The PRESIDENT’S OUTBOX

o my dear Bicol University family: Tdevelopments We are currently undergoing massive structural and expansion here at Bicol University.

To facilitate the various developments, I find it necessary to assess the University’s primary and available resources. Hence, I discussed with the Board of Regents Bicol University’s landholding concerns in the main campus.

We have already filed for special patent involving several parcels of land, namely: (1) Lot No. 17992-A , occupied by the BU Main Campus; (2) Lot No.17993 occupied by the BU Main Campus; (3) Lot No. 5077 in Daraga, Albay; (4) Lot No. 17988 in Legazpi City and presently occupied by the Department of Environment and Natural Resources-Ecosystems Research and Development Bureau (DENR-ERDB), formerly known as the Forest Research Institute (FORI); (5) Lot No. 17989 located in Legazpi City and also occupied by ERDB; and (6) Lot No. 19169 occupied by the BU East Campus.

These parcels of land have a total area of around 44 hectares. All these lots have a corresponding staff work. The DENR through the City Environment and Natural Resources Office (CENRO) have already recommended an issuance of special patents for all these lots dated June 15, 2004. The DENR-ERDB occupied Lot Nos. 17988 and 17989 by virtue of a Memorandum of Agreement (MOA) between our University and DENR-ERDB. However, such MOA expired in 2003.

To address the expansion concerns and considering the expiration of the MOA, the University has requested DENR-ERDB to transfer to a parcel of land that we have offered for their use in Guinobatan, Albay. They refused the offer and the University’s demand for them to vacate the land was ignored. The DENR-ERB instead went on to apply for the issuance of a special patent for Lot Nos. 17988 and 17989.

These lots have an approximate land area of 42, 536 sq. meters for Lot No. 17988 and 41, 697 sq. meters for Lot 17989.

In response, we have already filed our opposition.

But the issue remains unresolved. We are in a deadlock situation which calls for continued vigilance and at the same time, sobriety. We do not intend to be disagreeable and cause any form of conflict wth any entity or agency.

We simply want to reclaim what is, in effect, rightfully ours. Collectively, let our voices be heard as we say, “Bicol University strongly opposes the application for special patent filed by DENR-ERDS!”

Ground Breaking Ceremonies of two new buildings held

icol University headed by President Arnulfo Mascariñas, conducted the Groundbreaking B Ceremonies of the two new buildings on August 30, 2017. The two new buildings are the two-storey BU Engineering Building in East Campus and a two-storey BU Student Dormitory Buidling 2 located at the Main Campus.

Engr. Amelia Gonzalez, Dean of BU College of Engineering gave her welcome message while Engr.

Ulysses Bello, Head of BU PDMO, delivered the overview of the projects. Likewise, Pres. Mascariñas gave his message during the event.

“Today’s Ground Breaking Ceremony marks a significant journey into the academic landscape of Bicol University with two structures that will be beneficial for our Bicol University family, particularly our students. This is the proof of Bicol University’s

commitment to our vision of a world-class University,” Pres. Mascariñas stated.

He said that these groundbreaking ceremonies are further proofs that the Bicol University administration is “serious in taking significant steps for the realization of our vision. Today is also a gentle reminder for all of us to collectively stand and work towards the fulfillment of our vision so that our students, the University’s foremost clients will greatly benefit from the fruits of everyone’s labor in our shared responsibilities.”

CHED declares Bicol U as one of model HEIs in Philippines

Bicol University was chosen by the ToneheCommission on Higher Education (CHED) as of the model higher education institutions

and host universities for the conduct of University Dynamics Laboratory (UDL) under the Philippine Higher Education Career System (Phil-HECS) Executive Development Program (EDP).

The UDL is an experiential learning activity designed to provide candidates with the opportunity to learn directly through model Higher Education Institutions and their communities. The said activity will run from September 25 - October 4, 2017.

Pursuant to the pertinent provisions of RA No. 7722, or the “Higher Education Act of 1994,” and CHED Special Order No. 26, BU will serve as the host for the nine candidates of the Phil-HECS EDP on September 25-29, 2017 for the UDL. For five days, the EDP candidates will observe

strategies and best practices in higher education governance through exposure to the actual leadership and management styles employed in the HEIs. The UDl will allow the candidates to draw upon these experiences to develop their own approach to HEI leadership, aligned specifically within the context of their respective institutions.

The EDP, as part of the Phil-HECS, is the professional advancement and career management system for senior executives in State Universities and Colleges (SUCs). It recruits qualified individuals from both the public and private sector, develops them into highly competent higher education executives, and facilitates and tracks the progress of their careers towards appointment to leadership positions in SUCs. One of the goals of the EDP is to train executives who are able to recognize, understand and address various forces and changes that their institution would face.

College of Education produces 37 Day Care teachers A total of 37 Bicol University College of Education students received their Certificate in Day Care Teaching (CDCT) after completing the 2nd ladder of the certificate program as stipulated in the approved Enriched Curriculum for BEEd with specialization in Preschool.

The CDCT comlpeters were awarded at the BUCE CTE Hall on August 2, 2017. With the theme, “Early Childhood Educators: Nation’s Torch Bearers for Social Change and Progress” the awarding was done through a Moving Up ceremony. The awarding of certificates were given by Dr. Helen Llenaresas Vice-President for Academic Affairs and Professor Norilyn De Chaves Early and Late Childhood Education Department.

‘LESTER’ programs solidifies BU’s inter-agency cooperation

(BUEMD) spearheaded an Inter-Agency Cooperation Colloquium dubbed as “Linking Education to the Society Through Extension and Research-based (LESTER) Programs” on August 25, 2017 at BUGASS Conference Room.

The colloquium intended to create innovation through the feedback of the stakeholders. Furthermore, the proposal cited that, “Collective efforts, sharing of resources and familiarization to various programs of the academe can empower communities to make informed-based decision.” (Ma. CBEM receives award from Bangko Sentral ng Pilipinas

Bicol University College of Business TthisheEconomics and Management was awarded year by the Bangko Sentral ng Pilipinas as

the recipient of Outstanding Regional Partner - Implementing BSP Advocacy on the Conduct of Public Information Campaigns.

Dr. Eddie See received the award during the 2017 Awards Ceremony and Appreciation Lunch for BSP Stakeholders on August 1, 2017 at the MultiPurpose Hall, BSP Legazpi Branch.

The event which is now on its 14th year, is held annualy as BSP’s way of expressing gratitude to their stakeholders who have continuously supported the BSP’s statiscal undertakings, information needs and advocacy programs as well as to the effective delivery of the BSP’s functions.

Belgian exchange student: BUeños are very warm and caring

ith its vision to become a world-class W university and as part of its thrust of being a border-less academic institution, Bicol University

(BU) once again opened its door to a foreign student from Belgium.

Danique Langezaal, an American Field Study (AFS) University Student Exchange participant, was welcomed by the BU College of Arts and Letters family last July, she is currently enrolled in BA Communication, one of the courses offered by the said college.

Langezaal, 18, a student of Institut Du SacreCoeur-Barvaux Belguim, said that education is really important for everyone because without it, we cannot do the things that we want. However, she further explained that education’s definition is not limited to the four corners of the classroom but rather, it can also be found and taught at home and on one’s culture.

She stated that she likes the University and the BUeños are very warm and caring. “Everybody is so nice, the Communication students told me that they are proud to have me [as their classmate] and they always help me whenever I need it. I’m never alone or lost because my new friends take good care of me,” she added.

Langezaal will stay in the Philippines for 10 months and is expected to finish her exchange program come May 2018.

When asked how she is adjusting to her host country, she stated that “it is a little difficult at first but now she is coping up well with everybody and everything.”

to enhance the action research skills of in service teachers. It gave emphasis on what is and the imperatives of action research, its varieties, characteristics, how it works in schools and classrooms and the research process.

The workshop focused on need assessment, formulating research problems, preparing the research framework to finally come up with working action research plans or proposals.

Prof. Margarita Fajardo, Chairperson, University Research Council of Ateneo de Naga University talked about Classroom Action Research Principles (CARP); Erick John Marmol, DepEd Naga City EPS, shared his insights on Simplified Action Research Steps and Preparing the Teacher’s Action Research Proposals; it was followed by the workshop to identify needs and challenges and possible research titles and problems.

Meanwhile, on the second day, the topics presented were: Statistics for Action Researches 101 (SAR 101) by Prof. Erwin Torres; and workshop on preparing the TARP Framework and presentation and critiquing of the TARP Framework.

The participating students were from the College of Nursing, College of Science and Polangui Campus for the 1st batch; College of Agriculture and Forestry, Gubat Campus and Tabaco Campus for the 2nd batch; and College of Industrial Technology, College of Engineering, and College of Business Economics and Management for the 3rd batch.

The seminar was organized to develop novel technologies through research conducted by the faculty and students of the university that can help elevate the lives of the people.

The seminar aimed to provide the participants with fresh perspectives in science education researches and introduce them to innovative research designs and platforms. The event also served as an opportunity for BU faculty along the same interest in science education to come together in productive discussions.

o keep up with the new trends in product TIndustrial design, the Bicol University College of Technology (CIT) spearheaded a

seminar and training on product design in Autodesk Fusion 360 on August 10-11, 2017 at the CIT Fablab Traning Hall.

The event was made possible through the help of the Mechaniweb, a company authorized by Autodesk in the Philippines to provide free lecture and consultation for the workshop on the use of Autodesk Fusion 360 which is the trend in graphics and product design.

During the training, the CIT students and faculty were taught how to sculpt their idea using the said software, move to parts and assembly modelling, create drawings and renderings, and prepare for manufacturing on CNC machine or 3D printer.

The program aim to improve collaborative science, technology and innovative research and development activities in the Philippines for broad-based sustainable and inclusive economic growth.

The STRIDE program aims to create a dynamic network of researchers in universities and private companies who continuously innovate; entrepreneurs and investors who turn discoveries into products ans companies; and a government supportive initiatives that enable these partnerships to flourish.

BCAARRD spearheads Knowledge Management training

CTCED conducts training on product promotion and commercialization

management (KM) was spearheaded by the Bicol Consortium for Agriculture, Aquatic, and Natural Resources Research and Development (BCAARRD) on August 16-18, 2017 at the Charisma Function Hall, Guinobatan, Albay.

The training primarily aimed to enhance the capacity of the KM representatives of BCAARRD’s Consortium Member Institutions (CMI) on their roles and functions in propagating S&T-driven Bicol products. Through a high caliber KM Team, the participants were provided with the context of KM in organizational and agricultural development and were mentored on processes and tools to deliver effective KM strategy and roadmap through a documentation of tacit and explicit knowledge in their respective agencies.

The commitment of the KM representatives of the CMIs of BCAARRD were sealed in this training upon the individual submission of a re-entry plan which included KM plans of activities, time frame and budgetary requirements. BCAARRD is one of the 13 regional consortia of DOST-PCAARRD. It has 19 CMIs in the region where Bicol University serves as its host agency. (Ma. Elma Lim-Mirandilla/ BUEMD)

Commercialization and Enterprise Development (CTCED) conducted a training and workshop dubbed, “Training on IPR Audit, Technology Transfer, Commercialization and Enterprise Development” on August 8-11, 2017.

The training and workshop was organized by BUCTCED to provide the industry with technology portfolio for promotion and also to conduct licensing activities and assistance to BU faculty and student inventors, and researchers.

Meanwhile, the activity also sought to conduct an inventory and audit of technologies generated by the colleges/units of the university that are potential for IP protection, product promotion and commercialization; identify the business opportunity and model for new technologies; and determine the viability of technologies generated by the colleges towards commercialization and enterprise development.(Mark Banay/BUCPRO)

The speakers of the said event were

alumni of the college, namely: Dennis Manzanades and Catherine Peliño Morante who are members of the BUCN Alumni association and are currently working at California, USA. Both delivered their talks about career mapping which pertains to a visual approach to career management.

They also shared their experiences and other information about their work and workplace. They showed the current trends, for example, the technologies

Bicol University admits over 2500 scholars for first sem

espite the K-12 program’s D impact on Bicol University’s (BU) enrolment and the advent of Universal Access to Quality Tertiary Education Act (Free Tuition Act), BU still managed to provide an avenue for the students to lessen their educational expenses by offering several scholarships.

For the first semester of academic year 2017-2018, the BU Office of Student Affairs and Services (OSAS) has recorded a total of 2927 scholars from all colleges and institutes of BU. The types of scholarships offered in BU are either classified as internal, government grants, and externally-funded scholarships.

At least 70 students were granted with internal scholarships, 2751 were recipients of the government grants, and 106 students benefited from externallyfunded scholarships.

Both BU Gubat Campus (BUGC) and the College of Education have the most number of scholars with 369, followed by the BU Tabaco Campus (BUTC) with 363, and the College of Business Economics and Management with 347.

Meanwhile, the College of Medicine has the least number of scholars, with three, followed by the College of Nursing with eight scholars, and the BU Institute of Architecture (BUIA) with 15.

Here is the list of colleges and their corresponding number of scholars: Polangui Campus, 20; College of Agriculture and Forestry, 260; College of Social Sciences and Philosophy, 149; Institute of Physical Education Sports and Recreation, 58; College of Arts and Letters, 124; College of Science, 129; College of Industrial Technology, 285; College of Engineering, 322; and Graduate School, 106.(Mark Banay/ BUCPRO)
