fter celebrating 50 years of our beloved Bicol University, we are once again welcoming another academic year. This year and the many years after, we hope to continue sustaining gains, and building milestones. We do not really know what this year may bring. But the many uncertainties can still be tempered by our vision that will guide us in the right direction towards the attainment of our Ten-Point Agenda. We will continue to work towards building better dreams and aspirations for Bicol University. I know that with your steadfast support and untiring service, whatever challenges we may face in this year and beyond, we will overcome with the same grace and grit that we have shown through the years. BU, ASIATECH, ICPEP launches 1ST IRCCEEE 2020

icol University (BU), together with Asia Technological School of Science and Arts (ASIATECH) and Institute of Computer Engineers of the Philippines (ICpEP), launches the 1st International Research Conference in Computing, Engineering, Education, and Educational-Technology (IRCCEEE) 2020 at the La Piazza Hotel and Convention Center last January 9, 2020. With the theme, The Role of Education Technology in Computing Science, Engineering, and Education, the conference was attended by academicians and professionals from different colleges, universities, and schools across the Philippines The event began with BU President Dr. Arnulfo Mascariñas addressing the participants with his opening remarks of how vital education is and its role to the society. “Education is always a catalyst for social transformation and development, incorporating best ideas, especially those that you can get from conferences such as this, adopting these as practices, and bringing these right into the heart of the classroom is the only way to ensure a meaningful and transformative education,” he said.
The international research conference, according to Desiderio R. Apag III, M. Eng., National President of ICpEP, will be an opportunity for the researchers in the academe and industry to showcase their scholarly works and improve their research capability and productivity for a more sustainable technology in computing, engineering, and education Afterwards, key note speaker Dr. Bobby D. Gerardo of Western Visayas State University shared an academic discussion on “Deep Learning Classifier based Bayesian Belief Network for Biomedicine Diagnosis Application”. On the other hand, Frei Sangil, Chief Executive Officer of LAYER Tech Software Labs Inc., focused on the importance of the history of science and technology through the years. Last keynote speaker Prof. Hsing-Lung Lien, Ph.D., Vice President of the National University of Kaohsiung, Taiwan, expressed his gratitude for being part of the progress, in partnership with BU, for a better quality education through the integration of research, teaching and technology, and to build the infrastructure for the implementation of precision education in the near future. Red Cross Albay elects BU President Mascariñas as Board of Director
D
uring the 2nd Chapter Assembly of the Philippine Red Cross (PRC) Albay – Legazpi City Chapter, Bicol University (BU) President Arnulfo M. Mascariñas was favored as one of the Board of Director (BOD) of PRC – Albay with fifty-seven votes last January 15, 2020 at the Venezia Hotel, Legazpi City. Celebrating its 72nd year, PRC puts more emphasis on the regionalization approach. The organization’s assets will be strategically appointed through the different provinces scattered across the Philippines to conduct faster response in times of disasters and emergencies. The meeting commenced with the board orientation followed by the registration of delegates and entrance of colors from the Red Cross Youth (RCY) organization. Engr. Dante B. Baclao, Chairman of PRC Albay, gave the welcome address for the official opening of the 2nd Chapter Assembly. Afterwards, Hon. Al Francis C. Bichara, Albay Governor and Honorary Chairman of PRC Albay delivered an inspirational message followed by the introduction of candidates and reading of election rules before staring the voting proper. Eleven candidates from different organizations and institutions were introduced but only seven were elected as PRC Board of Director – Albay Chapter. Candidates were also given the opportunity to present their achievements as part of the campaign. Represented by Dr. Renelyn Bautista, BU President Mascariñas placed first garnering a landslide of fifty-seven votes. Placing second was Engr. Simon Arias, District Engineer from Department of Public Work and Highways (DPWH) with fifty-two votes followed by Bicol College President Dr. Maria Luz T. Macasinag with fifty-three votes. Completing the list were Ferdinand S. Armedilla, Rural Banker from Legazpi City; Hon. Eva Josephine L. Ribaya, Board Member from the Provincial Government of Albay; Armando Uy, retired Certified Public Accountant (CPA) from BDO Legazpi City; Dr. Fulber Alec R. Gillego, City Health Officer from Legazpi City. Engr. Dante B. Baclao led over the induction of the new officers followed by Rosiedel P. Rivero who delivered the closing remarks. The assembly was presided by Erwin Febray Ranoco and Dan Lester Llorente.

BU partners with LGU-Alaminos City on Training on Engineered Bamboo Processing
I
n line with their goal to engage marginal farmers in the processing of bamboo materials as livelihood through social enterprise, Bicol University (BU) – Commission on Higher Education (CHED) Bamboo Project Team in partnership with the Local Government Unit (LGU) of Alaminos City conducted a three-day Training on Engineered Bamboo Processing last January 21 to 23, 2020 at the Hundred Islands E-Kawayan Factory, Alaminos City, Pangasinan. The event commenced with Prof. Jerry S. Bigornia, Project Leader and BU Vice President for Planning and Development who delivered the opening and welcome remarks followed by a message from Hon. Arth Bryan C. Celeste, City Mayor of Alaminos. Attended by twenty-seven participants from Bula Masarig of Bula, Camarines Sur and ABC Crafts from the Municipal of Tiwi, Project Staff Prof. Julieta V. Mojados introduced the participants, guests, staff, and resource persons. Dr. Viola L. Amano, Study Leader and Director of BU Business Affairs Office gave the Overview of the Training and the Leveling of Expectations. Afterwards, the Course Overview Baselining (Pre-Test) was discussed by Prof. Julieta V. Mojados. To start the training proper, Jaime C. Navarro, Agricultural Technician II – City
Agriculture Office, Alaminos City Pangasinan, led the discussion of Module 1 on Performing Basic Bamboo Processing and Module 2 on Lecture on Carrying out Treatment and Preservation. On the other hand, Gester I. Tolention, Agriculturist II - City Agriculture Office, Alaminos City Pangasinan, discussed Module 3 (Lecture of Performing Kiln Drying), Module 4 (Lecture of Performing Milling Operation), and Module 5 (Lecture on Laminating Bamboo Materials). He continued with the discussion of Module 6 (Lecture on Production of Engineered Bamboo Products) and Module 7 (Lecture on Performing Finishing). On the second day, Tolentino and Navarro discussed the topics Hands on Machine Operations and E-Bamboo Product Manufacturing. On the last day of the training, Tolentino and Navarro carried on with the continuation of the discussion on the topics Hands on Machine Operations and E-Bamboo Product Manufacturing. Afterwards, a Post-Exam and Training Course Evaluation took place followed by the Awarding of Certificates, articulating Impressions on the Training, and Closing Program. The three-day training was concluded by Dr. Viola L. Amano who delivered the closing remarks.

University Management Review and Financial Planning Workshop kicks off 2020 academic year

o set the academic, administrative, T and fiscal directions of Bicol University (BU), university heads
gather for the Performance Management Review cum 2021 Work and Financial Planning workshop held at the Vitton and Woodland Beach Resort, Donsol, Sorsogon last January 15 to 17. The three-day workshop focused on the critiquing and realignment of the WFP presented by every college, unit, and office. The gathering’s purpose is to have a uniformed and wellcoordinated WFP for 2021 resulting to organized operations and projects within the given budget. This is in preparation for the Technical Budget Hearing (TBH) and Department of Budget and Management (DBM) for Fiscal Year 2021. This year, all WFP were particularly anchored on the priority directions of the University FY 2020-2021 as specified in the 15-point agenda of the current administration that includes the Programs/Projects/Activities (PPAs) and addresses the risks in the Quality Risk Assessment and Control (QRAC) of the respective colleges and units. The program commenced with
Jerry Bigornia, Vice President for Planning and Development giving the welcome message and acknowledging all representatives from different offices, colleges, units, and campuses across BU. Afterwards, BU President Arnulfo Mascariñas presented his plans for Setting the Thrusts and Directions of BU from 2020 to 2021. Part of his discussion included the new infrastructures to be built such as additional dormitories, the College of Law School Building, improvement of facilities, and the procurement of closed-circuit television (CCTV) across BU. He likewise emphasized the university’s direction in becoming a recognized regional university; the first move of any State University and College (SUC). The program continued with Engr. Medel E. Aligan, Director of BU Internal Quality Assurance Office (IQA) discussing the Institutional Accreditation (IA) Findings and Recommendations, including Procurement Performance. Dr. Roscefe B. Dy, Lead Auditor, for the ISO 9001-2015 2019 presented the results of the recent ISO survey. Thereafter, the session for the 2019

Year End Performance Management Review Presentation commenced with selected colleges, campuses, offices, units, and division. In the evening, the session continued with the ISO/ IA Findings and Recommendations Workshop for Inclusion in the WFP Presentation. On the second and third day, a parallel WFP presentation was conducted to ensure that all offices were able to present within the given time. Evening sessions were conducted to ensure that the revisions in the WFP were presented before the end of the three-day workshop. The three-day Performance Management Review and Work and Financial Planning (WFP) Workshop was alternately hosted by Dr. Reina O. Habalo, Chief, Presidential Management Staff, and Dr. Gremil Alessandro A. Naz from the Center for Policy Studies. The annual management review and WFP workshop was made possible through the Planning and Management Office (PMO) headed by its newly-appointed director Engr. Alwin Maceres from the BU College of Agriculture and Forestry campus (BUCAF).

BU students, local media orgs undergo fact checking workshop W
ith the intent to fight disinformation rampant in social media, Bicol University (BU) – Communication and Public Relations Office (CPRO), in partnership with VERA Files, Internews, and United States Agency Development (USAID), hosted a two-day fact checking workshop entitled SIGURO O SIGURADO: A VERA Files Training on Identifying Fact from Fakes Online at the BU East Campus last January 16 to 17, 2020. VERA Files is a non-stock, non-profit independent media organization which aims to promote excellence in journalism in order that media can be effective in strengthening democracy in the country. VERA Files is the first Philippine media organization to become a verified signatory of the International Fact-Checking Network (IFCN) Fact-Checker’s Code of Principle. The IFCN is a global alliance of fact-checkers committed to advancing accountability journalism. With the support from Internews, an international non-profit that promotes press freedom and professional journalism, VERA Files has been conducting Fact Checking training workshops among students and civil society groups around the country. These workshops aim to equip the participants with fact checking skills, techniques, and bolster their capacity to address the worsening problem of disinformation. Participated by different local media organizations, student leaders, and campus writers including selected College of Arts and Letters (CAL) and College of Education
(CE) students, the program commenced with Dr. Renelyn E. Bautista, Director of the Communications and Public Relations Office (CPRO) of Bicol University (BU), giving the welcome remarks. Afterwards, Celine Samson, Social Media Verification Editor of VERA Files, gave a quick background of the VERA Files organization. She discussed the topic #DapatSigurado: Social Media Mis- and Disinformation on a National Scale. She discussed the negative aspects of social media and shared some of their fact-checked articles from past issues. She also gave tips on how to combat disinformation. On the other hand, Prof. Gladys Serafica, a faculty of BU College of Arts and Letters (CAL), and Technical Assistant at BU-CPRO discussed the same topic but on a local scale level. Her discussion includes the media landscape specifically in Albay. She shared her personal encounters with her students when it comes to different sources of information. In addition, she also cited examples of news articles involving disinformation in Albay. She ended her talk with a discussion on combatting “fake news”. In the afternoon, the session continued about fact-checking. Vera Files discussed how a statement can be verifiable/feasible, relevant, and factual by citing examples. Some participants reacted to the statements but they clarified these confusions. They exposed some sites and Facebook pages they’ve debunked that are misleading or disinformed. They’ve also discussed the

psychology behind the reason why people fall for fake news. The discussion furthered on the topic: redFLAGS! How to spot possible sources of disinformation. VERA Files gave tips on how to identify disinformation and legitimate articles through its headline. In addition, investigating the page’s About Us to discover objective, purpose, agenda and Uniform Resource Locator (URL) can be used as well to identify legitimate websites. On the second day, VERA Files showed how to use reverse-image searching. Participants then tried to apply the instructions through their laptops and smartphones. Continuing with the session, VERA Files discussed about how to present fact check reports by also applying previous lecture. They cited some personalities, social media accounts, sites, and media organizations with the same objective of verifying information and debunking false news. Applying all lectures, participants presented a fact-checked report where VERA Files gave their critiques and the way it was presented. After the presentations, the discussion furthered to privacy and security of social media accounts. VERA Files gave advice on administering social media accounts by securing passwords and account management. The workshop concluded with the distribution of certificates to the participants and giving of tokens and certificates of appreciation to the VERA Files speakers and facilitators.

BU hosts ACLADEB’s 6th ASEAN+Convention

W
ith the objective of promoting and encouraging the advancement of Business and Entrepreneurship and other management sciences in the ASEAN+ Countries, the Asian+ Council of Leaders, Administrators, Deans, and Educators in Business (ACLADEB) held its 6th ASEAN+ Convention and Awarding Ceremony with the theme Global and ASEAN Impact towards Entrepreneurial Programs in Business and in Education at the Bicol University (BU) East Campus last January 30 to 31, 2020. ACLADEB is a global network of individuals and organization that aims to share the best practices of all colleges and universities in the region and other countries with the implementation of the ASEAN Integration after the signing of the Bilateral Mutual Recognition Agreements (MRAs) among member states particularly on educational standards, cross-border movement of professionals, human resources, and trades liberalization of tariff and/or licensing requirements. Hosted by BU and CERTS Educational Services, the two-day conference was attended by around one-hundred sixteen participants coming from
different state colleges and universities across the Philippines. The convention aims to share the best practices of all colleges and universities in the region and other countries together with the implementation of the ASEAN Integration. On behalf of BU President Arnulfo M. Mascariñas, Atty. Joseph Bartolata, BU Vice President for Administration and Finance, delivered the welcome remarks followed by the ceremonial Turnover Rites of the Symbolic Key of the City of Legazpi with the presence of Prof. Franklin T. Agamata, President of CERTS Educational Services, and Dr. Dionisio G. Magpantay, Founding Chairman and President of ACLADEB. Afterwards, Dr. Dionisio G. Magpantay gave the opening address. Atty. Joseph Bartolata introduced keynote speaker Hon. Jose Maria Clemente S. Salceda, 2ND District Representative of the Province of Albay followed by the Chairperson of the Investors for People Philippines Janet Patricia WebsterWatson. Her topic focused on Educating Leaders for the Enterprise of the Future. Dr. Cecilia A. Balaoing, College Dean of the Colegio de San Gabriel Arcanghel,
introduced the guest speaker Pocholo De Leon Gonzales, owner of the CreatiVoice Productions. Afterwards an open forum was held followed by the Awards and Cultural Night. On the second day, BU College of Business Economics and Management Associate Dean Prof. Shiela B. Desuyo introduced Prof. Franklin T. Agamata to deliver his message. Afterwards, Prof. Niño Lito M. Sumagingsing from Palawan State University, Quezon Campus, introduced the next guest speaker Dr. Francis Kayode Ashiapaoloye, Dean of the Graduate School and Continuing Education Lyceum of the Philippines Laguna. Afterwards, an open forum took place where participants were allowed to ask questions to the speakers followed by a workshop and Focus Group Discussion on the topic Ranking of Pre-selected Variable Impacting the Entrepreneurial Programs in Business and Education. After the presentation of group outputs, BUCBEM Dean Dr. Eddie S. See delivered the closing remarks. The convention was concluded with a City Tour headed by Prof. Shiela B. Desuyo.

uring the inauguration of the Civil Engineering (CE) and Electrical Engineering (EE) buildings at the BU East Campus last January 13, 2020, Bicol University (BU) President Arnulfo M. Mascariñas articulated his plans for the BU East Campus to be designated as the Science and Technology Center of the university. The blessing of the two new buildings were presided by Fr. Roberto C. Crisol, Parish Priest of St. Michael the Archangel Parish, Oas, Albay graced by the presence of Bicol University administrators headed by President Mascariñas, Vice President for Research Development and Extension (VPRDE) Dr. Amelia Dorosan, and BU College of Engineering (BUCENG) Dean Engr./Dr. Amelia Gonzales. Attended by CEng students, teaching and non-teaching personnel of CEng, and invited guests, the program commenced with Engr. Amelia Gonzales who delivered the welcome remarks followed by Engr. Ulysses Bello, Director of Physical Development and Maintenance Office (PDMO) for the message of service and support. To deliver the state of purpose of the two new buildings, Engr. Fernan D. Engr. Dante M. Guillermo for the CE Building. Afterwards, President Mascariñas delivered a message of inspiration and commitment. He shared more of his future plans for CEng and Bicol University and its vision of a world-class institution. “… when I assumed the presidency, I already planned for the East Campus to be the Science and Technology hub of Bicol University,” he said. He also added that the two new CEng buildings are just one of the actions that the university has taken in developing and investing facilities and research centers for BU. President Mascariñas also mentioned the struggles of the students and faculty regarding the facilities’ condition and ventilation. “…now we have these facilities in Civil and Electrical Engineering and hoping that by 2021, we will be able to build the Mechanical Engineering Building here in this campus,” he said. President Mascariñas hoped that after providing these facilities, the faculty should look after the welfare of every student. He also added that he is not after producing topnotchers but to achieve at least one-hundred percent passing rate in board examinations. “Rest assured, my dear friends, that I will continue committing myself for the modernization of facilities until the last day of my administration as president of this university,” he concluded. The program ended with the sharing and exchange of good words for good will and warm greetings.

The seminar commenced with BUCE Dean Dr. Lorna M. Miña To share her experience as Vice President for Research, Development, and Extension, Dr. Amelia Dorosan delivered a message where she challenged the participants in their research outputs. Dr. Maria Corazon P. Rico, Mentor and Co-researcher, gave the overview and introduction of speakers. To start the training proper, Dr. Luis O. Amano, Director of BU Research and Development Management Division, discussed the status of Research in BU followed by January M. Dechavez, Unit Research Coordinator of BUCEILS – High School, who discussed the topic on Educational Action Research. After the discussions, the participants presented their research outputs where the resource persons gave their impression, feedback, and evaluation of the research. The program concluded with the closing remarks by Dr. Shiela I. Arroco, BUCE Research Coordinator.

Meanwhile, a parallel discussion commenced for the oral presentations and discussions. One hundred forty-six research papers from different universities, colleges, and schools across the Philippines were accepted for presentation according to Publicity Chair of IRCCEEE 2020 Romel Evan J. This will enable researchers to share their invaluable research results and inspire other fellow researchers to embark on new progressive ideas that will contribute to future research and development engagements.
