The PRESIDENT’S OUTBOX

We are once again faced with another chapter in the school calendar of Bicol University. As with the previous years, we continue what has been traditionally done. It is, after all, the seemingly unending routines and the traditions that give meaning to campus and academic life. The annual and endless audit and accreditations of our various programs ensures the continued existence of quality education that Bicol University offers. What we are today as a strong academic institution is largely because of our 17, 198 students spread across our sixteen colleges and seven campuses. These students who will comprise the leaders and change agents of tomorrow are entrusted to our care. How we form or deform them will largely speak of the manner by which we handle every aspect of our responsibility as their educators. In 2015, as I began my ascendancy to the Presidency of Bicol University, I realized that I would be fulfilling an even larger role that my predecessors have previously carved. Maintaining the ISO Certification and journeying towards internationalization is really not for the faint-hearted. In a University that has been accustomed to accolades and acclaim, being the lone university in the region with a SUC Level IV status, at the time of my candidacy, the scourge of complacency and mediocrity have started to take roots and inch its way into the culture of Bicol University. This gave the false impression that BU has reached its fullness. That was not what I saw and felt. I envisioned a Bicol University that is responsive to the needs of the times. I envisioned a Bicol University that has so much more potentials to unleash; replete with a promising future. I know the hardships that our ever-changing and complicated academic climate continuously offers. I know the path that our vision is directing us, will lead to many detours and disappointments. Promotions are getting more complicated and tougher in requirements. We are all being measured by a sterner yardstick. I know that at the moment we seem to be moving towards the impossible dream. I know that now more than ever, so much is at stake. Perhaps, from an ordinary person’s perspective, so much more is expected, from all of us. As your President, I know and I share your fears along with your apprehensions. But I also know that Bicol University is made up of countless selfless, brilliant, excellent, and creative individuals that comprise its teaching and non-teaching personnel. I know that all of us, when we move as one towards an even bigger goal will push harder, serve even better, and ultimately measure up to whatever challenge may lay ahead of us as members of one, big, Bicol University family. As your President, let me assure you that you will always have my support in all your endeavors towards transforming our University into a world-class, Borderless University in the 21st Century and beyond. Let us keep the faith that all our good intentions for Bicol University will be justly rewarded.

BU marks 48th Charter Day celebration

University celebrated the 48th Charter Day on June 21, 2017 to Bicol commemorate its official creation by virtue of RA 5521 on June 21, 1969. The celebration started with an “Alay Parangal” at BU Founders’ Park and was followed by a Foot Parade to the BU Campus. A Thanksgiving Mass was also conducted at the CAL Amphitheater. Meanwhile, the Charter Day program highlighted the following: Dance presentation by selected IPESR student dancers; Felicitations delivered by Earl Vincent Vista, USC Chairperson, and Prof. Richard Bartolata, representing the Faculty Regent; and a Tableau entitled “Kasaysayan at Pagunlad ng BU” presented by selected BUCE faculty and students. Likewise, BU President Arnulfo Mascariñas delivered his Charter Day

address through a pre-recorded video. Meanwhile, Dr. Lorna Miña, BUCE Dean turned-over the BU Flag to Dr. Jonathan Arroco, BUCIT Dean, as the sponsor college for the 49th BU Charter Celebration. Dean Arroco likewise gave his acceptance speech. Under Section 3 of RA 5521, the Bicol University shall primarily “give professional and technical training, and provide advanced and specialized instruction in literature, philosophy, the science and arts, besides providing for the promotion of scientific and technological researches.” (see photos on page 2)

Guerrero notches 7th spot in NLE

University (BU) made waves in the June 2017 Nursing Licensure Bicol Examination (NLE) with one topnotcher in the said exam. Likewise, it can be noted that BU plumed three top placements in the June 2016 NLE with Joszabelle Estrella, Margie Joy Red, and Monette Jane Guevarra in second, eighth, and ninth place respectively. BU was proclaimed the second top performing institution during that time.

Pres. Mascariñas attends int’l intellectual property confab

icol University President Arnulfo Mascariñas participated in the World Intellectual Property Organization (WIPO) Regional Conference for Presidents/ Vice Presidents and Technology Transfer Officers of Universities and Research Institutions on Creating an Enabling Intellectual Property (IP) Environment for technology Development, Management and Commercialization – Phase 1 on June 21-23, 2017 at Daejeon, South Korea. The international summit aimed to engage top management of the universities and research institutions in a discussion on enabling IP environment for technology development, management, and commercialization. It was attended by six participants from the Philippines including Pres. Mascariñas and Engr. Christopher Pacardo, Director of BU Intellectual Property Management Division; two participants from Thailand; and sixteen participants from Sri Lanka. Phil-HECS Program Meanwhile, after the confab, President Mascariñas underwent the Philippine Higher Education Career System (Phil-HECS) Presidential Leadership Program (PLP) Course 6: Managing Self and Working Towards One’s Full Potential on June 26-29, 2017 at the Berjaya Makati Hotel, Makati City. The Phil-HECS is the professional advancement and career management system for senior executives in State Universities and Colleges (SUCs). The PLP is a continuing education program for incumbent SUC presidents to empower them to become effective leaders of their institutions. The program exposes SUC presidents with new government policies, best practices and trends in Higher Education Institutions.

USAID-PH Mission Director visits Bicol Agri-Water Project sites in Polangui, Albay

Susan Brems, USAID-Philippines Mission Director, visited the Bicol Agri-Water Dr.Project (BAWP) sites in Polangui, Albay on May 19, 2017. Brems went to the sites of Small Farm Reservoir (SFR) and Sloping Agricultural Land Technology (SALT)-Demo Farm at Barangay La Medalla and Kinuartelan, Polangui, Albay, respectively. In the SFR site, Brems talked to Mr. Raquion Ababa, who was able to plant rice despite the onslaught of El Niňo during the first quarter of year 2016, when he learned that there is enough stored water from the SFR. The Director was briefed on the economic and environmental impacts of SALT. The visit was also an opportunity for Dr. Brems

Meanwhile, a focus group discussion on Seasonal Climate Forecast and Extension Advisory was conducted where Dr. Brems had brief interaction with 9 local farmer beneficiaries in the presence of Polangui Councilor, Municipal Agriculturist and agriculture extension workers. The farmers expressed their appreciation for the climate forecast that guides them in their production decisions.

CHED recognizes BU R&D Journal

Bicol University R&D Journal has been recognized by the Commission on Higher Education (CHED) through its Journal Incentive TheProgram (JIP). CHED Memorandum Order (CMO) No. 50 series of 2017, released on May 18, listed the JIP-recognized journals for 2017-2019. BU was named under the Journal Incubation category, which is meant for journals that show promise in being indexed by Scopus and Web of Science (WoS)—the top bibliographic journal databases containing abstracts and citations from reputable academic periodicals. Others that were listed under the said category are journals published by Philippine Normal University, Lyceum of the Philippines University – Batangas, Negros Oriental State University, University of Science and Technology of Southern Philippines, University of the Philippines – Diliman, and Our Lady of Fatima University. The journal of the Philippine Society of Otolaryngology – Head and Neck Surgery was also recognized. Journal Incubation awardees shall be given P400,000 every year for three years; technical support for online article submission, refereeing and manuscript tracking, and endorsement for library subscription; and automatic nomination to the Journal of the Year award in the annual CHED Research and Publication Awards. However, to maintain the JIP recognition, the journals must provide proof of application and acceptance to Scopus and WoS; develop a journal webpage for online access; implement a short submission-to-publication time; increase article citation; supply proof of journal influence and publication engagement; and attract foreign editors, referees, and authors. In a letter to BU R&D Journal editorin-chief Dr. Victor S. Soliman—who is also the university’s Vice President for Research, Development, and Extension—CHED Research Management Division Chief Dr. Custer C. Deocaris advised the journal’s editorial team to first seek acceptance to the ASEAN Citation Index (ACI). The ACI is an ASEAN-wide project that seeks to raise global awareness on the quality of the memberstates’ scholarly journals. Deocaris said that inclusion in the ACI may facilitate easier entry to Scopus and WoS. The other JIP category is called Journal Challenge, which is meant for journals that are already indexed in Scopus and WoS. The recognition will allow these publications to seek support from CHED to increase their citations, promote social media presence, and provide avenues for public engagement. Listed under the Journal Challenge category are journals from De La Salle University, Ateneo de Manila University, and the University of the Philippines. Also recognized were the journals of the Philippine National Philosophical Research Society and the Association of Philippine Taxonomists, Inc. These awardees shall be given half a million pesos every year for three years; technical support for online article submission, refereeing and manuscript tracking, and

endorsement for library subscription; and automatic nomination to the Journal of the Year award in the annual CHED Research and Publication Awards. Their responsibilities are to improve their impact factors in three years; implement a short submission-to-publication time; ensure greater journal influence and public engagement; increase the number of foreign editors, referees, and authors; and improve the quality of their journal webpages that provide online access to articles. According to Prof. Ronnel R. Dioneda, the Research Director when BU applied for the award, “Aside from the monetary assistance that the BU R&D Journal will get, the recognition will help the university in the SUCs leveling.” Dioneda also said that the recognition will encourage faculty members to “upscale” the quality of their research undertakings, which can lead to more publications, patents, citations, and awards. The editorial board of the BU R&D Journal encourages candidates for full professor to submit their research manuscripts for review. Published papers will be recognized by the Philippine Association of State Colleges and Universities under the National Budget Circular No. 461 guidelines that require at least one scholarly publication where the candidate is the first author. The accreditation of academic programs in the various colleges and units of BU will be boosted because the university now has a CHED-recognized journal. The criteria of the journal evaluation were quality of content, 35 percent; basic publication standards, 30 percent; qualifications and diversity of the editorial board members, 25 percent; history of public engagement and influence, 10 percent; and peer reviewers and external referees, 5 percent. “The JIP recognition is a collective effort,

There is a lot that needs to be improved and this means we must work hard and smart. With the sustained support by the university administration, we desire to achieve a Scopus or WoS indexing within the next three years. To my colleagues in the board, let us face this challenge head on with multiple options and openness for change,” said Vice President Soliman. CHED implemented the JIP to promote and enhance research productivity in the Philippines. CMO No. 53 series of 2016, which details the guidelines of the program, noted that only 28 out of 777 scholarly journals in the country are indexed in Scopus and WoS. Worse, 19 of the 28 have zero impact factor while the rest have impact factors below 1. Thus, CHED came up with the JIP, “a strategic funding portfolio to enable editors of Philippine scholarly journals to design and implement ethical measures to improve the international standing of local scholarly journals and to enable research outputs from HEIs (Higher Education Institutions) to be more accessible to both local and international academic communities.” The JIP supersedes CHED’s Journal Accreditation Service (JAS) created by CMO No. 5 series of 2012. The JAS recognized “publications of high quality, credibility, and integrity” using a national standard of peer reviewing and refereeing. “Whereas the CHED implemented a national standard for journals in JAS, the JIP is more ambitious because it zeroes in on international standards,” Prof. Gremil Alessandro Alcazar Naz, an editorial staff member of the BU R&D Journal said.
