The PRESIDENT’S OUTBOX

To the 302 Teaching and 185 Non-Teaching Women of Bicol University: I have a very high regard for women. I would not have been where I am now if not for the woman who carried me in her womb and thereafter sacrificed her personal liberties so she can raise us, her children, well; which is in reality, the same story for thousands of women. It may even be your own story. I would not have enjoyed the perks and domestication that having a family brings without a woman by my side.

Indeed, behind every man’s success, is a woman.

I am, therefore, privileged to be in the company of equals - women whose wit and charm coupled with an inner strength and capacity to care have greatly contributed to what Bicol University has become. Bicol University has been led by notable women Presidents who made their own mark and left indelible footprints that contributed to the University’s growing prestige and recognition. Even those of you who simply stood in the shadows of your superiors are just as important as those who stood in the front lines. Behind every BU accomplishment is the strength of your shadow. You are the pillars by which we stand – the refuge that brings comfort to our wounded pride and balm to our broken hearts.

As a man, leading a women-dominated institution, I do recognize the varied roles that each woman-employee plays and the many demands that are placed on their shoulders as professionals and family nurturers. For this reason, I have always endeavored to create a level playing field for both men and women in the University. In recognition of the important role that women-leaders play in policy formulation and decision making, I have appointed the same number of both men and women in key leadership and executive positions.

As I acknowledge and appreciate your strong leadership qualities and decisive choices, I see the need to continuously enhance your personal and professional development. After all, we are all works in progress and nobody has yet gone full circle in their personal progress and professional development.

This is the very reason why the University creates equal opportunities for advancement in terms of scholarships and professional growth. Keeping these in mind, I am continuously making the BU workplace, women-friendly by integrating structural changes reflective of Gender and Development mandates in respective offices and units. I am, and will remain, a staunch advocate that “We Make Change Work for the Women” of Bicol University.

May you continue to be blessed with the dignity and privilege of your womanhood.

Pact aims to improve solid waste management, organic farming

o improve the solid waste management in Legazpi City, disseminate the practice of organic farming and promote agriculture in Albay, Bicol University (BU) entered into a Memorandum of Understanding (MOU) for the prospective production of organic fertilizer from solid waste project in Legazpi City.

Grad School BU Pres. Mascariñas among Phil-HECS PLP bolsters ‘STEM’ in 1st National visitors in Taiwan o learn the practices from top Research Confab

TArnulfo universities, Bicol University President Mascariñas attended Philippine

Education Career System (Phil-HECS) Presidential Leadership Program (PLP) International Academic Visit in Taiwan last March 5-12, 2017.

The International academic visit provided participants with hands-on training on existing models of leadership and government styles in Asia. President Mascariñas and the other heads from the different institutions in the Philippines learned the best practices from top universities like the National Taiwan University.

They also visited the National Cheng Kung University that is proud of its Magic School of Green Technologies and Technology Transfer and Business Incubation Center.

National Pingtung University of Science and Technology was the last stop after they visited the Taiwan International Orchid Show.

As one of the components of Phil-HECS, the PLP is a development program for incumbent SUC presidents and chancellors which aims to update them on best practices, trends and new government policies in higher education management.

Mayon’s bid for World Heritage Site mounted on UNESCO Phil’s workshop series

T

o ensure that the Philippines actively participate and engage with UNESCO’s programs and conventions like the World Heritage Convention and Man and the Biosphere Programme, the Philippine National Commission for UNESCO organized the third leg of the workshop series dubbed “Pamana: World Heritage and Biosphere Reserve Nomination Series” at Bicol University College of Science, Legazpi City, on March 23-24, 2017.

The workshop pushed for the World Heritage nomination bid of Mayon Volcano Natural Park (MVNP) and its surrounding areas of cultural and natural importance.

Other than the clear outstanding value of the Site being proposed, the said conference wanted to open up doors for further development not only for the MVNP but more importantly for the Albayanos.

HEIs across the globe convene in 12th APAIE in Taiwan BU among 10 participating PH universities

A

s part of its thrust of ensuring strong international linkages and to introduce its graduate programs, Bicol University (BU) participated in the 12th Annual APAIE Conference in Kaohsiung, Taiwan on March 20-23, 2017.

Dr. Helen Llenaresas, BU Vice President for Academic Affairs, Dr. Victor Soliman, BU Graduate School Dean and Dr. Dimson Rivero, BU Global Linkages Office Director represented BU in the said annual forum.

The APAIE 2017 Conference and Exhibition was a five-day event composed of pre-conference workshops, exhibitions, keynotes, parallel sessions, campus tours and city tours which aimed to activate and reinforce the internationalization of higher education in the Asia-Pacific region.

Three hundred thirty one Higher Education

Institutions and organizations across the globe convened in the said forum. BU is among the 10 universities in the Philippines that participated along with the University of the Philippines, Ateneo De Manila University, De La Salle University, University of Santo Tomas, Siliman University, University of San Carlos, Saint Louis University, Central Luzon State University and Miriam College.

The international event circled on the theme “New Era, New Horizon, New Frontier: Higher Education in Asia Pacific”. The sub themes such as Global Trends and Corresponding Strategies, International Research Collaboration, Student Mobility and Support Services, Benchmarking and Assessment of Higher Education, and Digital Media Innovations in International Higher Education were highlighted in the summit.

International confab drives for climate action efforts

T

he Bicol University College of Business, Economics and Management Entrepreneurship Department in partnership with Department of the Interior and Local Government (DILG) Region V launched and inked a Memorandum of Agreement for Training for Better Access to Job Opportunities (TraBAJO) and Local Economic Development for Local Government Units (LGUs) on March 28, 2017 at La Venezia Hotel, Legazpi City.

The TraBAJO aims to capacitate target LGUs in formulating their Workforce Development Plan and provide support in preparing their communities develop the necessary skilled workforce requirements of the private enterprises in priority sectors such as Tourism, Agri-business, and Information TechnologyBusiness Process Outsourcing.

Under the MOA, the BU will coordinate with the LGus for the conduct of the trainings. The University will conduct the trainings for TraBAJO and LED will also provide the necessary support to the team and provide the certificate of completion to participants.

n order to discuss pressing issues on climate action efforts, The Bicol University - University Student Council together with The Climate Reality Project Philippines convened youth delegates from Southeast Asian countries in the first-ever climate action summit dubbed as Power Shift Philippines on March 10-12, 2017 at Patio de Cagsawa, Daraga, Albay.

A total of 79 delegates from the Philippines, Indonesia, and Cambodia participated in the said event. In line with one of the Sustainable Development Goals laid by United Nations, the summit targeted to create and mobilize action plans relating to climate action initiatives of the youth delegates. Tabaco Campus pioneers online enrollment testing

I

n line with Bicol University’s vision to become a world-class university, the BU Tabaco Campus is the pioneering college tested by the Information Management Office on the Online Enrolment System.

The program allows the students, through the internet, to register courses within the registration period, through the use of their computers, laptops and even smart phones.

The system permits the students to register and enroll electronically by obtaining their own BU - Online Registration System account and logging in to BU-ORS Self Enrolment where they could select their desired block and choose subjects to be taken, without the supervision of the registrar.

East campus team attends training on twoway radio operations

T

o orient themselves on the use of two-way radios, the Bicol University East Campus Incident Command System (ICS) members organized the Restricted Land Mobile Training on March 8 at the BU College of Industrial Technology Accreditation Room.

Earlier, the ICS purchased 10 units of two-way handheld radios that can be used during disasters or any untoward incident in the campus. The US Department of Labor defines ICS as “a standardized on-scene incident management concept designed specifically to allow responders to adopt an integrated organizational structure equal to the complexity and demands of any single incident or multiple incidents without being hindered by jurisdictional boundaries.”

In terms of roles and responsibilities, BU shall be the counterpart of Okada and shall conduct analysis and evaluation of the organic fertilizer to be produced through the BU Research and Development Center. The University shall also conduct farm tests using organic fertilizer produced and assess the effects of organic farming by monitoring crop growth and soil properties. Moreover, BU shall conduct organic farming seminars targeting farmers and promote organic farming.

SolGen female lawyers grace HRMO women’s forum

s part of the National Women’s A Month Celebration, two female lawyers from the Office of the

Solicitor General of the Philippines (OSGP) graced the Bicol University Human Resource Management Office (BU-HRMO) sponsored ‘Women Inspiring Women Forum’ on March 10, 2017 at the AVP Function Hall Legazpi City.

Atty. Ma. Lourdes Leones, OSGP Senior State Solicitor and Atty. Camille Buhain, OSG State Solicitor, were invited to share their empowering messages to more than 40 participants, mostly women. Dr. Maria Della Rañeses, BU College of Nursing faculty; Prof. Marlyn Padre, BU Polangui Campus faculty; and Elsa Dagoy, BU personnel and a mother, also gave their messages and shared their inspiring stories to the participants.

Anchored on the theme “We Make Change Work for Women”, the event aimed to empower, inspire and encourage women to be active drivers in promoting awareness in bring about positive changes and that they should reap from development efforts as what was emphasized on the said theme.

Meanwhile, as part of the annual National Women’s Month Celebration, the BU Human Resource Management Office and BU Center for Gender and Development (CGAD) spearheaded an event dubbed “GAD 101 for Newly Hired Faculty and Non-Teaching Personnel of BU” on March 24, 2017 at AVP Function Hall, Legazpi City.

Recognizing the value of student researchers and their potential as professional researchers in the future, the Bicol University Research and Development Center spearheaded the 13th BU Student R&D Forum on March 9-10, 2017.

with his research “Development and Evaluation of Refrigerant Recovery, Recharge and Vacuum Pump (4 in 1) Apparatus with Refrigerated Cooling System.”

Likewise, Bernadette GavinoGumbao won in the Educational Leadership and Public Administration category with her study “Participation in Mobile Money Technology in a Cash-Strapped Municipality in the Bicol Region.” Meanwhile, Jovert Balunsay with his research “Leksikal, Morpolohikal, at Sintaktikal na Analisis ng 15 Nangungunang Pahayagang Pangkampus ng mga

Paaralang Sekundarya ng Rehiyong Bikol,” was the best presenter under the Social Sciences, Culture and Arts, Peace and Security Studies.

The activity aimed to upgrade graduate education through improve scientific productivity; provide venues where presented papers can be submitted for review and publication in referred journals; foster interaction between the BU community and other graduate schools in the country with their faculty and students; and present scientific papers, theoretical, and empirical researches.
