SEED OF THE ROT
SEED OF THE ROT SEED OF THE ROT

THE SYSTEM OF EDUCATION IN INDIA

To be able to spot Systemic rot an analogy is useful.
Here’s how rot sets into your beautiful pearly white smile.

Before the Rot sets in, it’s important to know what a Healthy system looks and behaves like.
Enamel is acellular and cannot repair itself once cavitated. Dentine is living but has no immune access.
The pulp is the only vascular and neural tissue, but lies sealed inside a rigid chamber that cannot accommodate swelling. The alveolar bone that holds the tooth is maintained only by the load the tooth transmits into it.
Every stage that follows is a consequence of one of those four facts.

stages of rot 15 stages of rot
THE SYSTEM OF EDUCATION IN INDIA 15
15 stages of rot

01 Compromised host chemistry

35.5% of children under five stunted; 32.1% underweight — NFHS-5 (2019–21) 57% of women aged 15–49 are anaemic; roughly 66% of children 6–59 months
116 / 174
India's rank on the human capital index
Our first systemic issue is Nutritional, not even Educational. The pre-existing nutritional chemistry of the system compromises students on a learning journey before they’ve even started.
Enrolment metrics do not convert attendance into learning.
Curriculum is blamed for what is actually a metabolic constraint.
02
INVISIBLE LESIONS

23.4%
Of Class 3 Students can read a Class 2 text - ASER 2024 55.2% Of Class 5 Students cannot read a Class 2 text 32.5%
Of Class 8 Students cannot read a Class 2 Text.
A child can easily pass through eight years of formal schooling while remaining functionally outside any actual learning metrics. Meanwhile, the register records eight years of attendance.
Promotion is automatic. Enrolment is the only audited metric. The failure remains invisible in EVERY official marker until it surfaces in the labour market a decade later.
03
A THREE PART ATTACK

1.1 Lakh
Single teacher schools - holding almost 40 lakh students - UDISE 23-24 31,981
Teachers posted in 12,964 school with no students at all.
3,57,862
Vacant teaching spots across 18 states and 2 UTs
This multi-directional issue hints at being a distribution problem. The failure is not a shortage.
Adding teachers to a national aggregate does not guarantee they will reach schools that need one.
Rationalisation is offered as a remedy [ 20,021 schools were closed in 2021-22 ] This serves to lengthen the walk to school, usually removing adolescent girls from the system first.

72/74
India’s rank in PISA 2009, it’s only participation 2012, 2015 Yearly cycles boycotted, citing questions were “out of context”
2022
Participation announced, then withdrawn weeks before.
Having ranked near the bottom on its single appearance, the state declined the instrument rather than the finding, and has declined it consistently since.
04 A SPECIAL NOTE ON INDIA AT PISA 2009
In the 2009 Programme for International Student Assessment (PISA), India ranked 72nd out of 74 participating countries. Represented only by students from Tamil Nadu and Himachal Pradesh, India outperformed only Kyrgyzstan.
Less than 17% of Indian students were found to possess basic Mathematic skills.
Following the 2009 scores, Indian officials pointed to a "curriculum mismatch" and lack of test familiarity, arguing that the questions did not align with Indian teaching styles.
The absence of comparison does not hide poor performance. It removes the signal that would let any reform be targeted, so policy becomes Narrative-led rather than Evidence-led.
05 CHEWING WITH THE OTHER TOOTH

50,000 CR + coaching sector, projected to exceed ₹1.5 lakh crore by 2030 ~17,000 IIT seats against well over a million JEE aspirants (industry compilation)
2.3 million
NEET-UG aspirants competing for 1,08,940 MBBS seats
A private apparatus absorbs and massively profits from the function the public one the lies abandoned. It is sustained by an arithmetic of scarcity that no amount of preparation can alter.
Households liquidate savings and assets to buy access.
The coaching sector becomes a mafia-like weaponised system. It now has direct interest in the school system REMAINING inadequate.
06 INFLAMMATION IN A TINY CHAMBER

13,892 student suicide deaths in 2023 — NCRB, highest in a decade 8.1% Of ALL suicide deaths in India in that year +72.9% increase in student suicide deaths from 2014 to 2023
The pressure is generated by the selection architecture but borne by individuals. It concentrates geographically wherever that system is most intensively operated, the coaching centres, small towns and entrance exams.
The response is framed as "student resilience” or “wellbeing programming”. This relocates responsibility onto the child rather than onto the architecture generating the pressure.
07 THE NERVE DIES, THE PAIN STOPS.

70 examination leaks in 7 years, affecting ~1.7 crore applicants — India Today 41 leaks over five years; 1.4 Cr applicants for 1.04 lakh posts — Indian Express
48 Retests over 10 years, affecting almost 6.5 Cr candidates.
The machinery continues to produce ranked results on schedule long after the thing that gave those rankings meaning has died. These outputs are indistinguishable from valid ones.
Deterrence by secrecy makes the apparatus more centralised and less auditable. This is a ripe condition under which insider leaks can originate.
08
The greying within

42.6% of graduates employable — MercerMettl 2025, down from 44.3% in 2023 55% of graduates employable — CII / Wheebox / AICTE, same year
45.95% employability of ITI candidates
The estimates themselves have come apart. When two serious instruments measuring the same cohort differ by twelve percentage points, the underlying signal is no longer legible.
Employers now judge by different metrics [ institution tier, English fluency, family networks, bribes ] This brings in exactly the kind of sorting that Mass education was built to remove.
A shell held up by absolutely nothing

56% of professor posts vacant across IITs, IIMs, NITs and IISERs. 32.6% of sanctioned teaching posts vacant in 45 central universities
38.3% of sanctioned teaching posts vacant in the IITs
A systematic hollowing out of Institutions, now staffed by absence, concentrated at the senior ranks where serious research capacity should ideally form.
The gap is sometimes closed with contractual or guest faculty, which disconnects research from teaching. Institutions cannot retain anyone long enough to produce knowledge, patents or sustained research.
10 The infection leaves the tooth

42.3% unemployment among graduates under 25 in 2021-22 — SWI 2023 21.4% unemployment for the same group with only higher secondary education
1.1 Cr of 6.3 crore graduates aged 20–29 unemployed — SWI 2026
The failure has left the education system and entered the labour market. The education policy absolves responsibility and can only observe the results.
Education becomes negatively correlated with immediate employment. This removes incentives for families to invest in girls' higher education first.
11 SYSTEMIC DISCHARGE CHANNELS

24,76,383 applicants for 53,749 peon posts in Rajasthan requiring Class 10 60% of those applicants holding graduate or postgraduate degrees
46 : 1 applicants per post
This absurdity has stabilised into administrative routine. This is much worse than crisis, because nothing in the system any longer registers it as a problem.
129 engineers, 23 lawyers, one chartered accountant and 393 postgraduates were interviewed for peon jobs in 2018.
When Rajasthan invited applications in 2022 for 53,749 peon posts [ a role for which the only requirement was a Class 10 pass and the skill to ride a bicycle ] it received 24,76,383 applications.
This works out to roughly 46 candidates for every available post.
https://odishatv.in/news/trending/24-76-lakh-overqualifiedgraduates-phd-holders-apply-for-peon-posts-260949
The application portal crashed repeatedly, with 1.11 lakh forms submitted in the final five hours, one every six seconds.
https://odishatv.in/news/trending/24-76-lakh-overqualifiedgraduates-phd-holders-apply-for-peon-posts-260949
Around 60% of those applicants held a graduate degree or higher.
12 EXTRACTION. THE ROOT REMAINS.

24,06,969 students who left India for education between 2022 and 2024 — MEA 2,06,378 Indians who renounced citizenship in 2024; 20.86 lakh since 2011
INR 6.3 trillion annual overseas tuition and living costs, roughly 2% of GDP
Departure [ Extraction ] becomes a rational individual strategy, and the capital required to execute it leaves with the person, financed by families who stay back.
An agent and consultancy industry emerges that sells migration under the guise of education. The outflow creates a self-reinforcing loop insensitive to domestic improvement.
13 THE TOOTH IS GONE, THE RIDGE RESORBS.

0.64% of GDP spent on R&D, unchanged in real terms for two decades 262 researchers per million people, against 8,714 in South Korea
40,000 / 85,000
PhDs produced annually against Indian researchers working abroad
The capacity to receive returning talent dies faster than the same talent can be persuaded to return. A potentially large number of returning students are deterred by an ecosystem that cannot absorb them,
Misdirected funding and scheme announcements substitute political mileage for institutional reform. Money is demonstrably NOT the constraint.
14 THE ENTIRE GEOMETRY
IS NOW MISALIGNED.

36.7 crore people aged 15–29, a third of the working-age population
26.3 crore of them not in education, constituting the potential workforce
28 years median age, among the youngest of any large economy
The largest young population in the world arrives back to a labour market that cannot absorb it. The window is fast closing. Estimates point to 2030, the year when the demographic dividend starts to close.
Politics reorganises around distributing the remaining government posts rather than creating employment, because allocation is a solvable problem and creation is not.
The patient doesn’t die of the tooth.

Since the 1990’s middle-income status held, with R&D expenditure stuck at 0.64% 116 / 174 human capital index rank, unchanged in substance.
< 13% of R&D spending directed to applied research; <10% of institutions industrylinked
Decline arrives as a Slow event. It becomes increasingly tougher to identify exactly what stage the Rot set in. Systemic hygiene and checks become crucial for the system to work optimally.
National decline arrives with no immunity to it. Our combined fiscal capacity, industrial autonomy, and the ability to hold a position in a supply chain, none of which are directly education-sector problems.
The geometry of National organisation shifts measurably, a crooked mouth of teeth showing up where there could have been a bright smile.
