Canadian government officials announced a complete 30-day ban on all passenger flights from India and Pakistan as COVID-19 cases continue surging in the two countries.

“Given the higher number of cases of COVID-19 detected in air passengers arriving in Canada from India and Pakistan, Transport Canada is issuing a notice to airmen, or NOTAM, to halt direct passenger air traffic from those countries,” said Canadian Transport Minister Omar Alghabra at a joint press conference with other Canadian ministers.

The minister said the ban is implemented as more passengers arrive in Canada with positive test results from those two South Asian countries.

If travelers departing from those two countries take an indirect route home, they’ll be required to show a negative PCR test at their last point of departure. Once they arrive in Canada, they’ll follow the



standard protocols, unless exempt, including taking another test and booking a stay at a designated government hotel while they await their results.

Also, the House of Commons passed a motion to have Canada’s government immediately suspend non-essential passenger flights from countries with high rates of COVID-19 variants infections.

Earlier, in a letter to Canadian Prime Minister Justin Trudeau, both Ontario Premier Doug Ford and Quebec

Premier Francois Legault called on the Trudeau government to cut the number of international

flights arriving in Canada and impose greater restrictions at the CanadaU.S. land border.

Recall backers raise more, but Newsom’s side has more cash in the bank By: Ben Christopher

The campaign to eject Gov. Gavin Newsom got off to an early financial head start, raising gobs of money from high-profile Republican luminaries, SoCal millionaires and irate voters, according to new campaign finance reports.

But like the world’s most lucratively sponsored tortoise, the anti-recall campaign is planning to take back the lead in the money race — and soon.

So far, political fundraisers have set up six campaign committees to spend on either side of the still-unofficial recall election. The pro-recall

side came out ahead, with $5.45 million raised, state reports show, while the committees spending in Newsom’s defense brought in $4.56 million.

Recall opponents also boasted a higher share of contributions from small-dollar donors, which political strategists sometimes take as a proxy for regular-folks enthusiasm that translates into votes.

And while Newsom’s opponents have burned through most of their cash, the governor’s defenders have roughly $2.5 million socked away.

“Democrats across the country, but particularly

in California, are fired up — they see this for what it is, a Republican partisan power grab,” said Newsom spokesperson Nathan Click.

Anne Dunsmore, campaign manager of Rescue California, the chief fundraising vehicle for the recall campaign, said her committee’s empty bank account isn’t a sign of weakness, but of success.

Supporters had to collect nearly 1.5 million signatures to put the recall on the ballot — something that required considerable resources. “If I had finished the signature gathering with a surplus,



shame on me,” she said.

Now it’s on to the next phase of the campaign.

And because the Newsom camp will be fending off attacks not just from the pro-recall campaign itself, but from every candidate hoping to replace the governor, “they’re gonna have to spend a whole lot more to win than we’re gonna have to spend to beat him,” Dunsmore said. “Everybody’s gonna have over a million bucks worth of potshots.”

By April 30, committees on both sides of the recall fight were required to file semi-annual reports with the secretary of state disclosing all of their fundraising activity to date. That included a list of larger donors — those who gave at least $100 — as well as the total contributions from smaller anonymous donors. Except for the occasional poll on the governor’s favorability ratings, these campaign finance reports provide one of the first hard metrics of the state of the race.

Sean Walsh, a Republican strategist who advised Arnold Schwarzenegger in his successful 2003 recall race against Gov. Gray Davis, said that recall supporters are all but certain to get outraised and outspent by labor and other groups backing Newsom.

“The ‘no’ (on recall) side is going to raise somewhere between as much money as God and more money than God,” he said.

Once the campaign starts, “it comes down to who the candidates are

and how much money they’re able to spend.”

None of the contestants in the field have “blown the doors off ” yet, Walsh said.

On the Republican side, the most notable candidates at the moment are former San Diego Mayor Kevin Faulconer, Newsom’s 2018 challenger John Cox, and former Olympian turned reality TV star Caitlyn Jenner.

Faulconer has raised more than $1.9 million for his 2022 gubernatorial campaign — money that could also be spent on a recall race. A prorecall issue committee he sponsored has raised another $98,900.

With another $5 million donation to his own campaign reported today, Cox has raised $7.5 million — though $7 million has come from his own bank account. Cox, who lost to Newsom 62% to 38%, is also rebranding himself as @BeastJohnCox and embarking on a bus tour today with an event in Sacramento featuring a live bear and a stop at the French Laundry, the restaurant made even more famous by Newsom’s mask-less dinner that jump-started the recall effort.

This morning an initial report declaring Jenner’s candidacy popped up on the secretary of state’s campaign finance web portal. There are no other filings listing how much she has raised or from whom.

The Democratic side is still virtually empty of challengers. Newsom and the party aim to keep it that way.

State of California Partners with Visual Artist Jessica Wimbley in Launching Dynamic “Masking Series” Wimbley’s original artwork highlights importance of wearing a mask to stop the spread of COVID-19, while honoring African tradition of Masquerade

By Chet P. Hewitt, president and CEO, The Center at Sierra Health Foundation African American visual artist Jessica Wimbley always knew she was destined to be an artist. Growing up, her parents owned an advertising agency and conversations in her household about visual literacy and critical analysis naturally played a part in her life.

Recently, those conversations came full circle, with Wimbley creating video and still photography works called the Masking Series to support the State of California’s COVID-19 public awareness campaign. She

enthusiastically embraced the opportunity to apply her gift of artistic storytelling to move her community to action to stop the spread of the deadly virus.

The Masking Series comes on the heels of the April 15 eligibility date when all California residents aged 16 and over became eligible to receive a COVID-19 vaccine.

Getting vaccinated, wearing a mask when appropriate, and watching our distance are critical to stopping the spread of COVID-19.

Wimbley’s background is evident in her artistry, which is multi-layered.

It tells the story and celebrates the resilience, strength and endurance

of community through what she describes as biomythography—or biography, history and mythology. This method, a term coined by writer and artist Audre Lorde, is the basis of Wimbley’s work. By employing painting, drawing, photography, collage, and other mediums, she is able to draw on her personal experiences and combine them with history and a sense of mythology as a means to show a more nuanced and intersectional subjectivity.

by COVID-19, including the African American community, through images reflected in Wimbley’s artwork.

In each piece, everyday masks take on a green screen effect, featuring video and still photography projected onto masks worn by people representing California’s diverse communities. The Masking Series includes Wimbley putting on and wearing a mask that depicts video and collaged images of Californians taking action, such as wearing masks and getting vaccinated, to protect one another during the pandemic.

The overlay of images on the masks reference the rich African tradition of Masquerade— performances of masked characters that provide an overview of what has occurred culturally over the last year, teaching lessons and giving advice.

The African style of Masquerade is an outdoor event featuring a performance by masked characters. The characters provide entertainment, define social roles, and communicate religious meaning. The masks take on many forms, with many engraved with designs that tell multigenerational stories using important symbols representing ancestors, spirits or royalty. For example, within Yoruba Gelede Masquerade, which originated in Benin and Nigeria, masks, costumes, music, song and dance are used to evoke and comment upon social and spiritual matters, helping to shape society and those within it in constructive ways.

For Wimbley, this sacred tradition created a real-life parallel when thinking about the meaning and importance of wearing a mask during the pandemic.

What type of transformation are we going through?

What are we experiencing culturally?

How does the mask reflect and become representative of these shifts that we are experiencing as a society?”

Wimbley’s ability to capture the events and elements from local and national COVID-19 experiences within the mask itself, while seamlessly weaving the answers to these critical questions into the campaign artwork, is emotive and engaging.

The Masking Series is featured on LED and mobile billboards, and in print and television ads in English and Spanish in 11 California markets through mid-May. The Sacramento artist’s work is also featured on outdoor signage and indoor digital displays at Sacramento’s Arden Fair Mall. An eye-catching image of a masked Wimbley is featured on a billboard

overlooking Sacramento’s Oak Park, an historically Black neighborhood.

“Masks have such a pivotal role in cultural and social expression in many African societies, and it’s been an incredible journey to bring that tradition to help combat COVID-19 in California, my home state,” explains Wimbley.

The Sacramento-based artist’s multi-disciplinary work has been displayed in galleries across the nation, including the Wignall Museum of Contemporary Art, California State University at Long Beach and Ripon College.

HomeFirst Services has partnered with developer Republic Urban Properties to provide a homeless woman veteran with a 15-month lease, including 12 months free rent, at Silver, a new apartment community in San Jose’s midtown district.

Moving in was a ‘pinch-me’ moment for Ana Espitia, a 10-year U.S. Navy veteran who, after being honorably discharged, worked as an RN at Stanford Hospital. As Ana stood in her one-bedroom apartment savoring the unique details and luxury finishes, she said, “I’m totally overwhelmed. This place is just beautiful – it’s gorgeous.”

On the premises was a pool/spa and fitness center but what excited Ana most was an on-site pet wash station where she could bathe her support dog, a chihuahua

poodle mix named Harley. Just two months earlier, the two had been unhoused and sleeping in her car.

Ana had been stably housed but left her job at Stanford to care for her critically ill mother. After her mother passed away,



the home they’d shared was given to a family member and marked for sale. Ana found herself unhoused and sleeping in her car with Harley. That’s when she first connected to HomeFirst’s Veterans services.

Ana’s situation is a disturbing reality for many women veterans.

According to the U.S. Department of Veterans Affairs, women veterans are more than twice as likely to become homeless as women who did not serve in the military.

Ana will live rent-free for a year through the support of the Supportive Services for Veteran Families program as well as generous concessions from Republic Urban Properties.

“We are so grateful to Republic Urban Properties,” said Kelly Sumner, veterans services director at HomeFirst.

“This opportunity is a next step for Ana on her path to permanent housing stability and provides her a platform to pursue her goals of completing culinary school and starting her own business.”

Giving Ana her fresh start aligned with Republic Urban Properties’ charitable arm, Republic Cares, as well as the company’s Veteran’s Housing Initiative (VHI). “Our veterans serve our country with honor and some pay the ultimate price to preserve our freedom. Housing veterans and making sure they flourish when they return to civilian life is what Republic’s VHI is all about. Under the leadership of our chairman, Richard

Kramer and Senator Bob Dole, we work with organizations like HomeFirst to assist local veterans in finding housing and ensuring they can take care of their families,” said Michael Van Every, Republic Urban Properties West Coast president.

In Ana’s case, the quality and location of the apartment is an added bonus. “This is housing that actually honors her service,” said Sumner.

HomeFirst coordinates a continuum of care that includes housing, healthcare, budgeting, education and other opportunities to enhance quality life.

“We ensure our clients are set up to get housed and stay housed. Our team will be with Ana every step of the way, ensuring she’ll be safe and housed a year from now and not just for the night or a week,” said Sumner.

Ana offered the following advice for struggling vets: “Come out of your shell, talk to somebody and let them know what you’re going through and what you’re experiencing.

Health & Wellness Historically, our lives have been ruled by the seasons. Whether it is the winter or the monsoon, there has often been a requirement for us to stay indoors. In our current day and age, we have been dealing with a pandemic that has kept us indoors or physically distanced from those around us.

With the presence of the vaccines that provide resistance but not absolute immunity, we are finding ourselves at this time of the year seeking to go back outside. Whether it is the revitalizing elements of sunlight, or the need for some form of social contact while still maintaining physical distance, people are feeling the need to get out.

Given the events of the

pandemic in this last year, one of the difficulties that has been evident for a portion of our society is the need for strong social contact. These extroverts have been dealing with a depression while we’ve all had to stay indoors for our safety. And now at this time, the option of going to the beach,

spending more time in national/state parks, and just being out at street fairs or community events, is a solution to this feeling of depression. This will require a balancing of the need for social contact and the practical risk assessments that come with it. We are social beings who need a certain degree of social contact to maintain our sense of self.

The opportunities now arising to spend time at these locations and events fulfills that need for us to be social beings.

At the same time, we don’t want to forget that there are those who are perfectly fine with the state we have been in.

And additionally, the pandemic has demonstrated that we are capable of providing those of us with

accessibility issues to have a full life as well. So while we are now able to fulfill those who need a more social environment, at the same time, we can also provide for those whose accessibility has been proven effective and who have experienced positive mental growth during this pandemic.

The issue of depression is not our only concern.

We also want to create accessibility that will be comfortable to the beach, to the parks, to the community events, for those that have kept the world going during this last year.

This last year has revealed many things about the makeup of our societies, ourselves, and the nature and needs of mental health.

One of those has been our need for social connection. Another has been the need to be out in public spaces, in the sunlight. Just as much as those who have thrived in this last year are just

as important. Each of these environments has an effect on who and how we are in the world. Recognizing the mental health impact of these things is something that a mental health professional can and will take into account.

We endeavor to help through this last year, but also in the time that’s coming, as we take stock of what it means for us to return to the outside with a more acceptable risk. But understand that the events of the pandemic are a part of us and cannot just be wiped away with a sunny day. They still linger and they may still come back, so maintaining your mental health, with or without the aid of a professional, is important. But that doesn’t mean you can’t go out and get some sand between your toes.

Historic $16 billion state investment would become the largest allocation of funds in the country The Big City Mayors (BCM), a coalition of the mayors from California’s 13 largest cities, came together virtually to ask the Governor and Legislative Leadership to include a historic $16 billion over four years in the state budget to permanently house nearly every Californian who entered a homeless shelter in 2020. This would become the largest allocation of funds dedicated to fighting the homelessness crisis in United States history and could build over 100,000 homes for unhoused residents in California.

Silicon Valley Area Students Win Prizes in C-SPAN Video Documentary Competition

WASHINGTON – Today C-SPAN announced that students from Palo Alto, Mountain View and Santa Clara are winners in C-SPAN’s national 2021 StudentCam competition.

Anaika Walia and Raeva Parikh, students at Castilleja School in Palo Alto, California, are third prize winners and will receive $750 for the documentary, “Our Lives Matter More Than Gun Rights.”

Emilie Difede, Alexandra Difede and Sofia Difede, students at Palo Alto High School, are third prize winners and will receive $750 for their documentary, “Environmental Injustice and the Deadly Effects of Systemic Racism.”

Aria Rani Sindledecker, a student at Isaac Newton Graham Middle School in Mountain View, California, is an honorable mention winner and

will receive $250 for the documentary, “Power to Save a Life,” about adolescents, social media and digital citizenship.

Anika Raman, a student at Isaac Newton Graham Middle School in Mountain View, California, is an honorable mention winner and will receive $250 for the documentary, “Education: Our Promise to America.”

Shreyan Mitra, a student at Adrian C. Wilcox High School in Santa Clara, California, is an honorable mention winner and will receive $250 for the documentary, “Plastic fantastic?,” about plastic pollution.

The competition, now in its 17th year, invited all middle and high school students to enter by producing a short documentary. C-SPAN, in cooperation with cable television partners,

asked students to join the national conversation on the challenges our country is facing with the theme: “Explore the issue you most want the president and new Congress to address in 2021.”

Despite the unique challenges brought about

by COVID-19 this year, more than 2,300 students across the country participated in the contest. C-SPAN received over 1,200 entries from 43 states and Washington, D.C. The most popular topics addressed were: • Health Care (14.9%) • Environmental and Energy Policy (14.6%) • Equal Rights and Equity (13.5%) • Criminal Justice/ Policing (7.6%) • Education (7.5%) “With the continual shift in the educational landscape, it is difficult to overstate just how

C-SPAN is funded by America’s cable television companies, who also support StudentCam. In Palo Alto, Mountain View and Santa Clara, C-SPAN is available locally through Comcast.

“Despite the educational challenges students faced this year, these local winners showed creativity, resourcefulness and a strong work ethic to create documentaries addressing important issues on both the local and national level,” said Beth Hester, Vice President of External Affairs, Comcast California.

“Comcast continues to be committed to strengthening our communities through educational programs, including our longstanding partnership with C-SPAN and StudentCam.” These winners are among 299 students from across the country winning a total of $100,000. C-SPAN is awarding one grand prize, 4 first prizes, 16 second prizes, 32 third prizes and 97 honorable mention prizes. These winning videos will receive cash awards of $5,000, $3,000, $1,500, $750 and $250,

respectively.

High school students competed on a regional level, with the United States divided into three regions: West, Central and East. Middle school students were judged on a national basis. The grandprize winner was selected nationally among all regions and grade levels.

The annual StudentCam competition is sponsored by the C-SPAN Education Foundation. Videos were evaluated by a panel of educators and C-SPAN representatives based on the thoughtful examination of the competition’s theme, quality of expression, inclusion of varying sides of the documentary’s topic, and effective incorporation of C-SPAN programming.

SJ Library Launches a Chromebook and iPad Lending Service San Jose Public Library expands its Tech Device catalog to include iPads and Chromebooks

San José, Calif., April 26, 2021 - The San José Public Library (SJPL) has extended its tech device lending options to include HP Chromebooks and iPads, thanks to the City of San José’s SJ Access initiative to provide residents equitable access to all things digital.

Library cardholders can now borrow HP Chromebooks and/ or iPads to help them virtually connect to essential services for themselves and their family, including schoolwork, job search,

medical appointments, and other online activities.

Tech devices available for checkout at all Express Pickup locations include 3,000 AT&T Wi-Fi Hotspots funded by the City of San José and 600 HP Chromebooks funded

by KLA and HP Inc. with on-going funding from SJPL. Tech devices available at select SJPL Express Pickup locations include 35 Dell laptops funded by a grant from the California Emerging Technology Fund (CETF) and 120 iPads funded by a

The expansion of the new tech devices was made available to the public on Monday, April 19 and in just the first week, a combined total of 74% of Chromebooks and iPads have been checked out by library cardholders.

All devices can be checked out for a 90-day period and extended for up to 30-days. Devices must be requested in advance and require an appointment for pick up. At the time of the appointment, staff provides an overview of the device and a user guide is available in different languages to

ensure customers can successfully use the device from the comfort of their home. Library cardholders of all ages can check out the devices but cardholders ages 17 and younger must be accompanied by an adult.

The KLA, HP, Inc., Apple and CETF grants were the result of SJPL’s

ongoing partnership with the San José Public Library Foundation to support and enhance Library programs and services.

Since August 2020, the Library has provided 12,800 free SJ Access high-speed AT&T Wi-Fi hotspots to students, and 3,000 hotspots to members of the public.

The Library has also made available laptops for check out, online computer classes, tech support, and outdoor Wi-Fi access at City libraries.

COYOTE CREEK CLEAN-UP Valley Water, City of San José, and County of Santa Clara join volunteers to clean up Coyote Creek Dozens of volunteers removed debris along Coyote Creek at Tully Road and Charcot Avenue. The Coyote Creek Cleanup event was launched by Valley Water’s Homeless Encampment Committee in partnership with the City of San José, County of Santa Clara, and local businesses and nonprofit organizations.

Unfortunately,

Coyote Creek has become polluted by illegal dumping and the debris generated by the growing number of encampments adjacent to waterways. Since local creeks flow towards the San Francisco Bay, debris near waterways can lead to water pollution and endanger wildlife.

Volunteers for this effort were recruited

by The Trash Punx, Saved by Nature, and the South Bay Clean Creeks Coalition. During this event the nonprofit Opening Doors provided hot meals and outreach services for the unhoused community. The City of San José handed out redemption cards from the Cash for Trash Program in exchange for filled garbage bags. Event

sponsors included Zanker Recycling and Republic Services.

Under the Safe, Clean Water Program, Valley Water has dedicated over $38.7 million to continue coordinating with local cities and agencies to clean up creekside encampments that can contaminate waterways.

Valley Water invites residents who

want to be part of the solution to reduce water pollution to register for the National River Cleanup. Every Saturday in May, volunteers will fan out across their neighborhoods to stop trash where it starts and prevent it from flowing to the bay. Valley Water manages an integrated water resources system that includes the supply of clean, safe water, flood protection and

stewardship of streams on behalf of Santa Clara County’s nearly 2 million residents. Valley Water effectively manages 10 dams and surface water

reservoirs, three water treatment plants, an advanced recycled water purification center, a state-of-the-art water quality laboratory, nearly

400 acres of groundwater recharge ponds and more than 275 miles of streams.
