editorial Welcome to this week’s editorial, Bubbles within bubbles within bubbles.

Vol 16 September 15th 2017

Here we are27th in our 28 December 7th, own 2017 perfect liBle bubble on the South Coast, hunkered Vol 48 April 2018 111 July 12th 2019 down and presently content that we have no cases of Covid and adequate supplies of toilet paper. The bubble has a secure feel about it and even though we may have collecCvely over reacted and been quite hosCle to the “outsiders” who decided to isolate with us things have seBled down.

Even our Mayor is back with her exuberance saying “.. we’re ready to capture our share of what is expected to be a booming domesCc tourism trade when restricCons liF” But when travel restricCons within New South Wales liF from the 1st of June our bubble will be burst and we will see the return of new-comers in whom we must trust. With one of the oldest demographics in the country and with a disCnct lack of adequate health resources to cope with an outbreak we can only hope they wash their hands from Cme to Cme. In the last 24 hours three new cases have been uncovered in the more than 8000 tests that were carried out in NSW. It is not assuring that authoriCes say they know the suburbs where the three cases lived but are conCnuing invesCgaCons to see if they contracted coronavirus there or elsewhere. Meanwhile people are now travelling freely around the State.

We are not alone in our bubble however, as NSW has discovered, where most states around the country wish to remain happily in their own bubble for a while longer and are choosing to keep their borders closed.

Once these borders do open up the next discussions will be around bursCng the bubble of New Zealand and the Pacific to allow internal travel between. Airlines need travellers and apparently we need tourists in order to survive. If anything Covid-19 has taught us that we have too many fragile eggs in our tourism basket.

The Kiwis are working on an interesCng plan: a four day week. This will then encourage Kiwi’s to have long weekends of regional travel, regional food and culture celebraCon and regional consumpCon to help out regional towns. The difference between the Kiwi’s and us is that they have far beBer results aFer the lock down and appear to have a greater respect for social distancing and of the real potenCal for a second wave.

While they are focused on an internal tourism economic recovery they are taking baby steps to get there.

NSW however is going gangbusters in opening the doors with fresh announcements about sports, bars and restaurants, public gatherings and soon to be considered returns to aviaCon. It has been some Cme since we have seen a Wash Your Hands promoCon and by the evidence on display at our local major stores there seems to be a collecCve blank drawn around social distancing.

Time will tell if we have burst the bubble too early as we rush to repair the economic loss and our social disrupCon. In the meanCme The Beagle will stay inside, in its own bubble with saniCser, at the ready for when the next parcel delivery arrives.

2017 Vol 48 111April July 27th 12th 2018 2019 In a tumultuous year of drought, fire, flood and pandemic lockdown, countless Eurobodallans contributed Cme and energy to all our benefit.

Unsurprisingly, this year’s nominaCons for the shire’s Local Hero award aBracted an unrivalled field of entrants – it was a tough ask to separate any one as the ‘winner’. UlCmately, two candidates were selected to represent a community full of heroes.

Mathew Hatcher has been an advocate for local business and tourism aFer he decided to call Eurobodalla home six year ago. Building on his previous experience of bushfire recovery following the 2018 Tathra fires, January 2020 saw Mathew quickly set up the South Coast DonaCons LogisCc Team to house and distribute the enormous amount of bushfire recovery donaCons and get them to those in need, from Batemans Bay to the Victorian border.

Le : Anthony Belle e is the joint winner of Eurobodalla’s 2020 Local Hero award Photo ESC Anthony Belle$e, an acCve member of the Batemans Bay Surf Lifesaving Club for the past 12 years is both a role model for younger lifesavers and a smoother of ways who ensures all members enjoy their club volunteering. Anthony does not seek praise but puts his effort toward geQng the job done.

During the bushfire emergency, the 28-year-old stepped up as a community leader at the impromptu evacuaCon centre at the club headquarters in Malua Bay; working with other volunteers to keep 1500 people safe as the bushfire raged around. AFer the fires passed, Anthony kept the facility open as a community hub.

Due to pandemic restricCons there will be no presentaCon ceremony for our local heroes in 2020 but they can rest assured of the many virtual congratulaCons desCned their way.

Love flows for waterways AFer a tough trifecta of drought, bushfires and flood, our waterways will get some extra love with an ambiCous Eurobodalla Shire Council plan approved for more Vol 16 September 15ththan 2017 $1 million in government funding.

The NSW Government will give Council $1,105,000 over three years to mitigate the impact of bushfires on coastal waterways.

The NSW Department Planning Industry and Environment, Coastal and Estuary grant will allow Council to roll out sediment and erosion control measures at priority sites to protect estuary health.

Weed control and strategic revegetaCon measures will also be put in place, working on public land and with private landholders.

Council's environmental services manager Deb Lenson said the grant was very welcome and would allow important work to be carried out.

“Everyone who knows and loves our beauCful waterways will have seen the impact the fires have had,” Ms Lenson said.

“As we recover, increased runoff and erosion pose a significant threat.

“This grant will allow us to carry out work that will have wide ranging environmental, social and economic benefits including the protecCon of drinking water supply, fisheries and oyster industries, recreaCon, and tourism.”

As well as the $1,105,000 grant, Council was jointly awarded $427,281 with Bega Valley and Shoalhaven councils for the south east catchment and waterways bushfire recovery plan, which incorporates the three regions.

Ms Lenson said that funding would allow council to collaborate on medium and long-term plans to guide soil and water management controls and other rehabilitaCon works.

“We will assess key threats and future risks so we can establish best-pracCce management opCons for each of the fire-affected catchments,” she said.

“Priority areas will be those struggling to recover naturally and where sediment going into waterways can be reduced.

“For instance, Tuross Valley residents have already shown interest in forming a Landcare group to work collecCvely on high priority Tuross River sites.

“We’ll also be able to increase our water sampling to idenCfy and respond to water quality issues.”

South Coast DonaCons LogisCc Team, or SoCoDoLo for short, is a local volunteerrun organisaCon supporCng people and businesses affected by the Australian Bushfires on the NSW South Coast.

Among projects on the boil while COVID19 restricCons were in place is an innovaCve website that will enable local residents and businesses to personally invite family, friends and customers to visit.

“In-between bushfires and COVID-19, we had three photographers go out and capture 70 separate locaCons to showcase the desCnaCon and how much beauty sCll remains,” Eurobodalla Tourism manager Tim Booth said.

“We have been working to develop this into a website where local residents and businesses will be able to send iPostcards to their loved ones and customers to invite them to come and stay. We know that isolaCon has been hard for a lot of our residents and we are wanCng them to invite their family and friends to come and visit now travel restricCons are liFing. The plaVorm has been built to work across email and social media plaVorms and will be launching soon.”

Eurobodalla Tourism has also had videographers on the ground, capturing businesses and experiences, ready for promoCon now that travel is permiBed within NSW. Mr Booth promises there’s more to come, but acknowledges there is a balance to be struck.

“Just like aFer the fires, we understand some members of our community may not feel ready for visitors returning. It’s also important we support local businesses and start to rebuild our economy. We’ll be easing back into our promoCons and the visiCng friends and relaCves campaign is a good place to start. While acknowledging the tough Cmes facing local businesses hit by both bushfires and the coronavirus, Eurobodalla Mayor Liz Innes said she was proud of the way the shire had responded.

“Tourism and hospitality businesses have shown their resilience and resourcefulness in dealing with unprecedented change and uncertainty,” Mayor Innes said. “I’m constantly amazed by their posiCvity and commitment to their customers and the shire. We want them to know Council is in their corner and we’re ready to capture our share of what is expected to be a booming domesCc tourism trade when restricCons liF.” During the shutdown, Eurobodalla Tourism has upgraded its website, showcasing individual pages for each business. Businesses wanCng to ensure they are featured should have an Australian Tourism Data Warehouse (ATDW) lisCng. This is free for all businesses in the tourism industry and places businesses on Eurobodalla Tourism’s website as well as Visit NSW and Australia.com

Dual-flush rebate doubles in July With summer water restricCons only just past, it makes more sense than ever to get water conservaCon established as a daily habit. To help, Vol 16 September 15th 2017 Eurobodalla Council is encouraging residents with incenCves to upgrade 28 December 7th, 2017 Vol 48 111April July 27th 12th 2018 2019 single-flush toilets and inefficient washing machines, saving them both water and money.

Council’s sustainability coordinator Mark Shorter said dual-flush toilets used one third of the water of single-flush units.

“That can save each household 30,000 litres of water each year,” Mr Shorter said.

“Now’s the Cme to upgrade. From July 1, our dual-flush toilet rebate is doubling from $100 to $200 for a limited Cme.” The temporary rebate increase is part of disaster recovery funding from the Australian Government. As well as helping households, it’s an incenCve that provides a liBle more business for plumbers and plumbing suppliers aFer the fires.

Mr Shorter said the rebate was another way to encourage wise water use by the community, parCcularly in light of recent drought, fires, water, restricCons and ongoing water conservaCon measures.

“Installing a water efficient washing machine is another way families can save 20,000 litres of water each year, while receiving a $150 rebate,” Mr Shorter said.

Apply for rebates within six months of purchase by compleCng the rebate applicaCon form on Council’s website, including the original purchase receipt – with brand, make and model. For toilet rebates, the original receipt for installaCon by a registered plumber is also required. Renters must supply proof of residence when submiQng the rebate applicaCon. The NSW Government will allow pubs, clubs, cafes and restaurants to have up to Vol 16 September 15th50 2017 customers, subject to a 28 December 7th, 2017 Vol 48 111April July 27th 12th 2018 2019 one person per four square metre rule, and with strict social distancing guidelines from 1 June 2020.

NSW Premier Gladys Berejiklian said the move was about safely bringing back thousands of jobs.

“This decision has been made with expert health advice and both businesses and patrons will be subject to strict rules and guidelines,” Ms Berejiklian said.

“All customers must be seated and no bookings of more than 10 allowed, in addiCon to many other condiCons which must be met.”

Deputy Premier John Barilaro, Treasurer Dominic PerroBet and Customer Service Minister Victor Dominello are heading up the government’s roadmap for reopening the economy and have worked extensively with both the AHA and ClubsNSW. “This is a game-changer right now, as we conCnue to deal with the aFermath of the devastaCng bushfires, conCnued drought and COVID-19, it’s important for people to find a way to enjoy themselves and take a break from the daily pressures they are facing,” Mr Barilaro said. “A morale boost and the addiConal economic sCmulus provided by pubs and clubs is what our communiCes need and I look forward to enjoying a beer in the bush with locals very soon.”

NSW Treasurer Dominic PerroBet said the government was moving to swiFly and safely get businesses back in business and people back to work.

“There are about 280,000 people employed in this sector of the economy and allowing venues to safely cater for more customers will provide another boost to business and jobs," Mr PerroBet said.

"NSW is opening back up for business, and as we ease restricCons everybody needs to follow the health and safety guidelines, to ensure we make it a success and can conCnue.”

Minister for Customer Service Victor Dominello, who is responsible for liquor and gaming regulaCon, said the NSW Government had liaised exhausCvely with both AHA and ClubsNSW to deliver this plan. “This has been really considered and thought out to make sure we have the best regulatory seQngs in place,” Mr Dominello said. All venues must ensure social distancing and will need to develop a COVID Safety Plan consistent with NSW Health guidelines.

The AHA and ClubsNSW have confirmed their members will comply with all condiCons sCpulated by NSW Health.

ABC News reports that NSW EducaCon Minister Sarah Mitchell has warned parents to send their children to Vol 16 September 15th 2017 28 December 7th,week 2017 or risk them being school from next Vol 48 27th 2018 111April July 12th 2019 marked absent.

"The message is schools return next week and students need to be back in the classroom," Ms Mitchell said.

"Rolls will be marked as per normal and unexplained absences will be followed up.

"You should be at school as long as you are well." NSW Premier Gladys Berejiklian said "normality" would return at schools to some extent, but warned parents to brace for major disrupCons unCl a COVID-19 vaccine was found.

"It will be common ... for schools to be shut down temporarily," she said.

"It will be common for a parCcular school to take extra measures if there's a community breakout in that community with cases.

"And we just have to accept that."

Will Eurobodalla make the decision to accept the Valuer General’s offer of new Vol 16 September 15th 2017 land valua3ons 28 December 7th, 2017 Vol 48 111April July 27th 12th 2018 2019 In late 2019 New South Wales (NSW) JusCce issued a natural disaster declaraCon following severe bushfires in Northern NSW. By January 2020 a natural disaster declaraCon had been issued for 51 Local Government Areas (LGA) across NSW. The Valuer General is responsible for providing independent and imparCal land values for use by Revenue NSW and councils for taxing and raCng. The Valuer General issues councils with new land values for raCng at least once every three years and annually to Revenue NSW. The Valuer General has issued 1 July 2019 land values to all councils to use for raCng from 1 July 2020. The land values were determined before the bushfires occurred.

Valuer General NSW response to the bushfire disaster: The 1 July 2019 land values were issued to all councils and Revenue NSW progressively during October and November 2019. All landholders will have received a NoCce of ValuaCon advising their 1 July 2019 land value during the period 15 January to 1 May 2020.

The mailing of noCces to bushfire affected areas in NSW was deferred to the end of the mail out period and commenced from 1 April 2020. As new valuaCons are made annually, the 1 July 2020 land values will reflect any impact from the bushfires. The Valuer General will offer 1 July 2020 land values for all properCes in bushfire affected council areas for raCng purposes.

If councils make the decision to accept the Valuer General’s offer of new land values for raCng, new NoCces of ValuaCon will be issued to property owners.

The assessment of land value is convenConally based upon an appropriately large sample of relevant sales of comparable land and/ or buildings.

However, in the case of land adversely affected by the NSW bushfire crisis in 2019 to 2020, an appropriately large sample of sales of bushfire affected land is not expected to be available to inform the assessment of land values as at 1 July 2020.

The Valuer General’s contract valuers have been instructed to analyse all sales in bushfire affected areas. If available, these sales will provide the best evidence for the 1 July 2020 land values in these locaCons. However, if there is not enough sales evidence in these locaCons to accurately determine land values, other evidence will need to be considered. Accordingly, the Valuer General has commissioned this study of the impact of previous bushfires in NSW on land values. beagle weekly : Vol 156 May 22nd 2020

All aboard for members of the same NSW household The NSW Government has further eased COVID-19 related restricCons, meaning members the same household can now go boaCng together.

With households, including families, in mind, a public health order was amended to allow them parCcipaCon in all on water acCviCes even if their vessel does not allow 4 square metres of space per person.

NSW MariCme A/ ExecuCve Director Alex Barrell welcomed this news and said the previous restricCons had meant some boat owners were disadvantaged if they owned a smaller boat.

“The easing of, and clarificaCon around, boaCng restricCons is a very welcome change and will ensure families will have the freedom of boaCng for leisure, without concerns about contravening health orders,” Mr Barrell said.

“Previously, it was permissible only to use boats for exercise and individuals were required to maintain 4 square metres of space.

“Those who enjoy any kind of recreaConal boaCng in NSW can now do so knowing they are doing so lawfully, remembering to boat locally and always pracCce good personal hygiene.”

Mr Barrell said in the instances when people choose to go recreaConal boaCng on NSW waterways with people who are not from the same household, it remains the skipper’s responsibility to ensure that, where possible, there is 1.5 metres of space between each person on board.

Commercial and charter vessels may be operated under exisCng restricCons, as long as physical distancing is being followed by all on board.

“When onshore, it is important to not gather in public spaces such as boat ramps and wharves in groups of more than 10 people, unless you are with members of the same household,” he said.

“NSW MariCme BoaCng Safety Officers are out on the water ensuring skippers also remember their other safety responsibiliCes regarding safety equipment, alcohol consumpCon, keeping a proper lookout and travelling at a safe speed.

“If you do go boaCng, remember to log on and log off with your local Marine Rescue NSW unit on Channel 16 or the Marine Rescue app.”

'OUT of the ASHES' rises like phoenix for local ar3sts The recent bushfires, and now Covid-19, have Vol 16 September 15th 2017 brought a major impact 28 December 7th, 2017 to the South East. From Vol 48 111April July 27th 12th 2018 2019

the ashes of the fires that destroyed so much of our region there has also come warmth, generosity and a collecCve community spirit that comes from so many sharing the same traumas and emoCons. Denise Straty was one of the many recovery personnel called into the region aFer the fires. She saw for herself the impact and she learnt of the lives of those affected. By way of a meeCng with Amanda, of Amanda's at Mogo, Denise learnt of the impact to the many South East arCsts and of their responses by way of art to the bushfires. WanCng to do what she could for those she met she returned to Sydney with an idea. To hold an ‘Out of the Ashes’ exhibiCon next month at The Wellington Gallery – a stunningly chic warehouse space in the inner-city Sydney suburb of Waterloo.

Gallery owners Mark and Ray had generously offered the use of their exquisite venue and kindly waived any commission so that the full proceeds of each art sale would flow through to the parCcipaCng South Coast arCsts.

Unfortunately, due to Covid-19, they have had to put the dream of a physical exhibiCon on hold for the moment, but the good news is they’ve created the exhibiCon as a Facebook e-gallery where they invite visitors to read arCsts’ posts describing their individual tales of survival during the unprecedented deadly fire season and view their spectacular artworks.

The ar3sts profiled in this Beagle series is Vanessa Williams PainCng with pastels has been my arCsCc expression for about 16 years. I chose sCll life, where the objects form families with reference to a sense of history , nature and humanity.

New Years Eve, our PoBery and Gallery, an icon in the village of Mogo for 40 years, burned to the ground. I had completed a body of work of bunches of flowers in glass and poBery vases, framed and freshly hung for the January tourist season. My pastels and all Peter's painCngs, including our personal collecCon from our home, were reduced to ashes.

Out of the ashes I have slowly returned to pastels, compleCng the two sCll life on sale here. The "Helping Hands" pastel, won the People's Choice Award in an exhibiCon held in the Mechanics InsCtute in Moruya by the South Coast Pastel Society.

Clyde Street west boat ramp temporary closures for segment deliveries and li@ing onto barges from 25 May to August 2020 Vol 16 September 15th 2017 28 December 7th, 2017 Vol 48 111April July 27th 12th 2018 2019

Transport for NSW will deliver some concrete bridge segments to Clyde Street west boat ramp and unload them onto barges near the Princes Highway in Batemans Bay. To enable the safe delivery and unloading of 12 concrete segments for bridge construcCon, some temporary closures of the Clyde Street west boat ramp will take place near the intersecCon of the Princes Highway as part of the Batemans Bay Bridge replacement project.

Segment deliveries from the pre-cast facility south of Mogo into Batemans Bay are conCnuing between sunrise and sunset, outside of peak traffic Cmes. Some of the segments are too large to be transported across the exisCng Batemans Bay Bridge and must be delivered to the southern foreshore’s Clyde Street boat ramp, and then transported by barge to be liFed onto the new bridge.

To ensure the safety of river users, motorists, pedestrians, cyclists and our workers, the Clyde Street boat ramp will be closed on 12 occasions for periods of up to 90 minutes. Weather permiQng, the planned Cmeframes when the segment deliveries are expected to occur are: • Four Cmes in late May and June • Four Cmes in mid July • Four Cmes in late July.

Members of the public are encouraged to call 1800 879 119 or email BatemansBayBridge@jhg.com.au to receive mobile phone text messages with the dates and Cmes of temporary boat ramp closures. River users who frequently use the Clyde Street boat ramp will be provided with addiConal noCficaCon two days before each Cme the boat ramp is closed. Boat ramp signage will also be in place advising visitors of the temporary closures. River users may also use Hanging Rock and Nelligen boat ramps as alternaCves during these temporary closures. River users are also advised Hanging Rock boat ramp is an open water boat ramp and to exercise appropriate cauCon with appropriate safety equipment.

Traffic control will be in place to manage traffic, pedestrians and cyclists access during the closures. Please refer to the map right for the locaCon of the Clyde Street boat ramp at Batemans Bay.

Bodalla's Moo's News Moo’s News is a newsleBer wriBen by the community for the community. The newsleBer was established for the good folk of Vol 16 September 15th 2017 Bodalla and their2018 close 28 December 7th, 2017neighbours in an aim to bring the community Vol 48 111April July 27th 12th 2019 closer together following the bushfire season that affected so many.

Under auspice of Southcoast Health & Sustainability Alliance [SHASA] the Moo's News team were successful in obtaining grant funding from Coordinare - part of the South Eastern NSW Primary Health Network. T hese bushfire recovery funds will allow them to facilitate the newsleBer which they hope can become a plaVorm to strengthen reliance in the community, help residents and businesses rebuild, assist with isolaCon and encourage social cohesion.

A spokesperson for the Moo's News told the Beagle "Our overall aim is to promote and improve mental health and wellbeing within the community.

“The launch of Moo’s News has become even more important in light of the recent Covid 19 restricCons. We encourage you to get in touch and be involved with any aspects of making the newsleBer if this is something that might interest you. A minute later another man rang up asking to pay for it over the phone. They gave me the name of a young man who would pick it up.

It turns out this man had lost everything in the fires at Cobargo. All he had left was his dog and an old car.

A reporter was down that way seeing how people were coping since the fires. He and a truck driver got together to buy the amp for the Cobargo man.

He was told that there was something for him to pick up in the music shop in Moruya.

He had no idea what he was getting... Blown away would not describe how joyful and surprised he was to receive something so special.

Things like this give you faith in humankind."

Last Chance to secure $10,000 GRANT The Business NSW is today urging all small businesses to invesCgate whether they are eligible for part of the $550 million of grant funding available through Service NSW, with applicaCons closing on 1 June 2020.

$10,000 grants are currently available to ease the pressures on small business and not-for-profits as a result of COVID-19, broadly providing that they:  are a small business (1-19 employees),  are under the payroll tax threshold of $900,000,  have annual turnover of more than $75,000, and  have been highly impacted by COVID-19 (experienced at least 75 percent decline in turnover compared to the same two-week period in 2019).

“This grant could be a lifeline for business owners, and can be used to cover unavoidable fixed costs as they make preparaCons for the resumpCon of normal business,” said Adam Zarth, ExecuCve Director, Capital Far South Coast Region.

“We highly recommend that eligible businesses who have not yet applied do so immediately so they don’t miss out. Small businesses should be preparing a financial recovery plan if they haven’t already done so, and this grant can be used to get financial advice, which would ideally be sought from a local accountant.”

“As part of our ongoing advocacy work, further representaCons have been made to the NSW Government to have the grants extended and criteria relaxed so addiConal heavily-impacted businesses can access the support. At this juncture though, every small business owner should be well aware of and have exhausted all financial and other support available from government. If in doubt, advice and guidance is available through Business Australia’s free Business Advice Line,’ Mr Zarth said.

After being in hibernation for seven weeks the Eurobodalla Councillors will be able to come out into the light once again on May 26th after their long slumber knowing that it is now permissible for councillors, council staff and others to leave their homes for the purposes of attending council and committee meetings.

Councillor Pat McGinlay publicly slammed the seven-week gap between Eurobodalla Shire meetings as "ridiculous". telling the Bay Post that the shire was in "a critical period, with COVID-19 on top of bushfire recovery" and that "It's coming close to the end of the financial year where we talk about the budget, rate increases, fee charge increases and the Mackay Park project."

"We should be meeting once a fortnight, rather than have this ridiculous seven-week gap", he said.

This condemnation came shortly after the Mayor, Liz Innes refused to allow the Councillor to put forward his Urgent Matter requesting that the Council meeting schedule be returned to normal and conducted via Zoom. Knowingly aware of his Urgent Matter, having only been briefed an hour before, the Mayor dismissed a technical issue and refused to 'reopen' the meeting that had NOT been officially closed.

The General Manager and Mayor were asked to advise on exactly where the ruling states that a meeting that has been closed CAN NOT be reopened by the Chair when there has been an issue as this The response from the General Manager, Catherine Dale was: "The Model Code of Meeting Practice for Local Councils in NSW, Local Government Act 1993 and Local Government (General) Regulation 2005 is silent on reopening a Council meeting after the completion of business. Therefore, there is no process to reopen a Council meeting after the completion of business."

In reading the Model Code it also appears that the Act and Regulation are equally silent on the Closing of a Council meeting as well.

One might suppose that the word CLOSE would be a key word to use - the fact that this word was NOT used will beg the quesCon at the next Council meeCng in regards to the Minutes of the previous meeCng asking "was the meeCng actually closed?"

As a result, we have had a 7 week gap between Council meeCngs – despite the reality that the community and its local economy are reeling from the unprecedented impacts of the bushfire disaster and the Covid-19 pandemic.

Nature Coast Alliance spokesperson Dr BreB Stevenson said “we have spoken to Councillor Pat McGinlay and he agrees that there needs to be more regular public debate and public decision-making by Councillors through formal council meeCngs over maBers of concern to the community, such as the 2020/2021 Budget, which foreshadows a proposed 2.6% rate increase. For this reason, Councillor McGinlay has submiBed a formal moCon to be put to the 26 May Council meeCng that the Council meeCngs cancelled at 24 March Council meeCng be reinstated so that Councillors meet again more oFen via Zoom video conferencing. He also noted that at least two Public Access sessions had been cancelled, and believes that these should be reinstated. Councillor McGinlay said that he had previously tried to bring forward an urgent moCon at the 7 April Council meeCng to reinstate Council meeCngs that had been cancelled, but was unsuccessful in having his moCon tabled for debate by the Mayor in contenCous circumstances.”

Councillor McGinlay said “I am concerned that we are having fewer meeCngs and fewer opportuniCes for public access at a criCcal Cme when we have the budget consultaCon period closing just before the next Council meeCng on 26 May and the possibility of key decisions having to be made in relaCon to the McKay Park tenders and whether this controversial project will get the go ahead”.

The Nature Coast Alliance is pleased that Councillor Anthony Mayne is puQng forward a noCce of moCon that live streaming of public forums be reintroduced, noCng the requirement for the 42 day public exhibiCon period and that the public forums would be held via Zoom during this period of social distancing.

Councillor Mayne told the Nature Coast Alliance that “Transparency and engagement require that we televise presentaCons from our community members.

Now more than ever, in this Covid-19 environment, we need to be doing all that we can to ensure that the voice of our community is both heard and shared”.

“Why are the majority of Eurobodalla Councillors making such an effort to silence the community - what are they trying to hide?” said Dr Stevenson. “Other Councils across NSW, including our neighbouring Bega Valley Shire Council, are having no trouble running virtual meeCngs to engage with their community during the Covid-19 pandemic. Is Eurobodalla Council a ‘Can't do’ or a ‘Won't do’ Council?”

Commemorating the Chilean tsunami of 1960 and its impact on Australia.

As 16 theSeptember world faces Vol 15thone 2017major threat, a dedicated team in Australia is 28 December 7th, 2017 Vol 48 April 27th 2018 111 July 12th 2019 maintaining a vigilant watch for a threat of a very different kind.

The Joint Australian Tsunami Warning Centre (JATWC) monitors tsunami activity in the waters around Australia, and this week it's marking the 60th anniversary of one of the most severe tsunamis on record.

One of the catalysts for international action on tsunami warning happened 60 years ago, when the world's largest ever recorded earthquake (9.5 magnitude) occurred in Chile, with the resulting tsunami impacting countries across the Pacific basin.

Major impacts were felt in Hawaii, the Philippines and as far away as Japan – with more than a thousand people killed – and the tsunami also affected Australia, causing damage along parts of the New South Wales coast with impacts felt as far north as Cairns and as far south as Hobart.

The tsunami even registered on tide gauges in South Australia and Western Australia.

According to Co-Director of the JATWC, Michael Logan, that event led to international cooperation on tsunami monitoring and warnings for the first time.

"The Pacific Tsunami Warning System was put in place five years after the 1960 event. Fast forward to the aftermath of the 2004 Indian Ocean tsunami and Australia led the way in establishing the first warning system in that part of the globe," Mr Logan said. "These systems helped to prevent even greater loss of life when another quake struck near Chile in 2010, causing a tsunami which created massive local impacts, with warnings issued in 53 countries, and damage reported as far away as California, USA and the TĹ?hoku region of Japan. The message from the JATWC is that tsunamis do happen, and Australia is not immune.

"That's why we maintain a network of tsunami buoys, tide gauges and satellite systems to detect tsunami as early as possible, which gives us the best opportunity to issue life-saving warnings," he said.

With such a large coastline and so much population and infrastructure located in coastal regions, Australia is ever-alert to the threat of tsunami.

The JATWC is run by the Bureau of Meteorology and Geoscience Australia, monitoring seismic activity and tsunami threat in the Pacific and Indian oceans.

S F Sorrow and all that: Phil May of The Pre$y Things

by Trevor Moore Any regular reader of these musings that’s out there (and I know there Vol 16 September 15th 2017 28 December 7th, Vol is 48 at least one,2018 for2017 whom I am very grateful) will know that my pal 111April July 27th 12th 2019 Macman and I regularly trade items of rock trivia with each of us trying to outdo the other in maBers of the arcane.

About three weeks ago my weekly SpoCfy Discover Playlist included the song The Good Mr Square by the PreBy Things. I hadn’t listened to the PreQes for a good while and so I SMSed Macman to let him know of this great event and to observe that I thought that the PreQes were first to the party with a rock opera; in 1968 to be precise, a year ahead of the Who’s Tommy in 1969. I should never under-esCmate Macman as he came back immediately with informaCon that I did not know, namely that there were two bands called Nirvana. One of these was S.F.Sorrow: the first rock opera? the American band, the Kurt Cobain band we all know about. But the other was a BriCsh London-based psychedelic band formed in 1965. The BriCsh Nirvana broke up in 1971 but reformed in 1985 and took the American band to court over the name and won a seBlement. In 1975 they released their first album The Story of Simon Simopath. The 10 songs trace the life-to-death journey of its Ctular hero and may, in fact, be the first rock opera.

As consequence of our exchange, Macman included Nirvana’s Lonely Boy on his 2EARFM show. You can find an extended version of the album on SpoCfy. I noCced that Nirvana’s second album is called The Existence of Chance Is Everything and Nothing Whilst the Greatest Achievement Is the Living of Life and So Say ALL OF US which may be the longest rock album Ctle. I am quite sure that Macman, when he reads this, will let me know if I am right. I listened to The Story of Simon Simopath for as long as I could; the songs are products of their Cme with strong pop melodies. But as a song sequence, or a rock opera, it pales by comparison with, in my opinion (which is anything but humble), The PreBy Things’ S.F. Sorrow.

The songs on S.F.Sorrow were based on a short story by the lead singer, Phil May, who died on 15 May 2020 from complicaCons Phil May: 1944 - 2020 following hip surgery aFer a cycling accident. The PreBy Things were formed in 1963 and they took their name from the song Pre y Thing wriBen by WIllie Dixon but first performed by Bo Diddley. The PreQes covered it on their eponymous 1965 debut. May’s co-founder was Dick Taylor who had just leF the Rolling Stones (he was their bassist for a while). Indeed, the link between the PreBy Things and the Rolling Stones went deeper. The PreBy Things were preceded by a band called LiBle Boy Blue whose members included Keith Richard and Mick Jagger. Like the Rolling Stones, the PreQes started out as an R&B band but embraced other genres, notably the psychedelic rock of S.F.Sorrow. They were managed

by Bryan Morrison (he also managed Pink Floyd) who was persuaded that he would be beBer off managing them than the Bonzo Dog Doo-Dah Band. They were a band that never received their due. They rarely made an impression on either side of the AtlanCc or down under. Their first single Rosalyn charted at 41 in the UK and 67 in Australia (and Macman played it recently on his 2EARFM show). The follow-ups Don't Bring Me Down and Honey I Need made the top twenty in the UK but did liBle in Australia.

I remember that in the 60s the Beatles were the well-presented nice boys while the Stones were the bad boys. Your mother was comfortable with the Beatles but not the Stones. The PreBy Things were further along the spectrum; they were intenConally ugly with hair longer than their contemporaries. It’s been beagle weekly : Vol 156 May 22nd 2020

reading alleged that Jagger wanted to prevent their appearance on the UK’s Ready Steady Go! because they were the band that could challenge the Stones’ bad boy image. The criCcs loved them, but criCcal acclaim doesn’t sell records. Their early history in the studio saw the band with its amps seemingly turned up to 11 but for S.F.Sorrow they changed; they turned off the gain on the amps, cut the reverb and even removed the amplificaCon Vol 16 September 15th 2017 28 December 7th, 2017 Vol 48 111April July 27th 12th 2018 2019 completely.

The Pre y Things

But they survived. Perhaps only the Stones have the same longevity. Phil May will not see the release of the PreQes’ forthcoming album Bare As Bone, Bright As Blood which is due for release later this year. Alexis Petrides (he ghost-wrote Elton John’s autobiography) has described May as an “agent of chaos who fought the laws of pop”. He was anarchic which is perhaps why the PreQes never made it. Whatever else you can say about their compeCCon, the Stones are preBy disciplined. May made a blues album in 1976 with members of Fleetwood Mac and Humble Pie but his anarchic approach was too much for them and they quit. May completed the album with other musicians under the name Phil May & The Fallen Angels. Like the angels, the record fell out of sight. There’s no trace of it now.

He was one of rock’s great icons. I am fond of referring to Jack Black in School of Rock; Phil May was someone who stuck it to the Man in a big way. He should have been beBer known and he should have been beBer appreciated. The PreQes last album The Pre y Things (are in bed now, of course) (2015), with four of its ten tracks co-wriBen by May, represents 50 years of experience. The Ctle comes from the first line of Dylan’s Tombstone Blues: The sweet preBy things are in bed now, of course The city fathers, they're trying to endorse The reincarnaCon of Paul Revere's horse But the town has no need to be nervous I’m looking forward to the forthcoming Bare As Bone, Bright As Blood. Unlike Nirvana’s The Story of Simon Simopath, although there’s no doubt it’s not as strong as Tommy, I think S.F.Sorrow has stood the test of Cme .

RIP Phil May, anarchic rebel to the core.

Notes: Macman would be horrified if I did not note that the Kinks’ 1969 Arthur (Or the Decline and Fall of the Bri,sh Empire) can claim to be an early rock opera but post-dates S.F.Sorrow. Another claimant to being an early rock opera is the Moody Blues’ 1967 game-changing Days of Future Passed which pre-dates S.F.Sorrow.

A 1967 single by Keith West called Excerpt from 'A Teenage Opera’ was a huge hit in the UK reaching number 2. It was supposed to be part of a bigger teenage opera project, but that project never materialised.

Reading—history 100 years Ago— Ago—22nd May 1920 SULKY ACCIDENT.– An accident occurred on Monday which fortunately was not attended with any serious results. A young man named Joe Hinchcliffe was driving a horse and sulky out of Mr. G. Turner’s gateway, when the horse got too Vol 16pace September 15th 2017in order to escape the fence on opposite side of the road suddenly swerved the animal, with the much up. The driver 28 December 7th, 2017 Vol 48 111April July 27th 12th 2018 2019 result that one of the wheels came off. All the occupants, Hinchliffe being accompanied by Misses I. Turner and Allen, were thrown out, but luckily escaped injury. The horse then galloped across the intersection of Evans and Campbell Streets and jumped the Swamp Reserve fence. The harness breaking, freed the horse and the sulky was left on the outside. The only other damage was done to the fence, the top rail being broken. The horse (which, with the sulky, is owned by Mr. G. Turner, jun.) escaped without a scratch.

RYAN—SKEHAN At the Sacred Heart Church, Moruya, on Wednesday, the wedding of Mr. Harold Albert Ryan, late 5th Light Horse Regiment, youngest son of Mr. George Ryan of “East Lynne” Bateman’s Bay and Miss Bridget Skehan, youngest daughter of the late Mr. and Mrs. John Skehan, of Mullenderree was celebrated by Nuptial Mass by the Rev. Father O’Sullivan. The bride, who was led to the altar by her brother, Alderman M. Skehan, of Milton, made a charming picture in a gown of white crepe de chine with overdress of georgette finished with silk and embroidered with pearls; a tulle veil (lent by Mrs. Poideven, of Milton, sister of Mrs. M. Skehan) gracefully arranged over a chaplet of orange blossoms and the exquisite bouquet of white roses and asparagus fern, which she carried, completed a lovely toilette. Her sister, Miss L. Skehan, was bridesmaid and wore a dainty confection of champagne crepe de chine and bead embroidery with smart black hat. She also carried a bouquet of pink bouvardias, lillies and asparagus fern; Mr Aaron Ryan attended his brother as best man.

During the Nuptial Mass, the choir sang Battman’s Mass. At the signing of the Register Miss Irene Behringer sang C. P. Cooper’s “Ave Maria.” Miss Eileen Keating played Mendelsohn’s “Wedding March” as the bridal party left the church.

An adjournment was then made to Ryan’s Club House Hotel, where a sumptuous spread prepared by Mrs and Misses Ryan and their capable staff was in readiness. The table was beautifully set out, the color scheme being the bridegroom’s battalion colors, red and blue. Conspicuous in the centre was an elaborately adorned five decker cake (made by P.J. Mylott’s bakery establishment) on a large mirror surrounded by doves. Suspended over this was a lovely floral bell the handiwork of that artistic lady, Mrs, J. Strahan. Another attractive article on the table was a silver sup won by the bridegroom in Palestine and inscribed thus:- “Held at Semahih, Sea of Galilee, 6/2/’19 Presented by Lieut.-Col. D.C.
