o my dear Bicol University family: Tdevelopments We are currently undergoing massive structural and expansion here at Bicol University.

To facilitate the various developments, I find it necessary to assess the University’s primary and available resources. Hence, I discussed with the Board of Regents Bicol University’s landholding concerns in the main campus. We have already filed for special patent involving several parcels of land, namely: (1) Lot No. 17992-A , occupied by the BU Main Campus; (2) Lot No.17993 occupied by the BU Main Campus; (3) Lot No. 5077 in Daraga, Albay; (4) Lot No. 17988 in Legazpi City and presently occupied by the Department of Environment and Natural Resources-Ecosystems Research and Development Bureau (DENR-ERDB), formerly known as the Forest Research Institute (FORI); (5) Lot No. 17989 located in Legazpi City and also occupied by ERDB; and (6) Lot No. 19169 occupied by the BU East Campus. These parcels of land have a total area of around 44 hectares. All these lots have a corresponding staff work. The DENR through the City Environment and Natural Resources Office (CENRO) have already recommended an issuance of special patents for all these lots dated June 15, 2004. The DENR-ERDB occupied Lot Nos. 17988 and 17989 by virtue of a Memorandum of Agreement (MOA) between our University and DENR-ERDB. However, such MOA expired in 2003. To address the expansion concerns and considering the expiration of the MOA, the University has requested DENR-ERDB to transfer to a parcel of land that we have offered for their use in Guinobatan, Albay. They refused the offer and the University’s demand for them to vacate the land was ignored. The DENR-ERB instead went on to apply for the issuance of a special patent for Lot Nos. 17988 and 17989. These lots have an approximate land area of 42, 536 sq. meters for Lot No. 17988 and 41, 697 sq. meters for Lot 17989. In response, we have already filed our opposition. But the issue remains unresolved. We are in a deadlock situation which calls for continued vigilance and at the same time, sobriety. We do not intend to be disagreeable and cause any form of conflict wth any entity or agency. We simply want to reclaim what is, in effect, rightfully ours. Collectively, let our voices be heard as we say, “Bicol University strongly opposes the application for special patent filed by DENR-ERDS!”

Ground Breaking Ceremonies of two new buildings held

icol University headed by President Arnulfo Mascariñas, conducted the Groundbreaking B Ceremonies of the two new buildings on August 30, 2017. The two new buildings are the two-storey BU Engineering Building in East Campus and a two-storey BU Student Dormitory Buidling 2 located at the Main Campus. Engr. Amelia Gonzalez, Dean of BU College of Engineering gave her welcome message while Engr. Ulysses Bello, Head of BU PDMO, delivered the overview of the projects. Likewise, Pres. Mascariñas gave his message during the event. “Today’s Ground Breaking Ceremony marks a significant journey into the academic landscape of Bicol University with two structures that will be beneficial for our Bicol University family, particularly our students. This is the proof of Bicol University’s

commitment to our vision of a world-class University,” Pres. Mascariñas stated. He said that these groundbreaking ceremonies are further proofs that the Bicol University administration is “serious in taking significant steps for the realization of our vision. Today is also a gentle reminder for all of us to collectively stand and work towards the fulfillment of our vision so that our students, the University’s foremost clients will greatly benefit from the fruits of everyone’s labor in our shared responsibilities.”

CHED declares Bicol U as one of model HEIs in Philippines

Bicol University was chosen by the ToneheCommission on Higher Education (CHED) as of the model higher education institutions

and host universities for the conduct of University Dynamics Laboratory (UDL) under the Philippine Higher Education Career System (Phil-HECS) Executive Development Program (EDP). The UDL is an experiential learning activity designed to provide candidates with the opportunity to learn directly through model Higher Education Institutions and their communities. The said activity will run from September 25 - October 4, 2017. Pursuant to the pertinent provisions of RA No. 7722, or the “Higher Education Act of 1994,” and CHED Special Order No. 26, BU will serve as the host for the nine candidates of the Phil-HECS EDP on September 25-29, 2017 for the UDL. For five days, the EDP candidates will observe

strategies and best practices in higher education governance through exposure to the actual leadership and management styles employed in the HEIs. The UDl will allow the candidates to draw upon these experiences to develop their own approach to HEI leadership, aligned specifically within the context of their respective institutions. The EDP, as part of the Phil-HECS, is the professional advancement and career management system for senior executives in State Universities and Colleges (SUCs). It recruits qualified individuals from both the public and private sector, develops them into highly competent higher education executives, and facilitates and tracks the progress of their careers towards appointment to leadership positions in SUCs. One of the goals of the EDP is to train executives who are able to recognize, understand and address various forces and changes that their institution would face.
