BUzzette A Step Towards Pandemic Recovery
A
year into the pandemic, with the invisible virus constantly mutating, the implementation of the country’s vaccination program offers a new sense of hope to the education sector to get back some semblance of normalcy after a year of school disruption due to the ban on face-toface classes. With the government including the front-line personnel in basic education and higher education institutions (HEIs) and agencies in the vaccine priority list, the academe is off to a good start once classes resume in August. At Bicol University, we are one with the country’s goal to achieve herd immunity as this is the only way to build up our defenses against COVID-19 and protect our communities. As such, we are set to implement the rollout of vaccines among our teaching and non-teaching personnel by June in response to the call of the government to achieve its goal of vaccinating at least 70 percent of the Filipino population to stop the spread of the virus. Cognizant that one of the major deterrents for the successful COVID-19 immunization drive is vaccine hesitancy, we at Bicol University, through the BU College of Medicine and College of Nursing, have utilized various media platforms to inform and educate our communities about the benefits of getting vaccinated. New BUIDeA building to have 6 classrooms, 2 storey steel structure
A
s an initial step towards the institutes’ envisioned development, a new building for the Bicol University Institute of Design and Architecture (BUIDeA) building will rise at the BU East Campus after holding the groundbreaking ceremonies on May 10, 2021. Early this year, BUIDeA Director Arch. Leo A. Del Rosario proposed to change the name of Institute of Architecture (IA) to BUIDeA. Through the Secretary’s Certification No. 92, Series of 2021 from the Office of the University and Board Secretary, the proposal was approved on March 24, 2021. With the new revitalized institute, BUIDeA will be hosting three Academic Programs: Architecture, Planning, and Design according to its pamphlets about BUIDeA. These programs are interconnected and hope to contribute to the profession of every architecture graduate. In the future, BUIDeA will offer specialized courses and undergraduate programs focused on design, and planning-based disciplines. The groundbreaking ceremonies commenced with an invocation blessed by Rev. Fr. Vladimir Echalas, Diocese of Legazpi Priest followed by the singing of the national anthem led by Ar. Micah N. Miraflor, BUIDeA Professor. Sponsored by the Security Bank Foundation, Inc. (SBFI) and EL Acebuche Builders, Ar. Del Rosario expressed his gratitude for the support BUIDeA received. BCAARRD launches 2nd season webinars
T
he Bicol Consortium for Agriculture, Aquatic and Natural Resources Research and Development (BCAARRD) in partnership with Bicol University Extension Management Division (BUEMD) and Philippine Association of Agriculturists (Bicol Canarium ovatum Chapter) continued its 2nd season of webinars this year. From April through December 2021, a webinar dubbed “Online Technology Dissemination and Training Series” will be broadcasted every Tuesday. Dr. Arlene Alegre served as the resource speaker for the season 2 pilot episode, which aired on April 13, 2020. “Development of Site-Specific Sustainable Pest Management of Queen Pineapple under Different Cropping Schemes in Leyte and Camarines Norte,” was the topic she spoke about. Dr. Alegre is the Dean of Camarines Norte State College’s College of Agriculture and Natural Resources (CNSC). To date, the episode has had 716 views on the BCAARRD Facebook page. Alwin Joseph M. Maceres, Director of Planning and Development from BU, discussed the “Project SARAI Towards Smarter Agriculture in the Philippines” in the second episode. Rice, corn, banana, coconut, coffee, and cacao are among the crops prioritized by the initiative. The episode, which premiered on April 27, 2021 at 9:00 a.m., has already received over 1,000 views. The third episode was aired on May 4, 2021, with Ric Ryan Regalado of Partido State University serving as the Resource Speaker. He spoke about the “Climate Vulnerability Scenario of Agri-Fishery Communities in the Bicol River Basin, Philippines.” It can be recalled that Regalado’s paper came in third place at the BCAARRD Regional Symposium on Research and Development Highlights. He co-wrote the paper with Ricky P. Laureta and Ermar B. De La Cruz. To date, the episode has had around 1,600 views. The next BCAARRD webinar series episode will air on June 2021. USC,CSC May ARAMbagan project helps BUeños in flexible learning ince the launching of BU LABELS, S‘windbreakers,’ a set of clothing jackets called the University Student Council (USC) and College Student Council (CSC) collaborated for the May ARAMbagan Project where 50% of the total sale will proceed to the said campaign. The windbreakers for a cause supported at least 268 BUeños in their flexible learning. On April 26, May ARAMbagan project turned over 20,000 worth of load cards to 200 student beneficiaries together with the BU Tabang sa Pag-Adal recipients of 14 smartphones. Perez, and incoming USC Business Manager-Ryan Basanta at the Office of the USC. BU partners DEBESMSCAT, SSU to improve quality education

epresented by President Arnulfo M. Mascariñas, Bicol University signed a Memoranda of Agreement (MOA) with Dr. Emilio B. Espinosa Sr. Memorial State College of Agriculture and Technology (DEBESMSCAT) and Sorsogon State University (SSU) at the Casa Lorenzo Food and Culture, Daraga, Albay on May 6, 2021. In a press release posted by Dr. J. Prospero E. De Vera III, CHED and Universal Access to Quality Tertiary Education (UniFAST) Chairperson, six MOA were signed by the public higher education institutions (HEIs) in Bicol region. This MOA will share faculty resources through the adjunct faculty system ensuring quality assurance in their degree programs and improvement of
overall quality education. BU signed an agreement with DEBESMSCAT on Crop Science and Animal Science and Technology Program with SSU. This faculty sharing among HEIs was recently approved by CHED to promote quality education. Under this policy, De Vera said that the sharing of faculty across universities is possible because of the flexible learning system while it is difficult to get adjunct faculty because face-to-face teaching is necessary. “They can share their expertise through distance learning or synchronous and asynchronous teaching under the current flexible learning system. The signing of the MOA signals the commitment and readiness of our HEIs
in Bicol to work together to improve the quality of teaching and research particularly in the smaller state colleges,” De Vera said in the press release. Other HEIs present in the ceremony were Camarines Norte State College (CNSC), Central Bicol State University of Agriculture (CBSUA), and Partido State University (ParSU) represented by SSU President Helen B. Lara, CBSUA President Alberto Naperi, DEBESMSCAT President Renee Lamela, ParSU President Raul Bradecina, CSPC President Charlito Cadag, BISCAST President Alex Navarroza, and Regional Director Bernal who is the Officer-in-Charge of CNSC and Catanduanes State University (CatSU).

CHED approves limited classes for clerkship of A
fter a campus inspection adherent to the guidelines on the gradual reopening of higher education campuses in the midst of a pandemic, the Commission on Higher Education (CHED) approved the limited face-to-face classes for clerkship of Bicol University College of Medicine (BUCM) on May 5, 2021. The CHED composite evaluation team was led by Dr. J. Prospero E. De Vera III, CHED and Universal Access to Quality Tertiary Education (UniFAST) Chairperson, together with UniFAST Officer-in-Charge (OIC) Executive Director Atty. Ryan L. Estevez, CHED Commissioner and BU Board of Regents (BOR) Chair Dr. Aldrin A. Darilag, and CHED Regional Office V Director Dr. Freddie T. Bernal. The team looked into the readiness of said colleges for limited face-to-face classes including provisions for strict compliance to health and safety protocols. The event, facilitated by Dr. Richard L. Bartolata, a BU College of Nursing faculty, commenced with a doxology performed by the BU Institute of Physical Education Sports and Recreation (IPESR) faculty members followed by the singing of the national anthem. To formally welcome the evaluators, BU President Arnulfo M. Mascariñas delivered the welcome remarks where he also shared how he was initially dismayed when BU was not included in the list of Higher Education Institutions (HEIs) that were authorized to conduct limited face-to-face classes released by CHED last March 26, 2021. “Today is an opportune time for
us to listen to CHED Chairperson Dr. De Vera as to when we can start with the limited face-to-face classes for (the) College of Medicine,” he said. Even after a year since the pandemic, BU President Mascariñas added that the university is still challenged on handling programs that require face-to-face practicum classes particularly the medicalrelated courses. “I hope this activity will give us some idea on how to proceed with all our programs starting with the courses in the College of Medicine.” After CHED RO V Director Dr. Bernal and CHED Commissioner and BU BOR Chair Dr. Darilag both delivered their messages of support and approval to the university, CHED and UniFAST Chairperson Dr. De Vera said that it will be difficult for HEIs to conduct face-to-face classes. But working along with the COVID-19 Inter-Agency Task Force, Dr. De Vera said that it will be possible for selected HEIs to conduct limited face-to-face classes by July. Hence, he reiterated that strict health and safety protocols should be implemented. He also said that the commission will prioritize, fund, and support medical programs from different state universities and colleges. “The commission will continue assisting schools with medical programs,” he said hoping to increase the number of students in the medical field. De Vera added that last year, they have distributed funds to select state universities and colleges to improve their equipment and facilities. He
jokingly mentioned that BU has not submitted any documents to avail the funding program. “Ang problema, si President Mascariñas, hindi naman nagsubmit ng proposal. Kaya naman baka hindi kailangan (ng fund),” he said. But once the documents have been submitted, De Vera assured that the proposal will be “good as approved.” Afterward, BUCM Dean Dr. Luis Domingo B. Mendoza delivered the closing ceremony of the program and also led the evaluators for the inspection together with BUCN Dean Dr. Maria Bernardita A. Palacio. Mendoza showed CM’s facilities and equipment. On the other hand, De Vera reminded him to keep the windows open and maximize social distancing. He also advised the CM Dean to implement a designated one-way direction to avoid bumping with each other. De Vera suggested putting up posters to remind students of the protocols. BU debaters beat UNC at Inter-School Debate Competition on SOGIE bill
T
he Commission on Human Rights (CHR) Region V in partnership with Bicol University (BU) and University of Nueva Caceres (UNC) held an International Day Against Homophobia and Transphobia (IDAHOT) 2021, the first-ever friendly InterSchool Debate Competition on SOGIE Equality Bill through the BU Extension Management Division (EMD) Facebook page via Zoom teleconferencing on May 17, 2021. This amicable debate held a significant dialogue about sexual orientation, gender identity, and gender expression (SOGIE) bill involving the LGBTQIA+ community in order to reform backward views and remove the harmful societal impression. Participants were students from BU College of Social Sciences and Philosophy (CSSP) and UNC College of Arts and Sciences (CAS) as witnessed by CHR, BU, and UNC administration. “Annually, we celebrate this day to make known the alarming situation faced by people with diverse SOGIE. We must do away with the culture of homophobia and transphobia. In this modern time, there are still people who reject the idea that the LGBTQIA+ have the same right as we have,” CHR Director Atty. Arlene Alangco said in her welcome speech. Meanwhile, BUCSSP Dean Atty. Alex B. Nepomuceno addressed the significance of the debate. “All these intellectual exercise shall be done in a balanced and friendly as well as respectful manner as an academic forum for a truly free in the legible discussion and a scholarly platform to develop, acquire, and demonstrate knowledge, skills, and values that would sum up debate competencies that are not only desirable but sinequanon in the progressive and inclusive development of a civilized society,” he said. UNC CAS Dean Kenjie E. Jimenea, on the
other hand, presented a statement expressing his gratitude for the university’s participation in the significant activity as well as his support for the debate’s relevance. Following that, Slyvia Angelique S. Umbac, Chief of the Human Rights Education and Promotion Office’s Advocacy Campaign Division, discussed the event’s background and rationale. Atty. Desiree G. De Vera, Atty. Carlo M. Camposano, and Asst. Prosecutor Antonette B. Bance made up the judging panel. “This house believes that the Philippine LGBTQIA+ community should establish a single issue political party to secure the passage of the SOGIE Law as opposed to lobbying through Philippine mainstream parties,” was the topic of the debate. BU was represented by James Oren Licup, Sydney Joseph Torrenueva, and Alfren Anthony Yango against UNC representatives Krislen Gaile Bismonte, Neil Andrew Formalejo, and Cyen Escalanda. Moreover, Torrenueva, the Deputy Prime Minister, was awarded as Best Speaker of the competition. A monetary reward of P15,000 was also awarded to the BU student debaters. UNC, on the other hand, won a P10,000 consolation award. The virtual debating tournament was facilitated by Ronald Fajardo Jr. and Trisha Kayle Frivaldo.– Nabua National High School ‘The Use of Multiple Representations in Physics’; and (4) Janine Faye B. Tagarda – BU ILS Senior High School ‘Use of Interactive Visual Novel Game in Teaching Grade 8 Physics’. After the open forum for the plenary talk, the 4th Session for Curriculum and Innovation began with five papers presented on: (1) Rommel Carl Peralta – LNHS ‘Effect of Puzzle for Inventive Thinking and Reflective Exploration in Science (PITREX) on Students’
Mastery Level along Critical Contents in Science’; (2) Nestor Lasala Jr. – Sorsogon State College (SSC) ‘Game-Based Activities in Teaching Grade 7 Biology’; (3) Leyzil D. Guemo – Gallanosa National High School ‘Lessons Using Illustrated Instructional Materials in Grade 7 Biology’; (4) Hector B. n celebration of the 27th founding anniversary of the Commission on Higher Education (CHED), a cycling activity dubbed ‘Sikad sa Edukasyong Kalidad - A Mayon 360 Bike Ride’’ was held in the province of Albay on May 9, 2021. Present in the activity were CHED Chairman J. Prospero De Vera III, UniFAST Officer-InCharge Executive Director Atty. Ryan Estevez, BU Vice President for Administration and Finance Atty. Joseph Bartolata, and Chief of the BU Presidential Management Office Dr. Reina O. Habalo. With the theme, PADYAK! Moving Forward, Claiming Victory for Philippine Higher Education, the biking‘edutourism’ was assisted by BU, San Jose Community
College, Tiwi Community College, Ligao Community College, and Philippine National Police Region 5. The event also commemorated the fourth year of RA 10931’s implementation of free higher education. “Umiikot kami sa iba’t ibang universities at iba’t ibang local colleges nang nakabisikleta. We declare victory dahil marami na ang nakapagtapos, marami na ang nakapag aral at marami na rin ang nakabalik sa pag-aaral,” De Vera said in an interview with Newspeak-Licomco. He went on to say that as a result of the aforementioned act, 1.6 million students are able to attend over 200 public colleges for free, with 500,000 of them being

Afterward, a message of acknowledgment was delivered by CHED V Chief Program Specialist Dr. Ma. Teresa G. De Albam followed by the concluding remarks from CHED V Director Dr. Freddie T. Bernal. The event was also a precursor to National Higher Education Day that took place on May 18, 2021.

he Bicol University takes pride in another alumnus who gained prestige in the world of pageantry with his world-class shoe designs. Jojo Albao Bragais is a graduate BS Nursing from BU Tabaco Campus (TC) batch 2012. He grew up in Albay as the youngest of four siblings to Diomedes and Elsie Bragais. He is a licensed midwife and nurse by profession and now, one of the respected Filipino shoe designers chosen as an official shoe sponsor for the upcoming 69th edition of Miss Universe to be held on May 16, 2021, in Hollywood Florida, USA. Bragais is not a neophyte in the world of pageantry, having provided footwear for Bb. Pilipinas candidates in the previous years. It all started when he helped another alumna Yvette Marie Santiago who joined the said pageant and bagged the title of Bb. Pilipinas Supranational 2014. He also had his tremendous contribution to Team Catriona during the 2018 pageant season. Miss Universe 2018 Catriona Gray’s victory would not have been possible without the support of Bragais. He was instrumental both financially and logistically for all her preparations leading to the pageant in Bangkok, Thailand. The captivating and charming Jojo Bragais is now the first Filipino designer to provide sleek and sexy footwears for all the Miss Universe candidates. But after having a meeting with SBFI last January, Mascariñas told Del Rosario that it the collaboration might actually work. “I think this is a good indication that your proposal will be considered favorably by SBFI,” Mascariñas told Del Rosario. He also expressed his gratitude to Acebuche for linking BU to SBFI. The groundbreaking ceremonies proceeded as participated by the guests, sponsors, some BU officials, BUIDeA admin, Deans, and Directors of the university followed by the awarding of resolution of thanks to the sponsors participated by Mascariñas, Barameda, Acebuche, and Yanto. An awarding of plaque of appreciation to sponsors was also given to the sponsors Acebuche and Yanto.
