’s opening celebration T

he long awaited celebration has finally arrived, as Bicol University officially kicks-off this year’s BU Week in celebration of Bicol University’s Golden Founding Anniversary this September 17, with an opening parade, opening dance salvo, and the highly anticipated Hataw mass dance demonstration.

In the said event, BU officials, faculty and non-teaching staff members, alumni members, and students from all seventeen BU campuses gathered in united jubilee in lieu of the Bicol University’s fifty years of glorious existence.

Since the university’s foundation, BU has repeatedly produced quality graduates that contributed greatly in improving the Filipino

communities. Thus, Bicol University’s 50th Founding Anniversary was aptly themed: “Building a Legacy, Transforming Lives”.

The opening celebration began with an assembly at the Peñaranda Park in Legazpi City, where the opening parade was set to start. As early as the assembly, each BU office, college and campus exhibited their creativity and talent as they showcase the many Bicolano festivals in their costumes and dance presentations.

The parade ended at the Albay Sports Complex in the BU Main Campus, where students gathered to witness and feature their talents in the art of dance during the BU Week Opening Dance Salvo and the annual Hataw mass dance demonstration.

Age of High-Tech Industries - Bicol University College of Industrial Technology (BUCIT) served as host for “Accelerating Makers 2019” at the BU East Campus in Legazpi City this 27 September, where advance technology experts from across the nation gathered.

iving young Bicolano innovators a preview of today’s emerging technological industries, the Bicol University College of Industrial Technology (BUCIT), headed by Dean Dr. Jonathan Arroco, served as host for “Accelerating Makers 2019” at the BU East Campus in Legazpi City this 27 September 2019.

The Accelerating Makers (2019) Celebrating Innovations is a series of gatherings of various sectors in five key universities to discuss the emerging key industries in the Philippines, and how fabrication centers in schools can stimulate the product innovation environment in the country.

Sponsored by the Department of Trade and Industry (DTI), the Department of Science and Technology (DOST), and Norde International Distributors, this year’s the “Accelerating Makers” is anchored on the theme “Building a Community of Technopreneurs”.

Along with four other universities, BU was chosen as host for the said activity which featured talks from leading academics in industrial studies, as well as exhibits of new fabrication technologies and products.

“Accelerating Makers” 2019 event was attended by BU’s key officials, Deans and Directors, faculty members, students and various partner agencies and stakeholders.

The lectures and discussions were held at the BU-FICC Building’s amphitheatre, while the fabrication technology and product exhibits were housed at BU’s Fabricatio Laboratory (FabLab).

The activity formally started in the morning with the opening message delivered by the host university’s Vice President for Research Development and Extension (VPRDE) Dr. Amelia A. Dorosan.

Among the resource person for the event was BU’s President himself, Dr. Arnulfo M. Mascariñas, who talked about ‘Settling the Growth Mindset and Entrepreneurial Culture in the Philippines’. Dr. Mascariñas explained the dynamic changes in the Philippine industries by describing how old industries are losing ground to give way to newer and more advance industries.

Afterwards, the BU President proceeded to the BU FabLab, along with VPRDE Dr. Dorosan and BUCIT Dean Dr. Arroco, to see the new fabrication technology and products.

and oftentimes unnoticed efforts of all the indefatigable men and women of the university, who with great courage and faith in our vision, continued beyond the many obstacles.

Today, we stand proud and momentarily satisfied because we have made an impact in the education landscape of the Bicol Region as the premier university offering quality and relevant education to the countless Bicolano scholars whose minds and hearts were shaped by a Bicol University education. But our satisfaction should only be momentary because we have many paths to take; and many roads still, to travel; if we are to achieve our vision of a “worldclass University producing leaders and change agents for social transformation and development.”

But we have laid down the foundation through the strong Pillars of Scholarship, Character, Leadership, and Service. We have built a legacy of being a powerful force in the academic landscape, and by the virtue of the knowledge we have endowed to the numerous scholars and by the Bicol University’s Pillars, we have transformed various lives. As we continue our journey to next decades and beyond, let us continue shaping and molding our beloved Bicol University into a haven of the best and the brightest scholars who will one day shape and turn into a reality the vision of a better, and brighter world for everyone; as we keep our promise of “building more legacies and transforming lives.”’

The University-Media Connection – In order make the people aware of the upcoming activities for Bicol University’s 50th founding anniversary, BU’s top officials answered queries from the members of the local media in a press conference last September 06.

ring the activities of the celebration of the BU 50th Founding Anniversary to the awareness of the people, twenty members of the local and national media body visited Bicol University last 06 September 2019 to participate in the BU’s first Press Conference for the their 50th Founding Anniversary.

A joint activity by BU and the BU General Alumni Association Incorporated (BUGAAI) in partnership with BU Communications and Public Relations Office (CPRO), the press conference’s objective is to widely disseminate relevant information on the various activities for the BU 50th Founding Anniversary.

The event also looks to inform the public and other stakeholders of the plans, programs, and relevant projects of Bicol University, as well as to enhance and strengthen public relations and media partnerships for expansion of the university’s linkages.

The press conference took place in the morning of the said date, where the members of the press spoke face-to-face with BU’s top officials about the upcoming anniversary celebration and other issues. The press conference was done after the campus tour where, along with the media, six buildings across the BU campuses were designated their new names.

There was a wide variety of media practitioners in the said gathering, coming from the print, broadcast (radio and TV), and the new media. Among the notable participants from the print media were correspondent and former Southern Luzon Bureau Chief of the Philippine Daily Inquirer Mr. Mario Arguelles, and Manila Times and Rappler correspondent Ms. Rhydes Barcia.

Radio personalities, known across the province of Albay, were also present, including Kapisanan ng mga Brodkaster ng Pilipinas (KBP) Secretary and 89.1 IDOL News FM Station Manager Ms. Remy Mendones and DZGB AM Vice President for Programming Mr.

Henry Maceda. News correspondents from TV outlets, including ABS-CBN Bicol news correspondent Ms. Karren Canon, were also among the attendees of the event.

Facing the members of the press were BU President Dr. Arnulfo M. Mascariñas, BU Vice President for Academic Affairs (VPAA) Dr. Helen M. Llenaresas, BU Vice President for Research Development and Extension (VPRDE) Dr. Amelia A. Dorosan, BU Vice President for Administration and Finance (VPAF) Atty. Joseph L. Bartolata, and BU General Alumni Association Incorporated (BUGAAI) President Prof. Edgar S. Barrameda.

The proceedings of the press conference was moderated by BU Communications and Public Relations Office (CPRO) Director Dr. Renelyn E. Bautista. Before the conference began, VPAF Atty. Bartolata led the introduction of the BU Key Officials, while Prof. April M. Mier-Manjares introduced the members of the press in attendance.

During the conference, much were discussed. Among them are many achievements attained by BU, particularly the university’s graduates, over the past years. The media also took the opportunity of asking questions regarding other issues, such as the students’ safety.

There were also talks about the activity prior to the conference, which was the re-designation of names of BU buildings. As the prime objective of the gathering, the BU officials also shared the calendar of upcoming activities in BU in relation to its 50th Founding Anniversary.

BU produces 71 Elec Engineers, including 2nd Top passer, and 58 Master Electricians in 2019 EE Exam

T

he graduates of Bicol University once again proved to be among the best in the country as 71 examinees from BU College of Engineering (BUCEng) becomes licensed Electrical Engineers after passing the 2019 Electrical Engineering Licensure Examination, including one who nabbed the second top spot. Fiftyeight examinees from BUCEng and BU Gubat Campus (BUGC) passed the said examination to become licensed Master Electricians.

As revealed by the results that

were released by the Professional Regulations Commission (PRC) last September 06, BUCEng boasted an overall performance rating of 78.89 percent with 71 out of 90 Electrical Engineering examinees successfully conquering the said examination.

On the other hand, BUCEng also earned an overall performance rating of 79.17 percent with the passage of 57 out of 72 examinees for Master Electrician, while BUGC garnered 100 percent with the success of its sole examinee.

Among BUCEng’s passers, Engr.

Gerald Magalona Mier stood out among his peers as he scores 92.05 percent rating, putting him second in the Top Ten passers of the 2019 Electrical Engineering Licensure Examination. Mier, a fresh graduate of the Bachelor of Science in Electrical Engineering (BSEE) program of BUCEng, was a DOST Scholar and a graduate with the Latin honor of Cum Laude.

In this year’s Electrical Engineering Licensure Examination, 3,285 out of 4,891 passed as newlyregistered Electrical Engineers and 2,634 out of 4,424 passed as newlyregistered Master Electricians.

The exam was given by the Board of Electrical Engineering, composed of Engr. Francis V. Mapile as Chairman and Engr. Jaime V. Mendoza as member, in the cities of Manila, Baguio, Cagayan De Oro, Cebu, Davao, Iloilo, Legazpi, Lucena, Tacloban and Zamboanga last August and this September 2019.

BUCM med students pass 2019 Physicians Licensure Examination with 98.04 percent overall passing rate

ecoming the first among many, the pioneer batch of Bicol University College of Medicine (BUCM) put forth an outstanding performance at the Professional Regulations

Commission’s (PRC) 2019 Physicians Licensure Examination, with an overall passing rate of 98.04 percent, as per the results released last 19 September 2019.

As revealed in the said results, a remarkable fifty out of fifty-one examinees from BUCM conquered the said examination, garnering the school the 98.04 percent overall passing rate. These exam-takers for BUCL are from Batch “Gira” -BUCM’s pioneer batch of 2018.

For the 2019 PLE, the PRC announced that 4,006 out of 4,716 examinees passed the Physician Licensure Examination given by the Board of Medicine in the cities of Manila, Baguio, Cebu and Davao this September 2019.

The members of the Board of Medicine who gave the licensure examination are Dr. Eleanor B. Almoro as the Chairman, along with Dr. Edgardo T. Fernando, Dr. Clarita C. Maaño, Dr. Eleanor J. Galvez and Dr. Ma. Graciela Garayblas-Gonzaga as Members.
