I am truly thankful that you have reached this far my dear Bicol University scholars and awardees. At a time, when education is at its challenging period, you have emerged strong and resilient. Alam kong marami kayong pinagdaanan bago n’yo nakamit ang araw na ito – ang maging bahagi ng GAWAD Bueño sa panahon ng pandemya. I know the endless sacrifices of your parents and family. I know of your endless and countless battles to continue staying online and being on time in submitting all your academic requirements; even when you complain at times of your net connectivity and financial woes. Alam ko at ramdam ko kayo. Ako rin ay isang Iskolar ng Bayan. I wasn’t born rich. I have been a scholar all my life, relying on the blessings of people and institutions for my education and professional growth. I have felt the struggle of worrying not only about maintaining my grades but more so on where I would get the money to finance all my school projects and requirements. BU lands on list of top accounting schools in PH
B
ased on the board exam passing rates for first timers in the year 2017-2018, Bicol University ranks top 10 on the list of Best Schools for Accountancy in the Philippines with a board exam passing rate of 76%. It can be recalled that Bicol University shared the spotlight with the top performing universities in the Philippines according to the results from the October 2016 Certified Public Accountants (CPA) Board Exam with
an 84.93% passing rate. Meanwhile in 2015, BU ranked third among the top performing schools with a rating of 94.20%. Monico Paulo Rañosa, an accountancy graduate in 2015, notched the 10th place with a score of 90.86%. But in 2019, BU resulted an average of 60% overall passing rate during the May CPA examination and 32.93% overall passing rate on the October CPA examination.
35M earmarks for first-of its-kind ISSP ICT upgrade
B
icol University was able to secure from its Board of Regents 35 million for the Information System Strategic Plan (ISSP) submitted and prepared by Dr. Aris J. Ordoñez, Information and Communication Technology Office (ICTO) Director; the first of its kind among SUCs in Bicol. This also marks BU as the first State University and Colleges (SUCs) in the Bicol region to propose an overall upgrade in the ICT infrastructure that includes its satellite campuses amounting to 700 million. BU currently lacks a network backbone capable of providing dependable and consistent network services and internet access to its many components according to ISSP. The current network design of the university was not based on standards, prone to attenuations, not manageable, and could not be fine-tuned.

Researchers, extentionists honored in virtual Exemplar Awards 2020 A
total of 101 Bicol University faculty-awardees were honored in the fields of research and community engagements during the annual Exemplar Awards held virtually and streamed at the official BU social media (FB) page on July 26, 2021. The BU Exemplar Awards has been an annual event that provides recognition to faculty members who have shown distinction and perseverance in research and extension works on the following areas: presentations in international and national conferences on research development and extension (RD&E); publications in CHEDaccredited journal or international-
refereed journals; utility models and copyrights; and outstanding performance in extension undertakings. The awardees received certificates in specially-prepared holders and monetary incentives through the Performance Awards and Incentives for Service Excellence (PRAISE) funds. A festive opening message on RD&E accomplishments from Dr. Luis Amano, the Vice-President for RD&E, formally started the ceremony. Messages of appreciation and gratitude, were appropriately placed throughout the program as presented by the BU President, Dr. Arnulfo Mascariñas, Vice-
Presidents Dr. Amelia Dorosan, Atty. Joseph Bartolata, PhD, and Prof. Jerry Bigornia. In closing, words of inspiration to continue overcoming RD&E challenges were provided by Prof. Ronnel Dioneda, Sr., the Director for Research and Development Management Division. The masters of ceremony were Assistant Professors Janet IbarretaTriunfante and Joyce Camille Cepe, both Technical Staff of the OVPRDE. BU inks collab research partnership with SUCs for BRIDGES – ISLAND project

virtual signing ceremony took place between Bicol University (BU) and other State Universities and Colleges (SUCs) for the Memorandum of Agreement (MOA) on the collaborative research undertaking entitled BRIDGES or Building Research and Innovation Development Goals for Engineering SUCs, specifically for Infrastructure-Soil Interaction and Land-Usage Assessment for New Developments (ISLAND) project via Zoom teleconferencing on July 14, 2021. This broad partnership will implement the ISLAND project in each of the partner SUCs’ respective campuses, which involves assessing the soil-structure interrelationship by determining spatial, structural, Pres Outbox | P1 particularly,

Reyes set to compete on Tawa Tanghalan Quarter Finals M
ariel Rose T. Reyes, 20, a third-year student taking up Bachelor of Physical Education at Bicol University Institute of Physical Education Sports and Recreation (BUIPESR), claimed her spot for the quarter finals at It’s Showtime’s Tawag ng Tanghalan. Tawag ng Tanghalan is an amateur singing competition on national television that is currently aired via livestreaming on ABSCBN as one of It’s Showtime’s segment. Reyes has been a prominent artist at BU performing at events and talent competitions within and outside the university. In 2019, during BU’s 50th Golden Anniversary, Reyes represented IPESR and competed on the vocal’s category both as a solo performer and a band vocalist. She also serenaded the candidates of the Mr. and Ms. BU (MMBU) on the same year. Looking back on her journey before qualifying for the quarter finals, Reyes said the she also went through an online audition like other contestants. “At first hindi ko naman expected na makukuha po ako kase madaming magagaling and kilala na talaga na mga artists. Yung iba hawak ng mga kilalang artists din po,” she recalled. But on June 24, she received news that she is qualified to compete. After winning against other contestants during the daily
and weekly competition, Reyes catapulted her way through until she qualified for the quarter finals. Like other journeys, Reyes encountered new and unexpected first-hand experiences since this was her first time competing on a national level. “I was pressured. Unang-una, pinag-iisipan ko talaga ‘yung kanta na babagay sa boses ko. Bukod doon, may mga contestants talaga na kilalang-kilala na sa industriya. So ako, bilang 1st time ko mapalabas sa national tv, nakaka-pressure kasi nagsisimula pa lang ako,” she said. But despite the situation, Reyes was determined to prove herself that she can perform and keep-up like any other artists or contestants. But what inspired her the most to fight for her spot is the love for her family. “Iniisip ko na lang po ay ‘yung family ko. Kahit anong laban, especially andito na po ako sa TNT, sila po talaga yung inisip ko kaya medyo nawawala yung pressure na nararamdaman ko. Until now, nag-struggle pa din po ako pero practice lang po. Iwas lang talaga sa kaba,” she said. Reyes added that she is grateful for those people who supported
her from the very beginning. “Hindi ko talaga in-expect na sobra sobra po ang tiwala and suporta nila sa akin. Finally, after 6 years of waiting for an opportunity to come, ito na po ako. Unti-unti ko na pong nakakamit ang pangarap ko. Sana po ipagdasal ninyo ako na makapasok sa next round. Maraming maraming salamat po and God bless,” she added. During her auditions, she performed All My Love and Di Na Muli. On her first exposure, she won by singing her version of How Am I Supposed to Live Without You and I Wanna Know What Love Is. During the weekly finals, she sang Didn’t We Almost Have It All and Himala. Reyes is set to compete this August and for the song she chose to perform, she said that she dedicates it to her family as her source of inspiration. “Kapag po talaga naiisip ko sila (pamilya ko), talagang nagpupursige po ako. Sila po yung inspiration ko sa lahat ng laban ko,” she added.

CTCED holds TRICE 2021

he Bicol University Center for Technology Commercialization and Enterprise Development (BUCTCED), in collaboration with the International Relations Office (IRO), and Startup Incubation and Limitless Integration of Dynamic Entrepreneurial Leaders of Innovation (SILI-DELI), co-hosted by Philippines National Commission (PNC) for United Nations Educational, Scientific and Cultural Organization (UNESCO) held this year’s International Webinar Conference (WebCon) on Technology Research, Innovation and Commercialization in Entrepreneurship (TRICE) via virtual conference and Facebook live streaming on July 5 to 7, 2021. With the theme, Breaking Limits, Becoming Seamless in Catalyzing Research and Commercialization in Entrepreneurship, the three-day event conducted a virtual webinar conference, paper presentation, and technology pitching in partnership with global institutions - VIVES University of Applied Sciences Belgium, Rajagiri Business School India (RBSI), Daffodil International University (DIU) Bangladesh, and the National University of Kaohsiung, Taiwan. TRICE 2021 served as a springboard for researchers, innovators, and industry partners to catalyze research commercialization towards entrepreneurial promotion and development. It also set up a virtual platform amidst the pandemic for the collaborative exchange of information and knowledge for key industry players. It was participated by faculty members of different academic institutions, students, researchers and innovators, start-up founders, and industry leaders. On the first day, the webcon commenced with a warm message from BU President Arnulfo M. Mascariñas followed by Usec. Ernesto C. Abella, Officer-In-Charge of PNC
UNESCO. Afterwards, messages from the international partners were delivered – VIVES President Joris Hindryckx, Dr. MD. Sabur Khan, founder and chairman of DIU Bangladesh, Rev. Dr. Jose Kuriedath, Director of RBSI College of Social Sciences, and YuehTuan Chen, President of NUK, Taiwan. After acknowledging the participants of the webcon, the program proceeded to the Fireside Chats hosted by IRO Director Dr. Dimson M. Rivero and CTCED Technical staff Prof. Maria Crestia C. Bañares. The topic focused on the theme, Technology Commercialization and Innovation Landscape in the Emerging Economies. The conversation was participated by invited speakers: MD. Kamruzzama from DIU, Dr. Stephan Weemaes from VIVES University, Dr. Neetha J. Eappen from RBSI, Dr. Chih-Min She from NUKT, and Ms. Russel M. Pili from the Department of Science and Technology (DOST) where they shared their thoughts while tackling the topic. Keynote speaker Dr. Stephan Weemas from VIVES University delivered his keynote speech on Trifocal Alliance of IndustryAcademe-Government Partnership: The European Experience. He was followed by a series of keynote speeches on the same topic but focusing on the Asian Experience. Keynote speakers were Dr. Touhid Bhuiyan from DIU, Dr. Ronny Thomas from RBSI, Dr. Hsing-Hao Wu from NUKT, and Dr. Enrico C. Paringit from DOST. Another keynote speech on the topic, Optimization of Technology Researchers for Commercialization: The Industry Leaders Perspective was delivered by Jonathan D. Luzuriaga, President of the Philippine Software Industry Association. The opening webcon was hosted by Joyce Camille T. Cepe.
The breakout sessions and paper presentations were discussed in preparation for the next activity. For the first concurrent session, Food Innovation and Sustainability related papers were presented. Part of the three-fold activity of the event was the paper presentation. It has been participated by researchers from the academe and it was structured into five thematic areas namely Food Innovation and Sustainability, Biotechnology, Health Science and Medical Innovations, Engineering and Robotics Technology, Agri-Fisheries Technology, Equipment and Implements and ICTBased Business Technology with proficient and competent local and foreign paper evaluators. One of the highlights of the event was the Technology Pitching, where chosen inventions from participating institutions were presented and assessed by technical specialists in the field of technology transfer and industry executives. 5 BU papers bag awards on TRICE 2021 Awarded as Best Paper were the studies of Abel E. Arevalo Jr. from BU Tabaco Campus for his study on the Efficacy of Pepper Leaf Powder (Piper Nigrum) in the Sex Redirection of Tilapia (Oreochromis niloticus) under the Agri-Fisheries Technology, Equipment and Implements; Jullie Anne S. Chicogo and Maui Lea S. Florin from BU Polangui Campus (PC) for their study on the Development of Oregano (Origanum Vulgare) Capsule as an Alternative Anticoagulant under the Biotechnology, Health Science and Medical Innovation; Nicanor Balbin from BU College of Industrial Technology (CIT) for his paper on the Development and Evaluation of Refrigerant Recovery, Recharge, and Vacuum Pump Apparatus with TRICE | P8 Refrigerated Cooling

Raising Awareness - Tabang Bikol Movement (TBM) held a virtual forum to raise awareness on the curret situation of COVID-A9 in the Bicol region in collaboration with Bicol University (BU), Mariners Polytechnic Colleges Foundation (MPCF), and Bicol Association of Private Colleges and Universities (BAPCU) on July 03, 2021.

n its objective to raise awareness as well as explain the current situation of the COVID-19 outbreak in the Bicol region, Tabang Bikol Movement (TBM), in collaboration with Bicol University (BU), Mariners Polytechnic Colleges Foundation (MPCF), and Bicol Association of Private Colleges and Universities (BAPCU) held a virtual forum dubbed, Why the COVID surge in Bicol: Towards a Unified Response on July 3, 2021. TBM is a non-profit regional humanitarian aid organization that is accredited by the Regional Development Council. The virtual forum was also supported by the Department of Health (DOH) V, Philippine Medical Association (PMA), Philippine College of Physicians (PCP), Bicol Medical Center (BMC), Philippine Nurses Association (PNA), and Department of Interior and Local Government (DILG) V. Cross posted across the Facebook pages of partner agencies and organizations, the forum commenced with an invocation blessed by Fr. Erwin Bismonte, Asst. Director of Caritas-
Caceres Social Action-Archdiocese of Caceres followed by an opening remark delivered by Evita Jimenez-Tuazon, TBM and Mariners Canaman, Camarines Sur and Naga Chairperson Afterwards, Dr. Jocelyn Serrano, Dean of the BU College of Science Dean, presented the overview of the program. Critical issues and proposals to help stop the rise of COVID cases in the region was discussed by Dr. Rufo Llorin, Jr., Governor of PMA V followed by some experiences and problems in the clinical setting in treating COVID cases as presented by Dr. Eloisa Pornillos, PCP President. The forum continued to Dr. Jose Manuel Ranola, a BMC infectious diseases specialist, who gave advice on managing COVID cases on the 2nd year of the pandemic. Meanwhile, the topic on homecare for patients with suspected or confirmed COVID cases and management of their contact was discussed by Dr. Ofelia Samar-Sy, Medical Director of Ibalong Medical Center and BU College of Medicine Research Coordinator. The DOH’s situation and response

to COVID-19 in Bicol was presented by Dr. Ferchito L. Avelino, Asst. Regional Director of DOH V, followed by Atty. Anthony Nuyda, DILG V Regional Director, who discussed the challenges faced by the Local Government Units (LGUs). Towards the end, a unified response or a statement of affirmation was delivered by Dr. Cely Binoya, AgriCom Chair, Board of Trustee, and TBM Consultant. At least one hundred prominent leaders and stakeholders from the government, corporate sector, church, professionals, CSO/NGOs, farmers and labor organizations, and members of the media attended the virtual forum. TBM stated in their statement of support that they are prepared to take steps in cooperation with the IATF, other agencies, and local governments and urged all stakeholders to work together to stop the outbreak. The virtual forum was concluded by Atty. Peachy Alfelor-Moraleda, BAPCU President, who delivered the closing remarks. It was facilitated by Elmer Abad Sr. and TBM Chair Evita Jimenez-Tuazon.
“Total Package” – Radyo Veritas host describes BCAARRD

rom the support to dissemination, Director Marissa N. Estrella covered all topics related to the Bicol Consortium for Agriculture, Aquatic and Natural Resources Research and Development (BCAARRD) during Radyo Veritas’ program prompting the host to call the consortium a “Total Package.” Dir. Estrella was the guest speaker in the radio program organized in partnership with Bicol University (BU) and BU-Extension Management Division (BU-EMD). The said radio program dubbed “Programang Pang-Edukasyon at Pangkabuhayan”, ran for an hour and was aired live at Radyo Veritas’ station and Facebook page including at the DCTV network with live streaming at the BU and BU-EMD Facebook pages. The said program is part of the extension services of BU that airs every Thursday, from 10:00 to 11:00 AM with Professor Edgar Barrameda as the host. Dir. Estrella discussed the topic “BCAARRD’s Research, Development and Extension Endeavors.” She discoursed the start of BCAARRD and explained how the consortium works. With a total of 22 Consortium Member Institutions (CMIs), BCAARRD aims to be the dynamic leader in Science and Technology (S&T) development, management and governance for inductive industries in the Bicol Region. The goal of the Consortium is to effectively utilize research results in attaining the goals of sustainable regional development. Its mission also includes to institutionalize and promote integrated S&T, supportive to the regional and national development. Dir. Estrella also discussed how the
Department of Science and Technology (DOST) look for the 6 P’s, namely: Products, Publication, Patent, People and Services, Places and Partnership and, Policy. She stressed the importance of each P and reminded aspiring researchers and developers the importance of patenting their inventions. Benefits and ownership were also highlighted as products of patenting, as well as the royalties and recognition. This was emphasized as Dir. Estrella observed how Filipinos are not so keen in patenting their products. On the other hand, BCAARRD’s activities
were also presented and the BCAARRD Director invited researchers to join the Consortium’s upcoming event on Statistical Analysis. Furthermore, participants for the handson trainings of one of BCAARRD Monitored projects, The Pili NICER Program, were also encouraged to join. These are all part of the consortium’s Capability Building. Dir. Meanwhile, the Commission on Higher Education (CHED) recently signed a Memorandum of Agreement (MOA) with BU on June 24, 2021 for the smart campus development program granting the university 24.1M.
